efficient

point

the

units
were
the
bedrooms
were
only

suggested
that
they

look
at
making
those
reasonably
sized,
which
would
enlarge
the
width
of

units

therefore
reduce
the
total
number
of
units,
and
we
approved
it
for
those
number
of
units,
but
I
I
thought
it
wasn't
just
that
I
thought
it
was
amazingly
efficient.
It
was
because
the
the
bedrooms
were,
or
I
mean
very,
very
narrow.
Very
you
know
so
just
to
clarify
that
okay.

project
characteristics,
the
size
of
the
lot
is
47
thousand
six
hundred
seventy
nine
square
feet
or
just
over
one
acre.
The
proposed
building
is
four
thousand
nine
hundred
square
feet.
There
are
a
total
of
24
parking
spaces
which
breaks
down
to
20
vacuum
spaces
and
four
additional
parking
spaces,
plus
25
stacking
spaces
to
go
into
the
actual
car
wash
building
itself.
There
are
actually
only
seven
stacking
spaces
that
are
required
for
this
project.
The
height
of
the
building
is
one
story.
It's
a
little
bit
taller
at
twenty
nine
point:
five
feet
to
the
roof.

This
is
a
site
layout,
there's
a
right
in
right
out,
ingress
and
egress.
As
you
can
see
for
the
carwash
facility
itself,
customers
will
enter
on
the
east
end
of
the
property
and
make
their
way
around
the
perimeter
of
the
property
to
get
into
the
building
where
they
were
exit
at
the
southwest
corner
of
the
property
as
they're
coming
in.
They
could
also
make
the
option
to
go,
left
and
circulate
into
the
20
vacuum
parking
spaces
which
are
just
to
the
east
of
the
carwash
building.

There
is
one
site
development
allowance
that
is
requested,
and
that
is
for
an
accessory
structure
that
is
less
than
ten
feet
away
from
the
principal
structure.
The
zoning
requirement
is
at
least
ten
feet
between
the
principal
structure
and
an
accessory
structure
as
part
of
planned
developments.
There
are
no
special
incentives
for
that
particular
regulation
and,
as
its
proposed,
the
accessory
structure
is
approximately
three
feet
away
from
the
principal
building.
There's
one
public
benefit
that
is
proposed,
and
that
is
that
the
applicant,
the
applicant
has
committed
to
providing
assistance
with
improving
a
CTA
bus.

Staff
recommendations
for
this
particular
project
is
to
make
a
positive
recommendation
for
approval
of
the
special
use
for
the
plan
development
subject
to
the
conditions
listed
below.
That
would
be
that
the
proposed
development
substantially
conformed
to
the
plans
and
documents
as
presented,
that
the
applicant
agreed
to
a
construction
management
plan
prior
to
building
permit
issuance
that
any
change
to
the
building
must
be
approved
as
an
amendment
to
the
plan.
Developments
that
the
applicant
is
responsible
for
the
relocation
of
existing
traffic
signals
and
coordinating
the
signal.

that
the
applicant
shall
provide
a
one-time
contribution
to
be
used
for
improvements
to
a
CTA
bus,
stop
and
the
vicinity
of
the
proposed
development
and,
finally,
that
the
applicant
agrees
to
contract
with

traffic

study's
circulation
patterns
and
make
necessary
revisions
to
the
site
plan
or
access
points.

this
city

the
development
at

honestly
receive
this
report
today

relation

terms
of
this
particular
incident
as
it
pertains
to
their
application,
I
had
been
trying
to
get
a
hold

unable
to
so
I
wasn't
purposefully,
trying
to
hold
it
back
from
anybody.

to

kyndra,
you
know
the
business
was
slow
to
start
and
it
took
them
a
while

report

was
submitted
initially

2017-

here
we

2019

an

seems
to
me
to
be
outdated.
The
the
one
that
I'm
presenting
or
the
one
that
I
was
presented

a
little
bit
more
recent
in
October
of
2018,
albeit
it
is
fairly
limited.

seems
to
be
an
agreement,

at
least
thoughtful
about
the

right
turn
in

car
wash

that
the
committee's
already
compromising

concession
not
only
to
the
business
but
more
importantly
to
the
city
and
what
mr.
Kendra
brought
to
my
attention

that

brought
the
initial
day
was
there's
a
lot
of
traffic
that
heads
eastbound
down
Oakton
and
turns
right
at
that
light,
and
that
right
by
the
way,
is
a
private
access.

not
a
city
property,
it's
not
maintained
by
the
city
and
he's
had
many
many
trucks
coming
eastbound
that
have
apparently
missed
the
asphalt
on
the
on
the
north
side
that
asphalt
facility
and
perhaps
the
the
towing
place
that's
over
there
on
the
left,
his
point
being
that
every
time
it's
missed,
they
turned
right
on
his
private
drive.
They
go
into
the
parking
lot
and
they
turn
around
and
come
out
and
from
his
standpoint,
these
aren't
just
cars.
These
are
trucks
and
they
damage
the
road.

damage
the
property,
but
in
line
with
what
we
had
initiated
the
first
night
I
do
want
to
just
bring
up
Andrey
emphasize
the
point
that
there
is
no
access
from
my
understanding
to
the
car
wash
going
eastbound,
because
there's
no
left-hand
turn
so
we're
restricting
the
access
to
a
westbound
in
they
may
be
saying.
Well
that
helps
our
argument.

We
should
have
a
left
turn.

just
a

it's
a
public
access,
road
or
I'm,
saying

private
road

talking
about
an
east-west
bound
road
that
this
intersection
can
simply
not
facilitate.

such
a
substantial
structure

a

number

least

the
very
least
I,
would
hold
the
applicant
to
a
more
recent
traffic
count.

For

me

regarding
the
traffic
counts,
we
conducted
our
counts
in
July
2017
we've
been
working
with
the
city
diligently
for
a
year
a
year
and
a
half
on
this
project
and
the
access
system
that
you
see
now
the
counts
that
we
did
in
2018
for
the
dome
I
went
back
and
looked
at
and
they're
very
comparable
to
the
counts
that
we
had
in
2017
traffic
hasn't
changed
much.
The
dome
was
up
pretty
much
the
same.
They
fluctuate
a
little
bit
higher
or
lower.

More
importantly,
that
intersection
works
at
a
very
good
level
of
service
eh,
even
if
the
volumes
are
a
little
higher,
there's
more
than
sufficient
reserve
capacity
at
that
intersection
to
accommodate
any
difference
in
traffic,
and
we
could
go
out
there
on
any
given
day
in
traffic
varies
a
little
bit.
That's
why
you
want
to
look
at
that
level
of
service
and
we're
working
we're
operating
in
a
level
service.

I've
also
been
out
there
a
number
of
times
again
today,
watching
that
intersection
and
the
intersection
operates.

Would
what
I
call
the
90/10
rule
90%
of
the
people,
follow
the
rules
of
the
road
and
there's
10
percent
that
don't
and
are
there
gonna
be
a
person
or
two
or
motorists
that
may
drive
into
that
road
and
turn
around

think
for
the
most
part,
ninety
percent
are
not
going
to
car
washes
now
or
not
what
they
used
to
be.

it
leads
to

each

five

washes

clients

going
in
to
a
lot
of
location.
So
if
it's

convenient
for

they
move

traffic

to

different
location

these
people

repeat
clients.
They'll

best
way
to
get
in
here,
they'll
understand
that
they
can
only
come
in
off
of
westbound
on
Oakton.

which

as

of
those
daily
traffic
counts,
I

a
breakdown
of
all
the
counts
and
I
took
a
look
at
those
counts
compared
to
hours
of
peak
hours,
and
they
were
very
similar.

sense

there
was
a
bit
of
fishing
around,
find

reason
for
a
continuance,
and

another

claimed

be

recent

a
series
of
counts.

study

staff

ability
to
make
a
judgment
on
whether

further

study
ought
to
be
done,

our
hope
was
that
we
didn't

it

changed
so
much
staff
did
say
as
part
of
the
staff
review
not
once
or
twice
but
three
times.

need
a
traffic's,
an
updated
traffic
impact
study
that
is
dated
January
4th
2019,
authored

objection
in
this
instance
is
meritless.
We
are
here
tonight
for
a
very
brief
meeting

this

the
only
thing
on
the
agenda
and
we
have
a
real
dilemma
because
they're
now
pushing
you
for
a
more
recent
study
when
they've
admitted
that
this
2019
study
is
enough,
they
wanted
something
in
2019.

use

lot
for

because
there

two

three
additional
turns
to
get
to
the
same
point
and
I
think
the
point
about
inconvenience
is
critical,

the

disincentive
of
inconvenience
leads
drivers
nuts

either

gas
station,

16
pumps
and
the
Dunkin
Donuts
drive-through
and
the
other
items
that
are
over
there,
the
car
wash
or
through
the
food
store.

that's
really
all

access

could
generate
more

we
all

car
washes
generally
generate
a
low
volume
of
traffic,

there

when
we
get
a
sunny
day
that
they're
a
little
busier
than
usual
but
yeah,
it's

good
point.

gonna
go
here,
it's
gonna
generate
traffic,
we
would
love
to
have
left
turns
in,
but
working
with
the
city,
no
one
felt
comfortable
with
that.

did

study,

we
know
the
area
pretty
well
and
we're
not
going
anywhere,
but
you
know
right
in

right
out,
you
can't
ask
for
any
more
restrictive
access
and
it's
really
not
impacting
that
signal,

there's

outbound
traffic
you're
not
changing
the
timing,
you're
not
changing
anything
there.
It's
just
going
to
be
people
that
are
going
westbound
on
Oakton
are
gonna,
make
a
turn
in
there
and
then
turn
back
out
after
their
car
wash

hope.

standard

planned
developments
as
as
a
special

The
plan
development
involves
such
special
considerations
of
the
public
interest

shall

required
to
adhere

this
specific

in
which
it
is
located.
Compliance
with
the
standards
shall
govern
the
recommendation,
the
Planck
commission
applicable
to
plan
development
and
the
action
of
the
City
Council.

order
to
ensure

approved
plan
development

harmony
with
the

purposes

intents
of
the
zoning
ordinance.
