there's
a
brief
announcement
for
anyone
who
may
be
in
attendance
who
are
watching
that
was
expecting
that
the
combined
meeting
of
the
Planning
Commission
and
Zoning
Board
and
then
later
the
Zoning
Board
of
Appeals
meeting
this
evening.
Those
two
meetings
have
been
canceled,
the
items
that
were
scheduled
for
that
will
come
at
a
later
date
for
the
combine
meeting
and
for
the
Zoning
Board
portion
of
the
meeting
next
week.

Next
Tuesday
on
the
16th
we'll
be
meeting
discussing
discussing
the
banquet
hall
on
Howard
Street,
so
just
for
for
clarification
there
and
on
to
the
business
this
evening.
As
mentioned,
this
is
a
text
amendment
to
the
zoning
ordinance
within
the
city
code
in
title
5
of
the
city
code
is
our
housing
section
that
deals
with
the
inclusionary
housing
ordinance
and
late.
Last
year
the
City
Council
approved
a
new
inclusionary
housing
ordinance
on
November
29th.

They
went
into
effect
January
1st
of
this
year,
so
the
number
of
changes
within
that
ordinance,
some
of
them
being
that
the
affected
developments,
the
threshold
was
reduced
to
five
or
more
dwelling
units.
The
thean
liu
changed
and
was
was
increased
on
that
and
then,
notably
for
the
zoning
ordinance
portion
that
were
talking
about
this
evening.
The
development
incentives
were
changed
for
that
as
well
for
projects
that
comply
with
either
5%
on-site
for
most
projects
or
10%
on-site.

If
there's
some
sort
of
public
financing
involved,
the
table
here
is
included
in
the
inclusionary
housing
ordinance
as
far
as
incentives
for
developments
and
then
consequently,
there's
also
a
table
for
projects
that
have
10%
on
site
or
20%
on
site,
with
public
financing,
so
greater
incentives
if
a
development
complies
with
providing
that
the
full
amount
of
affordable
housing
requirements,
on-site
versus
doing
a
fee
in
lieu.
So
this
is
already
policy
changes
have
already
been
agreed
upon.

There
was
a
subcommittee
that
took
a
look
at
this
and
then
ultimately,
the
City
Council
approved
the
ordinance
and
made
those
changes.
So
the
plan
Commission's
role
this
evening
and
finally,
some
incentives
regarding
parking
requirements
for
developments
that
affordable
developments
so
plan.
Commission's
role
is
to
change
the
zoning
ordinance
for
the
areas
where
these
incentive
bonus
show
up.
So
that
would
be
in
each
section
of
the
code
that
allows
for
residential
development,
so
it'd
be
revising
our
inclusionary
housing
bonus
sections
for
all
those
districts
and
basically
adding
that
density
bonus
chart
to
the
specific
districts.

So
that's
the
the
main
portion
and
then
also
there
was
a
change
in
the
inclusionary
housing
ordinance
sort
of
procedural
incentive
for
developers
if
they
provide
all
the
required
units
on-site
and
they
were
seeking
to
exceed
the
maximum
development
allowances
for
a
planned
development.
At
that
point,
city
council
approval
would
only
be
required
with
the
majority,
whereas
currently
a
supermajority
is
required
in
order
to
exceed
that
those
maximum
development
thresholds.

So
those
are
the
the
changes
that
are
being
made
to
the
zoning
ordinance,
including
your
packet,
was
the
the
table
and
kind
of
where
that
would
go
in
or
an
example
where
it
would
go
in
and
then
include
on
the
screen.
Here
is
just
the
phrase.
It
would
be
added
at
the
end
of
the
section
that
deals
with
the
the
supermajority
I'm
stating,
except
where
a
majority
vote
is
allowed
per
Section,
five,
seven,
thirteen
of
the
city
code.
So
again,
these
are
kind
of
a
summary
of
the
changes
and
plan.

Commission's
role
this
evening
is
not
to
discuss
the
the
merit
of
those
changes
where
the
policy
of
the
changes,
but
just
to
make
a
recommendation
on
the
text
amendment
to
the
City
Council
about
incorporating
those
changes
into
the
text
of
the
zoning
ordinance.
So
that
concludes
a
summary
of
the
presentation
and
we
do
have
the
standards
for
text
amendments
here
as
well.
