B
A
Opposed
50
minutes
will
be
approved,
I
do
have
a
sign-up
sheet.
Is
anybody
else
wanting
to
speak
at
Planning
and
Development
Committee?
This
is
not
the
council
meeting,
but
anybody
want
to
speak
at
planning
development.
I'm
gonna
set
this
here
come
on
up
and
sign
up
so
I.
Oh,
you
already
did
okay,
good
beautiful
all
right.
We
have.
C
A
People
in
this
room
have
a
seat
if
there's
not
a
seat
in
the
anteroom
I
know
that
there's
an
additional
room
where
the
meetings
are
being
broadcast
and
I'm,
not
sure
the
room
number
as
fire
chief
was
out
there
somewhere
telling
people
and
I
don't
want
to
get
in
trouble
from
the
fire
chief.
Do
we
know
the
other
room
yeah?
It's
it's.
It's
probably
one
of
the
24
room
numbers,
but
okay,
so
thank
you
and
then
maybe
whoops
keep
that
door
shut.
A
The
first
item
on
the
agenda
after
the
minutes
is
item
p1,
a
vacation
vacation
rental
license
for
1516
crane,
Street
city
staff
is
recommending
approval
of
a
vacation
rental
license
for
the
property
located
at
1516
crane.
The
vacation
rental
meets
all
of
the
standards
and
procedures
for
the
license
approval.
This
is
for
action
tonight.
We
don't
have
any
speakers.
The
applicant
is
here.
If
we
have
any
questions,
alderman
Fisk.
A
A
All
in
favor
of
the
occasion,
rental
license
hi
any
opposed,
no
opposed.
Okay,
so
we'll
entertain
it
at
the
council
meeting
which
follows
right
after
this
okay,
and
if
you
have
any
questions
about
that,
one
of
our
staff
can
help
you
outside.
Okay,
all
right
item
p2
ordinance,
one
five,
eight
o
18
extending
the
time
for
the
applicant
to
obtain
a
building
permit
for
the
construction
planned
at
for
the
planned
development
at
eighteen.
A
Fifteen
Oak
Avenue
staff
is
recommending
adoption
of
the
ordinance
to
extend
the
time
for
the
commencement
of
the
construction
it
was
originally
approved.
On
July
25th
2018.
The
ordinance
would
grant
a
one-year
extension
for
the
building
permit
issuance
to
December
10th
2019
I
know
that
we
have
the
applicant
present.
The
ultimate
of
award
has
requested
suspension
of
the
rules
for
introduction
in
action,
and
we
have
any
questions
for
the
applicant
okay.
Is
there
a
motion.
A
A
Iii
is
139
Oh
18
granting
major
variations
at
1943,
Sherman
Avenue
in
the
r5
residential
zoning
district,
Zoning
Board
of
Appeals
is
recommending
denial
and
staff
is
recommending
approval
of
the
ordinance
authorizing
the
major
variations
for
the
22-yard
22
foot,
rear
yard
setback,
where
22.5
is
required
for
a
three
storey
stair
and
an
increase
of
zero
additional
parking
spaces
where
three
additional
parking
spaces
are
required
for
the
conversion
of
a
single-family
residence
to
a
three-unit,
multiple
family
residence.
This
is
in
the
r5
general
residential
district,
and
this
is
for
introduction.
Is
there
motion?
A
E
We
are
very
much
in
support
of
the
upgrades
that
have
been
proposed,
as
we
now
understand,
and
very
excited
by
the
fact
that
life
safety
issues
will
undoubtedly
be
addressed
as
well
as
the
building
getting
an
upgrade,
and
that's
the
key
is
that
the
building
is
upgraded
and
not
only
upgraded,
but
that
it
is
maintained.
Our
major
concern
is
that
the
owner
of
this
building
has
been
in
the
courts
has
been
fined
by
the
city,
and
this
is
dragged
on
for
years
now.
E
As
I
understand
again,
I
asked
the
Planning,
Committee
and
I
go
on
record
as
asking
the
City
Council
down
the
road
to
please
make
sure
you
do
whatever
you
can
to
force
ownership
to
complete
what
they
proposed
and
then
to
maintain
what
they
proposed.
I
drafted
a
letter
along
with
the
other
members
of
our
board,
which
didn't
make
it
into
the
packet
but
has
been
presented
to
you
and
I
think
it
states
a
number
of
facts
that
that
are
very
important
for
you
all
to
read.
Thank
you.
Thank.
A
D
Oh
gosh,
I'm,
sorry,
yes,
there,
you
are
going
back
to
what
mr.
Carver
said.
What
what
are
we
going
to
do
to
make
sure
that
they
stay
on
their
timeline
for
all
the
work
they
want
to
do
I
that
that's
the
only
part
of
this
that
makes
me
a
little
bit
uncomfortable
I'm,
really
happy
with
how
we
have
approached
this.
It's
been
a
problem
building
in
my
ward
for
a
long
time,
we've
been
frustrated
by
it
and
I
think
this
is
a
good.
D
F
G
Good
evening,
yes,
this
is
this
was
originally
pursued
as
a
as
an
action
to
ensure
that
either
the
owner
removed
the
optic,
a
pins,
the
rope
or
the
three
unrelated
or
converted
it
to
a
three
flat.
The
owner
opted
with
mr.
Jones
assistance
to
go
for
this
option
to
convert
it
and
make
all
the
improvements.
It
is
a
good
result
for
the
city.
We've
established
the
timeline
for
this
exact
reason.
G
B
Hold
on
ready,
alderman
Wilson.
We
have
a
letter
here
from
1939
Sherman
Avenue
mr.
Carver,
and
the
last
sentence
is
very
curious.
It
says,
because
of
bad
faith
has
been
exhibited
and
continuous
bad
faith.
We
again
request
denial
of
the
application
this
time
by
Planning
and
Development.
It
didn't
quite
sound
like
he
was
asking
for
denial.
B
B
B
E
I
answer
that
yes,
please,
when
the
letter
was
sent,
we
were
not
aware
that
the
city
had
received
a
time
line
that
they
approved.
If
you
go
back
to
prior
zoning
and
prior
dapr
meetings,
you'll
see
that
and-
and
actually
it
was-
was
an
as
recently
as
November.
It
was
pulled
because
they
were
waiting
for
the
owner
to
be
present
himself
or
herself
and
convinced
zoning
that
that
this
plan
was
was
workable.
So
we
were
very,
very
surprised.
E
I'm.
The
the
association
is
very
supportive
of
the
renovation
of
this
property.
We
are
based
on
the
timeline
that
is
now
suggested.
Okay,
we
are
in
support
of
moving
forward.
Our
concern
is
that
we
don't
trust
the
current
owner
and
that
we
still
have
not
seen
a
situation
where
you
know
his
attorney.
Who
is,
is
you
know,
very
well,
respected,
I,
think
and
and
speaks
very
well
for
his
client.
E
You
know
he's
been
told,
have
your
client
come
in
front
of
Zoning
come
in
front
of
planning
and
the
owner
is
not
willing
to
do
so,
so
we're
suspect,
Alderman,
Rainey
I
appreciate
the
confusion
that
you
you
you
see
coming
from
me,
but
we
want
this
to
succeed
and
our
concern
is
current
ownership
doing
that
and
what
it
will
then
look
like
after
the
fact
and
that's
what
we
really
you
know
come
back
and
say
we
trust
your
judgment
and
we're
hopeful
that
that
this
owner
will
show
good
faith
and
complete
everything.
I.
A
C
C
F
There
will
be
an
inspection
process,
so
the
city
will
be
in
there
to
confirm
that
this
that's
illegal
three
flat
because
and
the
exterior
will
start
first,
while
students
were
still
there
and
then
in
this
summer
all
the
interior
will
be
done,
they'll
be
somewhat
interior,
we
can
do
spring
break
and
another,
but
as
soon
as
it's
vacant
and
they
go
and
they
get
it
done,
but
the
exterior
should
be
finished
as
soon
as
the
weather
permits
it.
Thank.
D
D
A
Okay,
I'll
reveal
second
okay,
so
it
was
originally
scheduled
for
introduction
any
more
questions.
Okay,
all
those
in
favor
of
Ottoman
fists
motion
to
introduce
and
for
action
with
suspension
of
the
rules
say
aye
aye,
any
opposed;
okay
that
will
be
entertained
and
alderman
Simmons,
as
previously
mentioned
she's
recusing
herself,
so
that'll
be
before
the
council
on
that
and
that
motion
or
for
that
done.
Presentment.
Thank
you.
Thank
you
item.
A
He
for
ordinance
one
six
o0o
18,
rather
granting
landmark
status
to
the
building
and
lot
of
record
at
12:25,
Asbury
Avenue,
the
Preservation,
Commission
and
city
staff,
are
recommending
approval
of
the
ordinance
designated
1225
Asbury
as
in
Evanston
landmark.
This
is
for
introduction
and
it's
a
very
interesting
building.
I
enjoy
every
time
I
look
at
it,
which
is
very
often
as
I
Drive
down
Asbury.
A
So
any
questions,
okay,
all
in
favor
aye,
any
opposed
that
would
be
for
introduction
to
the
council
item
a5
ordinance,
one
one:
two:
oh
eight
een,
granting
major
zoning
relief
for
building
a
lot
coverage,
setbacks
and
open
parking
at
twenty
six.
Twenty
six
Risa
Avenue
city
staff
is
recommending
adoption
and
the
zoning
Board's
of
Zoning
Board
of
Appeals
recommended
a
denial
of
the
ordinance
for
major
zoning
relief.
A
Now
this
was
held
from
the
previous
meeting
on
November,
12th
and
I
understand
from
the
staff
that
the
applicant
is
intending
to
meet
with
the
with
the
neighbors
to
get
some
input
on
some
different
I
guess,
considerations
so
I
think
that's
what's
been
represented
to
the
neighbors
and
to
the
applicant,
all
in
suffering.
I
think
you
had
some
its
own
timing.
I
propose
that
we.
A
H
A
All
in
any
opposed
all
right
that
will
be
the
action
we
do
have
an
item
for
the
discussion
for
discussion.
I
appreciate
the
staff.
Putting
this
together
appreciate,
alderman
Ravel's
request
for
the
information
Ottoman
Ravel.
Let
me
just
ask
you:
I
should
have
asked
you
ahead
of
time,
given
our
crowded
anteroom
such
would
you
be
okay
if
we
maybe
discuss
this
at
a
meeting
where
it
wasn't
so
crowded
for
the
council,
or
do
you
want
to
just
kind
of
press
through
now?
Well,.
C
C
Come
back
in
January
and
the
reason
I'd
like
us
to
talk
about
it
at
least
briefly
this
evening
is
because
we
are
in
the
process
of
rolling
out
our
new
rental
registration
program
for
ad
use
and
coach
houses
that
are
being
going
to
be
rented
to
non-family
members.
And
since
we're
rolling
out
this
new
program,
it
would
be
good
to
be
able
to
mention
whether
we
have
this
owner
occupancy
requirement
requirement.
C
C
A
And
aldrin,
Ravel
and
I
did
have
an
opportunity
to
discuss
it.
It
does
make
sense
to
me.
You
know
just
kinda
based
on
the
goals
that
we're
looking
at
so
okay,
so
we
go
because
the
staff
just
put
that
on
the
actual
agenda
for
consideration
and
having
to
draft
ordinance
prepared
all
right.
Thank
you
very
much.
Thank
You
alderman
reveal.
Okay,
do
I,
have
any
communications
all
right,
any
further
new
business.
Any
motion
to
adjourn
so.
A
A
A
Apologies
for
thank
okay,
thanks
for
being
here.
Okay,
now
is
there
a
motion
to
adjourn
all
right,
so
yeah
I
just
wanted
to
do
it
again.
Everybody
will
start
the
council
meeting
I
think
you've,
everybody
a
chance
to
kind
of
get
settled
in
the
rest
of
the
council
members
in
here,
maybe
at
22
late.
Thank
you.
