If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
So
good
evening,
everybody,
this
is
the
planning
and
development
committee
of
the
city
council.
It
is
monday
march
22nd
and
I
don't
have
the
time
in
front
of
me
and
we
have
a
quorum.
A
The
first
item
of
business
is
suspension
of
the
rules
allowing
for
remote
participation
due
to
an
executive
order
issued
by
governor
jb
pritzker
and
the
ongoing
copit19
panic
pandemic
staff
recommends
a
suspension
of
the
rules
regarding
in-person
attendance
requirements
for
public
meetings,
allowing
for
city
council
members
and
city
staff
to
participate
in
this
meeting
remotely,
and
that
is
for
action.
Johanna.
Could
you
call
the
role
I
move
approval
second,.
B
My
apologies
alderman's
desk,
yes,
aldrin,
win.
A
C
D
A
Okay,
it's
unanimous.
We
will
allow
that.
The
next
item
is
approval
of
minutes
of
the
regular
planning
and
development
committee
move
approval.
A
C
C
C
A
Okay,
the
next
item
on
the
agenda
are
items
for
consideration
of
p1
is
the
vacation
rental
license
for
1538?
Fowler
staff
recommends
approval
for
vacation
rental
license.
It
meets
all
the
standards
and
procedures
for
license
approval,
and
that
is
for
action.
A
Is
there
a
second
okay
and
is
there
anyone
signed
up
to
speak
on
this
or
or
before?
We
have
discussion.
B
Yes,
alderman
says
there
is
april.
Nelson
is
signed
up
as
well
as
mike
vasilko
has
signed
up
to
speak
to
p1
2
and
3
4.
A
It's
I
believe,
our
our
p
and
d
rules
are
45
minutes
and
no
more
than
three
minutes
per
person.
B
D
D
I
am
the
niece
of
the
grand
niece
of
the
late
mary
and
bishop
harvey
of
1538
fowler
avenue.
D
My
uncle
bishop
bought
the
house
in
1954
he
and
my
aunt,
mary
and
for
generations
our
family
has
enjoyed
coming
to
evanston
meeting
the
neighbors
getting
to
know
them
enjoying
the
community
basking
in
at
the
lake
attending
festivals
and
all
kinds
of
things
birthday
celebrations.
In
fact,
tomorrow
would
have
been
uncle
bishop's,
107th
birthday
he
passed
last
april
at
the
age
of
106..
D
I
don't
know
if
you
guys
can
see
a
picture
of
he
and
I
he
was
104
here
during
a
visit
to
evanston
and
that's
him,
but
so
many
people
know
and
and
loved
uncle
bishop.
But
I
bought
his
house
upon
his
when
he
became
ill
and
could
not
maintain
it
anymore
to
just
keep
it
in
our
family
and
keep
it
as
a
place
where
we
could
gather
and
just
remember
some
of
the
great
times
right.
We
spent
the
last
couple
of
years.
D
A
Thank
you.
Thank
you
april
very
much,
and
also
for
that
great
history.
That's
fabulous
joanna.
Is
there
anyone
else
signed
up
to
speak
on
this?
Is
there
any
discussion
on
the
part
of
the
committee?
I'm
sorry.
E
C
Do
it's
really
more
of
a
question
and
like
somebody
to
answer
it
for
any
of
the
exactly
g1
to
2
p3
p4?
C
A
Okay,
oh
thank
you
very
much
any
discussion
from
the
committee.
Okay
johanna.
Could
you
call
the
role
please
for
action.
A
A
A
Is
p2,
it
is
ordinance
28021
granting
a
special
use
permit
for
a
type
2
restaurant
ali's
halal
eatery
at
955
ford
street
in
the
b2
business
district,
zoning
board
of
appeals
and
staff
recommend
council
adoption
of
this.
The
applicant
has
complied
with
all
zoning
requirements
and
meets
all
of
the
standards
for
special
use
in
the
district
alderman
rainey.
You
wanted
to
suspend
the
rules
for
introduction
and
approval.
Is
that
correct.
E
Yes,
I
would
like
to
do
that.
I
you
know
I
I
didn't
realize
this
was
on
the
agenda
tonight.
I
did
attend
and
watch
while
I
watch
the
the
hearing
after
the
fact,
but
I
I'm
in
full
support-
and
I
spoke
this
gentleman
reached
out
to
me
prior
to
going
to
the
to
the
meeting-
and
I
I
do
support
it
completely
and
hopefully
he
can
get
up
in
business
quickly.
A
Okay,
is
there
more
discussion
on
the
part
of
the
committee,
okay,
so
alderman
rainey,
you
want
to
move
for
introduction
and
approval.
You
want
to
suspend
the
rules.
Is
that
correct.
A
Okay,
then,
then
we
can
go
directly
to
a
vote
to
introduce,
suspend
the
rules
recommended
council
to
suspend
the
rules
for
action
johanna.
Could
you
call
the
role
please.
F
B
Okay,
thank
you
ultimate
fifth.
Yes,
alderman
wayne.
F
C
A
Passes
unanimously.
The
third
item
is
p3
ordinance,
29021
branding
a
special
use
permit
for
a
type
2
restaurant,
the
purple
630
davis
and
the
d2
downtown
retail
core
district.
The
applicant
has
complied
with
all
of
the
zoning
requirements.
It
meets
all
of
the
standards
for
special
use
for
this
district,
and
this
is
for
introduction.
Jackkin.
A
Any
discussion,
okay,
john,
would
you
call
the
role
please?
This
is.
A
A
Okay,
p4
is
ordinance
30,
oh
21,
granting
a
special
use
permit
for
a
commercial
indoor
recreation
facility
located
in
1801-1803
central
street
in
the
b1a
business
district
and
ocsc
overlay
district,
central
street
corridor.
Zoning
board
of
appeals
and
staff
recommend
approval,
and
this
is
for
introduction,
imove
introduction.
F
A
F
Well,
I
would
just
say
that
it's
really
exciting
to
have
this
use
come
to
central
street.
That
building
has
been
not
only
empty,
but
in
total
disrepair
for
years
and
years,
and
be
really
wonderful
to
have
a
really
positive,
active,
vibrant
use
in
that
space.
So
we're
just,
I
think,
the
whole
central
street
community
is
really
excited
to
have
it.
Have
it
be
there
and
jim
hennessey
is
here
if
there
any
jim,
did
you
want
to
say
anything.
G
No,
I
just
wanted
to
you
know
just
say
that
I
totally
agree
we're
super
excited
about
the
project.
We've
got
some
really
fun
design
work
going
on
right
now,
it's
gonna
be
a
beautiful
building
and
we're
going
to
bring
it
back
to
life
but
happy
to
answer
any
questions.
If
anybody
has
any.
A
Great
yes,
tom,
alternate
suffering
yeah.
Thank
you.
E
Mr
hennessy,
a
green
food
concept,
please.
G
Elaborate
we're
talking
to
a
group
out
of
europe
called
joe
and
the
juice
they
have
a
few
locations
downtown.
You
can
google
them
and
look
at
their
venue,
but
they
have
you
know
fred
everything's,
fresh
they've
got
green
juices,
they've
got
smoothies
protein
shakes
and
then
just
healthy
food.
That
would
go
nicely
with.
You
know
an
active
use
concept
like
we
have
so
it's
you
know
we're
very
early
stages
with
them,
so
there's
no
guarantee
at
all,
but
something
along
those
lines.
G
I
think
that's
a
good
kind
of
you
know
outline
of
what
we'd
be
trying
to
do
in
that
space.
Okay,
so
you
guys
made
green
foods
or
athletic
apparel.
Not
we
have
two
two
retail
spaces.
So
on
one
side,
we're
thinking
we're
thinking,
you
know
healthy
food
concept.
On
the
other
side,
we
think
athletic
apparel
would
make
sense
again.
G
The
retail
you
know,
leasing
market
is
super
tough
right
now,
so
you
know
the
best
we
can
do
right
now
is
you
know,
bring
a
beautiful
space
to
market
and
talk
to
a
lot
of
people
and
sell
them
on
the
central
street.
You
know
business
district,
which
I
think
kind
of
sells
itself,
but
again
we're
early
stages
and
something
like
a
jungle.
The
juice
would
be
really
really
great.
I
think,
because
that
strip
of
space
doesn't
have
a
lot
of
healthy
food
concepts,
so
I
think
it
would
be
a
nice
addition.
A
C
E
E
A
Okay,
thank
you
very
much
again
unanimous
vote.
Johanna.
Are
there
any
items
for
discussion?
There
are
none
and
items
for
communication.
A
Great
okay,
thank
you.
Everyone,
it's
5,
33
council,
at
5
40..
Does
that
work
for
everybody?
Yes,
oh
thank
you.
Thank
you
very
much.
