potentially
involves
excavating
to
reach

main
sewer,
which
is
14
feet
below
golf
road
gulf
road
is
a
state
road
and
has
been
newly
resurfaced.

costs
include
traffic
control
for
the
two
westbound
lanes
for
two
to
three
days:
soft
cut,
excavation
shoring
and

street
plates
for
the
excavation
labor
costs,
hauling
away
excavated
debris
machinery,
a
possible
back
truck
refilling,
golf
road
with
idot,
specified
materials,
asphalt,
restoration
per
idot,
specs
and
more,
and
this
does
not
include
the
city

evanston
or
the
state

illinois
permits
in

co-chair

the
environment
board
and
for
several
years
I've
been
working
as
a
steward
in
the
lat
arboretum
on
one
of
the
areas
that
I
hope
will
become
a
officially
a
natural
area
if
this
ordinance
passes.
So
I
am
speaking
on
behalf
of
the
natural
areas
ordinance.
I
just
wanted
to
add
that
I
think
in
passing
it
you'll
be
part
of
a
national
movement.
I
There's
been
a
tremendous
amount
of
attention
being
paid
to
urban
natural
areas,
especially
this
year,
when
they've
been
very,
very
heavily
used,
in
addition
to
all
their
other
values
for
stress
relief
and
as
elizabeth
kinney
just
said,
it's
cost
neutral.
We've
developed
a
really
good
model.
I
think
for
the
community,
collaborating
with
city
officials
and-
and
I
look
forward
to
working
to
continue
that.

tennis
tenant
based
rental,
assist
assistance,
program,
extension
funding.

essence,
the

we're
in
normally
every
year
we
come

flax,
housing

grants
manager.

are
asking
instead
for
additional
funding
for
the
families
in
our
2018
and
2019
cohorts
who
have
lost
income
and
therefore
haven't
made
as
much
progress
toward
self-sufficiency
as
they
normally
would.
In
most
years.
Normally
our
2018
households,
you
know,
would
have
completed
their
two
years
of
of
of
their
tenant-based
rental
assistance
program
and
be
self-sufficient,
and
we
have
seven
families
that,
although
they
have
officially
graduated,
really
haven't
reached
self-sufficiency
and
are
currently
being
helped
by
connections
using
state
prevention
funds
to
maintain
their
housing.

We
also
have
with
our
2019
households
that
are
halfway
through
their
24
month
period,
approximately,
who
are
actually
most
of
the
time.
What
happens?
Is
they
start
out
with
a
deeper
subsidy
and
as
they
increase
their
income,
they
take
on
more
of
their
rent
and
because
of
financial
setbacks?
Many
of
our
households
are
in
that
particularly
vulnerable
population
that
have
lost
jobs
and
are
are
in
service
industries.

They
just
are
not
able
they're
not
as
far
along
and
we're
going
through
our
tebra
money
faster
than
we
normally
do,
so
it
will
not
sustain
them
for
the
full
24
months.

So
that's
what
we're
asking
for
the
additional
money
as
an
extension
of
that
funding,
rather
than
to
put
in
a
whole
new
cohort
of
households,
and
normally
we
also
fund
a
cohort
at
approximately
three
hundred
thousand
dollars
for
eight
to
ten
households,
and
we
also
don't
even
have
that
much
money
in
this
case,
and
part
of
that
is
because
we're
putting
more
money
into
bricks
and
sticks
right
now,
you
know
into
creating
affordable
units
by
funding
the
evergreen
project,
which
is
a
very
important
project,
to
provide
more
long-term,
affordable
housing.

we're
really
in
a
balancing
act
right
now
with
trying
to
keep
our
current
zebra
households
stable
and
not
falling
back
into
homelessness
or
or
being
extremely
unstably
housed
through
this
covid19
pandemic.

reason
for
this
venue
started,
I'm

graphic
designer
I'm

invitation
special
event,
business
I've
been
in
business
for
29
years
and
because
of
the
pandemic,
all
my
events
have
been
canceled
and
I'm
looking
for
another
way
to
use
my
my
building
and
keep
my
business
going.
The
space
is
small.

concept
is
to
do
intimate
small
events,
the
maximum
that
the
space
can
hold
is
people
it's
between
10
and
50.,
and
so
these
are
micro
events,
they're,
small
rehearsal,
dinners,
anniversaries,
birthdays
and
so
on.
In
terms
of
how
much
to
answer
your
specific
question
about
the
music,
I've
had
lots
of
event
planners
and
other
professionals.
Since
I've
been
in
the
business
for
29
years,
I've
had
a
lot
of
people
out
here
to
look
at
it
with
small
events.
Amplified
music
is
not
a
mainstay.

It's
just
too
much
power
for
a
small
group
of
people,
so
the
thought
would
be
that
it
might
be
a
guitar,
a
violin
or
something
it's,
not
a
music
venue.
It's
a
an
intimate,
elevated,
refined
venue
to
have
a
place
for
people
to
gather
outside
their
home,
so
I
don't
anticipate
it's
not
a
rock
and
roll
place
or
anything
of
that
nature.
In
terms
of
how
many
nights
I
don't
know
because
I
haven't
started
yet
I
hope
there
will
be
many
nights
so
that
I
can
sustain
myself.

work
all

live

focused

the

Everyone
wanted
to
know
my
plans

neighbors
as
well
to
not
create
a
nuisance

other
people,

I'm
aware
of
that,
I
don't
want
to
have
any
problem
with
anyone.

read

transcripts

the
zoning
meetings
it
just
seemed
like
I
could
just
picture
it
in
my
mind's
eye

a

we
don't
really

I
have
the
pleasure
of
presenting
the
introduction
of
the
natural
areas
ordinance
this
evening
and
so
in
the
city's
climate
action
and
resilience
plan.

There
are
dozens
of
goals,
one
of
the
one
of
the
most
sort
of
clearly
written
and
strong,
strongly
awarded
one
has
to
do
with
preserving
and
restoring
evanston's
natural
areas,
urban
canopy
native
vegetation
and
green
spaces,
and
so
this
ordinance
is
really
looking
to
help
support
the
codification
of
the
work
that
volunteers
are
doing
in
conjunction
with
city
staff.
P
And
so,
as
I
move
into
this,
I
want
to
just
give
a
big
thank
you
to
the
evanston
environment
board
and
the
parks
and
rec
board,
as
well
as
the
public
works
department,
including
director
stonebeck,
and
the
parts
and
rec
department,
including
director,
lauren,
hemingway
and
then
also
wendy.
Paula,
who've,
all
put
a
lot
of
time
and
energy
into
trying
to
create
something.
P
That's
going
to
work
for
all
of
us,
and
so
the
the
goal
of
the
the
ordinance
is
really
to
to
honor
and
create
a
process
and
a
practice
of
codifying
the
work
that's
being
done
by
residents
in
conjunction
with
city
staff,
and
so
this
is
a
group
of
photos
from
a
variety
of
different.
Some
of
them
are
work
days.
The
one
on
the
bottom
right
is
from
a
celebration
of
the
city's,
the
city
becoming
a
certified
natural
wildlife
habitat,
and
so
this
is
the
type
of
work
that's
already
taking
place.

That's
already
has
a
ton
of
support
and
there
is
really
good
collaboration
and
so
we're
trying
to
create
a
process
that
makes
sure
that
the
work
that's
being
done
is
is
honored
and
done
in
a
way
that
is
supportive
of
the
city's
goals,
as
well
as
the
desires
of
community
members.
And
so
the
ordinance
basics
are
are,
as
I've
said,
before.
P
Creating
a
definition
of
what
a
natural
area
is
within
the
city's
code,
establishing
a
specific
contact
person
within
the
city
to
handle
questions,
concerns
and
and
processes
related
to
the
work
taking
place
on
public
property
and
that
person
would
be
designated
as
the
natural
areas
officer.
This
person
would
sit
in
public
works
and
would
report
up
through
to
the
public
works
director.
P
Additional
component
is
limiting
active
recreation
on
the
designated
natural
areas
to
minimize
the
potential
wear
and
tear
and
damage
in
those
places,
but
still
making
sure
they're
open
to
the
public
for
access,
and
so
that
people
can
enjoy
them,
and
this
is
one
of
the
primary
reasons
that
the
parks
and
rec
board
and
the
parks
and
recreation
department
has
been
involved
in
this
process.
P
As
we
want
to
make
sure
that
we're
we're
not
taking
over
uses,
that
are
that
people
are
already
using
for
other
types
of
recreation,
but
we're
these
are
comp.
This
is
a
complementary
usage
and
then
another
sort
of
late
addition
to
the
ordinance
is
ensuring
that
city
council
serves
as
the
ultimate
decision
maker
in
modifying
the
list
of
natural
areas
as
you'll
see
in
the
ordinance
today.
P
There
is
not
a
list
of
initial
areas
being
proposed,
and
that
is
primarily
because
staff
believe
that
it's
important
to
work
out
that
process
between
the
environment
board,
the
parks
and
rec
board
and
city
staff
to
make
sure
that
we're
all
clear
as
to
what
the
expectations
are
for
what
will
take
place
in
the
in
the
natural
area,
what
those
requirements
are
and
speaking
to
that
one
of
the
requirements
is
an
annual
report
from
each
of
the
running,
share
groups
and
stewards
about
what
is
taking
place
and
has
taken
place
in
that
in
that
area.
P
And
then,
lastly,
in
order
to
give
staff
a
little
bit
more
time
to
review
potential
requests
for
new
natural
areas,
the
ordinance
would
not
go
into
effect
until
june
of
2021.,
and
so
the
process
for
designating
a
natural
area
is
that
residents
or
groups,
whether
they're,
already
formed
or
new,
would
identify
an
area
that
they
wish
to
continue
or
to
commence
stewarding.
P
They
would
then
submit
a
list
of
items
to
the
based
on
what's
in
the
natural
area
proposal
requirements
which
is
an
attachment
to
the
to
the
memo,
and
then
the
natural
areas
officer
would
review
the
information
that's
been
submitted
likely
would
you
know,
begin
conversation
with
residents
and
then
work
to
bring
that
proposed
area
to
the
environment
board
and
parts
and
report
prior
to
moving
it
to
city
council
for
for
approval,
and
then,
of
course,
an
annual
report
will
be
required
each
year
after
the
area
has
been
established,
and
so
some
of
the
primary
benefits
of
having
a
natural
era's
ordinance
is
is
not
just
recognition,
but
also
just
talking
about
and
being
very
explicit,
that
these
types
of
uses
on
public
land
are
valuable
to
the
city
and
our
priorities.

So
I've
listed
a
couple
there's
certainly
more
than
this,
but
listed
a
couple
of
the
primary
values
and
benefits
of
having
natural
areas
in
healthy
natural
systems.
There
are
certainly
huge
benefits
to
residents,
as
was
earlier
early
mentioned
earlier,
about
the
use
of
public
spaces
in
natural
areas
and
parked
in
open
spaces,
particularly
during
the
pandemic.

to

to
participate
in
volunteer
activities,
as
well
as
providing
a
lot
of
benefits
such
as
stormwater
management
and
shade
and
and
air
pollution
cleaning
and
such,
and
so
I
have
a
list
of
just
a
high
level
of
a
couple
of
the
existing
areas
that
we're
likely
to
see
as
potentially
potential
new
natural
areas.
This
is
information
that
wendy
pollock
shared
sure
which
she
was
able
to
get
from
from
some
of
the
other
stewards.

Hours
that
they
spend
on
and
put
into
these
locations,
the
lat
arboretum
has
been
around
much
much
longer
than
2017,
but
there's
a
particular
area
within
the
lat
arboretum
that
it
would
be
look
to
be
designated
as
as
an
area.
You
can
again
see
the
that
you
know
the
changes
in
the
amount
of
hours
people
are
putting
into
these
and
then
the
newly
renamed
harbor
pain
park,
which
the
site
the
area
might
be
called,
harbor
pain.

the
volunteers
there
have
been
increasing
as
long
as
their
hours
and
then
lastly,
the
the
morton
civic
center,
and
so
there's
that
beautiful
habitat
garden
out
out
front
on
ridge
and
was
founded
in
2017
and
continues
to
be
maintained
by
volunteer
residents.

I

I
will

think
it
did
a
really
wonderful
job
of
giving
us
an
overview
of
this.
What
the
natural
areas
ordinance
would
accomplish,
and
so
I
just
have
a
you
know
just
a
couple
of
remarks.
I
think
this
really
the
ordinance
will
formalize
and
really
recognize
the
tremendous
work
of
committed
and
really
expert
volunteers
who
have
been
working
for
several
years
on
our
net
on
these
various
natural
areas.

They've,
I
don't
think
you
mentioned
how
they've
secured
a
lot
of
grant
funding
in.
In
many
cases,
they've
just
cleared
away
an
amazing
amount
of
invasive
species
and
planted
new
natural
habitat
type
plants
and
are
they're
doing
a
lot
of
education
of
the
residents
in
our
community
about
the
value
of
the
natural
areas.
So
I
I
think
this
is
a
wonderful
way
to
formalize
the
work
that
these
the
volunteers
have
been
doing,
and
I
think
the
ordinance
presents
provides
a
really
well-structured
process
both
for
identifying
and
approving
designating
the
natural
areas.

asks
for
really
serious
ecological
management
plans
for
each
area
and
and
then
a
really
rigorous
approval
project
process
through
the
environment
board
and
the
parks
and
rec
board,
and
then
the
city
council.
So
I
I
really
highly
endorse
this
and
encourage
everybody's
support.

position
and
one

many
duties
that
that
person

serve

natural
areas
officer.

we
won't

start
entertaining
natural
areas
to
be
recommended
moving
forward
until
at
least
june
of
2021,
because
that
person
needs
to
become
acclimated
with
evanston
and
understand

roles

duties

they
have
to
undertake
before
they
start
this
great
endeavor.
