are

we
can
open

events
venue

street,
hopefully
being
one
of
the
larger
event
venues
in
Evanston,
allowing
people
to
have
access
to
you

something
different
and
large-scale
without
travelling
into
the
city.

The
first
one
is
whether
to
provide
some
direction
to
staff
about
whether
we
want
to
make
some
code
amendments
to
allow
for
the
creation
of
permanent
sidewalk
cafes
in
in
Evanston.
So
I
welcome
your
comments.

Assuming,
of
course,
that
the
existing
process
would
continue
to
be
utilized
for
people
who
are
choosing
not
to
have
permanent,
so
it
seems
like
a
good
idea.
A
lot
of
these.
A
lot
of
these
businesses
continue
to
to
use
a
space
year
and
year
out
and
I,
think
that
will
give
some
certainty
to
both
themselves,
to
the
neighbors
to
the
to
the
staff
and
planning
how
the
space
is
going
to
be
used
on
a
long-term
basis.
So
it
makes
sense
to
me,
but.

was
supposed
to
you
know,
as
it
is
now.
You've
got
a
lot
of
much
more
temporary.
You
know
things
out
there
susceptible
to
strong
winds,
which
we
occasionally
have.
This
I
think
would
make
it
a
more
secure,
stable
environment
on
the
sidewalks
and
allow
for
things
like
electricity
power
to
be.
You
know
not
just
kind
of
strong
with
extension
cords,
so
I
think
it'll,
hopefully
improve
the
safety
and
usability.

The
point
of
this
is
that
the
property
will
be
restored
in
the
event
that
the
operator
no
longer
as
their
restaurant
open.
A
lot
of
our
sidewalk
cafes
are
fairly
close
to
the
street,
so
this
will
mean
umbrellas,
aren't
toppling
over
into
the
street
and
creating
creating
a
hazard.
People
I
think
will
will
accept
that
as
a
safety
issue,
so
I'm
I'm,
absolutely
in
support
of
this
I
know
our
staff
has
been
working
and
I.
Don't
know
whether
Johanna
is

gonna
make
strong
eye
contact
with
Laura
Biggs
as
well,
while
I
talk
about
this,
but
I
think
the
the
the
the
staff
was
focused
on
making
sure
that
everyone
is
aware
that
sidewalks
have
a
certain
lifespan
and
when
you
do
any
kind
of
structural
degradation
drilling
holes,
putting
putting
bolts
in
a
sidewalk
that
will
shorten
that
life
and
in
order
to
make
sure
that
we're
getting
the
most
out
of
our
sidewalk
and
we're
not
missing
an
opportunity
to
have
a
safe,
walking
environment.

With

few
concerns
about
that.
I
mean
I,
think
they're
delightful
in
this
summer.
They're
great
and
I
think
that's
when
we
don't
have
to
worry
about
snow
and
things
like
that.
But
I
do
worry
a
little
bit
about
having
something
permanent
up
in
the
winter
when
it's
not
as
easy
to
get
around
so
I'd
like
to
understand
better
what
that
what
the
permanent
part
would
be.
We're
gonna
have
permanent
like
areas
sort
of
the
fenced
off
area,
because
there
I
mean
I,
don't
is
there?

one
of

pieces
of
this
would
be
to
get
direction
on
how
we
want
to
go
forward
and
approve
so

if
we're
gonna
permanently
a
fix,
the
recommendation
here
or
they've
got
the
recommendation.
The
suggestion
of
something

be
included
in
a
long
term
agreement
or
code
change
would
be
that
a
sidewalk
cafe.
That's
going
to
have
components
permanently
affixed
to
city
property,
on
the
sidewalk
that
it
would
return
to
Council
for
approval,
and
so
these
could
be
anything
from
railings
to
umbrellas,
to
tables
or
counters.

I'm,
the
city
engineer,
so
Johanna
and
I
worked
together
on
this
and
what
that
was
something
we
discussed
quite
a
bit.
Currently,
it
is
the
code
even
in
the
downtown
that
property
owners
are
responsible
for
clearing
the
sidewalk
that
is
adjacent
to
their
property,
and
if
somebody
were
to
build
an
enclosure
or
block
off
a
portion
of
the
sidewalk,
they
would
still
be
equally
responsible.
But
during
large
snow
events,
or
even
during
just
some
normal
maintenance
activities,
we
do
have
to
access
it
as
a
city.

Over
and
over
the
years,
we've
had
businesses
that
have
asked
about
being
able
to
permanently
affixed
things.
We've
also
probably
have
is
equally
as
many
requests
for
people
who
want
to
operate
a
cafe
outside
of
April
to
November
right.
Yes,
so
Chicago
has
dealt
with
that
and
they
just
adopted
year-long
requirements
that
address
some
of
it.
They
don't
allow
permanently
affixed,
but
they
do
allow
for
the
the
cat,
the
year-round
cafes
and
there
are
protocols
for
removal
of
of
furniture
from
the
the
right-of-way
in
order
to
have
the
cafe
so.

We
we
operate
seasonal,
sidewalk
cafes,
essentially,
so
it
is
unusual,
although
not
unheard
of
in
this
year,
that
you
might
have
snow
while
there
is
stuff
out,
but
the
massive
snow
events
that
are
generally
occurring
in
January
and
February.
There
is
no
sidewalk
furniture.
That's
out
there,
that's
privately
owned,
but.
I

You
have
a
response
there,
I'm
nodding.
Yes,
you
have,
they
tend
to
migrate
and
looking
for
a
little
bit
more
room
in
a
little
bit
more
room
and
pushing
the
the
envelope
so
that
it's
very
hard
for
pedestrians
to
get
by
I
can
I
know
of
at
least
four
examples
of
that
and
I
guess.
The
the
other
thing
I
would
say,
is
I
I'd
like
you
to
think
a
little
bit
more
on
the
European
model,
Switzerland,
where
I've
spent
a
lot
of
time
in
the
winter.

the
responsibility
of
each
property
owner?
But
if
there
is
a
very
large
snow
where
snow
is
starting
to
accumulate
around
parking
meters
and
the
curb,
then
we
will
assist
and
we
usually
our
normal
method,
is
basically
to
push
the
snow
to
the
end
of
the
block
and
then
load
it
out
to
get
it
out
of
the
downtown.
So
the
property
owners
do
generally
keep
the
sidewalks
pretty
clear,

Think
if
you've
been
downtown,
you
find
that
it's
usually
pretty
good.

Good-Evening

public
works
director
in
the
downtown
area.
The
Public
Works
Department
does
make
a
courtesy
pass
of
clearing
the
sidewalks
of
snow.
We
do
that
because
we
find
that
there's
a
lot
of
foot
traffic
down
there
and
people
trying
to
get
on
the
train,
so
we
do
make
one
pass
and
we
will
clear
the
sidewalk
about
a
4-foot
wide
width
and
then
we
leave
it
the
rest
to
the
storefront
owners
and
things
like
that
to
shovel
rest
of
the
snow
which
some
of
them
do
and
some
don't.

It
would
be
my
opinion,
though,
if
they
have
an
outside
cafe
out
there
at
that
time.
They're
gonna
be
clearing
the
snow
for
their
own
customers
to
make
sure
that
it's
safe,
so
I
just
didn't
want
to
express
that
we
do
make
a
courtesy
pass
to
try
to
get
snow
off.

the
commuters
to
get
to
the
train
station

in
action
and
I
would
like
us
to
address
sort
of
the
the
aesthetics
of
what
these
would
look
like
and
in
particular,
I
I
think
we
should
take
a
look
at
what
what
they
have
at
farmhouse
right
now.
They
have
like
a
five
foot
fence
on
both
sides.
So
when
we
talk
about
you
know
keeping
it
obstruction
free
in
terms
of
pedestrians,
I
think
visual
on
obstruction
would
be
good
as
well.

staff
suggestions
based
on
what
the
Public
Works
Department
and
the
law
department
and
committee
felt
might
have
talked
about?
We
can
make
a
note
of
that
of
increasing
our
our
design
review
of
this
prior
to
council,

there's
anything
else
that
jumps
out
that
that
needs
further
discussion
or
description
or
shouldn't
be
on
this
list,
then
we
can
take.

we
can
take
this
list
and
develop
an
application
and
a
program
and
encode
it
code.

thoughts
about
this
was
direction
on
code
amendments
to
the
liquor
code
that
would
permit
service
of
liquor
on
sidewalk
cafes
for
establishments
that
are
considered
type,
2,
restaurants
and
I'm.

difference
is
that
this
type
of
establishment
doesn't
have
servers.
So
there's
an
there's,
no
individual,
going
to
check
IDs
to
making
sure
that
no
other
individuals
have
joined.

patio

joined
their
friends
while
they're
having
a
drink.
It's
just
a
lot
harder
to
control,
just
given
the
nature
of
the
business,
it's
much
more
casual
and
therefore
it
opens
up
opportunities.
And
so
we
raise
this
as
a
concern.
