cards

the
table:
a
current
member
of
connections
for
the
homeless
board,
but
when,
when
the
Commission
discussed
this
issue,
I
recuse
myself
from
the
discussion
and
from
voting
on
it
but
I
come
to
you
tonight,
not
as
either
of
those
representatives
but
as
the
former
co-chair
of
the
task,
the
mayor's
Task
Force
on
homelessness,
and
that
report
was
accepted
by
the
council
in
april
of
last
year.
We
had
six
recommendations,
of
which
the
first
has
already
been
accomplished.

Another
is
to
create
more
job
opportunities
and
vocational
training,
and,
although
we're
not
creating
vocational
training,
we
are
accessing
it,
which
I
think
is
important
and
the
other
recommendation
that
is,
that
being
addressed
by
this
project,
is
to
target
existing
resources
toward
proven
strategies
and
leverage
additional
funding.
And
let
me
read
from
the
report
itself:
it
is
important
to
note
that
the
plan
does
not
call
for
additional
resources
from
the
city.
It
recommends
retargeting
funding
to
be
more
efficient
at
addressing
homelessness
and
active
efforts
to
leverage
additional
resources
of
private
and
public
funding.

It's
a
a
finding
of
studies
of
homelessness
that
sixty
percent
of
adults
who
are
homeless,
we're
homeless
as
children
and
this
project
will
provide
stability
for
those
families
currently
in
the
next
couple
years,
but
also,
hopefully,
will
break
that
cycle
of
homelessness
and
will
reap
our
benefits
in
20
or
30
years.
So
I

fit
program
that

somebody

job

McDonald's

somebody's

aide
someplace,
but
I
never
get
any
substantial
final
information
regarding
the
efforts
and
the
money
and
I
really
need
that
I
need
that
badly.
This
is
a
half
a
million
dollars
being
committed
for
three
years
for
exactly
the
same
concept:
housing
people.

the

thousand
dollars

the
housing.

we
have
about
two
to
three
hundred

dollars

funding.

connections
is
raising
for
the
case
management
and
the
employment
piece.

converted
some
of
those
programs
to
permanent
supportive
housing
from
primarily
for
disabled
people.

this
particular
proposal
is
for

design
by
the

government
and

reinforces
the
relationship
between
the
organization

landlords

confidence

sign

lease
with
people.

those
three
months

that
the
tenant
is
no
longer
eligible

program,

they
make
too
much
money,

but
because
they
screwing
the
landlord
tenant
ordinance

city
of
Evanston
is
going
to
govern
that
lease.

going
to
get
rid
of
that
tenant,
you're,
saying
that
the
tenant
will
no
longer
be
eligible
for
the
program,
but
of
course
the
tenant
will
be
in
the
unit,
and
what
are
you
going
to
do
about
there.

the

for

a
program
that
the
city
of
Chicago
finished
recently,
where
they
did
something
very
similar
to
this.

move
somebody

to
fifty
percent
of

median
income
within
two
years.
So
it's
going
to
have
to
be
somebody
who,
through
pre-screening,
we
feel,
has
a
very
good
chance
of
getting
through
the
education
program,
the
part-time
work
at
the
same
time
and
sort
of
managing
all
of
that
together.
So
it's
somebody
who
is
actively
using
drugs
more
than
likely
will
not
pass
the
pre-screen.

the
drug
test
for
your
clients?

are

would
be
in
this
program

the
housing
subsidy
necessarily.

we

to

heard
anecdotally

people
who
went

connections,
programs
working

at
the
rebuilding
exchange
and
got
warehouse,
training

management
skills
are
now
working

brothers
in
evanston.
So
we're
also
placing
people
in
real
jobs
right
in
our
own
community
and
in
their
home
community.
