approving

families
moving

this
neighborhood,

rental
properties

We
were
very
surprised
to
see
that
another
non-resident
land
investor
bought
this
one.
We
were
hoping
for
a
family
to
move
in.

this

happen,
but
if
you
could
allow
for
those
to
become
our
bnps,
then
prices
of
these
properties
will
continue
to
go
up
and
families
will
not
be
able
to
come
back.

streets

Evanston
close

downtown

passing
about
really
having
a
discussion

decision
about
whether
we
want
to
limit
our
short-term
rentals

owner-occupied
residences,

or
any
other
kinds
of
restrictions
that
we

one
thing
to
vote
yes
or
no
one

but
I'd
really
like
to
see
us
have
that
more
full-blown
discussion.

community

neighborhood

residential
and

point
somebody
talked

changing

zone

investors
and
have
college
kids.

just
ran
over
here

live
walking,
distance

downtown
Evanston
and
the
lake
and
the
investors
see
the
handwriting
on
the
wall
that
well,

new
buildings
are
going
up.
They
feel
feel
that
they're
gonna
lose
their
cash
cow,

think
any
investor
in
that
area
lives
in
Evanston
and
they
could
care
less
about
Evanston
and
the
neighborhood
is
coming
up.

go
look
at
the
paperwork
or
take
a
ride
down,
Pratt
court
they're
building
amend
the
magnificent
house
is
probably
going
to
go
for
eight
nine
hundred
thousand
dollars
there's
another
one
on
our
block
in
specific,

more
than
50
percent
residential
and
people
are
coming.
They
want
to
live
in
the
neighborhood
and
that's
the
last
neighborhood.
That's
reasonably
priced
right.
Now:
that's
walking
distance
to
downtown
Evanston
and
the
lake,
so
these
cash
cows
are
just
the
investors,
are
just
driving
on
to
their
cash
cows
by
their
fingernails

to
visit

residents

the
rest
of
the
house
that
they're
going
to
use
for

staff

want

say
that
it's

this
is
one
of
the
times
where
I'll
actually
say
it's
real
simple.

is
really
a
temporary,
a
request
for
a
temporary
special
use
permit.
As
you
read
in
your
packet,
we
are
way
overcrowded
in
our
facility.
We
were
built
in
1969
and
over
the
last
10
to
12
years,
our
staff
has
doubled
and
our
programs
have
grown
by
our
budget
has
grown
by
450
percent,
and
our
footprint
is
the
same
as
it
was
in
1969.
So
we
are
asking
for
the
special
use
permit
to
move
into
the
house.

first
tax
bill
this
year
was
almost
seven
thousand
so
though

would
have
been
fourteen
thousand,

if
not

plus,
so
it's
over
thirty
thousand,
probably
for
2017.
So
that's
a
hit
to
the
schools
and
you
do
good
work,

we

ordinance
first
went
to
my
request
and
within
the
city's
Home
Rule
Authority,
it
will
codify
and
incorporate
a
Public
Act
100

9
record-keeping
requirements
into
the
city
of
Evanston
Municipal
Code,
but
prohibit
the
unauthorized
access
to
condominium
unit
owners,
email
addresses
and
telephone
numbers
I'm
recommending
suspension
of
the
rules
for
introduction
in
action
tonight.
There's
no
one
signed
up
to
speak
on
this
I
this
afternoon
is.
If
anyone
wants
to
speak
before
me
and
that
laughing
but
Mario,
could
you
just
a
corporation
counsel?

passed
the
Senate
April
19th,
and
it's
currently
in
the
House
Rules
Committee,
and
that
happened
on
May
18th
toward
2018.
The
city
of
Chicago
also
has
been,
is
amending
their
ordinance
just
so
that
it
is
more
easily
digestible
than
the
more
aggressive
approach
that
they
took.
My
spoke
to
my
counterparts
in
the
city
of
Chicago
and
I
made
sure
that
the
ordinance
that
you
see
before
us
is
more
in
line
with
the
second
iteration
of
their
proposal.

this

that
it's

actually
in
response
to
privacy,
concerns
about
the
publication
of
unit
owners,
email
addresses
and
telephone
numbers,
and
it's
been
I
think
it
was
one
of

unintended
consequences
from
what
I
read
over
the
first
piece
of
legislation
that
was
proposed
and
it's
trying
to
be
corrected
now.
Could
you
just
remind
us
if
we
pass
this
tonight,
what
would
happen?

like
us

suspend
the
rules
and
give
the
community
a
chance
to
weigh
in
on
this
if
they
have
an
opinion.

only
concern
at
the
moment
is
there's
a
condominium
in
my
ward,
where
there's

effort
underway
to
what's
the
word

convert.

condo

there
are
a
number
of
residents
who
are
very
worried
and
upset
that
they're
likely
to
that
this.

vote
might
go
through
and
they
might
end
up
losing
their
homes
and

think
they
would
be
very
interested
in
being
able
to
communicate
with
their
fellow
condo
owners
about
their
views
and
guess,
I

guess,
I'm,
leaning
towards
saying
no
okay.
When
we
say
publicize
these
email
addresses
I
mean
if
it
would
only
be
available
to
fellow
condo
owners,

but
in
the
in
the
case
many
cases
of
condos
in
Chicago
and
throughout
people
have
they
they
don't
trust
that
their
their
information
is
going
to
remain
private
and
there
are
some
unscrupulous,
apparently
I,
know
they're,
not
in
Evanston,
but
there
are
apparently
some
unscrupulous
condo
owners
that
look
to
benefit
and
sell
the
information.
So
I
think
that's
that's
part
of
the
concern.

final
item
on
our
agenda
tonight
is
resolution.

approving
a
plat
of
sri
subdivision
for
1727
hulk
avenue,
plan,
commission
and
staff
recommended
option,
and
the
applicant
is
requesting
subdivision
to
separate
the
development
parcel
from
the
10:07
church
parcel.
The
subdivision
meets
all
requirements
of
the
d3
downtown
district,
including
lot
size
and
lot
width
and
has
been
reviewed
by
the
Public
Works
Agency
for
compliance
with
applicable
regulations.
