police

the

shown
consistent
and

walked

with
one
of
your
relatives
and
like
I'm.

keep
common

the
award
ceremony,
so
it's
wonderful
that
we're
gonna
recognize
so
many
officers
tonight
for
keeping
us
all
safe
for
keeping
our
community
safe
periodically.

the
deployment
meeting
that
the
chief
holds
each
week
and
you
sort
of
get
to
see
the
underbelly
of
a
city,
and
it's
not
something
that
you
know
the
normal
citizen
sees
police
officers
and
men
and
women
and
the
police
force
see
it
every
day
and
I'm
so
thankful
for
them.
There
are,
sadly,
you
know
bad
things
that
do
happen
every
day
and
there
are
heroic
things
that
happen
every
day.

you
know
what
the
alternative
is
if
something
happens
or
if
it
didn't
happen.
In
my
case,
I
was
talking
to
at
the
beginning
to
Marjorie
Benton,
who
had
a
situation
that
was
quite
scary
a
year
ago
and
in
my
case
when
I
was
12
years,
old
I
was
in
the
front
yard
and
it
was
a
beautiful
day.
Just
like
it
is
today
and
I
was
mowing.
The
grass
and
I
had
an
observation,
but
I
didn't
really
think
too
much
about
it,
and
my
observation
was
wow.

There's
a
lot
of
police
cars
driving
up
and
down
my
Road,
but
I
didn't
think
twice
about
it.
About
five
minutes
later
a
motorcycle
comes
flying
down
the
street
wipes
out
in
our
dirt
driveway
I'm
12,
I'm
thinking.
Oh,
my
gosh
someone's
hurt
so
I
left.
The
lawnmower
I
ran
across
the
yard
to
help
this
guy,
who
was
wiped
out
on
his
motorcycle
and
all
of
a
sudden
about
five.
These
cars
come
flying
into
the
driveway
and
go
get
away
from
him
and
I
jump
back.

Quite
surprised,
I
thought,
oh,
my
god,
this
guy's
just
wiped
out.
He
need
some
help
and
I
watched
this
guy
fight
with
those
officers
right
there.
In
my
driveway
it
was
scary
and
I
can't
imagine
if
I
had
actually,
you
know
fallen
into
the
hands
of
this
guy
every
single
day.
Our
officers
see
things
and
take
care
of
issues
that
make
this
community
safe.

reports

incidents
where
things
are
thrown
at
these
officers,
scary
people
spit
at
these
officers,
terrible
stuff,
and
so
on
behalf
of
everybody
on
behalf
of
our
Evanston
City
Council,

behalf

the
residents

all
of
the
officers
in
chief
everybody
and
not
just
the
officers,
the
civilians,
everybody
in

police
department
that
does
so
much
to
make
this

April
2000
18,
you
were
subject
to
a
carjacking
by
a
violent
criminal.
You
remain
calm
in
a
true,
traumatic
situation
which
enable
you
to
be
an
excellent
witness.
You
have
the
ability
to
recall
specific
details
about
the
incident
and
the
suspect
you
are
able
to
positively
identify
the
offender
in
this
incident
and
he
was
properly
charged
for
this.
We
present
you
with
the

In
January
2018,
the
Evanston
Police
Department
relaunched
its
Explorer
program.
After
almost
30
years,
Evanston
explorer
post
1863
was
established
with
fourteen
high
school
students.
These
explorers
have
consistently
attended
meetings
and
community
events
to
build
a
positive
relationship
with
officers
and,
more
importantly,
with
the
community.
You
have
worked
hard
to
maintain
excellent
grades
and
represented
yourselves.
Your
families
in
the
department
will
the
founding
members
of
explorer
pulse
1863
deserve
recognition
for
their
leadership
and
commitment
to
the
community.
We
present
each
of
you
with
the
letter
of
appreciation.

In
January
2018,
the
Evanston
Police
Department
was
contacted
by
a
glim
vo
police
department
to
check
on
the
well-being
of
a
suicidal
woman.
Her
cell
phone
was
pinging
throughout
the
downtown
area
with
excellent
work.
By
all
of
you,
the
individual
was
located
on
the
12th
floor
of
the
parking
garage.
The
woman
was
kept
calm
until
the
negotiator
arrived
after
two
hours
of
negotiating
the
individual
came
off
the
ledge
and
was
successfully
transported
to
a
local
hospital
for
treatment.

Come
on
detective
Hinds
get
up
here
in
February
2018,
there
was
a
string
of
five
armed
Street
robberies
of
both
delivery
drivers
and
residents,
and
one
incident
a
delivery
driver
was
robbed
at
gunpoint
in
a
vestibule.
He
was
then
forced
to
drive
to
an
ATM
to
withdraw
cash.
Fortunately,
the
vehicle
became
stuck
in
the
snow.
An
alert
patrol
officer
observed
a
known
female
offender
fleeing
from
the
struck
vehicle.

Pardon
me
from
the
stuck
vehicle
using
video
from
the
vestibule
detectives
issued
a
wanted
bill
bulletin
of
the
offenders.
Tactical
detectives
observed
one
of
the
offenders
and
took
him
into
custody.
After
being
interviewed
by
detectives,
the
offender
offender
named
two
additional
offenders
and
another
bulletin
was
issued.
Patrol
officers
subsequently
arrested.
The
additional
of
offenders
and
detectives
were
able
to
obtain
admissions,
recover
evidence
and
obtain
charges
against
all
offenders.
Your
combined
efforts
resulted
in
the
successful
prosecution
of
the
dangerous
offenders.
We
present
each

you
with
the
certificate
of
recognition.

in
June
2018,
you
conducted
a
traffic
stop
on
a
vehicle
for
multiple
traffic
infractions.
When,
speaking
with
the
driver,
you
detected
the
odor
of
illegal
cannabis.
Upon
investigation,
you
located
more
than
70
grams
of
cannabis,
packed
in
a
manner
consistent
with
illegal
illegal
cannabis
sales.
You
arrested
the
driver
and
seized
the
illegal
drugs
along
with
proceeds
from
illegal
drug
sales.

you
with
the

the
woman.
The
woman
would
not
respond.
You
called
for
an
ambulance,
Evanston
Fire
Department
paramedics
arrived
on
the
scene
and
transported
the
unresponsive
woman
to
the
hospital.

Telecommunicator
Linda
Thompson
received
a
call
from
a
veteran's
crisis
hotline
and
was
subsequently
able
to
make
contact
with
the
suicidal
subject
on
his
phone
Miz
Thompson
provided
updates
to
officers.
They
remain
on
the
phone
with
the
subject
trying
to
keep
him
calm
while
determining
his
location
officers,
Bernhardt
and
Curtin
were
patrolling
in
downtown
Evanston
when
they
observed
a
subject
who
matched
the
description
of
the
victim
provided
in
a
department
bulletin.
The
officers
took
quick
action
officer
Curtin
approached
a
subject
and
gave
clear
verbal
commands
officer
Bernhardt
provided
cover
for
her
partner.

subject
was
secured
without
incident
and
admitted
to
suicidal
thought.
He
was
safely
transported
to
the
hospital.

knife
was
located
in
the
subjects
bag
and
he
disclosed
to
officer
Curtin
the
location
of
his
guns,
assists
officers,
recovered
the
guns
and
took
protective
custody
of
the
weapons.

2018,
you
observed
a
traffic
violation
near
Howard
and
gray.
After
stopping
the
vehicle
passenger
fled
on
foot,
you
chased
and
detained
the
subject
upon
searching
the
vehicle.
A
loaded,
9-millimeter
Taurus
was
recovered
along
with
eleven
point
five
grams
of
cannabis.
As
a
result
of
the
interviews
conducted
with
the
occupants
of
the
vehicle,
the
passenger
was
charged
with
aggravated
unlawful
use
of
a
weapon
and
possession
of
cannabis.
Your
keen
observations
and
thorough
investigation
resulted
in
the
removal
of
a
gun
from
the
streets
of
Evanston
and
Shirley
prevented
future
criminal
activity.

Wiseman
is
out
of
town
at
the
moment
as
members
of
the
tactical
unit,
and
you
conducted
a
traffic
stop
in
the
1300
block
of
Howard
Street.
A
subsequent
search
of
the
vehicle
revealed
a
45
caliber
handgun
under
the
passenger
seat.
After
being
interviewed,
the
offender
admitted
to
possessing
the
weapon
due
to
your
investigative
skills,
the
offender
was
charged
with
unlawful
use
of
a
weapon
by
a
felon
represent
you
with
his
honorable
mention.

You
both
observed
a
vehicle
commit
a
traffic
violation,
On
June,
2nd
2018.
When
you
attempted
to
stop
the
vehicle
the
driver
fled
on
foot.
You
gave
chase
eventually
taking
the
subject
into
custody.
In
the
course
of
your
investigation,
you
recovered
8
grams
of
cocaine,
which
the
driver
had
discarded
or
fleeing
you
located
a
handgun
in
the
vehicle
and
later
obtained
a
statement
from
the
offender,
a
convicted
felon
admitting
that
the
gun
and
drugs
belong
to
him.

Then,
on
August
17th,
the
Volk
major
traffic
stop
for
a
minor
violation
upon
making
contact
with
the
occupants
of
the
vehicle
you
smelled,
the
odor
of
burnt
cannabis
coming
from
inside
the
vehicle.
The
two
occupants
were
actually
exit
vehicle
during
the
search
of
the
vehicle
you
located
a
loaded,
40,
caliber,
handgun
under
the
front
passenger
seat
and
ecstasy
and
marijuana
was
recovered
from
the
car.
The
driver
was
subsequently
charged
with
aggravated
unlawful
use
of
a
weapon
by
a
felon
and
possession
of
a
controlled
substance
represents
you
with
these
honorable
mentions.

observed
the
baby
attempting
to
breathe
and
made
the
determination
to
immediately
transport
the

to
the

transported
officer,
Carrasco
and

to
the
emergency
room.

2018,

stopped
a
vehicle
for
traffic
violations
in
the
area
of
pitner
and
Maine.
When
making
contact
with
the
driver
officer,
Neal
learned,
he
was
illegally
operating
the
vehicle
with
a
suspended
drivers
license.

was

under
arrest.
The
subject
admitted
to
illegally
possessing
a
firearm
on
his
person
officer

recovered
the
firearm.
Without
an
incident,
the
driver
was
cited
for
the
traffic
infractions
and
charged
with
illegally
possessing
a
firearm.

18,
you
observed
a
known
subject,
who
had
recently
been
involved
in
several
shooting
incidents
in
Evanston
officers
attempted
to
stop
the
vehicle,
but
it
flared
at
a
high
rate
of
speed.
The
vehicle
was
located
a
short
time
later,
but
the
once
it's
subject
had
fled
from
the
vehicle
leaving
his
girlfriend
in
the
car.
The
subject
was
located.
Hiding
in
a
nearby
vehicle,
illegal
handguns
were
found
separately
in
both
vehicles.
Both
subjects
were
arrested
and
charged
with
unlawful
use
of
weapons
represent.

of
you
with
honorable
mentions.

2018
detectives
of
the
neighborhood
enforcement
team
responded
to
a
man
with
a
gun
call
in
the
2000
block
of
Wesley
involving
a
white
Lexus.
Upon
arrival,
detectives
observed
the
subject
reaching
into
an
open
window.
Other
reported
vehicle
detectives
made
contact
with
the
subject
who
refused
to
listen
to
verbal
commands
and
became
combative
after
intense
physical
struggle
with
the
subject
he
was
taken
into
custody
detectives
recovered
a
Smith
&
Wesson
9-millimeter
handgun,
with
an
extended
magazine
containing
containing
31
rounds.

was

passenger

vehicle

reach

the

with

using
excellent
interview,
skills
and
tactics.

were
able
to
get
the
driver
to
confess
that
he
had
a
loaded
handgun
in
his
backpack,
using
keen
observation,

awareness

officer
safety
tactics.

take

loaded
firearm
off
the
street.

offender
was
charged
with
a

X
felony.

the

2018,
you
responded
to
a
call
of
a
subject
lying
on
the
ground
in
downtown
Evanston.
You
located
the
individual
and
found
the
subject
unresponsive.

immediately
began
administering
CPR
until
emergency
personnel
arrived

a
result
of
your
swift
actions,
the
individual
was
stabilized
and
transported
to
the
emergency
room.

Sunday
March,
18th
2018,
while
off-duty
in
your
personal
vehicle,
you
witnessed
a
rollover
accident
in
Indiana
on
Interstate
90,
you
exit
your
vehicle
and
rendered
aid
to
the
driver,
at
which
time
you
heard
screams
for
help.
The
passenger
had
been
ejected
and
the
rollover
car
burst
into
flames.
You
and
the
driver
were
able
to
stabilize
and
carry
the
passenger
to
a
safe
distance
away
from
the
flames
until
the
local
fire
department
arrived
on
scene.

March
2018,
you
were
dispatched
or

being
checked
with
little
information

than
a

collar.
Upon
your
arrival,
you
located
a

unresponsive.

immediately

Holloman

Rosenbaum
from
May
to
July
2018,
the
tactical
unit
recovered
four
handguns
in
separate
incidents
and
subsequently
charged
four
separate
individuals
with
felony
unlawful
use
of
a
weapon.
Your
proactive
actions
and
focus
on
the
department's
deployment
mission
resulted
in
a
removal
of
these
dangerous
weapons
from
the
Evanston
community.
For
your
work
and
dedication
to
the
citizens
of
Evanston,
we
present
the
tactical
unit
with
the
unit
citation
award.

Starting
in
May
of
2018,
the
neighborhood
enforcement
team
became
a
began.
A
long-term
narcotics
investigation
into
the
illegal
sales
of
narcotics
in
Evanston.
The
neighborhood
enforcement
team
began
an
undercover
operation
to
conduct
undercover
control
purchases.
This
operation
was
run
completely
in-house
by
the
neighborhood
enforcement
team.
The
operation
netted
26
offenders
on
felony
charges
from
61
undercover
purchases
and
a
recovery
of
a
large
amount
of
narcotics,
United,
States,
currency
and
Firearms
were
also
recovered.

The
Evanston
Police
Department's
evidence
technician
program
is
comprised
of
officers,
detectives
and
supervisors
who
utilize
the
latest
in
forensic
evidence,
collection
techniques,
including
digital
photography,
latent
fingerprints
and
DNA
collection.
The
skills
required
to
perform
this
role
are
ever-changing
and
increasingly
demanding
the
individual
and
collective
skills
of
the
evidence.
Technicians
have
led
to
numerous
arrests
and
convictions,
many
of
which
would
have
gone
unsolved
without
their
determination
and
expertise.

The
role
of
evidence
technician
is
an
integral
integral
part
of
the
effective
policing
methods
that
the
Evanston
police
department,
utilizes
and,
as
such
the
evidence
technicians
should
be
recognized
for
their
skills
and
dedication
for
the
work
in
dedication
to
the
citizens
of
Evanston.
We
present
the
evidence,
technician
team
with
the
unit
citation.

In
2018,
the
traffic
bureau
developed
a
plan
to
make
the
ridge
corridor
safer
for
citizens
after
frequent
traffic
crashes
on
a
thoroughfare,
the
unit
met
with
city
staff
and
created
a
plan
that
included
the
reduction
of
the
speed
limit
changes
in
traffic
signals
at
high
crash
intersections
and
a
deployment
of
electronic
message
boards.
The
unit
conducted
targeted
traffic
enforcement
with
a
focus
on
speeding,
distracted,
driving
and
seatbelt
violations
in
2018,
the
eight
members
issued
over
8,000
traffic
citations
with
4311
issued
on
Ridge
alone
because
of
their
dedicated
efforts.

Traffic
crashes
on
Ridge
were
reduced
by
14%
in
2018,
with
key
intersections
seeing
a
58%
reduction
in
crashes.
This
significant
decrease
in
vehicle
crashes
ultimately
made
the
road
safer
for
all
those
who
travel
in
Evanston
for
your
work
in
dedication
to
the
citizens
of
Evanston,
we
present
the
Traffic
Unit
with
the
Union
citation
award.

Salgado
is
a
coach

Evanston
Township
High
School.
She
received
a
text
message
from
a
student
asking
to
be
taken
to
the
hospital
miss
Oh,
God
I
was
able
to
determine
the
students
location
and
contacted
her
miss.
Oh
god,
Oh
discovered
that
the
student
had
taken
an
unknown
number
of
pills
and
called
911
the
students
family
after
emergency
personnel
arrived.
She
informed
them
of
the
situation
and
she
also
went
to
the
hospital
to
check
on
the
team.
Mr.
H
Gatto
demonstrated
calm,
clear
and
the
fights
in
the
decisive
communication
skills
and
decision-making
in
an
emergency.
Mr.
Gatto
exceeded
her
duties
as
a
teacher
and
his
coach
and
was
able
to
get
the
team
the
treatment
that
she
needed.
It
is
clear
that
mr.
Gatto
is
trusted
and
respected
by
her
students
and
without
her
efforts
it
is
unknown
what
the
outcome
of
the
incident
would
have
been.
That
is
why
she
has
been
presented
with
the
Chiefs
special
award.

In
November
of
2018,
the
Evanston
Fire
Department
responded
to
a
fire
alarm.
While
clearing
smoke
from
the
building
firefighters
heard
a
woman
calling
for
help
from
an
upper
floor
as
firefighters
located
the
victim,
she
reported
that
she
had
been
assaulted.
The
firefighters
requested
police
assistance
and
remained
with
the
victim
while
standing
by
for
the
police
a
subject
matching
the
offender's
description
walked
past
them.
The
firefighters
detained
a
subject
and
he
was
subsequently
identified
as
the
offender
in
a
home
invasion
and
assault
that
occurred
at
the
location.

Captain
Tim
McGann
and
Gary
Hicks
and
firefighters,
Josie
reali
bill
Lynch,
McMorrow
and
Jim
Co
worked
in
concert
to
locate
an
assault
victim
obtained
description
of
the
offender
and
ultimately
detain
him
until
the
arrival
at
a
police
department.
The
arrest
and
felony
charges
that
followed
would
have
been
greatly
delayed
or
may
have
not
even
occurred
at
all
without
their
invaluable
assistance.
The
firefighters,
the
detained
the
offender
without
regard
for
their
own
safety
and,
due
to
other
evidence
of
violent
offender,
was
removed
from
the
community.
We
present
you
each
with
a
Chiefs
special
award.

In
December
2018,
you
executed
an
active-shooter
joint
exercise
that
included
the
Evanston
police
and
fire
personnel
along
with
district
65
staff.
This
dedicated
team
spent
countless
hours,
designing,
preparing
and
implementing
a
functional
exercise
that
included
a
training,
video
briefings,
a
full-scale
active
shooter
scenario
and
an
after-action
report.

vision,
expertise
and
dedication
created
a
platform
for
ongoing
training

In
May
of
2018,
the
neighborhood
enforcement
team
initiated
a
long-term
narcotic
operation
officer,
Trig's
Redman
was
temporarily
temporarily
assigned
to
the
nut
unit
and
was
utilized
as
an
undercover
officer.
During
the
next
five
months,
Officer
Triggs
Redman
made
62
undercover
narcotics
purchases
from
26
different
offenders.
This
operation
resulted
in
the
execution
of
20
search
warrants
and
over
20
lengthy
court
orders
through
Officer
Triggs
Redmon's
efforts.
The
following
was
seized:
323
pills
of
MDMA,
243
grams
of
cannabis,
31
grams
of
cocaine
and
other
narcotics,
including
LSD,
heroin,
fentanyl
and
and
feta
means.
