A
A
Good
morning,
everyone
from
hearing
me
good
morning
good
morning
welcome
to
the
March
2nd
reparations
committee
meeting,
which
is
a
listening
session.
We
do
have
one
action
item
on
our
agenda
and
continuing
on.
We
will
take
this
time
to
listen
to
continue
to
be
informed
in
our
process,
not
just
the
committee
I'm
sure
the
council
will
will
review
this
meeting
and
all
the
comments
both
and
spoken
today.
So,
thank
you
all
for
being
here.
We
do
have
a
form.
Do
we
have
committee
members
joining
virtually.
B
A
Well,
with
that
I
call,
it
I
call
this
meeting
to
order
and
if
we
should
be
perfect,
so
I'll
get
into
a
couple
of
announcements.
While
we
prepare
to
have
our
ancestry
management
just
want
to
give
everyone
an
update
on
our
intentions
to
have
more
Community
intentional
Community
engagement.
So
we
have
our
City
of
Evanston
calendar.
If
you
have
any
community
events
or
organizations
where
committee
people
from
the
reparations
committee
can
join
you
to.
A
Going
to
be
tabling,
you
will
see
more
of
us
in
community
so
that
we
can
continue
our
team
and
and
listening
to
community.
We
also
have
Professor
Alex
Hillary
from
Northwestern
here,
Professor
Tillery.
Will
you
please
give
us
any
updates
and
announcements
that
we
need
to
know
on
your
survey?
Thank
you.
D
Good
morning,
everyone
and
thank
you
for
inviting
me
here
to
say
a
little
bit
about
the
survey.
We've
got
some
great
options.
We
have
launched
the
survey
it's
been
in
the
field
for
about
10
days.
It's
gone
out.
The
survey
project
is
a
three-way
collection
strategy,
so
the
first
thing
that
we're
trying
to
do
is
what's
called
a
convenience
sample.
So
we
have
the
city
you
sort
of
Communications
office
send
out.
The
survey
has
a
a
digital
link
that
any
Resident
of
Evanston
can
respond
to
that's
wave.
D
One
wave
two
will
be
a
mail
survey
targeting
addresses
that
we
think
are
really
sort
of
in
areas
of
the
city
that
we
want
to
have
a
sort
of
great
representation
of,
and
then
the
final
collection
strategy
is
a
field
study
and
so
you'll
see
20,
really
amazing
young
people,
10
eths
students
and
10.
You
know:
Northwestern
students
Fanning
out
across
our
city,
with
little
tablets
collecting
in
a
face-to-face
way,
they'll
be.
D
Front
of
Whole
Foods,
and
so
we're
going
to
be
asking
people
who
hadn't
filled
out
the
survey
in
one
of
those
first
two
ways
to
you
know:
do
it
on
the
tablet,
so
we've
had
great
response.
Our
overall
goal
was
to
collect
about
7,
000
or
7
500
responses,
which
would
be
a
large
amount.
We've
already
collected
about
3
200
responses,
just
in
the
first
game
alone.
So
that's
fantastic
right.
D
The
mail
survey
will
go
out
in
two
weeks.
You'll
get
little
postcards
if
you're
targeted
for
the
mail
survey,
and
it
will
just
take
you
right
to
that
same
length.
We'll
ask
you
to
fill
that
out
now.
I've
gotten
about
25
or
30,
really
concerned
messages
from
that
3000
list
of
respondents
asking
me
a
really
important
question.
D
Why
are
we
asking
for
your
addresses
if
you're
filling
out
the
survey
on
the
sort
of
the
way
we
are
asking
for
your
addresses
for
the
simple
reason
that
we
don't
want
to
spam
people
so.
D
Survey
in
the
first
wave
on
the
link,
how
annoying
would
it
be
to
get
then
a
postcard
mailed
to
your
address,
asking
you
to
fill
out
the
survey
again
so
the
way
that
North
programmed
the
survey
we
will
be
asking
for
your
address
and
then
they
bucket
those
addresses.
No
one
on
the
research
team
ever
sees
a
connection
between
the
addresses
and
the
survey
responses.
D
The
surveys
are
completely
Anonymous
right
and
so
norc
is
just
collecting
those
addresses
and
making
a
list
in
a
spreadsheet
so
that
in
two
weeks
when
we
send
out
the
postcards
persons
whose
addresses
have
been
on
that
list,
you
won't
get
a
second
content
right.
So
the
survey
is
completely
Anonymous.
There's
no
way
that
anyone
can
ever
Trace
back
your
identity
to
your
responses.
The
only
researchers
that
will
have
access
to
the
data
will
be
myself
and
my
colleague
Dr
Tabitha
Bonilla
who's,
the
head
of
polling
for
the
csdd
and.
D
500
number,
maybe
even
more
at
a
relatively
comfortable
way
in
a
relatively
short
time
frame
and
then
we'll
take
several
months
to
study
the
results
and
give
a
report
back
to
the
city.
So
I.
D
I'm
happy
to
answer
questions
now
and
you
know
I'm
happy
to
answer
questions
on
email.
If
you
want
to
write
to
me,
I
know
that
I've
got
a
queue
of
about
20
25,
folks
that
I've
got
to
respond
to
in
my
email
today.
I
will
give
everyone
a
response,
but
I
promise
you.
You
know
it
will
sometimes
take
a
little
bit
longer
because
we're
dealing
with
the
collection
so
think
about
it
collecting
and
then
we're
also
dealing
with
people
saying
why
this?
G
All
right
I'll
do
this:
okay,
taking
advantage!
Thank
you
thank
you
for
being
here
and
taking
advantage
of
the
fact
that
you're
here
and
not
getting
in
the
queue
of
the
20
30
questions
just
super
simply
how,
because
I
understand
the
survey
is
to
be
filled
up
by
Evanston
residence.
That's
right!
How
do
you
certify
this
might
just
be
my
techie
ignorant?
How
do
you
sort
of
verify
that
it's
Evanston
residence
filling
out
filling
it
out
and
that
they're
only
making
one
submission
so.
D
That's
precisely
why
we
have
contracted
with
North
the
national
opinion
research
center
right,
which
is
out
of
the
University
of
Chicago,
so
think
about
it,
like
they're
they're,
like
our
aspirational
peers.
So
we
wanted
to
be
so
careful
with
this
survey
that
we've
contracted
with
our
Crosstown
rival.
So
they
will
collect
all
of
the
address
statements
so
that
the
Northwestern
team
will
never
see
the
sort
of
you
know
the
addresses
on
the
responses,
so
that
address
data
is
how
we
verify.
H
D
Someone
that
got
the
survey
link
and
you
just
entered
an
address
randomly-
will
know
that
someone
else
on
the
spreadsheet
has
already
filled
that
address
out
right
and
then
we'll
go
to
what
we're
called
the
the
the
the
U.S
postal
Service
data
back
files
to
Target
addresses
that
we
don't
have
responses
for
right.
So
that's
how
we
verify,
but
in
the
field
collection
folks
out
in
front
of
the
library
in
front
of
Whole
Foods.
D
To
be
honest,
we
cannot
fully
verify
that
they're
evidence
of
residents,
but
just
as
a
serving
researcher
for
30
years,
I
can
promise
you.
The
hard
thing
will
be
getting
people
in
the
field
who
are
residents
to
stop
and
fill
it
out.
Imagine
someone
is
not
a
resident,
it's
very,
very
unlikely
scenario.
D
Someone
says
I
just
want
to
fill
this
out,
just
because
I
want
to
cause
initiative
that
that
almost
never
happens,
and
we
do
have
ways
to
you
know
to
cross
Adelaide
like
let's
say
someone
went
around
and
they
said
you
know
they
have
a
bunch
of
you
know,
responses
from
Ward
one
or
two
or
three.
We
have
a
statistical
matching
sample
against
how
many
addresses
are
in
each
Ward,
so
we
could
see
when
something
might
be
off
with
the
counts.
But
that's
just
like
a
very,
very
unlikely
scenario.
D
D
One
person
per
dress
in
this
wave
of
the
collection-
if
you
have
other
adults
in
your
home
that
want
to
fill
out
the
survey
I've
asked
them
to
look
for
the
field
collectors
or
when
we
start
the
field
collection
at
the
end
of
March.
I
will
then
say
that
folks
who
are
in
these
homes,
who
did
not
get
a
chance
to
fill
out,
can
fill
it
out
with
me
directly.
Okay,
so
I'm
just
going
to
ask
you
to
be
patient
for
those
other
adults.
B
D
H
B
D
Much
so
our
young
people
will
be
will
be
working
with
ultimate
Persimmons
and
and
and
Chic
to
get
community
mobilization,
I've
already
been
in
touch
with
Pastor
neighbors
earlier
in
the
process
and
other
sort
of
own
it
group
to
help
us
do
really
targeted
Community
mobilization,
so
the
young
people.
That
is
precisely
the
point
they
will
not
only
just
be
in
the
public
spaces.
They
will
be
going
in
targeted
ways
to
follow.
These
important
institutions
in
our
community
is.
D
So
the
purpose
is
part
of
it's
a
it's,
a
multi-pronged
approach
to
understanding
how
you
know
this
work
has
landed
on
our
community
and
how
it's
impacting
our
community.
So
this
first
wave
is
it's
basically
an
attitude
survey
like
we
want
to
figure
out
how
people
you
know
in
the
large
you
know
sample,
feel
about
the
work.
That's
been
done
and
also
what's
driving
these
attitudes,
and
so
then
we
hope
to
do
more
collection.
Where
we
get
a
more
a
sort
of
nuanced.
D
You
know
understanding
through
focus
groups
we'll
be
doing
that
later
in
the
year
we
hope
to
study
recipients.
So
this
is
going
to
be
a
multi-year
collaboration
between
Northwestern
and.
H
D
Community
to
help
figure
out,
you
know
what's
happening,
and
so
nationally
and
Robin
knows
this.
If
we
were
to
run
a
survey
nationally
and
ask
people,
do
you
agree
with
reparations
or
not
about
15
or
16
of
people
who
identify
as
white
would
say?
No
I
don't
agree
with
reparations
at
all
right
if
we
find
higher
numbers
than
that
in
Evanston,
which
is
actually
well.
What
is
it
about
Evanston?
What
is
it
about
the
community
mobilization
effort?
What
is
it
about
the
way
that
we
engage
with
one
another
that.
D
That's
important
for
the
world
to
know
right
if
we
find,
for
example,
that
you
know
people
have
stratification
by
income
levels
or
neighborhood,
or
all
of
that
is
important
for
future.
Targeting
efforts.
B
B
B
Let's
be
very
clear
about
this
I'm
very
happy
that
Northwestern
is
here,
because
the
student
body
offers
a
lot
of
intelligence
and
a
lot
of
dynamic
things,
but
I'm
not
going
to
let
the
demons
escape
and
I
want
to
be
very
clear
about
that.
I
used
to
work
for
Northwest
and
I
was
in
transportation
department
and
they
figured
out
how
to
stop
people
who
would
move
from
a
high
tax
area
into
a
low
tax
area
and
still
be
able
to
raise
their
taxes.
H
B
B
D
D
H
D
No
one
at
Northwestern
pulling
my
strengths,
pushing
my
buttons
believe
me.
If
you
go
and
ask
on
northwestern's
campus
about
me,
they
will
be
sort
of
say
that
they
are
not
owning
my
work
in
any
way.
Someone
wrote
to
me
and
said
you.
D
B
D
I
H
D
Than
I've
worked
at
Northwestern
I
integrated
my
neighborhood.
My
bus
stop
I'm
a
lynching,
Survivor
I'm
volunteering.
My
time
to
do
this
work
because
I
want
this
community
to
not
only
succeed
with
this
project,
but
also
understand
how
it
happened.
How
we
can
do
better
and
I
want
every
voice
heard
even
wait
for
it.
The
voices
that
may
not
be
supportive,
yeah.
H
A
D
I
came
this
work
because
you
know
I'm
an
anti-racist
educator
I
mean
that's
part
of
why
Northwestern
hired
me
to
be
fair
to
them,
and
you
know
I.
Do
this
work
all
across
the
country,
both
as
an
academic
but
also
I,
run
a
a
consulting
firm,
called
2040
strategy
group
where
I
work,
mostly
with
corporations,
but
also
cities
and
non-profits
governments
and
non-profits,
and
it
was
really
my
brother
Peter
Braithwaite,
who
called
upon
me
to
meet
Robin
many
years
ago
and
learn
about
this.
D
H
D
D
Right
and
I
am
committed
to
honestly
reporting
what
everyone
is
saying-
and
you
know
we're
gonna
see
we're
gonna
see
like
do.
I
think
that
Evanston
is
where
the
nation
is
on
reparations.
Absolutely
not
I've
been
in
those
Council
meetings
right,
we've
got
3
000
data
points
now
from
Evanston
and
I've
only
gotten
about
25
angry
notes
right.
So
you
know
that
means
to
me
that
we're
probably
not
where
the
rest
of
the
country
is.
Some
of
those
angry
notes
have
come
from
platforms
nationally.
K
D
D
D
C
H
D
Are
you
asking
me
all
of
these
questions
about
my
attitudes
because
the
American
national
election
study
every
time
we
have
the
presidential
election
asks
you
the
same
question
so
we're
not
just
kind
of
making
up
things
out
of
whole
cloth?
We
are
pulling
from
all
of
the
validated
questions
that
people
use
in
this
work
to.
You
know,
figure
out
opinion
and
that's
where
we
are.
E
F
L
I
wanted
to
ask
you.
You
said
that
it
would
not
make
any
difference
based
on
the
survey
but
I
think
at
this
point,
where
we
are
right
now.
I
know
that
you
have
a
purpose,
so
you
want
to
get
the
survey
done
but
to
be
actual,
like
you
said,
whatever
people
have
decided
what
they're
thinking
you
would
try
to.
You
know
maneuver
with
that,
but
my
thing
with
that
is
that
statement
is
within
Evanston.
The
culture
had
changed
so
much
as
far
as
authenticity
and
some
of
the
people
just
doesn't
understand
reparation.
D
Well,
I
I
think
this.
This
you
know,
committee
is
really
better
positioned
to
answer
that
and
to
do
that.
A
So,
thank
you
for
the
the
question
we
intend
to.
This
is
the
first
step
in
continuing
public
education.
We
we
did
better
about
that
or
more
of
it,
as
we
yeah
I,
don't
think
so
early
in
the
process,
and
so
we
should
continue
with
as
we
were,
having
town
halls
and
chemical
sessions
and
so
that
we
can
continue
educating
the
community
and
informing
the
community
bringing
in
experts
that
have
answers
and
have
been
in
the
in
the
field
for
some
time
and.
A
L
Traveling
so
then,
would
it
be
good
that
you
start
using
or
utilizing
some
people
within
the
community
absolutely
so
that
they
can
actually
not
door
to
door,
but
at
least
some
type
of
representation
from
wherever
they're
from
Haiti?
L
L
What
I'm
saying
is
the
first
question
that
I
ask
is
simple,
because
I
have
been
talking
to
a
group
of
people
and
I
have
right
now.
I
have
like
about
three
quarterman
tokens:
two
Puerto
Ricans
and
three
Mexicans
that
I'm
working
with
one-on-one
from
what
I
pick
up
here.
I
share
with
them,
but
the
thing
is
with
them:
they
are
not
realizing
that
reparation
is
also
for
them,
because
their
mother,
mother
or
their
grandparents
grandparents
has
worked
so
many.
L
A
Yes,
to
get
more
information
out
there
out
there
and
then
to
clarify
if
they
are
afro-latino
or
Latina.
H
A
Have
identified
of
African
descent
black,
then
this
yes,
is
an
initiative
that
is
inclusive
of
them
and
their
families,
if
they're
they're
eligible,
but
to
be
clear.
This
particular
effort
is
for
black
Evanston,
the
harms
against
black
evidence
and
anti-blackness
in
in
specifically-
and
there
are
other
communities
that
have
been
marginalized,
marginalized
and
harmed
that
we
stand
in
solidarity
with,
but
this
is
very
targeted
to
the
circumstances
of
black
athletes.
Okay,.
C
H
Lady,
what
I'm
doing
so.
A
A
Thank
you
is
there
one
final
question
for
back
utility
if
Matt
I.
M
Remember
hello,
Dr
milka,
Dr
killery,
my
name
is
Charlene's
daughter.
Oh,
my
question
is
considering
that
historically
Northwestern
has
not
done
positive
things
when
it
comes
to
the
black
community
in
Evanston.
Knowing
that
you
know
you
are
not
Northwestern.
M
I
too
was
questioning
your
efforts
when
I
learned
about
what
you
were
doing
and
I
still
question
your
efforts.
Even
though
I've
been
reading
a
lot
about
you
and
have
been
following
along
I
have
not
done
the
survey
but
I'm
just
trying
to
figure
out
once
you
do
once
you
acquire
all
the
data
from
the
survey
and
you
compile
everything
I'm
just
concerned
once
all
the
data
is
out
there.
What
is
Northwestern
going
to
then
do
because
they've
been
historically
against
reparations.
H
E
E
D
Understand
all
the
mistrust
you
know:
I
am
not
institutional
Northwestern
I
I've
worked
in
Northwestern
I've
run
a
research
center
that
I
founded.
You
know
at
Northwestern,
and
so
I
can
promise
you
that
the
president
of
the
university,
the
Provost
they
will
not
have
his
data.
They
are
not
going
to
do
anything
with
it.
The
data
will
go
to
the
city.
D
Once
we
complete
the
analyzes,
we
will
get
rid
of
it.
You
said
you
will
have
it
there's
just
no
intrinsic
value
to
Northwestern,
even
from
a
harm
generation
or
a
benefits
generation
perspective.
There's!
No,
you
know
intrinsic
value
in
in
the
data.
The
data
is,
is
for
the
community
to
use
as
they
see
fit
so,
but
I
I
understand,
if
you
still
don't
trust
it
and
I
would
say
to
anyone.
D
If
you
have
a
survey
and
you
don't
trust
the
persons
who
are
you
know
conducting
it,
don't
fill
it
out
if
you're
someone
on
the
online
and
you're
like
why?
Why
is
Nork?
Why
is
Chicago,
which
has
a
similar
level
of
distrust
in
their
Community?
Probably
right?
Why
are
they
asking
for
my
address?
Don't
fill
it
out.
H
D
H
G
D
We're
gonna,
just
like
this
I
would
say
we're
going
to
have
all
we're
going
to
Fan
out
to
all
of
these
institutions
and
we're
going
to
announce
where
we're
going.
So
people
can
come
we're
going
to
say
you
know
what
are
the
hots,
so
I
live
in
the
second
ward,
so
the
hot
spot
is
Robert
Brown
right,
it's
going
to
be
a
Robert
Crown
from
9
to
11
on
you
know,
Saturday
or
four
to
six
on
Tuesday
come
on
out.
If
you
haven't
had
a
chance
to
do
survey.
D
A
You
Dr
Tillery.
Thank
you
for
answering
all
of
your
questions
for
being
here.
Are
there
any
other
public
comments?
I'm,
sorry,
not
public
comments,
announcements,
we're
going
to
get
to
public
comment,
which
is
also
our
listening
session,
any
announcements,
any
announcements.
Okay
with
that
we're
going
to
move
on
to
we
do
have
actually
before
did
you
get
me
in
so
before
we
get
into
the
the
heart
of
our
meeting
committee
woman
attorney
Claire
McFarland?
If
you
could,
please
read
our
ancestry
announcement.
G
G
H
G
A
So
we
do
have
one
item
that
is
for
Action.
We
have
a
form-
and
this
is
number
three
restorative
housing
program-
amendments
and.
A
We
all
know
that
we
have
selected
our
first
16.
We
have
actually
randomly
ordered
all
of
the
ancestors
that
have
applied.
We
have
selected
our
first
16
and
dispersed
those
that
have
identified
how
they
want
to
use
their
benefit.
A
We
have
two
that
have
not
been
able
to
use
the
benefit
in
the
way
that
the
program
was
initially
written
and
we
have
two
residents
that
are
recipients
of
the
benefit
that
are
not
homeowners,
who
do
not
plan
to
purchase
a
home
and
do
not
have
descendants
to
pass
a
benefit
down
to,
and
we
have
been
in
discussion
on
how
do
we
satisfy
these
Elders
in
our
community
and
after
sufficient
counsel
from
our
Corporation
Council
and
committee
review.
N
N
I
think
just
to
make
an
amendment
to
the
program
for
the
two
folks
would
would
miss
the
mark
of
creating
an
actual
program
that
is
sustainable
as
a
similar
ratio.
I'd.
Imagine
that
these
two
aren't
the
only
two
who
have
this
issue
amongst
the
seniors
or
amongst,
amongst
the
ancestors
a
very
friendly
amendment
to
just
allow
direct
Credit,
Union
events
for
at
least
all
ancestors,
if
not
everyone
in
the
program.
L
O
N
Yeah
I
I
appreciate
the
motion
and,
of
course,
I
know
that
everyone
in
the
committee
wants
to
to
do
right
by
everyone,
who's
applied
for
reparations,
but
again
tremend
a
program
just
for
two
people,
and
we
can
anticipate
that
there
will
be
more
than
just
those
two
who
would
benefit
from
direct
cash
payments
and
appreciate
direct
cash
payments.
Really
that
that
offers
I
think
we
would.
N
H
N
A
A
Because
I
think
we
have
solved
for
exactly
what
you're
saying
in
further
discussion
with
Corporation
Council.
It
would
come
with
a
additional
I
guess.
It
would
be
amended
language
to
those
that
have
applied
already
that
this
action
is
available
in
these
instances,
but
we
do
have
to
develop
more
programs,
as
you
know,
we're
all
looking
to
get
to
what's
next.
After
this
restorative
housing
benefit,
we
still
need
to
get
to
Economic
Development
and
educational
initiatives.
But
do
you
think
that
solves
for
the
the
challenge
that
you're
seeing
right
now.
N
H
H
A
We're
saying
the
same
exact
thing,
Mr
side
that
looks
like
he
might
be
ready
to
speak.
Yes,
I
have
a
parliamentary.
B
H
H
A
We
agree
to
do
this
right
now
and
because
I
definitely
want
to
explore
further
council
member
Reed's
point
and
I
think
that
it's
being
solved
for
based
on
the
conversation
that
we've
had
already
with
Corporation
Council.
Can
we
take
a
vote
on
the
two
that
are
in
question
because
they
have
been
awarded
a
year
ago?
I
believe
it's
this
month,
if
I'm
not
mistaken,
and
there
is
an
expectation
that
they
should
know
how
they
can
access
their
benefit.
B
G
N
N
I,
you
know
I've
had
some
conversation
conversations
with
Corporation
Council.
We
know
that
we
have
the
obviously
even
for
these
two.
We
know
we
have
legal
opinions.
That
say
this
is
acceptable.
I.
G
As
a
Committee,
Member
I'm
not
opposed
to
these
the
the
sentiment
and
the
plan
that
you
are
putting
forward
I
do
I
would
like
to
move
on
these
specific
motion.
H
G
G
Same
thing,
and
without
that
I
would
just
I
you
know,
I
would
I
would
feel
more
comfortable.
Seeing
that
language
be,
you
know
before
we
talk
about
the
future
ones,
although
in
my
conversations
with
Council
I'm
satisfied
that,
with
these
two
to
I
I
feel
comfortable
voting
on
that.
With
with
what
you're
proposing
to
add
to
or
or
a
subsequent
motion,
I
would
like
to
have
more
information.
A
H
N
Yes,
Mike,
okay,.
N
N
I
understand
the
certainly
have
known
a
lot
of
lawyers
have
met
so
I
understand
the
worldly
concern,
but
I
think
we've.
We've
we've
discussed
this
for
some
time.
We
know
that
people
have
been
called
for
direct
cash
payments,
particularly
for
the
ancestor
group
I
think
it
would
be
a
mistake.
N
And
potentially,
you
know
even
worse
sentiment
in
the
community
if
we're
only
to
make
this
amendment
specifically
for
two
folks,
knowing
surely
well
that
there
are
more
folks,
certainly
out
of
the
ancestor
group
of
120,
some
odd
people
that
will
be
in
a
similar
situation.
So
let's
just
fix
this,
and
let's
fix
it
now
so.
A
I've
got
a
add
to
that
that,
certainly
if
there
are
forthcoming
circumstances
as
these
two,
this
is
all
of
these
questions
we
have
with
Corporation
Council.
Then
there
will
be
language
to
be
determined
and
I.
Think
that's
where
we
would
love
to
see
the
language
that
is
going
to
be
amended
to
understand
exactly.
Is
it
a
fourth
option?
Is
it
in
the
event
you
can't
satisfy
home
ownership
or
home
ownership,
eligibility
or
so
on,
and.
A
Council,
member
Reed
I
think
that
it
would
make
more
sense
to
move
forward
so
that
we
can
satisfy
the
two
that
are
in
question
and
then
learn
more
about
how
that
cash
benefit
will
be
available
to
others.
B
On
the
amendment
as
presented
without
an
addition
or
two.
A
I
I
A
N
I
would
like
to
move
that.
We
have
amended
a
program
overall
to
allow
for
direct
cash
benefits
for
all
Industries.
A
N
H
N
Should
have
clear
understanding
on
this
and
I
would
like
us
to
get
the
program
right
as
soon
as
possible.
Make
sure
that
all
ancestors
have
this
opportunity
and
don't
feel
and
aren't
left
with
the
sour
taste
in
their
mouth,
because
you
know,
we've
been
in
the
program
for
two
folks
I.
A
A
Everybody's
calendars
and
see
if
we
can
have
a
special
meeting,
hybrid
or
special
meeting
in
the
next
week,
once
you
are
able
to
meet
with
Corporation
Council
Cummings.
Thank
you
so
we'll
plan
to
do
that
in
a
week
as
long
as
everyone's
schedule
allows
I'll
be
available,
virtually.
A
Into
our
work-
and
we
have
some
that
are
here
in
person
for
a
comment
and
we
have
others
that
are
virtually
so.
How
many
here
have
a
comment
or
a
discussion
for
our
listening
session
today,
perfect
so
I'm
going
to
start
with
some
online
I'll
do
like
three
online
and
then
one
in
person.
So
we
can
work
through
it.
So
we
have
I'm
going
to
skip
over
those
names
as
if
they
didn't
have
anything.
A
Will
you
send
the
zoom
link
to
my
email
so
know
that
would
like
to
listen
and
the
spirit
of
full
transparency?
Residence
would
like
to
break
down
of
how
the
initial
10
million
dollars
was
spent,
and
this
is
from
looks
like
there's
no
name
here
so
the
only
the
first
400
000
has
been
allocated
and
please
committee
jump
in
and
correct
me
wherever
I
might
be
wrong.
Only
the
first
400
000
has
been
allocated.
The
money
is
coming
in
from
tax
revenue,
and
so
we
have
been
incrementally
receiving
the
the
funding.
A
That's
why
the
benefits
have
gone
out
incrementally
as
well.
This
question
may
get
to
if
dollars
were
used
for
anything
other
than
reparation
benefits,
and
we
have
voted
Among
Us,
that
we
do
not
want
the
reparations
fund
to
be
used
for
Consultants
or
administrative
fees
or
anything
other
than
benefits
at
this
time.
So
if
we
do
end
up
having
program
costs,
we
would
have
to
raise
for
that
or
vote
on
it
or
find
another
Revenue
stream.
A
N
Kind
of
information-
just
the
council
did
not
allocate
an
additional
10
million.
We
allocated
enough
to
to
get
to
10
million
within
10
years
through
the
real
estate
transfer
test.
H
A
G
I'm,
assuming
that
the
person's
asking,
if
they
can
use
their
Authority
as
an
agent
under
a
power
attorney
for
health
care,
to
execute
or
communicate
with
the
city
regarding
this
benefit,
Power
attorney
for
Health
Care
deals
with
just
to
get
decisions
about.
The
answer
is
no
decisions
about
your
body,
your
health,
your
residential
placements,
Etc
Illinois,
has
another
document
power
of
attorney
for
property
broader
than
what
it
sounds
like
property
is
all
your
financial
business.
So
it
would
be
a
power
attorney
for
the
property.
G
That's
needed
if
Mom,
that
your
mother
you're
referring
to
is
still
you
know,
cognitively
sound.
They
can
execute
that
and
there
are
mobile
notaries
and
there
are
different
resources.
For
you
know,
perhaps
someone
coming
to
your
mother,
for
that.
So
I
would
encourage
you
to
explore
that,
but
you
cannot
use
your
agency
under
a
power
of
attorney
for
health
care
for
financial
and
those
types
of
transactions.
N
As
a
reminder
that
we
have
this,
Committee
created
a
form
that
folks
can
fill
out
to
yes,
selective
beneficiary
for
this
program,
so
that
may
be
getting
a
bit
to
what
they're
they're
asking
for
as
well.
So
just
folks
can
get
that
from
you
or
you
can
hear
it
again.
A
G
G
B
I
just
heard
the
word
agenda
for
this
meeting
this
morning,
but
that'd
be
over
here
from
Michigan,
was
when
I
saw
that
this
was
accordingly.
This
is
a
quarterly
meeting
where
you
were
looking
for
input
from
I.
You
know
things
that
people
that
we're
concerned
about
my
concern
is
the
lab.
B
B
In
the
military
and
then
the
mafia,
because
one
black
man
started
bragging
to
the
mafia,
about
how
much
money
they
were
getting,
he
said:
were
you
going
Fred
we're
gonna,
take.
B
L
B
A
That's
right,
thank
you.
So
Evanston
is
special.
That's
why
we're
here.
So
what
I'm
hearing
is
a
recommendation
for
support
to
support
your
effort
in
using
Lottery,
Revenue
to
fund
reparations
and
so
I?
Don't
know
that
any
there's
any
pass
down
from
the
state,
because
I'm.
J
J
H
I
J
The
point
I'm
trying
to
make
is
that
is
a
perfectly
good
idea
to
try
and
get
money
from
other
resources
and
if
the
possibility
can
be
written
them
in
Atlanta,
but
it
has
to
be
gone
through
its
state.
So
I
have
no
problem
with
the
concept,
but
I
think
we
have
to
understand
that
there's
a
way
to
do
it.
So
we're
not.
Okay,.
A
Let
me
jump
in
and
add
some
possible
next
step
for
your
advocacy
that
I
fully
support.
There
is
a
state
of
Illinois
reparations
task
force.
Commission
committee,
that
is
being
appointed
I,
don't
have
a
lot
of
details
there,
but
that
would
be
a
great
recommendation
at
a
state
level
for
funding
reparations
and
I
fully
support
you.
Let
me
know
how
I
can
show
up.
Thank
you
so
much.
A
G
G
And
will
the
recipients
or
well
the
recipients,
be
descendants
or
ancestors,
so
I
think
on
one
of
our
previous
meetings
we
did
pass.
The
emotion
was
passed
so
that
when
the
funds
come
in,
we
would
continue
to
fund
on
a
rolling
basis.
G
So
there's
we're
not
going
to
see
that
big
initial
you
know
the
the
we're
not
going
to
see
and
then
that
initial
distribution,
you
know
we're
not
waiting
for
16
more
or
something
like
that
as
the
funds
are
coming
in
we're.
G
But
we
did
also
in
a
very
early
session,
make
the
commitment
to
just
first
to
ancestors
first,
so
the
list
of
ancestors
will
be
exhausted
before
we
move
on
to
descendants.
G
G
Think
we
have
a
lot
of
comments.
You
know
today.
25
we
make
no
nobody's
shy
about
saying.
25
000
today
is
small,
but
it's
something
that
hopefully
through
the
different
efforts
of
the
committee
and
the
community
and
connecting
them
with
other
programs
and
so
forth,
getting
some
banks
on
board
to
to
craft
some
specific
instruments,
Loan
financial
instruments
for
our
reparations
recipients.
Hopefully,
we've
been
able
to
stretch
that,
but
the
program
just
started
at
25
000
with
that
decision
was
made.
If.
N
I
can
just
know
something
for
kind
of
this
question
in
the
last.
The
council
this
year
allocated
three
million
dollars
to
reparations
for
three
million
plus
with
cannabis
tax
money.
So
we
have
enough
funds
in
the
program
now
to
take
care
of
this
whole
group
of
significance
of
ancestors
and
sort
of
like
they
get
direct
cash
benefits,
we'll
be
able
to
get
that
money
out
to
them
a
lot
faster.
H
M
So
my
my
one
public
comment
was
going
to
be
in
reference
to
the
gentleman
that
came
during
the
last
reparations.
M
A
Happy
about
that,
let's
move
on
I
know
that
we
have
our
our
action
items
we
have
concluded
and
I
know.
We
have
two
committee
members
that
needed
to
move
early,
so
we're
going
to
move
the
line.
I
think
the
next
question
is
Robin
Sutton.
Is
this
a
loan?
Absolutely
not?
It
is
a
benefit.
There
is
no
lean.
This
is
not
like
any
other
program
that
we
have
at
the
city
and
I
know.
That's
been
something
that
it's
the
same
as
other
programs
that
we
have.
A
Other
programs
here
in
the
city
that
might
have
some
sort
of
a
grant
for
housing
does
have
a
lien
attached,
whether
it's
forgivable
or
not.
There
is
a
lien
attached
and
this
is
a
direct
benefit.
There
is
no
repayment
under
any
circumstances
at
all.
There
is
no
repayment
at
all
and
then
next
we
have
Ross
mickens.
A
A
That
showed
up
in
2019
to
the
reparations
sessions,
Community
meetings,
and
we
will
continue
our
commitment
to
this.
It's
important
to
note
their
commitment
in
Evanston
Beyond,
what's
happening
at
a
municipal
level,
I'm
always
going
to
lift
up
what's
happening
in
the
Interfaith
community
and
the
reparation
stakeholder
Authority
in
Evanston.
That
is
a
companion
to
this
work,
a
partner
to
this
work,
able
to
bring
repair
in
areas
that
are
outside
of
a
purview
of
the
City
of
Evanston,
and
then
let's
move
on
how
and
when
will
the
program
be
expanded?
A
For
example,
returning
a
school
to
the
Fifth
Ward
was
a
recommendation
that
came
in
more
black
history.
We've
seen
a
a
win
there
with
the
African
American
Heritage
sites
that
are
being
installed
by
assurance,
Legacy
Center
we're
seeing
more
representation
and
Leadership
roles,
boards,
committees
and
commissions,
leaderships
and
institutions
here
in
town.
So
we
are
seeing
some
outcomes
already
from
the
2019
recommendations
and
we
really
should
document
them
so
that
we
can
see
the
successes
that
we're
having
already
just
by
saying
yes
and
moving
this
work
forward.
A
But
I
do
think
we
should
get
back
to
that
subcommittee
work
because
it's
a
lot
for
the
committee
to
do
work
and
the
more
participation
and
feedback
and
input
that
we
can
have
the
better.
So
at
our
next
meeting.
I
will
make
a
motion
for
us
to
get
back
to
those
subcommittees
and
see
if
their
support
for
that
and
then
yes,
we'll
go
to
the
in
person.
H
J
J
Number
one
I
put
together
a
plan
called
the
freedom
plan,
but
it
is
a
variation
of
what's
been
done
to
now
number
one
that
should
be
established.
A
real
estate,
investment
trust
but
real
estate.
Investments
trust
is
an
entity
that
provides
equity
and
work
with
for
housing,
so
it
can
be
used
like
the
housing
program.
Is
now
two.
That's
the
adventure
Capital
group.
E
J
J
You
know
the
question
you
should
post,
of
course,
from
black
kids,
now
my
point
being
that
if
25
000
can't
be
for
all
the
insults
and
yeah
discrimination
that
I
received
all
my
life
here
in
the
city
of
Heaven,
so
there
should
be
somewhere
where
people
can
just
vent,
because
that's
what
they
want
to
do
anyway,
a
bit
more
interested
in
telling
their
story
than
they
are
getting
money.
Actually,
if
you
think
about
it,.
J
That
one
these
entities
should
be
separated
from
the
Senate.
This
should
be
independent,
because
black
folks
have
built
the
country
they
can
certainly
to
run
their
own
Affairs.
So
all
these
things
need
to
talk
about
the
good
Investment,
Trust,
The,
Venture,
Capital
group,
the
national
product
community,
so
I'll
be
separated
from
the
city.
The
attention
to
that
representation
and
I
have
what
they
call
a
folding
truck.
J
A
voting
truck
and
a
corporation
is
an
entity
that
runs
the
whole
thing
and
nobody
can
interfere
with
them,
and
so
that
means
that
it
can't
be
manipulative
but
like
the
voting
press
would
be
85
percent
flat,
so
it
some
point
should
be
on
it
for
a
very
obvious
reason,
but
it
should
be
controlled
by
black
people.
It
should
not
be
growing
by
the
city
and
it
should
be
able
to
raise
its
own
money
now.
Point
Man,
simply
that
this
Real
Estate
Investment
Trust
of
this
Venture
Capital
group
is
successful.
J
P
Not-For-Profit
ending
in
the
way
for
people
for
cooperation
just
give
away
money,
so
I'm
saying
the
point
being
that
one
is
to
be
controlled
by
black
people,
not
by
the
city,
not
by
the
state
but
by
black
folk
is
to
be
free
to
do
what
it
wants
to
do
to
be
insulated
from
manipulation
by
black
people.
All.
Thank
you.
Anyone
with
the
very
good,
but
that
way
you
can
have
something
that
you
can
grow
and
because
you
remember
again,
we
live
in
a
capital
Society.
P
P
And
also
provides
from
broader
rank
to
see
some
people
like
Marie.
With
this
thing,
I,
don't
even
have
the
contribution,
but
they
do
need
a
education.
They
do
need
help.
They
do
need
to
expanded
minutes.
So
this
is
a
way
to
do
those
things.
B
J
A
H
A
Anybody
else
want
to
answer
these
questions
I'll.
Do
this
one
real,
quick?
Let's
do
the
let's
do
this
because
we
got
to
get
through
why?
Why
is
a
home
loan
repair
program
being
passed
off
as
reparation
when
it's
not?
This
makes
a
program
look
more
like
a
grift,
so
in
fact
it
is
reparations
because
it
is
a
benefit,
a
direct
benefit
that
repairs
a
specific
harm.
A
In
this
case
it
is
zoning
laws
and
that
we're
anti-black
and
housing
policies
that
were
enforced
from
1919
to
1969
and
Building
Wealth
through
home
equity
is
a
direct
remedy
for
that,
so
anything
that
is
informed
by
black
community.
In
this
case
it
was
I.
Remember
the
meetings
very
distinctly
Mr
suttonby
is
one
of
the
ones
lifting
up
home
ownership
as
a
priority
and
the
elders
as
a
priority.
So
this
initial
program
is
a
direct
response
from
black
residents
and
therefore
it
is
reparations.
A
There's
been
other
reparations
initiative
historically,
that
included
access
to
education
and
scholarship
and
so
on.
So
it
does
not
have
to
be
a
cash
check
to
classify
as
reparations.
Also,
there
are
many
forms
of
operations,
and
so
this
is
probably
some
of
the
continued
public
education.
We
should
do
under
international
law
standards,
which
would
pretty
much
all
Embrace
here.
There
are
five
components
to
Full,
Repair
and
one
all,
but
compensation
and
restitution
are
not
a
check.
A
So
there's
a
cessation
or
guarantee
of
non-repetition
that's
going
to
be
policy
reform,
so
we
should
note
that,
in
collaboration
with
connections
for
the
homeless,
the
city
is
going
through
an
extensive
zoning
analysis
so
that
we
can
make
sure
we
are
unbaking
all
of
the
anti-blacknesses
in
our
current
zoning
laws.
That
is
a
form
of
repair.
Additionally.
Their
satisfaction.
A
Satisfaction
is
an
example.
Is
the
about
African-American
Heritage
sites
as
a
an
initiative
from
the
city.
A
It's
honoring,
historically
black
significant
places
and
towns
circumstances
institutions
in
town.
Additionally,
an
example
would
be
we
passed
Juneteenth
as
a
city
holiday
here
paid
for
employees
at
the
City
of
Evanston,
recognized
it
also
it's
federally
recognized.
Now
that
is
a
form
of
reparations
when
we
honor
our
community
by
naming
streets
like
dino,
Morris
way
and
Joanne
Avery
way
in
Dolores
Holmes
way.
These
are
all
forms
of
repair
because
we're
the
restoring
the
Dignity
of
a
people
that's
under
satisfaction
and.
A
A
Of
repair
and
then,
of
course,
we
know
the
check
give
me
the
check
run
the
check
every
version
of
the
check.
We
hear
that,
and
that,
of
course,
is
the
most
commonly
known
form
of
reparations.
But
there
are
many
forms
and
I
hope
that
we
get
to
Full
Repair
here
that
we
get
to
satisfying
all
five
components
of
repair
and
some
new
ones
that
we
could
think
of
as
black
folks,
because
it's
been.
A
Of
harms
and
crimes
against
us,
and
so
there
will
be
no
shortage
of
ways
that
we
repair
them
I'm.
So
sorry
for
the
extended
answer
on
that
next,
we
have
Jane,
Marie
Simmons
seems
to
be
some
confusion
about
who's
eligible
to
request
and
receive
an
award
of
funds.
Only
homeowners
tenants
right
now.
We
only
have
one
program
that
has
been
developed
and
I
want
to
say
that
there's
a
lot
of
folks
there's
over
100
cities.
Now
that
have
been
inspired
by
what
Evans
is
doing
and.
I
R
A
So
the
point
is
that
what
we
really
underestimated
is
the
amount
of
time
it
took
to
operationalize
this
staff.
It
come
up
with
process
and
systems,
and
how
do
we
vet
eligibility,
and
all
of
that
we
really
underestimate.
A
I
can
say
I
underestimated
that
so
I
just
want
to
say
that
we
we've
worked
really
hard
to
get
that
done,
but
in
terms
of
this
initial
program
eligibility,
our
residents
that
are
black
identified
as
black,
that
you
know
just
have
identified
as
black
their
life
not
decided
that
they
were
black
now
for
the
benefit
of
this
program,
but.
A
So
there
were
some
questions
about
is
this
only
for
residents
that
are
fifth
War
residents
and
that
sort
of
thing,
if
you
were
black,
lived
in
Evanston,
you
are
eligible
and
you're
a
descendants
are
eligible,
so
I'm
eligible
through
my
family.
That's
been
here
for
a
long
time,
and
it
is
not
only
for
homeowners,
but
this
initial
program
did
did
frame
that
you
should
either
be
a
homeowner
or
be
looking
to
purchase
a
home
or
be
looking
to
give
the
benefit
to
a
descendant
and.
C
A
Some
cases
recently
I
was
invited
to
a
recipient's
house
for
a
reparation,
Super
Bowl
party,
and
they
were
really
proud
to
show
off
their
home
improvements
and
some
that
they
passed
down
part
of
their
benefit
to
a
child,
and
they
were
also
getting
the
kids,
so
they
both
had
their
kitchens
and
they
were
very
happy
and
excited,
and
so
those
are
the
ways
that
you
can
benefit
from
the
initial
program.
There
are
more
programs
to
come,
and
so
we
know
that
we
have
an
interest
in
the
community
of
cash
benefits.
A
So
we
don't
have
a
lineage
based
reparations,
I.
Think
that's
what
the
question
is
getting
to.
We
don't
have
a
lineage
and
when
I
say
that
lineage
of
ancestors
that
were
enslamed
here
in
America,
restricting
our
reparations
benefit
to
those
that
may
have
come
from
Haiti
or
Jamaica
or
Barbados
or
West
Africa.
A
Our
our
our
initiative
here
and
our
commitment
to
repairing
black
people
in
Evanston
is
not
based
on
lineage,
so
it's
based
on
harm.
So
if
you
were
black
and
harmed
in
Edison,
meaning
that
you
lived
here
between
that
time
period,
you're
eligible,
so
it's
not
based
on
any
lineage
at
all
and
then
Derrick
Williams
and
then
we'll
get
to
the
room.
A
I
will
know,
he'll
know
what
questions
he
has
after.
He
observes
his
own
meeting
and
then
Mr
Bennett
Johnson.
The
freedom
plan
which
I
I,
love
and
I
think
is
a
great
goal.
I'm
going
to
get
through
a
couple
of
these
because
they're,
easy
Keller,
Kelly,
Pryor,
nerd
and
Cobra
believes
they
are
above
reproach.
A
I
respond
to
that
because
I
am
an
art,
commissioner
and
I
am
also
a
lifetime
member
up
in
Cobra.
These
are
two
Legacy
organizations
that
have
been
fighting
for
reparations
in
the
case
of
in.
G
A
Since
19
it's
36
years,
whatever
the
math
is
it's
36
years
in
summer,
in
the
case
of
nerve,
they
were
convened
in
2015
exclusively
to
fight
for
reparations,
and
so
they
are
a
legacy
organization.
I'm,
not
sure
the
the
point
in
making
above
reproach,
but
I
just
wanted
to
to
say
that
you
can
learn
more
about
them
at
their
websites,
iro
Pettis.
How
soon
will
the
committee
be
administered
its
next
payments
to
Residents?
That's
what
I
want
to
talk
about
so
tashiq.
A
Update
for
us,
because
we
made
a
okay
dealing
with
the
situation.
Yes,
yes,
so
how
soon
we've
made
so
a
little
update.
We've
made
a
few
votes
one.
We
voted
for
more
funding
to
come
down
for
reparations.
We
voted
to
front
fund.
You
know
three
million
dollars
so
that
we
could
make
sure
that
we
funded
all
of
our
ancestors
in
this
year.
We
voted
for
a
short-term
agreement
to
move
forward
with
an
administrator
until
we
find
staff.
A
A
On
the
ancestor
list
to
schedule
an
appointment
to
come
and
meet
with
you:
are
they
home
visits
or
home
visits
home
visits?
If
you
are
comfortable,
if
not,
you
can
come
to
the
Civic
Center
and
they
will
take
you
through
a
process
on
explaining
the
program
explaining
how
you
can
use
the
benefits
and
giving
you
the
option
on
if
you'd
like
to
work
with
the
construction
manager,
if
you're
doing
a
renovation
how
to
pay
it,
you
know
your
mortgage
payment
and
so
on.
All
that
picks
back
up
next
week
and
so
depending.
C
A
A
Expeditious
process
others
go
through
the
process
as
necessary
who,
in
the
room,
any
more
questions
in
the
room.
M
In
2018
we
were
speaking
Bennett
Johnson
and
a
number
of
other
community
members
when
we
were
trying
to
come
up
with
ways
and
how
to
find
additional
funding
for
the
reparations
fund,
and
he
had
mentioned
at
that
time.
M
The
Real
Estate
Investment
Trust,
and
it
is
a
very
good
way
to
come
up
with
me
to
raise
funds
and
it
can
basically
fund
Itself
by
not
only
having
increasing
value
of
the
properties
within
the
firm,
but
also
when
we
have
more
time
to
talk
about
how
the
properties
and
other
Investments
and
it
can
create
Revenue.
So
it
is
a
very
good
idea.
Thank.
A
N
K
A
Crimes
against
the
humanity
of
black
folks,
since
we
were
kidnapped
from
West
Africa
torture
rate
enslaved
stolen
from
our
labor
Our
Heritage,
our
culture.
A
So
everything
that
happens
is
the
most
likely
going
to
be
within
the
purview
of
the
City
of
Evanston
from
an
evanston-specific
home
I
say
all
that
to
say
that
it
is
laws
that
were
here
between
1919
and
1969
that
were
anti-black,
that
the
city
is
initially
acknowledging
as
a
harm
for
our
racial
segregation
and
the
conditions
of
black
Evanston
and
that's
what
informed
the
eligibility
and
so
as
we
continue
the
work
that
may
change.
I
hope
that
it
change,
because
we
should
do
be
doing
more,
but
but
the
harm
is
informing
eligibility.
A
A
Is
there
miss
Geneva
Wade
with
the
attainment
of
the
last
reported
financial
status?
When
will
funds
be
released
to
move
on
to
the
second
distribution
and
I?
Think
we
answered
that
in
the
last
question
that
we
do
have
funds
more
than
the
400
000
to
begin
or
continue
to
person
until
that
will
happen
and
then
I'll
just
do
one
more
Judy,
Malik
Warren
know
how
the
open
doors
for
all
of
us,
so
yes,
I,
hope
this
opens
doors
for
all
of
us.
E
Excuse
me
I'm,
sorry,
as
a
as
an
ancestor
and
a
homeowner
and
a
entrepreneur,
I
mean
a
business
owner
too
is
is
that
times
three
of
them
qualifications
benefits.
E
A
E
She
she
started
out
as
a
homeowner
started
our
own
business.
E
We
still
continue,
though,
and
and
so
I
asked
that
question,
because
I
was
thinking
if,
if
we
are
all
in
the
same
household,
but
it's
a
multiple
unit
to
build
for
the
story,
so
it
can
restore
be
considered
as
a
important
Reformation
for
business
and
then
the
the
apartment
for
my
son.
Could
he
had
to
send
it
that
he
claimed
reparation
in
the
eye
and
the
owner
of
the
building
operations?
Number
three
yeah.
A
E
E
E
I'm
sorry
I
was
just
making
a
statement,
that's
sort
of
relevant
to
what
you
were
speaking
about.
You
know,
as
my
family
ties
is
kind
of
similar
to
something
that
you
talk
about.
You
know,
I
got
a
few
good
people
and
I
got
real
bad
people
in
my
family.
You
don't
want
to
me.
E
I
grew
up
in
a
community
before
I
met.
My
wife
that
had
similar
I
said
amenities,
as
you
spoke
of
as
Black
Wall,
Street
yeah.
We
had
it
all
over
everything
in
that
commitment,
except
for
we
did
not
have
a
bank.
H
E
Was
it
and
so
I'm
trying
to
say
that
took
medical
one
that
I
would
like
to
see
different
the
old
to
benefit?
My
my
wife's
wishes
that
she
started
people
because
I
have
a
man.
I
was
dead.
I
cannot
be
slow,
it's
what
we
call
inheritance
property.
So
all
all
the
brothers
and
sisters.
We
all
got
a
group
of
three
100
to
be
able
to
sell
the
property.
Otherwise
it
blows.
You
have
some
more
Generations.
E
E
A
So
yeah,
what
what
you
should
do
is
talk
to
tashiq
one-on-one
and
find
out
I.
Don't
I,
don't
know
if,
if
our
condolences
to
you
and
your
family
but
I'm,
not
sure
where
your
family
is
in
the
process.
So
if
you
want
to
talk
to
tashikin,
she
can
give
you
all
those
details
on
what
what
the
possibilities
are
for
your
family.
A
But
technically
had
there
been
an
application
that
come
in
based
on
what
you're
saying
your
wife
being
black
and
Estonian
here
she
would
have
been
eligible
now
so
that
we
don't
have
these
circumstances.
As
council
member
Reed
mentioned,
we
have
and
I
like
to
let
a
recipient
descendant.
What
do
you
call
it,
the
beneficiary,
a
beneficiary
in
the
event
of
a
transition
so
that
we
don't
have
this
challenge
in
the
future?
A
Here
they're
put
and
then
we'll
get
to
the
zoo,
given
the
award
numbers,
how
much
has
a
program
achieved
the
goal
it
was
meant
to
address
best
for
Michael
Hicks.
So,
given
the
current
numbers
awarded,
how
much
has
this
program
achieved
the
goals
it
was
meant
to
address
we're
on
our
way,
because
we
are
certainly
have
not
achieved
the
goals.
Yet
reparations
is
a
process.
If
it's
nothing
else,
it
is
a
process.
A
N
Yes,
you
know
I
think
it's
coming
pretty
soon.
We
allocated
the
money
necessary
for
the
ancestors
to
receive
funding,
particularly
if
we
can
get
through
it
in
the
next
year
or
so
I
think
we'll
we'll
be
ready
to
move
on
to
the
descendants
that
was
really
one
of
the
goals
of
making
sure
that
we
funded
the
ancestors.
A
Then
we
have
in
the
two
says:
when
will
Edmonson
address
the
PTSD
aspect
of
reparation?
You
know
I'm,
hoping
that
a
partner
is
aware
that
this
is
happening.
That's
working
on
trauma
in
the
black
community.
There
is
so
much
scholarship
and
intellectual
partnership
opportunities
here
in
Evanston
through
Northwestern,
through
our
medical
systems
through
various
organizations.
A
I
don't
have
an
answer
for
that,
but
I
desire
it
as
well,
and
then
tashiq.
If
you
could
take
us
together
anymore
in
person,
if
you
could
take
us
through
the
zoom
questions
or
comments
to
leave
a
Garner
okay.
Q
I
want
to
say
thank
you
to
all
the
person
Devon
Reed
for
speaking
for
the
people
and
understanding
that
it
is
not
right
to
give
direct
cash
payments
to
two
people
and
not
everyone
and
first
of
all,
we
never
even
fought
for
the
rollout
lead
direct
cash
payments.
That's
number
one!
So
thank
you
all
Person
Advisory
watch
the
reparation
meetings
and
you're
always
looking
out
for
the
people
you
get
dismissed
and
disrespected
often
in
the
reparations
committee
meetings.
But
I
want
to
thank
you.
If
no
one
else
does.
My
question
is
so
so
far.
Q
Q
What
you
said
in
the
February
2nd
meeting
I
haven't
recorded
okay,
so
four
hundred
thousand
dollars,
and
then
you
came
before
to
look
for
additional
funding,
which
we
appreciate
to
take
care
of
the
ancestors
which
I
don't
like
all
of
them
ancestors
either.
Q
N
So
I
I
I
just
want
to
start
going
on
by
line
first
I
appreciate
the
recognition
there,
but
I
I
certainly
want
to
say
that
I
don't
feel
necessarily
dismissed
by
this.
This
body
I
appreciate
everyone's
perspectives,
and
you
know
I
I,
believe
your
best
intentions
and
everyone
on
this
committee
and
that
they're
everyone's
trying
to
protect
the
program,
even
when
we
have
disagreements
so
I,
think
we're
all
working
together
to
do
what's
best.
N
N
Oh
yeah,
so
from
my
understanding,
no
money
has
gone
to
anything
but
the
direct
to
The
Descent
or
to
the
ancestors
we
haven't
used
money
to
administer
the
program.
Cifa
has
a
perceived
funding
for
this.
N
N
A
N
N
Hopefully,
after
today,
everyone
in
the
initial
16
will
have
received
our
reparations
I
believe
that
was
really
the
front
of
the
questions
there,
but
really
appreciate
your
ethics.
Q
Wait
a
minute
it
was
supposed
to
be
a
dialogue.
Mr
Clayton
said
on
February,
2nd
that
you
have
been
using.
The
donations
that
have
come
in
I
haven't
recorded.
Q
N
Q
Q
Q
The
country
I
think
you
are
phenomenal
for
doing
that,
but
what
is
happening
right
here
in
Evanston
for
reparations?
It's
wrong
and
I
think
you
need
to
amend
and
go
back
and
start
over,
because
it's
not
right.
We
should
be
tax
exempt
in
this
country.
Black
people
that's
reparations.
We
should
receive
direct
cash
payments,
that's
reparations
for
black
people
and.
H
N
H
H
K
Of
course,
I've
been
advocating
for
cash
payments
since
the
beginning
of
this
program,
I
have
attended
all
the
meetings,
except
for
the
couple
that
were
not
hybrid,
where
I
was
ill
and
not
able
to
attend,
but
I
have
been
to
every
meeting
from
the
Inception
of
the
thought.
Process
of
reparations.
K
That's
in
an
interest-bearing
account
and
also
I
have
made
comments
before
that
expenses
should
be
reported
publicly
to
the
public
during
the
committee
meetings,
monthly
or
every
other
month.
But
people
need
to
know
where
is
the
money
coming
from
for
expenses?
K
So
when
you
have
a
town
hall
meetings
and
people
are
coming
in
from
out
of
state
who
is
paying
for
this
and
how
much
money
and
is
any
money
being
used
for
any
events
or
meetings
or
Staffing,
because
we
already
know
that
there's
two
hundred
dollars
paid
for
or
whatever
the
amount
is
that
was
given
to
the
people
that
won
the
art
contest?
Where
did
that
money
come
from?
We
don't
know
anything
so
properly,
telling
us
how
much
money
is
being
income
and
expended
every
month
is
important
and
I
know.
K
You
can't
talk
about
the
Cannabis
money,
but
there
is
donated
money.
There
is
money
from
the
city
and
we
need
to
know
the
expenses,
income
and
expenses,
at
least
for
that
part,
of
course,
I'm
going
to
say
that.
Are
you
using
sipa
again
for
distribution
and
planning
on
paying
them
this
money?
They
asked
for
I'm
also
asking
that
no
non-for-profits
be
a
be
able
to
hold
any
money
or
distribute
any
money.
K
I
That
amount
was
taken
out
of
the
city
manager's
contingency
budget
line
as
to
the
expenses
of
the
first
16
and
as
we
keep
going
I
could
provide
that
report.
The
reparations
committee
in
terms
of
how
much
we
have
allocated
to
those
ancestors
and
I
will
email
you,
the
expenses
today.
I
H
K
I
Can
add
that
to
interval
to
Finance
report.
K
And
what
about
the
possibility
of
opening
the
application
again
for
the
people
that
wanted
the
cash
payment?
There's
many
people
that
did
not
apply,
because
you
said
there
was
a
housing
for
the
first
four
hundred
thousand.
Now
you
saying
something
different,
because
you
said
every
time
the
400
000
comes
about
you
talk
about
a
new
program
or
different
options
and
based
on
your
actions
from
today.
B
R
R
So
whether
or
not
it's
right
we're
still
the
first
and
we
appreciate
that
and
when
I
say
we
I'm
speaking
for
all
the
seniors
who
have
stopped
me
on
the
street
at
church,
saying
how
excited
they
are,
you
can
go
and
look
on
the
attendees.
A
number
of
our
seniors
are
there
who
have
never
attended
a
public
meeting
before
I
also
want
to
thank
the
reparations
committee.
R
I
trust
you
Lily,
Lockhart's
daughter
body,
grew
up
with
I
know:
she's,
not
trying
to
scam
Martha
Burns's
son
Bobby
Mark's
been
fighting
for
our
community
for
years.
I
know
Bobby
ain't
trying
to
scam
breeder
Richmond's,
daughter,
Robin,
you
all
know
Frida,
she
does
it
take
scams
and
I
could
go
on
and
on
and
the
other
thing
that
I
want
to
say:
I
have
a
newfound
respect
for
a
lot
of
people
in
everything
that
I
grew
up
with
that
I
didn't
know
they
were
going
through
this.
A
C
R
I
trust
you,
because
I
grew
up
with
you
and
I
know
you
weren't
trying
to
scam
me
as
a
kid
I,
don't
believe
that
you're
going
to
try
and
scam
us
now
the
one
question
that
I
have
I'd
like
you
to
answer
it
one
more
time,
because
people
keep
asking
a
lot
of
people
did
not
sign
up
for
this
because
they
didn't
think
it
was
real.
They
thought
it
was
a
lot,
but
now
that
their
neighbors
have
received
their
funding,
they
want
to
also
apply.
So
when
will
it
reopen?
R
Because
I
have
people
asking
me
every
day?
When
can
we
get
on
the
list?
So
if
you
could
just
answer
that
one
more
time,
some
of
the
individuals
are
asking
the
question:
I
see
their
names
and
they're
in
the
meeting,
so
just
to
make
it
clear,
we
would
appreciate
it.
Thank
you.
Thank
you
for
your.
A
A
That
is
an
option,
but
it
is
to
be
determined
so
I
don't
want
to
give
any
false
time
frame
of
when
it
will
be
open
again,
but
the
committee
will
have
to
make
that
decision
on
if
we
expand
this,
if
we
have
something
totally
different
but
I
think
the
interest
or
the
appreciation
how
this
initial
benefit
has
given
hope
and
trusts.
More
so
in
in
what's
possible
for
reparations,
should
be
acknowledged
and
and
extended,
this
program
should
be
extended.
Others
may
want
to
continue
doing
something
similar.
A
The
recreation
stakeholder
Authority
is
learning
from
what's
Happening
Here
with
this
body,
they've
already
received
over
a
million
dollars,
think
1.4
million
dollars
or
so,
and
it's
to
be
determined
on
how
they
will
administer
that
reparation
and
initiative.
So
you
know,
and
then
we
also
need
to
look
at
other
entities
that
are
responsible.
So
while
Evanston
is
taking
this
first
step,
Evanston
alone
will
not
satisfy
repair
in
Evanston.
We
need
other
institutions
to
State
like
mother,
Charlene
mentioned
Federal
reparations
and
so
on.
A
So
I
don't
have
an
answer,
but
we
are
working
towards
that
reopening
the
application,
and
with
that
we
don't
have
any
other
comments
or
feedback.
We
will
have
another
listing
session
a
quarter
from
now.
I
hope
that
we
have
more
participants.
The
surveys
are
out
in
the
field.
You
can
reach
the
committee,
you
can
reach
us
directly
or
you
can
contact
tashik
for
specific
questions
specific
to
your
family's
circumstances,
and
we
want
to
continue
to
be
informed,
so
there
will
be
a
notice
for
our
next
meeting.
All
of
our
meetings
are
public.
