Committee
had
requested
as
last
meeting
an
opportunity
to
discuss
the
city
of
the
current
city,
council
rules
and
desertion,
a
DC
current
city
council
goals
for
2014
and
as
a
reminder,
those
are
city
facilities,
city,
streets,
economic
development,
financial
policies
and
city
debt,
services
for
at-risk
families
and
longer
server
issues.
So
we
have
staff
here
this
evening
to
give
a
brief
update
on
where
we
stand
with
each
of
these
certainly
happy
to
answer
any
questions.

As
you
know,
we're
getting
ready
to
release
the
fiscal
year
or
a
2015
proposed
budget
of
that
document
will
be
released
on
Friday
discussions
with
the
council
again
on
october,
the
20th
so
ready
to
a
lot
of
time.
Talking
about
many
of
these
issues,
but
welcome
the
opportunity
to
see
me
to
talk
specifically
about
council
goals.

us

prepare
a
three-year
CIP
that
dealt
with
the

fourth
and
the

creeps
and

we

we

proposed
for
2015.
We
will
have
addressed
all
of
those
with
a
score
of
40
or
less,
which
fall
in
the
category
and
in
our
innovations
for
2016
and
Beyond
focuses
on
the
streets
that
are
rated
on
between
40
and
50.

plan
for
2015
these
are
the
locations
what
I
did
with
the
locations
and
the
dollar
amounts
for
the
the
CIP
streets
and
what
that
include
water
main
replacement.
So
we
just
taxi
streets
tipster,
which
will
be
our
resurfaced
by
the

dive
and
are
the
Y
domain
will
be
replaced
on
that.
So
you
see
the
water
main,
the
615
thousand
dollars
the
water
main
replacement
I'll
cost
only
because
the
state
is
paying
for
the
resurfacing
car
costs.

CIP

cover
for
contracts
prefetching,
which
is
what
we
did
this
after
this
winter,
to
address
some
of
the
major
problems
that
we
have
for
our
streets
that
are
not
quite
in
the
the
next
year
next
three
years

resurfacing,

major
factors
beyond
pothole
repairs.
So
we
spent
roughly
two
hundred
thousand
dollars
issue
addressing
a
lot
of
those
streets
and
we
will
present
a
map
much
in
the
way
that
we
did
last
year
after
the
mild
winter.

to
ridge
avenue,
and
then
we
also
expanded
to
cover
some
of

streets

lower

sections
of
bridge
avenue
between
Emerson
and
Isabella,
the
part
there's
a
center
part
that
was
done
so
as
you
drag
down
bridge

to
be
resurfacing
and
for
Emerson
to

Lincoln

educational

a
major
vacant

the
fiat

dealership

Chicago

we

reiterate
again
what
we
shared
on
some
time
with
fixings
about
our
attention

the
dress,
atmos
populations
from
comprehensive
standpoint.
We've
done
it
in
a

the
organization's
internally
came
together
to
have
some
deep
discussion
about
how
we
can
really
be
impactful
forever
families.

so
that
was

community

development

library

we
had
four
different
segments

how
we
were

address
it.
We
looked
at
birth,

pulling
into
services
and
make
sure
they
were
intentional
about
putting
our
internal
partners
across
our
organization
as
well
as
our
external
partners.

then
we

report
back
to
see
if
that
process
has
been
impactful.

services

expansion
of
the
Joe,
Assistance,
Program
and
emergencies.
This
is
what

reality.
You
know
that
there
are
many
families
that
are
outside
of

target
population,

we
want
to
make
sure
that
we're
out
reaching
intentionally
to
the
community
on
making
sure
that
we're
providing
services
and
information
to
all
and
helping
that
was
really
really
connected
back
to
our
crazy
stabilization
forever
strangers,
and
actually
that's
a
nice
presentation

audit
says
that
we
rate
such
great
strides
in
reducing
our
outstanding
claims
payable.

want
them
seven
billion

to

we'll
have
so
much
in
cash
as
a
percentage.

contribution

major
fundraising
program

happen
in
the
next
12

that
we're
ready

break
ground

designed,

we

love

bring
designs.

designs,
not
just
drawings,
construction,
everything
by
middle
of
2015
and
as
far
as
debt
policy
goes.

will
be
a
little
bit

a
jumping
up
in
the
depth.
But
it's
not
what
I
would
call
our
ongoing
infrastructure.
This
is
a
once-in-
in
this
case
for
decade,
type
expense
that
the
city
is
contemplating.
We
are
taking
steps
this
year
to
minimize
it,
even
with
the
hundred
thousand
dollars
earmarked
for
design
work
under
on
the
amount
of
geo
death
to
the
issue
compared
to
last
year.

that's
a
good
thing.

we
go

looking

dollars

renovation

the

build

excited
about.

are
looking
at

example,

their
current
gymnasium
has
no
room
for
anyone
to
sit
inside
it.

we're
looking
at
that,
even
as
a
part

renovation
that
we
have
moving
up
in
action
to
turn
it
more

family
event
that
people
who
come
and
watch
that's
there
and
make
it
more
active.

actually,
taking
a
sense,
we've
had
to
be
in
June,
we
adopted
the
new
pension
funding
and
move
that
to
six
and
a
half
percent
as
mr.
Tupper
activates
an
interest
rate
discount
rate,
so
I'm
going
to
start
using
that,
but
so
that
will
be
at
three
hundred
and
ten
thousand
dollar
increase
for
a
police
pension
funding.
We
also
have
a
debt
service
level
recall.

Last
year
we
kept
the
debt
service,
letting
down
my
we
finance
in
30
million
dollars
and
bonds
and
save
1.5
milli
a
little
bit
more
on
the
general
levy
side
and
that's.
Where
kept
our
bond
payments
down
this
you're
proposing
in
the
2015
budget,
a
transfer
from
the
general
fund
that
is
within
our
operating
revenues,
to
also
keep
the
debt
service.
Let
me
flat
again
so
our
goal
is
to
present
paid
a
flat
of
webbing
for
all
the
front
of
pension
debt
service
and
operate
the
bank
capital
improvements.

one

the
things
that
we
outlined
in
our
steps
to
help
get
us
more
to
pay
as
you
go?
We
don't
have
a
page.
You
go
revenue
identified
yet
in
capital
other
than
world
will
be
proposing
a
250
thousand
dollar
annual
funding
source
from
a
parking
fund
that
basically
pays
for
all
onto
your
parking.
Since
those
those
up
spaces
are
on
the
street.
Why
not
have
the
parking
fun
pay
for
that
part
of
resurfacing,
so
that
will
help
reduce
the
amount
of
bonds
can
reissue.

is
the
first
time
every
Evanston
rehabilitated
a
warming
Union
using
the
lining
process.
We
found
it
to
be
successful.
We
have
any
residents
complain
about
the
temporary
water
main
add
he
set
up
and,
in
my
observation,
was
much
less
disruptive,
a
lot
less
fitting
you
dust
out
there
and
then
the
overall
is
thirty-five
percent.
Less
expensive,
then
replace
the
river
said
something
that
we
want
to
continue
in
the
future.

In
2014,
weary
ability
to
2.9
miles
or
approximately
double
the
amount
so
making
that
we
target
for
1.4
miles
is
rebuilt
it
using
our
normal
agro
maintenance
funds,
but
we
also
rebuilt
ated
another
point
for
miles
in
the
downtown
area,
using
Washington,
National,
tif
funds,
and
then
we
were
successful
in
getting
a
loan
from
the
IEPA
to
rehabilitate
1.1
miles
of
larger
Downers
through
a
range
in
size
from
36
inch
to
54
inch.
So
it
was
a
very
good
year
for
super
built,
a
ship.

We
also
work
with
the
public
works
department
and
now
implementing
some
stormwater
management
projects
using
green
infrastructure
as
a
resurface,
the
streets
on
oak
and/or,
ingleside
place.
They
included
some
force
pavement,
so
the
stormwater
would
infiltrate
into
the
ground
rather
going
into
the
sewer
system
and
anything
that
we
can
keep
out.
The
sewer
system
helps
if
I'm
going
into
basements
is
what
point

We
have
funding
allocated
three
places,
one
and
a
half
miles
of
water
main
at
six
locations,
and
again
that's
done
in
conjunction
with
the
street
resurfacing
is
Miss
Robinson
indicated.
We
also
hope
to
line
650
feet,

main
on
fitnah
avenue,
and
that
n
is
out
our
normal
funding
and
into
so
we're
looking
to
rehabilitate
the
water
main
on
sheridan
road.
So
the
resurfacing
of
certain
road
was
pushed
back
to
2017,
but
we
won't
try
to
get.

worked
on
next
year's
that
we
don't
interfere
with
resurfacing
when
we
get
to
looked
on
and
if
I'm,

fact

an

sheridan
road

the

we
have
the
official
public
hearing
for
the
budget
scheduled
for
saturday
october
twenty
fifth,
and
that
year
budget
deliberations
continue.

few
Monday's
of
November
would
plan
to
be
done
with
the
budget
before

we've
done
some
previewing

major
components
of
the
budget.
They
were
very
excited
about.
The
work
we've
been
able
to
do
with
human
services
and
I
think
has
really
good
plans
moving
forward
next
year
to
better
serve
our
residents
in
that
area.
I
think
the
budget
is
extraordinarily
responsible,
fiscally
I
think
mr.
Lyons
alluded
to
and
then
certainly
what
we're
hearing
with
the
city
facilities
investment
in
streets.

did
day
a
lot
of
outreach
with
the
budget
process
this
year.
He
has
to
fill
out
surveys.
We
asked
them
if
they
additional
hundred
dollars.
How
would
they
spended
what
message
came
through
loud
and
clear
that
was
streets
streets
really
above
everything
else,
so
we
made
sure
in
this
budget
were
buying
as
much
as
we
possibly
can
make
sure
on
the
street
infrastructure,
so
I
get
an
economic
development.
Finally,
we're
looking
to
change
our
focus
just
a
little
bit
next
year
and
really
focus
on
those
businesses
that
are
already
here.

always
great
to
have
new
businesses
come
in
many
Epis
to
businesses
that
are
looking
for
assistance
coordination.

bit

about
the
business
districts,
the
SS,
a
that's
being
planned
in

South
evanston.

things
happening
and

the
Liquor
Commission
has
been
looking
at
the
issue
of

the
taxes,

staff

percent
liquor
tax
is
putting
our
one
month
of
our
looking
out
for
a
little
businesses
if
it
is
putting
our
retailers
at
a
competitive
disadvantage
or
not,
but
done
just
to
have
that
looked
at.

discussed

month
ago
about
not
having
this
meeting
this
evening,
because
the
conservators
committee
was
going
to
plan
the
half
a
joint
meeting
with
Community
and
Economic
Development
Committee,
as
well

mental
health
board.
That
didn't
happen
because
rescheduling
all
reverse
the
sheriff
users
is
out
of
town,
but
it
has
been
scheduled
for
next
month
november
33rd.
So
we
would
ask
madam
chair
members
of
the
committee
that
we
would
not
have
the
Rules
Committee
on
the
member.
