council
agenda

is
the
Rules
Committee
is
meeting
right
now
and
the
council
meeting
will
convene
after
the
rules
committee.

that
Jeanette
risky

for
the
rules
committee.

there

as
opposed
to
the

alderman
Holmes
is
not
currently
a
council
member
anymore.
This
is
the
issue
of
the
ethics
violation.
The
council
has
to
resolve
that
as
part
of
your
work
not
been
resolved.
That's
the
council
can't
just
sit
on
it
forever,
so
it
needs
to
come
to
Council
for
resolution.

item:
that's
going
to
point
I
think
my
concern
is
the
automatic
library
is
used
prior
to
council
meetings
for
people
that
alderman
to
go,
eat
and
use
there's
more
than
three
aldermen
sitting
in
the
library
at
many
times,
but
the
blinds
are
down.
Basically,
as
we
all
know
that
that
could
that
it's
potentially
violating
the
Open
Meetings
Act,
it
is
violating
the
open
speed,
exact,
I,
believe
I,
like
the
city
attorney
or
somebody
to
say
why
you
can
convene
like
that
in
that
room
can
I
answer
that
closet,
I.

The
question
is,
we
can't
go
in
there
and
hear
what
you're
talking
about
there's
more

you
in
the
room
before
a
council
meeting,
so

would
think
you're
talking
about
business.
Sometimes
you
can
say
you
never
do,

right

go

chapter

city
code
down
chapter
11,
it
spells
out

they

supposed
to
be
conducted,

given
out

procedure
and
everything
and
I
thought
before

change
anything
shouldn't.
They
be
running
it
by
the
Rules
Committee
that
need
to
be
looked
into
before
they
say.

program
allowed
members

boards

committees
and
those
chairs
with
those
committees
to
have
a
council
contact.

meetings

from

to
time,

so
I
would
staff's
proposing
that
the
council
consider
this

Certainly
mr.
chair
members
of
the
committee
of
the
memoranda
meeting
on
page

reviews
where
we
have
been
in
previous
years,
there's
really
not
been
a
formal
policy.
The
council
members
have
attended
the
annual
conference
and
the
congressional
cities
conference
of
the
National
League
of
Cities,
as
well
as
the
annual
conference,
the
Illinois
Municipal
League
one
or
two
council
members
have
attended
these
meetings
over
the
last
several
years.

notable
exception
was
the
2012
and
I'll
see
congressional
cities
conference
were
five
members
of
the
City
Council
attended
and
then
also
there
are
some
local
meetings
and
most
notably
the
annual
dinner
and
legislative
breakfast
of
the
Northwest
municipal
conference.
The
mayor
has
regularly
attended
the
winter
meeting
of
the
US
Conference
of
Mayors
in
Washington,
as
well
as
the
annual
conference
of
the
ala,
disability
and
I
know.
The
mayor
Haggerty
just
returned
from
the
annual
conference
of
the
US
Conference
of
Mayors,
so
it's
kind
of
been
all
over
the
board.

We
did
a
little
bit
of
research
on
sister
communities
around
Cook
County,
what
they
are,
what
they
do
for
travel
and
training,
and
that
information
is
also
included
on
budget
arranges
from
the
village
of
Schaumburg
$54,000
a
year,
Oak
Park
7,000,
probably
two
times
3000.
Currently
the
city
of
Evanston
has
a
budget
of
$8,000
for
travel
and
training.
Actual
expenditures
have
ranged
from
last
year
a
little
over
6,000
to
a
little
over
10,500
and
2015.
So
mr.
G
chair
members
of
the
committee
I
know
that
this
is
an
issue
for,
for
some
folks,
so
Alderman
the
Fleming
is
expressed
interest
in
attending
a
national
eco-cities
meeting
coming
up
over
the
next
few
weeks.
So
working
with
the
mayor
and
with
the
chairman
of
the
Rules
Committee
that
has
been
approved
so
she'll
be
going
to
that
of
the
National
League
of
Cities.
Meeting
registration
deadlines
are
coming
up
on.
That
meeting
is
in
November
in
Charlotte,
oh
I,
think
the
committee
and
the
council
has
a
couple
of
options.

But
it
was
the
most
pathetic
conference.
I've
ever
been
to
people
were
just
it
was
just
horrible
I
think
we
ought
to
withdraw
from
that
unless
we
sell
those
people
water,
but
it
was
just
horrible.
The
National
League
of
Cities
is
a
valuable
organization,
and
can
you
tell
us
what
we
pay
for
annual
dues
there.

a
lot-
and
my
my
point
is:
if
we're
going
to
be
paying
that
kind
of
money
to
belong
to
a
prestigious
organization,
then
we
ought
to.
We
ought
to
send
people
to
their
functions
and
and
I
really
encourage
us
to
recognize
the
importance
of
that
organization.
And
so
you
know
to
say
that
we're
going
to
set
the
limit
at
ten
thousand
dollars
for
Alderman
to
to
attend
these
conferences
for
an
entire
year.

think
is
really
seeping
out
and
not
encouraging
the
training
and
education
of
Alderman.

on
nationally
I
mean
not
only
do
you
learn
from
the
conference
content
that
you
or
the
classes
or
sessions
that
you
attend,
but
also
in
just
networking
with
other
City
Council
members
across
the
nation,
so

definitely
in
favor
of
increased
at
it's
sort
of
difficult
ly.

why
we
even
have
an
estoppel

think
that
this
is
it's
something
that
needs
to
be
fixed,
but
it
does
just
to
make
sense
out
of
the
numbers
and
I've
always
been
curious
about
this,
and
maybe
this
might
be,
may
not
be
the
right
setting
and
maybe
we
can
bring
it
back
to
a
P&W.
I
would
be
curious
to
know
what
the
staff
budget
is
because
I
we
constantly
see
these
bills
come
across
and
I've
to
be
honest,
I've,
never
really
added
them
up
and
I
think

think
we
should

same

just
want
to
know
what
that
number
looks
like

think

number

small

never

abused

like

see
that

at
the
same
time,

encouraging
new
council
members
to
take
advantage
of
these
opportunities.

budgeting
process
last
year,
allocated
$8,000

the
threshold
question
really,
though,
is
do
we
want
to
change
the
way
we've
done
in

past

are
interested
in
one
suggest
that
they're
interested
in
and
then
they
will
attend
them.

don't
have
a
problem
with
that.

think
there

tremendous
value
in
professional
development,

learning

others

other
communities.

are
a
wonderful
community
and
when
you
go
to
a
really
high
caliber
conference
like

US
Conference
of
Mayors-
and
you
hear
these
other
mayor's
talk
or
if
you
go
to
the
National
League
of
Cities-
and
you
hear
these
other
council
members
talk.

agree
that
if
someone
who
was
homeless
came
into
your
shop
and
asked
for
for
something
that
was
sort
of
a
basic,
you
know
need
type
of
thing:
a
sandwich,
a
drink.
You
would
give
that
to
them
and
that
you
would
keep
you
keep
track
of
sort
of
what
you
gave
out
and
then
they
set
up
basically
donation
stations
around
if
around
ethica,
let's
raise
thousands
and
thousands
of
dollars
and
help
reduce
their
panhandling
and
they
won
some
big
award
at
this.

so
I
just
throw
that
out
as
one
example
again,
my
expectation
would
be
when
we
are
going
and
I
know.
Everybody
up
here
would
share
that
that
you
are
there
to
learn,

bring
back

Evanston.

good
practices
that
are
going
on
in
other
places
and
you're
also
there
to
network
and
get
to
know
other
colleagues
around
the
country
and
this
tremendous
value
on
that.

proposal

recording

executive
session
minutes
at
the

Presently,

executive
session
meetings

recorded
with
an
audio
recording
and

city
clerk
has
requested
or
suggested
that
we
include
video
recording
as
well,
and
that's
up
for
us
to
discuss
tonight.

Transparency,
so
is
this
so
that
when
eventually
I
guess
these
be
the
minutes
are
released,
people
can
actually
see
the
audio,
or
is
this
also
help
with
just
transcribing

figure
out

reasoning
behind
moving
from
audio
to

in

small
conference

we
don't

system

official
station
making

recordings

preserving
the
records.

think
we
would
have

setup.

meetings

are
not
generally
element
or
not
at
all,
held
in

public,

those
are
for
things
like
personnel
issues,
negotiation
issues,
contract
issues,
things
that
you
wouldn't
want

wouldn't
want
to
discuss,
for
example,
a
negotiation
on
the
camera
because,
of
course,
the
people
you're
negotiating
with
would
know
your
negotiation
strategy
same
thing
you
wouldn't
want
to
have
be
dealing
with
personnel
issues.

want

be
dealing
with
your
litigate
strategy.
