I
have
four
items
we'll
discuss.
First
item:
whatever
happened
to
alderman
Holmes
ethics
violation,
this
would
be
the
appropriate
committee
to
bring
it
to
it's
been
lost.
It
looks
like
in
the
paperwork
of
the
city
or
just
lost.
This
council
has
an
obligation
to
follow
through
with
the
law
and
procedures
here
and
handle
the
ethics
violation
and
bring
it
to
a
conclusion.
The
committee
gave
her
an
ethics
violation,
so
you
have
the
basically
the
rules
to
finish
it
off,
so
it
should
be
done.

You
know,
I,
don't
know
what
to
say,
but
it
seems
like
we
don't
know
how
to
keep
the
doors
open
and
also
I'll
talk
about
another
issue
with
and
it
may
not
be
rules
or
procedures.
We're
gonna
have
the
budget
hearing
last
year,
I
was
one
of
the
few
citizens
that
attended.
We
were
given
index
cards
really
denied
a
right
to
come
to
the
podium
to
speak.
What
we
asked
is
basically
filtered
by
city
staff
and
basically
not
really
what
we
might
have
been
saying
so
I
have
a
problem
with
that.

have
problem
how
the
whole
thing
went
last
year
with
the
city
manager,
basically
cueing
staff,
to
say
what
a
great
job
they
did.
The
fact
that
the
Twitter
feeds
and
the
Facebook
feeds
didn't
even
work
for
the
public
to
comment
on
the
whole
thing.
So
there
were
just
very
few
people
to
attend
and
ask
questions,
but
in
the
past,
when
I've
asked
questions,
I
can
come
back
to
the
podium.
Even
ask
some
more
questions.

One
of
my
favorites
was
the
year
we
were
told
we
were
saving
money
because
we
would
found
out
city
employees
for
taking
our
magic
medical
benefits
unnecessarily
costing
millions
of
dollars.
But
you
called
it
a
cost
savings
and
it
was
pretty
interesting
after
we
asked
a
bunch
of
questions,
so
it's
important
I
think
for
citizens
to
have
that
right
to
come
to
a
podium
and
speak
and
ask
questions
to
those
of
the
city
and
finally,
on
I'll
talk
about
there's
a
country.
The
idea
here,
just
sort
of
like
alderman
Holmes
issue.

This
council
doesn't
bring
things
here,
there's
things
that
are
done
and
never
brought
the
council
and
which
are
in
proper,
the
Northwestern
University.
In
the
city
apparently
met
and
made
some
agreements
about
a
beach
north
of
their
facility
there
and
the
issue
is
this-
may
be
a
public
beach
residents,
possibly
to
use,
but
nothing's
never
barely
been
brought
to
council
other
than
brought
to
a
city
website
and
saying
what
a
great
deal
was
made
in
this.
In
that
we
have
no
documents
to
show
what
was
going
on
there.
That's
not
really
proper
procedure.

the
last
Rules
Committee
I
asked
the
question,
as
was
this
committee
going
to
have
a
meeting,
take
a
look
at
the
Board
of
Ethics
the
changes
in
things
that
they
was
making
to
that
committee.
As
you
know,
in
Chapter,
Taiwan,
chapter,
10
and
I
think
is
11.
It
lays
out
in
there
how
everything
is
supposed
to
be
run
and
done.
They
are
talking
about
changing.
It
haven't
seen
really
what
they
change
all
I
know
they
told
us
well,
this
person
will
be
sergeant-at-arms
and
this
person
will
be
that.

we
don't
know
the
community
doesn't
know
what
the
other
changes
was
with
that
change.
In
with
that
board
being
of
such
an
important
board,
it
should
be
discussed
in
an
open
forum
meeting,
so
I'm
asking
you
if
it
has
to
go
through
an
alderman
making
that
request
to
you
I
will
be
sitting
down
with
my
aldermen
tomorrow
and
writing
it
out.

she
can
make
the
request
to
you
for

a
discussion
that
has
been
taking
place
at
the
Human
Services
Committee,
a
recommendation
that
they
have
moved
forward,
which
is
the
creation
of
a
separate
equity
and
empowerment.
Commission
of
the
memorandum
discusses
those
discussions
and
then
there
is
an
ordinance
85,
oh
17,
for
your
consideration,
but
we
would
ask
that
the
Rules
Committee
consider
this
this
evening
and
move
it
forward
to
Council.

agenda,
we

request

Alderman:

substitutions

City
Council
members

committees.

share

us
what
you're

it's
a
common
practice
and
legislative
bodies
and
I'll
just
use
an
example
from
this
evening
if
we
had
had
a
lack
of
a
quorum
for
administration
of
Public
Works,
and
we
had
three
other
aldermen
who
were
in
the
building?
They'd
all
have
to
sit
here
and
wait,
and
if
the
three
absent
aldermen
had
agreed
that
they
could
be
substituted
for,
we
could
have
gotten
on
with
the
city's
business
and
kept
everything
on
schedule.
The
way
that
I
envision.
This
would
be
that
it's
not
something
to
be
imposed
on
a
councilmember.

have
to
volunteer
to
be
substituted
for,
and
you
know
the
other
thing
I'd
say
in
favor
of
it
is
that
our
committee
assignments
are
all
arbitrarily
chosen
by
us,
so
we're
all
equal
members
of
City
Council.
You
know
if
someone's
gonna
be
absent
or
if
there's
a
reason
why
someone
would
want
to
be
substituted
and
there's
a
another
council
member
who
is
willing
to
be
the
substitute
I
think
we
should
give
ourselves
that
option.

I've
got
this
in
my
head
is
that
it's
not.
It
can't
be
imposed
upon
anybody.

late

committee

today
and
if
you
agree
that
should
be
fine
and
then
that
keeps
our
meetings
on
track

think
they
could
be
chosen
by
the
member

substituted

think
that
maybe
it
will
be
easier
for
people
not
to
show
up.
We
don't
have
a
problem
having
a
quorum
and
I,
don't
want
to
make
it
easy
for
us
not
to
have
a
quorum.
This
is
important
business.

responsibility
of
representing
our
constituents.

need
to
be
here.

can't

shouldn't
be

I'm
disinclined
to
do

we
also
have
a
provision
where
you
can
appear
telephonically.

other
thing
is,
as
far
as
the
committees
are
concerned
and
understand
your
point

suffered

but

committees
are
there
more
working
groups.
So
it's
not
the
full
council,
of
course,
ultime

to
your
point,

don't
recall
in
my
eight
years.

recall
us

having
a
quorum
for
any
the
standing
committees
at
all,
so
that
hasn't
been
so
much
of
a
problem.

remember
missing
a
meeting

so
I
don't
think
that
it's
something
like
this
would
make
anyone
more
likely

really

jobs
very
very
seriously,
but
in
the
event
that
that
happens
and
and
there
were
not
a
quorum,
it
might
be
an
idea
worth
worth.

I
appreciate
your
bringing
it
up

we
haven't
thought
about
that
before

say

closing,
like
I

think
that
everyone
does
take
their
jobs
very
seriously,
but
I
think
with

way

particularly
on
Monday
is
where
our
committees
are
stacked
and
we
can't
start
one
until

others

business.

be
a
nice
option
to
have,
rather
than
waiting
around
for
a
six
o'clock
committee
to
start
and
having
everything
stack
up
and
that's
the
reason
I
brought
it
forward
all.

Chair
members
of
the
committee,
a
few
of
you
have
raised
the
issue
of
our
policy
forward
during
committee
meetings,
especially
those
where
City
Council
members
serve
as
members
of
the
committee,
so
I'm
speaking
of
the
economic
development
committee,
transportation
and
parking
committee,
the
housing
community
development
act
committee.
Those
committees
do
not
have
audio
or
video
recordings,
though
minutes
are
taken
by
staff
on
there's,
been
some
interest
in
perhaps
changing
that
policy.
So
we're
here
this
evening
to
discuss
if
there
is
interested
in
changing
that
policy.

you
comfortable
with
having
a
policy
that
there
would
be
audio
recordings,
or
would
you
wish
to
have
video
recordings?
The
two
Commission's
that
currently
have
a
video
akin
to
what
we
do
here
with
the
City
Council?
Are
the
plan
Commission
and
the
Zoning
Board
of
Appeals?
So
if
you
wish
to
have
video
I
think
most
of
those
meetings
that
I
mentioned
occur
in
this
chamber
of
these
days,
so
the
video
setup
is
here,
there's
an
additional
cost
to
the
city
of
having
that
video
done
or
just
an
audio
recording
or
leave
it
practice.

We
currently
pay
a
part-time
employee
$18
an
hour
with
a
three
hour
minimum.
So
most
of
those
meetings,
no
Wednesday
nights
with
economic
development
and
transportation
parking,
we
would
combine
so
I
would
think
elapsed.
Time
of
that's
at
least
four
hours
between
the
two,
the
Housing
Committee
development
committee
varies
widely
this
time
of
year.
The
meetings
are
much
longer
alderman
Rainey.
How
long
are
the
meetings
currently
when.

I
have
long
been
an
advocate
for
smaller
the
smaller
meeting
rooms,
because
it
really
is
much
easier
to
work
as
a
group,
so
I
would,
if
we
are
going
to
have
any
type
of
recording.
I
really
would
like
to
stay
in
those
committee
rooms
where
it's
much
easier
to
interact
with
the
community
members
who
come
and
talk
with
us.
It's
much
more
of
a
discussion,
so
I
would
say.
If
we
need
to
record
then
we
should
just
do
not
video
recording
but
voice
recordings.

I
guess
my
inclination,
the
Economic
Development
Committee.
It
does
deal
with
money.
Almost
always
we
do
meet
in
here.
So
I
think
the
logistics
of
that
seem
pretty
easy.

maybe
doing
the
video
of
the
of
those
committee
meetings,
the
other
ones
I
think
maybe
just
the
audio
recordings
would
be
sufficient.
Is
there
any
dissension
from
them?

it's
a

hour

member
that
committee,
the
beers
are
all
right,
you're
right,
the
other
ones
are
televised.
We
do
record
them
and-

that
will
continue
as
far
as
CDBG
goes.

far

policy
minimum
requirements
I
move
that
we
record
audio
record
CDBG
and
parking
transportation
and
every
videotape
Economic
Development
Committee
meetings
on
favor
any
opposed.

bring
that
to
the
campus.

think
what
we'll
do
then,
is
we'll
add
a
section
to
the
council's
rules
to
codify
all
of
this,
so
to
make
sure
that
we
we
cover,
plan
and
zba,
because
that's
a
something
we've
just
started
doing
over

last,
probably
three
years,
we'll
just
roll
it
all
up
into
one
section
of
the
rules,
so
we
don't
lose
it
so
we'll
move
that
forward
to
Council.

a
referral
that
we
look
at
our
policy
behind
how
we
choose
committee
members
for
residents
for
our
committees.

think
that
they
are
reflecting
the
broader
community
and
I
think
that
that
is
a
problem
in
terms
of
the
discussion
that
we're
having
that's
being
referred
to
council.

it
just
to
make
sure
that
we
are
including
the
entire
community

issue

forward

resigned

Simmons
reference
that
puts
a
real
pale
on
any
future
and

would
advise
any
future
small
business
person
who
we
desperately
need
represented
on
the
economic
development
committee
from
being
a
member
of
the
committee,
because
the
the
small
business
programs
that
we
have
on
economic
development
are
are
such
incentives
for
staying
in
business
and
expanding
your
business
and
doing
more
and
hiring
people.
And
it's
it.

Just
really
gives
them
their
businesses
a
punch
and
and
to
deny
them
an
opportunity
to
to
be
part
of
that
they
shouldn't
be
allowed
to
vote
on
it
shouldn't
be
allowed
to
participate
in
any
way
in
the
discussion
not
at
all,
but
if
they're
qualified
for
for
the
the
program,
they
should
be
allowed
to
apply
like
anybody
else,
and
so
I
would
like
us
to
look
into
that
and
and
deal
with
that,
and
so
that's
my
referral.
