The
report
also
said
that
about
ten
percent
of
Evanston's
population
was
either
homeless
or
at
risk
of
homelessness
and
I
believe
that
number
has
probably
grown
since
that
time
we
can
see
from
the
school
districts
district,
65
and
2012
had
200
homeless
children.
Now
it
has
240
for
the
number
in
202
is
shocking.
It's
50.
They
were
50
to
75
and
2012,
and
this
year
157.

So
one
of
the
things
that
the
housing
and
homeless
commission
was
able
to
do
is
to
craft
a
new
program
that
involved
the
entire
community
and
it's
called
Tenten
tenant-based
rental
assistant.
It
was
formed
concocted
by
the
former
director
of
connections
for
the
homeless
and
your
former
housing
coordinator,
Mary
Ellen
pool.

Basically,
it's
a
program
to
help
help
these
homeless
families
in
65
and
202,
and
it's
a
community
effort.
The
school
districts
identify
the
families
and
help
with
their
counseling.
The
city
provides
money
for
us
supplementing
their
housing
costs
so
that
they
paid
no
more
than
thirty
percent
of
their
housing.

The
first
group
of
people
graduated
from
this
program
this
year
there
were
11
families
in
that
program.
At
the
time
one
had
dropped
out
because
they
moved
out
of
Evanston
another
had
an
additional
adult
family
member
join
them
and
their
income
rose
beyond
our
threshold.
The
nine
we
met
remaining
families
got
counseling
and
they
went
from
part-time
to
full-time
jobs.

They
learned
better
English
skills,
so
they
moved
from
just
a
driver
to
a
better
Department,
and
now
that
person
is
managing
the
department,
they've
taken
training
and
learning
how
to
sterilize
equipment
at
the
hospitals
are
employed
by
our
local
hospitals.
Some
have
gone
back
to
be
have
been
able
to
go
back
to
nursing
training.

know
that
sixty
to
seventy
percent
of
homeless
adults
were
homeless
at
children,
so
this
program,
let's
hope
in
20
years,
is
breaking
that
cycle
of
homelessness,
and
it's
very
valuable,
so
I
again
urge
you
to
include
homelessness
in
the
title
of
the
new
formed
Commission,
so
that
homelessness
stays
at
the
forefront
of
our
thoughts
and
that
we
can,
as
a
community,
solve
problems
of
these
very
vulnerable
people.

I
have
to
tell
you
what
a
test
I
think
one
autumn
made
the
comment
last
meeting,
that
this
is
monumental
and
I
can
tell
you
the
process
of
making
sure
that
we
reflect
the
spirit
of
all
the
Commission's
in
these
solid,
a
shin.
It
has
been
one
monumental
effort
that,
without
the
support
of
staff
and
legal
I,
don't
know
if
I
could
be
seriously
staying
here
to
this
evening.
So
I
would
like
to
just
briefly
go
over
where
we
are
today.

currently
we
have
45
boards
commissions
and
committees,
and
after
this,
consolidation
of
a
pool
will
be
going
to
35
approved
up
by
motion
at
the
last
meeting.
The
environment
board
and
a
lot
of
reading
was
combined
park
and
recreation
board
and
committee
on
place.
Public
place
names
with
combining
named
parks,
recreation
and
community
service
board.
The
economic
development,
tax,
advisory
commission
and
transportation
and
parking
committee
parking
only
were
combined
under
the
economic
development
committee.

However,
not
approved
for
consolidation
but
asked
for
more
information
which
aren't
reflected
in
my
memo
as
being
approved.
However,
it's
incorrect,
it's
not
approved.
It's
been
only
asked
for
more
information
for
framework.
What's
the
equality
and
parama
committee,
which,
as
the
speaker
previously
mentioned,
was
renamed
housing
and
human
relations
commission,
but
there
was
no
name
at
the
time
of
the
last
meeting
that
we
affirmed
to
a
quality
impairment,
as
the
mayor
said,
is
hard
to
explain
to
someone
how
to
get
on
what
the
quality
of
Parliament
committee
would
be.

It's
easier
to
have
no
understanding
with
names
such
as
human
relations,
housing
and
homelessness,
and
then
the
combination
of
the
Housing
and
Community
Development
Act
committee
and
mental
health
board.
Finally,
we
did
not
discuss
was
by
accident
left
office,
the
consolidation
of
the
design
and
project
review
committee
and
sign
review
and
appeals
for
consolidation
approval
to
proceed
and
something
that
came
out
of
this
process.
Once
we
begin
to
start
looking
at
the
committee's
and
trying
to
interweave
all
the
responsibilities
into
them.

One
thing
we
notice
is
that
initially
we
had
the
transportation
aspect
of
transportation
and
parking
committee
under
the
environment
board
and,
as
you
see
as
you
long
term,
we'll
see
really.
That
should
be
a
mobility
committee
and
staff
had
several
discussions
and
thought
Rattray
committee,
but
one
that
we
felt
was
very
much
needed
which
have
been
considered.
The
mobility
technical
advisory
committee-
and
that
was
this
one
also
include
the
taxicab
Advisory
Committee
under
this
responsibility
as
well.

So
that's
where
we're
at
today
so
I'll
come
back
to
you
really
with
just
in
front
of
you
and
my
very
lengthy
memo
and
will,
along
with
attachments,
are
the
ordinances
we
created
ordinances,
because
if
this
moves
forward,
this
whole
thing
could
be
able
to
go
to
the
the
council
for
introduction
at
this
time.
Are
there
any
questions

we
get
into
further
along
in
this

as
I
will
move
forward,
then
the
equity
empowerment
committee,
as
we
stated,
we're
looking
at
renaming
it
housing
and
Human
Relations
Commission,
and
the
purpose
is
really.
We
looked
at
both
of
the
Commission's
purposes,
all
of
the
Commission's
purposes,
including
a
DA
and
intertwined
those
into
the
current
new
purpose,
and
the
one
thing
that
we
tried
to
understand
is
making
sure
that
we
did
reflect
the
housing
issue,
the
homelessness
issue
and
as
well
as
accessibility
and
making
sure
that
we
are
fostering
good
relations
in
our
community,
regardless
of
race,
creed,
religion
and
so
forth.

So
that
is
what's
reflected
in
the
mission
of
the
purpose
of
the
committee
and
then
the
responsibilities
really
were
just
what
sorry
currently
in
their
ordinances,
just
consolidated
under
one
committee
membership-
and
this
is
something
I
want
to
be
very
I-
want
to
make
sure
I
make
very
clear.
It
was
directed
to
me
by
Mayor
Tisdale
that
we
will
not
fire
anyone
on
these
committees
who
will
consolidate,
and
so
we,
as
staff,
looked
at
the
list.
We
will
look
make
sure
that
they're
the
vacancies
are
currently
on
the
Commission's
or
committees.

So,
as
you
see,
the
numbers
will
fluctuate,
but
that
is
due
to
the
number
of
vacancies,
as
well
as
those
who
have
to
are
going
to
end
of
term
when
the
effective
dates
of
this
goes
into
effect
on
generate
first
2017,
one
of
mendham
amendment
that
I
would
like
to
make
that
it's
not
reflected
in
my
power
point
is
to
the
environment
board.
It
is
asked
that
the
responsibilities
also
include
fundraising
as
a
function,
and
that
will
be
something
that
we
will
need
to
add
into
the
event

ordinance

be

a
conversation
that

consolidation
and
getting
their
feedback.
Subsequently,
there
was
a
document
created
to
kind
of
put
together
some
of
the
feedback
that
was
received
and
provided
them
with.

this
will
be
our
work
plan,
so
a
lot
of
the
issues
isn't
with
the
ordinance
itself
is
making
sure
that
they're,
not
forgotten,
and
one
thing
that
what's
address
is
that
there
are
bylaws
and
work
plans.

created
in
the
committee
level
at
the
at
the
at
the
commission
level.
That
would
work
well
with
them,
because
that
will
give
them
work
groups
where
they
don't
have
to
come
to
meetings
everywhere,
they're,
not
open
to
the
Open
Meetings
Act.
There
don't
have
to
have
worried
about
quorum.

working
groups,
so
there
is
a
specific
issue
that
they
want
to
focus
on
they're
able
to,
and
it
doesn't
have
to
be
on
the
hospice
of
a
committee
meeting.
One
thing
that
was
a
dress
was
those
concerns
of
making
sure
they're
not
considered
a
mate.

committee
that
they're
looking
beyond
that
and
I
would
say
the
staff
is
aware
and
said
that
they
would
want
to
be
with
them
again
to
ensure
that
the
document

would
be
addressed

amended

address

those
other
concerns

brought
up

working

we
definitely
want
to
make
sure

invite

individuals
into

process

left
out,

be

every
committee
in
commissioning
not
just
a
lot
of
reham.

working
group
is
tending
to
use

thinking
themselves

stewards
of

Arboretum

seen
the
draft

hard
to

judge
whether
they're
going
to
really
be
their
interest.

big
committee

about
that
and
that's

I'm
envisioning
June
working
groups
is
that
sort
of
like
the
plan

subcommittee
language,

something
that
was
missing

the
ordinance

the
ability
to
create
subcommittees

power
to
do

criticism

quiet

evanston

encourage
citizen
participation

to
hear
that

housing
community

committee
and
the

board

decide

board
has
become
largely
a
funding
group.
They
don't
really
tackle.

difficult
times
all
around,
it
would
seem

sense
that

be
one
single
body
that
looks
how
that
money
can
best
be
spent
in

community

leverage
those
dollars
with
the
federal
CDBG
dollars.

again,
I,
don't
think
I'm
saying
anything
new.
It's
something
that's
been
discussed
now
for
alderman
births.
I
think
started
a
process
two
years
ago,
but
I
think
this
is
the
opportunity
for
the
council
you
to
say.

this
makes
sense.
Let's
go
forward
with
the
consolidation
or
no
it's
not
right
and
do
something
different.

combine
it

money,

boxes

extremely
well-defined

idea

of
put
these

funding
