hearing

Zoning
Board
of
Appeals.
The
zoning
ordinance
empowers
us
to
hear
references
from
the
City
Council
petitions
from
other
parties
for
variances
and
special
uses
and
appeals
from
decisions
of
the
Zoning
Administrator.
We
hear
testimony
from
those
in
attendance
and
then
make
formal
findings
of
the
fact,
based
on
the
evidence
presented,
which
consists
of
testimony
and
exhibits
and
on
our
knowledge
of
the
community.
We
then
either
make
a
determination
or
recommendation
to
the
City
Council.
A
All
testimony
is
taken
under
oath,
although
we
do
not
apply
the
strict
rules
of
evidence
and
procedures.
We
ask
that
you
keep
your
testimony
relevant
to
the
proposal
as
it
relates
to
the
standards
contained
in
the
zoning
ordinance.

we
are
happy

be

North
Evanston,
located
at
1615
Lincoln
Street.
Our
mission
statement
is
worth
noting.
It
seems
to
be
well
embedded
in
Evanston
lore.
We
strive
to
be
a
vibrant,
Catholic
parish
that
nurtures
our
community
and
lives.

The
gospel
of
Jesus
Christ
by
sharing
our
talents
and
resources
for
the
good
of
others.
Cnas
currently
has
212
students
in
pre-k
through
12
through
8
and
was
recently
named
for
the
second
time
as
a
national
Blue
Ribbon
School
by
the
US
Department
of
Education.
That
happened
a
couple
weeks
ago.
Our
church
serves
over
600
Evanston
families
offering
daily
Nass
and
other
religious
services
weddings,
funerals,
christenings.
There
are
over
30
ministries
as
well
in
place
serving
serving
the
parish
as
well
as
a
evanston
community,
the
st.

The
plan
is
to
add
vibrancy
to
those
that
will
continue
to
exist,
so
we
need
to
be
prepared
for
things
like
that.
We
look
forward
to
that.
There's
a
long
story
to
tell
there,
which
I
will
avoid
we
will
become
what's
known
as
activated
in
the
next
two
years
or
so
many
schools
and
parishes
have
been
activated
about
a
third
in
the
archdiocese
already
we
have
not
yet
been,
but
we
believe
making
small
incremental
steps
are
necessary
and
this
event
is
a
good
example.

The
focus
of
our
current
projects
is
is
as
state
it's
an
opportunity,
both
simple
and
straightforward,
small
impact
project,
adding
safety
improvements
for
the
neighborhood
for
our
school
and
our
parish.
The
proposed
plan
reflects
this
and
was
designed
to
meet
code
to
succeed.
We
continue
to
reach
out
to
the
city,
to
the
staff,
to
Scott
and
to
many
others.
We
have
met
with
our
alderman
miss
Revell
a
couple
of
times
as
well
as
just
in
the
last
10
days,
and
we
meet
with
our
staff
our
students,
our
families,
to
also
provide
some
some
guidance.

have
had
meetings
with
the
neighbors.
We
did
a
neighborhood
wide
meeting
some
time
ago,
good
six
or
more
months
ago.
Pardon
me
for
that.
Having
that
in
my
my
notes
here,
so
we've
had
meetings
and
they've
been
helpful.
We
appreciate
input.
We
appreciate
interest
and
suggestions.
A
few
have
voiced
their
concerns
and
we
respect
that,
but
we
hope
the
clarity
and
suggestions
coming
forth
will
weigh
any
of
those
concerns.
We've
also
hired
the
Lakota
group
of
design
and
planning
services
firm,
who
has
worked
on
schools
and
municipalities
throughout
the
Chicago
area.

Cnas
is
proposing
a
reconfiguration
and
modest
expansion
of
existing
parking
on
the
2503
eastward
property
by
moving
the
school
time
parking
spaces
from
one
lot
to
another.
The
north
lot
over
to
this
2503
lot
to
improve
the
students
and
staff
and
neighborly
flow
through
both
the
alley
and
the
parking
lane
areas.
This
proposed
change
would
bring
the
25
of
3.eastwood
lot
into
conformance
with
the
city's
parking
design
guidelines
and
help
to
alleviate
peak
period
congestion
by
increasing
drop-off
and
loading
capacity
within
the
main
parking
lot.

Even
more
importantly,
it
will
offer
significant
safety
benefits
for
the
children
during
school
playtime
on
the
parishes
main
north
lot,
which
we
would
move
some
of
those
spaces
over,
but
by
helping
us
open
up
an
area
of
that
north
lot.
Essentially,
the
South
Side
would
no
longer
be
used
during
school
time
for
parking.
We
would
move
that
again
adding
safety,
adding
playtime
opportunities
as
well
as
well
we're
about
to
enforce
a
no
parking
guideline
with
towing
and
tickets.
All
the
beauty
that
comes
with
that.

That
will
begin
shortly
in
just
that
north
lot
again
allowing
greater
control
and
increased
safety
for
everyone.
Non
perishables
are
observed
in
that
parking
lot
on
a
daily
basis,
including
during
high
track
high
traffic
and
active
play
times.
Improved
space
in
the
north
lot
will
improve
the
play
areas
allowing
permanent
basketball,
Foursquare
hopscotch,
whatever
may
be
desired.
Improved
space
in
the
north
lot
will
also
allow
us
to
adjust
the
near
to
near-term
and
closer
access
points
eventually
for
handicapped
parking.

A
little
bit
of
adjustment
allows
us
to
look
forward
a
little
bit
and
be
prepared
to
add
that
handicapped
parking
improvements
will
also
attempt
to
alleviate
any
garage
access
issues
for
the
garages.
On
the
on
the
alley.
In
discussion
with
some
of
the
Evanston
city
staff,
we've
talked
about
a
cross
hatch
painting
to
provide
some
relief,
so
CNAs
will
make
all
families
aware
that
this
cross
hatch
means
no
blocking
of
garages
at
any
time.
We
will
spend
days
or
a
week
or
two
whatever
it
takes
to
monitor
it,
as
well
as
to
remind
everybody.

will
be
there
a
couple
of
those
days
and
tell
every
car
that
comes
there.
That's
a
cross
hatch,
it
means
no
blocking
of
the
garage.
Please
adhere
today.
This
proposal
allows
for
small
adjustments
with
very
limited
impact
to
anyone
in
the
neighborhood
or
any
Street
or
to
any
home.
There
is
no
net
change
in
the
amount
of
daily
flow
or
the
number
of
parked
cars.
Because
of
this
proposal,
the
same
number
of
teachers
and
staff
will
come.

They
do
come
earlier
than
the
students,
the
teachers
and
staff
come
earlier
than
the
students
and
they
leave
later
than
the
students
there'll
be
no
change
there,
they're,
not
part
of
the
crowd.
That
would
occasionally
has
occasionally
blocked
a
garage
or
excuse
me
or
backed
up
in
that
alley.
So
this
work
is
needed.
Clearly
we're
reacting
to
activities
in
the
neighborhood.
As
you
all
know,
this
is
a
very
busy
three
or
four
block
area.
It's
dense,
all
the
schools.

can
name
the
railroad,
you
can
name
ourselves,
part
of
the
schools,
etc,
etc,
etc,
as
well
as
the
addition
of
approximately
120
condos
in
the
last
three
years
within
50
feet
of
our
property
line.
It's
a
busy
place
extremely
busy.
There
are
about
a
dozen
cars
parking
overnight,
I
refer
to
that
a
little
bit
earlier,
and
that
has
forced
us
to
cone
out
a
special
area.
So
kids
don't
have
to
worry
about
those
cars
leaving
a
lot
at
some
unknown
time,
they're
not
on
our
schedule,
they're
on
their
own
schedule.

We
haven't,
we
have
put
up
signs,
we
put
up
fresh
signs
last
year
that
towing
would
begin.
We
never
did
I'm
part
of
the
facilities
maintenance
committee.
We
decided,
we
don't
want
to
do
it
yet
we're
still
working

variety
of
issues.
Even
like
this
one-
and
you
know,
committees
take
a
little
bit
of
time
to
make
some
decisions
as
well.
So
so
we
never
did
start
towing
again
we're
offering
tickets
to
them
from
the
Avastin
Police
Department.
We
do
hope
that
this
small
adjustment
will
add
some
control
to
our
space
and
increase
safety.

current
situation
makes
it
difficult
to
restrict
these
vehicles,
so
you
know
we're
prepared
to
change
that.
I
know
that
was
recommended
and
appreciated
by
the
folks
that
were
there
last
week
we
will
stay,
focused
and
attempt
to
be
ready
for
changes
in
our
neighborhood,
the
schools,
the
parish.
We
know
we
can't
fix
anything
everything,
but
making
smaller
incremental
changes
seems
to
be
appropriate.
We
hope
the
adjustments
in
the
parking
solve
a
few
of
the
existing
problems
on
campus,
as
well
as
in
the
neighborhood
in
general.

that
an
ordinary
space
can
be
transformed
to
an
exceptionally
useful
space.
We're
at
that
crossroad
now
and
you
know,
fear
not.
We
will
always
connect
with
the
city.
We've
always
done
that
I
can
count
the
dozens
of
permits
we
had
to
take
take
out
to
do
the
demo
on
the
property.
We're
not
avoiding.

proposal

sides

that

currently

kind

rhyme
and
reason
for
why
we're
doing
this
and
just
really
quick
background
and
what
the
actual
proposal
is.

Okay,
so,
as
Paul
mentioned,
the
location
here,
school
other
schools
and
the
public
schools
in
the
area,
stadium,
significant
development
on
Central
Street
and
all
these
are
factors
we're
trying
to
balance,
and
it
is
a
single-family
neighborhood
to
the
south.
It's
certainly
not
a
single-family
neighborhood
on
the
immediate
north
and
then
the
existing
site,
and
this
is
really
what
I
wanted
to
bring
up.
So
what
you
can
see
here
is
the
existing
aerial
photo
of
the
campus
and
I'm
getting
my
cessation
of
giving
me
control
the
mouse
because
I'm
getting
myself
in
trouble.

This

main
parking
lot.
This

existing
staff
lot,
the
South
Lawn
okay,
this
fits
it
is
not
designed
pretty
standard.
It's
about
a
14
foot
drive
aisle.
The
cars
are
packed
in.
There

not
a
pleasant
place
to
park
with
your
staff
and
what's
happening,
and
this
goes
back
to
the
point
about
who's
actually
parking
in
that
north
lot,
and
why
they're,
not
really
sure,
is
there's
access
points
here.
This
is
a
public
alley.

Basically,
what's
happening
is
the
students
and
you
can
see
with
all
these
little
dots
on
this.

is
arrow.
These
are
all
the
kids
at
play.
This
is
taken
during
the
day,
so
some
of
these
we
believe
our
staff
and
visitors,

parents
or
coaches,
but
when
you're
seeing
here
is
essentially
kids
mingling
and
mixing
with
all
the
cars
that
could
come
and
go
throughout
the
course
of
the
day
and
there's
very
little
they
can
control
can
control
about
space.

Basically,
what
what
we're
trying
to
do
here
is
they
find
a
way
in
Paul
to
their
credit
that
came
to
us
and
said
we
need
to
move
all
the
cars
out
of
this

bring
them
onto
this
lot,
and
we
won't

that.

looked
at
some
layouts
and
they
weren't
pretty
okay.
They
were
basically
paving
over
all
of
this

still
coming
for
variances
on
design
and
layout.

we
said
what,
if
there's
just
a
more
space
and
cost
efficient
way
to
do
it,
and
so
we
said
what,
if
we
can
just
get
basically

there

bring

That's

the
crux
of
our
proposal,
so
recognizing
that
there
are
some
other
impacts,

that
happen
along

these
garages.

plan,

that
this,
the
intent
for
this
space
is
to
be
a
play
area
and
ultimately,
will
what
we
realized
was
become
at
the
first
review
community
that
there's
a
little
bit
confusion
over
what

actual
intent

space
would
be.
Certainly,
given
zoning
issues
we'd
have
to
get
variances,
we
have
to
know
exactly
the
equipment
schools
not
really
at
that
point.

Yet,
okay,
so
we
said:
if
let's
go
back
and
say
what
are
we
actually
coming
to
you
to
the
city
to
get
approved
and
it's
the
apartment,
so
the
reference
to
that
was
removed
to
say
we
understand,
there's
other
issues
and
considerations
about
equipment,
height
fall
zones,
color
whatever
it
might
be.
We're
not
at
that
point.
Yet,
though,
that's
an
entire
separate
design
process
that
has
to
happen
at
some
point.

But
what
we're
really
just
trying
to
do
is
move
the
needle
a
little
bit
I'm
getting
these
spaces
opened
up,
so
that
the
space
is
on
the
north
side,
where
kids
are
playing
ball
and
can
be
essentially
used
for
how
they'd,
like
them
to
be
used
and
you're,
not
worried
that,
on
a
random
day,
you
have
two
cars
parked
underneath
your
basketball
hoop.
So.

it
goes
back
to
the
point
that
the
design
is
specifically
meant
to
it
in
allow
for
as
much
open,
contiguous
open
space
on
that
a
lot
as
possible.
So
we
could
push.

know
we
could
push
all
of
this
open
space
over
here

all
this
is
paved,
but
it
doesn't.
It's
not
an
ideal
layout
you're
still
impacting
the
alley.
As
we
said,
it's,
okay,
listen!

What,
if
there's
an
option
that
follows
standards
and
an
important
point
to
make
is
we've
tried
to
follow
every
standard
set
by
zoning
and
parking
design
guidelines,
with
the
exception
of
this
being
especially
used
that
there's
an
entire
parish?
That's
part

the
calculations
for
special
use.
We
believe
that
every
other
aspect
of
the
site
meets
code
and
by
right
in
this
design
and.

This
space
here,
the
only
intention
for
parking,
would
be
this,
and
we
are
talking
about
that
that,
if
that
was
the
the
goal,
was
to
create
a
massive
parking
and
stuff
as
many
cars
as
you
could.
The
last
thing
we'd
want
to
do
is
put
in
landscaping
and
edges
curb
edging,
because
right
now,
it's
just
a
big
grass
space
that
they
could
if
they
wanted
to
park
on,
so
not
not
buy
right.
But
if
that
was
the
goal
and
that's
just
not
the
goal,

lot

trying
to

disruptive

fundraisers

lot

had
almost
no
engagement
with
us

absolutely.

whole
debacle
of
when
the
house
was
getting
torn
down
was
appalling.

would
create
an
infestation

garage
that

spend

couple

thousand
dollars
fixing
because
they
didn't
do
what
they
were
supposed

do
in
terms
of
getting
rid
of
all
the
vermin
that
were
under
there.

it's
very
hard
to
frankly,
trust
what
we're
hearing
you've
heard.

starting
the
current
plan,

very
curious.

the
middle
house,
because
I
think
there
is
a
bigger
plan
and
we're
just
not
hearing
about
it
and
it's
terribly
frustrating

love
to
have

full
open
candid
conversation
with
the
church
about
what

they
want
to
do?
How
can
we
solve
this
problem
to
our
collective
good,
but
that
isn't
how
we're
being
treated
as
a
neighbor

don't
sell
my
parking
spaces.
So
it's
not
all
the
neighbors
that
do
that.

This
actually
helps
frame,
something
quite
useful.

way
when
there
was
a
house
there-
and
there
was
a
garage
kind
of
at
the
far
end
of
that's-
that
space
of
cars
that
you
see
there
was
about
a
three

four
foot
apron
that
was
additional
width
on
the
alley
to
get
cars
maneuvering
around
there
and
for
us
to
go
out
of
our
garage
safely.
We
need
that
space-
that's
gone
in
this
in
this
mock-up
and
it's
all
that
hole
is

not
going
anywhere
as

understand
it

comment
has
no
interest
in
moving
that
cost-prohibitive.

respect

neighbors

morning

doctor's

somebody
wouldn't
move,

upsetting
and
we
just
want

be
a
good
neighbor

want

opportunity

try

improve

experience
for
the
kids,

I
find
it.

offensive

well

reach
out

don't

think,
there's

suggestion
that
this

somehow
gonna
magically
improve
things.

not.
People
are
still
going

park

park
on
those
yellow
lines,

we
haven't
got
enough
width
to
help
two-way
traffic
in
that
alley.

can

it
there,
it's
it's
no
wider
than
it
was
before,
and
so
it
doesn't

worked
before.

suddenly
start
working

meeting.

could
have
told
them
that

neighborhood

by

Saintes,

year

half

a

felt

critical.

of
a
catch
as

never
really
promoted
a
lot.
People
just
really
come
to
us
and
say

rent
a
parking
space
and
that's
kind
of
how
we
handle
distance
since

early

found
is
largely
the
demand
for
parking
from
the
folks
that
went
in
the
apartment
building
has
never
really
buried
much
more
than
thirty
to
forty
spaces.

the
most,
the

population
of
the
building
is
comprised
primarily

students
graduate

postdoc.

have
a
lot
of
seniors.
We
have
a
lot
of
single
folks
that
relocate
to
the
area
either
for
work
at
the
university
or
work
somewhere
in
the
city
and
there's
very
little.

we
do
is

in
the
man

the
snow
starts
to
fly
and

when
the
tickets

to
fly

hasn't

marketing

group

interest
