Stonewall
Riots,
which
occurred
in
June
of
1969
and
are
generally
recognized
as
a
catalyst
of
the
lgbtq+
rights
movement
and
now,
therefore
be
it
resolved
that
I
announce
philosophies
on
behalf
of
the
city
of
Hollister
City
Council
I
hereby
declare
June
2020
to
be
lgbtq+
month
and
about
everyone
to
reflect
on
ways.
We
can
all
live
and
work
together
with
a
commitment
to
mutual
respect
and
understanding
councilmember
percentage.

In
the
early
hours
of
June
28th
1969
police
raided
the
Stonewall
Riots
in
a
gay
bar
in
New
York's
Greenwich
Village
Inn,
which
began
hauling.
Customers
outside
tensions
quickly
escalated
as
patrons
resisted
arrest
in
a
growing
crowd
of
bystanders,
threw
bottles
and
points
at
the
officers.
New
York's
gay
community,
fed
up
after
years
of
harassment
by
the
authorities
broke
out
and
neighborhood
riots
that
went
on
for
three
days.

The
uprising
became
a
catalyst
for
emerging
gay
rights
movements
and
organizations
such
as
the
Gay
Liberation
Front
and
gay
activist
alliances
were
formed
modeled
after
the
civil
rights
movement,
the
women's
rights
movements,
members
helped
protest
and
political
leaders
and
interrupted
public
meetings
to
hold
those
leaders
accountable.
A
year
after
the
Stonewall
riots,
the
nation's
first
gay
pride
marches
were
held
in
2016
the
area
around
the
Stonewall
Inn.
Still
a
popular
night
spot
today
was
designated
as
a
National
Monument.

In
1978,
a
designer
Gilbert
Baker
was
commissioned
by
San
Francisco
City
supervisor,
Harvey
Milk,
one
of
the
first
openly
gay
elected
officials
in
the
United
States
to
make
a
flag.
The
Z's
upcoming
game
pride
celebrations,
Baker,
a
prominent
gay
rights
activist,
gave
nod
to
the
stripes
of
the
American
flag,
but
drew
inspiration
from
the
rainbow
to
reflect
the
many
groups
within
the
gay
community.

reason
I
wanted
to
share
this
with
you
with
you
today
is
just
to
bring
light
and
significance
to
the
history
of
why
we
celebrate
Gay
Pride
Month
in
the
month
of
June
I.
Think
that
what
is
happening
in
our
country
today
is
very
similar
to
what
I
just
shared
the
Stonewall
Riots
was
a
historical
time
of
civil
unrest
in
our
nation's
history.
It
is
a
time
that
now
should
be
recognized.
Celebrated
and
honored.
I
am
very
proud
for
that.
The
second
time
in
our
city's
history,
we're
recognized
Jimenez
gay
pride
money.

first
openly
gay
elected

in
San,
Benito

hope
that
we
can
continue
this
tradition
year
after
year

our

for
all
groups

are
still

actually

happening

within
the
art
community
across
the
country,
not
in
our
community.

remind

mayor
and,
as
I
said
mentioned
before,
that
under
the
ethics
rules,
your
faces
must
be
visible
so
that
the
constituents
can
see
that
you

paying
attention

there
is
an
issue
with
Recology
with
doing
with
the
prop
18s
and
I.
Haven't,
don't

an
answer
yet
we're
running
out
of

don't
know
if
it's
gonna

lead

lawsuit,
but
the
Recology
sent
out.
They
prop
18
notices
and
it
claims
that
only
property
owners
can
protest
and
it
should
be
the
payers
as
well.

protest
because
they're,
the
ratepayers,
not
just
property
owners,
are
paying
for
those
hikes
pay
rate,
which
would
be
the
third
in
18
months
that
they're
asking
for
rate
increases

I

regards

place

of
this
project

replace
the
film
asphalt
in
the
front
part.

reason
why
that
concern
is
all
the
entire
clinch
is
alligator
crap
and
storm
water
is
washing
the
asphalt
into
the
ground,
so
there's

drop

oil
or
anything
out
there.
It's
bypassing
our
treatment
facility,
we
have
purchased,
call
the
capture
cents
and
it
would
go
directly
to
me,
so
we
want
to
just
go
ahead
and
take
care
of
it.

about
sixty
to
eighty
thousand
dollar
expense
and
then
shop
close
out
to
bid
for
a
contractor
to
go
build
structure.
These
structures
are
prefab
already
done
in
a
group,
so
it's
basically
going
down
home,
devolved

particular

located

summary,

engineer

project

homeowners

more
than
30%
of

income

rent

mortgage
payments.

provides
local
government
with
the
authority
to
approve
residential
development
infill
projects
on
existing
commercially
zoned
retail
and
office
face
to
kermit
accommodate
critical,
affordable
housing.
While
allowing
for
an
easier
pathway
for
residential
development
to
occur
on
struggling
and
vacant
commercially
zoned,
retail
and
office
space,
it
opens
up
already
developed
lands
to
meet
our
housing
goals.

All
of
you
are
aware
of
the
riots
and
protests
occurring
across
our
nation
and
nearby
cities.
These
incidents
have
been
sparked
by
the
death
of
mr.
George
Floyd
at

hands
of
several
Minneapolis
police
officers.
The
Hollister
Police
Department
has
received
several
calls
from
our
residents,
who
are
worried
or
with
questions
in
regards
to
these
activities,
possibly
happening
in
our
city.
I
wanted
to
take
a
moment
to
reassure
our
residents.

Department
has
been
in
communication
with
our
mutual
aid
partners,
including
the
Seminole
County
Sheriff's
Office,
and
the
California
Highway
Patrol.
In
the
event
of
a
lawless
group
riding
or
attempting
to
riot
or
loot
in
our
community,
we
will
take
immediate
action
and
reach
out
to
our
law
enforcement
partners
for
assistance
in
our
city
as
needed.
However,
I
wanted

add.
We
at
the
Hollister
Police
Department
respect
the
rights
of
those
that
wish
to
peacefully
protest.

would
like
to
join
them
in
the
condemnation
of
what
happened
and
are
also
demanding
justice

mr.

water

contribute,

course,
he's
sitting

little

bit
background
about
myself.
I
joined
the
district
here
in
December
and
since
I've
been
here,
I've
had
a
chance
to
analyze
the
operation
of
the
district
and
take
a
look
at
how
the
city
is
operating
and
their
their
water
and
wastewater
facilities
and
and
I
think
they're
doing
a
good
job,
but
everybody
could
really
stand
to
safe
and
you
save
some
money
at
this
point
and
I
think
we
have
a
proposal
for
that.
So
I'm
gonna
try
to
share
my
screen.

The
city
halls
for
ways
for
our
treatment
facilities,
I
know
you
have
a
president.
You
have
a
contract,
but
I
think
that,
although
very
well
part
of
a
decade,
I
think
there
is
an
opportunity
here.
We're
gonna
share
four
different
points
here
of
why
we
would
like
to
enter
some
associations
with
the
city
and
see
if
we
can
come
to
an
agreement.
That's
mutually
beneficial!

Because
our
staff
really
do
want
to
see
the
best
for
the
community
and
the
best
for
the
utilities
that
operate
here,
I
want
to
point
out
that
emergency
response
is
reduced.
One
of
the
things
that
has
become
painfully
evident
during
the
Kovac
crisis
is
where
people
live.
If
they
live
outside
the
county
or
they
live
far
away.
There
were
some
difficulty
getting
people
to
respond
to
to
emergencies
and
in
different
jurisdictions,
but
having
local
staff.

That's
that's
really
important
on
my
next
slide
here.
The
team
that
we've
put
together
that
we'd
like
to
really
propose
one
starts
with
myself.
As
a
licensed
professional
engineer,
I
have
over
a
decade
of
experience
in
the
operations,
maintenance,
construction
and
management
of
wastewater
facilities.

as
I
mentioned
our
current
waterways
for
our
superintendent.
He
actually
has
over
two
decades
of
experience
at
the
Hollister
plant.
He
worked
there
for
really,
since
the
beginning
of
his
career.

do
I
do
apologize
for
a
typo
in
my
in
my
original
middled
I
made
to
the
city,
the
the
Hollister,
its
FDR,
not
MDR,
that's
the
membrane.
Bioreactor
I
was
probably
thinking
of
the
nutrient
removal
when
I
wrote
that,
but
his
qualifications
are
specific
that
he
has
participated
in
achieving
plan
of
the
year
and
safety
plan
of
the
year
for
several
several
times.

Exceptional
experience
and
also
understanding
and
operating
of
the
Hollister
plant,
and
they
have
the
certifications
to
to
really
maintain
the
quality
that
you're
accustomed
to
there
and
then.
Lastly,
here
because
we
are
local
and
we
we
operate
our
own
small
treatment
plant
and
we
have
several
maintenance
staff.
We
have
the
ability
to
to
propose
or
to
assist
with
any
problems
that
your
treatment
plant
might
have.

So,
in
the
event
that
there
needs
to
be
additional
maintenance,
when
there
is
an
emergency,
we
have
six
additional
maintenance
staff
person
on
staff
here
after
the
district
that
have
qualifications,
not
just
that
event
year
while
but
have
certifications
in
wastewater
that
can
assist
with
any
problems
that
come
up
there.
So
that's
really
the
team
that
we
would
propose
to
to
to
assist
the
city
or
to
maintain
the
high
quality
that
you
know
operation
there.

What
we
do
currently
is
we
operate
the
water
treatment
plants
that
the
city
benefits
from
that
they're
owned
by
the
county,
but
we
are
the
contract
operator
for
both
of
those
water
treatment
facilities,
and
we
would
propose
a
similar
contract
with
the
operation
of
of
the
wastewater
plant
that
it's
owned
by
the
city,
but
we
would
operate
that
we
would
involve
the
city
and
the
budget
process.
Currently
you
prepare
the
budget.
We
present
that
budget.

Everything
we
do
really
is
disclosable
through
public
records
requests,
which
is
not
usually
the
case
in
the
event
of
a
private
operation,
and
so
we
would
propose
that
we
be
able
to
provide
the
transparency
and
the
disclosures
that
the
city
needs
to
understand
what
our
true
costs
are
and
I
think
I
think
that's
important
right
now.
So.

wrap
this
up,
the
important
part
of
of
the
cost
really
is
is
decreasing
the
cost
through
economies
of
scale
we
move
like

we
have
the
operators,
we
have

expertise,
we
have
the
people
we

to
staff,
there's
no
reason
to
be
paying
for
that
in
twice
in
the
things
that
we
do
so
the
fraction
of
a
fraction
of
our
opera
operational
overhead
would
need
to
be
associated
with
our
our
contract.

expensive,

also
improve
our
relationship
between
our
district.
They
have
to
save
halls.

have
in
the
relationship.

know
that
our
maintenance
staff
oftentimes
works
with
the
city
staff
being
able
to

relationship
strengthened
to
share
in
contracts
for
things
that
we
might
do
I
think
would
be
beneficial
as
I
mentioned
skills
training.
All
of
those
things
we
would
result
in
stronger
workforce
we
have
in
the
past,
are
in
trainings
to
invited
the
city
to
participate,
and
so.

have
presently
about
1,300
sewer
connections
that
we'd
like
to
investigate,
taking
advantage
of
the
regional
facility
operating
a
small
treatment
plan
I'd
they
analyze
this
and
operated
a
small
treatment
plant,
although
it's
nice
to
have
control
over
that,
it's
not
really
necessary
when
it's
not
necessarily
cost-effective
for
everybody,
and
so
I'd
like
to
look
into
that
as
well.
So
decreasing
our
cost
through
sharing
through
making
good
public
decisions,
is
really
what
we're
after
and
so.
In
summary,
what
I'd
like
to
proceed
with
in
negotiation
with
the
city
managers?

You
know
we
could
negotiate
I'm
saying
that
we
want
to
be
in
this
for
the
long
haul,
so
we're
not
talking
about
one
year
or
five
years.
I
would
definitely
you
know
a
ten
year
or
longer
contract
with
the
city
to
demonstrate
that
we
are
capable
of
reducing
costs
and
not
requiring
or
having
to
increase
costs
each
year,
but
but
to
manage
our
our
work
so
that
we
can
help
to
do
help
long
term
plan

Guess,
as
I
mentioned,
we
propose
not
only
through
the
management
but
through
our
superintendent
and
operators
and
maintenance,
team
and
office
administration
really
some
highly
qualified
and
in
very
capable
people
that
want
to
demonstrate
that
that

city,
and
so
we
propose
improved
plenty
and
I
really
want
to
drive
home
that
we're
a
non-profit.

are
not
in
this,
for
the
profits
of
non
profit,
equals
lower
cost
for
everybody,
not
only
through
our
procurement
process
and
as
I
heard,
the
the
mayor
earlier.

somebody

has
a
say

what
goes

there

it
needs

be
one
entity

believe
it
should
be

plant

you're
considering
the
contract
you'll
make
sure
that
both
entities
have
an
out
like
is
common
with
most
contracts.

if
somebody
isn't
happy
there's
a
way
out
for
now,
that's
all
the
comments
that

concerns

kind

pressure

we
were
informed
at
our
plant
manager
out

wastewater

plant

concern
us
that
the

individuals
that
have
ran
that
plant
in
the
past
will
no
longer
be
there.

want
to
look
everybody
kind
of
know
that

this

a
fair
process
which
I'm
sure
if
it
was
put
out
for
bid,

think

we

the
public
make
sure

best
deal
for
them
and
the
best
service,

team
get
proposals

different
companies

hookups

always
something
we
can
negotiate,

you
probably
know
by
now.
It
is
one
of
the
things
that
was
supposed

happen
way
back
before
this
facility
was
built
matter
of
fact
it
was
over
built,
partly
because
of
that.

RFP,
we

to
be
very
careful

we're
talking
an
apples
to
apples,
not
apples
to
oranges.

are
the
kinds
of
things

happen

public

all
good

to
be
very
careful
what
what
actually
they're
bidding
on
that
they're
addressing
the
RFP
equally
so
and

I

You
already
know

that's
a
concern

six
years
ago,
we
walked
out
there
with
another
firm
that
had
a
lot
of
experience,
a
well
regarded
person
and
you're
with
me
on
that
they
had
made
certain
comments
about
things
that
could
really
be
improved
and

save
quite

money
and
run
much
more
efficiently,
so
I
think,
along
with
the
RFP,
you
want
to
make
sure
some
of
the
other
firms
are
offering
some
of
these
different
ideas,
because
what
sometimes
we
don't
want
is
to
build
with
an
idea.
It's
just
not
probably
the
most
efficient
way
of
handling
things.

very
important

industry

know
it
is
a
advance
and
quickly
with
all

technologies
out
there
to
make
it
much
more
efficient
than
we're,
seeing

already

the
different
things
that
have

changed

few

be
very
important.

that
