over
a
period
of
five
weeks
from
the
fourth

july,
through
the
7th
of
august,
where
we
culminate
in
a
big
parade
in
a
in
a
a
ceremony,
maybe
at
bets
hall,
the
unveiling
of
a
plaque
donated
by
the
members
of
the
eclampus
vitus
to
the
city
of
hollister
commemorating
the
150th
anniversary
of
the
city.

goals
of
the
committee
are
to
bring
together
the
downtown
businesses
encourage
community
to
join
together
through
various
activities
and

maybe
some
fun
things
like.

wheel,
downtown
hollister,

and

out

sources
and

does

create
light
pollution,

illuminate
down

wherever

lights

it's
a
parking
lot
associated
with

should
be
adequate

surveillance
cameras

not
really
needed
to
have
those

complicated
surveillance
camera

they
issued
a
form
to
the
city
indicating
that
the
location

this
particular
applicant

applying
for
alcohol
serving
license
has
an
undue
concentration
in
that
census
tract
for
abc
licenses,
and
so
what
that
means
is
that
the
city
needs
to
make
a
determination
that
public,
convenience
or
necessity
would
be
served
by
abc
issuing
that
license
to
them
and
so
essentially
an
undue
concentration.
It
has
it's
determined
when
the
census
tract
in
this
case
is
kind
of
the
downtown
core.

tract
number

for
the
abc
they
determine
if
there's

crimes
in
that
district

the
jurisdiction.

city

a

the

spot

then
in
the
evening

when
the
event
opens

be

santa's

bakery

we're
working
with
some
of
our
community
bakers,
bakeries,
who

donate
or
provide
at

minimal

with

chocolate

then
down

there's
many
ideas
down
below
from
entertainment

bringing
in

our
derby
girls
to
see

they
want

you

skate
downtown

roller
skates
to

just
asked
brett
about
this
one
to
possibly,
I
think
john
talked
about
it
earlier,
a
ferris
wheel
in
the
at
the
park.

if

go
to
a
park
christmas
in
the
park
in
another
area,
they
don't
have
very
many
of
those
big
spotlight
types.

the
park
is
mainly
lit
up
by
the
colors
of

the
christmas
trees

lighting

the

figured
that
everything
would
be
lit
up.

ferris
wheel
would
light
up
the
park,

dun,

clubhouse.

will
also
have
it

we

many

been
been
thrown
around
and
we
just
want
people
to

having

we
had
the
bakery

business

did
look

the

when
you
presented

me

take
a
look
at
the
power
requirements

it
requires

massive

not

normal

starts
it's
a
480
volt
48
generator
and
it's

forgot
how
many
amperage
what
the
amperage
was,
but
it's
think
of
it
as
a
big
trailer.

big

generator

produce

power
permanent
situation
would
crea
require
a
new
transformer
installed
somewhere

can
produce
480,
volt
and

type

sub
panels
or

that
can

a
big

undertaking
for
something
that's
permanent,
not

mention
we'd,
have
to
buy
that
zamboni
machine
to

around

rfp
and

didn't
see

comments
about
irrigation.

know

frequently

district

like
at
one
point
they
were.
They
did
have
irrigation,
but
I
I've
not
seen
any
evidence
of
any
of
those
working
for
a
number
of
years.

don't

know.
Maybe
this
would
be

separate
item

future
conversation.

wondering

didn't
see

maybe
it's
presumed,
but
I
find
that
sometimes
a
problem

took

to
their

last

supervisors

and

believe

was
postponed

will

is

agencies

arena
methodology
is
currently
underway,
and
I

we

wanted

give
a
brief
presentation
and
kind
of
just
over.

What's
going
on
right
now,
just
at
a
staff
level
and
and
get
some
feedback
from
the
council.
So
rena
is
the
regional
housing
needs
allocation.
It's
essentially
it's
the
number
of
housing
units
and
it's
assigned
first
by
the
state
to
the
region
overall
and
then
allocated
by
the
the
regional
boards.
In
our
case,
it's
the
san
benito
county
cog
to
each
jurisdiction
in
the
region.
I
So
we
get
a
total
number
of
residential
housing
units
that
cities
and
counties
have
to
plan
for
over
the
course
of
our
housing
element
cycle
and
the
housing
element
cycle
is
typically
five
to
eight
years,
we're
currently
in
a
2015
to
2023
eight
year
cycle.
The
sixth
cycle
will
be
coming
up,
and
so
the
city
of
hollister
city
of
san,
juan
batista
and
san
bedina
county
are
the
three
jurisdictions
in
our
region
and
the
number
that
the
state
department
of
housing
and
community
development
hcd
has
provided
to
our
region
is
5005
units.
I
And
it's
really
important
to
note
that
rena
is
a
numbing,
a
number
for
planning
purposes.
It's
not
you
don't
have
to
build
5005
units,
you
don't
even
have
to
approve
entitlements
for
5005
units,
but
you
do
plan
for
it
in
your
housing
element
of
your
general
plan
and
the
so
we'll
when
we
get
into
our
housing
element
cycle.
Once
the
arena
is
allocated
down
to
each
jurisdiction,
the
the
that'll
be
in
our
housing
element
that
we'll
we'll
be
working
on
identifying
those
sites
to
meet
these
numbers.

Ultimately,
the
numbers
for
each
of
our
jurisdictions
and
throughout
the
whole
state.
But
in
our
region
the
the
numbers
are
decided
by
the
san
benito
county
council
of
governments
and
then
approved
by
the
state.

This
thursday,
okay,
but
we're
working
on
they're
working
on
the
methodology
and
staff
is
providing
input
at
a
staff
level
and
rena
does
include
the
5005
units
includes
market
rate
and
affordable
units
within
that
total
number,
but
that
the

splits
haven't
been
determined.
Yet.

We're
keeping
it
relatively
the
same
as
it
currently
is.
So
we're
increasing
density,
increasing
housing,
diversity.
Those
are
the
policies
that
we've
been
hearing
in
the
direction
that
we're
falling
right.
Now,
as
we
draft
our
general
plan
and
so
the
kind
of
standard
starting
point
that
we've
been
talking
about
with
cog
staff
for
arena,
methodology
is
based
off
of
jobs
and
resiliency,
and
they
have
some
kind
of
calculations
that
they
do
and
it's
all
state
approved
as
far
as
the
actual
calculations
and
numbers.

But
there
are
some
other
things
that
can
be
taken
into
account
towards
this
methodology.

One
in
particular
that
we've
been
talking
about
is
infrastructure,
considering
infrastructure
availability
as
part
of
how
they
allocate
these
numbers
to
the
different
jurisdictions
and,
right
now
in
the
rough
state
that
we've
seen
with
jobs
and
resiliency,
the
the
county
and
the
city
are
pretty
equal,
economically
and
so
we're
seeing
about
a
roughly
equal
allocation
of
arena
between
the
city
and
the
county,
as
the
methodology
is
kind
of
coming
out.

Right
now
in
the
draft
form
and
just
san
juan
batista,
it's
only
getting
a
small
portion
which
is
pretty
standard
due
to
their
size
and
other
factors
that
they
have
they'll
likely
get
about
150
units
kind
of
regardless
of
how
the
methodology
plays
out.
So
it's
really
between
the
city
of
hollister
and
the
county,
where
a
lot
of
these
units

be
allocated
to
and
based
on,
the
state
of
the
general
plan,
background
data
that
we've
been
working
on.
Just
with
our
update
kind

the
arena
methodology.

city
really
has
enough
land,
as
it's
kind
of
already
currently

to
meet
the
numbers
that
we're
probably
going
to
see
getting
about
50
of
the
arena
without
really
needing
to
make
major
changes
to
kind
of
promote
these
higher
densities.

things
like
that
that
we're
seeing
so
staff
is
has
been
thinking
about
and
kind
of
discussing
with
cog
staff
and
the
other
staff
from
the
other
jurisdictions
about
the
possibility
of
the
city
of
hollister
kind
of
having
the
methodology
take
into
consideration.

Some
things
that
would
have
the
city
of
hollister
actually
take
on
more
of
the
arena
percentage
because-
and
we
really
want
to
get
your
feedback
on
this
because
and
we're
making
this
based
on
that
kind
of
direction
that
we've
been
hearing
and
particularly
about
infrastructure
and
the
sewer
availability
which,
as
you
guys,
are
aware,
the
sewer
for
the
entire
region
for
the
vast
majority
of
the
urban
development
comes
from
the
city
of
hollister
and
we're
also,
as
you
guys,
are
also
we're
talking
about.

Also
providing
sewer
services
to
the
city
of
san
juan
batista
as
well.
So
staff
believes
and
we
believe
that
we're
following
kind
of
the
direction
we're
hearing.
But
we
think
that
the
city
taking
on
some
more
of
the
arena
would
firstly
help
alleviate
some
of
the
pressure
that
the
county
feels
for
meeting
their
own
arena
numbers
and
would
help
alleviate
some
of
that
fringe
development
pressure
that
they
feel
and
that
we
also
feel
because
they
wouldn't
have
to
plan
for
higher
densities,
because
they'd
have
a
little
bit
lower
number.
I
We
also
talked
about
having
the
methodology,
including
the
anticipated
growth,
which
is
comes
from
ambag
projections,
so
any
of
the
growth
that's
anticipated
in
our
sphere
would
instead
of
going
to
the
county
where
it's
currently
undeveloped
county.
We
would
take
those
numbers
because
we're
talking
about
requiring
annexation
if
they
propose
development
in
the
sphere.

Ultimately,
the
decision
isn't
in
our
control.
The
cog
ford
will
first
vote
on
the
methodology,
and
then
it
goes
to
the
state
for
the
ultimate
approval.
However,
we're
kind
of
on
the
first
step
of
implementing
some
of
those
policy
directions
that
we're
hearing
in
the
general
plan.
So
even
though
our
general
plan
isn't
updated
and
isn't
adopted.

Yet
this
is
a
really
big
step,
because
the
housing
element
will
be
something
we'll
be
coming
back
to
and
getting
starting
on
once
we
get
these
numbers,
and
so
we
want
to
make
sure
that
the
council
is
on
the
same
page
as
staff
is

far
as
what
we
think
that
we're
hearing
and
get
your
thoughts
on
suggesting
to
staff
that
the
city
of
hollister,
we
might
modify
the
methodology

modify
some
of

numbers
to
give
the
city

hollister
some
more

planning

confusing

separate,
but
I
mean,
as
with
anything
in
planning
it
all
kind

relates
back
to
the
general
plan
and
to
the
housing
element
right,
but
so
sp9
is
newly
implemented.
It
goes
into
effect
january
1st.
It
will
allow
any
single
family
lot
to
build
the
duplex
and
it
will
allow
any
single
family
lot.
That's
zoned
single
family
to
be
split
into
two
lots,
and
then
you
can
actually
build
a
duplex
on
both
of
those
slots.
I
So
it's
something
that
we
could
take
would
take
into
consideration
in
kind
of
the
detailed
nuances
as
we're
going
through
our
housing
element.
You
know,
anticipating,
say
one
out
of
every
50
single-family
lots
might
do
that
or
something
in
the
city,
and
then
we
would
say
that
those
are
going
to
be
some
of
the
units
that
we're
planning
for
and
anticipating
in
the
growth.
But
as
far
as
kind
of
this
conversation,
it's
a
little
premature.
That's
more
nuanced
details
that
I
think
we
would
take
into
when
we're.

Maybe
100
of
them
will
come
from
an
sb2
or
sb9
type
of
a
lot
split
right,
and
so
that's
100
of
them,
and
how
do
we
get
the
other
ones?
But
for
this
conversation
trying
to
get
that
3000
or
2500

1500

whatever
it
ultimately
is
decided
by
cog?
The
methodology
is
this
conversation's
about
from
a
staff
level
and

what
we
can.
You
know
there's
only
three
jurisdictions,
so
I
think
cog,
staff
and
hopefully

cloud
board,
really
does
take
into
consideration
the
jurisdiction's
thoughts.

we're
not

with

has
consultants
on
board
doing
these
numbers

But
we're
saying
we
provide
the
infrastructure,
we're
doing
our
general
plan
update
and
we're
really
looking
to
annex
urban
development
into
the
city.
We
want
to
focus
development
into
the
urbanized
core
into
the
annexed
areas.

None
of
the
unincorporated
development
is
something
that,
from
our
general
plan,
policies
that
we're
working
on
in
our
draft
form
is
what
we're
trying
to
get
away
from,
and
so,
if
we
take
on
more
numbers,
that'll
give
us
the
opportunity
to
well.
The
county
will
have
less
numbers,
so
they
won't
have
as
much
pressure
to
develop
those
urban
areas
to
meet
their
numbers
and
then
because
there's
there's
benefits
to
meeting
numbers.

know
by
the
state,
if
you
meet

your
low
income,
they
they
kind
of
you
can
get
out
of
the

overachieving

good

years
because
of
new
requirements
on
the
environmental
studies
and
some
of
the
other
rules
that
are
being
implemented,

it's

delay

project
even

cog

pushing
and
gonna
fight
hard
to
keep
pushing
that
timeline
down,
but
that
gives
you
an
idea.

county
has
approved
several
thousand
units.

have
several,

think,
a
couple

1500

something
we're
in
trouble.
Those
units
are
coming.
The
reason
we
got
into
so
much
trouble
is
because
developers
were
coming
to
our
community

insisting
on
building
single-family
homes
in
different
areas,
and
not
ever
looking
at
the
fact
that
our
community
needed
more
multi-family
housing
and
affordable
housing
and
because
both
county
and
city
kept
approving
these,
we
put
ourselves
into
a
jam
now.
Some
people
might
think
that
more
higher
density
is
even
worse,
but
actually
it's
not.

can
change
that
by
demanding
that
each
new
development
have
a
high
50
percent
or
more
density
as
far
as
multi-family,
surrounded
by
single-family,
so
again
we're
providing
housing
for
our
community.
So
by
that
way
of
thinking
we're,

encourage
the
county
to.
We
want
to
take
some
of
their
numbers,
because
a
lot
of
our
problem
has
been
county
development
along
the
outskirts
of
the
city,
and
we
might
feel
that.
Well,
that's
the
county's
problem.

day,
it

our
problem
because
that
traffic
has
to
come
through

one

the
things

tell

about
some

fear

rate

growth

fix
our
highways
and

I
found
out

some
calculations

realized

going
to
be
three

four
hundred
million
to
fix
highway

thought
it'd

a
simple

million.

that
proved
to
be
correct.
Now
what
happened?
Is
developers
convincing
enough
people
that
this
will
all
be
fixed
if
we

build
enough
houses

impact
fees

quickly
explained
to
them.
Well,
that
would
mean
22
000
new
homes
would
have
to
be
built
to
cover
that
cost,
which
means
we'd
have
to
widen
the
highway
again.

do
believe
we
need
to
work
to
take
the
county's
numbers,
implement
them
into
the
city,
and
we
need
to
stop
and
say
to
all
new
developments
either
you
have
multi-family
within
that,
or
this
thing
is
not
moving
forward.

excuses

come
to
an
end.
The
excuses
of
well
we'll
do
affordable
housing
some
other
time

we'll
give
you
a
few
dollars.

of

problem

stop

community
outside
