there
are
those
of
us
who
do
not
qualify
for
headstart
because
we
don't
fall
below
the
poverty
line.

make
enough

private
preschools

Of
the
council
I'm
really
pleased
to
present
an
overview
of
a
transit
oriented
development,
visioning
report
that
was
recently
completed
by
a
consultant.
This
report
was
prepared
for
the
Florence
LaBrea
the
floor,
slippery,
a
light
rail
station
located
in
downtown
Englewood
and
the
city's
goal
in
preparing
this
report
was
essentially
to
leverage
a
metros
over
a
billion
dollar
investment.
In
this
light,
rail
line,
specifically
in
the
station
in
downtown
as
a
basis
to
catalyze
redevelopment
or
continued
revitalization
in
downtown
Englewood.

The
report
was
funded
by
a
compass
blueprint
grant
by
the
Southern
California
Association
of
Governments
and
the
it
was
led
by
a
team
of
consultants
that
was
called
RRM
design
group,
but
they
also
had
Terry
hazen
associates
on
board
as
a
part
of
the
team,
as
well
as
the
Nate,
the
Dale
Mendelson
group
and
mckissick
and
mckissick.
Who
did
the
community
outreach
for
this?
The
the
visioning
report
essentially
builds
on
the
uli
technical
assistance
report
that
was
done
back
in
March
of
2012
I.
Think
you
made
most
of
the
councilmember
may
remember
that
effort.

The
report
also
advances
what
we
like
to
think
of
as
a
two-fold
strategy,
and
that
strategy
really
is
to
provide
direction
for
subsequently
updating
the
city's
policy
documents,
like
the
general
plan
and
the
zoning
code
to
facilitate
transit,
oriented
development.
But
the
other
thing
that
it
did
was
that
essentially
identify
the
components
that
needed
to
be
put
in
place
in
downtown
in
order
to
make
transit,
oriented
development
successful
in
Englewood
and
essentially
when
we
had
the
three
workshops
back
in
last
winter,
they
were
through
started
in
December
and
ended
in
January.

There
were
a
lot
of
input
came
from
the
community
and
all
of
those
pieces
of
input
were
reflected
in
the
report
that
we
got
from
the
consultant
and
they
included
some
of
the
things
that
essentially
define
what
Tod
is
and
I'm
just
going
to
run
through
a
couple
of
those
just
so
everybody's
clear
about
what
the
purpose
and
the
point
of
this
thing
that
people
always
call
Tod.
Some
people
may
not
be
familiar
with
it,
but
it
essentially
encourages
strong
connections
where
there's
transit.
You
want
that
that
transit
to
be
connected
to
the
neighborhood's.

Essentially
you
want
it
to
be
easy
for
people
to
walk
to
the
transit
from
wherever
they
live
in
the
community,
ideally,
if
they're
in
downtown,
they
can
walk
from
downtown,
but
even
if
they're,
not
in
downtown,
if
they're
close
by
it
should
be
easy
for
them
to
walk
or
to
take
their
bike
on
a
skateboard.
So
that's
one
of
the
key
things
that
the
report
is
achieving
to
do
is
hoping
to
achieve.
The
other
thing
is
to
create
really
vital,
economically
vital
areas
where
people
can
go
for
leisure
activities.

If
you
don't,
you
want
to
shop,
maybe
to
go,
see
a
movie
or
to
do
something
in
downtown.
Even
if
you
didn't
live
there,
this
report
tries
to
create
a
place
where
you
were
being
to
go
to
downtown
in
Goa
to
to
conduct
some
of
those
leisure
activities
or
if
you
live
downtown.
The
whole
concept
is
to
introduce
housing
into
the
downtown
in
mixed
juice
environment,
so
that
people
who
live
there
can
walk
to
shopping.
They
can
walk
to
restaurants,
they
can
go
to
a
movie
theater.

So
that's
the
whole
concept
of
what
we're
this
plan
seeks
to
achieve
in
downtown.
The
other
component
of
that
is
to
essentially
link
all
of
those
those
uses
in
and
around
transit
to
achieve
a
little
bit
higher
density,
but
clearly
density,
that's
appropriate
to
the
downtown,
because
what
we're
trying
to
create
in
the
downtown
is
very
different
from
what
the
commercial
development
that
we
have
on
the
corners.
It
should
be
a
special
place,
and
this
is
the
vision
report
starts
to
identify
how
special
downtown
is
relative
to
other
commercial
quarters
in
the
city.

So,
essentially,
that's
all
laid
out
in
the
plan
and
the
recommendation
is
that
council
receive
and
file
the
report.
The
next
steps
would
be
for
the
staff
to
have
an
RFP
to
go
out
to
find
the
consultant
to
do
those
next
phase
of
the
study
or
those
studies
that
help
really
put
in
place.
Those
updates
to
the
city's
policy
documents
and
we
have
a
grant
that
was
funded
by
Metro.

In
order
to
do
those
studies
to
go
to
the
next
step
and
in
the
meantime
the
city
will
be
talking
to
the
potential
developers
and
those
developers
would
then
have
the
option
to
work
with
the
city
as
those
policy
documents
are
put
into
place
to
go
to
the
next
step.
So
that
concludes
two
halves
comments
and
we
look
forward
to
starting
the
next
step
of
the
process.

doing
the
due
diligence
of
embracing
the
public,
not
once

three
times

businesses

the
surrounding
area
or
have
interests
around
the
area.
The
other
area
I
liked
when
I
was
reading.
The
report
also
stressed
the
concerns
we
have
with
growth.
We
talked
about
items
that
would
be
beneficial
versus
those.

would
be
their
true
and
one
of
those
areas
we
talked
about
was
the
growth,
but
at
the
same
time
we
have
the
detrimental
impact
of
congestion
with
traffic.
We're
currently
are
dealing
with
this
traffic
congestion
right
now
on
LaBrea,
going
north
or
southbound
during
the
peak
times
of
the
day,
which
is
something
that
does
need
to
be
assessed
and
the
other
part
about.
How
do
we
get
the
the
promotion
of
getting
pedestrian
friendly,
downtown
from
the
futures
train
station
and
part
of
that
discussion?
Talk
about
a
pedestrian
bridge
as
well.

It's
like
I,
like
the
report
and
also
I,
like
the
fact
that
you
just
indicated
also
in
the
report.
It
talks
about
that.
The
housing
component
that
is
around
this
Tod
a
transit
oriented
element,
does
cater
primarily
to
rental
or
mix
use
type,
which
is
understandable
because
of
the
the
high
frequency
of
traffic
flow
and
people
wanted
to
get
in
and
off
in
and
out
of
the
public
transit.

But
having
and
this
council's
on
board,
with
the
fact
that,
instead
of
just
looking
at
the
d3
site,
which
is
LaBrea
and
Florence
that
we're
looking
at
a
master
planner,
that
will
then
say
well
we'll
incorporate
the
d3
site
with
other
projects
that
would
be
in
downtown,
so
that
will
it
will
revitalize
downtown
collectively
versus
simply
just
having
a
concentrated
one
location.
Thank
goodness.
We
did
that,
but
we're
looking
at
the
totality
and
that's
what
this
council
has
been
doing
as
well.

plan
is
well
thought-out,
I'm
glad
to
hear
that
we
are
moving
forward.
We
are
weighing
the
pros
and
cons,
and
also
we
identify
that
we
need
to
be
very
pedestrian
friendly
in
order
to
help
make
this

this
work,
and
they
do.

also
will
be
with
the
mixed-use,
the
housing,
retail
and
making
sure
it's,
as
we
heard
earlier
day
it
being
affordable.

permit

meet
strict
limits

pollutant
concentrations
in
stormwater
discharge
from
their
city
boundaries.

is
part
of
two
watersheds
Bayona
Creek
in
Dominguez
Channel,
and
will
be
parted
to
enhance
watershed
management
programs.
Both
groups
will
be
led
by
the
city
of
La
and
the
memorandums
of
agreement
are
agreements
for
cost-sharing
and
to
prepare
and
develop
a
work
plan,
a
coordinated
monitoring
plan
and
an
enhanced
watershed
management.

Council

voted

close
out

local
preschools.

disheartening

daughter
attends
the
local
school
la
Haven,
which
is
located
in
the
community
and
my
mother,
her
grandmother
walks
to
school
every
day
to
take
my
daughter
to
school
and
she's,
not
the
only
grandparent
or
parent
that
utilizes
this
school.

families
couldn't
be
here
because
they
walk,
they
don't
have
transportation
they're
poor
and
they
really
can't
afford
to
put
their
kids
in
daycare.
So
it
concerns
me
that
the
children
have
to
suffer

closing

preschool,
but
I
understand
that
Rogers
Park
is
also
closing
and
we
have
very
short
notice
in
terms
of
where
to
put
our
kids,

know,

didn't
anticipate

resources

low
cost

preschool

our
community
and

think
preschool

rewarding

tool

teaches
young
kids,
how
to
socialize
with
other
kids

they
grow.

Think
that
that
the
city
of
Englewood
was

close

two
preschools
that

here
in
our
city,

we

have
to
look
elsewhere
by
going
across
to
other
cities.

pay
my
taxes
here,
10%
paid

property
taxes
here

Englewood
and
I
feel
that
this
preschool
is
necessary
for
not
only
me
for
other
citizens
that
see
that
live
right
there
in
the
city.

program
is

city
is
considered

So
we
are
in

the
midst
of
a
number
of
budgetary
decisions
that
we
have

put
us

position
where
that
they

automatic
rate
increases.

city
is
negotiating

departments

percent
increase
for
wages

those
people,

somehow

kind

think
it's

especially
for
us
to
have
gotten
involved
in
a
contract

increase

while

us
with
regard
to
salaries

everything

people
generally
don't
get

programs

all
care
about
these
programs.

again
we
are
in
the

point
of
discussing
what
cuts
we
need
to
make
nothing's
been
finalized.

about
consolidated

Republic,
and
the
voting
for
the
increases

just
want

mention
that
as
partners
in
our
community
they've
done
an
outstanding
job,
they're
responsive
to
our
needs,
they're
engaged
in

community

them
to
come
out
and
help
us
with
the
program
they're
johnny-on-the-spot
they're
there
for
us
and
when
I
say
us
I'm
talking
about
the
community,
so
I
want
to
thank
Republic
for
that
this
past.

couple
of
days
ago,
there
was
a
fire
at
800
block
of
eucalyptus.

commend
the
property
owners
for
being
there.
It
was
at
night
I
got
there
close
to
midnight.
They
were
still
out
there,
helping
the
residents
get
immediate
housing
and
transportation
to
and
from
so
that
they
can
pick
up
their
property
or
their
belongings.

to
thank
the
American
Red
Cross
for
their
staff
being
there
as
quick
as
they
were.

want

thank
our
police
and
firefighters
for
their
response
there
as
a
result
of
their
work
and
efforts.

shooting

market
or
at
LeBron,

things

will

Council
is
very
much
behind

preschool

them,

those
are
steps
that
we
need
to
take
to
make
sure
we
make
the
right
decision
in

long
run.

can't

decision
to
kick
the
can
down
the
road
this
year
and
expect
to
make
the
harder
decision
next
year.

just
won't
happen,
but
we
understand
the
impact
on
the
community
and
we're
taking
that
very
seriously.

took

that
will
impact
the
city
as
a
whole,
not

city

small

Boulevard

anyone

through

in
big
numbers

assessing

our
budget
is
going
to
look
like
to
make
it
sustainable
into
the
future,
and
a
number
of
workers
in
the
city
have
received
notices
that
their
positions
could
be
eliminated,
but

final
decisions
have
not
been
made
so
that
final
evaluation
has
not
been
made.

unsustainable.

lacking
YMCA.

Teen
Center
now
to
try

fill
the
void
one
of
the
difficulties
in
running
a
YMCA,

Boys

Girls
Club.

based
on
donations
for
operating
funds
and
it
takes
somewhere
in
the
area
of
700
to
900
thousand
a
year
to
operate
a
successful
program,
and
so
we
just
would
have
to
figure
that
out
if
we
were
to
have
another,
why
why
I'm
saying
or
a
Boys
&
Girls
Club
in
our
town?
One
of
the
things
that
we're
going
to
focus
on.

services

increase

level

public
safety
resources
that

was
the

about

shooting

into

been

of

briefings

people
