even
in

the

traffic

separated

collect

money

that
have
these
rights
by
some
doctor,
giving
them
that.

you

it
takes
away
from
this
city
and,
as
I
stated,
I
think
there
needs
to
be
some
dialogue
and

dialogue
with
the
resident
of
this
community.

regard
to
that
issue,
we
don't
need
marijuana.

these
facilities

adjoining
communities

the
hospital
serve
the
needs
of

only
have

here

in

they
serve
me
well
with
the
condition

think
that
we
need
that
deal

hospital

butts
his
council,
chairperson,
because,

chairperson,
he
repeatedly
and
deliberately
violates
the
rules
of
these
meetings
for
his
own
benefit
on
the
white
sheet
on
the
meeting
agenda.

rules
for
these
meetings,
rule
number
12
states,
the
presiding
officer.

That's
the
mayor
shall
request
a
person
who
is
breaching
the
rules
of
decorum
be
orderly
in
silent
if
the
person
persists
in
disturbing
a
meeting
after
receiving
a
warning,
the
presiding
officer
again,
the
mayor
shall
order
him
to
leave
the
meeting
unquote.
Those
are
the
official
rules
of
that.
The
council,
chairperson,
the
mayor,
is
legally
bound
to
enforce
and
a
few
months
ago
the
council,
at
a
council
meeting
the
mayor,
made
a
specific
announcement
repeating
those
very
rules.
However,
as
we
know,
this
mayor
does
not
mind
disregarding
the
rules.

So
a
few
weeks
ago,
after
I
had
I,
and
at
least
two
other
members
of
the
public
had
use
our
public
comment
time
for
agenda
items
to
talk
about
payments
to
a
newspaper.
The
mayor
told
the
public
that
no
one
else
should
talk
about
newspapers
anymore,
even
though
payment
to
Inglewood
today
was
on
the
warrant
register.
So
I
said
from
the
audience
it
was
on
the
warrant
register
and
the
mayor
said
what
which
is
a
question.
So
I
repeat
it.

It's
on
the
warrant
register
because
rule
number,
eight,
the
only
bolded
rule
on
the
page
states
that
a
member
the
public
can
respond
to
a
question
from
a
council
member
and
the
mayor
started
to
say,
sir.
You
speak
out
again,
but
then
he
stopped
himself
mid-sentence
and
just
blatantly
violated
the
rules
of
these
meetings
and
forced
me
to
leave
without
a
warning
as
I
was
leaving.

pointed
out
to
the
mayor
that
he
had
not
given
me
a
warning
yet,
and
the
rules
demanded
that
he
give
me
a
warning
before
forcing
me
to
leave
and
what
did
the
mayor
say?
He
tried
to
trick
the
public.
He
said
you've
been
warned
before
as
if
morning
me
months
ago,
makes
his
actions
appropriate
under
the
rules.
But
again
the
mayor
was
not
being
honest,
but
what
happened
the
very
next
week,
two
weeks
ago,
the
mayor
completely
contradicted
himself.

special
announcement

public
before
public
comments,
saying
that
if
someone
speaks
out
from
the
audience
he
will
give
them
one
warning,
which
is
what
he
didn't
give
me
and
then,
and
only
then
make
them
leave,

he
gave
three
warnings
to
three
different
people
and
none
of
them
were
forced
to
leave.

though
two
of
the
people,
just
like
me,
have
been
given
warnings
in
the
past
months
and
years.

city
hall

never
witnessed
any
soliciting
or
lottery

closed

marijuana,

during
the
1930s

which
proves

marijuana

of
the

during
the

delivering

our
elected

denied

number

time
that

staff
here,
we
already
lected
official
council
and
bear
that

to
make
this
city
right

things
that

elected
officials.

Wanda
Brown.
Our
city
treasurer
has
not
been
getting
the
package,
as
most
elected
officials
have
been
getting

health
benefits
and
that's
our
thing
has

granted

her,

else
has

benefits

bringing
that
up,
because
it's
a
time
for
us
to
bring
it
up.

up
the
right,

time

deal
with
that
situation.

get

situation

she

deserves
it.

city
hasn't
lost
a
dime
she's
protected

city

times

she
deserves

things,
and

due
to
her,

as
any
other
elected
official,
we
get
them.

compensated

city
doesn't
look
quite

nice

those
other
cities
across
the
south
bay.

encourage
people
to
go
check
out
the
other
communities.

seems
that

lot
of
my
neighbors
just
are
in
that
delusion
that
we're
just
like
everywhere
else.

LA
Times
Online
is
doing
that
wonderful
homicide
report.
That's
not
particularly
flattering
when
we
look
at
that
report.

course,
it's
also
true
that
if
you
go
online
and
check
out
the
department
adjusted
or
a
California
finance
department
or
who
is
it
HUD,
those
pictures
of
what
we
are
to
the
rest
of
the
world
are
not
particularly
flattering

feel

ordinance

prohibits
the
sale
outside
of
a
clinical
in-house
medical
facility
and

for
a
reason.

my
experience
and
I
agree.
I
didn't
create
the
ordinance,
but
we
have
enforced
its
deadly
for
the
last
two
years
and
the
reason
we
do
is
because
we
feel
that
it
has
the
potential
to
breed
violence
and
an
illicit
sales.

not
saying
that
the
the
operators
in
the
city
have
violated.
You
know
criminal
laws,
that's
not
we're
saying
at
all
and
I
recognize,
and
the
council
recognizes
there
are
people
that
have
a
legitimate
medical
need
and
that's
why
it's
permissible.
Inside
a
residential
in-house
facility,
there
have
been
ten
murders
in
the
last
five
years,
primarily
in
Los
Angeles
in
or
around
the
premises
of
transactional
medical
marijuana
dispensaries,
we're
not
going
to
sing.
That
would
happen
here,
but
we
don't
want
to
take
the
chance.

we

we
recognize
people's
right
and
need
to
have
the
medicines
of
their
choice.
We
in
this
city,
you
have
to
do
it
in-house.

we
enforced,

injunction

police
liability
exposure
has
dropped
dramatically
this

homicide
rate

dramatically

six
homicides

my

year,
41-year
association
of
the
city
ever
seeing
less
than
double
digit
homicides
by
the
summer,

we

homicides
so
far
this
year.

I

police,
depart
and
