Agency
members,
Dotson
Padilla
hi.
D
B
F
Mr.
Atwell
good
evening,
mayor
and
council
staff
recommends
that
a
public
hearing
be
conducted
to
consider
adopting
and
ordinance
to
amend
the
ink
would
Municipal
Code
to
establish
the
Regents
circle.
Permit
parking
district.
There
are
currently
12
permit
parking
districts
in
the
city
11,
our
residential
and
one
is
commercial
residential.
Permit
parking
districts
assist
local
residents
who
otherwise
lack
adequate
on
street
parking
by
restricting
access
to
only
those
that
reside
on
a
district
street.
F
The
lack
of
adequate
on
street
parking
is
typical,
is
typically
attributed
to
employees
or
customers
working
or
patronizing
entertainment
venues
or
businesses
nearby
in
ordinance.
Amending
the
Englewood
Municipal
Code
to
establish
the
permit
parking
district
is
authorized
when
the
procedures
and
criteria
set
forth
in
the
imc
section.
376
have
been
met.
Resolution
number
14,
01,
adopted
by
the
parking
and
traffic
commission.
On
november
nineteenth
2014
affirms
compliance
with
the
requirements
of
the
IMC
section
376.
F
The
estimated
costs
associated
with
the
purchase
and
installation
of
signage
to
a
signage
to
establish
the
district
is
about
seven
hundred
fifty
dollars.
Sufficient
funds
exist
in
the
gas
tax
fund
to
pay
for
this
expense.
Upon
establishment
households
may
obtain
a
maximum
of
four
permits
at
a
cost
of
five
dollars
per
permit
per
year.
Non
residential
property
owners
may
purchase
an
annual
permit
up
for
$25.
These
costs
assists
with
pain
for
staff
time
to
process
the
permit.
That
concludes
my
presentation
or.
G
Am
in
favor,
this
particular
project
is
gone
of
more
than
a
year.
Now
they
have
done
everything
that
we
asked
them
to
do
some
of
the
things
they
did
even
before
they
came
to
us.
For
this
permission,
and
if
you
live
in
this
area,
you
know
what
they
are
going
through,
because
the
region
and
regent
circle
is
a
mess
when
it
comes
to
parking,
and
these
people
deserve
the
right
to
be
able
to
park
in
front
of
their
homes.
A
C
In
there,
yes,
sir
I
just
wanted
to
follow
up,
because
the
presentation
all
talks
about
startup
I'm
concerned
of
maintenance,
because
over
time
the
Sun
will
cause
the
signage
to
fade.
It's
a
tendency
of
a
getting
defaced
the
signage,
so
I
saw
nothing
in
here
for
no
maintenance.
So
is
your
department
have
an
account
that
we're
also
going
to
do
the
follow-up
of
signage
right?
Maintain
that
as
well
as
the
other
12
districts
right.
F
We
use
gas
tax,
which
is
it's
not
from
the
general
fund.
It's
not
residential
taxpayers.
It's
actually
people
that
when
they
put
gas
in
their
cars
at
the
state
tax,
so
we
use
gas
tax
to
maintain
our
signage.
Also,
when
a
sign
is
defaced,
the
parking
enforcement
will
report
it
and
then
we'll
go
out
and
repair
it.
But
since
its
gas
tax,
the
burden
on
the
the
actual
resident
or
the
the
citizen
of
Inglewood
is
not
the
one
that's
actually
paying
for
all
of
it.
It's
primarily
the
state
of
California
that
pays
for
those
signs.
F
C
A
D
B
D
B
A
B
H
Know
the
biggest
thing
about
some
projects
that
are
this
magnitude.
First
of
all,
you
see
the
excitement
from
all
of
us
just
based
on
the
fact
of
how
large
these
developments
are.
We
see
the
quality
of
investment,
that's
coming
in
the
improvement
that
it
would
absolutely
have
on
the
city.
There's
always
some
sort
of
confusion
as
to
how
an
initiative
initiative
would
affect
the
general
fund.
H
H
H
That
you
see
the
mayor's
leadership
that
did
a
great
job
of
kind
of
getting
us
all
started,
but
both
the
forum
and
everything
else.
This
is
not
an
accident.
This
doesn't
just
happen
and
I
think
add
it's
okay
for
residents
to
say,
hey
we're,
doing
we're
doing
pretty
good
and
it
opens
up
opportunities
for
investors.
We've
always
seen
investors
in
the
city
of
Inglewood,
but
the
quality
of
investors
is
on
a
national
scale.
You
know:
I
know
that
that
the
initiative
has
been
on
the
streets.
H
I
know,
we've
all
read
the
paper,
everything,
that's
that's
public,
but
the
truth
of
the
matter
is:
if
I
would
just
like
the
residents
to
really
focus
on
what
it
brings
and
all
success
brings
things
like
a
little
bit
of
traffic,
some
parking,
but
you
look
at
at
cities
like
Santa,
Monica
and
Pasadena,
and
you
ask
them
what
they'd
rather
do
without
that
traffic?
Would
they
rather
do
without
that
parking
issue?
They
wouldn't
that's,
because
that's
what
comes
with
it.
So
without
going
any
further
mayor
and
mukhre.
D
A
Dr
one
is
about
the
city
doing
our
due
diligence
to
make
sure
that
we
understand
the
initiative
as
we
believe
it
to
be,
and
I
will
tell
you
from
my
reading
of
the
initiative
there.
There
are
some
people
for
whatever
reason
that
want
to
convince
people
that
they're
going
to
be
his
massive
infrastructure
costs
borne
by
our
general
fund.
A
The
reality
is
this:
that
there
are
infrastructure,
public
infrastructure
costs
that
are
being
fronted
by
the
developer,
and
the
reality
is:
is
that
there's
nothing
that
you
get
for
free
unless
you
believe
in
the
Easter
Bunny
or
Santa
Claus,
and
at
some
point
the
the
public
parks,
the
streets,
the
public
streets,
the
public
sidewalks,
those
public
things,
they're
they're
entitled
to
a
reimbursement.
But
this
arrangement
is
structured,
such
that
until
the
city
obtains
25
million
dollars
in
a
given
year,
indirect
taxes
from
the
development
there
will
be
no
Roberta
reimbursement.
A
If
we
were
to
make
30
million
in
a
single
year
from
direct
taxes
from
this
development,
then
five
million
would
be
allocated
towards
paying
back
those
public
things
that
were
fronted
from
us
to
make
it
more
simple
to
you.
There
will
never
be
a
year
for
my
reading
of
this
initiative,
where
one
check
will
ever
be
written
from
the
general
fund.
A
The
reimbursement
will
come
in
the
form
of
tax
credits
and
then
about
the
traffic
issue.
I've
worked
in
three
different
cities,
and
only
the
cities
that
had
lots
of
traffic
were
prosperous.
During
lean
times
for
the
economy,
we
had
as
many
as
60,000
at
a
race
track
event
we
averaged
about
when
I
was
a
policeman
here,
41
38,000,
coming
up
against
17,000
658
from
a
full
doubt,
Laker
game,
so
again
over
57,000
people,
and
you
know
what
we
did
it
for
decades
and
we
loved
it,
because
you
know
what
we
had
pride.
A
I
You
master
cs1
was
at
SS
regarding
the
formants
evaluation
of
the
city
manager,
the
discussion
was
held
and
no
final
action
was
taken
as
to
cs2.
There
was
closed
session
regarding
Keith
Walton
versus
city
of
Inglewood.
Again
as
to
that
matter,
discussion
was
held
in
direction,
given
a
staff
as
to
item
b1,
Jose
Palma
versus
the
city
of
Inglewood
discussion
was
held
and
no
final
action
taken,
and
that
concludes
the
closed
session
items
as
28
to
the
oral
reports
from
the
city
attorney.
None
at
this
time.
Thank
you.
Thank.
E
Wanted
to
give
an
update
on
some
of
our
more
significant
projects
that
the
public
might
be
interested
in.
We,
as
you
know,
we
had
groundbreaking
earlier
this
year
for
our
community
center
at
La,
Cienega
and
the
project
is
scheduled
to
start
construction
and
mid-february
and
hopefully
be
completed
in
june.
Everybody
is
focused
on
the
Hollywood
Park
site
and
I'm
wondering
when
the
grandstands
are
coming
down
and
they
should
be
starting
meet.
E
The
demolition
of
those
grand
stands
in
February
we've
also
sent
out
RFPs
for
our
d3
site,
which
is
located
at
Manchester
and
in
Florence,
and
it
also
includes
three
bottles
of
the
revitalization
of
our
downtown
and
those
RFP
should
be
coming
back
to
the
city,
februari.
Third
and
lastly,
we
finally
got
our
finding
of
completion
from
the
state,
and
the
city
has
set
a
tentative
construction
schedule
to
start
century
boulevard
for
july
2015,
so
some
pretty
exciting
things
happening
in
the
city.
Thank.
B
City
clerk,
Thank,
You,
mirror
I
just
wanted
to
report
out
that
I
will
be
co-sponsoring
a
free
income,
tax,
preparation
and
family
resource
fair
and
that
will
take
place
on
Saturday
februari,
the
7th
at
the
South
Bay
one-stop
business
center
and
a
business
and
career
center
located
at
110
south
la
brea
avenue
it's
going
to
be
on
the
third
floor
from
ten
a.m.
to
2pm.
I
also
want
to
remind
people.
This
is
election
season
and
March
23rd
will
be
the
last
day
to
register
to
vote.
B
I
also
wanted
to
mention
that
there
was
a
comment
about
42
boxes
that
had
arrived.
Well,
it
wasn't
just
42
boxes,
I
just
thought
I'd,
let
you
know
it
was
twenty-two
thousand
signatures
that
was
submitted
to
the
City
Clerk's
office.
So,
as
you
know,
we
have
our
hands
full
and
in
closing,
I
would
just
like
to
say
thank
you
to
councilman
Alex
Padilla,
because
he
corrected
all
the
potholes
and
area
and
we
didn't
even
get
a
chance
to
call
him.
He
did
it
well
before
we
could
call
him,
so
he
was
quick.
J
Not
just
like
to
see
it
before
I
start
giving.
My
brief
treasurer's
report
is
that
I
was
on
my
way
in
to
town.
I
was
out
of
town
for
the
weekend,
and
I
was
listening
to
the
sports
station
and
it
was
much
talk
about
the
proposed
Inglewood
station
Englewood
stadium
and
they
was
kind
of
compare
it
a
bit
to
the
Dallas
Stadium,
which
is
on
about
75
acres.
They
said,
but
Inglewood
have
over
about
three
hundred
acres.
You
know
with
regards
to
their
particular
projects.
J
Earnings
is
twelve
thousand
three
hundred
and
eighty
six
dollars
the
housing
authority,
100,000
7700,
$42,
public
finance
authority,
13
million
five
hundred
and
five
thousand
one
hundred
and
sixty
nine
dollars
and
again,
there's
a
better
nine
page
report.
That's
on
the
counter
that
has
grabs
and
a
lot
of
detailed
information
regarding
the
treasures
of
the
treasurer's
report.
Also
I'd
like
to
point
out
also
that
my
office
again
will
be
offering
a
free
income
tax
services
for
seniors
and
the
primarily
for
those
who
have
w2
and
1099
income
to
1999
miscellaneous
income.
J
What
a
point
that
I
also
would
like
to
point
out
that
the
number
of
failed
banks
told
511
511
to
date
we
had
one
small
bank
that
failed
in
Chicago
and
also
would
like
to
give
a
brief
recap
of
the
top
the
tarp
bailout
recount
and
that's
the
money
that
would
be
on
the
financial
entities
that
was
was
worse,
did
receive
most
of
the
945
day.
Loans
have
been
repaid
their
share
of
the
tarp
of
dollars
to
the
US
Treasury
of
the
total
426
billion
tarp
commitments.
390
billion
have
been
repaid
by
780
recipients.
J
The
Treasury
has
earned
and
collected
22
billion
dollars
in
dividends,
1.8
1,000,000,000
in
interest,
9.5
billion
in
stock
warrants
of
the
others,
163
recipients
rough
about
fourteen
point,
two
billion.
In
all
likelihood,
those
funds
will
not
be
repaid.
Now.
Regarding
fannie
and
freddie,
they
basically
received
a
bill
of
187
billion.
None
of
that
has
been
repaid.
However,
they
have
been
paying
dividends
to
the
tune
of
roughly
225
billion,
resulting
in
a
net
profit
to
the
treasure
of
thirty
seven
point:
nine
billion
dollars
record.
A
J
G
G
It
was
our
32nd
year
celebrating
his
birthday
and
I'm,
proud
to
say
that
the
inglewood
was
the
first
city
in
the
southern
california.
To
do
so.
A
great
great
time
was
had
by
all
with
a
wonderful
parade
led
by
the
mary
council
and
believe
it
or
not
the
LA
raiders.
Ladies
all,
ladies
motorcycle
club,
it
was
wonderful.
I
decided
to
see
them
all
out
there
and
on
a
business
note,
miss
Vera,
Griffin
Griffith.
The
manager
of
RSI
program
will
be
meeting
with
me
and
residents
this
coming
thursday
at
the
I
cop
center.
G
This
is
a
business
meeting.
This
is
where
we
take
care
of
the
city's
business.
All
that
personal
stuff
I
wish
that
you
could
leave
that
at
home.
This
is
where
we
take
care
our
city's
business.
We
have
a
wonderful
man,
a
guy
who
leads
Englewood
and
a
council.
That's
right
with
him.
Please
treat
them
as
such.
Thank
you
very
much
and
thank
you
for
coming
out.
H
The
way
it
should
be
I
also
want
to
thank
Englewood
high
school,
the
principal
Gallegos
and
the
administration
there,
who
helped
have
a
great
clean
up
this.
This
weekend,
we
were
all
in
attendance,
a
mayor-council
Medea
myself
and
175
students
and
60
parents
participated
which
goes
towards
the
school
spirit
and
all
of
them
I
can
tell
you
are
excited
about
what's
going
on
in
inglewood.
H
So
you
know,
the
real
pulse
is
out
there
in
the
community,
and
you
know
we're
always
here
and
we're
reminding
people
that
the
mayor
is
a
doing
a
great
job
with
his
leadership.
And
it's
because
we
hear
that
there's
so
much
negative
comments
that
come
here
to
the
median
gives
us
the
opportunity
to
do
that.
So
you
know
those
are
things
that
that
are
noticeable
and
they're
noticeable
based
on
results.
So
as
long
as
the
city
of
continues
to
get
results,
you
know
that's
what
the
community
needs.
So
those
are
my
short
comments.
Thank
you.
C
Know
I
just
piggyback
on
your
comments,
because
if
you
do
nothing,
you
say
nothing
and
now
we're
doing
stuff
and
now,
with
a
lot
of
people
talking
about
us
so
I
think
that's
great
I
also
want
to
do
some
shoutouts,
particularly
to
to
the
chairman
of
the
martyr,
the
King
committee,
Henry,
Brown
and
outstanding
job
on
leading
this
group
of
the
individuals
that
identify
that
we
value
this
city
and
coordinated
with
the
mayor
and
the
council
and
staff
to
identify.
This
is
a
dream.
C
The
the
title
of
it
was
advancing
and
fulfilling
the
dream
the
time
as
well,
and
that's
exactly
what
happened.
This
was
the
best
been
here
almost
12
years
on
the
council.
This
was
the
best
event.
We've
ever
had
it's
one
thing
to
have
the
speeches
with
the
kids,
which
was
in
fact
the
keynote
speakers.
C
As
far
as
we
were
concerned-
and
you
made
that
happen,
chairman
chairman
brown,
but
also
the
march-
had
something
to
end
to
to
go
to
the
forum
to
be
able
to
see
thousands
of
people
there
with
40
plus
booths
and
live
free.
Entertainment
was
just
outstanding
job
well
done
and
I
know
the
mayor
and
others
were
involved
to
make
that
happen,
I'm
just
kudos
to
them.
I
also
want
to
reach
out
to
the
the
number
of
speakers
that
spoke
at
the
district
for
town
hall
meeting
that
happened
this
past
saturday
mayor.
C
You
were
awesome
to
set
the
tone
for
the
meeting,
followed
by
gerard
McCollum,
who
talked
about
the
joint
tomorrow
project
and
then
Denny
Griffin.
Please
give
my
heart
out
to
her.
She
gave
the
announcement
that
funding
was
finally
available
for
the
residents
of
sound
insulation
for
square
block
or
the
end
of
block,
but
the
time
to
move
is
now.
The
sunset
of
this
project
is
the
end
of
this
year
and,
if
you're
not
on
board
by
sep
tember,
first
you're
too
late.
C
So
if
you're,
if
you
r
square
block
in
the
block
and
you've
got
the
letter
received
from
the
RSI,
you
need
to
move
on
it
right
away,
also
want
to
thank
Don
Harris
from
Republic
waste
hauler
service,
in
addition
to
them,
promoting
their
programs
and
encouraging
p
able
to
learn
the
value
of
what
goes
in
what?
Then
they
also
announced
that
they
have
a
number
of
ways.
You
can
compete
for
trying
to
reduce
the
amount
of
tonnage
to
go
into
the
landfills
and
by
working
on
recyclables
and
in
fact,
you've
been.
C
D
You
Mary
couple
of
things
up
just
kind
of
a
piggyback.
What
the
other
council
members
have
mentioned,
the
Martin
Luther
King
parade
was,
you
know,
was
awesome.
It
was
nice
to
get
back
to
having
the
March
to
actually
go
out
in
March
and
I
want
to
thank
the
community
for
coming
out
and
supporting
it.
I
want
to
thank
Andrew
Brown
who's
sitting
right
over
here,
as
a
chair
of
the
MLK
committee
for
a
job
well
done.
I
want
to
thank
also
Sabrina
Barnes
and
Teresa
Estrada
from
our
parks
and
recs
for
helping
put
this
together.
D
D
He
touched
on
it,
but
it
was
just
really
nice
to
see
the
community
together
to
do
something
to
improve
the
schools
for
our
kids
that
are
there
and
then
to
see
the
students
that
were
out
there
having
pride
pride
in
ownership
pride
in
making
their
school
look
the
best
that
it
can
be
so
councilmember
Morales.
Thank
you
for
doing
that.
D
The
city
clerk
mentioned
the
potholes
and
I,
and
thank
you
for
that.
But
I
gotta
tell
you.
The
true
credit
goes
to
our
Public
Works
staff,
lewis
at
well,
Harry
frisbee,
Flynn
marine.
They
are
out
there
all
the
time
helping
all
of
us
make
this
city,
the
city
of
Champions
and
I,
want
to
thank
the
community
that
came
out
to
support
I,
put
together
a
community
meeting
back
on
the
seventeenth
of
January
here
in
community
room,
a
for
the
revitalization
city
of
Champions
revitalization,
and
it
was
very
well
attended.
D
A
lot
of
good
information
was
exchanged,
as
was
today
I.
Look
out.
I,
see
everybody
here
in
support
of
such
a
important
part
of
the
future.
This
is
continuing
to
put
us
on
the
map
for
all
the
right
reasons.
Not
only
here
in
Inglewood
but
around
the
world,
as
you
know,
and
you've
read
and
you've
seen
on
TV,
we
are
the
talk
of
the
town
and
we're
the
talk
of
the
town,
because
we're
doing
something
that's
positive,
some
that's
going
to
benefit
not
only
Inglewood
but
the
surrounding
communities.
D
This
is
certainly
one
of
the
few
win
wins
and
life
that
you
get,
and
it's
just
nice
to
see.
Everybody
out
here
continue
to
give
this
project
to
support
that
it
needs,
because
this
is
going
to
benefit
all
of
us.
So
thank
you
for
your
support
on
that
relay
for
life,
as
you
know,
is
coming
up
on
june,
sixth
and
seventh,
but
we're
doing
a
big
kick
off
this
thursday
night
at
six-thirty.
Can
I
get
an
extra
minute
mayor,
whoo.
D
This
thursday
night
in
community
room
a
is
a
kickoff
for
the
Relay
for
Life
event.
So
if
you
have
an
opportunity
to
come
down
and
show
your
support,
I
would
really
appreciate
that
we
had
a
young
lady
that
lives
in
our
community
Vanessa
Chavez
that
passed
away
due
to
cancer.
So
mayor,
if
you
can
close
the
night's
meeting
in
her
memory,
her
services
are
this
saturday,
but
just
a
wonderful
young
girl
I
believe
she
was
six
years
old,
just
starting
88
years
old,
I'm.
D
Sorry,
she
was
eight
years
old,
just
starting
off
her
life,
but
you
know
was
cut
short,
and
so
that's
why
this
cancer
walk
and
and
this
relay
for
life
is
so
important
to
many
of
us.
So
please
come
out
and
support
the
Relay
for
Life
event
that
we're
doing
that
brings
our
community
together
and
then
some
of
you
have
these
on
your
seats.
It's
a
health
and
wellness
fair,
that's
taking
place
februari
the
7th
here
in
Inglewood,
although
it's
in
district
2,
it's
for
the
city
of
England,
it's
for
the
community
to
come
together.
D
A
Ma'am
very
quickly,
on
the
issue
of
a
time
tonight,
every
one
that
cared
to
speed
got
to
speak
33
and
a
minute
seven
minutes
of
time.
If,
if,
if
that's
not
enough
time,
I
don't
know
what
to
say,
but
there's
the
greatest
King
Day
celebration
ever
and
I
want
to
thank
Henry
Brown
the
chair,
Eric
Holly,
the
co-chair
Sabrina,
Barnes,
Parks
and
Rec
director
library
director.
They
did
an
outstanding
job.
We
had
an
outdoor
concert
at
the
form
that
is
hosted
by
kjlh.
A
A
Councilman
Franklin
gave
just
a
stellar
town
hall
meeting,
so
informative
standing
room
only
and
and
gave
out
such
great
information
as
he
consistently
does.
Two
weeks
ago
we
got
a
44
million
dollar
grant
from
wawa
to
attempt
to
finish
up
what
we
have
left
in
the
contours
before
they
change
the
largest
grant.
Lava
has
ever
given
to
any
city,
and
they
gave
it
to
us
because
right
now
we're
nation-leading
in
getting
the
sound
insulation
program
done.
We
average
about
a
thousand
homes.
A
A
Community
pride
is
what
we're
talking
about.
I
I
see
pride
like
I,
have
never
seen
in
the
city,
and
that
includes
my
time
from
72
291,
a
lot
of
pride
now,
there's
one
thing
to
remember:
there's
nothing
to
happen
until
the
signatures
are
verified
and
until
the
council
gets
to
digest
the
report
from
our
experts,
so
don't
take
that
anything
is
happening
today.
You've
heard
personal
opinions
from
the
council's
reading
of
the
initiative
and
it
sounds
like
people
are
pretty
positive,
but
but
there
are
decisions
you
have
to
be
made
and
we
have
there.
A
Nothing
happens
until
those
signatures
are
verified.
So
everybody
understand
that
there's
a
process
to
be
gone
through
and
I
am
just
so
thrilled
at
the
civic
engagement,
the
the
interest
that
people
are
showing
in
coming
to
the
council
meetings.
This
is
fantastic,
so
I'm,
going
to
close
the
meeting
name
of
Vanessa
Chavez,
eight
years
old
died
of
ass
web
cancer.
