as
the
notice

the
hearing
wind
had
given
the
time
form
in
manners
required
by
law,
and

you

affidavit

file

here

to
present

public
hearing
to
place
outstanding,
delinquent,
refuse
and
sewer
charges
on
the
property
tax
bill
for
collection,
the
majority
of
Inglewood
residents
and
businesses
receive
water,
refuse
and
sewer
services
for
the
city,
but
approximately
1/4
of
the
city
receives
refuse
and
sewer
services.
Only
and
water
is
provided
by
an
outside
agency.
For
this
section
of
the
city,
there
is
no
mechanism
to
enforce
collection
of
refuse
and
sewer
fees.
The
County
of
Los
Angeles
mandates
that
refuse
and
sewer
be
provided
to
all
residents
and
businesses
for
health
and
safety
reasons.

Since
the
collection
of
refuse
and
providing
and
sewer
services
is
mandatory,
the
county
of
LA
allows
the
city
to
hold
the
property
owner
liable
and
place
these
fees
directly
on
the
property
tax
bill.
After
they
have
been
properly
noticed,
and
a
public
hearing
has
taken
place
as
of
May
31
2017,
there
were
292
delinquent,
refuse
and
sewer
accounts
with
changes
in
excess
with
charges
in
excess
of
$250
and
passed
to
more
than
90
days.
The
total
outstanding
amount
of
these
amount
of
these
delinquent
refuse
and
sewer
accounts
submits
them
to
the
county
valet
for
placement.

On
property
tax
for
collection,
full
collection
of
these
outstanding
charges
prevents
utility
customers
who
are
in
good
standing
from
having
to
subsidize
the
service
delivery
costs
of
others.
The
proposed
2017
year
lien
list
contains
residential
single-family,
multi-unit
apartment
buildings
and
commercial
properties.
The
customer
service
division
of
the
finance
department
has
provided
copies
of
tenants,
delinquent
utility
bill
notices
to
the
affected
property
owners,
as
well
as
hearing
notices
in
both
English
and
Spanish.

As
in
past
years,
the
finance
department
will
work
directly
with
property
owners
who
resolve
issues
concerning
their
delinquent
accounts
through
the
hearing
date
and
will
work
with
customers
to
resolve
their
delinquent
balances.
Even
after
the
lien
has
been
submitted
to
the
county
of
LA.
As
of
today,
the
finance
department
has
worked
with
43
property
owners
to
have
them
removed
from
the
lien
list,
and
we
look
forward
to
working
with
any
additional
property
owner
that
would
like
to
resolve
this
issue
directly.

each

The
state
of
California
requires
all
counties
to
prepare
and
submit
a
congestion
management
program.
Congestion
management
management
programs
are
used
to
link
local
development
and
associated
impacts
on
regional
transportation,
as
well
as
air
quality.
The
program
is
also
used
to
determine
gas
tax
distributions
to
cities.
The
Los
Angeles
County,
Metropolitan,
Transportation,
Authority
or
Metro
prepares
the
congestion
management
program
for
LA
County.

For
this
period,
the
city
of
Inglewood
building
permit
information
includes
54
new
dwelling
units
of
multi-family,
a
reduction
of
three
dwelling
units
of
single-family
residential,
some
of
those
single-family
residential
became
multi-family.
A
reduction
of
three
dwelling
unit
area
said
that
nearly
one
hundred
and
forty
two
thousand
square
feet
of
new
commercial
development
and
just
over
a
hundred
thousand
square
feet
of
new
government
development,
which
is
the
senior
center
staff,
recommends
that
the
public
hearing
be
conducted
to
receive
public
comment
and
approve
a
resolution.

only

dwelling
units
when
you're
proposing
such
incredible
transportation
impact
on
this

while
it
hasn't
yet

developed,

put

How
many
hundred
thousand
people
on
our
roads

hope
that
somewhere
we
put
that
into
consideration,
because

of
cars
coming
through
at

regular
basis

difference
than

whopping

longtime
service

we
can't
forget
that
two
people
were
killed
and
they
were
killed
by
Englewood
police
officers
who
have
been
fired
by

department.

families
still

not
know
why
they
still
don't
know
the
whole
story
and
they
still
have
not
received
any
remuneration
for
any
help
to
support
their
families.

Police
Department

way
up

government,

neighbors,

renters
here

city
and
to
have
all
these
developments
pushed

rent
control

mind-boggling.

year

college
student
here
resident
of
England,
been
in
England
since
I
was
born.

say
within

next
three

four
years.
If

wanted
to
move
to
Englewood,
once
I
was
done
with
my
law,
degree
I
wouldn't
be
able
to
afford
dinkle
I'm
watching
my
own
community
member.
As
friends,
I

to
high
school
with
move
out
of
the
city
because
they
can't
afford
to
stay
here.
No
more
homeowners
can't
even
afford
to
do
home
improvements
within
their
own
homes
because
they
can't
afford
the
property
taxes.

hypocrisy
and
letting
stuff
down
to
round
the
edges

the
room,

it
wasn't
until

public
comments

you
suggested
everyone
should
go
outside
the
room
if
they
were
standing

the
back.
Apparently,
the
lives
of
the
residents
have
a
different
value
than
the
lives
of
the
employees.
Otherwise
you
could

had
this
entire
thing
downstairs
in
community

but
I
think
that
there's
a
reason
for
that.

the

actions
of
last
couple

interesting

sad

understand
why

that
was
interesting.

have
offended
absolutely
everybody,

dead
people

this
community,

paying

department

asked
them
about

police
activity,

I
grew
up

program

successful

excited

lot

young
people

have
anywhere

They
felt
the
same
way
they
really
bought
into
this
idea.

tell

event

off
perfect

mayor
for

because
I
guess
he

more
idea

crowd,
control

policemen
we

the

he
did
it
he
needed

led
us

it
all
came

is
on
the
map
for

region

councilman
Dotson

staff

putting
together
a
wonderful
community
event
bigger

Inglewood

David

dedication

tried

him
while
we
were
there,
but
he
was
busy
working

tail

it
took

logistical
work-
anybody

party

much
work

vent
like

They
brought
so
many
folks
together,
it
could
be
a
logistical
night

it

all

hard

school

lot

amusement

from
the
police
department,
the
chief
and
all
his
executive
staff
will
be
there
as
well.
It's
an
opportunity
to
stop
by
to
see
everything
that
our
Police
Department
has
to
offer
and
a
chance
for
you
to
talk
one-on-one
with
the
men
and
women
of
our
Police
Department
and
to
personally
say
thank
you.

they've
come
from
all
over

a
reminder
that
that
we
can
handle
this
kind
of
regional
event,
and
we
look
forward

so
many

the
miss
Wendy,
Mindy
Wilcox
from
planning,
as
well
as
Sabrina

Teresa,
from
parks
for
helping
me
put
together
a
bike
event
on
Saturday,
which
promoted
safe
routes
on

bicycles,
as
well
as
the
police
department
who
came
out
on
their
bicycles
and
kind
of
helped
us
through
that
route,

other

that,

out

always
and
mayor,

that
tell
you

somebody's
financing
this
all
right,
I
find
it
amazing
that
this
group
irate
shows
up
when
discussion
of
a
project
comes
up
and
then
somebody's
got
fifteen
to
twenty
thousand
dollars
to
drop
right
then,
and
then
attorneys
show
up
sending
us
letters
every
other
day.
So
this
really
isn't
a
grassroots
thing.
This
is
a
business
thing
and
there's
some
people
to
think
that
we're
pretty
stupid
people
here.
They
think
that
manufacturing
a
grassroots
opposition
to
a
discussion
that
may
lead
nowhere
to
stop
us
from
even
discussion.

talk
about
selling
free
speech
and
the
freedom
of
a
city
to
seek
its
own
self-determination.
That's
outrageous,
and
so
I
want
to
tell
whoever's
financing
this
forget
it.
This
counsel
is
not
going
to
be
intimidated
by
someone
pouring
money
to
try
and
manipulate
people
in
this
city.
This
is
the
city
of
Inglewood.
In
four
years,
we've
come
from
the
brink
of
bankruptcy
to
national
prominence,
and
that
doesn't
happen
by
being
getting
weak
in
the
knees,
because
somebody
mails
something
propaganda
to
everyone.
So
let
me
straighten
this
out
for
anyone.

Secondly,
I
know
that
I
don't
and
I'm
sure
that
no
one
that's
counseled
intends
to
take
anyone's
home
or
any
churches
or
sporting
arena.
That's
not
even
up
for
discussion,
so
I
don't
even
know
how
someone
is
soo
mad,
because
we
haven't
even
discussed
it
so
again
to
make
it
clear
to
lever,
came
in
here
and
dropped
fifteen
twenty
thousand
and
thought
that
the
people
in
were
that
stupid
or
that
we're
that
weak.
That
you're
going
to
scare
us
not
going
to
happen.
