Council
staff
recommends
that
a
public
hearing
be
conducted
to
consider
an
ordinance
and
many
of
the
English
municipal
code
to
establish
permit
parking
district
number
15.
There
are
currently
14
permit
parking
districts
in
the
city
of
Inglewood,
13
are
residential
and
one
is
commercial.
The
establishment
of
a
permit
parking
district
is
to
assist
with
the
availability
of
on
street
parking
for
residents
within
a
residential
neighborhood.

proposed
district
includes
the
following
streets:

Avenue,
between
Beach
Avenue
and
La
Brea
Avenue,
Market
Street,
between
hazel
Street
and
Beach
Avenue
and
Edgewood
Street
between
Beach
Avenue
and
Warren
Lane.
Much
of
the
on
street
parking
in
this
instance
is
being
taken
by
employees
of
Donnelley
farms
located
at
200
East
Beach
Avenue
24
hours
a
day.
In
order
to
alleviate
the
parking
issues
for
Donley
farms.
Employees
staff
has
removed
nope
parking
signs
along
the
north
side
of
Beach
Avenue,
which
now
allows
for
parking
along
both
sides
of
Beach
Avenue
between
La,
Brea
and
Centinela.

a

of

parking,

would
like
to
have
the
parking

front
of
our
building,

people

parking
in
the

people

live
in

building
almost

shift

ship
is
done.

they're
saving
parking
spaces
for
the
next
person,
they're

lunches

throwing
the
trashes
the
trash
all
over
and
hairnets
as
well.

staff
recommends
that
the
merry
council
members
conduct
a
public
hearing
to
consider
an
ordinance
amending

England
Municipal
Code
to

parking

This
is
a
long
region
Street
between
Oak
Street
and
where
it
terminates
just
west
of
Ash.
The
lack
of
adequate
on
street
parking
in
this
instance
is
attributed
to
the
roadway
terminating
in
a
cul-de-sac
and
it's
attracting
non-residents
to
the
area
who
are
living
in
their
cars
and
motorhomes
and
parking
out
of
area
commercial
vehicles
overnight.

the
permit
parking
and
as
a
gentleman
read,
we've
been
having
some
problems
with
homeless
people
parking.
There's
a
mobile
home
late
at
night.
You'll
just
see
people,
since
it
is

coldest
at
doing
various
things
in
their
cars
that
you
know
find
somewhere
else
to
do
it
and
so
we're
just
as
residents
we're
all
homeowners
and
we'd
like
it
to
be
a
place
where,
if
you
park
there,
you
live
there.

I'm

request
that
a
tephra
hearing
be
held
to
receive
public
comment
on
the
issuance
of
17
million
dollars
in
tax
exempt
bonds
from
the
California
Public
Finance
Authority
tephra
stands
for
the
tax
equity
and
Fiscal
Responsibility
Act
of
1982,
which
states
that
the
public
has
the
authority
to
be
heard
prior
to
the
issuance
of
tax-exempt
bonds.
Now
it's
important
to
stress
that
the
city
is
in
no
way
responsible
for
the
payment
of
these
bonds,
as
they
are
solely
the
responsibility
of
the
borrower,
Good
Shepherd,
home
preservation.

The
tax-exempt
bonds
will
be
used
for
the
acquisition
and
rehabilitation
of
good
shepherd
homes,
which
is
a
70
unit.
Senior
multifamily
rental
project
at
five
tenths
antonella
staff
recommends
that
the
bonds
be
issued
as
it
matches
the
city's
goal
of
maintaining
and
expanding
the
stock
of
affordable
housing
within
the
city
of
Inglewood.

buggy

front

meet

Street

front

the
parking
lot,
the
Locust
Street
parking
lot,

have
college
intern,
Rooker's

somewhat
afraid,
there's
no
lights
and
the
public
parking.

vacations
and
that's
our
thing

care
of

it's
happy

see
that
the
council
has
moved

city

streets
and
though
they
are
tight,
but
they're
working

want

that

keep
focused

Inglewood
the
community

the
city
to
drive

drive

going
to
be
a
it's
working,

way
to
being
a
mecca
of
everything
good
happening
in
the
region.

back

a
young
lady
that
comes
here
every
day
and

I
get
it.

was
a
tragedy
what
occurred
for
the
family
to
lose.

just
disappointing
when
you
get
up
here
and
say
stuff
like
give
the
family
money
you're
like
like,
we
can
just
gift
public
funds
to
families.
We
can't
do
that.
The
city
is
not
in
a
position
to
do
that.
This
is
a
very
long,
drawn-out
process.
There's
different
entities
involved,
whether
it's
the
city
of
Englewood
or
the
DA's
office,
doing
their
investigation,
but
I
can
assure
you
it'll,
be
a
thorough
investigation
and
it'll
be
once
it's
completed.
The
DA's
office
will
let
you
know
what
their
findings
are,
but
we've
done
what
we
can.

Yes,
I
do
first
of
all,
I
want
to
reach
out
to
the
finance
department
and
the
public
works
department
for
an
outstanding
job.
The
unfortunate
we
had
a
busted
water
main
took
four
and
with
the
efforts
of
the
fire
department,
assisting
us
that
it
caused
a
homeowners
association
of
17
units
to
be
without
water,
but
thanks
to
the
Public
Works
Department
and
the
finance
department,
they
were
able
to
expedite
the
concerns
and
need
to
they
of
those
families,
and
they
only
lost
about
six
hours
of
actually
not
having
water.

Briefly,
Alex
did
a
great
job
of
kind
of
pointing
out
the
fact
that
you
know
if
you
get
yourself
into
a
situation
where
you
feel
like
you
have
to
wait
until
Tuesday
to
come
here
and
kind
of
voice,
either
your

concern
for
something
that
didn't
happen
or
something
that
did
happen.
You
know
what
you're
welcome
to
it,
but
the
best
way
to
do
it
is
go
directly
to
us
during
the
week
we're
very
good
about
responding,
as
well
as
the
police
department.

can't
tell
you
how
good
a
job
that
they
do.

tremendous
amount

folks
that
are
involved

kind

the
Hollywood

it

reason
I

that

effort
that
is
maintained
by
the
owners
of
the
businesses
that
actually
were
within
that
block,
and
everyone
is
so
committed
to
making
Market
Street
what
it
needs
to
be.

all
look
forward

we

incident

good

police
officers
are.

after
you

years

work
within
that
scope,

proud

two
things
out

also
wanted

say
that
that
you
know
we're
always
getting.
Sometimes
there
are
comments
about
how
our
services
have
been
dwindled
over
the
years
and
and
I
just
want

say
that
that
I
actually
was
at
one
of
our
parks
and
a
few
of
the
parents
approached
me
just
to
thank
us
for
the
meals
at
the
park
for
the
summertime,
for
the
kids
I
mean,
and
it
gave
me
an
opportunity
to
kind
of
see
what
we
offer.
It's
amazing.

you
know
the
kids
just
show
up
and
play
all
day
and
they
get
a
free
meal,
and
so
those
are
things
that
that
that's
what
makes
a
person
you
know
so
you
know
and
and
like
Alex
said,
you
could
come
up
and
continue
to
say
the
same
things
over
and
over
again,
but
we
understand
up
here
that
it's
us
that
are
defining
ourselves
and
we're
very
proud
of
that.

want

say
this
that
the
most
effective
and
the
most
efficient
way
to
get
police
service.
Here's
the
call
the
police
department,
I'll,
appreciate
people
coming
to
the
council
meeting
to
talk
about
seeing
a
mugging,
I'm,
very
sure
grand
if
we
didn't
call
the
police
that
night,
because
that's
the
way
that
we
get
a
effective
response.
We
have
an
extraordinarily
initi
sensitive
and
responsive
Police
Department
in
the
aggregate.

And
so
while
it's
great,
you
come
here
on
Tuesday,
but
what's
going
to
happen,
I'm
going
to
email,
the
chief
I'm
going
to
call
the
chief
butts
in
it
is
one
of
these
guys
districts,
they're,
going
to
call
the
police
department
and
this
and
now
we're
going
a
circuitous
route
to
get
what
could
have
been
direct
service.
And
so
you
know
my
recommendation
is
that
you
call
the
police.
