Currently,
there
are
14
permit
parking
districts
in
the
city,
13
are
residential
and
one
is
commercial.
The
establishment
of
a
permit
parking
district
is
to
assure
the
availability
of
on-street
parking
to
the
adjacent
property
owners
within
a
defined
area
where
patrons
and
or
employees
of
a
nearby
business
or
industrial
facility.
Otherwise

if
not
all,

June

The
public
hearing
was
set
for
June
20th
2017.
F
G
Trying
to
get
up,
let's
not
pretend
that
you
are
somehow
not
aware
that
he
was
trying
to
get
up.
That
is
playing
a
game.
Whenever
you
go
on
to
these
permit
parking
districts,
it
is
always
a
question
mark
as
to
whether
the
community
actually
does
want
them.
I
didn't
near
that
I
know
that
last
week
you
had
something
on
here
where
only
20
people
of
the
one
hundred
and
some-odd
people
agreed
to
it.
So
I
would
hope
that
you
have
actually
gone
through
and
done
bad.
G
That
has
not
actually
been
the
practice
of
the
past,
but
observing
this
man
trying
to
get
up
and
then
you're
attempting
to
move
on
is
what
made
me
get
up
and
say:
hey?
Why
don't
you
listen
to
them?
One
of
you
made
a
comment
the
other
day,
someone
that
waiting
60
seconds
for
someone
to
speak
was
an
infringement
on
your
time.
Let
me
remind
you
you're,
making
a
hundred
and
ten
thousand
a
year
the
rest
of
you
60.
So
surely
you
can
wait
60
seconds
for
someone
to
speak.
H
Oh
no
one
in
the
block
voted
for
it
to
come
off.
So
how
are
we
trying
to
get
it
back?
Because,
in
order
for
us
to
talk
and
crunch
your
house
on
any
day,
you
got
to
leave
your
car
there
and
you
something
else
because
the
apartment
buildings
around
the
corner
and
up
the
street
Iman
Crenshaw
Boulevard.
They
come
all
the
way
down
and
leave
their
cause
up
there
because
it
got
too
many
calls
and
they
don't.
They
can't
park
where
they
are
in
the
apartment,
so
they
lower
the
power
street.

You
good
afternoon,
mayor

I'm
here
to

for

the
code

federal
regulations
require
grant
recipients
to
conduct
public
hearings
to
receive
input
on
the
use
of
grant
funds.
In
addition
to
this,
public
hearing
staff
has
conducted
six
community
meetings
throughout
the
city
to
provide
members
of
the
community
an
opportunity
to
contribute
input.
J
The
primary
objective
of
these
grant
programs
is
to
serve
the
needs
of
extremely
low
to
moderate
income
households
in
the
areas
of
housing,
public
services
and
public
infrastructure.
All
input
from
the
public
and
city
staff
will
be
incorporated
into
the
final
consolidated
plan,
which
will
be
presented
to
the
mayor
and
council
on
July
11th
2017.
This
concludes
my
report.
Thank.
G
Yes,
having
listened
to
this
report,
that
was
very
brief:
I
have
to
compare
it
to
the
ones
that
we
used
to
get
when
we
were
getting
six
million
dollars
a
year
and
how
then
there
was
at
least
a
map
presented
before
this
council,
so
the
people
who
from
this
audience
could
then
get
up
and
address
that.
Oh
my
not
too
long
ago,
you
said
things
have
changed
in
10
years:
absolutely:
failure
to
receive
public
input
because
of
staff
reports
so
short
because
you're
willing
to
run
through
this
in
less
than
time.
You
can
imagine.
K
K
We
can't
get
it
because
if
we
do
it
so
redact,
if
you
don't
know
what
you're
looking
for
you,
ordinary
citizen
couldn't
figure
it
out,
and
you
sit
here
and
you
pass
this
crap
back
and
forth
between
each
other,
which
you
cover,
and
you
people
don't
realize
when
you
sign
these
contract,
where
this
love
card
at
brows
or
whatever
or
whatever
you
sign,
you
don't
get
the
full
contract
after
you
agree
to
you
get
a
cover
letter
from
them.
Trust
us.

I
Let
me
thank
mr.
Hart
ginger
and
staff,
because
you
did
give
the
public
notification
not
one
but
six
locations
on
which
we
could
give
public
input.
We
seize
that
moment
after,
particularly
in
district
4,
and
we
did
a
series
of
email
blasts.
It
was
also
on
the
city's
website,
but
notification
and
those
that
express
strong
interest
was
in
attendance
and-
and
we
had
a
great
audience
to
be
able
to
give
our
input
on
this
and
I
just
want
to
thank
you
and
your
staff
we're
doing
your
due
diligence
and
making
sure
the
information
got
out.

to

I
spoke
to
to
piggyback
on
numero
your
time.
I
just
spoke
this
yet
this
afternoon
they
are
trashing
your
records.
Ladies
and
gentlemen,
what
they
have
created
is
a
Privacy
Act,
along
with
everything
else
they
could
and
what
they've
done
is
they
have
created
a
concentration
camp
of
all
your
information.
The
only
thing
required
of
you
is
everywhere.
You
go,
you
notice.
We
can
give
you
a
car.
K
We
can
do
this
here.
Just
fill
out
this
here
and
all
that
all
you're
doing
is
updating
what
the
trash
that
they've
already
have
in
their
records,
which
you
never
see
because
the
United
States
Army
president
a
country
they
have
created
a
data
mining
concentration
camp
similar
to
hit
this
stuff.
But
it's
your
paperwork.
You
can't
get
it
unless
you
have
a
lawyer
and
how
many
can
afford
a
lawyer
and
if
the
lawyer
gets
it
is
redact
the
hell
out
of,
and
so
that's
what's
going
on.
Q
Here
again
today
to
talk
about
Keyshia,
Michael
and
Mark
Quinton
Sandlin,
their
families
still
do
not
know
anything
about
what
happened
to
them.
Have
videos
that
can
be
released.
You
have
reports
that
can
be
and
should
be
released.
You
have,
you
should
be
setting
up
a
reimbursement
fund
for
the
seven
children
who
have
been
missing
their
parents
for
almost
a
year
and
a
half.
Now
you
sat
here
last
week
having
yourselves
on
the
back
about
a
wonderful
city.
Q
This
is
this
is
a
festering
disease
underneath
at
all,
you
are
inviting
people
into
the
city
to
be
killed
by
your
police
officers.
You
are
inviting
them
in
to
be
abused
by
police
officers.
Your
Police
Department
is
out
of
control
and
you
need
to
start
dealing
with
it
because
it's
all
going
to
become
public
very
soon
and
then
you'll
have
a
big
public
presence.
L
I
would
like
to
read
some
excerpts
from
the
National
Institutes
of
Health
website,
which
is
NIH
gov
I'm,
quoting
children
and
adolescents
are
especially
vulnerable
to
psychological
problems
after
the
death
of
a
parent
or
sibling.
It's
generally
agreed
that
an
anticipated
death
is
easier
for
children
to
cope
with
than
sudden
loss,
because
it
provides
an
opportunity
to
prepare
at
least
cognitively.
In
the
case
of
a
sudden
death,
a
surviving
parent
can
acknowledge
a
child's
observations
and
clarify
misperceptions.
Specific
facts
may
be
added,
as
the
child
is
able
to
integrate
them.
L
As
is
true
for
adults,
it
is
generally
agreed
that
knowledge
helps
provide
a
sense
of
security
in
disturbing
situations
or
crises.
Feelings
of
helplessness,
increase
with
ignorance
of
the
facts.
Again,
feelings
of
helplessness,
increase
with
ignorance
of
the
facts,
provide
the
facts,
provide
the
information
to
the
families
and
children
of
two
so
Michael
and
Mark
Winton
Sandlin.
R
R
R
The
other
thing
is,
is
that
I
just
stood
up
and
talked
about
how
the
police
are
out
of
control.
They
don't
know
Inglewood,
but
go
back
about
20
years
when
are
there
about
when
we
had
serious
issues,
someone
that
the
mayor
knows
came
in
and
aid
reforms.
Oh
this.
How
dare
you
insult
this
city,
like
that?
I
take
umbrage
to
have
a
nice
day.
B
S
Evening,
mayor,
City,
Council
and
staff
stay
with
Bailey
live
in
third
district.
Now
the
city
has
been
going
through
quite
a
bit
of
controversy.
Lately
we
have
a
black
eye.
We
got
rid
of
five
officers
for
this,
shooting
that
we
as
a
city
have
to
go
to.
We
we
all
suffered
in
this
Asian.
So
what
I
propose
is
B.
S
We
always
say
we
going
to
reform
our
Police
Department.
We
can
train
them,
betray
them
and
train
them
and
we're
still
going
to
get
the
same
results.
But,
as
a
result,
we
need
to
give
the
citizens
up
here
their
voices
back.
We
need
to
go
back
to
evening
evening
of
meetings,
and
we
also
need
to
give
the
citizens
than
three
minutes,
because
we're
all.
T
Of
the
citizens,
who
don't
necessarily
agree,
the
complete
helpful
and
how
they're
treated
personally
affecting
me,
because
a
very
good
friend
of
mine,
ESPA,
dried
after
he
left
this
council
meeting
back
I,
don't
understand
what
the
details
were,
but
knowing
him
from
childhood.
Whatever
charges
have
been
brought
against
him.
A
false
I'll
go
on
record,
saying
that
they're
false
and
since
we
have
no
independent
thinkers
on
the
council,
because
that
he
seems
to
want
to
go
along
with
five
of
you.
T
U
I'm,
a
regional
circle,
resident
and
I'm
here
today,
because
I'm
looking
for
an
answer
to
a
code
enforcement
issue,
I
have
filed
back
in
September
last
year,
I
have
an
illegal
studio
next
door.
To
me
it
was
the
neighbors
had
an
administrative
hearing
in
March.
The
hearing
officer
determined
that
here
the
studio
was
illegal
and
I'm
trying
to
understand
when
what
is
the
next
step.
When
is
that
studio
going
to
be
shut
down?
How
long
does
it
take
to
shut
it
down
because
I
am
constantly
being
disturbed?
U
My
sleep
is
being
disturbed
I
either
can't
go
to
sleep
because
they're
starting
early
in
the
day,
or
they
may
start
at
10:00
or
11:00
at
night.
One
day
last
week,
I
got
about
two
hours
of
sleep
because
that
kid
was
back
there
with
that
studio
and
it
has
any
of
you
ever
been
sitting
at
an
intersection,
and
you
heard
something
of
a
car
and
cars.
Four
or
five
went
blocks
length.

so
I've
been
dealing
with
this
for
a
very
long
time.
Code
enforcement
has
only
been
involved
the
last
few
months.
Mr.

is
we
have
the

to
about
two
to
four
the
morning.
We've
got
a
lot
of
singers
over
their
990s
and
what
happened?
We
talked
about
that
and
then
some
more
seniors
are
concerned,
how
they
will
be
impacted
by
the
new
Clippers.
So
is
it?
Okay
can
I
give
you
this
better,
and
we
talked
about
last
week
so
again.
D
D
See
now
people
passing
out
lit
it.
On
the
ninth
floor,
the
chamber
I
hear
people
come
up
here
and
demean
this
Congress,
the
Senate,
not
Senate
the
council
and
the
council
staff.
They
didn't
just
you
know,
down
down
player.
One
fellow
gets
up
here:
downplayed
the
United
States
Military
District
mr.

and
that
again
I'm
a
combat
veteran
I'm,
not
a
conscientious
objector.
D
D
G
Council
members,
my
name
is
Jensen
Brennan.
I
too,
am
worried
about
the
rules
of
decorum
and
they're
in
equitable
enforcement.
He
didn't
even
start
the
time
when
this
man
got
up
to
speak
and
yet
you
shut
down
a
young
man
who
hadn't
even
finished
his
one
minute,
and
at
that
meeting
you
brought
eight
police
officers
in,
but
you
made
sure
you
turn
to
the
camera
off.
G
G
M
M
Streets
got
the
fire
words
that
have
like
the
ad
Centinela
part:
they
don't
do
anything
about
them.
They
block
the
streets
off.
That
nectarine,
for
instance,
is
blocked
off
between
eucalyptus
and
good
Avenue
and
they've
got
all
kinds
of
fireworks
over
there
and
started
fires.
In
fact,
they
burned
down
apartment
building.
They
were
starting
to
build
over
there.
They
had
to
tear
it
back
out
and
redo
it.
So
you
know
they
need
a
little
more
enforcement
on
the
streets
on
the
4th
of
July.

staff,
Eric
Hollywood
chamber,
you
know
it's
amazing.
Engel
is
not
just
a
wonderful
city,
it's
a
great
city,
but
all
the
things
that
are
coming
here.
You
would
think
that
people
would
be
happy
that
the
city
has
finally
started
to
turn
around
where
we
want
a
verge
of
bankruptcy.
So
again,
I've
said
it
before.
If
you're
so
unhappy
in
this
city
and
with
the
way
the
things
are
running,
where
we
have
things
coming
here,
positive
leave
the
city,
no
one's
holding
you
here,
no
one's
making
you
stay
here.
V
If
you
own
property,
sell
it
you'll
sell
it
for
profit.
Now,
anyway,
if
you're
renting
here
just
move,
there's
no
one
keeping
you
here
and
for
the
other
group
I'm,
not
sure
why
you're
still
coming
here,
we've
said
several
times
la
is
where
you
need
to
go
to
find
out
the
information.
That's
not
Inglewood
go
to
LA
to
get
whatever
you
need
and
that'll,
be
it
otherwise
you're
here
for
a
reason,
so
the
cause
problems
for
what
we
have
going
on
or
is
that
you
get
something
out
of
it.
X
X
It's
shocking
that
you
guys
haven't
been
sued
by
the
ACLU,
yet
the
inequity
and
how
you
deal
with
speakers
that
you
disagree
with
is
ridiculous.
You
let
this
gentleman
go
ten
seconds
past
his
time,
but
cut
off
another
woman
who
was
speaking
like
a
moment
after
it
hit
zero
you,
after
just
a
couple
of
words,
admonished
dr.
Dumont,
and
yet
these
two
gentlemen,
we're
sitting
here
through
the
entire
adjust
every
agenda
items
that
you
that
you
are
doing.
They
were
sitting
here
talking
to
one
another.
X
I
was
sitting
right
next
to
them,
so
I
heard
them.
You
didn't
want
address
the
fact
that
they
were
speaking
to
one
another
or
that
they
were
speaking
over.
You
like
you're,
doing
to
me
right
now,
but
as
anyone
who
disagrees
with
you-
or
this
counsel
is
treated
very
differently
than
people
who
agree
with
you,
you
should
be
ashamed
of
yourself.
That's
not
democracy!
X
O
O
O
Don't
know
how
to
say
this,
but
let's
keep
in
mind
that
this
body
is
the
sacred
body
in
England.
We
make
the
decision
for
the
city
and
we
don't
take
that
lightly.
I
mean
I'm
a
40
year
plus
residence
here,
so
I've
participated
here
as
a
block
club
captain
as
chairman
of
Planning
Commission,
as
on
a
parking
traffic
Commission.
O
So
when
you
say
that
we
are
not
involved
in
the
citizens,
not
true
I
go
to
either
three
or
four
meetings
a
month
other
than
this
one
at
night,
when
I
should
be
home
with
my
family
so
and
I'm
sure
the
other
council
members
are
doing
the
same
thing.
We
take
our
job
seriously
and
we
make
our
decisions
that
way
as
well
and
I.
Don't
even
want
to
start
talking
about
the
mayor,
because
what
he
does.
This
is
unbelievable.
O
If
you
had
to
do
what
he
did
in
one
day,
you'd
quit
the
next
so
I.
You
know
keep
in
mind
when
you
make
these
statements
that
you're
talking
to
people
who
have
been
here
a
while
you
know
what's
going
on
I
was
here
when
the
city
was
all
the
years
ago,
and
I
was
here
when
it
had
his
daring,
tap
down
turn
and
now
we're
on
our
way
back
up.
O
Actually
we're
already
there
we're
going
to
go
past
that
so
I'm
just
grateful
to
be
living
in
the
city
and
I'm
elated
to
be
part
of
this
council,
because
this
as
well
as
I'm
concerned
in
either
way
it
is
the
one
place
in
the
United
States
of
America.
You
want
to
be
so
with
that.
This
is
where
I'd
like
to
ask
you
to
close
this
meeting
or
a
dear
friend
of
mine
and
one
of
the
original
black
Club
members
or
the
fourth
Avenue
block
Club,
which
is
now
the
I.
O
Y
You
know
I
think
it
suits
it's
interesting
that
we
can
do
so
many
dynamic
nineties
that
were
dynamic
ifs
in
a
city
that
just
five
years
ago,
folks
so
wasn't
even
on
the
radar.
So
now
we're
on
the
map
for
all
the
right
reasons,
all
the
positive
reasons,
but
somebody
from
outside
the
city
is
going
to
come
in
here
and
thrash
or
try
to
respect
our
Police
Department
and
say
the
folks
are
coming
into
our
city
to
get
killed.
That's
you
know
very,
very.
Y
Disappointing
we
have
police
officers
on
this
compartment.
They
put
their
life
on
the
line
every
day
that
are
out
there
serving
the
public
and
so
many
different
roles
from
helping
a
lost
child
to
helping
somebody
in
distress
and
just
providing
goodwill
being
ambassadors
and
I
say
the
same
thing
for
our
fire
department,
our
public
safety
folks.
Y
We
have
a
very
good
outstanding
police
department
that
do
very
good
work
and
I
got
to
tell
you
I
support
our
chief
and
our
men
and
women
in
law
enforcement
and
our
fire
department.
100%
they're
out
there,
risking
it
on
every
call
every
single
day,
I
just
you
know
very
disappointed
when
somebody
up
comes
up
here
that
supposedly
intelligent
I'm
up
here,
make
a
comment
like
that
very
disheartening
disappointing.
You
need
to
do
some
soul-searching.
Y
Somebody
else
comes
up
and
talks
about
this
body
not
being
independent
thinkers
and
the
diverse
and
thoughts
place.
Yes,
you
thoughtful
or
independent
thinkers,
whatever
the
their
their
comments
were.
You've
got
a
mayor
and
a
council
that
work
hard
every
day
and
do
their
homework.
They're
engaged
in
this
community
they're
engaged
with
city
staff
city
staff
is
engaged
with
the
mayor
in
the
council
so
that
we
can
move
this
city
forward
and
for
somebody
to
say,
oh,
you
guys
are
just
you
know.
Y
Yes,
yes,
yes,
like
that's
something
bad
that
we
agreed
to
move
the
city
forward
for
all
the
right
reasons,
but
we're
going
to
continue
to
move
the
city
forward,
we're
going
to
continue
to
make
Englewood
the
place
to
be
that
where
we're
headed
we're
going
to
keep
bringing
positive
energy
to
this
community.
So
with
that,
I
want
to
thank
you
for
coming
out
and
enjoy
the
rest
of
your
week.
Thank
You.
I
C
I'm
just
saying
how
much
we
all
support
the
police
department
I
can't
tell
you
how
good
a
work
they
do.
You
know
and
and
we're
extremely
supportive
of
the
chief
and
his
staff,
but
it
what's
interesting
to
me
is
when
how
how
someone
may
view
the
city
by
one
visit
to
our
meetings
here
kind
of,
listen
and
see
kind
of
the
dynamic
of
the
way
the
meeting
is
being
held
and
tried
to
define
who
we
are
by
that
you
know
we
won't
allow
it.
C
C
We
are
that
great
city
that
we're
all
proud
of
and
I
can't
tell
you
the
one
good
thing
that
I
say:
I
tell
the
guys
all
the
time
I
mean
I
know
what
comments
we
hear
here
and
they're
very
welcome
every
single
criticism
we
take
it.
We
listen
to
it.
What
it
gives
us
is
the
opportunity
to
in
retrospect
look
at
ourselves
and
really
share
with
you
who
we
think
we
are
and
I'm
very
proud
of
who
we
are
as
a
city
and
how
we
deal
with
what
we
have.
C
B
I
I
really
want
to
piggyback
on
with
you.
The
councilman
have
said
before
me:
I
spent
37
years
in
law
enforcement,
I
ran
three
police
departments
and
bad
things
happen
due
to
the
nature
of
the
word,
and
what
defines
a
police
department
is
how
you
train
your
people,
the
culture
that
you
set
and
how
you
respond
to
major
incidents.
This
department
has
done
an
outstanding
job
of
doing
that,
but
for
someone
who
doesn't
live
here
to
come
in
and
say
that
people
that
come
into
Inc
would
risk
being
murdered
by
the
police.
B
Intelligent
people
here
we're
very
moral,
proud
people
and
you
won't
define
us
like
that
at
all
and
I'm
gonna
remind
people
what's
happened
here.
In
the
last
six
years
we
were
paid
more
streets,
we
serve
as
a
more
linear
feet
of
sidewalk
in
the
last
three
years
than
we
have
in
the
prior
15
years
combined,
we
went
from
a
terrible
bond
rating
to
double
a
bond
rating.
As
of
this
year.
B
We
reopen
the
forum
dead
for
a
long
time
number
one
concert
venue
in
the
state
of
California
number
two
in
the
country
number
four
in
the
world.
We
attracted
the
NFL
January
2016
Rams,
committed
here
in
the
NFL
committed
here
January
of
2017,
the
Chargers
followed
them
June
15th
of
this
year
the
Clipper
said
they
want
to
negotiate
to
see
if
they
can
come
here.
We
have
a
twenty
seven
million
dollar
Senior
Center
promised
to
people
for
over
ten
years.
B
That
will
be
open
in
November
we
have
century
Boulevard
and
over
thirty
five
to
forty
million
dollar
construction
project.
By
the
time
it's
done
that
people
waited
for
patiently.
That
will
be
finished
by
2019,
we'll
have
a
Super
Bowl
in
Inglewood
in
2021,
and
now
people
aren't
afraid
to
come
here.
And
if
the
limit
is
awarded
to
Los
Angeles
angle,
it
will
host
the
opening
ceremonies
and
closing
ceremonies
in
2024,
and
if
thing
goes,
it
goes
according
to
plan.
Possibly
the
Clippers
will
join
us
in
2024
as
well.
B
That
is
not
the
track
record
of
a
city.
That's
not
well-run
and
doesn't
care
about
its
citizens.
Crime
is
at
its
lowest
level.
In
recorded
history,
we've
had
six
consecutive
years
of
the
lowest
record
levels
of
crime
on
record,
so
you
can
go
to
most
dynamic
cities
and
you
can
find
tragedies,
but
you'll
find
very
few
that
deal
with
them
as
effectively
as
the
city
of
Inglewood
and
cheaper
anuradha
has
with
the
police
department.
