the

public
comment.
And,
finally,
if
you
want
to
view
or
listen
to
the
meeting
without
making
comment,
we
are
broadcasting
on
spectrum
cable,

Please

on
facebook,
slash
inglewood
igwood
before
we
would
we
called
the
roll.
Madam
clerk,
could
you
call
the
roll?
C
C
The
report
that
we
were
preparing
in
response
to
the
mayor's
initiative
of
last
week
will
be
presented
at
a
special
meeting
this
thursday,
the
day
after
tomorrow
at
2
15
p.m.
Again,
any
person
is
interested
in
hearing
the
final
report
on
english.
Rent
relief
measure
could
tune
in
on
thursday
at
2
15
p.m.
And
if
you
have
any
public
comment,
you
can
go
through
the
same
protocols
that
councilman
morales
just
gave
to
you.
Also,
in
addition
to
the
assistance
that
inglewood
is
providing
through
our
initiative.
C
C
I
H
H
The
consent
calendar
says
the
staff
report
recommend
authorization
to
write
off
accounts
receivable,
which
could
not
be
collected
in
the
amount
of
one
million
one
hundred
eighty
nine
thousand
nine
hundred
one
dollars,
I'd
like
to
point
out
to
the
public.
The
reason
why
these
receivers
were
not
collected
is
the
kind
of
people
that
mayor
butts,
put
in
very
key
position.
The
person
that's
in
charge
of
this
is
david
esparza.
H
He
is
the
assistant
city
manager,
as
well
as
the
cfo
of
the
city
chief
financial
officer.
He
has
no
accounting,
he
has
no
finance
nor
he
has
no
accounting
or
finance
experience.
He's
a
former
police
officer
from
san
jose
with
some
experience
with
the
city
of
los
angeles,
under
which
he
was
under
some
sort
of
investigation
there
and
and
the
person
who
backs
him
up
is
sharon.
Kelke
sharon
was
in
it
was
interviewed
by
former
chief
financial
officer,
jeff
mirror,
who
said
she
was
unqualified.
H
Well,
no,
not
for
mayor
butts,
she's
perfectly
capable,
so
she
is
the
assistant
finance
director.
So
basically
we
have
very
little
competent
people
in
that
particular
department.
It's.
Why
there's
a
principal
reason
why
some
of
these
this
work
is
not
done,
because
we
have
incompetent
people
again
mayor,
but
you
are
an
embarrassment
to
the
city.
H
Your
former
executive
chief
executive,
melanie
mcdave,
is
so
in
the
city
for
12
million
dollars,
12
million
dollars
we
do
not
have,
and
in
in
in
order
to
pay
that
we'll
have
to
in
all
likelihood
lay
off
employees
and
you
need
to
you
have
deactivated
my
batch,
which
is
why
I'm
here,
speaking
from
the
community
room
as
a
resident,
I'm
the
elected
city,
treasurer
elected
eight
times
soon
to
be
elected
the
knife
time
to
year
two
and
and
you
you
have
you-
do
not
have
the
authority
to
re,
to
restrain
me
to
this
community
room.
H
I
should
be
in
the
council
chambers
as
an
elected
official
and
speaking
what
I
need
to
speak
and
want
to
speak
and
and
not
be
restrained
to
these
community
rooms.
In
addition
to
that,
you
have
deactivated
my
badge
so
that
I
cannot
attain
access
to
the
ninth
floor.
In
addition
to
that,
you
have
deactivated
the
badges
of
the
city
employee,
so
they
take
so
they
cannot
assist
me
to
get
to
the
ninth
floor
again.
You're
a
disgrace.
H
You
are
without
enough
the
most
corrupt
mayor
the
city
has
ever
experienced
and
you
are
just
a
total
embarrassment
and
and-
and
you
have
also
fire
a
number
of
women
you're
an
intimidator
of
women
and-
and
you
are
a
harasser
of
women
and
you
are
a
coward.
You
are
a
weak
man.
You
ought
to
be
ashamed
of
yourself.
H
H
C
So
much
so
appreciate
it.
Okay!
Is
there
any
other
public
comment?
Okay,
we'll
post
probably
comment
before
we
go
further,
mr
fields
or
would
you
like
to
or
would
you
like,
miss,
kwaki
or
or
who,
on
your
staff,
to
help
people
understand
what
a
why
you
write
off
receivables.
J
C
E
C
C
E
We
would
go
forward
as
far
and
sending
invoices
to
the
respective
people
we
have
on
record.
In
many
cases,
these
receivables
were
presented
to
collection
agencies
and
they
were
not
able
to
follow
up
on
many
of
them.
Some
of
the
data
to
do
skip
tracing
and
things
like
that.
They
indicated
that
they
were
too
old
and
that
they
were
not
able
to
assist
us.
Okay,.
F
C
K
K
Also,
we
heard
that
today
the
renton
program
was
applications
were
going
to
stop
today,
no
one
heard
when
the
applications
actually
began.
So
it
needs
to
be
more
clarity
with
that
there's
a
question
why
there
wasn't
an
official
treasurer's
report.
C
C
C
A
A
A
A
A
I
got
a
I.
A
I
I
I
C
I
Can
you
stop
ignoring?
Can
you
stop
buttoning
to
you
so.
F
C
C
Okay,
we'll
we're
going
to
move
on
sph-1.
C
C
C
C
There
are
no
appointments
to
ford's
commissions
and
committees.
Public
comment
regarding
other
matters.
Any
person
is
within
to
address
the
city
council
on
any
matter
connected
with
city
business,
not
elsewhere.
To
consider,
may
do
so
at
this
time.
One
minute
operator
are
there
any
callers
online.
G
M
M
C
N
H
The
city
treasurer
is
here
to
speak,
and
you
just
simply
lied
to
the
speaker.
That
just
spoke.
The
city
treasurer
has
said
on
the
on
the
diaz
under
on
the
former
roosevelt
darn,
for
his
entire
tenure
of
over
11
years.
So
why
lying
there?
H
The
reason
why
I'm
not
there,
because
you
don't
like
the
financial
information
that
I'm
reporting
to
the
public,
the
support
of
our
state,
treasurer
betty
yee
and
by
senator
john
morlak,
that
the
city
is
swimming
in
red
ink,
but
you're
you're,
you're,
you're,
reporting,
false
information,
getting
people
to
rebuke
me,
but
you'll,
let
me,
but
you
won't
allow
me
to
review
them
and
then
you're,
given
a
report
instead
of
them
giving
a
report
if
they
know
how
to
get
a
report
mayor.
Why
do
you
have
to
get
a
report?
H
You
have
no
accounting,
you
have
no
finance
and
you
have
cost
the
city
more
than
two
million
dollars:
a
million
dollar
contract
to
republic,
a
trash
company
to
give
your
brother
a
job
and
also
the
accident.
You
see
it
on
your
way
to
your
daughter's
trial,
who
is
now
in
prison
for
assaulting
her
landlord
and
that's
going
to
be
another
million
dollars
and
you've
caused
more
money
to
the
city.
You
have
brought
nothing
in
and
stop
thank.
C
You,
ms
brown
next
speaker,
please
well,
first
of
all
before
we
do
that,
let's
see
miss
quakey.
Did
you
come
forward.
C
Okay,
when
I
took
office,
our
bond
rating
was
triple
b
minus.
Is
that
one
step
above
junk.
C
E
E
K
Billion
after
the
town
coalition
again
there's
a
discrepancy,
is
it
54
million,
or
is
it
27,
27
million
in
the
reserves?
And
again,
whichever
number
that
is,
there's
a
lot
more
than
the
money
that's
being
put
up
for
renter
relief
again,
it
needs
to
be
home
owners
relief,
business
relief.
Also,
a
number
of
people
in
the
city
would
like
to
have
these
meetings
at
seven
o'clock
when
they're
not
at
work,
so
they
can
actually
participate
and
find
out
firsthand.
K
What's
going
on,
there
are
people
in
the
city
who
would
like
a
social
equity
cannabis
program,
similar
to
what
los
angeles
is
providing
that
will
give
them
a
legal
opportunity
to
benefit
off
this
multi-billion
dollar
cannabis
industry.
Also,
people
will
like
englewood
police
prosecuted
who
actually
murder
our
brothers
and
sisters,
not
just
lose
their
job,
but
they
need
to
be
held
accountable
to
the
same
standards.
K
C
Okay
with
that,
we'll
close
public
comment.
C
Council
council
comment:
counseling
dots.
O
Thank
you,
mr
mayor.
I
have
a
few
comments.
Sure,
first
of
all,
if
you
have
something
to
say
to
the
mayor,
I
think
you
should
do
it
in
person.
This
is
not
the
the
place
to
do
that
over
the
phone
or
out
here
in
the
public.
Now
I've
been
here
for
a
long
long
time,
and
I
have
seen
this
city
go
all
the
way
down
and
back
up
now
I
don't
care
what
you
think
check
the
figures
on
this
city
since
he
got
here.
O
O
O
When
did
that
happen,
and
I
think
you'll
have
your
answer
now-
I'm
having
a
threatening
event
on
saturday
september,
the
12th
from
9
to
12.,
mark
that
on
your
calendar,
because
I
know
you're
gonna
have
paper
to
get
rid
of.
O
O
C
Councilman
padilla
thank
you
mayor
and
thank
you
councilman
frank.
F
So
so
you
know
it's
amazing,
I
guess
it
makes
sense
for
no
good
deed
goes
unpunished.
I
talked
about
that
last
week,
right,
you
know,
and
I'm
gonna.
You
know
say
that
you
know
we
we've
looked
hard
at
what
we
can
do
to
help
our
residents.
Those
that
are
in
need
those
that
are
trying
to
to
to
put
a
roof
over
their
heads,
their
family,
their
kids
put
food
on
the
table.
How
can
we
help
them?
F
B
F
But
it
seems
like
you
know,
and
look
95
plus
percent
of
the
folks
are
happy
in
the
sense
that
we're
being
thoughtful
to
do
this.
But
you
have
these
haters
that,
no
matter
what
they're
to
hate
like
they
say,
haters
are
going
to
hate,
but
we
try
to
concentrate
on
the
good
things
that
we're
doing
here
in
the
city
of
englewood.
F
Let
me
transfer
for
a
second,
you
know
when
we
talk
about.
You
know
the
city
treasurer
not
being
on
the
dice,
like
the
mayor
said,
like
we've
all
understood,
this
is
a
city
council
meeting
now
she'd
like
to
have
her
own
meeting
somewhere
and
invite
folks
to
come
in
and
and
she'd
like
to
talk
with
them.
F
That's
on
her,
but
this
is
a
city
council
meeting
we're
running
the
business
of
the
city
here
today
and
every
time
we
have
these
meetings
and
you
would
think
with
someone
with
her
knowledge
and
she
would
understand
something
called
general
accounting
principles,
general
accounting
principles
and
that's
what
was
used
when
we
talked
about
this
one
point:
something
million
dollars
that
you
know
we're
going
to
forgive
it's
a
general
accounting
principle.
F
It's
not
something
that
englewood,
just
you
know,
brought
down
from
the
sky,
it's
something
that
is
done,
and
she
knows
that,
but
instead
she's
going
to
speak
rhetoric
to
try
to
make
people
think
that
whoa
they're
doing
something
shady
and
that's
the
farthest
thing
from
the
truth.
You
look
at
our
folks
in
finance,
mr
esparza.
She
came
after
sharon.
F
These
are
all
folks,
who've
been
doing
the
outstanding
job
along
with
the
rest
of
our
staff
every
single
day
we
do
audits
in
the
finance
department
every
year.
We
do
audits
and
we
address
any
concerns
that
come
up
but,
like
we
know
we're
we're
doing
very
good,
very
well
for
our
community
better
than
ever
before,
and
we're
going
to
continue
to
do
well
mayor.
Can
I
get
30
seconds
so
I
just
want
folks
to
to
understand.
Put
it
in
perspective.
F
She,
you
know
she
can
speak
whatever.
She
believes
she
wants
to
say
that's
on
her,
but
we
don't
have
to
accept
it.
I'm
not
going
to
accept
it.
It's
not
the
truth.
It's
not
what's
happening
and
I'll
be
darned.
If
I'm
going
to
sit
up
here
and
just
let
her
speak
that
way
and
not
say
something
that
ain't
happening,
but
you
know
let
me
get
off
my
soapbox
here
for
a
minute.
F
You
know,
and
so
I
would
ask
the
mayor
to
to
close
in
celebration
of
the
85th
birthday
of
isabella
aguilar.
District
2
resident
isbella
aguilar
has
lived
in
the
city
of
englewood
for
many.
Many
years
worked
for
the
inglewood
unified
school
district
and
she
is
known
as
the
abuelita
the
grandmother
on
the
block,
so
felicidades
feliz
cumpleanos.
L
Miguel
did
not
have
you
here
on
the
diocese,
ed
vinson,
who
was
the
last
african-american
mayor
for
12
years
of,
say
the
first
one
that
always
had
the
city
treasurer
seated
at
this
little
small
table
with
no
bike
and
no
speaking
operations.
It
was
only
mayor
doran
under
his
leadership
that
he
allowed
her
to
come
in
and
then
be
given
some
kind
of
speaking
remarks
and
the
remarks
primarily
started
off
simply
the
annual
the
reports
that
she
hands
out
to
the
public.
L
L
D
At
this
point
I
mean
my
colleagues
did
a
really
good
job
of
kind
of
addressing
the
issues
that
were
brought
up.
I'll
say
that
that
whenever
those
kind
of
comments
come
up,
it
just
gives
us
an
opportunity
to
kind
of
state
our
case
and
remind
folks
what
the
reality
really
is,
and
we
take
that
as
an
opportunity.
But
I'll
tell
you
the
as
far
as
the
city
treasurer
you
know,
and
and
ralph
did
a
good
job
explaining
it.
D
D
D
That
being
said
with
regards
to
the
meeting
on
thursday-
and
the
proposal
alex
said
it
best
with
no
good
deed
goes
unpunished.
The
truth
of
the
matter
is,
we
said
it
that
day
no
program
from
the
cares
account
coming
from
the
federal
government
will
be
perfect.
You
will
not
go
into
a
city
that
will
use
those
funds
in
a
way
that
everybody
will
come
out
and
say
that's
a
perfect
program.
D
We
won't
either,
but
what
we're
doing
is
we're
trying
to
get
as
much
of
those
funds
directly
to
the
folks
that
need
it,
which
is
unique
in
the
way
we're
using
the
program,
and
I
actually
commend
the
mayor
because
we're
actually
taking
our
funds
and
we
are
literally
putting
them
in
the
hands
of
the
people
that
need
them
now.
I
don't
expect
everybody
to
be
happy
about
that,
but
the
truth
of
the
matter
is:
is
that
that's
a
direct
impact
that
we're
making?
D
D
We
can
go
back
to
the
forum
when
we
approved
the
the
purchase
of
msgn,
the
last
18
million
dollars
of
our
this.
The
extinct
redevelopment
fund,
where
we
were
being
beat
up
constantly
for
we
know
how
the
forum
decision
turned
out
for
the
city
we
got
beat
up
right
before
we
made
the
decision
to
approve
the
the
stadium
instead
of
putting
it
on
the
ballot
we
approved
it.
We
saw
how
that
decision
ended
up
for
the
city.
D
We
are
currently
making
difficult
decisions
for
the
clippers
arena
and
I
anticipate
the
same
type
of
result.
So,
while
we're
up
here
getting
beat
up
making
some
very
difficult
decisions
that
we
feel
good
about,
folks,
that
disagree
will
always
exist.
So
that
being
said
mayor,
I
just
wanted
to
go
that
extra
mile
and
say
hey.
Looking
back,
we've
made
some
tough
decisions
we
get
a
beat
up
for
all
of
them.
Thursday
will
be
another.
So
thank
you
very
much.
C
Thank
you
councilman,
so
I've
been
sitting
here.
Thinking
about
you
know
what
I
was
going
to
say.
You
know
mostly.
What
I
do
is
I
ignore
the
treasurer
because
there's
something
obviously
very
wrong
with
her
she's
been
misleading
the
public
now
for
going
on
five
months
after
praising
me
and
the
council
comprehensively.
C
C
C
You
don't
understand,
writing
off
receivables,
you
don't
understand
what
a
double
a
bond
rating
means
you
lie
and
that's
the
best
kindest
way
to
put
it
about
the
financial
condition
of
the
city
and
you're.
The
treasurer
you've
been
the
treasurer
for
32
years.
You
say
that
you
have
a
doctorate,
so
that
means
this
is
not
simple.
Ignorance,
it's
deliberate
and
it's
time
that
the
council
take
this
very
seriously,
because
this
is
why
you
were
taken
off
the
dice
you're
misleading
the
public.
C
C
C
I
it's
just
got
to
stop
what
you're
doing
is
selfish
and
you
become
extraordinarily
cruel.
I
understand
you
have
cancer
and
we
have
forgiven
you
time
and
time
again,
but
there
comes
a
time
when
we
have
to
exercise
our
civic
responsibility,
and
we
will
do
so
so
with
that.
I
want
to
congratulate
isabella
aguilar
on
her
85th
birthday
here
in
the
wonderful
city
of
ingerwood
and
with
that
we'll
adjourn.
