8-20-2020 City of Inglewood City Council Special Meeting
C
D
E
Okay,
you're
going
to
call
to
order
the
special
meeting
of
thursday
august
20th.
Madam
clerk,
would
you
call
the
roll.
E
E
D
F
Thank
you
since
you've
not
answered
our
questions
in
city
council
meetings.
I'd
like
you
to
please
focus
on
answering
the
questions
and
not
deflecting
them
in
the
past.
You
guys
have
poorly
publicized
any
kind
of
aid
or
assistance
or
programs,
and
I'm
concerned
that
after
you
did
the
4.5
million
dollars
to
10
people
saying
that
it
was
just
helping
solve
homelessness,
and
this
is
not
a
lot
of
money
here
and
you're
saying
that
if
more
is
going
to
be
released
later,
the
funds
will
be
going
to
the
to
renters
and
not
to
end
homeowners.
F
So
I'd
like
to
have
you
address
what
your
plans
are
for
assisting
homeowners
in
the
future?
In
addition,
please
write
these
questions
down
if
how
many
debit
cards
are
going
to
be
allowed
for
per
house.
F
F
Another
question
is
the
provisions
regarding
the
landlord
landlords
accepting
the
landlord
portion.
That
means
that
they
cannot
collect
prior
property,
damages
and
repairs
in
excess
of
what
of
a
security
deposit
or
does
it
affect
any
other
right
and
it
would
be
appreciated
if
you
would
stop
blocking
and
undermining
and
invalidating
legitimate
concerns
of
the
residents
and
calling
them
haters
and
insulting
them
in
a
variety
of
ways
and
really
take
it
seriously.
F
F
And
since
these
debit
cards
are
not
income
sensitive,
you
know,
please,
let
us
know
how
the
hierarchy
is.
Actually
going
to
happen
along
with
that
lottery
and
why
residents
who
are
homeowners
are
being
excluded
from
the
debit
card.
Please
answer
each
and
every
question
in
addition
to
how
you're
going
to
do
better
publicity
about
it.
Thank
you
miss
chris.
A
That
you
have
go
right
ahead.
Reports
from
the
community
room
is
present
is:
am
I
able
to
address
the
item
on
the
agenda?
Yes,
I'd
like
to
address
the
dr1
and
dr2,
and
according
to
our
own
records
taken
from
the
warren
register,
289
684
dollars
and
30
cents
were
expended
on
emergency
protective
activities.
A
A
Go
ahead
regarding
dr-1
and
dr2,
I'm
I'm
concerned
regarding
the
amount
of
funds
that
have
been
that
have
been
allocated.
I
think
they
should
be
substantially
more
to
support
the
residents
regarding
their
vast
needs.
Many
of
them
have
lost
jobs.
Many
of
them
have
less
time
that
they
are
now
reporting
for
for
jobs,
so
they
have
less
income,
and
I
think
you
need
to
allocate
substantially
more
funds
than
what
you
have
suggested
here
in
your
dr-1
and
dr2.
A
In
order
to
help
the
residents
of
the
city
of
englewood,
I
have
received
number
of
calls
from
them.
That's
complaining
that
many
of
them
are
about
to
be
generally
evicted
from
their
properties
because
they're
not
able
to
to
afford
the
rent
anymore
and
they
have
they've
gotten
almost
no
support
with
regards
to
the
confidence
cover,
19
and
a
number
of
their
relatives
and
have
have
been
afflicted
by
this
by
this.
This
element
and
they're
getting
no
help.
So
my
question
is:
why
not
allocate
more
funds
to
help
these
residents?
A
We
had
a
number
of
them
that
was
here
last
week
and
they
were
just
all
you
know,
hurting
and
needing
help.
So
that's
what
I'm
asking!
Why
not
do
that?
Instead
of
giving
out
this
263
000
out
to
executives
for
bonuses,
give
that
to
the
residents
put
this
into
this
program,
help
them
out,
give
them
some
support
mayor.
E
All
right,
well,
that
will
close
public
comment
and
before
we
go
on
to
dr1
the
reality
is
there
are
no
executive
bonus
that
were
given
this
past
fiscal
year.
We
won't
be
giving
executive
bonuses
this
year.
We
can't
afford
it.
We
are
not
giving
200
some
thousand
in
relief,
we're
giving
2
million
dollars
in
release,
and
so
once
again
the
treasurer
doesn't
have
her
facts
right.
So
could
we
read
the
r1
now.
E
E
E
Every
tenant
in
inglewood
is
covered
by
an
emergency
ordinance
that
prohibits
eviction
during
the
covet
crisis.
To
answer
miss
kraft's
question
about
that,
and
the
reality
is,
is
that
mortgage
holders
have
been
allowed
to
reorganize
their
loans
by
federal
mandate
so
that
they
will
not
have
to
pay
catch-up
payments
on
their
mortgage
payments
it'll
be
added
to
the
end
of
their
loan
and
what
was
the
term
for
that
artie?
C
C
C
E
A
it
was
forbearance.
E
Forbearance
so
there's
a
forbearance
which
allows
them
to
attack
missed
payments
on
to
the
end
of
their
loan
without
penalty.
So
this
is
why
we
are
focusing
on
renters,
because
when
the
coveted
restrictions
end
they're
still
going
to
be
accountable
for
their
rents
and
right
now,
there
are
people
that
just
need.
Assistance
and
500
will
make
a
difference
right
now
for
people
that
have
nothing.
So
we
don't
have
unlimited
funds,
but
this
total
program
is
two
million
dollars
for
now
and
we'll
make
considerations
in
the
future.
