Description
3-17-2020 City Of Inglewood Council Meeting
A

C

D
B
Since
the
posting
of
the
agenda,
it
is
imperative
to
take
precautionary
measures
to
ensure
the
general
safety
and
welfare
of
Ingrid
residents,
employees
and
visitors.
This
disseminated
information
on
kovat
19
and
its
effects
throughout
the
state
and
country
are
rapidly
changing.
Therefore,
I
make
the
following
motions:
one:
to
declare
local
emergency
due
to
the
kovat
19
viral
pandemic,
a
determination
that
there's
an
immediate
need
to
take
action
and
three,
a
determination
that
the
need
arose
after
the
posting
of
the
agenda.
B
C
B
B
I
now
I
want
to
make
a
motion,
as
it
relates
to
see.
I
won
in
CI
to
see
I
won.
Is
a
council
initiative
proclaiming
the
existence
of
a
local
public
health
emergency
within
the
city
of
Inglewood
Dudek
over
19
and
CI
2?
Is
a
council
initiative
recommending
the
adoption
of
an
emergency
ordinance
declaring
a
45-day
moratorium
on
the
eviction
of
any
residential
tenant
for
non-payment
of
rent?
That
is
due
to
the
financial
impact
of
kovat
19?
Now
mister,
before
we
take
the
vote,
mr.
B
B
I
guess
it's
going
to
happen
before
we
take.
That
vote
will
go
on
because
we'll
allow
people
to
speak
on
the
emergency
ordinance
right
now.
Persons
wish
and
rest
City
Council
its
success
rates,
the
Housing
Authority
Finance
Authority
and
the
joint
powers
authority
don't
eat
any
item
on
today's
agenda.
With
the
exception
of
the
declaration
of
emergency
that
will
be
passed
out,
I
guess
downstairs
as
well
may
speak
right
now.

E
E
A
D
You
mayor,
we
had
two
closed
sessions.
The
first
one
was
MSG
to
form
versus
the
city
of
Englewood
as
to
that
one,
a
discussion
was
held
and
no
action
taken
at
that
time.
The
discussion
was
regarding
a
potential
settlement
in
that
matter,
as
the
cs2
was
irate
versus
the
city
of
Englewood,
the
same
situation,
discussion
held
and
no
action
taken
at
this
time
and
no
reports
from
the
City
Attorney's
Office
am.
A
You
I
do
have
just
a
quick
report:
I
just
want
to
remind
people
we're
getting
close
to
that
time.
700
forms
are
due
and
I
need
them,
because
I
have
to
give
them
to
the
FPPC
on
time
for
April
1.
So
if
you
haven't
done
it,
please
do
it.
I
also
would
like
to
thank
just
a
couple
people
that
helped
with
the
election.
F
So
the
corona
virus
has
probably
been
out
more
than
you
know
just
within
the
last
month
or
so
so,
but
I
am
going
to
complete
all
the
ones
that
I
have
been
done
and
they
will
all
be
ready
for
pickup
tomorrow
and
I
told
my
office
to
please
let
the
people
know
if
they
don't
feel
well,
please
let
us
know
we
will
mail
their
return
to
them,
so
they
don't
have
to
come
into
the
office,
and
so
I
regret
that.
But
I
think
that
no
point
in
subjected
myself
and
also
the
office.
F
You
know
to
possible
additional
exposure,
also
I'm
letting
one
ounce
regarding
the
city,
treasurer
investment,
Oversight
Committee.
We
were
actually
scheduled
to
possibly
meet
and
April,
but
that's
going
to
be
cancelled
now,
possibly
until
June
or
even
July,
depending
on
how
the
virus
proceeds
from
now
and
also
now,
I,
just
like
to
mention
I.
Just
want
to
continue
on
with
my
acknowledging
some
of
our
just
really
outstanding
employees
and
I
want
to
just
mention
Josh.
F
How
josh
is
our
system,
development,
implementation
manager
and
I
think
he's
just
really
doing
a
very,
very
good
job
and
he
works
and
the
you
know,
he's
also
over
the
print
shop,
so
hands
off
to
Josh
he's
been
with
us
for
15
years
and
again,
I
want
to
thank
you,
Josh
for
your
service
and
another
one
is
Thomas
bad-boy
bomb.
He
is
just
gifted.
What
can
I
say-
and
he
has
just
been
such
a
asset
and
blessing
to
the
city
and
has
just
been
just
an
enormous
asset
to
my
city.
F
Treasurer
is
doing
the
intern
program,
so
Thomas
also
thank
you
for
your
growth
and
how
you
have
just
simply
grown
over
the
years.
So,
lastly,
we
have
the
dynamic
duo
and
I
often
refer
to
her
as
Madame
C
and
Madame.
C
stands
for
comprehensive
because
she
is
thorough
in
all
that
she
does
efficient
and
she's,
been
with
us
for
21
years,
she's
also
over
the
council
agenda
and
has
new
responsibilities
of
development
of
rent
control.
F
So
she
never
turns
out
a
job
and
she's
always
here
when
I
leave
so
she's
just
announced
another
outstanding
worker
and
and
her
partner
that
works
with
her
is
Kiana
low
key
on
I've
seen
her
throughout
the
years.
You
know
for
the
city
and
she's
been
here
25
years,
never
complained,
always
just
a
positive
good
attitude,
and
she
was
fooling
with
the
RDA
Department,
RDA
and
housing,
and
also
want
to
mention.
Also
Kiva
was
also
with
the
City
Clerk's
office.
F
Initially,
and
also
she
started
out,
it's
just
a
typist
clerk,
and
now
she
runs
the
place
so
again,
I
want
to
thank
you,
kima
for
your
service
and
you've
been
such
an
asset
and
service
to
me,
also
so
again,
hands
off
to
these
exceptional
exceptional
employees.
Again,
thank
you
for
your
service.
Thank.
D
B
B
D
D
B
B
So
we're
going
to
call
the
council
meeting
back
to
order.
Madam
clerk,
would
you
call
the
roll
all
right
so
we're
back
on
the
record
first
thing:
I'm
going
to
do
is
I'm
going
to
read
the
emergency
ordinance
for
those
that
are
watching
this
on
television,
it's
an
emergency
ordinance
of
the
City
Council,
the
city
of
Inglewood
California,
declaring
a
45-day
moratorium
on
the
eviction
of
any
residential
tenant
for
non-payment
of
rent.
That
is
due
to
a
financial
impact
of
kovat
19,
and
that.
B
B
B
There
shall
be
a
45-day
moratorium
on
the
eviction
of
any
residential
tenant
for
non-payment
of
rent
due
to
any
financial
impact
related
to
kovat
19,
including
1,
being
sick
with
kovat
19
hearing
for
a
household
or
a
family
member
who
is
sick
with
kovat
19,
3
layoffs,
loss
of
hours,
our
other
income
reduction
resulting
from
a
business
closure
or
other
economic
or
employer
impacts
of
kovat
19
for
compliance
with
a
recommendation
from
a
government.
Health
Authority
to
stay
at
home
self
quarantine
or
avoid
congregating
with
others
during
the
governor
state
of
emergency.
B
Any
dispute
as
to
whether
a
residential
tenant
is
financially
impacted
by
the
Cova
19
virus
shall
be
resolved
by
a
court
of
competent
jurisdiction.
Section
3,
if
effective
immediately
there
shall
be
a
45-day
moratorium
of
non
fault
just
cause
evictions,
as
defined
in
England
missable
Code,
section
8,
120,
subsection,
5,
section
4
severability.
If
any
section
subsection
sentence,
Clause
or
phrase
of
this
interim
ordinance
is
for
any
reason
held
by
a
court
of
competent
jurisdiction
to
be
invalid.
Such
decisions
shall
not
affect
the
validity
of
the
remaining
portions
of
this
ordinance.
B
B
This
order
prohibits
all
indoor,
public
and
private
gatherings
and
all
outdoor
public
and
private
events
within
a
confined
space,
where
at
least
50
people
are
expected
to
be
in
attendance.
At
the
same
time,
this
order
applies
within
the
County
of
Los
Angeles
Public
Health
jurisdiction,
beginning
March
16th,
and
continues
through
March
31st
2020,
subject
to
the
terms
and
conditions
more
particularly
set
below
for
all
gatherings
that
are
not
prohibited.
B
Three
post
a
sign
in
a
conspicuous
place
at
the
public
entry
to
the
venue
instructing
members
of
the
public
to
not
attend
if
they
are
experiencing
symptoms
of
respiratory
illness,
including
fever
or
cough,
and
four
adhere
to
the
communicable
disease
control
recommendations
provided
by
the
Los
Angeles
County
Department
of
Public
Health.
Further.
This
health
order
is
meant
to
address
kovat
19
and
requires
all
permanent
food
facilities
to
limit
their
services
to
only
preparing
and
offering
food
to
customers
be
a
delivery
service
via
pickup
or
takeout
dining
only
or
via
drive-thru.
B
All
permanent
food
facilities,
as
defined
by
Health
and
Safety
Code
113
849
may
only
prepare
an
offer.
Food
that
is
provided
to
customers,
be
a
delivery
service,
pickup
or
takeout,
dining
or
drive-through
bars
and
nightclubs
that
offer
food
to
consumers
may
remain
open
only
for
the
purposes
of
continuing
to
prepare
and
offer
food
to
consumers
by
way
of
delivery.
Service
pick
up
or
drive-through
permanent
food
facilities
that
provide
and
offer
food
to
consumers
for
pickup
must
require
patrons.
B
C
B
B
B
C
B
C
B
C
And
if
I
was
just
to
go
further,
since
we
opened
up
the
childcare,
I
still
agree
with
the
one-third
and
I
was
gonna
say.
But
the
childcare
should
be
from
an
organization
that
can
be
proven,
for
instance,
a
childcare
facility
which
can
issue
a
receipt
versus
someone
being
able
to
just
have
somebody
fulfill
something
that
I.
C
B
Right
so
with
the
amendment
as
their
motion
move,
the
item
do
we
have
to
do
CI?
One
is
our
second
okay,
madam
clerk
or.
