an

the
emergency
ordinance.

an

ordinance
of
the
City
Council,
the
city
of
Inglewood
California,
declaring
a
45-day
moratorium
on
the
eviction
of
any
residential
tenant
for
non-payment
of
rent,
that
is
financial
impact
of
kovat
19,
and
that.

whereas
this
emergency
ordinance
is
not
subject
to
the
requirements
of
government
code
65
858,
because
it
is
not
a
zoning
ordinance
prohibiting
any
uses
that
may
be
in
conflict
with
a
contemplated
general
plan.
Specific
plan
or
zoning
proposal
with
the
legislative
body
is
considering
or
studying
or
intends
to
study
within
a
reasonable
time
and
whereas
on
or
about
March
4th
2020,
the
governor
of
the
state
of
California
declared
a
state
of
emergency
to
help
the
state
prepare
for
the
corona
disease
outbreak.

And
whereas
this
requires
a
temporary
closure
of
businesses
such
as
restaurants,
bars
gyms
hotels
and
other
businesses,
where
groups
of
people
gather
and
whereas
many
people
are
financially
impacted
by
covin
19
and
the
government
orders
to
limit
gatherings
of
people,
including
those
who
have
been
infected.
Business
owners
who
have
to
close
and
employees
who
have
lost
or
we'll
lose
work.

Any
dispute
as
to
whether
a
residential
tenant
is
financially
impacted
by
the
Cova
19
virus
shall
be
resolved
by
a
court
of
competent
jurisdiction,
section
3
effective
immediately.
There
shall
be
a
45-day
moratorium
of
non
fault,
Just
Cause
evictions,
as
defined
in
England
missable
Code,
section
8,
120,
subsection,
5,
section
4
severability.
If
any
section,
subsection
sentence,
clause
or
phrase
of
this
interim
ordinance
is
for
any
reason
held
by
a
court
of
competent
jurisdiction
to
be
invalid.
Such
decisions
shall
not
affect
the
validity
of
the
remaining
portions
of
this
ordinance.

order
prohibits
all
indoor,
public
and
private
gatherings
and
all
outdoor
public
and
private
events
within
a
confined
space,
where
at
least
50
people
are
expected
to
be
in
attendance.
At
the
same
time,
this
order
applies
within
the
County
of
Los
Angeles
Public
Health
jurisdiction,
beginning
March
16th,
and
continues
through
March
31st
2020,
subject
to
the
terms
and
conditions
more
particularly
set
below
for
all
gatherings
that
are
not
prohibited.

entry

the
venue
instructing
members
of
the
public
to
not
attend

they
are
experiencing
symptoms

respiratory

or
takeout
dining

or

drive-thru.
