Thank
You,
councilman
or
report
for
the
treasurer's
report,
as
of
October
31st
2019,
again
copies,
are
available
on
the
counter
outside
and
forth
the
city
of
Eagan,
with
the
funds
under
management,
81
million
six
hundred
and
seven
thousand
three
hundred
fifty
seven
dollars
and
the
growth
investment
interest.
Earnings
for
debt
service
is
one
hundred
eighty
eight
dollars
that
goes
investment
interest.
Earnings
is
two
hundred
fifty
one
thousand
seven
hundred
seventy
seven
dollars.
H
H
Everyone
and
I'd
like
to
I,
have
some
comments
I'd
like
to
make
regarding
the
first
time,
housing
program
that
I
was
the
one
who
pulled
the
names
forward
and
I
had
a
number
of
people
that
have
come
to
me
while
I
was
in
the
market
or
saw
me
on
the
street
I've
gotten
calls
in
my
office.
You
know
regarding
the
program
and
they
they
understand
that
one
of
the
city
employees
was
the
one
who
got
the
action.
The
first
join
now
I
like
to
I,
like
for
everyone
to
understand.
H
First
of
all,
I
received
a
call
from
the
city
manager
already
feels
that
the
the
mayor
wanted
me
to
draw
the
names
for
the
you
know,
for
the
housing
program
and
I
did
draw
the
names,
but
I
want
you
to
understand
quite
fully
that
I
have
absolutely
nothing.
You
know
to
do
with
the
program
whatsoever.
Nothing
to
do
with
who
was
selected
and
I
could
not
tell
who
was
selected,
I
drew
the
names
and
the
names
was
given
to
laurie
jones.
H
I
believe
who
actually
read
the
names,
so
I
just
want
to
make
that
perfectly
clear
that
I
had
absolutely
nothing
whatsoever
to
do
with
the
program
and
and
who
and
who
was
selected
and-
and
I
just
want
to
make
sure
we
you
know
we
have
that
you
know
perfectly
clear,
because
I
did
get
a
number
of
calls
regarding
that.
You
know
the
treasurer
drew
the
name,
so
maybe
the
treasurer
was
in
on
the
selection
or
the
treasurer
was
not.
The
treasurer
had
absolutely
nothing
to
do
with
that
program.
H
Basically,
the
dollars
that
are
available
that
are
unrestricted
after
all
bills
have
been
paid
and
that
number
have
to
be
more
than
four
hundred
and
fifty
million
dollars,
and
he
made
some
comments
regarding
theirs.
I
just
want
to
point
out.
I
had
also
provided
an
article
to
the
city
manager
as
well
as
the
mayor
and
where
that
particular
number
was
discussed.
What
was
was
this.
It
was
discussed
in
that
particular
a
page
memorandum
that
I
did
provide.
H
You
know
to
the
to
the
mayor
and
also
to
the
city,
administrator
and
I've,
also
provided
documentation
to
the
council.
I
asked
them
to
meet
with
me
and
councilman
Franklin
I
want
to
thank
you
that
you
did
meet
with
me
regarding
the
matter.
I
gave
you
information,
you
had
a
lot
of
interesting
questions
and
I
hope
that
I
was
able
to
answer
them
and
we
was
trying
to
make
the
difference
between
what
the
what
the
kafir'
is,
which
is
a
comprehensive
financial
and
report,
and
the
budget.
The
budget
is
nothing
more
than
our
internal
document.
H
H
On
the
other
hand,
that
is
a
document
that's
audited
by
our
internal
auditors,
and
they
express
an
opinion
on
that
particular
document,
and
it
is
important
that
they
don't
miss
anything
material,
because
if
they
do
miss
anything
material,
their
license
their
CPA
license,
you
see
could
be
in
jeopardy,
so
the
kafir'
that
is
the
real
deal.
Those
are
the
real
numbers
keep
in
mind.

C
I
D
D
Just
you
know,
you
know
I
wasn't
a
big
fan
of
coal,
but
it
taught
me
you
know
I
shed
a
few
tears
behind
this
one,
and
that's
that's
put
hard
get
me
to
do
that,
but
God
touch
a
lot
of
people
in
this
world
in
the
world,
absolutely
and
I
think
he's
most
loved
about
the
Chinese
and
the
American
people,
something
else
sorry
and
that
little
girl,
you
know
she
I
believe
she
would
have
been
a
star.
It's
like
him.
I
watched
her
play
last
night
yeah,
it
was
something.
A
A
We
do
it
as
a
mill
kid
Martin,
Luther
King
would
do
we
marched
out
there
and
the
community
came
out
to
support
arch
and
they
also
the
celebration
on
Market
Street
had
the
stage
and
the
entertainment
I
just
want
to
acknowledge
all
our
staff.
That
I
mean
I
can't
name
them
all.
That
were
a
part
of
that.
There's
some
photos
up
there,
and
so
again,
just
thank
you
to
all
city
staff.
A
I
mean
from
so
many
different
departments
that
made
that
a
huge
success
and
also
to
the
young
kids,
the
one
in
the
essay
contest
amazing
to
watch
these
youngsters
get
up
there
and
do
their
speech
from
memory
in
front
of
a
crowd.
I
mean
that
to
me
is
amazing,
you
know,
but
they
always
knock
it
out
of
the
park.
So
you
know
it
just
shows
that
we
have
a
you
know.
Our
schoolchildren
are
doing
very
well
and
appreciate
them
and
again
thank
you
to
the
community
for
coming
out
to
celebrate
dr.
A
A
We're
gonna
do
some
teaching
to
teach
folks
how
to
play
pickleball
I've,
never
played
it.
I'm
going
I
want
to
see
what
it's
all
about.
They
say
it's
kind
of
like
a
mix
of
paddle,
tennis
and
and
regular
tennis,
and
so
I'm
gonna
come
forward.
So
please
come
on
out
we'll
have
instructors
there.
We're
gonna,
provide
the
paddles
and
the
balls
and
some
refreshments
and
protein
bars
and
all
that
so
just
come
out
and
have
some
fun.
I
also
want
to
thank
the
Chamber
of
Commerce.
A
They
put
together
their
first
annual
5k
walk
and
run
over
at
Inglewood.
Park
Cemetery
and
it
turned
out
again
was
tremendous.
You
know
everybody
had
a
good
time.
Everybody
out
there,
look
at
that
guy
telling
you
man,
but
you
know
we
just
had
a
fun
time.
That's
my
son,
and
that's
actually,
our
dog
Kobe,
you
know,
and
so
Kobe
ran
it
with
my
son
and
and
he
even
got
his
own
medal.
So
we
had
a
great
time
out
there
on
the
mayor
myself,
others
celebrating
the
Chamber
of
Commerce
and
what
they
do
for
our
community.
A
I
also
want
to
thank
Chris.
Jackson
I
want
to
thank
Otto,
Jason
and
Austin
from
the
sofa
Stadium.
We
took
our
our
commissioners
and
some
of
the
key
volunteers
on
a
tour,
and
so
thank
you
Chris.
It
was
great
everybody
enjoyed
it.
There's
the
group
shot
right
there,
amazing.
When
you
walk
on
there
and
you
see
I
mean
you
know,
you're,
just
surrounded
by
this
monstrosity,
and
you
see
where
it's
at
today
and
remember.
You
know:
they'll
be
up
and
running
July
1st.
A
So
there's
a
lot
of
excitement
and
again
I
just
want
to
think
that's
a
once-in-a-lifetime
opportunity
to
go
and
see
what
they're
doing
now
in
anticipation
of
when
it
opens.
So.
With
that
being
said,
I
know
we're
gonna
close
and
the
memory
of
Kobe
Bryant,
but
I'd
be
remiss
if
I
didn't
say
that
you
know,
besides
being
a
stellar
athlete
amazing
athlete
a
family
man.
My
heart
goes
out
to
his
wife.
A
Three
daughters
can't
even
begin
to
imagine
what
the
mayor
will
be.
Closing
and
saying
more
words
on
that,
but
mayor.
If
you'd
also
do
me
a
favor
and
close
in
the
memory
of
the
mother-in-law
of
a
very
good
friend
of
mine,
Dennis
Smith,
who
played
for
the
Broncos,
miss
honoree,
H,
o
lor,
EE
and
gonna,
be
missed.
So
with
that.
Thank
you
all
and
we'll
see
you
saturday,
at
Northpark,
Thank.
C
Yes,
I
will
reflect
also
the
magnitude
of
effort,
time
and
preparation
for
an
outstanding
ceremony
event
that
took
place
at
the
Church
of
the
church
tabernacle
at
faithful
central
for
the
MLK
celebration.
My
heart
goes
out.
The
staff
are
their
endurance
and
preparations
for
these
young
children
to
be
able
to
reflect
on
our
distinguished
Martin,
Luther,
King
jr.,
and
now
we
identifying
the
value
of
what
he
brought
to
this
nation.
This
country,
but
also
now,
is
in
their
heart
and
has
permeated
in
their
lives
to
be
our
future
generation.
C
I
also
am
very
proud
to
see
the
magnitude
of
the
community
I've,
never
seen
as
much
community
on
the
parade
route
and
encouraging
us
and
promoting
the
King
Day
happy
King
Day
that
took
place.
This
was
definitely
phenomenal
and
my
hats
off
to
the
community
to
embrace
the
moment.
I
also
want
to
thank
the
staff
for
their
repeated
support,
particularly
for
district
4.
We've
had
a
number
of
taggings
that
go
along
and
your
efforts
to
help
us.
C
You
address
the
issues
of
concerns
regarding
homelessness,
but
also
the
constant
inquiries
of
our
street
repairs
and
when
sidewalks
and
aprons
of
driveways
are
all
going
to
be
addressed,
and
that
has
been
cued
in
the
various
budgets
to
handle.
That
and
housing
has
constantly
been
an
issue
of
concern
in
which
we
shared
before
when
it
came
to
the
volunteers,
commissioner,
breakfast
that
we're
weighing
in
also
on
addressing
the
parking
issues
throughout
the
entire
city.
So
we
have
a
committee
that
is
assessing
that
as
well.
C
I
would
be
remissed
also
if
I
didn't
reflect
on
the
staff
person
erik
Dobie,
Turner
and
his
family
and
his
loss
is
our
city
employee.
But
now
I
put
the
onus
on
staff
as
Sabrina
Barnes
is
around
Dobie
and
I
took
great
pleasure
of
being
gardeners
and
Dobey
actually
took
time
to
establish
a
garden
at
Darby,
Park
and
I'd
like
to
make
sure
it
continues
on.
C
So
if
the
staff
would
continue
to
harvest
those
collard
greens
and
the
other
vegetables
that
he
had
there,
that
would
be
certainly
an
honor
of
him
and
then
finally,
the
mayor
will
be
closing
in
honor
of
Kobe
Bryant
and
the
other
eight
individuals.
Slight
reflection,
I
just
want
to
identify
that
one
of
my
boy
scouts
was
at
the
the
forum
we
participated
and
some
volunteer
work,
and
we
had
the
pleasure
of
meeting
Coby
and
some
of
the
other
players
and
they
was
issued
jerseys,
which
they
can
now
value
for
an
eternity
and
that
note
I.
B
E
E
And
you
know,
I'm
always
amazed
that,
folks,
that
that
grow
up
in
Inglewood
they
leave
they
do
these
great
things.
They
come
back
and
just
there's
nothing
like
coming
back
home
and
the
special
things
that
they
get
to
say
about
the
city
and
nowadays
how
good
they
feel
about
how
far
we've
come,
so
that
that
makes
you
feel
good.
Of
course,
the
stars
in
the
show
are
always
the
kids.
We
all
get
to
speak,
but
I'm
sure
they
are
the
stars.
So
thank
you
to
staff
who
continue
to
put
that
together.
E
I
won't
take
long,
but
I
do
want
to
say
something
about
Kobe
Bryant.
You
know
it's
funny
how
much
it
affected
all
of
us.
It's
amazing,
in
our
family.
You
know
it's
my
boys.
First
hero
growing
up,
it's
the
one
that
they
recognized.
First,
they
acted
like
they
tried
to
mimic,
and
so
but
it
isn't
you
you
think
it's
just
you
your
family,
but
it
isn't.
Until
you
see
everything,
that's
going
on
that
you.
You
recognize
the
magnitude
of
what
this
young
man
did
and
how
much
of
a
part
of
LA
he
was.
E
You
know
there
was
an
article
today
or
yesterday,
one
of
the
yesterday
or
today
about
the
impact
he
had
with
the
Latino
community
and
how
many
fans
he
had
there.
Of
course,
he
married
a
Mexican,
American
girl
and
there's
he
just
exemplifies,
really
what
you
become
in
LA
right.
You
you
take
over
all
these
diverse
groups
and
you
make
them
feel
like
you're.
E
Their
hero
and
I
can
tell
you
that
there's
been
songs
in
what's
called
Kiva's
there's
a
rap
now
with
bad
bunny
in
Spanish,
both
in
Spanish
they've
been
playing
them
all
day
in
the
Spanish
radio
stations.
Some
some
have
been
written
for
years
because
of
how
much
they
lift
up
to
him
and
I
just
wanted
to
say
that
you
know
that's
our
real
example
when
people
pass
so
anyway.
B
Before
I
go
to
closing
any
honor
of
the
local
people
and
Kobe
Bryant,
who
actually
played
here
locally
for
a
few
years
before
they
went
this
table
Center
one
have
a
brief
discussion
about
the
Khafre
number
and
Morlock
senator
Morrill
acts
report.
He
he
issues
a
report
every
year
and
he
represents
a
largely
rural
set
of
cities
and
the
cities
that
have
the
largest
unfunded
liabilities
that
related
in
the
kafir
are
smaller
cities
with
a
low
number
of
employees.
B
In
fact,
one
of
the
three
best
cities
that
he
lists
this
Stockton
as
third
best
and
Stockton
went
bankrupt
in
2013
they
discharged
all
of
their
most
of
their
unfunded
liabilities.
Now,
let's
talk
about
perspective
for
what
this
450
million
dollar
number
means
on
that
list.
The
three
of
the
worst
according
to
Morlock
are
Inglewood
Pasadena
and
Torrance.
B
Three
are
the
most
financially
stable
cities
in
the
country,
one
of
the
biggest
numbers
in
the
kafir'
for
unfunded
liability,
which
it
measures.
Basically,
your
total
net
liabilities
versus
your
total
assets
for
a
city.
Okay,
so
that's
like
you
owning
three
or
four
houses.
The
recession
hits
the
houses,
aren't
worth
what
you
paid
for
them
and
then
somebody's
saying
well
you're
in
terrible
financial
condition,
but
you
know
if
you
hold
on
to
those
houses.
Of
course,
this
the
economy
is
going
to
recycle.
We
have
a
big
thing
like
that.
B
With
the
unfunded
liability
for
purrs
purrs
makes
an
estimation
California
Public,
Employee,
Retirement
System.
They
make
an
estimation
of
what
it
would
take
today
to
fund
the
retirements
of
everyone
who's
out
there,
that's
retired
from
you
and
everyone
that
works
here
based
on
actuarial
tables,
that
they
will
live
X
number
of
years,
okay,
and
so
what
they're
saying
is,
if
everybody
retired
today
this
is
what
it
would
take
to
pay
their
retirements
until
they
died
and
well
that
doesn't
really
occur,
and
that
number
is
adjusted
every
two
years
based
upon
the
stock
market.
B
They
expect
to
get
7%
return
on
their
money.
It's
based
on
the
stock
market
and
it's
based
on
the
number
of
employees
you
have
and
the
wages
that
they're
paid.
Now
the
real
is
this:
that
what
is
most
important
is
your
ability
to
pay
your
unfunded
liability.
Payment
Inglewood
has
always
paid
its
unfunded
liability
payment,
as
opposed
to
some
cities
that
have
been
paying
interest
only
and
they're
underfunded
balance
the
number
grows,
because
they
also
expect
to
get
7%
interest
on
that
money.
B
B
It
has
no
meaning
when
it
comes
to
the
operation
of
the
city
and
I
hope
I
made
that
clear
now,
I
want
to
close
in
the
name
of
honoré
Smith
Eric
Dobie
Turner
I
met
in
the
70s
when
I
was
a
police
officer
here,
and
he
was
a
kid
a
teenager
and
he
grew
up
to
join
the
city,
I
think
in
around
1987
in
the
Parks
and
Rec
Department,
and
he
has
been
such
a
blessing
for
so
many
youth
and
adults.
He
had
a
strong
moral
compass.
He
he
spoke
his
mind.
B
B
Yes
and
then
the
Santa
Monica
one
I
mean
this
is
really
something
else.
I
I
was
here
a
little
after
6:00
in
the
morning,
getting
ready
to
leave
for
the
versions
change,
it's
a
it's
a
transportation
summit
held
annually
and
you
know
their
respect
for
us
is
such
that
I've
been
invited
three
years
running
now
to
be
1
of
the
lead,
panelists
about
the
impact
of
mass
transit
and
and
so
Aang
was
held
up
as
an
example
of
people
driving
people
to
mass
transit.
B
That's
what
it
looked
like,
and
so
you
know
I
changed
my
comments
in
my
intro
to
talk
about
Kobe
Bryant.
Now
I've
known
him,
since
he
was
19
years
old
yeah
came
to
celebrity
basketball
tournament
when
I
was
a
chief
in
Santa
Monica
and
he
was
with
the
Lakers
and
he
was
you
know
just
the
kid,
but
he
was
playing
with
the
grown
men,
and
this
is
him
in
his
daughter,
Gianna.
