deficit
is

balanced
revenue,

number
actually
represents

these
are
regular
funds
again.
These
are
dollars
that
there
is
basically
unencumbered
or
there's
no
claims
to
you
know
after
all,
of
the
bills
have
been
paid.
That's
what's
really
key
about
this
and
that's
what
I
find
so
upsetting
and
what
I
find.

as
I
mentioned
last

the
city
manager
called
me
to
said
that
the
mayor
wanted
me
to
pull
to
draw
the
names
for
the
first-time
homebuyers
program
and
I
agreed
to
do
it.

I
mentioned.

unaware
that
the
first
person
would
be
a
city
employee,
otherwise
I
would
have
never
done
it.
I
have
never
been
involved
in
anything
that
I
thought
was
above.

was
not
fair
because
the
public
for
the
most
part
they
thought
this
is
a
program
primarily
for
the
public,
not
city
employees,
and
right
now
we
have
two
people
that
are
actually
are.

occupying
those
homes
and

I
had

number
of
people
that
have
approached
me
and
I
had
more
than
36
calls
just
from
last
week's
council
meeting
along
and
count,
and
also
former
chief
of
police
and
also
councilman
from
the
for
the
city
of
Los
Angeles
Bernard
parks.

that
when
he
called,
he
stated
that
it
could
put
the
city's
housing.

that
particular
program
in
jeopardy,
and
that
is
a
possibility
and

I
have
other
things
that
I'd
like
to

mayor
is
going
to
cut
me
off,
because
I
only
have
like
27
seconds
and
before
for
20
years.

treasurer
had
five
minutes
to
give
her
oral
report
and
an
additional
three
minutes
at
the
end,

give
her
concluding
remarks
so
that
I
don't
have
to
cram
everything
into
three
minutes,

well
as
my
city,
treasurer

free
income,
tax
services
and

will
be
offering
free
income
tax

devices,
including
echo,
which
is
one
of
the
the
heightened
items
that
people
use
at
home.

stress

earthquake
threat
in
Southern
Cal

prepared?

amazed

I

out
that
the
most
earthquakes

occur
in

United
States

of

earthquake
that

reserves

spending

Englewood
far
exceeds
any
country,
any
state,
any
city
in
the
country
that
Moody's
rates
from
obligated
reserves
percentage,
and
it's
just
unfortunate.
You
know
that
the
information
would
be
prison.
It's
so
out
of
context.
Every
city
has
a
huge
unfunded
liability
projected
by
pers.
Every
city
does
Pasadena
Santa
Monica
Torrance.
These
are
larger
than
ours.

What
the
the
commonality
is
is
cities
that
have
a
number
of
employees
and
provide
good
services
and
pay
competitively
they're
gonna
have
larger
unfunded
liabilities
in
Stockton
or
Vallejo
and
cities
they
go
bankrupt.
That's
just
the
way.
It
is
it's
a
it's
a
number.
It's
one,
that'll
never
be
manifested,
but
we,
the
city,
pay
an
unfunded
allocation
towards
it
every
year
because
purses
you
got
to
do
it
both
reality
is.
We
will
have
more
than
enough
money
to
pay
our
pers
obligations.

There
are
cities
that
are
paying
interest
only
on
their
unfunded
liability,
its
7%
pers
projects,
a
7
percent
income
target
investment
target,
and
so
for
your
unfunded
payment.
They
charge
7%
on
top
of
it,
and
if
you
can't
pay
it,
some
cities
pay
just
interest
only
and
that's
a
problem
if
we
were
paying
interest
only.
That
would
be
a
big
problem
so
with
that
I
want
to
