Description
09-15-20 Inglewood City Council Meeting
A
The
conference
begins
at
1,
30
p.m,
pacific
time
and
all
interested
parties
may
join
the
conference
five
minutes
prior
to
the
meeting,
as
well
as
five
minutes
prior
to
the
meeting.
If
you're
dialing
in
from
a
cell
phone,
please
call
from
an
area
with
good
reception
if
you're
watching
the
meeting
via
facebook
live
or
channel
35,
it's
requested
that
you
mute
the
sound
of
your
video
feed
as
it
is,
as
is
delayed
from
the
phone
transmission.
A
So
if
you're
on
the
phone
mute
your
television
additionally,
when
you're
making
public
comments
on
the
phone
line,
you'll
be
an
audible
due
to
feedback
dial
in
1-888-251-2949
or
1-2-5-1-861-0-6-9-4,
using
the
specific
access
codes
as
detailed
below
for
the
council
meeting
on
september
15
2020,
the
access
code
is
9954636,
pound,
wait,
5
seconds
and
then
press
pound
again.
A
A
B
C
I'm
at
barton
city
council,
I
am
gail
matthews
district
4.,
I'm
calling
concerning
a
home
policy
and
you're
going
to
amend
the
home
policy
for
section
8
whatever,
and
I'd
like
to
get
an
update
on
where's
the
manual
available
and
also
on
honest
101.
C
Now
you
want
to
give
other
duties
to
the
manager
or
the
city
clerk
or
whatever
you
call
it.
That
is
retaliation,
and
I
don't
think
you
understand
that
residents
are
aware
of
what's
going
on
with
this
council
and
either
you're
going
to
lead
or
you
have
to
get
out,
because
it's
simply
not
going
to
put
up
with
it
anymore
and
they
got
to
be
informed
and
I'm
disappointed
completely
in
this
whole
council
and
and
then
there'll
be
some
investigations,
and
it's
too
much
that's
going
on.
C
That
needs
your
attention
that
you
simply
off
to
the
races
on
something
that
doesn't
count.
C
C
He
do
live
out,
they
and
you're
in
a
position
to
stabilize
the
whole
entire
south
bay,
but
yet
you're
wrapped
up
with
bright
lights
and
a
bunch
of
noise
and
people
are
really
upset
about
it.
C
B
D
Okay,
I'd
like
to
know
why
there's
so
many
towing
services
being
built
on
the
same
in
the
same
issue.
D
It's
like
several
this
thing's,
like
several
pages
of
it,
and
I
would
also
like
to
say
what
is
going
on
regarding
the
treasurer,
because
it
seems
like
it's
more
of
a
poo
doesn't
seem
as
though
it's
being
done
in
the
interest
of
the
citizens,
because
that
the
mayor
is
going
to
be
basically,
it
seems
to
be
having
control
of
the
bank
that's
chosen,
etc,
and
that
it
doesn't
seem
as
though
the
treasure
is
going
to
be
in
this
new
committee
that
is
being
formed
apparently
and
doesn't
seem
like
she's
on
the
list,
and
there
have
been
many.
D
Things
have
been
done
to
silence
the
treasurer
as
well
as
the
citizens
and
anybody
who
descend,
and
it
appears
that
the
mayor
is
making
good
on
his
promise,
slash
threat
to
take
all
the
power
away
from
the
treasurer
and
from
that
office.
If
the
treasurer
is
only
going
to
be
having
fifty
thousand
handling
fifty
thousand
dollars,
then
it
begs
the
question
first
of
all,
why
are
you
doing
that?
And
why
are
you
doing
this
manner?
D
And
if
you
look
at
who's
on
the
committee-
and
it
seems
as
though
each
of
these
people
are
going
to
be
in
full
support
of
the
mayor
and
whatever
his
agenda
is
instead
of
working
fully
for
the
citizens
and
also
having
having
a
place
for
oversight,
there
needs
to
be
oversight
in
this
whole
thing,
we've
already
seen
how
much
of
our
money
has
been
handled
there.
While
there
are
some
wonderful
projects
going
on.
D
We
also
see
that
the
way
that
when
money
is
being
spent,
we're
not
being
told
about
it,
we're
not
being
asked
about
it.
It's
been
shoved
down
our
throats,
and
many
of
us
don't
even
know
about
the
many
wonderful
things,
because
we're
never
told
about
it.
We're
informed
about
it
and
our
money
is
going
towards
those
things.
There
needs
to
be
change.
There
needs
to
be
appropriate
accountability,
amongst
other
things.
You
guys
had
to
six
more
months
of
your
election
time
extended
so
that
we
can
have
a
new
vote.
D
You
know
all
the
same
time,
there's
anything
that
are
going
on:
there's
no
accountability
in
the
citizens
and
also
there's
no
transparency
or
oversight
but
being
sold,
but
slander,
we're
being
shut
down
and
we
have
no
access
to
anything
and-
and
then
you
do
this
to
the
treasure
on
top
of
it,
that's
just
everything
just
to
sleep.
It
just
reads:
you
guys
can
do
better.
We've
asked
you
to
do
better
and
you
refuse
to
do
so.
E
Yes,
I've
been
gone
for
pretty
near
two
years.
Thank
you
for
acknowledging
the
international
newspaper.
I
guess
it's
time
to
be
irritating
once
again.
The
mayor
needs
to
acknowledge
that
he
is
one
of
seven
elected,
not
the
only
one
elected
the
four
who
go
along
with
him,
ruthie
lee
to
recognize
that
two
others
are
also
elected.
E
The
power
suppositions
of
those
two
are
given
to
them
by
the
elected
and
should
never
be
taken
away
by
the
other
elected
to
suggest
that
it
would
be
appropriate
to
let
the
man
who
lost
his
job
at
la
housing
authority
because
of
mismanagement
is
definitely
now
capable
of
taking
care
of
our
money
among
the
biggest
slapping
faces.
You'd
ever
come
up
with.
E
You
may
not
like
the
current
approach.
This
isn't
like
others,
this
isn't
about
who
likes
to
this
is
about
what
the
people
of
this
community
have
elected
to
have
served
as
their
treasure.
It's
not
your
money.
It
is
the
people's
money.
You
have
your
family's
faces
as
if
it
was
your
personal
piggy
bank,
whether
your
other
disgraced
friend
that
physician
your
girlfriend
et
cetera,
et
cetera.
But
this
is
our
money.
If
you
want
to
imply
all
have
all
those
other
people
employed
by
you
run
your
own
company
with
your
own.
A
Thank
you
caller
and
welcome
back.
Are
there
any
other
callers.
F
F
This
is
curtis.
I
just
want
to
respond.
Then,
before
we
start
having
this
the
arena
and
the
footballs-
and
you
know
you
know,
I
think
we
should
love
each
other.

H
G
Staff
report
recommending
adoption
of
an
of
the
revised
and
updated
investment
policy
and
procedures
delegating
the
authority
to
the
finance
director
or
designee
to
invest
all
of
the
city's
funds,
except
for
an
amount
of
no
more
than
fifty
thousand
dollars
to
be
managed
by
the
city.
Treasurer
and
the
introduction
of
an
ordinance
amending
the
inglewood
municipal
code
for
the
reassignment
of
city
duties.
A
A
Brave
rundown
of
the
high
points
of
what
this
changes
as
far
as
the
duties
and
the
reassignments
goes
from
two
exactly.
J
J
K
J
J
The
changes,
the
changes
that
are
reflected
in
this
ordinance
or
this
action
is
number
one.
It's
updating
and
revising
the
city's
investment
policy
and,
as
a
result
of
a
lot
of
the
development
in
the
city
bringing
having
having
the
investment
of
the
funds
a
little
more
closer
to
align
with
the
operations
of
the
city
and
the
developments
that
are
going
on.
J
The
amendment
of
the
ordinances
is
to
assign
the
authority
to
because
the
mayor
is
the
person
who
actually
signs
contracts
on
behalf
of
the
city,
it
states
that
the
mayor
will
also
sign
the
contract
for
any
banking
arrangements
as
well.
J
The
item
2b
is
to
repeal
the
section
which
puts
the
general
auditor
back
into
the
city
clerk's
office,
and
therefore
financial
reports
will
be
coming
from
the
city
clerk's
office,
from
the
finance
department
to
the
city
clerk's
office,
provided
presented
to
the
council
item.
2C
is
an
amendment
again
in
line
with
a
lot
of
the
new
business
developments
in
the
city.
J
A
J
A
And
this
is
basically
what's
happened.
Is
these
ordinances
were
enacted
decades
ago
for
a
city
that's
far
different
than
it
is
now
that
that
has
a
far
bigger
financial
performer
that
has
much
more
to
deal
with
in
terms
of
you
know,
managing
an
unfunded
liability
profile
that
we
didn't
have
to
do
before.
Is
it
out
of
keeping
mr
fields
for
the
ceo
of
the
city
to
end
up
being
the
signature
on
the
banking
instruments?
Yes,
that's
consistent
with
a
lot
of
other
larger
municipalities.
Okay,
exactly.
H
Mayor
just
to
make
that
point,
even
one
further
sure
I
just
want
to
clarify.
I
know
there
were
some
questions.
Someone
mentioned
in
one
of
the
callers
that
there
is
no
conflict
with
the
charter
on
any
of
this
determined.
Here
I
don't
know
if
mr
campos
wants
to
answer
it,
I'm
sure
he
looks
at
it
legally.
H
A
A
However,
the
the
treasurer
has
been
disagreement
with
some
major
things
that
we
have
done
to
improve
the
financial
position
of
the
city.
One
was
a
debt
swap
for
a
hundred
million
dollars
to
pay
off
our
unfunded
liability
that
debt
swap
for
that
payment
saved
us.
Eight
million
dollars
this
coming
year,
eight
million
dollars-
and
it
swept
us
from
seven
percent
debt
to
perth
to
a
three
percent
bond
payment.
A
She
quoted
a
gentleman
named
morlock,
who
is
has
nothing
to
do
with
the
city
of
englewood
as
saying
that
that
was
a
bad
move,
that
savings
of
8
million
will
go
a
long
way
next
year
to
making
up,
for
you
know
what
we
lost
in
due
to
covet
impacts
on
the
city
this
year,
so
that
also
hurts
the
city's.
A
Status
with
rating
agencies
as
well,
when
someone
is
misguided,
like
that
now
another
thing
that
the
treasurer
said
is
that
we
are
in
the
worst
financial
shape
that
she's
known
of,
and
I'm
going
to
read
a
paragraph
from
moody's.
Investors
service,
an
issuer
comment
from
january
21st
as
far
back
as
2016.
A
A
A
29
million
almost
30
million
reserves,
and
this
was
their
statement
finances.
The
financial
position
of
a
city
is
robust
and
is
a
notable
strength
when
compared
to
its
a1
rating,
the
cash
balances.
The
percent
of
revenues-
41.9
percent-
is
stronger
than
the
u.s
median.
Moreover,
the
fund
balance,
as
a
percent
of
operating
revenues,
far
surpasses
other
moody's
related
cities
nationwide
and
saw
an
impressive
increase
from
21
2011
to.
K
K
A
A
L
Was
the
union
negotiations
with
ipoa,
ipma
and
seiu
as
to
that
his
status
was
given
and
as
to
cs2,
which
is
the
closed
session
regarding
tobin
vs,
the
city
of
inglewood?
As
to
that
the
status
of
the
matter
was
given
to
the
city,
council
and
direction
given
to
staff
and
there's
no
law
reports
from
the
city
attorney's
office.
A
G
H
M
A
B
M
Good
afternoon
my
name
is
rick
ford,
I'm
a
member
of
the
lenox
inglewood,
tenants
union,
as
I'm
speaking
now,
the
lit.
U
is
picketing
and
rallying
in
front
of
city
hall,
we're
demanding
cancellation
of
rent.
No
half
measures
can
solve
the
crisis
of
mass
evictions,
that's
that
are
looming
on
the
horizon
and
that
being
mass
evictions.
In
the
midst
of
a
pandemic,
we're
protesting
the
city
council's
failure
to
hold
a
real
public
hearing
on
the
city's
sweetheart
deal
with
the
clippers
and
finally,
we
are
protesting.
A
M
The
rent
that
has
been
owed
in
the
past
that
people
have
have
incurred
as
a
result
of
this
pandemic
and
as
a
result
of
the
mass
unemployment
that
has
taken
place
in
the
midst
of
this
pandemic.
And
you
believe.
A
L
A
D
Just
because
you
say
it
is
doesn't
mean
it's
dull,
just
because
you
can
do
it
doesn't
mean
you
should
and
you've
been
paying,
for
you
know
you
pay
for
moody's,
bond
rating
and
the
list
of
the
ways
that
you
all
have
wasted
our
money
and
giving
away
our
money
is
super
long,
and
I
don't
have
time
in
a
minute
to
go
over
every
single
thing.
You've
assessed
this
for
things
that
have
never
been
fixed
and
you
keep
reassessing
it.
D
You've
wasted
our
money
on
frivolous
lawsuits
like
the
one
to
hear
it
that
you
did
against
the
hero,
which
your
city
attorney
should
have
told
you.
It
was
a
dog
of
a.
Are
you
giving
away
the
opportunity
zone
to
the
clippers
with
the
parking
area,
the
things
that
are
we
doing?
Why
am
I
being?
Why
am
I
being
buzzed
out
your
bonuses,
paying
off
people,
your
former
girlfriend
and
other
critical
items?
Vendors,
the
signature
on
the
ordinance
is
not
even
already
field.
Why
can't
he
find
things?
D
C
C
C
L
A
I
I
Okay,
then
I'd
like
to
to
thank
the
public
for
coming
out
to
the
streaming
event.
We
had
the
highest
turnout
for
sweating
that
we've
had
in
the
last
six
years.
We
shared
over
three
and
a
half
tons
of
recycled
paper.
F
I
Can't
forget
to
congratulate
congratulate
my
assistant,
alicia
smith,
for
her
hard
work
and
dedication
to
this
event
to
help
it
come
off,
patricia
patrick
commissioner
bill
west
commissioner,
charles
braggs
and
my
youth
commissioner
malik
diaz
and
the
englewood
youth
foundation
and
one
more
person,
doris
obi.
I
I
We
can
only
keep
the
truck
to
12
o'clock,
so
we
will
be
doing
another
one
in
february
pay
attention
to
the
time
some
of
the
people
were
in
line
at
8
30
this
time.
So
if
you
want
to
get
them
straighted
and
we
want
you
to
shred
them,
try
to
be
there
on
time.
Thank
you
very
much
and
everybody
have
a
wonderful
day.
N
Thank
you
mayor.
Just
a
couple
of
quick
items.
Number
one
is
just
to
make
sure
everybody's
filling
out
and
completing
your
2020
census
that
that
again
is
very
important
for
every
community,
not
just
here
in
england,
but
everywhere
make
sure
you
get
your
senses
completed
and
turned
in
now.
Just
let
it
sit
on
your
kitchen
table
that
goes
as
well
with
your
right
to
vote,
make
sure
you're.
Turning
in
your
your
voting
vote
by
mail
paperwork,
get
that
turned
in
you
know:
don't
don't
let
that
linger
and
get
lost
or
misplaced.
N
N
Oh
going
back
to
the
census,
you
know
you
may
have
folks
coming
to
your
door
to
to
make
sure
that
you're
doing
your
senses,
please
they
will
have
id
with
them.
You
know
make
sure
they
show
you
some
some
id
before
you
you,
you
know,
engage
with
that
person,
so
we'll
have
id
on
them.
Tonight
is
games
final
game
for
the
clippers
to
win
six
o'clock,
so
we're
rooting
for
our
clippers.
So
please,
you
know,
let's
hope
they
get
this
thing
done
tonight.
N
Tomorrow
is
mexican
independence
day
different
than
cinco
de
mayo.
Tomorrow
is
actually
mexico's
independence
day.
So,
if
you're
celebrating
celebrate
safe,
remember
we're
still
in
a
pandemic,
so
keep
that
in
mind
social
distancing
wearing
your
mask,
you
know,
but
we
certainly
are
celebrating
the
mexico's
independent
day,
and
then
I
just
want
to
you
know,
congratulate
my
niece
marisa
and
her
husband
pedro.
They
got
married
this
past
week.
So
congratulations
to
marisa
and
pedro
lara.
N
K
H
Thank
you
and
I
just
want
to
say
that
if
we
could
buy
the
moody's
bond
rating,
why
didn't
we
do
it
sooner?
We.
H
That's
one,
the
other
one
is
the
fact
that
you
know
I'm
amazed
at
how
many
folks
really
think
that
we're
here
not
watching.
The
truth
is
that
the
federal
government
both
has
checks
and
balances
with
congress,
the
senate
and
the
president.
They
check
each
other
and
make
sure
that
the
decisions
are
in
the
right
hands
and
being
done
right.
It's
no
different
than
what
we
do
here.
That's
our
fiduciary
duty,
that's
how
we
handle
it
and
we
are
doing
what
we
believe
is
best
for
the
city
of
englewood
at
this
time.
H
That
being
said,
just
want
to
say
oh
happy
birthday
to
my
mom,
you
know
it's.
She
is
73
today
going
strong,
it's
funny
because
on
on
our
birthdays,
she
always
cooks
our
mexican
or
our
favorite
mexican
meal,
and
today
she
wants
ribs
and
fried
chicken.
So.
H
M
A
Thank
you.
You
know
real
quick
about
the
comment
about
the
city.
Now
in
2011
we
had
an
18
million
structural
deficit
and
we
were
down
to
our
last
at
that
time.
10
million
dollars
in
on
restricted
reserves
along
the
way
you've
had
people
say
that
oh
we
tried
to
hide
our
position
from
the
nfl,
even
though
our
financial
position
had
nothing
to
do
with
the
decision.
But
you
know
we
we
had
someone
say
we
we
did
that
lately,
you
know
a
lot
of
noise
about.
A
You
know
that
we've
never
been
so
deep
in
debt.
Mr
matthew
for
at
least
seven
or
eight
years
has
said
we're
a
billion
dollars
in
debt.
You
know
it's
it's
it's
absurd,
but
the
proof's
in
the
pudding
now
right
now
there
are
a
number
of
cities
that
are
about
to
do.
Furloughs
the
city
of
los
angeles
has
notified
15
000
employees
that
they
will
be
going
on
a
furlough
of
some
duration
to
cut
expenses
to
the
shortfall.
A
A
We
have
sufficient
reserves
to
still
be
in
a
strong
position,
even
covering
the
shortfall
from
this
year
and
covering
a
shortfall
that
we
anticipate.
Will
it
last
till
at
least
march
most
everyone
made
an
estimate
that
the
pandemic
related
impacts
would
be
over
by
september
in
their
budgets.
We
didn't
do
that.
A
Our
estimate
is
stressed
out
to
march
and
so
the
proof's
in
the
pudding,
you
can't
make
up
money,
and
so
it's
just
so
offensive
when
you
have
people
that
that
are
in
positions,
some
in
a
position
of
authority
that
deliberately
mislead
the
public
for
their
own
selfish
motivations.
A
We
would
have
been
irresponsible
not
to
take
these
measures
to
ensure
that
we
had
stability,
continuity
and
alignment
of
our
investment
decisions
and
our
handling
of
our
funds.
So
with
that,
I
want
to
adjourn
a
meeting
and
look
forward
to
seeing
everybody
next.
