Description
08-25-20 Inglewood City Council Meeting
A
B
A
C
Before
we
begin,
I
will
call
the
instructions
for
the
telephone
listening
to
the
meeting
and
making
oral
public
comments.
Members
of
the
public
can
participate
in
the
meeting
by
telephone
to
listen
and
make
comments
by
using
the
following
dial
in.
C
C
C
I'll
go
ahead
and
reviewing
and
listening
to
the
meeting
without
making
public
comments,
I
think
we're
fine
yeah
that
completes
the
instructions
for
the
phone.
I
know
that
the
mayor
may
be
coming
back
right
now.
Do
you
know
if
he's
recessed
it
if
he
he'll
be
back.
C
Okay,
we
will
move
forward,
we've
done
the
pledge
of
allegiance.
Madam
clerk
has
to
the
quorum.
C
Yes-
and
we
will
now
take
public
comments
regarding
agenda
items,
do
we
have
anybody
in
the
community
room.
D
D
According
to
the
documents
in
the
city
council
agenda
packet,
it's
for
services
rendered
august,
1,
2019
to
september
27,
2019,
one
invoice
for
eleven
thousand
six
hundred
and
fourteen
dollars
and
the
other
invoice
is
for
a
1468.87
and
that
enforces
for
services
rendered
october
1st
2019
through
november.
The
19th
I'd
like
to
know
for
one
thing:
why
is
this
invoice
rendered
so
late?
D
I'd
like
an
explanation
from
the
city
manager,
if
he's
capable
or
perhaps
from
the
public
works
director
if
he
is
capable,
but
an
explanation
as
to
why
we
are
paying
this
invoice
today
on
it's
on
on
the
august
25th
2020
agenda
and
this
invoice
is
almost
a
year
old.
D
You
know
this,
of
course,
is
under
louis
atwell,
who
was
promoted
to
assistant
city
manager
over
public
works.
You
know,
I
always
felt
that
you
know
that
project
was
mr
atwell
was
way
over
his
head
for
that
project.
He's
made
numerous
mistakes
my
office
caught
and
went
for
over
two
million
dollars
of
misallocation
error.
D
D
And
anyhow,
I'd
like
to
know
why
is
it
on
this
in
the
general
package
today,
almost
a
year
late
and
I'd
like
mr
atwell
to
come
out
and
explain
it
not
mayor,
but
to
give
his
information
regarding
it?
It
is
something
that
has
been
going
on
in
the
public
works
department
on
and
on
for
quite
some
time.
Mr
adwell,
is
they
basically
over
his
head
with
regards
to
that
huge
project?
We
had
a
number
of
contractors
that
had
contracts.
All
american
asphalt
had
one
for
20
million
and
acom
had
one
for
eight
hundred.
D
Eighty
thousand
five
hundred
fifty
two
dollars
p
summer
had
won
for
two
million
two
point:
nine
million
he
summoned
two
1.8
million.
Yet
with
all
these
consultants,
mr
atwell
still
makes
all
of
these
mistakes
in
his
department,
a
man
has
paid
over
four
hundred
thousand
dollars
to
do
his
job.
Why
can't
he
do
his
job?
Thank.
A
C
E
This
is
billion
with
the
africa
town
coalition
with
the
city
attorney's
office.
Again
I
see
that
a
claim
for
vehicle
damage
is
being
rejected,
so
it
needs
to
be
made
clear
where
people
could
file
these
claims
and
actually
get
reimbursed,
because
the
streets
have
been
torn
up
for
multiple
years
and
again.
Wall
sha
metro
deny
responsibility
so
now
the
city's
denied
responsibility
so
who
do
the
people
actually
file
claim
with
the
police
department?
E
We
see
with
the
traffic
safety
the
the
grant
fund
of
254
thousand
dollars
as
far
as
defunding,
the
police
and
other
cities.
One
of
the
things
they're
addressing
is
removing
police
from
traffic
stops.
So
that's
something
we
would
need
in
englewood.
Also,
the
department
of
transportation
could
be
put
in
place
to
actually
address
that
and
lastly,
with
the
housing
unit
on
beach,
we
seen
with
metro
and
with
the
stadium
local
hire
program.
E
G
I'm
an
inglewood
resident,
I
want
to
add
my
voice
movement
supporting
red
transformation
in
the
kid
moratorium
of
freezing
inglewood
we're
still
in
a
pandemic.
People
still
are
feeling.
A
A
G
H
H
H
H
I
B
I
I
A
All
right
now
do
we
pull
item
three?
Yes,
okay,
I'm
through
consent,
counter
items,
two,
four:
five:
six
and
seven,
eight
nine
and
ten.
C
A
B
I
A
B
B
B
I
B
I
B
B
A
B
C
L
Items
the
first
one
was
es1,
which
is
the
negotiation
with
the
englewood
police
management
association.
As
to
that
matter,
the
status
was
given
the
discussion
held
and
direction
given
to
staff,
as
the
cs2
is
the
case
with
sean
reedy
at
all
versus
city
of
inglewood.
As
to
that
a
status
was
given
the
direction
given
to
staff
s2a2.
There's
no
oil
report
from
the
city
attorney's
office.
A
A
E
When
people
living
out
of
hotels,
it's
been
a
lack
of
any
real
effort
on
the
part
of
the
city
council
to
address
this
situation,
I
know
last
week
you
know,
y'all
felt
like
y'all
were
doing
something
by
giving
out
500
dollars,
but
again,
when
you
consider
1500,
isn't
even
the
law
of
what
people
are
paying,
but
if
that
was,
they
would
owe
what
six
thousand
dollars
after
september.
So
what
is
500
going
to
do?
A
D
D
Regarding
that
also
I'd
like
to
point
out
that
you
know
you
have
basically
cost
this
city
more
than
two
million
dollars,
a
million
dollars
paid
for
trash
collection
above
the
lowest
bidder,
to
give
your
brother
a
job
also
as
of
july,
our
general
liability
claims
that
is
at
9.4
million,
the
largest
ever
according
to
our
own
accounting
records,
and
also
I'd
like
to
point
out
that
regarding
the
accident
that
you
was
involved
in
you,
you
would
decide
you
have
already.
You
were
the
cause
of
it.
D
A
A
M
M
M
12
percent
of
american
adults
or
30
million
people,
reported
that
their
household,
sometimes
or
often
doesn't
have
enough
food.
In
the
past
week,
I'm
quoting
from
the
article
and
for
black
and
latino
households
that
share
was
about
21
percent.
I
can't
imagine
that
a
city
like
englewood
wouldn't
have
devastating
effects
for
the
residents.
H
H
H
Every
time
we
speak,
we
can't
be
heard
because
you're
doing
it
deliberately
now
the
mayor
manager,
city
manager,
councilman,
padilla
and
others
are
refusing
to
take
meetings.
Refusing
to
answer
phone
calls
receiving
you
do
email
and
respond
to
emails
or
address
anything.
We
cannot
get
anything
done.
The
federal
government
needs
to
come
in
now
because
you
guys
are
refusing
to
help
us
the
citizens
who
are
paying
for
your
all
the
things
that
are
going
on
and
for
your
salary.
Thank
you.
A
Okay,
okay,
it
looks
like
we
have
one
more
caller
down
in
the
I
mean
speaker
down
in
the
community.
N
Yeah
hi
my
name's
lily,
I'm
a
district
one
resident.
First
and
foremost,
I
wanted
to
bring
up
that
these
meetings
are
really
inconvenient
for
a
lot
of
folks
in
the
community.
N
N
O
Yes,
this
is
kind
lingerman
single
from
africa,
town
coalition,
yeah
man,
mayor
bush,
you're,
one
of
the
most
corrupt
mayors
that
this
city
ever
been
you
it's
an
insult
to
the
to
the
community
to
the
city,
500
dollars
for
rental
sisters
that
ain't
some
places
near
city
hall
near
near
where
the
england
state
was
at
the
rain,
went
up
to
three
thousand
dollars
a
month.
O
A
Okay
with
that
we'll
close
public
comment,
councilman
morale-
I
mean
she's
dustin.
Do
you
have
any
comments
from
district
one.
J
Yes,
thank
you,
mr
mayor.
First
of
all,
I'd
just
like
to
invite
everybody
to
this
threatening
event.
On
september,
the
12th
9-12
the
icop
center
29-1
westminster
manchester.
Please
come
on
time
because
the
truck
will
only
be
there
until
12
o'clock.
Other
than
that,
I
want
everybody
to
be
safe.
Wear
your
mess,
keep
your
distance
and
let's
defeat
this
virus.
K
Great
thank
you
mayor
and
just
wanted
to
thank
staff,
chris
jackson,
all
his
staff.
You
know,
assistance
with
the
city
manager
and
royce,
and
augustine
or
gustavo
for
helping
us
with
this
project
at
7
16
to
7
30
with
speech,
I
mean
there's
many
other
projects
that
we
work
on.
But
again
I
see
roberto
chavez
back
there.
Thank
you
for
helping
us
get
this
thing
going.
I
know
that
I've
talked
to
some
of
the
residents
in
that
area.
They're
excited
about.
Finally
getting
something
into
that
vacant
lot.
K
You
know
and
it'll
just
take
away
from
providing
also
the
opportunity
for
folks
to
to
dump
their
sofas
and
and
other
stuff.
But
again,
thank
you
very
well
done
staff
report.
I
appreciate
it.
I
appreciate
the
fact
that
we're
gonna
have
right
now
it's
looking
at
42,
affordable
housing
units.
You
know,
so
that's
really
going
to
be
nice
for
our
community.
So
again,
very
much
appreciate
it.
K
It's
good
to
see
that
we
have
so
many
community
organizations
that
are
still
giving
back,
and
I
know
the
chamber
of
commerce
is
still
providing
meals
for
community
members.
I
know
the
school
district
does
it,
you
know
and
they've
been
providing
them
for
their
students
and
their
meals
that
that
are
important
for
our
community
members.
So
I
want
to
thank
all
these
organizations
for
doing
your
part
to
continue
to
provide
for
our
residents
and,
more
importantly,
for
our
young
children.
I
know
sabrina
barnes
back
there.
I
know
that
parks
and
rec.
M
K
You
know,
but
I
just
want
you
to
know
that
the
city
is
doing
our
part
to
help
in
bigger
ways
and
as
it
relates
to
and
I'm
just
gonna
touch
on
it,
real
quick
lewis,
apple
you're,
doing
a
stand-up
job
as
well
as
the
rest
of
our
staff.
These
are
trying
times
everybody's
doing
more
with
less
so
it's
just
disappointing
when
somebody
will
go
up
here
and
go
on
a
rant
and
start
condemning
somebody
for
the
work
that
they're
doing
you
know,
and
it's
uncalled
for.
First
of
all,
it's
not
true.
K
Second
of
all,
it's
uncalled
for,
and
if
you
know
mr
ogwa
like
we
know
him,
and
you
know
the
rest
of
our
staff,
you
know
that
everybody
is
giving
a
hundred
percent
all
our
staff.
You
know
we're
doing
so
much
during
these
trying
times
to
keep
the
city
of
englewood
moving.
So
I
want
to
commend
everybody
and
continue
to
do
the
great
work
you're
doing
with
that
enjoy
the
rest
of
your
week.
Thank
you.
So
much.
I
Year,
yes,
I
echo
those
same
sentiments
of
alex
padilla
regarding
louis
atwell
and
staff.
We
are
a
great
team
because,
together,
everyone
accomplishes
more
and
we
encourage
everyone
to
stay
on
board
and
stay
focused
for
the
team
inglewood
as
much
needed
stay,
stay
healthy,
be
safe
and
have
a
blessed
day.
Thank
you,
mayor.
C
Likewise,
just
I
mean
staff
deserves
us
all
to
mention
them
when
when
they
get
beat
up
like
that,
I'll
say
that
we
are
a
very
difficult
bunch
to
please
and-
and
I
can
tell
you
that
so
if
you
know,
if
we're
telling
you
you're
doing
a
great
job,
you're
doing
a
great
job,
so
lewis,
robert
sabrina,
as
always
even
chris
and
of
course,
artie
of
course,
artie
again,
but
you
know
just
the
standard
that
you
guys
put
up
and
the
work
that
you
guys
do
and
the
projects
we've
done.
C
The
truth
is
anybody
could
say
anything
but
just
believe
your
own
eyes.
That's
all
you
really
have
to
do
in
the
city
of
englewood.
These
days
drive
around
look
around
look
at
the
budget.
Look
at
the
budget
for
the
last
five
years
and
just
study
all
five
and
see
the
trends.
I
mean.
That's
really
all
you
have
to
do
and
those
are
the
facts.
You
know
these
days.
You
can't
give
away
five
hundred
dollars
and
not
get
beat
up
rather.
C
That's
how
good
you're
doing
right
so
the
truth
of
the
matter
is
is
that
that
was
a
well
studied
program
that
staff
put
together
forevers.
It
was
well
thought
out
the
amount
you
will
have
people
who
disagree.
People
who
agree
you
know,
and
the
truth
of
the
matter
is,
is
that
that
money
is
not
intended
to
solve
all
of
the
problems
out
there.
That
is
an
intention
of
a
city
supporting
their
residents
for
whatever
they
need.
They
can
use
that
to
help
them
through
this
covid
crisis.
C
A
lot
was
spoken
about
about
the
schools.
You
know
that
conversation
belongs
elsewhere.
We,
as
alex
mentioned
all
of
us
work
with
our
schools
to
do
what
we
can,
but
the
truth
is
they're
an
extension
of
the
state,
and
we
support
the
fact
that
the
state
should
do
more
and
all
of
our
kids
should
have
as
much
resources
as
they
can
to
get
through
this
this
crisis.
C
A
C
A
Now
you
know,
first
of
all,
the
only
people
who
have
to
use
it
for
rent
are
those
that
are
receiving
section,
8,
assistance,
okay
and
and
that's
because
of
federal
law,
the
others,
the
people
that
have
lost
their
jobs
through
the
covet,
or
they
have
got
a
lesser
paying
job
due
to
kovac.
That's
500
in
a
debit
card
to
use
to
help
your
family
there's
no
way
that
two
million
dollars
can
solve
either
homelessness
or
the
cova
crisis.
A
But
for
a
city
of
our
size,
that's
a
significant
investment
back
in
our
community,
and
so
that
we've
come
to
the
point
where
people
aren't
complaining
about
crime
anymore,
they're
complaining
about
we're,
giving
people
money
hey!
We
have
come
a
long
way
inglewood.
Now
let
me
talk
about
the
treasure's
comments
about
mr
atwell.
A
I
work
for
three
cities:
englewood
santa
monica,
the
city
of
los
angeles
and
now
back
to
the
city
of
englewood,
headed
for
organizations
as
a
general
manager,
assistant,
general
manager
or
ceo,
and
so
I
know
managerial
talent,
and
so
since
she
simpled
out
mr
atwell,
I'm
going
to
single
them
out
too.
First
of
all,.
A
A
A
A
Facts
broadcast
it's
a
down-to-earth
candid
talk
about
the
impact
of
covet
on
not
only
this
committee
community,
but
all
communities
like
us-
and
there
are
some
just
straight
down
to
earth
answer
answers
in
perspective.
So
I
hope
you
look
for
it.
It's
titled,
no
buts
about
it.
I,
like
that
name.
