look

statement

is
based
on
surveys
that
have
been
done
published
recently,
not
too
long
ago

the
los
angeles
times,
unemployment,
displacement
and,
specifically
with
respect
to
englewood.
I
would
point
out
the
period
from
the
announcement
of
the
construction
of
sofi
stadium
until
the
rent
control
ordinance
was
finally
passed
in
october
of
2019.

was
a
period
of
about
four
years
when
rents
skyrocketed
because
of
speculators
and
landlords
who
knew
that
their
property
values
were
going
way
up,
and
at
that
point
in
time
they
could
charge
whatever
rent
they
wanted
to
gentrification.
That
goes
with
that.
Obviously,
poverty
and
certainly
mental
health
issues
that
people
have.
So
these
are
issues
that
are
beyond
the
control
of
individuals.

a
societal
issue
to
to
pass
this
kind
of
an
ordinance
is
a
criminalization
of
houselessness
and
of
houseless
people,
not
to
mention
doing
it
in
the
midst
of
a
pandemic
is
incredibly
cruel,
and
obviously
this
is
the
new
image
of
the
city
of
englewood
and
that's
what
we
want
to
erase
from
people's
consciousness
that
there's
a
lot
of
secondary
consequences.

told

they

get
out

last
friday
and
we're
asking
that
the
city
take
responsibility

housing
those

inglewood
provide
these
resources?

claims
that
these
houses
folks

threat
to
public
health
and
safety,
but

dehumanizing

folks

being
criminalized

given
the
addition
of
help
that
they
need,

a
situation
that's
going
on.

believe

know

freeway

folks

they
were

food

resources,

were
lied

energy

council

citizens

need
ample
time
for
each
agenda
item,
not
three
minutes
for
a
total
agenda
and
our
time

shortened

interruptions

confusion.

another

at

meeting
mayor
butts
said,
he's
focused
on
the
suffering
of
renters
and
business
owners
during
coven
19.

fund
was

renters,

you're
still
ignoring
homeowners

ignoring

can't

rebut
to
the
comments
made
by
our
callers.
Yes,
councilman
faulk
and
I
were
out
on
the
cleanup
on
friday
afternoon
and
caltrans
was
not
able
to
complete.
The
cleanup
like
mayor,
said.
The
area
that
you
are
seeing
is
caltrans.
It's
not
inglewood
inglewood
starts
when
you
get
off
the
105
freeway
at
prairie.

The
city
had
cleaned
up
all
the
exterior
of
the
area,
and
the
freeway
was
the
only
thing
they
had
to
do.
Unfortunately,
they
had
eight
men
out
there
to
clean
up.
They
had
their
time
restraints,
they
got
off
at
2
30
and
they
could
not
complete
it.
So
myself,
mr
atwell,
mr
frisbee
councilman
faulk.
We
came
up
with
a
decision
to
try
to
help
them.
We
asked
caltrans
and
chp
if
they
would
shut
down
the
freeway
so
that
we
can
come
up
and
clean
up
with
them.
Unfortunately,
chp
said
they
couldn't
do
it.

So
we
came
to
another
agreement
to
ask
the
men
up
there
to
help
us
clean
up.
No
one
was
said
they
would
get
housing,
they
demanded
housing,
but
I
told
them
they
would
not
get
housing.
They
would
get
outreach
too.
There
were
outreach
that
was
out
there
from
lhasa
from
saint
joseph's
saint
margaret's.
They
outreached
to
everybody
out
there.
They
denied
help,
they
denied
help,
they
were
supposed
to
be
taken
to
a
shelter
and
they
were
okay.

They
said
they're
gonna
go
next
week,
so
everybody
out
there
was
outraged
too,
but
it
was
not
from
the
city
of
inglewood.
I
did
speak
to
the
gentleman.
I
did
ask
them
to
clean
up,
they
did
do
it.
They
tried
to
do
it
with
with
the
resources
that
we
gave.
We
gave
them
shovels,
we
gave
them
bags,
we
and
I
even
fed
them
at
the
end
of
the
day
I
fed
them
I
didn't
have
to,
but
I
did
because
they
did
something
for
us.

to

affirm
that
we
have
no
more
right
to
go
on
to
caltrans
property
and
conduct
activities,
because
one
it's
not
legal,
it's
not
our
property

more

go
in
your
backyard
without

permission

the

attitude
that
some
of
the
callers
give
is
disappointing,
because
the
reality
is
this
is
a

nationwide
problem.

county-wide

city

los

Comparatively
englewood
does
more,

more
resources
devoted
per
capita
than

most
other
places,
but
to
expect
the
city's
going
to
be
responsible
for
the
homeless
on
state
property

unfair
and
misguided,
to
say
the
least.

want
to
congratulate
miss
eller
louis
atwell,
councilwoman
falk.

district
director
for
caltrans
to
see
if
we
can
get
extra
resources
devoted.

reality

state

other
agency

limitation
on
their

of
the
efforts

freeway

homeless
residents

to
work
with
her,

we
will

to
work
together
to,
like
mayor
bud,
said,
try

find
housing
for
our
homeless
residents

the
city
of
inglewood
and

well,
make
sure
that
we
are
removing
unwanted
abandoned
trash
in
inglewood
around
the
105
off-ramp.
