Description
Live broadcast of the 10-18-22 Inglewood City Council Meeting
A
C
E
I'm
going
to
be
a
resolution
before
we
have
public
comment,
whereas
the
city
of
ingwood
recognizes
that
no
Community
is
immune
from
natural
hazards,
whether
it
be
earthquake,
Wildfire,
flood
winter,
storms,
drought,
Heat,
Wave
or
Dam
failure
and
recognize
the
importance
of
enhancing
its
ability
to
withstand
natural
hazards,
as
well
as
the
importance
of
reducing
the
human
suffering
property
damage.
Interruption
of
public
services
and
economic
losses
caused
by
these
hazards
and
whereas
major
earthquakes
pose
a
particular
significant
and
ongoing
threat
to
the
entire
city.
E
And
whereas
the
city
has
responsibility
to
promote
earthquake
preparedness
internally,
as
well
as
with
the
public
and
plan
appropriately
for
earthquake
related
disasters
and
whereas
the
protection
of
city
employees
will
allow
them
to
facilitate
the
community
of
continuity
of
government
and
assist
the
public
following
a
major
earthquake
event.
And
whereas
Community
resiliency
to
earthquakes
and
other
disasters
depends
upon
the
preparedness
levels
of
all
stakeholders
in
our
community
individuals,
families,
schools,
Community
organizations,
faith-based
organizations,
non-profits
businesses
and
government,
and
whereas
by
supporting
The
Great
California
ShakeOut,
the
city
of
lingua,
can
utilize.
E
The
information
on
www.you
shakeout.org
California
to
educate
its
residents
regarding
actions
to
protect
life
and
property,
including
mitigating
structural
and
non-structural,
Hazards,
and
participating
in
earthquake,
drills
and
whereas
by
registering
at
www.shakeout.org
California
city
employees,
can
participate
in
the
ShakeOut
drop
cover
and
hold
on
drills
earthquake
drill
on
October
21st
at
10
21
a.m
and
encourage
the
public
schools,
businesses
and
other
community
stakeholders
to
also
register.
Now,
therefore,
be
it
known
the
mayor
and
council
members
of
the
city
of
Inglewood
California.
E
Do
you
hereby
Proclaim
and
approve
the
city's
participation
in
The
Great,
California
ShakeOut
for
the
purpose
of
building
a
better
prepared
and
more
resilient
Community
by
reducing
the
loss
of
lies
and
property
from
a
major
earthquake
presented
this
18th
day
of
October
2022?
It's
the
longest
resolution,
I've
ever
read.

Again
playing
games,
he
knows
what
the
gender
is.
He
knows
what
the
things
are,
and
he
doesn't
want
to
follow
that
he's
done
this
for
years,
we've
known
people
in
addition
to
people
who
are
filing
claimed
most
likely
have
a
legitimate
claim,
but
the
City
generally
shuts
them
down
whether
that's
illegal
yeah
legal
thing
that
they
do
all
the
time
or
whatever,
but
some
of
them
who
do
go
through,
but
they
actually
shut
down.
One
where,
like
the
I,
think
the
mayor
caused
the
accident.

we'll

because
we

a
couple
of
seats
that
are
up
for
reelection,
mayor

one
and

seats,
one
two
three
and
five
ballots
will
be
mailed
out
as
early
as
October
the
10th.
So
please
utilize
our
drop

because
your
ballot
will
count.

E
E
Aye
now
we'll
go
to
public
comment.
Persons
wishing
to
address
the
City
Council
on
any
item
connected
with
City
business,
not
otherwise
shown
on
the
agenda,
may
do
so
at
this
time.
For
one
minute
operator,
are
there
any
callers.
G
G
The
elections
are
coming
up
and
remember.
Despite
reading
the
decorum
last
week,
it
continued
in
children
were
ambass
citizens
for
asking
simple
questions
or
requesting
clarification
that
they
refused
to
address
at
any
time
and
that
there's
no
effective
communication,
they're
exceedingly
disrespectful
disparaging
in
general
and
for
anything
personal
attacks.
I
believe
that
they're,
referring
to
us,
sometimes
as
haters
grandstanders,
stupid
liars
and
some
words
have
been
used
to
refer
to
our
constituents.
They've
attacked
a
dead
man
as
a
reputation
on
facts
and
not
on
facts,
but
apparently
to
support
their
narrative
as
but
says.
G
This
is
a
business
friendly,
City,
apparently
they've
forgotten
that
they
are
to
represent
and
serve
the
people,
not
their
own
personal
interests
and
or
egos
good
for
you.
If
you're
getting
goodies,
we're
not
getting
the
services
and
resources
we're
paying
for
remember,
butts
and
Padilla
LED,
City,
council
chambers
and
laughing
hardly
that
I'm.
The
constituent
that
they're
not
dealing
with
after
I
had
already
repeatedly
notified
them.
I
didn't
have
hot
water
for
15
months
during
covid,
but
because
the
city
wouldn't
issue
an
eight
to
twelve
dollar
permit
I
believe
they've
also
violated
titles.
G
L
Yes,
this
is
for
the
mayor
and
the
council.
This
coming
Thursday
in
addition
to
the
great
ShakeOut,
is
an
important
day
in
the
city
of
Inglewood.
It
is
the
birthday
of
Mr,
Willie
Agee
and
the
spirit
of
Mr
Willie
AG
I,
throw
up
my
hands
and
say
I
love
living
in
the
city
of
Inglewood.
M
Well,
first
of
all,
I
have
a
list
of
things
that
we
want
to
complain
about.
So.
M
We
feel
like
you,
guys,
need
to
lower
the
tot
to
be
allowed
with
aligned
with
surrounding
counties.
15.5
percent
is
astronomical
compared
to
what
we
can
actually
make
with
the
allotted
time.
If
you
guys
have
given
us,
which
is
90
to
120
days,
that's
not
enough,
and
if
you
guys
really
support
the
community,
you
have
to
understand
that
covid
really
took
a
burden
on
a
lot
of
people.
So
a
lot
of
people
use
that
platform
for
income
that
they
weren't
able
to
access
because
of
the
pandemic
and
other
things
you
know.
M
There's
someone
in
my
group
right
now:
that's
taking
care
of
their
grandparent
and
that's
their
only
form
of
income,
and
you
guys
are
treating
this
like
businesses,
which
is
very,
very
selfish
I'm,
a
person
that
has
grown
up
here.
My
entire
is
30
years
old
and
my
grandma
left
me.
Her
house
I
also
didn't
get
the
transit
I
mean
the
tax
from
her
passing
away
because
my
parent
was
still
living,
and
now
my
own
City
is
taking
away
my
opportunity
to
actually
progress
as
a
young,
adult
10.
E
M
E
Thank
you,
ma'am.
Are
there
near
the
college
operator.
B
Hello:
everyone,
my
name,
is
Patty
Rivas
I
own
when
I
live
in
it
in
the
city
of
Inglewood.
I
am
calling
for
the
same
reason
that
Josie
just
called
in
I
believe
that
the
taxes
are
way
too
high
and
I
believe
that
we
should
not
be
allowed
to
pay
for
the
taxes
from
the
beginning
of
January.
Until
current,
when
we
didn't
know
the
taxes
were
due
again,
the
other
cities
surrounding
our
neighborhoods
are
being
charged
a
lot
less.
B
Another
thing
is
that
we
should
just
be
getting
the
same
respect
as
everyone
else,
and
we
would
really
appreciate
if
you
guys
can
just
go
back
and
think
and
make
sure
that
we
can
all
be,
does
not
have
to
pay
the
that
much
taxes.
Thank
you.
E
Right,
thank
you.
We'll
check
the
library
lecture
hall.
Are
there
any
callers
and
speakers
in
a
lecture
hall.
A
H
Ida
I
implored
the
mayor,
the
current
and
the
current
city
council
and
the
future
city
council
members
and
the
mayor
after
November
8
to
consider
funding
for
the
schools
to
assist
in
getting
out
of
a
10-year
receivership.
It's
wonderful
that
you
provide
jobs
on
each
of
the
contractors
that
come
into
the
city.
Unfortunately,
our
students
who
attend
the
schools
in
Inglewood
are
not
qualified
to
take
those
jobs.
H
So
we
ask
you
to
consider
that
you
place
some
funding
in
the
schools
to
provide
reading
programs,
stem
programs,
mathematics,
programs
that
will
qualify
them
for
the
jobs
you
graciously
have
acts
of
contrast.
Tractors
to
provide
also
I
did
not
hear
as
you
offered,
or
talked
about
the
Shakedown
anything
that
the
schools
would
be
doing.
Hopefully,
the
city
council
is
working
with
the
schools
to
make
sure
that
our
children
are
safe.
Thank.
E
N
So
what
we're
trying
to
do
is
get
the
city
to
help
us
with
the
Forum
and
the
stadium
to
try
and
get
someone
in
there
to
help
clean
up
the
trash
all
around
our
property.
We
never
had
it
before
the
both
of
those
opened,
and
now
we
have
a
proliferation
of
oh
horrible
trash.
It
looks
like
a
freaking
ghetto
is
what
it
looks
like
when
they
leave
and
we
need
help
and
that's
what
I'm
here
to
ask
for
not
to
criticize
anyone
but
just
to
ask
for
help.
Thank
you
so
much
bye-bye.
E
E
N
A
L
E
N
E
Cleans
it
up:
okay,
okay,
well,
I,
really
appreciate
that
insight
and
we'll
talk
to
Sofi
about
that.
Okay,.
O
Hello
I'm
concerned
about
the
lack
of
safety
being
provided
to
our
community
by
the
Inglewood
Police
Department,
but
it
is
disappointing
that
you
have
experience
as
a
police
officer
and
chief,
but
our
department
has
not
improved
under
your
leadership.
In
fact,
since
you
have
been
mayor,
violent
crimes
have
remained
high
in
rapes
in
Inglewood
have
doubled.
We
no
longer
have
a
narcotics
unit
because
our
officers
were
selling
and
trafficking
narcotics.
The
FBI,
which
is
an
outside
agency,
had
to
come
in
and
solve
this
crime.
O
Just
a
few
months
ago,
the
DEA
another
Outside
Agency
came
into
Inglewood
and
made
the
biggest
drug
bust
in
in
California
history.
Excuse
me,
they
came
into
Inglewood
and
took
one
million
deadly
fentanyl
pills
off
our
streets.
I
also
want
to
mention
the
unsolved
murder
of
Hakeem
Kent.
It
is
disturbing
to
know.
H
A
E
E
All
right
looks
like
there's
no
more
speakers
and
with
that
we'll
close
public
comment
and
we'll
go
to
the
mayor
and
Council
remarks:
councilman
Dotson,
District,
One.
I
Thank
you,
Mr
Mayor
I,
first
off
my
condolence
too
okay,
okay,
Christopher
Jackson,
and
you
have
my
family's
prayers
as
well.
I
I
met
with
Mr
Linwood
and
Jerome
Brown.
They
have
an
employment
agency
for
people
with
special
needs.
They
train
and
support
the
adults,
and
then
the
adults
are
connected
with
a
business.
They
are
willing
to
employ
them
and
help
them
Reach
their
greatest
potential.
I
I
was
so
happy
to
be
there
to
see
the
young
adults
really
receive
what
the
Browns
were.
Teaching
them
and
I
I
really
think
it's
a
great
thing.
When
a
company
does
that
and
they
go
out
and
help
the
people
get
a
job.
I
I
If
you
were
there,
if
you
know
was
not
there,
we're
gonna,
do
it
again
and
we'll
announce
it
and
please
come
out
I
think
you
will
enjoy
it
and
you
get
plenty
of
good
information
with
that.
Mr
Mayor
I'm
I'm
done
and
you
guys
have
a
wonderful
evening.
Thank.
F
You
mayor
I,
appreciate
it
a
couple
of
things
as
our
sentinela
street
Improvement
project.
Just
a
reminder.
Folks
we're
almost
there
almost
there
next
week
we're
going
to
be
doing
the
striping
and
then
we're
pretty
much
jumping
for
business
there.
So
you
know
we.
We
know
that
it's
been
at
times
a
challenge
for
folks,
but
you
know
continue
to
you
know,
work
with
us
and
we'll
get
through
it.
F
It's
it's
going
to
look
beautiful,
it's
already
starting
to
look
amazing
and
once
we
open
it
all
up
with
the
striping
to
look
even
better.
So
please
thank
you
for
your
patience,
the
K
line.
The
metro
line
is
up
and
running
again.
We
need
to
exercise
patience,
don't
try
to
to
squeeze
through
when
the
the
arms
coming
down,
whether
it's
in
a
car
or
you're
walking
or
on
a
bicycle,
a
skateboard.
You
know
you
know
you're
not
going
to
win
that
one.
You
know
so
please
be
patient.
F
You
know
the
Metro
lines
here.
It's
helping
get
folks
from
point
A
to
B.
We
just
need
to
exercise
safety
when
you're
approaching
those
intersections.
So,
thank
you
for
that
tree
trimming
we're
doing
tree
trimming
up
along
La,
Brea,
more
specifically
between
Florence
and
64th.
F
So
you
know
I
know
it's
going
to
take
away
some
parking
here
and
there,
but
again
those
trees
are
getting
trimmed
and,
as
we
always
say,
we're
trying
to
be
more
trees
now
than
ever
before.
This
is
part
of
that
process
and
it's
happening
along
La
Brea
as
well.
F
Inglewood
Open
Studios
is
going
to
take
place,
November
12th
and
13th
Saturday
and
Sunday
from
12
to
5..
That's
an
opportunity
for
our
local
artists
to
show
you
know
all
their
artwork,
whether
it's
a
painting,
a
sculpture,
other
artwork
folks,
are
opening
up
their
Studios
they're,
opening
up
their
homes
as
a
place
to
come
through
and
look
at
their
artwork.
So
if
you've
never
had
an
opportunity
to
be
a
part
of
this
tour,
I
strongly
encourage
you
to
do
so
again.
F
That's
Inglewood,
Open,
Studios
it'll
be
November
12th
and
the
13th
and
I
just
want
to
real
quick
address.
When
lady
gets
up
there
and
says
that
hey
we're
out
we're
getting
all
these
jobs
and
we're
we're
we're
up
opportunities
for
our
residents
and
even
our
our
folks
in
school,
but
our
students
aren't
qualified.
Who
are
you
to
make
that
decision
right?
Our
students
are
qualified.
F
We
have
some
very
smart
bright,
intelligent
young
men
and
women
in
our
Inglewood
Unified
School,
District
and
they're
out
there
working
hard
every
single
day
to
get
their
education
and
those
that
want
to
work,
we're
providing
those
opportunities
for
them,
and
so
you
know
I
think
our
schools
are
doing
better
than
they
have
in
the
past.
We're
going
to
continue
to
support
our
schools.
You
know,
and
so
please
support
our
students
be
positive
right.
Let's
send
them
off
in
a
positive
note,
not
make
some
blanket
statement
that
they're
not.
L
J
You
mayor
first
really
quickly,
I
wanted
to
address
one
of
the
comments
that
was
made
regarding
the
trash
I
wanted
to
let
that
Resident
know
that
I've
been
working
really
really
closely
with
our
public
works
department,
because
the
Renaissance
Community
also
has
expressed
concerns
about
the
trash,
and
so
we've
picked
up
the
trash
collection.
Thanks
to
our
director,
Louis
Atwell
we've
been
working
with
our
team
to
collect
trash
on
the
major
thoroughfares
around
Sofi
Stadium
after
every
event,
and
so
we
have
it
on
Pincay.
J
We
have
not
talked
about
Manchester,
but
I
will
give
with
our
team
and
see
if
that's
something
that
we
need
to
include,
but
that
has
been
a
concern
for
all
of
the
the
gated
community.
So
we
we
are
working
on
that.
So
thank
you
for
expressing
that
concern.
We
will
work
on
that
as
well
for
Manchester
before.
K
J
Okay,
so
next
in
a
celebration
of
breast
cancer
awareness
month
that
is
happening
this
month
tonight,
our
Inglewood
Chamber
of
Commerce
is
partnering
with
some
other
businesses
they're
going
to
have
a
party
in
pink
event
tonight
at
Rogers,
Park
Auditorium,
it's
400,
Beach
Avenue.
The
cost
is
four
dollars:
I
will
be
there
in
celebration
of
breast
cancer
awareness.
So
if
you
have
some
time
it's
a
Zumba
class
and
so
we're
going
to
get
healthy
and
sweat
and
have
fun
in
honor
of
breast
cancer
awareness.
J
Also,
this
Saturday
is
the
Inglewood
Halloween
Fest
and
that's
going
to
be
held
on
the
Inglewood
City
Hall
lawn
and
that
time
will
be
from
1
pm
to
6
p.m.
So
that'll
be
a
great
activity
for
the
kids.
My
kids
are
looking
forward
to
it.
So
I
just
wanted
to
put
that
information
out
there
to
all
the
kids
in
Inglewood.
J
Come
on
out,
have
fun
and
celebrate
Halloween
at
the
family
fest,
and
then
we
will
also
be
having
the
operation
Queen
clean
Suite
that
is
still
going
on
the
residents
that
get
their
trash
picked
up
on
Thursday.
They
need
to
set
aside
all
of
their
curbside
items
by
Friday
night
for
Saturday,
October,
22nd
and
then
the
ones
that
have
trash
pickup
for
Friday.
J
They
need
to
set
their
items
curbside
so
that
they
can
have
their
items
picked
up
on
Saturday,
October
29th,
so
make
sure
if
you
have
any
extra
items
at
home,
you
want
to
discard
them
that
you
participate
in
the
operation
clean
Suite
and
then
we
will
also
have
a
shredding
event.
J
That's
happening,
Saturday,
November,
5th
in
front
of
Englewood
High
School,
but
I
just
wanted
to
encourage
our
district
for
residents
if
possible
to
participate
because
I've
had
some
people
ask
me
about
a
shredding
event.
So
maybe
we
can
get
in
on
that
one.
So
you
know
if
you
need
for
additional
information,
please
contact
my
office
and
so
just
a
lot
going
on
over
the
next
week
or
so
for
additional
information
feel
free
to
reach
out
to
The
District
4
office,
and
we
are
happy
to
supply
you
with
more
details.
E
Captain
D
Bernardo,
unfortunately,
I
have
to
ask
you
to
come
forward
because
I
found
some
shocking
heard.
Some
shocking
things
in
public
comment
now.
I
was
not
aware
that
anytime,
at
any
time
or
now
that
our
Narcotics
Division
was
shut
down
by
the
FBI,
is
there
something
I'm
missing
you.
E
That
that
statement
was
factually
false
and
it
worse,
maliciously
and
true
true
now.
Secondly,
we
did
have
a
Narcotics
officer
that
was
arrested
by
the
FBI.
Isn't
that
true.
E
N
E
M
E
E
Let's
see.
Oh
she
mentioned
a
fentanyl
seizure.
A
large
quantity
of
fentanyl
was
seized
by
the
DEA
in
Inglewood
in
I,
think
109
108
somewhere
in
there
probably
six
several
months
ago.
You
remember
that
seizure,
I
I,
do
remember
the
seizure,
but
here's
what
I
was
getting
at
the
reality
is.
Is
that
agencies
different
of
different
levels
in
the
government,
whether
it's
the
FBI,
the
DEA
ATF,
they
run
their
own
operations
and
they
may
serve
a
search
warrant
anywhere
in
their
jurisdiction.
If
it's
the
ATF
it'll
be
anywhere,
the
ATF
has
jurisdiction.
E
E
E
E
They
notified
us
of
their
investigation
and
they
culminated
as
they
saw
fit
correct
all
right.
Thank
you
very
much.
I
appreciate
that
now
you
know
I
want
to
give
our
our
condolences
to
Chris
Jackson
again,
I
lost
a
26
year
old
nephew,
and
we
also
want
to
close
in
his
honor
and
in
the
honor
of
Willie
Agee,
whose
birthday
is
coming
up
later
on
this
week
and
with
that
we're
adjourned.
