police
department
for
19
years
now
to
be

end
of
this
summer
and

police

District
Four
police
liaison
your
police

primary
responsibility
in
terms
of
just
being
the
Watch
Commander,
is
also
quality
of
life
issues
and
crime
prevention
measures
for
your
District
I
want
to
talk
to
you,
men
and
women
tonight
a
little
bit
about
what's
going
on
within
your
District
in
terms
of
crime
and
in
terms
of
some
of
Bengal
Police
Department's
crime,
fighting
efforts
just
to
enhance
your
quality
of
life
and
ensure
that
you
and
your
families
can
go
about
your
daily
lives
without
the
the
intrusions
of
societal
violence
and
crime.

I
know
one
of
the
major
issues
in
our
district
district
4
is
the
street
takeovers
that
happen
on
the
weekends.
They
were
primarily
happening
in
the
intersection
of
century
and
UK
or
imperial
and
Yukon,
and
the
Englewood
police
department
has
taken
some
aggressive
measures
to
deal
with
these
Street
takeovers.
I
can
ensure
you
that
we
will
not
be
like
our
neighboring
jurisdictions.
We
will
not
allow
these
Street
takeovers
to
go
on
for
hours
and
destroy
our
streets,
our
intersections.

We
will
not
allow
them
to
go
on
for
hours
and
happen
to
be
what
occurred
in
the
city
of
Los
Angeles,
the
intersection
of
Crenshaw
and
Florence
several
months
ago,
where
a
young
lady
lost
her
life,
we're
not
going
to
stand
by
and
allow
that
to
happen.
So
we
take
aggressive
measures
in
deterring
this
type
of
activity
and
combating
it.
Some
of
our
measures
have
really
been
successful
over
the
course
of
months
and
basically
alleviating
the
issues
at
the
intersection
of
appear
in
Yukon.

I
will
say
that
they've
moved
to
several
different
sections
in
the
city,
but
it's
a
cat
and
mouse
game
and
we're
we're
here.
Seven
days
a
week,
24
hours
a
day,
364
days
a
year,
so
we're
chasing
them
and
they're
not
coming
in
our
city.
We've
taken
some
really
aggressive
measures
that
you
know.
I
won't
tell
you
guys
about
because
you
might
get
caught
up
in
some
of
this
stuff,
but
they
work
they
work
and
it's
to
enhance
your
quality
of
life,
so
you're
not
sitting
in
your
homes.

Listening
to
the
nonsense,
that's
going
on,
so
we
have
a
handle
on
street
takeovers
and,
as
you
can
see,
when
you
look
at
the
news
they're,
not
in
Inglewood,
the
news
is
in
La.
The
news
is
in
Compton
they're
in
other
cities,
they're,
not
in
Inglewood,
because
we're
not
allowing
it
here,
and
we
will
continue
to
do
that.

For
the
duration
I
know,
traffic
is
a
big
issue
in
District,
Four
and
I
know
that
as
time
has
gone
on,
you
don't
quite
see
the
motorcycle
officers
up
and
down
your
streets
like
you
used
to
we're
working
on
it.
Chief
hurt
has
enacted
some
new
policing
measures
in
terms
of
our
police,
beat
Integrity
for
our
Patrol
officers,
and
those
measures
are
starting
to
show
dividends
in
terms
of
how
we're
policing
our
communities
and
our
police
beats
and
our
districts.

have
an
issue
and
I
will
always
say,
this

us

us,
do
our
jobs,
we're
here
for
you,
if
there,
if
there's
a
nuisance,
going
on
in
your
street,
if,
if
there's
some
traffic
issues
call
us,

address
it,
we
will
get
down
there

we

solve

I
had
a
resident
text
me
Monday
night.
She
lives
on
8th
Avenue
between
102nd
104th.
There
were
two
cars
that
did
not
fit
on
our
street.

She
felt
uneasy
about
those
cars
because
you,
ladies
and
gentlemen,
you
know
your
neighborhoods,
you
know
your
streets,
you
know
what
belongs
what
doesn't
belong.
You
know,
what's
out
of
place,
she
felt
like
these.
Two
cars
were
out
of
place
and
she
contacted
me.
We
immediately
sent
Patrol
units
out
to
that
area
to
patrol
her
area
and
make
her
feel
safer,
so
she
can
go
outside,
move
her
car
and
to
deter
that
type
of
criminal
activity
that
was
going
on
on
the
street,
which
was
narcotic
smoking
on
our
street.

see
something,

don't

issue
that

affecting

a

contacted

police

try

get

around
and
say
they
don't
have

resources
to
divert
to
Englewood
for
our
one
for
their
one
school
in
our
city.

nevertheless
it's
our
city,
we're
going
to
take
care
of
our
city

address
that
issue.

been
in
there
for
at
least
70

neighborhood

now
they're
trying

restrict

parking

what

motivate

take
advantage
of
this
soon
to
expired
program.
The
RSI
program
is
a
grant
funded
program
by
the
Los
Angeles
World,
airports
or
lawa,
and
it
contributes
20
percent.

80
percent
comes
from
the
Federal
Aviation
Administration
or
FAA,
and
I
just
wanted
to
address
questions
that
we
get
in
our
department
and
the
first
one
is
Will
participation
in
the
program
cost
me
anything.
The
answer
is
no.
As
director
Griffith
mentioned,
it's
a
free
program,
there's
no
Financial
cost
to
the
homeowner
for
the
program
treatments.

Unless
the
homeowner
chooses
to
upgrade
materials
to
items
not
covered
by
the
RSI
instances,
the
homeowner
has
pre-work
that
has
to
be
done,
such
as
carbon
monoxide
or
water,
heater,
bracing
and
strapping,
and
in
a
packet
that
we
have
out
front
that
you
can
pick
up.
It
has

in

It
also
has
information
for
Habitat
for
Humanity.

Secondly,
one
of
the
other

is
I
recently
installed.
New
windows
and
doors

home

eligible

the
program
can

reimbursed.

work
completed

homeowner
before
participation
in
the
program

eligible

reimbursement.

fourth
one

commonly
asked
is:
will
any
liens
be
placed
against
my
property
for
the
cost
of
the
material

installation
of
the
windows
and
doors?
No,
there
will
be
no
liens
placed
against
your
property
for
any
eligible
homeowner
that
proceeds
with
the
program.
The
approximately
it's
50
000
is
60
000.

If
you
were
to
get
the
windows
and
doors
done
on
your
own,
so
it's
a
great
cost
and
it's
a
great
program
because
it's
entirely
free
to
you,
there's
not
going
to
be
any
reassessments
on
your
property,
no
tax
liens,
nothing
and
they
ask
also
how
much
quieter
will
my
home
be
after
installing
sound
insulation
treatments.
The
program
aims
to
reduce
the
interior
noise
level
in
participating
homes
by
at
least
five
decibel
points,
which
is
substantial.

It's
very
much
so
a
noticeable
difference
when
you
have
the
work
done
to
your
home.
How
long
will
installing
new
windows
and
doors
in
my
home
take
the
entire
process
from
application
to
completion
of
the
sound
installation?
Treatments
will
take
about
two
years.
However,
the
actual
construction
of
an
average
residential
home
typically
lasts
about
10
days.
That's
from
the
time
that
they
come
to
your
home
because
we
have
the
program
when
they
start
out.

It's
grouped
the
homes
are
grouped
50
to
100
at
a
time
and
they
start
with
the
homes
in
the
highest
noise
areas.
So
all
homeowners
are
encouraged
to
sign
up
now
and,
like
I
said
we
have
these
packets
in
the
back.
We
also
have
a
sign
up
sheet.
That's
on
the
outside
as
well
for
you
to
leave
your
name
and
information
so
that
we
can
get
in
contact
with
you.

This
seventh

do
I

attend

meetings

No,

not
necessary

attend

meeting

participate

meetings

be
held

life

the

and

been
such
an
amazing
resource
for
district
four

city

that
I
get
a
lot
of
calls
a
lot
of
questions
about
what's
happening.

have

encampment

homelessness

the
city

Inglewood.
That

said
a
few
weeks
ago
over
city
council

said
there

no
homeless
in
Inglewood.
That's
a
lie.
No
one
has
ever
said
that
there's
no
homelessness
in
Inglewood.
That
is,
you
can
walk
around
the
street
and
see
it
so
I
want
to
clear
that
up
and
make
sure
you
know.
Another
thing
was
said
that
we
had
over
700
homeless
in
the
city
of
Inglewood.
That's
also
a
lie:
we
do
not
have
700.

Those
700s
came
from
our
joining
cities,
which
we
we
butt
up
against
L.A
County,
Hawthorne,
La,
all
the
cities
around
Inglewood
and
they
counted
the
homeless
during
the
count
2022,
and
they
said
that
they
that
they
were
our
homeless.
They
added
them
to
our
homeless.
Yes,
it
says
we
have
500.,
that's
because
we
have
transitional
housing
here.
If
you
don't
know
the
U.S
vets,
it's
considered
transitional
housing
and
there's
200
U.S
vets
over
there
and
that
is
added
to
our
homeless
count
every
year,
so
every
transitional
housing.

We
also
have
hotels
here
that
house
the
homeless,
because
we
have
a
program
called
2-1-1
and
if
you
don't
know
about
that,
that's
when
you
can
call
and
get
all
types
of
resources.
So
2-1-1
has
placed
over
a
hundred
homeless
in
the
hotel
off
of
century,
which
is
the
the
trade
winds
which
is
called
what
is
it
Lieutenant
Backpackers
Paradise?
But
it's
the
other
name
Adventure.

They
have
over
101
rooms
over
there
and
95
percent
of
them
are
with
the
homeless.

housing

count

now
we
don't
have

funded

they're
spread,

schedule

them

come

to
our
homeless.

mental

we
would

kind

problem
is
that

disconnect

homeless
person

to
be
placed
into
the
coordinated
entry
system.

bit

CES
when
you're
placing

CES
you're
tracked

homeless,
we
would
see
where

tracked,

we're

police

give

the
middleman,
which
is
our
non-profits,
to
give

don't
want
the
police
to
know
we
don't
know.

that's
where
the
disconnect
is
because
we
don't
know
where
they

system
and
it's

duplicated
resources
because

feed

day,

happening

and

membership

funded

the

the

Fitness
stations,

enjoyment

a
neighborhood

closes
at
dusk,

o'clock,
six
o'clock,
we
locked
that
Park
up
as
the
summer
comes
it'll
close
a
little
later
about

or

also

joint
use
agreement.

share
that
property
with
the
ingwood
Unified
School
District.

city
actually
owns
it
because

because
they
don't
have
a
playground
and
we
have
a

the
biggest

and

of
projects

making
improvements

all

done

beginning

the
very

What
we
have
has
gotten
so
far,
where
we've
not
only
done

environmental
clearance,
both
on
the
city
side
under

California
Environmental
Quality
act,
but
we
also
have
done
the
Federal
Environmental
clearance.
We
have
been
able
to
go
through
the
that
process
at
this
stage.
You
know
with
we're
nearly
complete
with
that
process.

It
is
a
1.6
mile,
elevated
automated
people,
well
automated
Transit
System
right
now.
We
have
multiple
companies
and
and
teams
bidding
to
actually
develop
and
deliver
the
job
and
the
kind
of
Technologies
range
from
the
three
different
teams.
It
could
be
a
rubber
tire
system
that
you
see
at
most
airports,
that's
like
underway
under
construction
at
LAX.
That's
one
of
the
Technologies.
The
other
technology
is
more
like
a
monorail
system
and
the
other
is
more
like
what
you
see
at
Bart,
Oakland
Airport.

That
area
that's
the
cable
pull
system,
and
so
we
have
three
teams
that
when
we
put
our
procurement
out
to
see
you
know
who
would
be
interested
and
go
through
a
whole
pre-qualified
assessment.
They
have.
We
have
a
lot
of
healthy
competition
because
they
really
want
to
be
able
to
to
build
and
deliver
in
the
city
and
keeping
those
three
teams
in
the
mix
all
through
the
process
is
going
to
help
us
keep
the
costs
very
low.

You
would
have
your
very
first
station
and
you
at
the
at
the
shopping
center
right
now,
where
there's
you
know
the
CVS
and
and
the
deities,
and
that
that
that
station
right
there,
then
the
system
would
go
down
Market,
it
turns
on
to
Manchester,
and
then
the
next
station
would
be
right
across
the
street
from
the
Forum
and
in
fact,
that
land
has
already
been
acquired
by
the
city,
partly
because
there
was
a
Raising
Cane's
store
that
was
looking
to
be
there
once
they
understood
the
city's
goals
and
objectives
for
Transit.

Now,
where
we
are.
Let's
talk
about
a
number
of
things
that
we've
been
moving
forward
with.
First
of
all,
we
have
again
in
terms
of
achieving
the
dollars.
We
have
won
95
million
dollars
from
the
California
State
Transportation
agency.
That
is
the
first
grant
that
we
won
the
other
set
of
dollars.
We
got
unanimous
support
from
the
South
Bay
Council
of
governments
that
includes
your
cities
like
El,
Segundo
and
Carson
and
Torrance,
and
all
the
cities
that
are
in
the
South
Bay.
They
voted
unanimously
to
transfer
unallocated
Highway
dollars.

That
would
have
gone
to
the
freeway
system
to
the
city
of
Inglewood.
For
this
project
we
won
15
million
dollars
from
the
U.S
department
of
transportation
from
secretary
Pete
butterjudge,
a
15
million
dollar
Grant.
So
we
were
one
out
of
I
want
to
say,
700
applicants.
We
were
like
one
of
15
I
think
to
be
able
to
achieve
that.

We
just
were
ranked
I,
think
number
five
out
of
16
projects
from
Caltrans
and-
and
we
just
recently,
as
you
guys
may
have
known-
won
407
million
dollars
from
the
state
of
of
California
in
a
pretty
Fierce
competition,
and
why
is
it
that
we
won?
Because
the
transit
ridership
is
high?
It
shows
it's
going
to
be
high,
not
just
for
events,
but
on
non-events.

It
connects
the
city
in
an
area
where
there's
a
priority
population
and
we're
doing
a
whole
lot
for
local
jobs.
We
have
a
35
percent
local
hire.
We
have
a
very
high
disadvantaged
business
Enterprise
requirement
and
we
have
a
lot
of
a
lot
of
different
opportunities
for
for
local
jobs
and
a
commitment
to
apprenticeship
and
I
know
the
mayor
with
here
very
early
on,
and
he
talked
about
that
with
all
of
his
projects,
and
that
is
no
no
different
here.

So,
if
anybody's
interested
in
those
opportunities,
we'd
love
to
to
talk
to
you
about
it,
we've
also
been
able
to
if
we
find
out
in
March
when
we're
in
March
I
can't
believe
we're
in
March.
We
find
out
this
month
if
we're
going
to
be
on
the
presidential
budget,
because
we're
looking
for
another

million

this
going
to
cost?

taxpayer,

honestly

we're

operation

maintenance
to
be
able

pay

the

things
like
signage
and
sponsorship.

for
at
the
local
stations
we're
looking
at
fare
box.
Obviously,
if
you're
a
resident,
the
idea
is,
you
know
that
would
be
a
very
low
fare
if
a
no
fair
for
residents,
but
for
visitors
in
and
out
there
would
be.
You
know
like
a
four
dollar
fee,
so
we
would
we're
working
on
fare
box.
We
would
look
at
contributions
from
the
developers.

We
are
looking
at
the
California
air
resources
board
because
they
have
monies
for
operations
for
projects
that
reduce
greenhouse
gas
and
air
pollutants.
So
there's
so
many
different
pots
of
funds
that
we're
looking
to
put
together
and
and
honestly,
we
wouldn't
be
winning
the
monies
at
the
state
level
in
such
Fierce
competition,
where
there's
so
many
projects
across
the
state
if
we
weren't
literally
checking
the
box.
So
the
goal
is
to
try
to
get
this
thing
open
and
operational
by
the
Olympics.
We
don't
it's
not
needed
for
the
Olympics,
but
it
should.

we're
also
trying
to
do
is
as
part
of
your
federal
process
they
make
they
put
you
through
the
ringer
I
mean
they
make
you
go
through
every
bit
of
analysis.

can,
and
how
can
you
save
money?
How
can
you
reduce
costs?

reduce
project
risks
and
one
of
the
things
that
I
know
some
folks
ask
me
about
it
in
the

Is
you
know
when
you
go
through
all

There
are
some
opportunities
and
there
was
a
question
about
the
Vons.

We
have
to
get
FTA
permission,
but
born
out
of
that
exercise
would
be
keeping
the
bonds
exactly.
As
you
know
it

way
it
is
and
not
touching
it
and
moving
the
maintenance
facility
to
be
in
a
totally
enclosed,
tucked
behind
I
promise.

so
our
commitment
is
to
take
what
they
call
this
value
engineering
exercise
life
and
take
it
as
far
as
we
can,
and
we
will
be
back
to
you
and
be
back
to
the
to
the
council
to
be
back
to
the
community
and
do
community
outreach

able

to
avoid
having
to
be
in
that
situation.
But
when
you
have
a
train,
a
Transit
facility
like
that
you
have
to
have
a
maintenance
component
and
since
we're
not
on
the
Metro
System,
it
has
to
be
separate
and
independent.

just

you
to

You
know
we
can
set
up
a
separate
meeting,
I'm
happy
to
go

the
details
of

The
other
very
important
thing
is
to
make
sure
that
we
are
working
proactively
with
all

small
businesses

need
to
be
relocated.
We
have
44
businesses
out
there.
We
have
made
contact
with
every
single
one
of
them.
We
have
hired
the
best
people
in
this
business
who
do
relocation,
assistance
and
we
have
so
many
opportunities
to
relocate
them.
Even
in
terms
of
there's.

a
lot
of
vacancies
in
downtown
Market
Street
and
our
goal
is
to
really
turn
Market
Street
back
into
what
you
all
know
what
it
was:
a
vibrant,
thriving
downtown.
Somebody
made

comment

me

maybe
Market
Street's,
like
the
main
street
in
Disneyland,
with
the
people
mover
to
the
Tomorrowland
and
that's
the
idea,
is:
how
can
we
also
provide
for
opportunities
for
businesses
to
relocate?

got
8.5
million
dollars
for
business,
facade
Improvement,
so
we're
going
to
contact
all
the
properties
on
Market
Street
and
help
them
re-uh
reimagine
their
front
their
front
facing
location.
We
got
a
9
million
dollar
earmark
from
assembly
member
Tina
mckenner,
amazing
that
she
was
able
to
help
us.
So
those
are
the
kind
of
dollars
that
we're
picking
up.
You
know
dollars
all
over
the
place
so
that
we're
able
to
help
businesses
in
their
relocation.
You
know
really
do
our
damn
best
to
make
sure.

only

it

a
train
for
the
city
to
connect
you
all
to
world-class
Transit,

sure
all
the
people

affected

this
process
are

by
the
city
council
now.
But
what
I'm
saying,
though,
is
hearing
exactly
what
you're
saying
and
knowing
how
important
that
is:
a
Community
Asset.

What
we're
working
on
right
now
is
working
through
this
process
to
avoid
having
that
happen,
and
so
we're
working
on
trying
to
move
the
maintenance
facility
and
as
I,
know
more
because
we
have
to
do
a
little
bit
more
technical
analysis.

we
report
back
to
the
community,
we'll
do
some
out
more
Outreach

we're
working
to
avoid

Central
areas

people
who

living

those
apartments
are
able
to
access
what
they

residents

decisions
to
interrupt
what
we're
doing

daily
basis,

this
interferes

live

lot
of
senior
citizens
live
downtown
Inglewood,
they
walk
to
CVS,
they
walk
to
the
grocery
store.
They
get
little
rides
they're
not
going

able
to
do
those
things,
and
it
just
doesn't
seem
like
the
residents
of
the
city
have
really
been
thought
about
in
this
construction
plan.

mean
I'm
happy

when
we're
looking
at.

the
first

funding.
We
have
a
project
that
it's
1.5
billion
dollars.

went
in
the
shortest
