A
B
B
All
right
good
evening
welcome
to
the
Wednesday
September
28th
meeting
at
the
city.
Administration
committee
go
ahead
and
call
to
order
first
I'll
just
note
that
there
are
two
exits
in
the
room
here:
emergency
exit
and
the
door
that
most
people
came
in
through.
Please
refer
to
those
answers
in
case
of
emergency.
B
B
Thank
you
next
David
from
the
public.
We
have
a
lot
of
folks
here
tonight.
Are
you
all
observing
or
is
someone
here
for
public
comment?
B
Okay
and
Scott?
Do
we
have
anybody
online
for
public
comment?
No,
all
right!
That's
a
first!
Well,
then,
we'll
just
go
right
into
3.1
suspension
of
application
fees
for
firefighter
and
police
officer
examinations.
George.
Please.
D
As
Rob
said,
3.1
has
scope
of
the
administration,
human
resources
and
policy
suspension
of
application
fees
for
firefighter
and
police
officer
examinations,
whereas
section
50.5
B
of
New
York,
State,
Civil
Service
law
allows
for
the
establishment
of
application
fees
for
civil
service
examinations
and
whereas
the
Ithaca
Civil,
Service,
Commission
and
common
Council
have
established
application
fees
for
the
firefighter
and
police
officer
exams.
D
E
G
B
G
Is
it
working
at
all?
Yes,
okay,
there
I,
don't
know
how
much
I'm
hearing
garbled
stuff
in
the
background
so
they're
just
trying
to
remove
recruitment
barriers,
the
only
exams
we
charge
application
fees
for
are
police
and
fire,
and
there
have
been
a
number
of
reasons:
the
largest,
the
largest
exams.
We
give
they're
the
most
expensive
exams
we
give
and
truthfully.
You
know
the
further
away.
G
G
We
have
are
our
local
candidates,
Tompkins
County
and
the
surrounding
counties,
so
they're
asking
to
suspend
those
application
fees
for
the
2023
and
2024
exams
to
try
to
get
more
people
to
apply
and
to
make
it
easier
for
people
to
do
so
beyond
that
area
that
for
now
they
want
to
keep
the
application
fee
again.
We
we
sometimes
get
applicants,
but
they
don't
show
up
for
the
exam
or
they
drop
out
very
early
in
the
process.
G
B
Great.
Thank
you
very
much
discussion.
A
3.2
and
then
it's
a
personal
roster
director
of
public
information
and
Technology,
whereas
in
2014
former
mayor
spontane,
Meyer
created
the
Department
of
Public,
Information
Technology
to
Federal
Ministries,
Communications
and
Technology
processes
and
whereas
Public
Information
Technology
combined
Information
Technology
professional
physical
information.
Whereas
director
of
Information
Technology
position
was.
A
In
the
city,
closer
students,
oversight
of
the
department
somewhere
else,
the
student
clerk
has
announced
for
retirement
and
there
is
a
need
to
create
a
director
of
Public
Information
Technology.
Now,
therefore,
he
resolve
the
personal
loss
of
the
Department
of
Public
Information
Technology,
the
amended
as
follows.
A
F
Does
it
need
to
make
a
case
I
think
it's
pretty
explanatory?
Yes,
so
so
we're
now
in
a
position
just
for
sure.
Thank
you.
So
we're
now
in
a
position
where
we
won't
have
leadership
from
the
department,
and
we
have
not
had
a
need
in
the
past
to
create
the
position
because
that
those
responsibilities
will
be
uncovered.
So
we
basically
need
to
create
the
position
so
that
we
can
foreign.
B
Further
discussion
all
right
see
none
we're
gonna
have
to
look
for
this
trigger
either
way.
B
C
Whereas
six
new
nycr
quite
617,
was
stated
about
my
speaker
on
section
176-6
of
the
city
code,
Environmental
Quality,
review
established
for
conducting
environments
and
reviewing
projects
and
accordions
for
our
state
law
specifies
that
we're
actions
governed
by
local
environments
and
reviews
of
the
agencies
that
we
look
legislative
as
primary
responsible
for
proven,
implementing
and
carrying
out
the
action.
Whereas
Council
proposes
to
advancing
code,
section
336-6
to
authorized
state
to
repair
privacy
or
traffic
control
symbols.
C
So
I
say
you
will
exactly
the
owner
of
fails
to
do
so
and
so
close
Finance
would
failure
to
retain
such
signals
and
whereas
is
almost
action
under
the
city
of
Ithaca.
The
Environmental
Quality
review,
ordinance,
176-4
and
speaker
section

platform,
the
subject
environment
review
Council.
As
the
agency
having
primary
responsibility
for
approving
employee
and
carrying
out
the
action
awareness
resolution,
it
doesn't
sorry
does
have
any
risk
transition
comparison
agencies.
B
A
Right,
whereas
on
the
council
representation
code,
section
346-5
to
offer
US
city
to
repair
privately
on
traffic
control
signals
serving
City
roads
to
owner
expenses,
when
the
owner
feels
to
do
so
into
impose
Vines
for
failures
and
maintain
sub
signals,
and
whereas
this
is
an
honest
action
under
the
city
of
Ithaca
Environmental
Quality
review,
ordinance,
section
176-4
in
the
State
Environmental
Quality
review
act,
section
617.4
B
in
the
subject
to
environment,
to
review
and
where
is
common
Council
as
the
abcm
primary
responsibility
for
approving
and
funding
or
hearing
how
the
action
did
on
October
5th
2022
declare
itself
the
AUC
environments.
A
Whereas
from
Council
acting
as
the
agency
has
on
October
5th
2022,
we
accepted
a
complete
short
environmental
assessment
form
prepared
by
City
staff
other
related
materials,
and
where
are
the
common
Council
actings
lead
agency
after
completing
a
thorough
analysis
of
the
environmental
information
and
potential
environmental
impact
associated
with
the
action,
as
determined
as
more
clearly
collaborated
in
Sea,
we
have
the
proposal.
Members
will
not
have
any
potentially
significant
adverse
environment
tax.
Now,
therefore,
be
it
resolved.
The
government
Council
determines.
A
The
proposed
amendment
will
result
in
no
significant
adverse
impact
on
the
electron
and
this
resolution,
which
was
adopted
by
a
majority
Board
of
counselors
that
served
as
the
negative
declaration
as
defined
in
six
nycrr617.2
for
action,
and
it's
issued
by
County
Council,
acting
as
an
agency
pushing
the
two
ending
reporters
with
CE
r
q,
r
q,
o
and
s-e-q-r-a
hi.
Somebody
thank.
H
C
Their
own
traffic
control
signals
effective
where
the
neighbors,
the
health
and
safety
pedestrian's
lawyers
and
others
traveling,
not
only
other
industries
of
the
city,
we're
at
the
County
Council
determines
that
is
necessary
to
Grant
additional
authority
to
deeply
level
there's
to
ensure
that
we
owned
traffic
control
signals
are
entertainment,
probably
wouldn't
be
where
we've
ever
been
aware
of
such
any.
Such
signal
fails
to
do
so.
Therefore,.
C
B
I
In
essence,
this
just
allows
us
the
ability
to
work
on
the
two
privately
owned
traffic
signals
around
route.
13.
there's
been
times
when
the
signals
have
gone
into
Flash
and
have
not
been
repaired
in
a
timely
manner
by
the
owners
of
the
signal.
So
this
basically
gives
us
the
ability
to
do
so
and
to
charge
the
owners
for
that,
if
we
so
choose
to
to
do
that,
if
they
haven't
addressed
the
problem
in
a
timely
manner,.
D
C
I
Those
are
the
only
two
along
city-owned
sections
of
of
roadway
in
the
city
in
in
the
city.
There's
also
one
private
land
traffic
signal
I
believe
that's
on
a
dot-owned
roadway.
I
Yeah,
that's
a
really
good
question
in
I
believe
it
was
2019
I
approached
both
of
the
owners
of
the
signals
asking
that
we
Take
Over
Control
of
those
signals
and
offer
It
Away,
by
which
we
could
do
that.
But
those
both
owners
declined.
B
I
I
A
Whereas
section
c73
of
the
C
chart,
it
creates
five
sidewalk,
including
districts.
Each
Sid

the
construction
repair
sidewalking,
provides
for
an
assessment
against
each
property
located
in
the
hsid.
The
benefits
received
by
the
property
from
such
construction
repair
and
whereas
typically,
the
Board
of
Public
Works,
recommend
Sid
assessment
work
plan
and
budget
to
Common
Council
other
than
the
DBW
is
not
able
to
make

at
this
time.
In

C

A
Powers

For

Common

has
received

the

whereas
the

whereas

A
Properties

providing
an
opportunity
to
file
written
objections
with
the
state

public

on
August,
24th
2022
and
whereas
Council
has
given
due
consideration
the
objections,
if
any

presented
by
the
property
owners
in
accordance
with
Section
c73,
now,
therefore
be

2023
Sid

b
or

and
Via
further

The
County
Council
recommends
including
the
2023
Sid
budget
assessments,
Bure
and
work
plan
by
local
law
and
City
and
City's
functioning
budget
by
Central.
H
No
I
think
you
saw
this
last
month
and
the
really
big
question
for
common
council
is
whether
to
stick
with
the
current
assessment
formula,
and
that
would
give
us
our
sidewalk
budget
for
next
year
or
to
consider
increasing
the
fees
a
little
bit
for
homeowners,
single-family
houses
or
what
we
call
low
foot
traffic
I
believe
the
fee
just
goes
from
seventy
dollars
to
eighty
dollars
for
the
year.
H
It
does
change
the
formula
for
non-low
foot
traffic
properties,
and
we've
tried
to
give
you
some
of
that
in
a
memo
here
that
John
prepared
I'm
trying
to
get
some
case
studies
and
examples
of
what
types
of
impacts
different
types
of
properties
might
see.
H
But
you
know,
as
as
I'm
sure
you
guys
talked
about
last
month.
The
basic
gist
of
it
is.
We
haven't
changed
this
fee
since
we
created
this
sidewalk
program,
construction
costs
are
going
up
and
we're
just
seeing
that
we're
able
to
do
less
work
compared
compared
to
trying
to
keep
up
with
costs.
So
this
is
an
opportunity
for
us
to
increase
the
cost
to
the
fees,
the
total
assessment
and
therefore
the
amount
of
work
that
we're
able
to
get
done
in
the
year.
C
C
And
I
have
moved
inside
of
a
particular
version
of
obviously
resolution.
Yes,
I
would
propose.
D
I
I
agree
that
we
should
raise
the
fees
and
I'm
fine
with
the
raise
for.
B
D
D
I
I
have
no
objection
to
the
increase.
D
C
D
Commercial
properties,
I
think
there's,
there's
two
increases
involved
in
that
two
formulas
and
I
think
the
third
one,
the
second
one
is
too
high
and
I
think
that
becomes
fairly
obvious.
When
you
look
at
this
chart,
and
it
shows
that
the
Immaculate
Conception
Church
fee
raises
50
percent
from
440
to
660.,
the
cost
for
Agway,
which
is
spread
out
over
almost
an
entire
block,
goes
up
significantly
about
seven
seven
hundred
dollars
unless
you're
one
year
so
I
think
we
should
have
an
increase,
but.
B
For
the
discussion,
yeah
just
a
question
curious,
whether
it
anticipate
another
hike,
another
lesson
was
discussed
that
it
was
the
10
years
or
something
never
or
never
okay.
So
this
is
the
first
time
we're
discussing
this
I
think
one
thing
that
I
had
suggested
was
for
these
Higher
One
scratches
the
way
we
can
break
it
so
that
next
year
would
be
higher
George.
Last
time
you
thought
that
would
be
too
paper
intensive,
a
lot
of
paperwork
to
do
that,
but
I
do
agree
with
George
that
we
should
be.
B
You
know
we
shouldn't
be
throwing
so
many
bees
in
the
way
that
these
businesses
right
now,
but
there's
a
reason
to
to
want
to
go
lighting
later
on
those
fees.
If
it's
possible
I'm
just
curious,
what
kind
of
assurances
can
we
offer?
One
country
team
of
raising
these.
H
Rates
we
always
get
into
here-
foreign-
really,
that's
up
to
Common
Council
I
mean
we've
proposed
this
for
the
first
time.
Actually,
we
proposed
it
a
year
or
two
ago,
as
we
kind
of
started.
This
conversation
it
seemed
like
covid
was
not
the
right
time
to
raise
the
rates.
I
think
everybody
was
generally
in
agreeing
that
that
was
the
wrong
timing,
but
you
know
we.
The
council
has
to
approve
the
work
plan
and
the
budget
on
an
annual
basis,
and
so
it's
really
up
to
Council
to
decide
how
to
change
those
rates.
H
D
A
H
Memory
is
from
talking
to
John
lucitra
was
that
no
you
discussed
these
two.
There
was
a
little
discussion
about
the
idea
of
something
in
the
middle,
but
not
a
formal
proposal
of
what
to
change
and
George
I.
Just
wanted
to
note
you
had
said
there
was
two
pieces
to
the
non-low
foot
traffic
formula,
there's
actually
three
so
right,
there's
a
basic
maintenance
fee.
Currently
every
property,
that's
the
non-load
traffic,
basically
anything!
That's
not
a
single
family
or
duplex.
H
B
H
B
H
Doesn't
change
a
lot?
That's
a
10
change,
just
like
the
other
other
one,
but
then
you're
right
then
there's
the
two
kind
of
more
moving
parts.
So
to
speak,
the
building
square
footage
fee
and
the
frontage
fee.
H
And
so
currently
that's
twenty
dollars
a
segment
and
each
segment
is
55
feet
of
Frontage
along
the
street
and
currently
it's
thirty
dollars
and
we
propose
to
go
to
50
yeah.
D
Yeah,
so
thank
you
for
explaining
that
for
me,
because
that's
that's
how
I
remember
it
and
so
I
would
I
would
like
to
propose
an
amendment
that
takes
that
thirty
dollars
instead
of
up
to
fifty
dollars
to
change
it
to
forty
dollars.
A
I
see
where
that's
coming
from
and
I
know
that,
like
this
is
going
to
be
a
an
upfront
cost,
that's
big
and
it
seems
like
it
comes
out
of
nowhere,
but
it
has.
The
point
has
been
made.
It's
been
not
raised
in
over
decades
it's
been
created
and
so
I
think
the
city
is
really
longing.
You
know
for
Revenue
we
could
be
using.
You
know
that
funding
to
go
to
a
lot
of
repairs
and
other
efforts
that
we're
trying
to
oppose
and.
B
A
Really
do
think
that
this
makes
sense
and
I
trust
the
staff
but
they've
what
they've
done
here.
I
know
it's
it's
tough,
but
I,
think
sort
of
thinking
of
this
in
the
long
term.
How
there's
been
this
so
much
time
since
there's
been
the
same
crazy,
so
this
is
just
making
up
for
that
and
not
sort
of
see
it
as
unfair
coming
out
of
nowhere,
but
something
that's
probably
been
in
the
works
for
quite.
B
B
To
we
could
get
an
estimate
for
what
it
would
look
like
to
have
a
I'm
just
throwing
out
an
example.
I
have
a
1.1
annual
increase
right,
I
mean
we'd,
be
able
to
get
a
sense
of
what
that
works
out.
We
wouldn't
have
to
worry
about
it.
You
know
Jeff's
concern
and
the
local
door
to
say
about
these
these
shocks,
but
we
also
wouldn't
have
to
come
together
and
make
this
decision.
B
H
Yeah,
if
what
you're
asking
is,
could
staff
propose
a
two
percent
increase
every
year
and
kind
of
you
know
play
with
the
formula
a
little
bit
to
try
to
make
the
overall
assessment
or
each
District's
assessment
grow
by
two
percent
per
year?
I
think
the
answer
is
yes,
we
could
certainly
do
that.
It
is
a
little
bit
of
back
and
forth.
We
work
with
a
County
assessment
office
quite
a
bit
to
go
through
the
tax
rolls
and
see
how
the
formulas
play.
H
So
it's
a
little
bit
of
work,
but
if
that's,
what
council
wants
to
do
by
all
means?
That's
something
we
could
make
happen,
but
it
is
something
that
has
to
get
approved
annually.
You
can't
say
we
want
two
percent
for
the
next
10
years.
Go
you'd
have
to
do
it
every
year.
B
D
I
just
want
to
respond
to
Jorge's
memory
points,
nobody's
questioning
the
fact
that
the
fees
should
go
up,
but
I
just
started
to
point
out
that
the
fees
for
these,
not
just
commercial
properties
but
also
churches
and
other
non-profit.
D
Is
starting
out
at
140
is
close
to
70.
and
then
there's
two
more
components
that
are
being
raised
significantly
and
so
I
think
that
grouping
is
is
being
here
harder
than
other
groups
in
the
city.
So
that's
why
I'm
I'm
not
suggesting
we
keep
everything
the
same
I'm
suggesting
we
don't
hit
him
as
hard
and
change
that
fifty
dollars
to
forty
dollars.
D
B
The
discussion
will
be
done.
Yeah,
yeah
I'm.
Just
add
to
that
that,
in
the
midst
of
this
sticker
shot
for
these
businesses
and
organizations,
we
should
assume
are
Common's
other
expenses
that
are
going
up
about
stuff,
this
team
just
beforehand
that
you
know
we're
just
seeing
inflation
At
Any
Corner
that
you
look
at.
So
this
is
the
spiral
here
that
we
are
actually
contributing
to.
If
we,
if
these
businesses
too
hard
they're
going
to
have
to
pass
that
expense
through
to
their
customers,
so
it
does
trickle
down
to
the
economy.
B
I
think
you
know
any
moderation
that
we
can
show
to
lessen
the
impact
of
that
sticker
shock.
We'd
be
greatly
appreciated
in
the
business
community
and
it's
something
that
I
don't
think
and
what
do
I
just
proposed
here.
I,
don't
think
that
that
is
is
going
to
be
too
detrimental
to
the
project
here
at
the
sidewalks.
It's
going
to
be
something
that
will
be
appreciated
and
demonstrate
that
we
are
hearing
their
concerns
as
well.
B
B
Amendment
to
reduce
the
adjustment
to
30.4
to
40.
those
are
different
and
those
costs
right.
Men
fails
we're
back
to
discussion
on
the
original
motion.
B
B
Is
4-2
Finance
controller's
office,
local
law
to
override
tax
cap?
Someone
might
do
that
all.
A
Right,
the
interactive
local
number
2022
being
enacted
by
Common
Council
student
as
follows:
section
one
legislative
attempt
which
is
the
intent
of
this
local
law
to
allow
Stephen,
because
we
adopt
a
budget
for
the
fiscal
year
commencing
January
1st
2023.
That
requires
a
real
property
tax
levy
in
excess.
A
The
tax
value
limit,
as
applied
by
the
general
Municipal
law,
section
3-c,
section
two
Authority
local
laws
adopted
pursuing
to
subdivision
five
generations
for
all
section
3-c,
which
expressive,
which
expressly
authorizes
the
local
government's
governing
body
to
override
the
the
property
tax
cap
for
the
current
fiscal
year
by
the
adoption
of
the
local
law,
approved
by
a
vote
of
60
of
said
governing
body.
Section
3
tax
value
override
from
the
common
Council
city
of
Ithaca
County
of
Tompkins
New
York,
is
hereby
authorized
to
adopt
a
budget
for
the
fiscal
year
commencing
January
1st
2023.
A
That
requires
a
real
property
tax
levy
in
excess
of
the
amount
otherwise
prescribed
in
general
Municipal
law,
section
3-c,
section,
4
separability.
If
a
court
competently,
confident
jurisdiction
that
determines
that
any
clause
sentence,
paragraph
subdivision
or
part
of
this
local
law
or
application
era
to
any
person.
Firm
or
Corporation
or
circumstances
invalid
or
unconstitutional
the
course
order
or
judgment
shall
not
affect
impair
or
invalidate
to
remainder
of
this
local
law,
but
shall
be
confined
with
operations
that
cause
sentence,
paragraph
subdivision
or
part
of
local
law
in
its
operation
of
the
club.
Sorry.
B
A
Or
in
this
application
to
the
person,
individual,
firm
or
Corporation
of
circumstance,
directly
involved
in
the
controversy
in
which
such
judgment
or
order
shall
be
rendered
section,
5
effective
date,
the
syllables
will
also
taking
effect
immediately
upon
bottling
filing
with
the
second
seriously.
Absolutely.
E
Yeah
we
we
put
this
forth
to
Council
every
year
annually,
since
the
tax
cap
was
established,
and
it
just
gives
us
the
maximum
flexibility.
As
we
move
through
the
budget
process
doesn't
mean
we
will
override
the
cap.
When
we
end
up
with
the
final
budget
some
years,
we
have
some
other
years
we
haven't,
but
it
just
gives
us
that
that
flexibility
moving
forward
to
allow
us
to
move
we
do
have
to
before.
We
approve
the
budget.
We
have
to
approve
the
tax
cap
at
the
state
level.
E
So
that's
why
we
do
it
at
this
point
in
time,
and
so
that's
basically
what
we're
looking
at
here
thanks.
B
B
I
just
wanted
to
invite
you
folks,
to
a
chess
tournament
taking
place
at
Southside
Community
Center,
this
Saturday
at
11
to
3.
It's
the
first
time.
We've
ever
done
this,
so
we're
going
to
do
it
kind
of
on
a
rolling
basis,
and
just
you
can
bring
your
kids
have
some
test
instruction
play
some
games.
If
you
get
enough
folks
we're
going
to
have
a
real
tournament,
we've
got
some
great
volunteers
coming
by
to
participate
and
hope
to
come
and
try
again.
It's
also
going
to
have
some
adults
doing
serious
matches.
A
Thank
you,
yeah
we're
a
little
bit
into
it
now,
but
I
do
want
to
commemorate
Hispanic
Heritage
Month
and
we
want
to
push
happy
celebrations
to
all
I
have
a
little
lap
mix
of
links
in
indica
and
Beyond
who
are
celebrating
it.
A
But
I
do
also
want
to
take
note-
and
you
know
say
that
my
heart
MSM
feeds
and
my
my
thoughts
are
with
the
people
of
Puerto
Rico
right
now,
who
are
recovering
from
a
devastating
hurricane
that
seems
to
be
growing,
Baltimore
frequent,
devastated
the
power
and
that
my
thoughts
are
with
them
and
I'm
going
to
be
looking
forward
to
seeing
what
we
can
do
to
fundraise
and
provide
support.
For
you
know,
that's
all
right.
D
And
second,
what
Corey
you
just
said
and
also
send
positive
thoughts
of
the
people
of
Florida
who
are
getting
hit
today
by
Ian.
