pretty
standard
Civil,
Service
Fair
here
we're
just
reallocating
positions,
just
publicly
notifying
this
body
that
there
will
be
no
Financial
changes
to
the
budget.
As
a
result,
we've
made
a
couple
changes.
As
the
resolution
indicated
back
during
covid,
we
were
running
into
staff
shortages.
We
were
faced
with
a
few
retirements
and
we
eliminated
our
third
shift,
which
was
the
11
P.M
to
7.
A.M
shift
have
not
had
any
intent
on
re-establishing
that
the
plant
is
functioning
perfectly
well
without
it.
D
It
used
to
be
the
overnight
emergency
call
line
for
the
Wastewater
or
the
water
treatment
plant.
That's
since
been
handed
over
to
the
county,
so
they
fill
that
role
for
us
and
you
know.
Unfortunately,
there
is
some
side
effects
and
that's
some
of
the
overnight
Duties
are
then
reallocated
to
the
first
and
second
shift
folks.
So
we
do
need
another
high
level
position
to
take
over
some
of
those
responsibilities.

that's
the
first
issue.
The
second
issue
is
that
to
run
the
plant
generally
there's
two
types
of
licenses:
one
is
a
general
operator:
that's
a
2A
license,
so
what
we
normally
do
is
we
hire
in
at
a
trainee
level.
They
gain
their
respective
experience
with
plan
operations
and
then,
when
they're
competent
enough,
they
go
in
for
an
exam
and
then
they
receive
their
2A
license.
The
way
it
works
is
that
they're
automatically
promoted
into
that
salary
grade
once
they
receive
their
2A
license,
so
they
go
from
a
trainee
to
a
2A
operator.

That
is
not
the
case
with
a
1A
once
that
2A
operator
spends
some
more
time
with
the
plant
and
then
becomes
further
competent.
They
then
take
a
1A
exam
and
then
they're
at
a
senior
level
status,
but
we
don't
have
any
promotion
availability
for
them
until
we
open
a
position,
so
we
do
have
some
2A
operators
that
were
that
receive
their
1A
and
we'd
like
to
make
way.
For
you
know
for
longevity
and
sustainability,
sick
for
staff.

like
to
make
an
opening
for
internal
promotions,
and
that's
the
other
reason
for
doing
this.
So
so,
when
we
defund
one
operator
a
two-way
position-
that's

currently
vacant
in
lieu

opening

the

the

partnership
that
we
have
in
a
few
years
ago
for
now
approached
the
city
about
giving
the
opportunity
for
city
employees
to
participate
in
some
of
their
their
courses,
both
on
demand
and
they
had
a
limited
number
of
certificates
that
they
were
willing
to
provide
for
our
employees.

At
that
time
we
had
more
interest
than
we
had
spaces,
so
we
ran
a
lottery
I
think
we
had
11
slots
at
that
time
and
we
were
able
to
have
11
around
police
go
through
the
eat,
Cornell
certificate
program.
It
ran
very
well.
Cornell,
came
back
to
us
and
said
we're
gonna.

Cornell
certificate
program
for
all
employees,
so
there
wasn't
a
limited
number,
which
was
great,
and
today
we
have
at
35
employees
who
have
who
are

have
completed
or
currently
still
enrolled
in
their
certification
program,

courses

certificate
programs
that
run
from
404
500.
So
it's

been
significant.

year

city
rolled
out
performance
evaluations
for
the
CSEA
admin
group,
confidentials,
CCA
admin

confidentials.
Now
I
should
just
give
you
a
little
bit
of
history
on
that
here
in
the
city
we
have
had
attempts
of
doing
organizational
wide
performance
evaluations
and
they
and
we're
still
we're
still
doing
that.
So
what
now?
What
we're
doing
is
phasing
in,
and
mainly
because
of
capacity?

It's
it
when
you
introduce
this
type
of
program,
there's
training
that
has
to
happen,
there's
a
lot
of
hand-holding
and
then
speaking
that
has
to
go
on
so
this
year
we
ran
the
performance
review
program
with
the
groups
I
mentioned
before,
and
we
had
actually
we
had
a
92
completion
rate,
so
we're
still
working
with
those
that
have
not
completed
it
yet
recently
sent
out
a
survey
just
to
get
some
feedback
and
a
lot
of
good
input.

will
be
some
reformatting
and
some
tweaking
of
the
tool
that
we
use
and
then
there's
there's
interest
in
a
360
tool,
which
we
will
we're
definitely
interested
in.
That
will
take
time
to
introduce
only
through
the
whole
organization.
