A
C
Go
ahead
and
call
this
meeting
to
order
all
the
person
McGonagall
from
the
first
quarter.
Of
course,
we
went
to
the
second
board,
all
the
person
embarked
into
a
third
ward,
Oliver
definition,
Fourth
Ward
and
myself
from
the
fifth
season.
Four
we
went
to
the
minute.
So
there
we'll
do
the
agenda
review
and
he
changes
to
the
agenda.
C
Can
you
run
move
on
to
the
review
and
approval
of
the
minutes
which
was
circulated
earlier
this
month?
If
I'd
like
to
move
those
please
removed
by
dachshunds?
Second
dividing
Jorge,
any
discussion
online,
all
right,
seeing
none
of
those
in
favor
approving
the
minutes
and
that
Carriage
unanimously?
Thank
you
right
for
public
comment
tonight.
I
believe
we
have
one
speaker
on
Zoom
I,
think
that's
it
yeah.
You
should
be
coming
in
shortly.
C
Can
you
see
if
you
can
hear
me
if
you
can
click
accept
to
the
remote
to
panelist
option
you'll
be
able
to
speak.
D
C
All
right
in
that
case,
hopefully
the
technological
issue.
Denise
people
hear
us,
you
can
hear
us
and
you're
not
able
to
join.
Please
do
feel
free
to
say:
okay.
E
C
All
right
welcome,
thank
you
for
joining
us.
Thank
you.
Three
minutes
and
I
will
keep
your
time
for
you,
amen.
Okay,.
E
I
am
going
to
rhyme
off
three
New
York
State
climate
laws,
because
finally
DEC
for
those
that
don't
know
Department
of
Environmental
Conservation
is
finally
hip
to
climate
resiliency,
New
York,
State,
climate
Action
Council.
That's
the
CAC
finalizes
scoping
plan
to
advance
nation-leading
climate
law,
robust
public
input
provided
over
the
past
three
years
and
form
formed
informed
creation
of
roadmap
to
meet
climate
leadership
and
Community
protection
act.
That's
a
CL,
CPA
requirements.
This
is
a
press
release
from
this
past.
Monday
I
am
encouraging
all
of
you
to
share
this
and
read
it.
E
Thank
you,
I'm
not
going
to
talk
about
the
New
York
State
green
Amendment,
but
I
am
going
to
talk
about
three
laws
that
need
to
be
created
and
passed
and
enforced.
Ithaca
needs
enforcement
to
catch
up
to
the
world
of
reality.
The
first
Robert
is
well
aware
of
the
stationary
vehicle
idling
law.
I.
Don't
have
to
talk
about
that
one,
but
there
needs
to
be
another
meeting.
E
Hopefully,
sometime
early
next
year,
then
Jorge
and
I
spoke
about
this
briefly
a
while
ago,
creating
Banning
smoking
in
city
parks
and
I
sent
a
lot
of
emails
to
Robert.
So
he
is
aware-
and
lastly
is
deconstruction-
not
demolition,
New,
York,
New,
York,
sorry
Ithaca
held
this
year,
the
very
first
deconstruction
Summit
in
this
entire
state,
and
that
creates
monetary
optimization
by
way
of
the
ReUse
Center
significant
elements
and
the
lab
that
Felix
runs
at
Cornell.
E
C
E
E
C
Any
further
response
from
the
council,
so
you
know
thank
you
for
joining
us.
Denise
have
a
lovely
rest
of
the
year
have
a
happy
holiday.
We
can
move
now
into
our
voting
items
for
this
evening.
Up
first
is
resolution
3.1
resolution
for
labor
liaison.
Would
someone
like
to
move
that
George.
A
The
3.1
government
Administration
resolutions
for
Council
labor
liaison,
whereas
a
common
Council
liaison
to
contract
me
start
again,
whereas
a
common
Council
liaison
to
contract
negotiations
between
the
city
and
its
labor
unions
and
bargaining
units
would
give
Council
a
better
and
more
complete
understanding
of
the
issues
that
are
most
important
to
the
cities.
A
The
common
Council
assigned
one
member
of
council
to
be
common
Council
liaison
to
City
of
Ithaca
labor
contract
negotiations
for
the
year
2023
commencing
January
1st
2023.
and
resolved
that
this
assignment
be
renewed
and
reassigned.
Each
following
year
on
January
1st
I
still
move
and
I
thank
Robert
cantelmo
for
helping
me
the
language
for
a.
C
Second,
send
me
my
boarding
before
I
invite
discussion.
I
would
just
know
I
believe
there
was
a
request
from
the
mayor's
office
to
change
the
language
in
the
first
resolved.
To
be
that
the
that
the
mayor
assign
one
member
of
council
subject
to
Common
Council
approval
in
line
with
the
rest
of
our
liaison
appointments,
I'm,
not
moving
that
I'm.
Just
sharing
that
from
the
mayor's
office.
C
We
can
begin
a
discussion.
Colleagues.
C
A
I
can
see
the
argument
of
keeping
it
in
line
with
other
liaison
appointments
and
the
fact
that
it
would
have
to
be
approved
by
Council.
So
I
don't
object
to
the
mayor's
request,
but
I'll
I'll
go
along
with
everybody
else
on
this
committee.
B
Challenges
yeah,
it's
just
more
of
a
question.
I
didn't
know.
If
there's
language
around
the
mayor,
appointing
Council
Liaisons
I
mean
I.
Think
certainly
know
that.
C
In
the
charter,
I
believe
it
says,
we're
all
committee
and
liaison
appointments
that
they
are
made
by
the
mayor
unless
otherwise
provided
for
by
Council.
D
All
right,
I'm,
comfortable
with
the
recommendation
of
the
mayor,
that'd,
be
a
best
friend
to
the
rest
of
every
two
other
folks
on
Council
or
in
this
committee.
Right
now,
as
long
as
Council
retains
its
approval
processes,
I
think
that's
a
good
maintenance
of
checks
and
balances
that
I
can
get
behind.
I,
also
like
to
think
George
and
Robert
for
working
on
this
resolution.
I
think
this
is
a
very
I
think
it
was
a
very
clear
and
effective
response
to
a
need
that
popped
up
within
our
city.
D
Our
city
staff
I
think
this
shows
that
we
are
taking
their
their
concerns
seriously
and
working
directly
by
those
and
harbor
maintain
good
relations
going
into
the
new
year.
I
can't
think
of
a
better
way
to
start
us
off
next
year,
so
I.
Thank
you
guys
for
doing
this.
This
has
my
full
support.
Is.
A
Is
as
long
as
we
understand
it,
this
assignment
can't
be
left
open.
D
F
B
C
With
it
with
taking
the
mayor's
recommendation,
I'll
just
recognize
myself
and
say:
I
think
it's
extremely
unlikely
we
would
ever
leave
a
vacancy
and
even
in
the
extremely
unlikely
case
that
that
were
to
happen.
There
is
in
the
charter,
the
ability
of
the
council
to
to
do
that
in
the
event
that
there
is,
you
know,
has
otherwise
provided,
but
I
I,
don't
think
that'll
be
an
issue
so
I'm
just
going
to
clarify
so
Jorge.
The
language
I
assume
you're.
Proposing
is
for
that.
C
C
A
C
Probably
as
simple
as
this
way,
I
think
it
is
simple
this
way
and
I.
Think
technically,
if
we
receive
our
committee
assignments,
yeah
right,
so
close,
yeah
all
right,
seeing
no
further
discussion,
all
those
in
favor
of
Revolution
have
amended
and
that
carry
unanimously
on.
Thank
you,
Colleen.
Thank
you
item
3.2
resolution
for
fire
department.
Fee
increase
so
I'm
like
oh
I'm,
sorry.
A
Came
from
conversation
I
had
on
the
telephone
with
Jim
Dennis,
who
used
to
be
on
common
Council.
B
Right
so
Dennis
was
he
was
before
my
time
so
and
I
guess
people
announced
her
and.
C
I
think
the
most
Salient
thing
for
me
where
I
said
at
least
is
you
know
we
obviously
one
more
year
to
go,
but
when
we
make
the
transition
to
the
city
manager,
which
we
know
will
be
within
14
months
from
now,
I
do
think
it
makes
like
good
sense
to
have
an
elected
official.
Even
in
that
case,
if
it
is
just
over
matter,
there's
an
elected
official
in
the
same
way
that
our
County,
you
know
they're
kind
of
their
words
all
right,
so
3-2
resolution
provider,
department,
fee
increase.
D
Visible
results
should
be
these
reflecting
current
costs
and
whereas
the
repair
proposes
include
additional
Credit
Unions
for
new
operating
numbers
requirement
in
19,
nycrr
1203
approved
on
December
7
2022
by
economy,
Council,
and
whereas
all
operating
permit
fees
will
increase
from
50.75
for
Terminus
previous
developmentalized
in
2022
75
for
permits
approved
by
December,
7,
2022
and
100.
We're
operating
members
were
out
there.
To
summary
events
now,
therefore
be
resolved.
D
D
C
Seconds
Jude
is
here,
then
he
joined
us.
If
there
are
any
questions
before
I
invite
him
up.
Are
there
any
questions,
always.
C
Not
a
question
aren't
seeing
no
further
discussion,
all
those
in
favor
of
resolution
and
add
moved
that
yeah
honestly.
Thank
you,
colleagues
and
our
last
voting
item
for
the
evening
three-point
brief
establishing
the
Tompkins
County
Community
Justice
Center,
advising
people
with
someone
like
jorgeous.
D
We
need
Justice,
Center,
Advisory
Board
and
where
is
the
evaluate
board
development
committee,
engage
in
rigorous
discussions
regarding
transparency,
Equity
kind
of
an
Integrity,
whereas
would
seem
to
go
over
reducing
disproportionate
contact
with
my
organized
groups
and
the
criminal
justice
system.
The
committee
has
put
forth
recommendations
for
instructions
and
duties
as
Supreme
Court
of
the
new
Justice
Center
Advisory
Board
now,
therefore
be
resolved
in
the
community.
Justice
Center
Advisory
Board
be
established
in
accordance
with
the
recommendations,
board,
membership
and
duties
outlined
and
approved
by
the
community
Justice
Center
Advisory
Board
development
committee
by
silver.
Thank.
C
You
Mr
a
second
is
here
to
join
us,
so,
okay
welcome
our
leader.
H
A
I
have
a
question
about
the
seven
designated
appointees,
for
is
that
is
that
the
board?
Yes,
so
what
does
the
mental
health
representative
is
that
from
the
county,
or
could
that
be
yes?.
A
I,
just
wonder
if
that's
from
the
county
or
it
could
be
a
private
psychiatrist
or.
H
I
think
I'm
comfortable
with
saying
that
it
would
be
someone
from
the
county
from
the
mental
health
department.
Okay,.
H
We
were
looking
for
someone
that
has
the
experience
with
a
harm
reduction
and
Reach
Medical
was
suggested
by
the
actual
development
committee.
So
that's
why
they're
there
so
that
they
can
bring
their
expertise.
Excuse
me
to
the
table.
Thank
you.
When
we
looked
at
harm
reduction
agencies,
reach
was.
It
seemed
like
the
most
logical
one
for
Coming
to
the
table
with
you
know
what
they
have,
because
they
cover
such
a
wide
area
and
kept
contact
with
so
many
individuals
that
have
lived
experience
so
so
I.
H
Then
we
would
look
for
an
I
I
would
imagine
that
we
would
just
look
for
another
harm
reduction
agency
that
serves
very
similar
population.
Okay,.
C
C
F
F
This
project
is
an
example
of
private
environmental
review.
As
text
reaction
now,
therefore,
government
Council
to
intervene
does
hear
about
resolvement.
Council
will
approved
additional
subject
project.
It's
hereby
further
resolve
at
the
common
Council,
hereby
authorization
to
pay
in
the
first
instance
of
100,
of
the
federal
and
non-federal
share
of
the
cost
of
preliminary
engineering
design
instructions.
F
The
road,
let's
play
the
results
of
some
of
2
million
eight
hundred
ninety
six
thousand
one
hundred
dollars
hereby
appropriated
the
insurance
of
cereal
bars,
and
we
have
able
to
cover
the
cost
of
participation
in
both
days.
Would
they
understand
these
bonds
are
available?
Two
million
three
hundred
thirty
one
thousand
dollars
authorized
in
2023
adopted
budget
reimbursable
224
000
in
additional
Federal
made
available
by
nice
dot.
Eight
percent
is
reversible
reimbursement.
F
It's
fairly
result
that
an
event
that
both
Federal
and
non-federal
share
costs
of
the
project
seize
the
amount
appropriate
above
Council
received
at
the
professional
to
me
as
soon
as
possible
to
appropriate,
said,
excess
amount
immediately.
Communication
by
organized
display
resolve
the
mayor
of
the
city
of
Wii
and
Israelite
authorized
it's
through
all
necessary
agreements.
The
superintendent
probably
works
to
operate
its
own
necessary
certifications
of
the
important
requests.
F
What
better
way
than
we
have
the
city
that
I
can
organize
that,
in
addition
to
interaction
with
the
advancement
approval
of
the
project
and
providing
to
the
administration
of
the
project
with
the
municipality's
first
emphasis
project
costs
occurring
on
The,
evolutionary
instantly
and
eligible
project
costs
and
more
project
costs
within
corporations.
It's
really
resolved
this
project.
We
don't
take
an
understanding.
F
The
final
cost
of
the
project
to
the
city
that
the
government
do
roughly
18
said
portion
currently
estimated
at
591
000
over
3
million
296
000
is
authorized
for
this
portion
of
the
project
and
Mondays
and
internet
services,
as
well
as
by
the
signature.
Global
works
and
my
advisory
lower
I.
Think
there's
a
restricted
resolution
before
when
you
state
commissioner
transportation
and
it's
fairly
resolved
as
Physicians
will
take
effect
immediately
a
little
bit
as
written
with
two,
whereas
is
corrected
in
Spanish.
G
I,
don't
think
so.
As
a
project,
we've
talked
a
little
bit
about
and
we've
just
kind
of
gotten
to
the
final
stage
of
our
Engineers
estimate
and
getting
ready
for
bidding
and
we've
added
some
scope
of
work.
As
I
noted
in
our
memo
and
that's
driven
our
costs
up
a
little
bit
and
we
just
want
to
make
sure
we
have
what
we
think
is
the
reasonable
amount
of
money
before
we
go
out
to
bid
the
good
news.
A
G
I
Now
yeah,
so
what
we've
done
in
the
past
is
just
push
these
forward
to
council
for
approval.
I
did
just
receive
yesterday
late
afternoon,
the
resolutions
from
the
attorney's
office
and
there's
like
18
of
them,
so
I've
been
going
through
them
to
make
sure
they're
correct
if
there's
a
couple
that
I
had
to
adjust.
I
I
So
during
the
budget
process,
if
you
recall,
we
had
a
number
of
projects
included
in
the
budget
for
Capital
funding,
including
bonding,
and
so
these
projects
are
all
for
the
bonding
portion
of
those,
in
addition
to
any
projects
that
were
approved
previously
during
the
year.
That
also
need
additional
bonding
funding
are
also
included
in
this,
so
the
total
that
will
be
requested
at
Council
not
to
exceed
authorization
of
23
million
947
000
thousand
dollars
eight
hundred
dollars.
I
That
total
is
in
that
to
exceed
amount,
because
there
is
a
project
in
here
that
we
may
pull
out
and
fund
later
in
the
year.
So
it's
all
the
projects
that
you
have
approved
and
built
at
Council
will
be
a
roll
call
vote.
So
it'll
take
a
little
bit
of
time
as
we
have
18.
G
I
Two
won't
all
the
projects
together,
but
rule
requirements
require
that
they're
now
all
separated
out.
So
certainly,
if
you
have
a
question,
I
did
send
the
documentation
sporting
documentation
for
all
the
projects
again,
they're
all
previously
approved
by
Council
the
the
market
interest
rate
Market
has
really
changed
since
we
last
went
out
and
February
for
issuance.
I
We
are
now
looking
at
roughly
four
percent,
probably
interest
rate,
so
much
different
than
we've
experienced
over
the
last
several
years.
Where
we've
been
as
low
as
0.18
now
we're
four
percent.
I
We
expect
that
interest
rates
will
continue
to
climb
throughout
23,
but
then
hopefully
after
that
point,
if
any
situation
that
they'll
start
to
relax
a
little
bit
after
that
point,
so
it
is
a
difficult
time
to
borrow,
but
obviously
we
have
a
lot
of
projects
and
needs,
as
you
recall,
during
the
energy
process,
the
basis,
and
so
we
you
have
to
issue
the
funding
for
those
particular
projects
and
I'm
happy
to
answer
any
questions
from
this
point
to
the
council
meeting.
If
anybody
had
questions
on
any
of
the
projects.
C
Thanks
but
I
request
that
someone
make
a
motion
to
discharge
these
18
draft
funding,
Revolution
capital
for
their
revision.
C
Yeah
and
then
any
comments
or
questions
for
Steve
and
I
think
you
just
said
or
the
supporting
the
documentation
he
sent
us
earlier
this
week.
C
Steve
I'll
just
said:
do
you
have
a
sense
of
when
the
draft
recognition
boxes.
I
C
To
a
vote,
all
those
in
favor
of
the
lesson's
motion-
and
that
is
unanimous-
that
my
colleagues,
those
are
just
starting
to
cancel
for
those
of
you.
Thank
you.
Thank
you.
Thank
you.
We
have
three,
hopefully
brief
discussion
items
this
evening.
For
my
part,
these
are
informational
just
to
feel
in
front
of
everyone.
As
you
know,
I
like
to
circulate
things
in
advance,
well,
in
advance
of
any
formal
discussion
about
you
know.
C
The
first
document
here,
five
one
you'll
see,
is
a
local
law
to
amend
the
charter
for
starting
in
2024
and
amending
the
process
by
which
we
fill
Council
and
mayoral.
Vacancies
for
the
edification
of
the
public
and
members
of
capitalism
may
not
know
we
have
in
our
rules
of
procedure
a
mechanism
for
filling
Council
vacancies
presently
then
puts
together
a
committee
made
up
by
the
mayor,
a
member
of
the
mayor,
schusing
and
the
other
member
representing
the
ward
with
the
vacancy.
C
Vacancies
have
not
been
overwhelming.
There
are
eight
applicants
who
have
been
foreign
vacancy
this
time,
and
that
is
that
is
labor
intensive,
but
I
would
also
say
you
know
our
our
County
colleagues,
as
some
may
know,
adopt
a
special
election
model,
the
details
of
what
I'm
proposing
similar
to
what
they
have,
and
it's
detailed
in
the
in
the
draft
before
you
hear,
but
really
my
my
argument
for
us.
Considering
that
change
is
you
know
one.
C
C
I
personally
think
that
a
system
by
which
visual
Council
vacancy
or
any
vacancies
for,
like
the
judges
for
that
matter,
be
done
in
sort
of
the
most
democratic
way
possible
and
my
my
sort
of
recommendation
there
would
be
for
us
to
consider
a
method
by
which
we
for
special
elections
again
as
detailed
in
the
language
before
you
again.
You
have
in
front
of
you
but
happy
to
happy
to
answer
any
questions
from
colleagues
or
others
about
the
intention
of
the
draft
in
front
of
you.
Your
concerns
you
may
have
about.
F
Oh
just
to
say
quickly
that
I'm
fully
unload
of
this
I
mean
not
only
is
it
more
democratic,
but
I
haven't
done
this
several
times
now.
My
preference
is
to
not
be
involved
with
us
in
making
these
decisions,
but
you
know
alcohol
right
to
sort
of
fully
respectively
award
that
is
often
not
mine.
So
I
think
this
is
way
better.
I'm
curious,
if
the
vague
counts
is
something
is
that
in
line
with
the
county
does
and
that
we
know
the
Board
of
Elections
is
able
to
support.
C
Thank
you
for
that
question.
It
is
based
on
I
I've
spoken
with
the
Board
of
Elections.
They,
the
county,
actually
discovered
in
when
they
initially
made
their
change
a
couple
bucks.
Several
years
ago
they
actually
specified
specific
days,
which
was
actually
quite
problematic
when
New
York
State
then
changed
when
primary
and
election
seems
and
fell,
and
so
the
recommendation
was
to
select
Windows.
A
C
That
question
no
questions.
D
C
Well,
I
will
add,
but
I
will
add
also
for
everyone,
especially
Steve's
edification
is
I,
do
know
here
that
the
city
would
bear
the
cost
of
a
special
election
which
I
I
recognize
is
a
not
inconsequential
thing,
but
again
from
the
perspective
of
giving
this
to
the
resident
of
the
city,
to
make
the
decision
I'm
personally
going
to
compare
that
boss,
but
I
want
to
just
be
clear
with
others
Jeff
you
knew
where
I
was
going
I
just
think.
We
should
know
roughly
what
the
cost
would
be
anticipated.
C
There
was
a
special
election,
so
we
can
remind
you
about
that.
Yeah
I
can
absolutely
before
I
ever
put
this
on
an
agenda
as
a
voting
item.
I
will
absolutely
get
the
data
from
reported
elections.
Thank
you
any
further
discussion
about
these
questions,
and
is
there
any
cost
associated
with
what
we're
currently
doing
things
now?
I
mean
it's
certainly
a
Time
positive
that
appears.
It's
just
no
I
mean
they're.
They're
technically
is
still
a
in
election
right.
C
So
like
the
fourth
word,
for
example,
this
year
held
an
election
for
that
one-year
seat,
even
though
Patrick
had
been
appointed
and
so
I.
My
my
hunch
is
that
this
would
be
sort
of
cost
neutral
in
that
respect,
because
there
still
isn't.
There
still
is
the
possibility
for
an
election
being
held
atypically
for
a
given
locality
or
it
might
be
close
right
because
you'd
see
an
election
potentially
in
like
March
April,
whatever
not
on
Election
Day,
but
I
I,
don't
anticipate,
it
would
be
very,
very
expensive,
yeah.
C
It's
our
County
colleagues
already
implement
this
so
and
like
we
don't
have
as
I
think
Mall
members.
Now
we
don't
have
council
member
turnover
that
often.
C
Any
further
comments
questions
we
can
move
on
to
this
item.
I'll
turn
which
is
lower
to
ducks
in
to
introduce
his
discussion
item.
F
Thank
you.
My
apologies
I
meant
to
send
out.
It
was
another
memorable
prior
to
this
meeting
and
I
totally
forgot
to
do
that.
The
motivation
behind
this
is
to
follow
in
the
footsteps
of
a
few
States,
including
Virginia
California
and
Nevada
cities
like
Kansas
City
Missouri,
who
had
begun
to
decriminalize,
was.
F
Colloquently
called
jaywalking,
Jay
being
Jay's
being
a
pejorative.
You
know
we're
in
the
20th
century,
it's
indicated
because
we
were
gonna,
have
some
type
of
person
and
these
loans
were
enacted
in
the
1920s,
largely
by
local
car
dealerships
in
the
Olympia
industry,
to
basically
take
over
the
streets
for
the
solar
motor
vehicle
usage.
F
So
these
states
and
municipalities
have
been
decriminalizing
it
for
a
few
different
reasons.
One
is
that
you
know,
as
I
mentioned
in
in
the
proposed
or
organizer,
that
there's
the
potential
perspective
enforcement,
so
it
has
been
used
in
other
places
with
discriminatory
intent.
F
So
you
know
for
me
it
is,
has
a
couple
of
material
benefits,
even
if
it's
not
currently
enforced
very
much
over
at
all.
One
of
those
is
to
just
signal
there
that
the
streets
are
not
solely
owned
by
by
Olivia.
It
was
the
administrative
cyclist
using
as
well
and
the
other
is
to.
F
Actually
know
that
he
has
something
you
know
the
level
of
research
a
bit
before
we
bring
it
to
a
vote,
but
at
the
very
least,
if
not
in
a
legal
sense,
put
the
bonus
and
liability
on
the
mortgage
operator,
but
again
to
kind
of
avoid
blaming
the
victim
when
The
Pedestrian
is
hit
by
a
car.
D
I
really
do
appreciate
very
interesting
history
lesson.
We
got
the
origins
of
the
word
jaywalk.
D
And
number
three
I
just
fully
support
this
about
them
and
I'm
ready
to
you
know
it's
really
great
moving
forward
and
as
a
as
a
local
Queen's
kid
would
be
really
amazing.
If
we
could,
we
could
eat
out
legalizing
jaywalking
here.
C
In
Ithaca,
first
and
I
think
it's
been
I'm,
a
big
fan
of
it
and
I
really
do
resonate
with
what
you
said
as
not
letting
the
streets
be
completely
opened
by
cars.
So
definitely
in
favor
of
it.
A
I
I
understand
the
logic
in
this
I'm
not
opposed
to
that
I
worry
about
pedestrian
safety,
particularly
children.
We
don't
want
kids
to
say
across
the
street
wherever
you
want.
A
We
don't
want
pedestrians
crossing
the
street
like
they
do
at
Cornell,
where
nobody
even
looks,
and
somebody
drives
a
big
vehicle
out
of
necessity.
It
doesn't
break
as
quickly
as
a
Prius
that
can
be
dangerous.
So
are
we
gonna
give
it
a
crosswalks,
let's
say,
walk
and
don't
walk,
I
hope
not
that's
how
we
teach
kids
to
look
right
and.
F
Look
left
and
yeah
thanks
for
bringing
us
up
and
I
forgot
to
mention
too
that
this
this
is
paired
with
the
lowering
experience.
I,
think
that's
an
important
piece
of
it
is
too
I
know
yeah
to
be
fully
transparent.
Eric
Hathaway
had
some
concerns
because
he
wanted
a
lot
of
the
speed
limit,
stuff
and
design
things
in
place
before
he
felt
couples.
Foreign.
F
About
this
like
two
years
ago,
so
it's
been
a
while,
but
now
that
we
have
in
fact
lowered
the
city-wise
speed
limit
all
right.
F
So
to
answer
your
question:
no
I
wouldn't
give
it
a
cross
loss
and
in
fact,
I
personally
would
probably
continue
to
use
crossbows,
predominantly
just
because
it's
hypervisible
I
know
people
don't
pay
attention,
but
just
the
potential
of
being
ticketed,
when
it's
very
clear
that
there's
no
traffic
around
and
across
the
middle
of
the
Stream
I
think
it's
unnecessary
and
thanks
for
reminding
me
I
think
the
other
important
piece
about
this
is
it's
a
huge
opportunity
to
to
Really
educate,
so
I
moved
from
Suburban,
New
Jersey
and
for
some
reason
people
are
less
likely
to
stop
for
pedestrians
than
anywhere
else.
F
F
A
lot
of
people
don't
do
that
here.
I
don't
know
it's
because
people,
a
large
number
of
drivers
from
out
of
town
I'm,
not
really
sure
why?
But
there's
an
opportunity
here,
I
think
to
in
conjunction
with
Blackboard
pumpkins
I've
been
talking
to
as
well
or
a
really
major
education
campaign
about
pedestrian
safety
on
both
ends
of
that
equations
and
people
across
the
street.
A
D
F
And
one
final:
it's
not
so
I,
don't
know
exactly
when
this.
The
section
was
inserted
into
our
code,
but
I
took
up
years
ago
this
photo
of
X-ray
Street
from
the
1910s,
where
it
is
shared
by
pedestrians
and
cyclists,
cars
astrology
and
food
carts.
Like
you
know,
we
had
a
complete
stream,
and
that
was
a
fancy
name,
but
we
got
this
a
long
long
time
ago,
right
here,
boxing
resources,
how.
C
Do
I
control
anybody,
yeah
I
was
gonna,
say
this
yeah
I
mean
I,
guess
just
for
my
heart
I'm
very
supportive
of
this
I
am
I
would
be
curious
to
know
it
would
be
my
hope
that
there
would
be
some
sort
of.
C
Adjustment
to
liability,
I
mean
I
I've
personally
known.
Thank
you
not
too
many
in
this
community,
but
I
personally
know
in
very
the
various
places.
I've
lived
right.
People
like
just
outside
of
the
crosswalk,
usually
in
a
strong
people,
getting
clipped
by
a
vehicle
and
then
being
told
that
they
don't
have
any
recourse
because
they
were,
they
were
walking
right.
C
So
if
that
was
if
that
would
be
changed,
try
to
repeal
of
this
I'd
be
curious
to
know,
because
I
think
yeah
that's
putting
an
unused
burden
on
the
individually
within
that
circumstance.
C
Any
further
discussion
held
yeah
yeah,
I'm
sort
of
I'm
intrigued
by
this
I
messed
up.
I.
Think
George
rage
is
a
really
important
Point,
especially
having
kids
going,
how
crazy
that
can
be.
But
what
we're
after
here
is
sort
of
a
netiquette
that
would
be
observed
by
all
motorists
and
who
came
to
the
city
and
that's
going
to
take
Progressive
signage,
I.
Think
beyond
our
25
mile
per
hour
signs
away.
C
We
know
that
this
is
a
city
that
prioritizes
Walkers
and
just
to
your
point
about
the
complete
streets,
you
know
George's
Point
made
me
curious.
Well,
how
many
accidents
would
have
happened,
I
complete
Street
when
you
got
horses
coming
down
carriages
coming
off
the
back,
so
I'm
just
curious.
You
know
I
mean
I'm
sure.
Definitely.
C
These
laws
may
have
evolved
in
part
to
start
to
structure
whatever
history
can
look
like
lesson
from
chaos
so
anyway,
just
it
weren't
further
discussion,
I
think,
but
it
is
definitely
in
line
with
changing
that
speed
limit
and
since
we're
doing
that
signage
anyways
I
think
the
convenient
time
to
to
visit
it.
The
other
thing
I
was
just
going
to
bring
up
is
just
that
I
think
I've
seen
it
in
China,
they
have
like
where
they
get
like
Facebook
shamed
or
something
or
social
media.
H
C
All
right,
moving
to
our
last
item,
we
don't
have
to
discuss
on
the
floor
here.
I
just
wanted
to
be
that's
direct
between
publicly
circulated.
C
This
is
picking
up
on
a
long
deferred
issue
that
Council
took
the
previous
Council
had
undertaken,
who
revised
rules
and
procedure.
You
will
note
that
if
you
review
this
5.3
section
really,
what
much
of
the
draft
here
is
done
is
just
bring
it
in
line
with
our
practices,
as
we
are
not
fully
compliant
with
our
rules
of
procedure
as
written.
A
C
The
cross-offs
are
the
changes
crossouts
and
the
changes
and
the
the
I
am
colorblind,
so
everyone
will
have
to
help
me
here,
but
the
text
that
is
not
just
plain
black,
the
track
changes
are
the
additions.
C
You
know
you'll
know
on
the
first
page
here,
for
example,
right
previously,
this
said
for
our
organizational
meeting
that
we
would.
The
council
would
be
on
the
first
day
of
January
I,
don't
know
the
last.
That's
probably
never
been
here
period
because
that's
New,
Year's
Day.
A
D
C
Because
I'm
happy
to
you
know
I'm
just
but
I
I
thought.
Maybe
it
would
make
more
sense
for
us
to
do
that,
for
example,
on
our
first,
an
actual
scheduled
meeting
I
think
there's
an
example
later
on,
where
you
know,
minutes
are
historically
done
near
the
beginning
in
recent
history.
Minutes
have
been
done
at
the
beginning
of
meetings,
they're
actually
technically
on
here.
So
then
it
should
be
at
the
end.
None
of
these
are
really
great.
I
would
say.
I
would
say.
C
The
largest
change
in
here
at
present
is
the
section
detailing
the
acting
alternate
acting
mayor,
and
that
is
simply
because
it's
in
the
rules
of
procedure-
yes,
but
it
also
is
in
the
charter,
and
so
it's
just
kind
of
redundant
in
here
again
I
would
just
recommend
probably
a
complete
review.
The
attached
I
would
like
to
submit
this
as
a
voting
item
for
the
next
CA
meeting,
so
that
we
can
bring
this
up
to
speed.
But
please
do
take
a
review
of
this
over
the
next
month
and
any
changes.
C
F
C
Going
down
that
actually
helped
me
remember,
there
actually
is
one
technically
substantive
change,
which
is
the
rules
procedure
presently
based
on
my
recollection.
Don't
actually
they
only
set
the
rules
of
procedure
for
counselor,
not
for
committees,
and
so
there
is
just
an
editing
here
that
applies
them
notwithstanding
any
other
changes
to
the
committee
again
in
practice
we
adhere
to,
but
it's
not
in
our
books.
I
know
very
exciting
stuff.
I'll
get
you
out
of
here.
Any
current
questions
all
right.
Please.
A
F
C
Right
so
you
know
further
discussion.
I
will
turn
to
announcements.
Any
colleagues
have
announcements
all
right
in
that
case,
I'll
recognization,
okay,.
J
And
I
just
wanted
to
express
my
sincere
appreciation
to
all
of
you.
I
promised
myself
I
had
this
huge,
you
know
really
fantastic
speech
planned,
but
I
knew
I
would
probably
cry
through
it.
So
I
just
have
a
short
one.
So
thank
you
doesn't
seem
strong
enough
for
my
appreciation
for
this
community
and
the
people
that
serve
it.
J
Common
Council,
new
and
old,
embraced
me
and
taught
me
so
much
about
the
city.
I
learned
more
things
in
the
last
year
than
I.
Think
I've
learned
in
my
30
years
in
government
and
I
appreciate
that
your
patience,
your
sincerity
and
for
really
embracing
me
as
one
of
your
own,
not
being
from
Ithaca.
It
meant
a
lot
to
do
that.
J
I
always
took
it
to
heart.
I
always
try
to
embrace
every
job.
I've
ever
had
this
one
was
really
easy.
I
do
treat
you
all
like
my
family,
and
you
know
I
think
that
it's
always
good
to
have
people
that
you
can
count
on
and
that
you
can
depend
on
and
that
you
can
fight
with
and
that
you
can
make
up
with,
and
you
can
come
to
an
agreement
with,
and
it
has
been
so
important
in
the
last
year
for
us
to
do
that.
J
The
city
is
more
than
what
people
see
and
read
in
the
news.
We
know
that
day-to-day
their
unsung
heroes
all
around
us
and
they
serve
the
city
and
they
sacrifice
for
their
families.
Like
all
of
you
do
they
sacrifice
their
children's
events
and
they
sacrifice
holidays
to
be
here
to
support
the
city
and
sincere
appreciation
for
all
of
them,
and
all
of
you
here
tonight
I'm
proud
to
have
served
the
city
with
all
of
you.
I
will
miss
you.
J
D
J
Big
on
your
door
and
ask
for
help,
it
truly
has
been
a
pleasure
and
the
city
is
lucky
to
have
every
single
one
of
you
in
this
room
and
every
single
employee.
Please
don't
forget
that
there
is
more
than
what
you
see
in
the
news
and
in
the
media.
We
are
a
family
here
in
the
city
and
we
do
care
about
each
other,
even
though
we
have
our
differences.
J
J
A
A
Thank
you
for
showing
us
the
power
of
a
smile
and
a
positive
word,
and
for
insights
into
very
complex
issues.
You
brought
back
and
yeah.
We
we
love
it
so.
C
After
the
New,
Year
I
hope
everyone
has
a
lovely
holiday
and
find
some
time
to
relax.
Please
submit
your
items
for
consideration
for

C

I'll
understand

moved
by
Jorge
seconded
by
ducks
and
all
those
in
favor.
We
are
adjourned.
Thank
you
all
signers,
sorry,.
