A
A
A
All
right
seeing
none,
we
will
go
ahead
and
move
to
review.
Approval
of
the
December
minutes
can
I
have
some
more
notes.
Please
move
by
Jorge,
something
by
Jeff
and
your
discussion,
all
those
minutes,
great
all
those
in
favor,
including
the
minutes
as
written.
A
That's
three
zero
character
names
next
on
our
agenda
are
statements
from
the
public
I
wish
I
believe,
perhaps
to
see
them
there
or
not.
A
We'll
go
to
our
voting
items
then
for
Administration
human
resources
and
policy.
4.1
approve,
amended
and
research.
A
We're
going
to
learn
a
resolution
to
Improvement
in
state
development,
I
mean
industry
and
Community
advocacy,
Parker
LLC,
whereas
the
harbor
LLC
is
the
owner
of
certain
rail
property
located
at
101,
pure
Road
within
the
city
of
Ithaca,
and
whereas
the
harbor
is
a
process
of
developing
a
property
into
a
basically
because
Central
progressions
were
as
a
development
executed
on
a
28
1981.
Other
things
obtain
certain
approvals
and
construct
and
maintain
certain
improvements
as
its
owners
attention
to
the
benefit
of
other
public,
such
as
truth
of
business,
pedestrian
walks
and
equivalent
religions.
A
Municipal
Golf
Course
awareness
is
the
approval
of
2021
agreement.
City
Hardware
has
met,
varies
on
the
leash
in
that
set
or,
if
they're
in,
including
by
recording
certain
business,
Incorporated
design
requirements
and
staff
appeals
and
obtaining
site
plan
approval
from
State
Planning
and
Development
board,
reflecting
the
messages.
A
For
a
second
senator
discussion,
almost
Victor
enlightened
are
both
in
somewhere
on
screen
here.
If.
C
Yeah
I
can
just
give
you
guys
kind
of
a
brief
overview.
Most
of
it's
in
the
memorandum
we
submitted,
and
then
the
resolution
of
course,
but
just
to
give
give
you
guys
this
kind
of
sense
where
what
this
is
and
where
it's
coming
from
in
2021
Council,
approved
a
development
and
maintenance
agreement
for
this
project,
which
is
going
in
by
the
golf
course.
C
There
were
in
that
agreement,
a
number
of
requirements-
and
there
were
you-
know
a
number
of
Provisions
that
provide
some
public
benefits,
such
as
public
access
to
like
a
prominent
on
the
waterfront
they're,
putting
down
there
a
bunch
of
Street
improvements,
they're
going
to
be
making
that
sort
of
thing.
So
all
we're
doing
now
is
now
that
they've
met
some
of
those
obligations
and
that
site
plan
has
gone
forward
and
they've
also
taken
a
bunch
of
feedback
from
City
staff.
C
We're
just
we're
really
just
trying
to
make
technical
amendments
to
this.
This
agreement
that
reflect
those
things
so
we're.
You
know,
we've
kind
of
got
the
latest
and
greatest
drawings.
We've
got
some
new
language
about
timing
to
make
sure
that
they're,
you
know
not
going
to
unreasonably
interfere
with
Golf
Course
operations.
That
sort
of
thing
so
I'm
happy
to
answer
any
additional
questions
that
you
guys
might
have.
C
Mike
Thorne
is
also
on
the
line
with
us
and
can
probably
do
a
better
job
of
answering
kind
of
technical
stuff
about
the
improvements
themselves
than
I
can
but
yeah
anything.
You
guys
want
to
know
we're
happy
happy
to
address
it.
A
Seeing
no
discussion
going
able
to
vote
all
those
the
next
three
to
zero.
A
And
multi-jurisdictional
agreement
I
believe
all
Chris
Rock
is
also
on
student
interest.
The
first
dragon
mover.
D
A
There's
a
history
of
cooperation
between
Villages
focused
on
protecting
the
environment
by
cooperating
treatment
of
sewage
and
whereas
from
this
Foundation
Municipal
Wastewater
limited
December,
31st
2003
endorsed
the
concept
of
those
of
you
guys.
Utilizing
of
excess
of
I
awmca
capacity
collaboration.
The
efficient
treatment
I've
wasted
without
causing
environmental
emergency
will
come
by
with
some
point
discharge
regulations,
and
where
is
the
inwcf?
A
Owners
must
be
put
in
the
force
of
retrievement
programs
control
discharges
from
all
iawtf
industrial
users
and
personal
interior
requirements
set
out
in
the
40
CFR
part
403,
and
we're
supposed
to
be
the
highest
agrees
to
adoption
use
law
that
suggests
industrial
users
within
its
diverse
food.
Wastewater
discharges
are
equal
opportunities,
IW
iew
after
necessary
control
system
law
use
law
and
whereas
that's
actually
working
into
the
iawt
SJC
at
its
meaning
in
January
11th
2012.
A
Sorry,
including
a
non-substantial
change,
made
prepared
about
an
SGC
chair
in
attorney
a
plant
agreement
between
City
veterans
Heights
and
the
multitude
of
sexual
pre-treatments.
E
A
High
school
credit
record
the
further
recommendations,
as
of
August
15
2021.
Now,
therefore,
the
result
you
see
that
the
common
Council,
whose
two
business
attached
here
too,
including
any
non-substantial
changes,
maybe
The
Clarity
by
the
SGC
shared
attorney
and
agreement
between
metabolic
described
and
Below
multiplications.
A
F
Yes,
well,
this
is
the
product
of
at
least
a
two
year
long
negotiating
process
back
in
2003.
There
was
a
vision
that
was
put
in
place
whereby
both
our
Ithaca
area
wastewater
treatment
plant
and
the
Cayuga
Heights
wastewater
treatment
plant
in,
in
accordance
with
a
grant
proposal
to
receive
funding
for
phosphorus
removal
improvements
at
both
of
our
plants
that
our
plants
would
work
together
in
order
to
treat
race
water
from
our
larger
region.
F
We,
the
Ithaca
area
plant,
has
excess
capacity
to
treat
Wastewater
and
the
Cuba
Heights
plant
has
limited
capacity,
and
so,
while
that
Vision
was
put
together
in
2003
and
several
agreements
were
drafted
at
that
time,
they
were
never
fully
implemented
by
all
of
the
parties.
F
F
F
F
So
what
we
have
been
endeavored
to
do
is
recreate
those
agreements
that
would
regulate
our
receipt
of
those
Wastewater
flows
from
Keuka
Heights
ensure
that
they
adopt
the
proper
sewage
use
laws
for
us
to
receive
and
be
responsible
for
those
flows
and
put
together
a
billing
system
for
those
flows,
and
these
two
Agreements
are
the
result
of
that
extended
negotiating
process.
F
G
Yeah,
nothing,
you
missed
Cynthia's,
not
you
know,
it
was
a
long
long
process.
There's
no
doubt
about
it.
I
guess.
The
the
thing
that's
missing
from
the
discussion
is
the
pre-treatment
component
of
this,
and
really
what
that
is,
is
a
set
of
regulations
at
the
plant
has
to
adhere
to
which
covers
industrial
user
discharge,
if
you're
a
metal
finisher
or
if
you're,
something
that
could
actually
cause
detriment
to
the
plant,
chemistry
and
biology.
The
preacher
treatment
program
regulates
those
facilities,
issues
permits
monitoring
requirements,
reporting
requirements.
G
Things
like
that,
so
the
the
pre-treatment
agreement
is
that
the
village
of
Cayuga
Heights
understands
that
they
have
to
adhere
to
those
rules
as
well
with
their
their
normal
waste
foreign.
A
Close
attention
to
progress
on
items
to
address
the
workforce
climate
survey
and
what
I
was
hoping
to
do
at
this
meeting
was
invite
my
colleagues
who
are
here
to
participate
in
a
discussion
on
what
are
the
things
you
know.
We
want
to
make
sure
that,
if
we're
bringing
Shelly
or
someone
major
organ
to
provide
a
monthly
report,
we
want
to
make
sure
that
that's
both
a
useful
and
corrective
use
of
their
time
as
well.
It's
giving
us
the
information
that
they
didn't
want.
A
So
I'm
just
invite
colleagues
to
reflected
on
that
November
meeting
and
think
about
some
of
the
things
that
they
might
want
to
ask
foreign.
A
I
mean
I
think
for
my
heart.
You
know
Charlene,
as
we
discussed
a
little
bit
right,
like
I,
think
getting
a
sense
of
you
know,
I
thought
that
the
overview
we
had
in
November
was
very
useful.
I
think
we
got
sort
of
some
some
confirmatory
evidence
that
a
lot
of
the
issues
that
were
raised
in
the
2019
survey
still
obtained
today
as
priorities
for
us,
and
you
know
from
where
from
where
I
sit,
I
think
getting
a
sense
of
those
four
categories
and
was
Communications
accountability.
A
I
guess
there's
like
action
items
and
especially
areas
where
it
might
be
useful
for
Council
to
take
a
clear
enabling
in
terms
of
resources
or
other
commitments,
to
help
Implement
those
changes
but
I
know.
My
two
colleagues
here
also
I
thought
a
good
deal
about
this
issue
and
when
I
inviting
you
all
that
opportunity
to
help.
A
I
don't
know
if
there
is
a
possibility.
I
know
that
there
we've
gotten
a
lot
of
feedback
from
you
know
from
our
employees.
All
in
a
sudden
I'm
wondering
if.
A
Having
a
specific
thing,
that
was
that
we
that
were
more,
that
HR
is
able
to
identify
from
our
employees
in
the
realm
of
the
workplace,
environment
and
and
and
and
how
they're
engaging
with
other
staff
and
and
with
this
video
as
a
whole
into.
Maybe
we
like
to
flesh
that
out
in
a
conversation
during
one
of
these
reports
and
if
there's
something
in
particular
that
we
can
focus
on
whether
it's
like
something
that's
reoccurring
or
something
that
really
stood
out
to
us
in
these
reports.
A
I
A
I,
don't
think
that's
that
should
be
what
we're
thinking
about
when
we
talk
about
the
items
here,
I
think
instead,
here
it's
you
know
where
we've
identified
opportunities
to
improve
our
organizational
practices.
I
personally
see
this
as
an
opportunity
again
to
invite
HR
and
come
in
and
tell
us
like
additional
resources
along
these
lines
would
help
our
departments
bring.
A
Some
of
these
recommendations
that
arose
from
the
survey
online
in
a
faster
rate,
I
think
I
think
what
you're
saying
is
Jermaine
but
I
think
some
of
the
people,
when
you
say
the
economics
reporting
and
things
like
that,
you
know
I
think
some
of
that
remains
like
the
party
exactly
Etc,
but
actually
anything
to
add
on
that.
H
A
Earlier
on,
we
could
identify
maybe
some
types
of
of
Milestones
or
benchmarks
in
terms
of
communication
with
or
or
interactions
with,
employees
that
we
might
want
to
hit
in
terms
of
hitting.
A
You
know,
goals
that
we
want
to
see
more
accountability,
transparency,
communication,
if
there's
something
that
I
don't
want
more
homework
on
you
guys,
but
setting
out
specific
benchmark
the
roles
that
we
that
you
know
we
can
try
and
measure
by
the
end
of
the
year.
And
then
these
that
these
report
backs
could
be
a
conversation
of
how
well
we're
doing
with
achieving
them
or
or
things
of
that
regard.
And
that
would
be
something
that
has
worthwhile
to
look
into.
H
Yeah
I
think,
if
I
understand
you
correctly
one
of
the
ways
to
do
that
I
mean
there
are
several
ways,
but
one
way
would
be
to
just
identify
what
some
key
issues
are,
that
we
want
to
see
Improvement
in
and
then
either
do
a
brief
survey
is
one
way
to
get
feedback
on
that
we
don't
really
have
a
baseline.
H
Now,
even
though
we
have
this
report,
our
Workforce
has
changed
so
much
so
I
would
say
that
the
the
first
we
would
need
to
get
a
Baseline
and
then
measure
over
time,
and
we
can
do
that.
H
A
Yeah
I
was
just
going
to
say
that
I
think
that
one
thing
that
would
be
valuable
for
the
board
is
exit
interviews
from
folks
who
are
left
just
always
have
that
constantly
accumulating
information
about.
You
know
why
I
think
that's
really
important
and
asking
Landing
and
I'll
just
I,
think
you
know
I
think
that's
very
valuable
feedback.
A
I'll
just
also
add
in
here
that's
I,
think
a
good
opportunity
and
sort
of
at
the
heart
of
what
it
was
I
was
attending
and
I
was
having
this
conversation
because,
while
I
think
that's
a
good
suggestion
like
the
first
thing
that
comes
to
mind
for
me
is
like.
Does
our
HR
department
currently
have
a
Personnel
bandwidth
and
resources
to
be
able
to
take
on
that
additional
responsibility?
And
then
what
can
council
do
to
you
know?
If
the
answer
is
that
question
is
no
right.
We
have
to
understand
there'll,
be
like
a
ramp
up
time.
A
I
mean
I
know.
One
of
the
things
that
was
covered
in
the
survey
was
a
detailed,
some
facilities
issues
which,
like
we're
aware
of
aware
of
but
those
income,
much
longer
time,
Rises
than
some
other
issues
right.
Yeah
I
think
that's
really
great
that
we're.
You
know,
thinking
about
the
resources
that
Shelley's
going
to
need
to
to
facilitate
all
this,
and
you
know
I
hope
Shelly
feels
free
to
elaborate
not
as
this
time,
but
when,
when
you
have
ideas
about
resources,
that
would
be
very
into
that.
A
But
you
know
just
to
come
back
to
the
concept
of
exit
interviews.
I,
think
my
understanding
is
that
everybody
is
currently
entitled
to
a
nicer
interview
if
they
start
a
desire
right,
but
it's
not
mandated
so
I
just
think
we
really
need
to
be
thinking
about
what
would
create
a
culture
that
makes
people
want
to
get
that
feedback.
A
You
know
whether
they're
leaving
an
angle
or
just
moving
on
to
another
step
and
in
their
career
and
future
or
leaving
Ithaca.
You
know
it's
just
how
do
we
make
it?
Our
Workforce
understand
that
is
really
really
important
that
that
we
have
to
have
to
to
continue
to
function.
H
No
I
think
that's
a
valid
point.
The
feedback
is
is
very
valuable
when
people
do
give
the
feedback
creating
I,
think
part
of
creating
an
environment
where
people
are
willing
to
give.
It
is,
if
they're,
in
an
environment
where
they
see
changes,
are
happening
because
of
feedback.
So
yeah
I
agree.
A
Don't
know
if
it'll
be
helpful
for
us
to
sort
of
for
each
one
to
Zone
in
on
a
different
aspect
or
or
Avenue
of
what
you're,
what
we're
trying
to
cover
from
the
study
in
terms
of
like
you,
mentioned
transparency,
communication
accountability
as
opposed
to
doing
a
more
raw
and
all-encompassing
encourage
report
back,
if
you
say
okay
this
month
again
what
we
saw
on
accountability
this
month
on
transparency
and
everybody
would
come
back
if
something
is
sticks
up
or
sticks
out
during
that
time.
A
That
can
definitely
you
don't
have
to
hold
that
on
for
a
specific
month
per
se,
but
sort
of
make
it
so
more,
more
focused
and
and
honed
in
on
a
specific
things.
So
you
guys
don't
have
to
worry
about
the
answer
to
the
concerns
about
personal
bandwidth,
about
trying
to
hit
every
single.
You
know
point
that
each
that
we
should
work
back
and
maybe
having
it
more
focused
on
would
be
helpful,
I'm,
not
sure.
A
I
I,
like
the
spirit
of
what
you're
saying,
I
I,
think
my
and
Shelley,
please
jump
in
if
you
disagree,
like
I,
think
my
immediate
reaction
to
that
is
I
think
we
probably
need
to
have
slightly
longer
time.
Horizons,
given
that
you
know
work
planning
issues
around
this
I
think
will
take
a
substantial
amount
of
time,
especially
in
show
you
something
about
unidentified
in
your
Baseline
and
I.
A
Think
I
like
again
the
idea
of
taking
things
in
chunks
but
I
think
rather
than
expect
progress
on
each
alternating,
you
know
bucket
every
month
we
might
want
to
take
a
slightly
longer
time
prize
for
some
of
those
understanding
that
again,
we've
made
reference
to
the

but
things
like
that
will
take
a
significantly
longer
and
and
I
think
a
lot
of
our
first
action
items
will
be
identifying
where
we
need
to
add
resources
to
help
address
those
other
things.
Sorry.
A
Yeah
I
I
think
I

I.
Think
generally
in
spirit
you
know
we
can.
We
we
can
probably
move
on
from
this,
but
again
I
would
invite
colleagues
to
think
deeply
about
the
things
that
they
want.
You
know
the
most
information
on
again.
I
do
think
that
we
should
think
at
the
highest
level
of
like
again
those
those
buckets
of
information.
I
think
we
should.
A
You
know,
I,
really
I
think
we
should
be
relying
on.
You
know
HR
leadership
to
determine
what
that
respective
work
plan
should
be
rather
than
getting
involved
in
that
operational
detail,
but
please
do
send
those
suggestions,
colleagues
to
me
in
writing,
including
colleagues
who
are
not
on
this
community
or
more
this
month
later,
so
that
we
can
provide
some
clear
Direction
and
make
this.

B
By
Jorge
Scott
anything
you'd
like
to
begin
our
discussion
with
yeah.
G
Just
a
history
lesson:
last
year,
this
body
approved
the
city
cost
share
for
650
000
boiler
replacement
project.
You
know
the
plant's
36
year
old.
You
know
your
your
home
boiler
doesn't
last
that
long.
So
the
boiler
is
crucial.
It's
amongst
several
other
boilers
that
are
also
in
dire
shape.
So
this
is
just
the
first
of
several
this.
This
heats
the
building,
yes,
but
it
also.
It
also
heats
the
the
sludge
digester
component,
which
is
a
vital
necessary
for
the
plant.
G
The
contractor
that
was
hired
has
replumbed
and
reworked,
because
we
don't
have
the
heating
capacity
that
the
plant
needs
right
now,
because
the
boiler
still
hasn't
been
replaced.
The
650
000
was
to
replace
that
cast
iron
boiler,
as
I
think.
Most
of
you
are
aware,
we're
still
in
a
supply
and
demand
problem
across
the
globe,
so
we
ended
up
dealing
with
splitting
the
650
000
into
two
phases.
G
One
was
to
order
the
boiler
so
that
we
can
be
sure
that
we
would
get
it
at
least
hopefully
this
month,
and
then
the
other
was
to
install
the
boiler.
So
while
they
were
demolishing
in
anticipation
of
the
new
boiler,
they
found
a
host
of
things
that
are
not
up
to
code
and
they
came
up
with
a
phase.
Three
and
phase
three
is
about
289
thousand
dollars,
and
it
includes
all
the
goodies
that
were
read
in
the
resolution.
G
First
and
foremost,
the
flu.
The
exhaust
chimney
is
not
up
to
code,
it
needs
to
be
re-sleeved,
there's
several
pumps
that
need
to
be
replaced.
G
You
know,
there's
some
components
for
operation
that
need
to
be
replaced
just
because
they're
Antiquated
and
then
the
makeup
air.
The
boilers
need
air
to
breathe
for
combustion.
That
air
is
pulled
in
from
a
corrosive
atmosphere.
That's
within
the
room
itself,
it's
just
what
the
way
that
it
was
designed.
So
the
plan
is
to
bring
a
fresh
air
intake
in
from
outside.
That's
also
going
to
add
some
money
and
I
think
the
biggest
cost
item
is
the
fact
that
these
boilers
are
basically
on
demand.
G
So
when
a
thermostat
trips,
the
boilers
fire
up
just
like
a
conventional
boiler,
would
in
today's
modern
era
we
have
Smart
instrumentation
and
controls
that
allow
us
to
you
know,
tailor
the
the
boiler
operation
to
improve.
If
efficiency
on
you
know
gas
consumption
operations
and
things
of
that
nature.
G
So
we
spoke
to
the
electrical
contractor
and
they're
going
to
be
rewiring
a
whole
new
automatic
instrumentation
and
control
system
in,
and
so
all
of
that
comes
up
to
about
289
000,
you
know
doing
the
math
with
the
previously
approved
650
we
had
about
75
000
left
over
that
knocked
it
down
some
we
added
a
little
more
for
contingency,
so
we
are
requesting
that
the
joint
owners
approved
255
000
for
a
phase.

This
is
kind
of
a
just
a
you
know,
checking
off

administrative

so
that
we
can
apply
for
the

but,
as
it
says
in

ultimately,
we

when
there's

I,
remember
that
calls
for
the

the

And
whereas
this
project
has
been
determined
about
to
be
an
iPhone

ordinance
and
the
City
of
our
Metropolitan

A
However,
the
action
at
hand,
engineering
or
design
is
not
subject
to
the
biological

constructions.
Environmental
requirements
have
been
met,
whereas
on
December,
14th,
2022,
400

the

by
the
New

Now,
therefore,
the
common

so
you
can
be
invested
by
a

A
A
Public

going

and
be
it

We
is
hereby
authorizing,
administer

project
and
be
a

that
certified
copy
of
this
resolution
be
filed
with
New,
York,
City,
Commissioner
of
institution
management
and
Convention
to
the
project,
and
we
have
further
resolved
revolutions.
J
Can't
hear
me
guys
yeah
good
evening,
everyone,
so
this
project-
or
this
bridge
is
probably
the
only
Bridge.
Currently
we
have,
which
is
under
under
a
constant
monitoring
because
of
your
sexual
loss.
We
have
over
the
years
and
we
received
a
structural
yellow
Flags,
which
we,
which
would
require
us
to
make
a
major
repair
or
a
lot
posting.
But
instead
of
doing
that,
currently
we
hired
a
consultant
to
do
some
monitoring
on
on
a
day
on
a
yearly
basis.
J
So
we
don't
know
exactly
the
extent
of
this
sexual
loss,
but
we
keep
monitoring.
You
know
using
our
consultant
sources
and
and
power,
but
in
order
to
avoid
you
know
major,
you
know,
probably
even
a
red
flag
which
requires
us
to
close
the
bridge.
We
are
currently
looking
for
the
funding
and
actually
we
secured
roughly
450
000
from
the
states,
and
we
are
keep
looking
forward
the
the
construction
funding,
which
would
probably
get
it
through
Bridge,
New,
York,
funding
application
and
other
sources.
J
So
generally,
this
resolution
is
just
is
the
required
requesting
the
council
to
approve
this
design
money
and
which
is
80
and
20
non-fired
share
and
also
there
is
a
possibility
of
getting
fifty
percent
reimbursement
from
the
state
which
which
currently
we
don't
have
it,
but
there
is
a
chance
to
to
secure
in
the
near
future.
Generally,
that's
what
you
know
the
memo
in
the
resolution
stating
and
if
you
have
any
question
I
would
be
happy
to
answer
it.
J
Otherwise,
things
anymore
is
kind
of
you
know.
Self-Explanatory
I
would
say.
B
Steve,
please
just
didn't
know
what
this
was
also
in
the
2023
budget.
So
it's
again,
like
Mike,
had
mentioned
it's
kind
of
the
formal
process
that
is
needed
when
student
in
general
requirements.
A
A
Establishment
implementation
of
the
energy
code

and
Ithaca

goes
something
about
reference
manual
and
whereas
the
purpose
of
part
seven
is
to
reduce
the
greenhouse
gas
emissions
from
new
construction
and
renovation
of
building
Advanced

whereas
the
IEDs
was
adopted
and
implemented
in
May

and
whereas
periodically
amending
the
iecs
to
ensure
that
it
is
clear
and
up
to
date
as
necessary
to
further
the
purposes
of
article
7.
We're
in
a
section.
A
146-57
requires
common
Council

for
certain
types
of

to
the

including

Certain
other

A
Now,
therefore,
be
resolved,
the

of

any

all
other

in
the

or

in

with
this
resolution
as
simple.
Thank
you
second,
by
Jack
I.
Imagine
folks
that
had
a
chance
to
review
me.
Some
demo
I'll
also
turn
it
over
to
about
what
was
here
or
any
other
comments.
K
Well,
essentially,
these
are
amendments
that
we
thought
should
go
before
the
common
Council.
K
There
is
provision
in
the
ordinance
that
allows
for
minor
revisions
and
clarifications
to
be
done
by
the
director
of
Planning
and
Development,
but
the
scope
here
we
felt
was
necessary
to
have
the
review
and
approval
of
common
Council,
specifically
with
the
electric
vehicle
charging
stations
and
the
increase
in
the
number
of
points
that
can
be
earned
through
providing
electric
vehicle
charging
stations.
A
Thanks
all
right,
I
will
now
recognize
Chief
of
Staff
to
lead
us
in
a
discussion
on
the
city
manager
transition.
Please.
D
Sure,
hi
everyone-
this
is
Society
again
I
mean.
Is
there
any
questions
you
want
I,
don't
necessarily
think
we'll
have
a
lot
of
discussion
today.
We
just
thought
it
would
be
helpful
to
robita
what
we're
going
to
do
is
put
city
manager
transition.
It's
just
the
standing
agenda
item
on
because
this
is
a
really
big
under
drinking
for
the
city,
so
we
thought
the
best
way
to
make
sure
that
all
the
council
have
updates
Etc,
and
you
understood
how
this
was
working-
that
we
would.
We
would
leave
this
as
a
placeholder
for
everyone.
A
D
What
we
may
also
end
up
doing
is
going
to
be
one,
maybe
two
we're
not
sure
our
committees
at
the
whole,
so
everyone
brought
Council
can
weigh
in
and
a
number
of
different
things,
but
what
I
included
in
the
agenda
packet
I
just
sort
of
wanted
to
walk
into
what
our
goal
is
or
how
to
pull
this
and
the
first
things
that
I
wanted
to
draw
your
attention
to
were
essentially
what
you
see
in
the
packet
is.
Everyone
remembers.
D
This
went
to
referendum
in
November
past
overwhelmingly,
which
we
were
very
pleased
to
see,
but
the
little
tiny
sentence
on
the
ballot
on
the
referendum
was
just
a
throwback
to
these
mountains
of
paper,
which
was
the
actual
legislation
that
direct
running
events.
D
So
if
anyone
wants
to
really
drill
down
into
the
intense
amount
of
work
that
most
of
the
attorney's
office
in
basically
finding
everywhere
that
mayor
is
referenced
in
our
code
and
Charter
and
to
really
take
a
look
at
what
those
changes
needed
to
be,
you
can
dig
into
those
two
resolutions
and
we
want
to
know
what
the
referendum
actually
did.
D
So
that's
kind
of
where
we
were
the
next
thing
I
wanted
to
draw
your
attention
to
is
what
will
sort
of
serve
as
the
framework
for
our
work
plan
in
terms
of
the
transition
I
had
the
I
think
it's
page
80
on
the
packet,
but
it's
the
chart
that
looks
like
this.
That
was
in
the
memo
there's
two
different
ones.
This
is
the
longer
one
again.
D
Okay,
should
we
pay
80.,
I,
think
and
then
what
we're
going
to
do
so,
basically,
this
is
in
essence
a
direct
correlation
to
some
of
the
actual
language
and
chartering
the
code
that
was
changed
and
modified,
and
so
what
you'll
see
is
the
left
column
that
says
current.
That's
not
current
anymore,
because
we
can
change
the
thing
changer.
So
what
that
column
now
will
become
is
previous
powers
of
the
mayor.
D
If
it's
been
transferred
to
city
manager,
then
there's
probably
a
lot
of
work
internally.
That
needs
to
be
done
in
order
to
take
a
look
at
this.
Our
process
associated
with
that
Duty
or
responsibility
I'll,
give
you
a
couple
good
examples
of
things.
We
know
we're
going
to
need
to
do
some
work
on
the
routing
of
the
contracts
right.
It's
like
that's
something
that
right
now
is
heavily
in
Baltimore
mayor
in
the
jrca.
D
If
you
were
just
remarking
the
amount,
little
signature
that
we
have
to
do
right
so
I'm,
not
I,
don't
have
a
crystal
ball
to
tell
you
exactly
how
we're
going
to
change
all
these
things
and
what
that
will
look
like,
but
there
is
an
intense
amount
of
really
in
the
weeds
to
each
other.
Now,
a
lot
of
these
processes
are
going
to
be
looked
at
on
animals.
D
So
what
we
will
continue
before
you
is
this
is
how
I'm
going
to
tackle
this
so
I.
Think
that's
really
all
I
wanted
to
say
to
DNA,
but
I
also
want
to
make
sure
that
you
have
some.
I
Yeah,
thank
you
Dad
and
thanks
for
providing
these
materials
for
our
clients,
CA
agenda
I
am
very
supportive
of
there
being
regular
updates
in
CA,
and
certainly
one,
if
not
two
Committee,
of
the
whole
meetings
of
council,
so
that
all
a
council
is
benefiting
from
this
information.
Of
course,
all
Council
can
see
the
ca
agenda
can
attend
CA
meetings
and
look
at
recordings.
I
can
look
at
the
minutes
of
CA,
so
we're
just
trying
to
present
as
much
information
in
as
many
opportunities
as
possible
going
forward.
This
is
the
start
on
that.
A
A
I'll
recognize
myself
briefly
and
just
ask
I
mean
yeah.
Thank
you.
So
much
for
circulating
the
items
that
were
I
know
part
of
the
agenda.
A
famous
agenda
in
two
November
scale
is
in
this
past.
Council.
One
question
for
me
is:
is
the
draft
job
description
that
was
included.
Illustratively
does
the
adventures
you
have
a
sense
of
when
a
formal
posting
will
be
available
because
I
imagine
will
want
to
do
an
executive,
Search
and
the
whole
nine
yards
and
want
to
make
sure
we
have
a
complete
time
for
that.
Yeah.
D
So
we
haven't
put
the
expanded
work
plan
together
yet,
but
right
now,
the
way
the
draft
is
looking
this
very
first
one
Service
Chief
Executive
Officer
of
the
city.
What
what
I'm
envisioning
is
a
whole
column
that
then
details
about
all
of
the
things
that
need
to
be
done
related
to
that
there
are
still
some
additional
things
like
the
job.
Description
has
to
go
through
whatever
vetting
Union
has
to
book.
D
So
there's
a
processor
right,
and
we
also
have
to
figure
out
internally,
who
actually
will
be
a
part
of
that
process,
just
to
maintain
the
Integrity
of
that
process
as
well
so
I'm,
assuming
that
we
will
have
a
better
sense
of
the
timeline
probably
next
month.
But
we
are
aware
that
we're
under
a
ton
of
crunch
with.
A
Foreignly
for
somebody
with
the
necessary
skills
to
fulfill
this,
and
so
how
exactly
are
we
going
to
do
that?
How
is
this
going
to
reach
the
ideal
candidates
that
we
wanted
to
and
I
just
jump
into
that
all
the
guys
will
just
that's
the
initial
question.
I
have
because
it's
funny
to
have
analying
support
and
clearly
we
want
somebody
who's
up
to
the
job
and
so
making
sure
that
we
cast
it
bigger
than
that
as
possible.
This
is
a
good
question.
We.
D
Plan,
okay,
so
I'm
going
to
kind
of
answer
this
in
two
ways.
One
way
is
we
don't
know
any
of
that
yet,
and
that
could
be
potentially
something
that
is
included
in
discussion
at
the
committee
of
the
whole,
because
this
position
was
designed
to
have
counsel
to
leverage
the
person.
So
we
I
don't
think
that
we
can
move
forward
without
getting
Council
input
on
what
that
process
looks
like.
D
So
your
questions
might
be
more
relevant
at
the
time
when
we're
going
to
council
I
also
want
to
be
quite
transparent
and
sensitive
to
the
fact
that,
probably
that
piece
of
the
design
will
be
run
primarily
by
human
resources.
D
I've
been
transparent
about
this
with
everybody
else,
so
I'm
going
to
say
it
here
also
I
was
hiring
into
this
position,
knowing
that
the
chief
of
staff
position
ended
at
the
end
of
this
year,
but
I
don't
think
I
I
have
not
made
a
personal
decision
and
I
don't
know
what
this
is.
Gonna
look
like,
but
if
I
decide
that
I'm
interested
in
applying
for
this
job,
then
I
think
it
is
extremely
inappropriate
for
me
to
be
involved
in
the
design
of
the
process
of
how
the
person
is
selected.
D
A
I
appreciate
that
and
I
appreciate
that
transparency
as
well.
A
I
think
you
know
we're
gonna
have
some
cows,
one
thing
that
would
be
good
to
or
Community
the
holes.
A
To
have
an
opportunity
potentially
to
have
some
presentations
from
existing
same
actors
and
other
municipalities
at
those
meetings,
and
we
should
explore
the
potential
of
potentially
or
Junior
city
manager
out
from
someone
who
has
done
this
job
or
similar
size
municipality
and
can
really
lend
us
that
much
activities
from
day
one
and
you
know,
and
yeah
potentially
saw
that
not
obviously
you
could
be
a
part
of
that
transition
and
we
could
be.
You
know,
really
focused
on
getting
somebody
who
has
comprehensive
Experience
day.
One.
D
Yeah,
so
what
maybe,
what
you
don't
there's
a
couple
of
things
we
did
talk
to
several
current
city
managers.
Do
the
research
process
for
this,
so
it
will
be
really
easy
for
us
to
really
contact
them
and
have
you
have
access.
D
Great
education
we've
seen
a
lot
of
them
is
actually
a
former
mayor,
obviously
who
kind
of
went
over
considering
that
outside
of
a
lot
of
those
things
there.
So
that
would
be
helpful.
There's
also
an
organization
called
icma
which
has
assisted
others
that
we've
been
working
through
this
transition.
So
there's
a
ton
of
resources
there,
so
I
can
share,
although
out
with
cancel
the
resources
that
are
provided
and
there's
a
lot
of
transition
beds.
The
other
thing
that
that
again
is
just
not
ready
in
time
for
today.
D
I've
also
identified
four
cities
that,
within
the
past
five
years,
have
gone
through
this
exact
transformation
and
there's
a
ton
of
information
that
they
have
available.
So
I
can
put
those
things
together
and
send
them
out.
So
what
I'm
envisioning
is
not
only
the
report
to
come
through
City
administration
every
month,
but
I
can
provide
a
monthly
just
sort
of
update
together
as
a
precursor
to
what
I
was
going
to
end
up
on
the
ca
agenda.
D
But
I
can
do
that
for
you
as
well
I
think
it's
helpful
to
see
other
cities
that
went
through
this
and
sort
of
how
they
managed
it.
What
I've
been
learning
is
that
we
we
didn't
know
we
were
this
smart
when
we
did
it,
but
giving
ourselves
a
year.
Time
frame
is
was
very
smart
because
the
other
cities
that
I've
been
looking
at.
We
did
not
have
this
long
of
an
on-ramp
in
order
to
transfer,
and
then
there
was
some
stuff
and
as
well
our
room.
D
Charter
says
we
have
to
have
a
city
manager,
but
that
was
only
a
month
ago
and
there
wasn't
nearly
enough.
We
should
transition
a
little
bit.
So
no,
we
did
really
do
a
nice
job
of
building
that
in
and
then
the
other
thing
I
think
we
all
have
to
we're
all
fully
aware
is
that
all
of
council
could
potentially
turn
over
as
well,
because
all
your
seats
are
up.
So
the
timing
of
the
January
1
start
personally
manager
is
also
depending
on
the
potentially
majority
new
Council
Court
as
well.
D
A
A
The
more
people
will
bring
it
into
the
process,
and
you
know
it
was
a
really
show
how
how
a
city
manager
is
going
to
be
interacting
with
different
departments
and
I
start
to
you
know
that
can
be
a
real
tool,
I
think
to
improve
some
of
the
problems
that
we've
been
dealing
with,
so
any
opportunity
we
see
to
to
celebrate
advances,
and
you
know
just
to
Showcase
intimacies
of
how
this
can
work
and
how
it
will
work.
D
What
I
can
tell
you
is
the
latest
conversation
that
I
had
with
that
group
that
the
city
this
the
majority
of
the
city
staff
that
I've
spoken
with,
is
very
supportive
of
this
change
and
kind
of
seeing
this
as
a
day-to-day
sort
of
go-to
person
and
I
think
it
would
be
helpful
for
us
to
get
some
just
information
from
City
staff
that
they're
excited
about
this
that'd
be
good
to
go
out.
There
I
agree.
I
Just
indicated
that
there
are
monthly
meetings
with
senior
staff,
there
are
regular
meetings
with
department
heads.
There
are
regular
employee
q,
a
opportunities
all
of
which
there
have
been
discussions
about
city
manager,
an
opportunity
to
highlight
some
of
the
changes
and
to
get
feedback
from
employees.
So
we're
definitely
looking
at
a
two-way
information
speed
with
food
staff
yeah
another.
A
Discussion
all
right.
Thank
you
again
very
much
for
initiating
these
conversations.
A
All
right
well,
then,
moving
on.
We
look
forward
to
that
next
update
any
announcements
from
colleagues
all
right.
Well,
in
that
case,
our
next
meeting
is
February.
22Nd
I
will
note
for
public
edification
that
all
the
person
McGonagall
will
be
approving
the
items.
That's
it
for
the
city
Administration
items
at
councilman.
Please
I
will
announcement
here
before
they
with
that
I'll
entertainment,
move
by
organization
by
Jeff,
cozy,
bigger,
3-0,
all
right,
where's,
your
energy.
Thank
you.
