Any
addition,
congratulations

agenda.

Seeing
none,
we
can
move
straight
to
a
proclamation,
a
very
special
proclamation,
what
I'm
I'm
really
excited
about,
which
is
a
sister
city
proclamation,
so
community
sister
cities,
if
you
don't
know,
are
informal
agreements
made
between
two
communities,
usually
by
the
the
chief
executive
of
each
community
from
two
different
countries.
B
You
know
founded
for
a
particular
purpose:
post-world
war
ii,
which
was
to
bring
communities
together
and
recognizing
that
cities
especially,
can
play
a
really
special
role,
bringing
people
together
that
even
when
nations
are
disagreeing-
and
as
is
sometimes
the
case,
even
when
the
politicians
at
the
federal
level
are
disagreeing,
we
find
that
at
the
local
level
we
have
more
in
common
than
we
do
apart.
So
sister
city
relationships
are
usually
formed
between
cities
that
have
some
sort
of
similar
characteristics.
B
They
usually
are
marked
by
educational
exchanges,
possibly
even
trips
back
and
forth
from
representatives
of
those
communities
very
excited
about
this
relationship.
B
Because
of
the
ties
that
already
exist-
and
I
want
to
thank
seth,
the
croft-
who
is
who's
here
and
is
going
to
receive
this
proclamation,
and
I
want
to
thank
anthropologists
david
holmberg
and
catherine
march
who,
through
their
work
at
cornell
university
for
a
very
long
time,
and
in
fact
this
past
year
in
december,
at
southside
community
center,
we
held
a
great
recognition
event
where
they
received
the
sir
edmund
hillary
mountain
legacy
medal
for
their
many
decades
of
friendship
and
assistance
to
nepal
and
for
the
leadership
and
educational
exchange
programs
between
nepal
and
hearing
ithaca.
B
If
you
go
to
the
finger
lakes,
of
course,
renowned
for
our
spectacular
state
parks,
magnificent
gorges,
waterfalls,
world-class
wine
and
beer
producers,
as
well
as
fine,
dining
and
features
an
exceptional
array
of
cuisines
and
has
diverse
public
events
and
celebrations
and
pokhara
to
the
annapurna
area
conservation
project,
the
most
visited,
mountaineering
and
trekking
area
in
a
country
that
is
itself
synonymous
with
mountain
tourism
and
a
destination
universally
recognized.
As
one
of
the
last
best
places
on
earth.

The
trekking
in
particular.
I
should
just
say:
I'm
really
proud
to
be
issuing
this
proclamation
but
laura
cinch.
Your
boots
tight
because
these
tracks,
through
the
mountains,
are
apparently
vigorous,
whereas
both
ithaca
and
pokhara
offer
the
advantage
that
as
partners,
they
provide
a
multiplier
effect
on
account
of
long-established
academic,
commercial,
political
and
organizational
linkages
with
other
urban
centers,
as
well
as
numerous
smaller
municipalities.

An
advantage
that
will
be
greatly
enhanced
by
the
ongoing
enhancements
of
both
local
airports
to
handle
international
flights
so
that
in
establishing
a
privileged
relationship
with
bokara
ithaca,
will
be
effectively
bonded
with
the
entire
nation
of
nepal
and
whereas
linkages
between
ithaca
and
throughout
the
finger
lakes,
region
and
bakara
and
through
it.
Nepal
will
motivate
educational
exchanges
for
high
school
students
and
research
opportunities
for
university.
Students
enhance
recreational
and
cultural
tourism
through
pre-travel
contacts,
so
that
short-term
adventures
are
more
likely
to
generate
lifelong
friendships
and
facilitate
entrepreneurial
ventures.

think

is

possible

promote
seth
to
a

so
he
can
accept
the
proclamation

just
a
minute
or

has

a
long

project

forward

even
more
complications

the
sister
cities
rubric
and
if
anybody
out
there

suggestions

projects

they

collaboration

if
they
would

participate.

is
the

diane
sam's
annual
african
american
history
month,
recognition
honoring,
miss
eloise
d
barrett,
whereas
since
2004
the
city
of
ithaca
common
council
has
recognized
an
individual
in
our
community.
Well,
I
can't
hear
anybody
now
of.

And
stellar
leadership
during
african
american
history
month
and
in
so
doing,
establish
a
tradition
of
honoring,
outstanding
leadership,
courage
against
unspeakable
odds
and
an
unwavering
commitment
to
community.
That
is
in
keeping
with
the
vision
of
dr
carter
g
woodson,
founder
of
black
african
american
history
month
and
whereas
the
state,
the
late
diane
sams,
was
a
herod
civil
rights
leader,
long
time,
public
servant
and
the
first
african-american
woman.
Who
was
also
a
person
with
a
disability
to
serve
on
common
council,
including
as
the
first
black
woman
to
serve
as
acting
mayor.

And
whereas
common
council
renamed
this
annual
recognition
posthumously
in
2007
to
honor,
alderperson
sam's
tireless
efforts
on
behalf
of
people
of
color,
the
underrepresented
and
other
marginalized
populations
in
and
around
ithaca.
While
as
a
single
parent.
Raising.
Two
sons
who
later
established
careers
in
law
enforcement
and
whereas,
since
2004
outstanding
leaders
across
the
greater
ithaca
area,
have
received
this
recognition
from
common
council.

Acknowledge
acknowledgement
is
mrs
eloise
d,
barrett,
retired
public
and
community
servant,
who
maintained
a
laser-like
focus
on
helping
scores
of
local
youth,
overcome
barriers
and
achieve
personal
success.
And
whereas
mrs
barrett,
a
1975
graduate
of
ithaca
high
school,
learned
the
importance
of
helping
others
by
watching
her
father.
The
late
bishop
cecil
a
malone
help
the
community
through
the
pulpit
skilled
trades
or
through
counseling,
instilling
in
her
the
importance
of
the
whole
person
and,
whereas,
additionally,
through
her
experiences
with
the
explorers
post
of
the
then
tompkins
county,
sheriff's
department
and
ithaca
youth
court.

And
whereas,
through
her
work
at
the
youth
bureau,
mrs
barrett
found
she
could
help
youth
in
the
ithaca
city,
school
district
and
beyond
use
education
as
a
route
to
academic
success
and,
more
importantly,
create
opportunities
where
they
belonged,
could
be
heard.
Cared
about
and
supported
consistently
from
sixth
grade
through
graduation
and
further,
while
creating
similar
environments
for
parents
to
help
their
children
succeed.

Mrs
barrett
continues
to
serve
community
through
song
as
a
member
of
the
dorothy
cotton
jubilee
singers.
In
helping
support
her
family's
new
restaurant,
the
legacy
by
ardm
at
the
ithaca,
tompkins
international
airport,
a
job
she
considers
she
considers
continuing
her
family's
legacy
of
love
and
whereas
having
held
positions
in
her
church
on
local
state
and
national
levels.

tutor

they

me

they're
like
there's

actually

special

paul
shores
memorial
program

they
want
you

tutor,

they

it
like
a
deeper
dive
and
you've
got
to
commit
to
being
around
for
longer.
You
can't
just
come
in
and
out.
We
want
folks
in
these,
these
kids
lives
and
they
said,
but
to
do
this,
you've
got
to
meet
an
ithacan.
You
know
an
ethical
who
runs
this
program.
She
was
my
first
ithaca
like
really,
you
know
those
corner,
professors
and
stuff,
but
she
met
me.
I
don't
know
if
I
lose.

You
remember
this
at
a
picnic
table
behind
barnes
hall,
where
the
public
service
center
was,
and
from
that
moment
to
every
field
trip
for
all
eight
semesters
that
we
took
with
those
kids.
You
just
showed
me
so
much
warmth
and
kindness,
and
and
introducing
me
to
your
family
and
treating
me
like
family
and
showing
me
that
all
of
ithaca
is
not
cornell
and
thank
god
for
that.

Sometimes
that
there's
a
there's
a
warmer
place,
there's
a
place
where
people
ask
how
your
mom
is
doing
and
they
actually
care
and
to
work
alongside
you.
These
last
14
years
has
been
a
privilege
eloise.
You
are
a
true
titan
in
this
community,
and
this
award
is
so
well
deserved.
I've
watched
you
transform
all
of
those
kids
lives
and,
more
and
more
just
by
your
example.

who
are
we

pick

just
the
the
stories
that
come
up
about
diane,
the
warmness
that
it
brings
and
some
of
the
other
stories
that
we
laugh
about
because
people
got
in
diane's
way,
but,
more
importantly,
with
this
one,
when
we
let
miss
miss
baird
know
it
was
one
of
those
times
that
when
you,
when
someone
gets
genuinely
surprised,
it
really
sticks
with
you,
and
we
did
all
we
could
to
sneaker,
and
we
were
very
happy
that
we
were
successful
in
doing
that.

But
you
know
just
the
tears
of
relation
that
she
had
the
stories
that
she
shared
just
in
that
moment
of
knowing
diane
having
worked
with
diane.
You
know
having
been
in
that
quiet
space
for
diane
and
also
seeing
diane
as
someone
that
she
emulates
and
no
that
knows
what
it
is
to
have
to
do
the
fight
behind
the
scenes
and
still
keep
a
public
face
and
keep
everything
going
despite
despite
the
battle
scars
that
you
wear,
that
that's
really
something
that
that's
a
testament
both
to
diane's
legacy.

it's
more
of
a
testament
to
the
people
that
we
select
and
miss
baird,
who
I
hope,
you'll
hear
hear
from
next,
is
definitely
someone
who
is
walks
that
talk
and
carries
all
symbolism,
and
the
amount
of
love
that
she
has
from
people
is
just
really
amazing

cevante
myrick

first
elected
to
the
common
council
at
the
age
of
20,
while

junior
at
cornell
university
and
whereas
cevante
myrick
became

mayor
of
the
city
of
ithaca
at

ripe
young
age
of
24,
causing
quite
a
media
stir,
as
he
was
the
youngest
person
to
serve
in
this
capacity
in
the
state
of
new
york
at
the
time
and
whereas
he
put
down
his
textbooks,
actually
picked
up
additional
books
and
dove
even
deeper
into
the
municipal
books.
But
since
he
was
reading
documents
like
the
constitution
and
the
federalist
papers
for
fun.

Countless
members
of
the
community
to
participate
in
local
government
and
whereas
colleagues
who
work
closely
with
cevante
are
most
proud
of
his
overarching
quest
for
fairness
and
the
myriad
ways
that
he
has
worked
for
social
justice.

the
deck

stacked
against
black
and
brown
people.

also
a
great
pleasure
and
honor
to
present
mayor
myrick
with
a
key
to
the
city,

is
also
the
hope
that
once
we
get
beyond
covid

snowstorms

legacy

allows
us

recognize

acknowledge
people

our
community

wonderful

impactful

life-changing

a
microcosm
of
why
we
celebrate
black
history
month.

an
opportunity
to
recognize

acknowledge
the
contributions
that
blacks
have
made
in
this
country,

it's
incredible
because
black
people
have
managed
to
make
those
contributions
in
an
environment
that
has
not
always
been
welcoming
and
helpful.

local

tonight
I

want

acknowledge
this

mural

our

throughout
all
that
we
do
we're
reimagining
public
safety.
This
one

particular,
is,
I
don't
know
if
you

seen
it

seneca
street,
but
it's
an
extremely
long
mural.

again
our
charge
new
york
state
executive
order
and
we
continue
to
center
communities
of
color
in
everything
that
we
do.
The
city
in
particular,
we
have
been
charged
of
the
working
group
with,
as
you
know,
developing
a
new
structure
for
a
public
safety
system,
and
that
is
underway
and
I'll
talk
a
little
bit
more
about
that
later.

In
terms
of
the
community
justice
center,
we
are
so
thrilled
and
so
excited
to
have
mona,
lita
smiley
on
board.
She
is
up
and
running.
As
you
know,
monalita
is
from
ithaca
and
has
you
know
long
standing
ties
and
networks
in
the
community
and
has
worked
tirelessly
for
youth
in
this
community?
Marginalized
minoritized
underrepresented,
youth
in
this
community?

Mona
has
been
actually
it's
been
amazing.
She
has
settled
in
her
office
over
in
the
tompkins
county,
mental
health
building
and
just
need
to
make
give
a
shout
out
to
the
folks
there.
For
you
know,
just
taking
in
mona
with
open
arms
right
now,
as
as
mona
is
sort
of
settling
into
her
office,
she
has
joined
a
partnership
with
the
southside
community
center
black
girl,
alchemist
group,
and
they
are
designing
a
mural
for
her
office,
that
is
representative
of
reimagining
public
safety
and
the
community
justice
center.

So
we're
really
excited
about
the
work
that
they
will
be
doing
on
that
mona's
been
meeting
with
numerous
counties,
stakeholders
just
sort
of
going
through
tons
of
materials
in
terms
of
reading
she's,
been
doing
training
without
a
website
tool
and
will
be
and
has
been
entertaining
media
invites,
and
I
will
mona
will,
will
talk
to
us,
we'll
speak
for
herself
later
on
this
evening.

The
oh
did
that
not
go
sorry,
sorry
about
that,
so
in
terms
of
plans
and
progress
that
are
going
on
right
now.
This
is
both
city
as
well
as
collaborative
efforts
and
county.
Only
efforts,
as
you
know,
deanna,
is
here.
If
there
are
specific
questions
for
the
county,
when
we
get
to
the
q
a
she
can
answer
any
of
those
questions
for
you
city
of
ithaca.
We
are
heavily
engaged
in
nearing
the
finish
line,
as
relates
to
the
department
redesign,
a
community
healing
plan.

We
have
a
date
initiated
and
we
will
have
a
session
coming
up
in
february.
The
initial
session
will
be
an
intergenerational
dialogue
amongst
the
black
community.
This
healing
process
will
phase
in
over
time
the
first
working
with
the
black
community.
Then
the
bipod
community,
then
we
will
be
meeting
with
law
enforcement
to
integrate
the
overall,
the
healing
process
between
law
enforcement
and
the
community.

So
work
is
being
done
in
that
area.
The
alternative
response
wrap
around
health
and
human
service
delivery.
This,
as
you
know,
is
where
we
are
looking
at
other
possible
options
in
order
to
relieve
law
enforcement
in
some
of
the
areas
that
are
not
specific
to
law
enforcement.

We
are
currently
waiting
for
the
assessment
to
come
back
from
measures
measures
for
justice,
that's
the
vendor,
who
is
looking
at
the
data
that
is
available
and
how
best
to
either
continue
or
set
it
up,
so
that
it
will
be
available
for
the
public
and
office
of
wellness.

Again,
this
is
an
area
where
we
continue
to
look
at
not
only
looking
at
what
we
have,
but
we
just
want
to
make
sure
that
we
offer
the
best
possible
options
for
our
law
enforcement,
particularly
given
the
work
that
they
do
and
the
uniqueness
and
difficulty
of
that
work.
So
this
is
ongoing
and
then
the
county
is
actually
right
in
the
process
of
their
pilot
program.

Right
now,
they're
looking
at
hiring
two
positions
to
specifically
work
in
this
area
and
pilot,
it
plans
launching
soon
so
we
are
in
anticipating
just
to
start
looking
at
traffic
stops
and
enforcement
data,
specifically
demographic
data.
This
is
an
area
where
we
nationally.
We
find
that
these
encounters
tend
to
result
in
some
disproportionate
treatment.
So
we
want
to
look
specifically
locally,
and
so
that
will
be
coming
soon,
also

generation

growing
up

fall
creek

environmentalist

a
scientist,
I've
devoted
my
career
as
a
scientist
and
as
an
entrepreneur
working
in
clean
energy
to
helping
us
be
more
aware
of
and
reduce
our
ecological
footprint
and
with
those
things
in
mind
as
a
background,
I
just
want
to
share
first
how
proud
I
am
to
be
an
ithacan
and
to
be
here
seeing
how
ithaca
can
take
the
lead
so
often
at
doing
what
might
appear
to
be
risky
things
which
then
in
hindsight
look
obvious
and
are
great
shining
examples
for
others,
and
the
three
that
I
want
to
share
tonight
are
about
sidewalks
and
changing
the
way
that
we
finance
and
improve
our
sidewalks
has
increased.

accessibility
for
everyone,
especially
my
son,
is
very
much
appreciated
how
our
wastewater
treatment
plant
has
great
anaerobic
digesters,
which
are
being
used
in
really
innovative
ways
to
make
biogas
from
a
number
of
different
waste
streams,

such
an
exciting
development
and
then,
of
course,
recently.

green
new
deal
and
really
capturing
the
world's
attention,
literally
at
taking
a
leadership
role
in
defining
how
our
community
and
our
city
can
improve
the
ecological
footprint
for
all
of
us
within
the
city
and
again
be
an
example
to
others
to
show
how
to
move
forward.

I
wanted
to
share
a
couple
of
comments
in
my
last
minute
about
the
opportunities
to
expand
the
green
new
deal
and
especially
to
incorporate
some
aspects
of
renewable
hydrogen
in
that
deal.

want

offer

expertise

working
in

hydrogen
industry
for
the
last
20
years
to
ithaca
and
to
any
on
the
project
of
the
green
new
deal.

is
in
an
excellent

worse
off

office
than
when
you
first
took
office

there's
been
a
succession
of
you

widely
publicized
projects.
You
were
involved
with
the
ithaca
plan
to
reduce
overdoses
and
now
the
police
for
imagination,
among
others.
I
believe
these
are
objectively
failures.

Overdoses
are
up
over
a
hundred
percent.
I
meant
remember
back
in
2016
when
you
were
meeting
with
alex
soros
in
paris.
You
were,
you
know,
quite
proud
of
having
reduced
overdoses
and
now,
with
this
police
reimagination
that
you
spearheaded
the
reason
you
are
having
recruitment
and
retention
problems
is
not
just
because
it
is
a
nationwide
problem.
Having
listened
to
these
meetings,
george
mcgonagall
has
spoken
about
how
surrounding
communities
are
recruiting
ithaca
police
department
officers.

officers
left

two
months

announcement

reimagination

destructive,

better
things,

be
flying

cashing
checks
or
eating
fancy
dinners.

resent

tactics

2020

future

ithaca,

if
you
look
at
what's
going
on

cold
has
accomplished

cleared

tax
collection.

down
two
positions
and
another
staff
member
is
out
with
covid,
so
it's
been
difficult
trying
to
get
through
these
times,
but
all
tasks
seem
to
be
more
difficult
with
covid.
As
we
all
know
at
this
point
and
as
you
know,
our
tax
billing
and
collection
has
been
the
most
difficult
this
year
due
to
the
number
of
factors
inc,
including
covid.
So
but
we
are
now
processing
the
collections.
It's
a
slow
go
at
this
point
with
our
staff
shortages.

all
to
be
cooperative
and
and
patient
with
us
as
we
work
through
these
bumps.
We
certainly
look
forward

better
days

the
future
for
all
of
us,

one
item

sales
tax
collections
continue
to
do
very
well.
We
still
have
one
collection
that
will
relate
to
2021.

get
that
information
in
the
next,
probably
three
weeks
or
so,
but
we
have
collected
15
million
492
000
to
date
and
that's
roughly
about
20
percent
higher
than
2020,
so
about
2
million
three
hundred
thousand
dollars
better
than
2020
in
our
budget
for
2021
back
when
we
were
in
very
uncertain
times,
we
still
are,
but
more
so
back
when
we
developed.
This
number
was
about
13
million
three
843
dollars
and,
as
I've
mentioned
over
time,
the
the
sales
tax
really
has.

know
been
rebounding
quickly
more
quickly
than
I
had
anticipated
for
sure.

So
that's
very
good
news
and
I
always
tell
everyone
to
remain
cautious
in
this
area,
because
lots
of
things
factor
into
sales
tax
and
we've
got

lot
of
things
still
challenging
those
collections
as
we
move
forward,
but
certainly
good
news
and
the
trend
that
we're
seeing
is
good
as
well
and
so
back
in
2019
we
had
our
highest
collection
ever
for
the
city
at
15
million
472,
000,
so
happy
to
report
that
we've
exceeded
that
amount
and
we
still
have
one
collection,
so
very
good
news
on
this
front.

As
far
as
sales
tax
collections
go,
we
do
have
some
other
areas
of
revenues
that
weren't
so
great
in
in
2021.
Obviously,
it's
a
difficult
time
to
budget
and
forecast
in
this
environment,
so
those
increases
in
sales
tax
collections
beyond
our
budget
will
help
offset
some
of
those
revenues
that
didn't
quite
make
our
budget
estimates
and,
of
course,
when
we
get
all
the
activity
posted
we'll,
let
you
know
how
we
ended
up
for
2021.

Obviously,
that
was
released
recently
and
for
the
city
a
few
items
of
interest.
Our
aim
payment,
which
is
our
general
state
aid
payments,
will
remain
at
the
same
level
that
it
has
been
two
million
six
hundred
and
ten
thousand
dollars.
So
that's
good
news
that
they're
not
making
any
changes
there,
but
we
always
would
like
to
see
that
increased
and
it
hasn't
increased
in
many
many
years,
but
at
least
it's
maintaining
itself
transportation
funding
maintained
at
the
increased
levels
from
2021.

So
that's
good
news
and
for
the
city
that
means
roughly
just
over
three
million
dollars,
including
funds
for
chips.
Extreme
winter
recovery
paved
new
york
and
state
touring
routes
aid,
so
all
that
was
increased
in
21
and
we
were
looking
forward
to
the
same
levels
that
we
saw
of
those
increases
in
2022.
So
that's
good
news
as
well.
In
addition,
the
budget
proposes
to
increase
bridge
new
york
aid
by
100
million
dollars
and
also
creating
a
hundred
million
dollars
for
pave,
pave
our
potholes
or
pop
program.

That's
a
new
program
proposed
at
this
point
in
time,
so
hopefully
we'll
see
how
things
shake
out
once
the
budget
is
adopted
and
I'll
give
you
all
the
details
of
those
once
we
find
out
our
exact
amounts.
In
addition,
there
was
some
additional
drinking
water
and
wastewater
infrastructure
funding
in
the
proposed
budget,
and
I
think
that
does
it
on
the
proposed
budget
and
then,
lastly,
we
are
keeping
busy
with
all
the
funding,
reporting
and
program
changes
to
the
arpa
funds.

We
have
now
a
little
more
flexibility
and
usage
of
those
funds
which
was
allowed
with
the
final
final,
the
final
report
from
the
federal
government,
so
it
it
gave
us
a
little
greater
flexibility
in
how
we
can
spend
those
funds,
and
we
are
also
reviewing
new
funding
available
through
the
infrastructure,
investment
and
jobs
act
or
the
iija.

a
new
550
billion
dollar
program
over
the
next
five
years
to
modernize
the
nation's
transportation
system,
invest
in
our
climate,
environment
and
water
infrastructure
and
and
ensuring
access
to
high-speed,
affordable

reliable
internet.

those
changes
in
aids
and
programs
and
other
ones
as
well,
and
once
we

all
those
details,
we'll
certainly

state
budget
is

make
it
into

budget

What
the
governor
did
instead
was,
as

mentioned,
put
a
lot
of
money,
hundreds

millions

dollars
into
specific
revenue
pots
that
would
help
municipalities
cover
the
cost,
which
is
great
news.

like
to
see
aim
both
the
formula
of
redesigned
and
the
amount
of
money
increased,
so
we're
going
to
keep
advocating
for

governor,
being
a
former
local
elected
official
as
well,
seems
to
be
more
sympathetic.

it's

good
time

keep
up
the
pressure
and
keep
making
the
case
that
we
need
this.

pots

money
that
are
available
for
different
programs,
one

biggest
barriers

municipalities

any
size

upstate
new

Access
to
these
funds
typically
has
been
restricted
by
having
to
apply
for
a
grant,
for
example,
and
then
heaven
forbid,
you
win
the
grant
and
you
then
have
to
administer
the
grant
and
all
the
paperwork
and
everything
that
goes
along
with
this.

mean
this
is
the
difference
right
between
you
know,
freezing
the
me,
the
aid
to
municipalities
and
then
making
them
compete
for
the
funds
that
you
would
typically
otherwise
just
get
as
a
budget
line
administration
and
again
do
we
have
to
compete
for
this
new
money.

available
by
having
to
apply
for
grants
and
administer
them,
and
so
on.

the
other
half

the
depends,

competitive
programs?

do
have

apply

have
to
lobby

often

stress
on
our
city
staff
and
can

prefer
the
formulas

long
as

formulas
are
fair,
we
feel
like
the
aim
formula
is
not
fair.

example,
it
doesn't
take
into
account
adequately.
It
does
a
little
bit
but
adequately

amount

tax
exempt
property
in
each
community,
for
example.

do
we
also
have
a
contract,
so
we
contract
with
advocates
as
well
as
grant
writers
our
longest
term.
Such
contract
right
now
sustainable
strategies,
but
we
do
also
have
some
folks
on
staff,
particularly

the
engineering
department

the
planning
department,
to
have
a
lot
of
experience,
writing
for
and
applying
and
helping
win
those
those
grants.

has
been
very

partners

the
downtown

the
alliance.

example,
one
of
the
largest
value
adds

also,
sometimes
they
apply
themselves

we

contract

of

programs

lot

to

competitive.

aid
and
potential

that
we

money

being
successful

encourage
all
the
innovation
that's
taking
place
through
that
deal
and
the
first
meeting
took
place
both
duck
and
I
are
serving
as
liaisons
with
anna
bartell,
who
is
the
chair
of
the
of
the
spirit,
the
steering
committee
that's
been
established
and
we're
gonna
meet
with
them
next
month,
late
next
month
to
really
see
the
work
that
they've
already
been
doing
and
get
a
sense
of
how
we
can
assist
and
be
good
communicators
to
both
the
council
and
the
public
about
all
of
the
important
things
that
are
taking
place
within
the
green
deal.

in
addition
to
that,
we're
trying
to
marriage.
A
coalition
of
the
arts
to
also
offer
another
viewpoint
into
what's
taking
place
as
we
innovate
and
redo
our
infrastructure
here
to
be
a
green
municipality.
And
that's
really
the
update
at
this
point.
We're
just
kind
of
laying
the
groundwork
for
a
lot
of
collaboration
and,
and
that
I
think,
can
create
opportunities
for
people
of
all
different
parts
of
the
community
to
to
be
involved.

joint
sewer
committee.
This
is
for
the
ithaca
area,
wastewater
treatment,
plant
board
and
I
just
wanted
to
say
at
that
meeting.
We
will
be
having
a
presentation
on
an
infiltration
and
inflow
study.

So
what
this
will
do
is
analyze
our
our
system,
try
to
get
a
sense
of
where
there
might
be
track
cracks
in
the
wastewater
system
that
is
leading
to
surges
of
volume
that
comes
into
our
wastewater
plant,
typically
associated
with
a
rain
event,
as
we
are
at
the
bottom
of
a
valley.
We
are
impacted
by
rain
tremendously
and,
of
course,
we
see
we
receive
rain
or
wastewater
from
three
municipalities.

Obviously
the
more
we
receive
rain
water
into
our
wastewater
plant.
It
means
we
have
higher
cost
higher
maintenance,
wear
and
tear
on
our
facility.
So
it's
important
for
us
to
find
money
to
work
on
on
updating
our
intake
and
catchment
systems
throughout
the
municipality
and
our
partner
municipalities.

also
be
talking
about
the
upcoming
retirement
of
our
chief
operator,
as
with
all
other
departments
in
the
city
and
across
the
nation,
we
are
facing
challenges
in
finding
qualified
individuals
who
are
applying
for
the
position
we
may
need
to
we're
currently
bringing
in
a
contractor
to
help
provide
the
license
requirements
for
a
chief
operator,
we'll
be
hiring
that
contractor
in
the
near
term,
while
continuing
our
search
for
a
full-time,
permanent
chief
operator
for
our
wastewater
treatment
plan.

actually
small
update
from
dia
who
council
may
know
was
the
recipient
of
an
electric
mobility
challenge
grant
from
nyserda.
They
were
a
phase
one
prize
winner,
which
was
a
one
hundred
thousand
dollar
planning
grant
when
they
are
now
eligible
to
submit
a
phase,
two
grant
for
7
million,
which
proposal
would
include
some
electrification,
on-demand
transportation
and
some
other
things.

do
have
a
report.
I
wanted
everyone
to
know
that
the
2022
annual
disclosure
forms
for
common
council
are
available
for
inspection
in
the
city
clerk's
office
during
business
hours.

also
would
like
to
report
that
the
tompkins
county
department
of
assessment
has
requested
that
common
council
make
its
annual
appointment
of
two
members
and
one
alternate
to
the
local
board
of
assessment
review
at
next
month's
meeting.
The
panel
needs
to
be
in
place
no
later
than
march
30th
this
year.
The
appointees
to
the
board
must
be
city
residents.
A
Experience
in
real
estate
and
banking
has
proven
very
helpful
in
the
past.
The
assessment
department
does
provide
a
training
course
for
board
members.
This
year
it
will
take
place
on
may
3rd
at
9
00
a.m
via
zoom.
The
city's
hearing
of
assessment
appeals
will
be
scheduled
sometime
between
may
9th
and
may
20th.
That
date
still
has
to
be
determined
and
will
run
from
3
to
6
pm.

council
appointment,
so
I
will
place
this
item
on
the
march
2nd
agenda
for
your
consideration,
but
you
should
all
be
trying
to
think
of
people
that
you
think
would
be
great
in
this
role
and
or

faith.
