regards
to
the

benefits
of
a
recent
installation
of
a
fire
hydrant
on
the
site
or
adjacent
to
the
site,
and
does
is
this
connected
to
that
fire
hydrant.

january
25th,
the
city
installed
a
fire
hydrant
on
hudson
place,
that
was
within
the
city
right
of
way.
I've
seen
this
in
writing.
I've
heard
people
assert
that
somehow
we
installed
that
on
private
property.
We
would
never
do
such
a
thing.
In
fact,
that's
why
we're
in
this
meeting
in
the
first
place
is
to
talk
about
anything
what
we
do
within
the
city.

Public
rights
away
in
the
interests
of
the
public
is
for
the
benefit
of
the
public,
and
therefore
we
don't
need
to
schedule
that,
in
with
anybody,
we
are
allowed
free
rein
to
operate
and
maintain
our
own
system
the
way
that
the
water
purveyor
sees
fit,
and,
in
this
case
a
hydrant
was
installed.

be
known
to
the
public
that
from
the
coddington
road
water
tank
down
to
hudson
street,
believe
it
or
not,
there
is
not
one
hydrant
on
our
line.
There
are
hydro
out
there,
but
those
are
town
hydrants
and
therefore
that's.
One
reason
why
we
put
the
hydrant
in
we
were
planning
to
do
that
anyways
in
support
of
this
project,
but
also
to
add
a
hydrant
on
the
system.

The
hydrant
also
supports
a
flush
point
for
the
new
water
main
that
is
installed
in
the
parcel.
Typically,
at
the
end
of
a
new
water
main
project,
you
need
a
place
to
evacuate
the
line
once
it's
been
chlorinated
to
remove
construction
debris
dirt.
Things
of
that
nature
and
a
hydrant
is
a
natural
location.
To
do
that.

So
that's
not
always
the
case.
If
there
is,
that
does
happen
to
be
a
hydrant
in
the
vicinity,
say
a
few
feet
away,
but
it's
not
at
the
end
of
the
line
you
wouldn't
put
another
hydrant
out
there.
We
would
then
be
forced
to
drill
a
hole
through
our
brand
new
main
that
we
just
installed
and
put
a
tapping
location
in
to
as
a
flush
point
it's
undesirable.
We
would
rather
not
do
that
so
anytime
that
we
can
put
a
hydrant
at
the
end
of
a
brand
new
water
main.

couple
items
to
report
on
tonight
and
they
all
have
to
do
with
sales
tax.
Just
so
you
know
we're
still
about
three
months
or
so
away
from
final
financial
activity
for
2021,
so
just
reporting
on
sales
tax.
We
do
have
the
final
sales
tax
collection
results
from
2021
we
collected
in
2021,
15
million,
748
thousand
dollars
and
happy
to
say
this
is
now
our
highest
collection.

Ever
we
ended
up
about
almost
19
higher
than
our
2020
collections,
so
that
that's
around
two
to
almost
two
million
five
hundred
thousand
dollars
higher
than
2020
our
2021
budget
for
sales
tax
was
13
million,
842
000
roughly
so
we
exceeded
the
budget
by
a
million
nine
hundred
and
five
thousand
dollars
or
almost
fourteen
percent.
So
the
sales
tax
recovery
of,
as
I
have
mentioned
previously,
was
much
faster
than
anticipated.

Hopefully
it
continues,
but
I
do
note
that
we
should
remain
cautious
in
this
area,
but
certainly
happy
with
the
current
increasing
trend,
all
the
negative
economic
factors
pushing
against
us.
Currently,
we
do
expect
sales
tax
numbers
to
continue
to
fluctuate
over
the
year
2022.
So
we'll
see
how
that
turns
out,
we
did
budget
what
we
believe
to
be
a
conservative
number
for
sales
tax
in
2022
and
that
number
was
14
million
930
thousand
dollars.

time
will
tell
to
see
how
we
come
out
for
22.
just
for
comparison
sakes
in
2019,
which
obviously
was
pre
pen
pandemic.
We
collected
15
million
472
000
in
sales
tax,
so
that
was
up
until
that
point,
our
previous
highest
collection,
and
we
were
about
1.8
percent
over
our
2019
collections
or
roughly
276
thousand
dollars.
So
good
results
here
for
sales
tax
and
those
are
final
numbers.

As
I
mentioned
last
month,
we
have
a
couple
items,
revenue
items
that
will
not
meet
budget,
so
this
will
help
us
in
that
area
and
then
just
a
quick
look
at
the
22
2022
sales
tax
numbers.
We
budgeted,
as
I
mentioned-
four
million
fourteen
million
nine
hundred
thirty
two
thousand
dollars
for
twenty.
Two
again.
We
felt
this
to
be
very
conservative
estimate
at
the
time
just
because
of
all
the
uncertainties
that
we've
faced
with
the
pandemic
to
date,
and
it's
very
early.

collected
993
000,
so
that
if
you
take
a
look
at
that
collection
compared
to
the
same
time
period
last
year,
2021
we're
about
11
percent
higher,
so
a
good
start
for
2022,
but
obviously
many
challenges
with
the
economy
right
now,
and
the
supply
chain
issues
and
staffing
and
high
inflation
and
obviously
the
activity
in
in
the
ukraine.
So
lots
of
pressures
being
put
on
on
those
on
the
economy
in
general.
So
we'll
definitely
as
always,
keep
a
close
eye
on
the
revenue
source.

I
am

happy

working

liaison
with
south
side
community
center.
They
are
amazing

they
are
doing
some
amazing
amazing
events
things
the
young
people
coming
out
of
there
are
just
like
I

have
hope
for
our
future.
But
I'd
like
to
read
this
wait
a
minute.

writing
requests
that
a
review
of
the
agreement
between
the
city
of
ithaca,
the
south
side,
community
center
for
maintenance,
surface
services
be
conducted.

The
reason
for
this
request
is
the
long-standing
and
continuing
concerns
we
at
south
cap
south
side
community
center
have
related
to
the
maintenance
services
provided
by
the
city
of
ithaca
staff,
although
we
have
not
been
able
to
find
an
actual
written
agreement.
The
long-standing
practice
of
the
city
of
ithaca
maintenance
staff,
aside
to
south
side
community
center
and
their
super
hot
supervisors,
has
been
for
them
to
to
decide
what
services
they
will
and
will
not
perform.

The
maintenance
position
funded
by
the
city
of
ithaca
is
a
full-time
position
and
the
staff
person
works
at
south
side
from
6
00
a.m,
to
3
p.m.
If
there's
a
need
in
another
city
facility
which
happens,
weekly
the
city
staff
member
from
south
side,
community
center
is
removed
and
said
to
cover
the
need.
Their
removal
is
most
often
without
the
knowledge
or
approval
of
south
side.
Community
staff
and
the
needs
of
the
south
side
community
are
never
taken
into
consideration.

An
additional
concern
is
that
the
maintenance,
staffs
supervising
their
work
at
the
south
side
determine
what
work
they
will
perform.
For
example,
the
south
side
community
center
is
regularly
open
on
the
weekends
to
meet
the
request
needs
of
community
members.
Those
requests
include
the
use
of
rooms
for
community
meetings,
the
gym
for
gathering
funeral
services,
food,
pantry
and
special
events.

The
city
maintenance
staff
have
determined
that
they
will
not
remove
any
garbage.
That
is
not
theirs
and
they
will
not
set
up
or
clean
any
rooms
that
they
say
are
not
theirs
to
clean.
If
there
is
garbage
from
the
weekend
in
the
city
dumpster,
a
maintenance,
stair
supervisor
will
come
and
take
pictures
of
the
garbage
in
the
dumpster,
and
then
I
will
receive
an
email
from
steve
nan,
accusing
us
of
not
following
their
rules
and
expectations.

This
happens
on
a
far
too
regular
basis.
We
consider
this
unfair
disrespectful,
a
waste
of
administrative
and
program
staff
type,
an
unusual
situation
that
no
other
city
facility
has
to
deal
with
south
side.
Community
centers
open
six
days
per
week,
and
some
weekday
seven
our
hour
operation
most
days
during
the
week
or
nine
a.m,
to
seven
pm.
That
is
the
nature
of
what
happens
in
a
community
center.
We
are
proud
to
work
with
the
serve
children,
families
organization
and
to
meet
the
names.

How
far
respectful
we
require
okay,
additionally,
because
that,
once
a
mutual
beneficiary,
beneficial
agreement
is
developed
that
will
be
put
in
writing
and
place
within
the
city
of
ithaca
official
agreements
and
memorandums
of
understanding.

relationship

issues

maintenance

over

years

saying
is
that
it
is
something
for
us
if
we're
employing
them
to
clean
or
to
do
maintenance
there.
That
is
real
important,
that
we
are
making
sure
that
south
side
gets
treated
just
as
welly
well
as
if
they
were
a
part
of
the
cities
right.

anyway.

relationship

discuss

personal
matter
and
potentially
criticize
particular
employees
of
the
city,

is
a
difficult

employees

happens
publicly

there

opportunity
to,

frankly
a
you

generally
a
moral
obligation
to
use
an
executive
session
to
discuss
personnel
matters.
