A
A
D
B
A
All
right,
thank
you
very
much.
We've
moved
on
now
from
some
consent
agenda
to
planning
and
economic
development
committee
is,
is
Lisa
Nicholas
in
the
season
I'm
here.
Thank
you.
Thank
you,
Lisa.
So
I'll
turn
it
over
to
Lisa
and
older
person
be
here
at
heart,
So
Lisa.
Do
you
want
to
start
with
7.1.
E
Certainly
yes,
so
thank
you
very
much
for
your
time
this
evening.
7.1
is
an
amendment
to
chapter
8
of
the
city
code
to
create
a
and
fifth
commission.
There
are
currently
four
commissions
advisory
commissions,
and
this
would
be
the
sustainability
and
Social
Justice
Commission.
E
E
E
Sustainability
was
in
Community
Life,
along
with
Community
Life
Commission,
along
with
about
five
or
six
or
seven
other
very
worthy
to
areas
of
including
Arts,
culture,
diversity,
Community,
youth,
youth
development,
seniors
aging
refugees
and
immigrants,
college
students,
lgbtqia
plus
issues,
housing,
Food,
Systems
and
environmental,
remediation
and,
and
so
sustainability
was
in
with
with
community
life.
E
With
all
these
other
issues
and
since
the
commissions
were
established,
the
city
has
enacted
its
very
specific
climate
and
social
justice
goals
and
subsequently
funded
two
positions
to
promote,
coordinate
and
lead
the
city's
sustainability
work
and
as
the
plans
initiatives,
laws
are
coming
at
a
fairly
brisk
Pace.
We
really
need
a
dedicated
commission
to
help
a
long-term,
dedicated
advisory
commission
to
help
coordinate
public
Outreach,
advise
counsel
and
provide
support
to
staff.
So
we
are
proposing
that
this
become
a
fifth
commission
and
please,
let
me
know
if
you
have
any
questions.
F
Thanks
man,
so
I
think
just
for
the
sake
of
time,
so
I
think
what
we're
going
to
do
is
declare
ourselves
lead
agency,
that's
the
second
part
of
the
factory
departments
and
then
we'll
do
the
negative
declaration.
F
So
District
times
sake,
I'm
just
going
to
jump
to
the
resolve
of
the
lead
agency
resolve
at
this
common
Council
as
the
agency
in
this
matter,
he
invited
determines
that
the
proposed
action
at
issue
will
not
have
a
significant
impact
on
the
environment
and
further
and
that
further
environmental
review
is
unnecessary
and
being
further
resolve
that
this
revolution
constitutes
notice
of
this
negative
declaration.
F
A
F
Okay,
so
now
to
the
ordinance,
this
is
an
ordinance
to
amend,
chapter,
eight
or
an
advisory
commissions
about
the
city
code
of
the
city
of
Ithaca
to
establish
sustainability
and
employment,
Justice
Commission.
F
So,
whereas
the
city
has
it's,
those
are
committed
to
be
a
leader
in
sustainability
and
social
Equity
as
an
example
by
by
the
option
of
the
deal
in
2019
and
where
the
United
green
reveals
set
out
a
climate,
a
specific
climate
and
social
justice
goals
and
where
has
come,
counsel
from
the
two
positions:
the
director
of
sustainability
and
sustainability,
planner,
the
layoff
plan
across
the
Departments,
whereas
sustainable
staff,
a
working
coordination
with
other
staff
departments
have
and
will
be
bringing
forward
policies
and
other
things
that
we
will
need
to
plan
for
and
where
dedicated
advisor
group
is
needed
to
support
this
work,
to
provide
the
guidance
of
subject,
area
experts,
coordinating
public
Outreach
and
information
and
advise
Council
and
other
bodies
on
the
impact
of
those
initiatives.
F
Now,
therefore,
via
ordained
and
enacted
by
the
common
Council
of
the
city
and
Ithaca
City
of
Ithaca
as
follows:
in
the
legislative
appointment,
intent
and
purpose,
the
common
Council
makes
the
following
findings.
One
Council
of
terms
is
commitment
to
sustainability
and
social
justice
does
laid
out
in
the
adoption
of
the.
If
you
agree,
New
Deal
Section
5
2019
number,
two
in
considering
programs
policies,
plans
and
initiatives
to
meet
the
goals
that
we
have.
A
great
New
Deal,
come
to.
F
Council
and
other
bodies
require
the
input
or
devices
so
experts
an
Outreach
to
an
input
from
the
Republic
and
three,
therefore
I
think
the
advisory
commission
is
needed
to
serve
the
needs
and
other
related
functions
and
based
on
those
findings.
We
intend
to
create
a
sustainability
and
climate
Justice
Commission
as
a
fifth
advisory
commission
and
I'll
move
this
with
all
the.
A
Other
things
below,
thank
you
is
there
a
second
Jorge,
thank
you
and
all
those
in
favor?
Oh
I'm,
sorry,
yes,
discussion,
I'm!
So
sorry,
Vivian.
First
of
all,
there's
two
typos
in
the
division
and
whatever
as
well.
F
F
A
Was
the
other
ones
misspelling
of
advice,
legislative
findings?
Oh.
G
God,
it's
probably
the
same
error.
It's
actually
reversed.
A
We
don't
have
a
definite
timeline.
That
is
one
of
the
priorities
that
we
have
the
new
Chief
of
Staff
who
are
working
on,
but
we
also
are
hopeful
that
this
new
commission
would
help
to
be
a
push
to
restart
all
the
clinicians
yeah,
so
no
definite
timeline
that
will
be
coming
shortly,
though,.
H
My
question
is
I'd
like
to
ask
someone:
please
clarify
what
you
mean
by
just
this,
find
the
Judgment
committee.
What
does
that
mean
right
other
than
you
know
what
people
might,
when
you
say,
climate,
Justice,
yeah,
I'm.
H
E
And
I
assume
you
mean
me
yes,
sorry,
yes,
I
wish
Rebecca
were
here
because
she's
so
much
more
eloquent
than
I
am
but
but
as
as
outlined
in
the
resolution
of
the
green
New
Deal,
which
I
don't
happen
to
have
in
front
of
me.
Climate
Justice
is
also
to
ensure
that
communities
that
have
been
most
affected
or
would
be
most
affected
by
climate
change,
would
receive.
E
A
equal
well
would
receive
more
benefits
than
than
other
communities,
and
would
some
and
some
of
the
injustices
would
be
corrected
through
the
green.
The
initiatives
of
the
green
New
Deal,
so
that
the
advantages
of
some
of
the
programs
would
be
equitably,
distributed
to
marginalized
communities
and
communities
that
have
been
more
impacted
or
would
be
more
impacted
by,
but
by
climate
change
and
programs
such
as
job
creation,
would
be
targeted
to
include
people
who
previously
hadn't
been
included
in.
A
That
having
an
update
on
sustainability
work
and
we
can
plan
for
that
at
a
future
council
meeting,
perhaps
in
in
March
an
update.
H
A
F
So
it
depending
on
which
packet
you
have,
if
you
have
a
print
that
you
may
not
have
it,
the
it
revised
packet
that
got
posted,
maybe
today
didn't
have
this,
but
it
sent
to
us
an
email
late
this
afternoon,
yeah,
but
just
listen,
carefully.
F
Sure
release
the
part
I'm
going
to
read
is
a
local
law
to
an
end
section,
a
section
of
the
city
Charter
to
establish
the
sustainability
and
climate
Justice
Commission,
whereas
the
common
council
is
Hawaii
companion
of
ordinance
amending
chapter
8
of
the
city
code
to
established
a
sustainable
sustainability
of
Criminal,
Justice
Commission,
where
the
reasons
noted
therein
and
whereas,
in
order
to
achieve
this
objective,
this
local
law
is
also
required
in
order
to
amend
the
city.
Charter.
A
Thank
you,
a
second
Hudson,
thank
you
comments
or
questions.
G
A
Yes,
we
will
make
sure
that
that
that
is
available.
I
I
will
add
here.
A
Following
a
year
of
transition,
it's
also
following
the
month
of
transition,
and
that
is
to
say
staff
worked
very
hard
to
get
the
agenda
out.
We
also
had
the
holiday,
so
you
know,
as
has
been
pointed
pointed
out,
this
local
law
was
distributed,
December,
21st
and
I
believe
did
that
go
we
got
on
the
website
at
that
point,
yeah.
A
A
I
E
F
7.2
is
to
authorize
the
restore
your
funding
application.
This
is
in
the
ground
and
seven
of
these
applications
that
were
distributed
by
New,
York
and
I'll,
just
Breeze
through
the,
whereas,
as
they
can
This
was
in
around
seven,
we
were
awarded
something
around
60
neighbor.
This
is
the
program
seven
award
that
is
list
some
reasons
that
people
can
earn
these
Awards,
including
one
of
them,
which
is
to
help
Revitalize
Urban
centers,
and
this
funding.
F
Said
not
to
exceed
two
million
dollars,
and
there
were
six
proposals
received
in
the
following
projects
were
reviewed
in
the
two
rounds:
the
computer
Street
readabilitations
around
six
and
in
the
chambers
District
around
seven.
This
is
part
of
the
that
property
project
and
chainworks
district
has
now
been
Rebrand
itself
works
and
I'm
just
going
to
jump
into
the
resolve
that
the
city
of
Ithaca
comes
County.
F
Courvoy
endorses
the
restoring
of
seven
application
for
help
to
timely,
acknowledge
for
the
Southwest
demolition
abatement
project
is
sponsored
sponsored
by
shift
chain
Works
District,
Development
LLC,
that
includes
payment
in
the
lead,
paint
and
asbestos
hazards
in
building
number
24
and
select
the
demolition
of
various
buildings
at
the
former
Emerson
power.
Transmission
Factory
complex
located
at
620
South
Aurora
Street
would
be
further
resolved
that
the
city
Council
hereby
finds.
F
This
project
facilitates
effective
and
efficient
use
of
the
existing
and
future
public
resources
so
as
to
promote
both
Economic
Development
and
preservation
of
Community
Resources
and
the
project
develops
and
enhances
infrastructure,
and
our
facilities
in
America
will
attract,
create
sustain
employment
opportunities
where
applicable,
and
we
assured
the
result
of
the
mayor
of
my
advice
from
the
city
attorney
is
hereby
authorized
to
take
all
actions
necessary
to
submit
a
review
or
restore
an
intercept.
An
application
in
accordance
with
this
resolution,
including,
but
not
limited
to
certification
of,
is
authorized.
F
The
proposal
to
address
any
unforeseen
feasibility
issues
that
would
impact
competitiveness
of
the
application
and
the
resolve
that,
if
awarded
the
mayor
upon
advice
from
the
city,
attorneys,
hereby
authorized
to
execute
an
agreement
with
the
Empire
State
Development
Corporation
and
any
other
documents
necessary
receive
the
New
York
further
Store
New
York
Grant,
as
well
as
agreements
with
the
property
owners
at
the
Implement
project
and
the
first
result.
The
iur
a
issued
by
an
authorized
to
administer
and
implement
the
city's
restored
in
our
semi-practic
award.
A
H
Okay,
my
comment
is
about
listening
to
what
we
woman
talked
about
earlier
about
tax
debate,
I'd
like
to
have
some
clearance
about
what
what
does
that
mean
with
this
deceitable
project?
A
J
Okay
hi:
this
is
Mills
Boone
from
the
carbon
renewal
agency.
This
Grant
application
has
no
is,
is
it's
not
does
take
a
position
on
tax,
any
kind
of
tax
abatement
request
that
may
come
forward
in
the
future?
There's
no
application
pending
that
I'm
aware
of
really.
This
is
a
preparation
grant
to
get
the
property
ready
for
redevelopment
in
in
terms
of
cleaning
up
Building
24
and
doing
some
demolition
work.
So
there's
really
no
value.
J
That's
taxable
in
this
particular
application
is
probably
reducing
the
value
somewhat
by
removing
some
buildings,
but
those
buildings
are
in
pretty
tough
shape
and
really
need
to
be
addressed
to
make
it
a
feasible
project
going
forward.
So
at
this
point,
there's
no
tax
abatement
issue
related
to
the
Grant
application.
A
D
F
You
nails
so
7.3
is.
This
is
an
annual
thing.
F
Let
me
just
say
that
this
is
something
we
do
every
year
and
it's
been
going
on
well
every
year
since
I
think
we
2015
is,
what's
in
the
resolution,
to
give
this
activities.
K
I
realize
there
whoops
I,
realize
there
are
practical
reasons
for
this
I'm
going
to
oppose
this
because
I
think
over
the
years
the
planning
board
is
come
to
hold
too
much
sleigh,
I'm,
not
criticizing
planning
board,
but
they
often
make
decisions.
K
H
F
And
in
fact,
this
7.3
is
in
the
current
revised
agenda
that
was
posted
to
the
website,
but
I'm
not
sure
it
was
in
the
previous
one
because
of
the
website.
D
G
D
G
F
F
.4,
this
is
an
approval
of
the
amended
and
restored
development
agreements
between
the
city
of
Ithaca
and
the
121-125
Lake
Street
LLC.
F
So
this
is
the
former
Ithaca
Gun
Factory
site,
and
so
just
as
a
summary,
the
city
did
have
an
agreement
with
the
previous
owners.
There
are
new
owners
of
the
property,
and
so
this
is
a
new
agreement
with
that
and
so
I'm
just
going
to
hit
the
results,
and
we
can
talk
about
it
results
that
the
common
Council
does
hereby
approve.
A
A
Okay,
thank
you
so
and
thank
you
very
much
Lisa
for
being
here
for
Nikki
and
Rebecca
and
Nails
others
Who
provided
opportunity
to
respond
to
questions
from
the
council
I'll.
C
Try
to
speed
read
these
8.1
is
approval
of
Labor
liaison,
whereas
County
Council
needs
on
contract
negotiations.
Cities
Armenia
should
be
counselor
emergency
issues.
Please.
C
For
the
year
2023
commencement
I
believe
we
mentioned
this
HCA
to
be
effective
at
a
different
date.
But
it
says
here
commencing
January
1
2023
and
resolve
that
this
assignment
being
reassign
each
following
year
on
January
1.,
I,
would
I
say
related.
C
Yeah
I
won
I'm.
L
Gonna
think
about
the
person
I
have
an
uncle
for
coming
forward
with
this
I
think
having
this
voted.
L
We
heard
from
our
Indian
employees
late
last
year
shows
at
the
beauty
reaction
at
Baltimore
that
we
are
taking
relations
between
the
city
of
article
he's
very
seriously,
I
think
it's
a
very
good
set
in
the
right
direction
along
the
Myriad
of
other
initiatives.
Actions
Etc
we
are
taking
in
regards
to
singular
relations,
shows
that
we
are
are
doing
our
best
to
maintain
good
relations,
good
faith
efforts
on
a
very
supportive
of
this.
So
thank
you.
Thank.
D
L
F
Well,
thanks
for
bringing
us
forward,
I
I
have
a
slightly
different
reaction,
I'm,
not
sure
and
I
I.
Don't
want
us
to
I
want
to
keep
an
eye
on
what
this
would
require,
because
I
believe
that
our
negotiating
teams
spent
a
lot
of
time
in
these
negotiations.
So
is
the
expectation
that
this
liaison
is
going
to
be
there
in
the
entire
time,
because
I
think
that's
going
to
be
challenging
for
us
to
actually
pull
off,
but
I
understand.
F
L
F
F
K
It
was
quite
a
while
ago
it
was
before.
Australian
was
an
employee
here,
one
person
I
know
who
Jack
did
that
work
was
Jim,
Dennis
County
Counseling,
and
he
also
did
it
under
the
communism
counting
legislature.
So
I
don't
care,
particularly
whether
it's
included
or
not.
Well,
the
fact
is,
there
is
impressive.
L
F
L
But
others.
F
H
A
D
A
Having
said
having
said
that,
basing
this
resolution
on
council
members
desired
stated
need
for
this
I'll
come
back
to
Rob's
question.
Is
this
whereas
necessary,
seeing
as
we
have
no
confirmation
from
any
City
staff
on
president.
K
I
guess
it's
not
necessary,
but
I
was
asked
when
I
wrote
this
for
this
type
of
background.
So
that's
why
it's
in
there.
C
I'm,
a
different
to
this
I
think
Rob
makes
a
good
book.
I
I.
Think
Rob
makes
a
a
good
point
that
I
I
think
it
would
be
valuable.
I
don't
want
to
delay
it
right.
I
think
it
would
be
valuable,
which
is
in
general,
robberies
with
you
that,
like
yes,
we
should
point
to
specific,
as
we
did
with.
Like
the
you
know,
all
of
the
resolutions
around
the
rear
national
public
safety
stuff
right,
there's
a
lot
of
reference
to
the
underlying
documents.
C
My
I
actually
raised
my
hand
for
a
much
more
moderation
which
I
I
couldn't
recall.
We
did
address
at
CA,
but
I
will
say
since
I
moved
it
instead
that
it
would
be
friendly
to
me
if
one
were
to
propose
on
the
first
resolve
to
just
striking
everything
after
the
first
2023
except
the
word
end
and
then
for
the
second
resolve,
saying
that
this
assignment
reassigned
annually,
because
I
think
there
was
some
confusion
about
dates,
because
we
obviously
don't
do
things
on
the
first
level,
but
I
don't
believe.
A
Would
like
that
offering
Amendment
remove
everything
in
the
second
to
last
resolve
post,
2023
and.
G
To
amend
January
1st
in
the
second
result
to
say
annual.
C
They
would
say,
subject
to
prove
Economic
Council
Comcast,
basically
their
contract
negotiations
for
the
year
2023
and
resolve
that
the
society
annually.
C
C
A
I
will
add
that
two
points
we
don't
have
liaison
assignments
made
yet
for
2500
and
that
I
was
struggling
over
this
liaison.
Appointments
are
not
subject
to
the
approval
of
account
Council.
So
is
there
something
unique
about
this
debates
on
appointments?
A
A
M
Yeah
I
just
was
going
to
respond
to
that
I.
Think
I
mean
this.
Language
has
changed
at
the
request
of
the
mayor's
office
during
the
CA
meeting
and
I
think
the
original
intent
was
just.
We
wanted
to
ensure
that
that
this
would
be
filled,
that
this
would
take
place
and
so
to
want
that
degree
of
oversight
over
this
role.
We
see
it
as
crucial
you,
you
just
clarify.
M
M
That
Laura
was
just
referencing
layers
into
Union.
C
Thank
you
for
that
reminder.
Jeff
your
recollection
I
believe,
because
I
I
remember
having
if
it's
the
conversation
that
I
recorded
that
I
had
with
Laura.
She
very
helpful
pointed
out
that
the
original
language
of
this
resolution
said
that
Council
would
appoint
this
liaison
and
that,
in
fact,
the
mayor
does
make
all
of
our
liaison,
of
course.
So
that
is
the
the
change
that
was
made
and
offered
by
me
after
my
discussion
before.
D
L
To
return
very
briefly
to
the
point
regarding
precedence
and
his
inclusion
in
the
the
resolution
since
I
think
Rob
to
your
point
that
it
wouldn't
doesn't
seem
like
votes,
are
going
to
move
on
this
with
more
detail
or
not
something
that
I'm
proposing
I.
Don't
know
this
is
amendment
but
something
that
I'm
proposing
is.
We
could
perhaps
at
the
next
council
meeting
or
February
during
privilege
of
the
floor,
one
of
us
calm
and
I'm.
Finally,
taking
a
lead
on
trying
to
to
parse
through
this
and
provide
a
little
bit.
L
It
was
brief
detail
on
what
that
president
has
looked
like
you
know,
going
for
just
open
it
for
the
for
the
courtesy
for
the
privilege
of
council
and
the
public.
You
know
design
opportunity
to
hear.
A
You
to
vote
on
this
tonight
as
it
is
being
kind
of
Rewritten
and
then
bring
something
which
would
be
it.
L
Would
be
it
would
be,
it
would
be
in
regards
to
the
president
that
is
being
referred
to
in
this
resolution,
even
though
that
is
not
written
explicitly
in
the
resolution
it
can
be
presented
to
the
public,
but
like
this
will
be
referring
to
when
we're
talking
about
Princeton.
For
this
from
prior
instances
of
council.
F
I
think
that
sounds
fine,
but
I
think
it
needs
to
come
along
with
a
striking
or
whereas
which
I
don't
think
we've
done
there
and
then,
while
we
were
in
the
first
resolution,
I
want
to
point
out
to
the
mayor's
point
that
this
is
unprecedented
to
have
the
mayor
and
I'm,
not
sure
nominee's.
The
right
word
assigns
a
member
who's
going
to
council
as
a
liaison
opinion
right
and
we
don't
I
I,
don't
think
there's
any
of
these
liaison
appointments
that
are
subject
to
approval
by
Common
Council.
So
again,
I
think.
K
A
A
G
H
I
have
a
good
question:
when
are
the
last
Liaisons
appointed?
When
do
you
usually
appoint
them?
Is
it
in
January?
Yes,
yes,.
A
Yes,
last
year
and
liaison
assignments
for
a
SharePoint
Council,
actually
on
January
13th,
okay,
we
have
one
new
council.
Member
that
you
know.
I
would
appreciate
our
have
an
opportunity
to
talk
about
assignments
and
committees.
We
also
have
a
vacancy
committee
we'll
be
talking
about
a
Fifth
Ward
vacancies,
so
there
are
two
new
members
and
it's
my
desire
not
have
opportunity
to
talk
with
new
members
before
finalizing
the
video
assignments.
A
Obviously
I,
it's
not
obvious
to
the
public,
so
I
would
say
that
in
December,
I
wrote
to
kind
of
council
asking
each
of
you
to.
Let
me
know
what
your
preferences
were
in
terms
of
serving
in
2023,
and
you
know,
where
possible.
I
have
taken
those
preferences
into
account
and
initially
making
assignments.
H
F
F
I'm
sorry
I
got
one
other
thing
and
I
and
it's
you
know
in
the
dirt.
We
are
as
we're
talking
about
this
liaison
being
not
a
party
to
the
negotiations,
but
simply
an
observer
one
of
the
things
that
would
make
that
Stand
Out
Among
our
days
on
appointments
is
the
time
commitment.
F
A
Yeah,
we
don't
typically
spell
them
out
and
which,
with
each
organization
that
rarely
liaison
to
they,
have
their
own
requirements
of
participants,
some
liaison
equipment,
for
example,
to
tcat
or
giac
or
others.
You
have
subcommittees
that
you
work
on
other
working
groups
that
you
work
on
that
are
are
above
and
beyond
the
months
and
meetings.
So
we
don't
articulate
the
the
time
demands
of
each
organization.
But
I
do
believe
that
the
mayor
and
council
members
who
are
familiar,
they
start
to
recognize
like
okay,
they're,
not
all
equal
right
in
terms
of.
D
A
A
I
really
do
take
note
that,
generally
in
the
city
we
do
have
and
I
Look
to
staff.
We
will
have
three
to
four
or
two
to
four
Union
contracts
up
for
negotiation
at
any
one
time
in
different
stages.
A
Some
of
them
are
very
intensive
in
others,
our
farther
along
in
the
process
where
it's
yet
unknown,
but
the
commitment
would
be,
but
I
really
do
think
that
this
is
an
important
role
in
the
sense
that
we
recognize
that
as
part
of
these
negotiations,
Council
will,
in
some
cases
need
to
make
financial
decisions
of
how
to
balance
the
the
needs
of
our
organization,
as
well
as
the
need
to
adequately
serve
and
meet
with
the
demands
of
our
labor
negotiations
right
and
and
having
that
liaison
coming
back
to
council.
A
H
M
It
just
was
was
going
to
respond
to
that
as
well
from
Rob
and
his
concern
I
think
you
know
just
a
reasonable
assessment
of
what
this
role
could
entain
Intel
is,
is
you
know,
repertorial
duties,
a
responsibility
to
speak
to,
first
of
all,
to
acknowledge
the
scheduling
you
know
when
are
these
negotiations
taking
place?
What's
on
the
table?
M
What's
on
the
docket
and
and
then
you
know
a
preemptive
tradition
with
both
sides
who
are
leading
these
negotiations
so
that
we're
can
be
made
aware
of
what's
at
stake,
you
know
and
what
are
the
passions?
What's
the
passion
level
in
these
conversations
I
think
that
that
would
just
inform
Council
so
that
we're
riding
alongside
and
and
aware
that
these
things
are
ongoing
would
be
immensely
helpful.
M
The
one
thing
I
just
was
thinking
about
is
that
you
know
perhaps
this
liaison.
What
could
be
different
about
the
role
is
that
they
should
make
their
report
in
executive
session.
Just
given
the
sensitivities
of
matters
at
hand
here,
and
we
should
anticipate
that
that
report
in
a
timely
manner,
I
guess
again.
D
C
Was
only
very
modestly
going
to
point
out
that
and
I
would
appreciate
it
if
already
showing
your
Steve
had
anything
to
add
to
this,
but
I
sort
of
Imagine
of
the
time.
Commitment
to
this
would
not
be
overly
dissimilar
to
like
the
facilities
committee
that
the
chair
of
CA
and
pec
sit
on
and
that
it
needs
multiple
times
a
month
and
so
yeah,
it's
very
different
than
like
my
monthly
meeting
with
the
DIA.
C
A
I'll
leave
it
there.
Actually
it
depends
Shelley.
N
You
know,
I
was
just
asking
about
Clarity
and
making
sure
that
everyone
was
clear
about
what
the
expectations
are
around
the
position.
We
there's
negotiations,
there's
prep
for
the
negotiations
and
the
prep
for
the
negotiations.
Give
you
a
sense
of
why
we're
negotiating
the
way
we're
negotiating.
Also.
N
If-
and
this
has
been
the
case,
we
have
three
three
four
I
guess
technically,
it's
four
it
is
but
just
seem
to
read,
because
one
is
that's
two,
so
there's
prep
with
each
of
them
there's
the
negotiations
and
then
there's
more
prep
and-
and
it
depends
on
you
know
whether
or
not
we're
doing
the
nation
or
or
what
the
situation
is
so
and
it's
not
a
set
schedule.
It's
you
know
when.
A
Okay,
Church.
K
This
is
just
a
question
on
the
negotiating
team:
I'm
I
mean
this
is
a
working
progress
ions
as
we
go,
and
it
may
become
clear
that
the
liaison
doesn't
have
to
come
to
every
single
evening
that
it
needs
to
be
seen.
Also
I'd
like
to
know
are
Korea
negotiations
continually,
or
there
are
stretches
of
time
when
all
the
contracts
are
are
signed
and
this
person
would
only
have
to
drink,
milkshakes
and
eat
french
fries.
D
N
Typically,
try
to
stagger
so
it,
but
what
that's
what
we
took
like
you
you'll,
have.
D
H
Economy
are
we
are
we
Damon
is
right,
should
it
be
a
bhr,
or
should
we
really
I
know
we?
What
what
the
council
wants
is
someone
on
the
council
who
is
familiar
with
what's
going
on
with
these
negotiations,
so
we
can
be
so
we
won't
be
feel
like
the
last
time
when
we
were
blindsided.
So
should
this
be
called
a
liaison,
or
should
this
be
someone
I
I,
don't.
K
I,
like
the
word
liaison
okay
and
the
other,
the
other
thing
is
for
me
report
to
Johnny
ledge.
Just
two
of
us
share
the
job,
so
that's
that
would
be
a
possibility
here.
K
It
could
be
more
than
one
person
and
and
just
split
the
work,
because
it's
it's
an
observer
basically,
who
reports
back
to
counseling?
It's
not
we're
not
involved
in
negotiations
themselves
right.
C
You
George's
birthday
railing
we're
getting
the
intention
of
something
it
may
be
that
the
first
person-
okay,
this
is
a
I-
want
to
swear,
bring
our
life
a
lot
of
work
and
I
recommend
that
we
change
this,
that
it's
two
people
but
right,
like
I,
think
we're
just
trying
to
move
in
the
direction
of.
D
A
A
N
And
I
just
asked
a
question
because
the
way
it
reads
it
says
every
year,
I
guess
so:
every
year
you
would
it
would
be
so
you
could
conceivably
have
one
council
member
in
negotiations
and
then
that
would
change
but
the
same
negotiations
in
the
following
year.
K
H
It
doesn't
I'd
like
to
move
that
we
change.
C
A
C
C
Yeah
all
right
8.2
is
down
to
the
Tompkins
County
Community
Justice
Center
Advisory
board
I
will
not
read,
whereas
is
resolved
that
the
community
Justice
Center
Advisory
Board,
be
established.
According
to
the
recommendations
for
membership
and
duties
outlined
approved
by
the
community
Justice
Center
Advisory
Board
of
development
committee
I
move.
This
resolution
was
written.
K
One
thing
I'd
like
to
put
out
there
in
the
list
of
stakeholdering
agencies
appointed
to
the
board.
It.
D
K
A
D
C
I
will
torture
everyone,
the
full
body
resolution,
so
I
will
conclude
meeting
with.
Therefore,.
C
A
A
That's
written,
that
is
in
the
full
resolution
that
Robert
will
never
yet.
A
Move
this
effort,
and
is
there
a
second
duck?
Thank
you
because
these
were
voted
on
were
discussed
and
voted
on
during
our
budget
meetings.
I
do
not
believe
we're
in
the
discussion
on
news,
but
we
do
need
vulnerable,
so

as
we

the

C
K
I'll
just
say
to
my
understanding:
this
is
actually
a
building
of
the

That's
what
this

Oh,

I'll

that
there
are
funds
that
will
be
available
to
to
support
some
of
these
initiatives
as
well.
I
think
George.
You
raised
that,
but
it's
good
to
be
reminded
to
Evie's

where's,

All

all
the
person,
Brock
Alder
personal
GoNoodle,
all
right,
all
the
person
wins
all
right.
All
the
person
Brown
all
the
person,
Barkin
hi,
all
the
president
defendini
Umar
hi.
All
the
person
can
tell
Mom
and
that
passes
9-0.
C
A
Oliverson
Brock
called
Chris
McGonagall,
all
right,
all
the
person
Brown
all
right,
all
the
person
gerhardt
aye,
all
the
person
Barkin.
I
A
Resolution
is
here,
and
is
your
second
Doug.
Thank
you,
but
I
have
a
question.
Yes,
I
have
looked
through
the
2023
budget,
I,
don't
remember
or
see
any
reference
to
this,
and
so
this
is
the
first
I
saw
this.
This
is
the
gator
everyone
I
believe
this
is
the
gator
Steve.
Do
you
have
for
a
collection
of
that?
A
So
again,
I,
don't
see
this
in
our
schedule
authorized
capital
projects
so.
O
Per
finding
attorney,
so
that's
how
we
have
to
get
to
allocate
it
differently.
That's
why
it's
broken
out.
A
All
right,
thank
you
sure,
thanks.
Okay,
thank
you!
So
Oliver
hi
Alder,
Crystal
mcdonable.
Can
you
take
this
thing
home.
I
C
I
A
Okay,
next
on
the
agenda
is
mayor's
appointments.
H
C
You
last
yeah,
so
I
have
the
member
father
Revolution.
We
added
with
unanimous
consent
agenda
resolution
for
funds
to
hire
an
executive
Search
firm
I
will
remind
colleagues
that
this
is
in
your
email,
but
I
will
read
it
out
loud
for
everyone.
C
A
Yeah
I
do
apologize
that
this
was
coming
at
a
late
hour.
There
is
some
urgency
to
moving
forward
with
search,
and
so
that's
why
this
is
coming
to
you
at
this
time
comments
or
questions,
and
can
you
provide
some
background
as
to
why
the
amount
is
about
7
500?
What
is
that?
Do
we
already
have
estimates
or
We
Do
Contracting,
those
we
we
do
have
estimates
Shelley.
Do
you
want
to
provide
some
of
that
information.
N
I
have
been
speaking
to
the
search
firms
and
other
colleagues
who
have
used
search
firms,
so
this
I
think
is
a
good
estimate
sort
of
it's
more
in
a
conservative
side
in
the
sense
that
I
think
it
will
come
in
it
will
not.
We
will
not
have
fees
above
the
amount
that
stated
in
the
resolution,
based
on
the
information
that
I've
gathered
and.
K
I
was
on
the
search
today
for
the
Chino
police,
who
made
a
solid,
unanimous
recommendation.
I
stand
by
the
recommendation.
I
think
we
should
hire
that
person
and
so
I'm
going
to
go
against
it.
H
Baby
and
I
said
what
George
I'm
going
to
I'm
going
to
be
against
this
I,
don't
feel
like
we
should
be
searching.
We've
already
got
someone
in
our
community
Worthy.
M
Yeah
I
concur
with
colleagues
I.
Think
we've
invested
quite
a
lot
of
resources
in
the
initial
search.
You
know
we
need
more
explanations
as
to
why
we
can't
reopen
that
search
and
and
reevaluate
those
the
few
people
or
the
three
original
candidates,
and
also
just
you
know,
come
coming
from
a
background
working
as
a
executive
recruiter.
M
M
You
know
really
a
search
begins
with
a
list
and
all
of
the
names
of
people
who
have
the
expertise
that
we
are
seeking
out
should
be
public
domain,
because
they've
served
in
government
roles,
so
we
should
be
able
to
generate
that
list
and
we
should
have
strength
in
our
ability
to
do
Outreach
and
make
a
sell.
A
A
C
And
whatever
my
reservations,
which
I
had
already
shared
about
the
process
for
this
first
attempted
search,
I,
think
that
I
think
we
are
aware
that
the
only
way
we
will
get
a
nominee
we
will
counsel
is
through
this
method.
That
I
think
moving
expeditiously
is
our
best
option
and
because
I
believe
the
department
does
need
of
her
and
she's
always
while
devoted
in
support
of
this.
D
A
So
we
utilize
our
lead
services
and
brought
candidates
in
we
were
then
interviewed
and
brought
through
the
process
is
the
role
of
the
search
firm
on
this
Nationwide
search
going
to
bring
forward
candidates
that
we
will
go
through
the
same
process
of
hiring
committee
made
up
of
members
of
council
members
of
the
community
and
so
on.
Go
through
the
process
again
correct
right,
but
in
they
are
just
from
this.
Fifty
thousand
seven
thousand
they're
going
to
provide
a
list
of
of
candidates
to
be
considered.
N
Excuse
me,
they
will
yes
write
a
list
that
they
haven't
presented,
based
upon
our
criteria
and
it'll,
be
you
know
our
expectation
is
that
it
would
be
a
broad
pool,
a
diverse
school.
N
It's
it's,
they
do.
They
have
Networks
and
their
people
out
there
that
they
have
that
search.
Friends
are
familiar
with,
so
they
can
tap
into
ones
that
they
know
about
and
ones
that
they
don't
know
about.
So
I
mean
that's,
that's
the
work
that
they
do
and
then
they
would
have
to
come
through
our
process,
which
would
be
the
you
know,
annotation
going
through
the
search
committee.
A
And
going
around,
for
instance,
thank
you
other
questions.
Okay,
George.
F
Well,
yeah,
just
going
on
the
table
of
the
second,
whereas
is
spelled
wrong.
This
is
the
one
that
precedes
there
is
an
urgent
need
to
move
forward
on
the
surgically
new.
A
Okay,
we're
ready
to
vote
now,
all
those
in
favor,
oh.
K
I
can't
ignore
the
logic
it
Rob
and
Rob's
reasoning
for
reopening
this.
So
I'm
going
to
very
very
reluctantly
and.
A
A
All
right,
thank
you.
Thank
you,
and
now
there
is
a
resolution
under
mayor's
appointments.
I
did
not
add
detail
to
that,
because
at
the
time
we
were
still
clarifying
with
the
individual
who
was
offered
in
the
position,
but
now
I
will
read.
The
resolve
resolution
resolve
that
the
mayor
appoints
Alan
Harrison
as
the
acting
director
of
public
information
and
technology
that
he
is
hereby
confirmed
and
shall
be
sworn
in
as
City
Clerk.
A
Is
there
a
seven
yeah?
Thank
you
any
questions
or
comments
thanks
all
those
in
favor.
A
Thank
you
and
now
could
I
ask
for
a
motion
to
moved
to
executive
session
to
discuss
a
Personnel
issue
Robert
and
a
segment
Jorge
all
those
in
favor,
and
that
is
nine
zero.
A
A
Yeah
I
two
things
to
mention
one:
we
do
not
expect
any
voting
items
from
this
executive
session,
so
Jimmy
don't
really
have
to
stay,
and
we
may
need
to
extend.
Is
that
what
you
were
just
suggesting.
A
Yeah
reports
from
Council
and
staff
I
will
ask,
respectively
that
we
dispense
with
those
tonight
because.
H
K
A
Okay
well
I
mentioned
earlier
that
I
will
be
appointing
committees
by
early
next
week.
We
have
two
new
council
members
who
I
want
to
talk
with
about
their
assignments.
So
by
next
week
we
should
have
that
information
available.
A
A
A
A
Open
can
I
in
the
interest
of
time.
I
will
ask
that
we
address
scheduling
next
week.
That's
scheduling
should
not
affect
the
special
working
groups.
George.
If
you
were
asking
about
the
remission,
Public
Safety
working
group,
if
that's
what
you
were
asking
about
it,
those
working
groups
are
intent,
so
you
should
go
ahead
and
schedule
your
meetings.
