Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
C
Are
there
additions
or
deletions
from
the
agenda?
D
After
the
city
Administration
items,
members
will
find
this
their
email.
This
is
the
title
resolution
for
funds
to
hire
an
executive
Search
from
foreign.
C
A
D
Request
of
the
mayor
and
I
received
it
deceptive
before
I.
C
Thank
you.
I
also
would
like
to
add
a
second
executive
session
to
our
meeting
this
evening.
That
will
be
at
the
end
of
the
meeting,
so
it
will
be
a
10.1
executive
session
to
discuss
the
Personnel
mission
and
we
also
have
added
to
the
agenda.
This
is
for
the
benefit
of
the
public,
a
local
law,
and
this
is
related
to
agenda
item.
C
7.1
Council
received
this
local
law,
which
was
distributed
on
December
21.
C
Hello,
thank
you
all
hello,
happy
birthday
for
those
watching.
My
name
is
Veronica
hillara
Tompkins
County
legislator,
representing
one
of
the
districts
within
the
city
of
Ithaca.
We
had
a
meeting
last
night.
George
was
there.
They
immediately
was
there
in
which
we
re-elected
Shawna
black
chair
and
left
the
client
Vice
chair.
C
We're
going
to
be
sticking
with
all
our
old
committee
assignments
through
this
month
that
come
February
and
we
may
have
somebody
start
doing
that.
But
that's
beginning
to
be
in
the
works
underwriting
leadership
we
probably
saw
the
community
Recovery
Fund
grants
have
gone
out
and
been
awarded
with
one
exception,
pending
speaker
review,
and
you
can
see
what
those.
C
Think
it's
a
great
package.
A
few
highlights
our
money
to
Vega
Medical
Center,
to
establish
an
intensive
crisis,
stabilization
Center
for
mental
health
of
the
pregnancies
to
giac.
G
C
Instruction
things
for
the
Arlington
Community
Center
for
more
construction,
things
to
food
net
Meals
on
Wheels,
for
more
construction
things.
So
these
are
one
time
these
funded
a
lot
of
them
went
into
through
the
whole
construction
and
sustainable
Finger
Lakes
for
doing
some
mobile
homeless
certification,
and
so
we
hope
all
those
who
proceed
smoothly.
F
Oh
yes,
one.
C
Thing
we
opted
into
in
our
consent
agenda
last
night.
That
might
be
interesting
is
karma.
The
Equitable
retention
Market
business
things
program,
which
is
just
a
thing
where
people,
homeowners,
62
and
older
at
risk
of
foreclosure,
can
get
a
zero
interest
Junior
mortgage
on
their
homes.
If
you
do
frankly,
quite
a
lot
of
application
paperwork,
I,
don't
know
if
our
opting
is
as
a
county
takes
it
back
immediately,
but
you
should
be
aware
that
that
exists,
prna
and
one
of
our.
C
Is
going
to
be
potential
big
Renovations
on
the
county
jail
or
whether
the
public
safety
building,
so
we're
would
sort
of
begun
the
formalized
part
of
that
process
by
proposing
a
resolution
expressing
a
lot
of
things
that
we
would
like
to
see
in
an
upgraded
jail
facility,
but
there's
a
lot
more
work
to
come
and
public
input
I'm
sure
to
come
on
that.
I
I
heard
listening
to
the
probation
I
heard
a
lot
of
monies
going
to
pretty
much
agencies
that
well
well.
My
concern
is
I,
didn't
hear
any
Grassroots
organizations
get
anything
from
this.
Recovery
Fund
am
I
mistaken
in
here
somewhere,
because
I
didn't
get
South.
Side
I
didn't
hear
any
of
the
other
organizations
that
there
are
graduates
that
I
know
apply
for
those
recovery
funds
mentioned
unless
you
did,
they
mention
it.
C
There
are
many
they're
about
like
50
organizations
that
receive
grants,
so
I
I,
don't
remember
them
all.
You
know
my
father
has
come
immediately
to
mind
if
they
got
some
money.
C
I
And
happy
New
Year
we'd
like
to
hear
the
amount
that
was
given
to
the
human
Medical
Center,
which
is
a
isn't
that
a
private
organization.
So
cooperation
and
I'd
like
to
know.
C
C
And
and
the
project
is
a
partnership
between
them
and
a
whole
bunch
of
other
organizations,
but
yes
paid
medical
center
visiting
applicant.
I
J
C
One
so
it
would
be
I,
don't
have
all
the
details
here,
but
it
would
be
toward
establishing
an
incident
price
and
stabilization
Center,
which
is
a
that's
like
a
specific
thing,
that's
defined
by
a
state
or
available
regulations
with
a
higher
level
thing,
and
it
would
be
I
believe
I'll
update
you
if
I'm
wrong,
but
I
believe
this
will
be
physically
located
at
the
Ithaca
Mall,
like
in
the
space
that
the
Cleveland
medical
just
bought,
and
it
would
be
open,
like
24,
7,
365
space,
where
someone
could
drop
in
and
expect
to
get
received
and
treated
for
any
level
of
mental
health
and
or
substance
abuse
related
prices
that
they
might
be
in
there.
C
C
Medical
Center
in
their
original
application
that
they
were
planning
or
hoping
to
use
other
funds
to
build
a
supportive
crisis.
Stabilization
Center,
which
is
as
far
as
I,
can
tell
more
or
less
the
same
thing,
but
without
all
the
features,
notably
without
the
ability
to
prescribe
medication
which,
in
a
lot
of
cases,
might
be
visitors
in
length
like
it
will
be
his
role
situation.
C
They
were,
their
Hope
was
to
get
another
Grant
to
build
one
of
those.
And
then
our
money
was
going
to
life
improve
into
this.
Because
of
the
price
of
stabilization
Center
thing
they
didn't
get
that
first
grant
so
I'm
actually
not
sure
like
what
even
isn't
being
funded
with
this
one
and
a
half
million
dollars.
C
But
I
know
that
people
from
the
county
like
checked
with
clinical
medical,
and
they
said
that
that
was
the
amount
that
was
needed
and
that
would
work.
And
these
are
all
the
questions.
I
One
more
question:
sorry
to
keep
holding
this
up,
but
why?
How
is
that
going
to
work
with
what's
happening
with
the
detox
symptoms
that
pretty
much
the
same.
C
One
of
the
differences
is
that
this
would
be
also
for
mental
health.
Crazy,
like
it
the
I'm,
sorry
I
know
we
talked
about
this
in
another
place.
Are
you
talking
about
the
alcohol
and
drug
councils?
Center
I'm
blinking
I
asked
someone
from
CNC
that,
if
I'm
blanking
on
one
of
the
differences,
but
one
of
them
is
definitely
that
they
are
focused
on
substance,
wait
news
and
addiction.
Evidence
would
also
be
like
non-sufficient
involvements.
C
C
C
I,
don't
believe
this
evening.
We
have
any
proclamations
or
Awards.
However,
we
do
have
some
very
special
order
of
business
and
the
first
order
of
business
is
to
administer
the
oatha
office
to
all
the
person
elect
Kumar.
So
we
will
do
that
now
so
that
you
can
fully
participate
as
a
seated
member
of
common
Council
and
have
your
vote
registered.
So
if
you
would
come
up,
please
foreign.
C
We
do
have
a
number
of
speakers
in
a
few
moments,
but
we
will
not
be
taking
any
additional
cards
after
this
last
card
that
we've
just
opened.
C
C
C
E
C
Congratulations:
I
will
point
out
that
our
vacancy
committee
is
actively
working
on
fulfilling
the
Fifth
Ward
seat
that
has
been
vacated
due
to
my
my
election.
C
Next
is
the
appointment
of
marriage
officials
for
the
coming
year
and
thank
those
of
you
who
have
responded
by
email
who
are
willing
to
serve
as
marriage
officials.
I
also
would
like
to
add
the
former
alderperson
Donna
Fleming,
who
has
expressed
interest
in
continuing
as
a
marriage.
Official
I.
Believe
all
members
of
council,
with
the
exception
of
all
their
personal
gonna
go,
are
interested
and
I.
Believe
I
received
an
email
from
you
as
well.
It
is
a
tremendous
joy
of
the
the
office
appreciated
experience
ceremonies.
C
So
is
there
any
hesitation
or
reservation
on
the
appointments
of
all
members
of
council,
with
the
exception
of
all
the
person
ogonagall
to
serve
as
marriage
officials
and
including
well
former
alderperson
Fleming,
all
those
in
favor
ceremony?
There
is
not
a
motion.
This
is
a
just
indication
of
support
for
business
positions.
Okay,
we
next
will
turn
to
public
speakers
and
we
do.
C
Of
speakers
who
have
signed
up
virtually,
but
we
have
people
in
the
audience
who
have
also
filled
out
cards,
so
I
will
turn
to
those
who
are
present
first
and
the
first
card
I
have
is
from
okay
and
I
will
just
remind
all
speakers,
both
in
person
and
virtually.
That
is
a
three
minute
limit
for
speaking.
A
C
I
I
But
these
bikes
are
a
problem,
they're
already
a
problem
and
they
haven't
even
Unleashed
all
of
them,
so
I
I,
just
ask
you
to
either
have
another
public
meeting
where
we
can
discuss
this
because
me
it
impacts
me
as
a
cyclist.
It
impacts
people
that
walk
and
when
they're
left
in
the
middle
of
the
sidewalk,
when
they're
walking
bike
racks
I
mean
the
list
goes
on
and
on,
and
these
are
things
that
were
discussed
previous
to
the
new
vegetable
bites
that
have
come
back.
So
please
I
mean
it's
not
ecological.
C
I
Board,
okay
and
I
was
told
about
it
through
the
phone
by
somebody
and
I
didn't
know
about
it
and
I
went
to
the
meeting
and
I
was
told
that
I
couldn't
speak
because
I
wasn't
signed
up
before
three
o'clock.
I
I
C
Up
well,
I,
haven't
signed
up
before
three
o'clock
and
I
hope
that
doesn't
start
happening.
Okay
and
people
that
show
up.
We
are
physically
should
comfort
before
the
people
that
are
zooming
in
so
the
the
thing
is
I
I
mean
to
be
told,
like
I
have
to
live
in
Fall
Creek.
In
order
to
be
worried
about
cell
towers.
I
I
C
I
A
I
C
H
C
Cannot
be
passed,
thank
you
and
happy.
New
Year,
Happy,
New
Year
to
you
and
I,
was
just
looking
over
at
Scott
Andrew.
Who
is
helping
us
with
technology
tonight
to
make
sure
that
we
know
which
one
of
us
will
be
timing.
Our
speakers,
yeah
and
Scott
will
get
it.
Okay.
Thank
you
so
much.
The
next
speaker
is
James
Smith.
K
L
But
someone
said
by
myself
working
60
hours
because.
K
K
About
the
MPS
or
paramedics
and
I
just
thought:
I'd
share
a
little
bit
of
my
thoughts.
L
It's
not
fire
and
police
and
wonder
people
we're
lucky
to
have
them
they're.
L
B
It
helped
with
the
extrication
I
can
count
on
them
the
police.
Again
we
go.
We
go
with
a
lot
of
growing.
L
Up
with
Ventura
but
I'm
going
to
use
it
and
I'm
going
with
young.
C
L
K
These
you're
going
to
build
these
little
housing
things
I,
would
call
them
unsafe
residential,
not
lab,
slash
encryption
science
stuff.
Are
you
going
to
build
a
safe
infrastructure
for
us
to
go
in
there
with
lights?
They've
been
monitoring
things
that
would
be
one
of
my
concerns.
I
look
at
Art
House.
They
look
at
the
demands.
That's
putting
on
police
and
EMS.
The
mayor
went
for
the
women
coming
I
wouldn't
want
to
barricade
things.
No
harm
to
safe,
low-income
housing,
such
well-managed
ones,
in
Ithaca.
That.
L
L
On
I,
just
I
realize
these
are
really
difficult
problems.
The
first
thing
that
I
I've
been
if
they're
not
talking
about
I
just
want
to
thank.
She
was
very
professional.
C
When
I
had
concerns,
thank
you
James
next
speaker
is.
C
C
You
know
I
hear
about
things
and
I
see
things
and
if
there's
not
a
good
means
for
communication,
then
assumptions
get
made
and
they
can
be
correct
depending
on
where
you
can
get
your
information
from,
and
it
can
be
really
correct
that
that
causes.
You
know
problems
with
employees
and
the
City
and
lowers
morale,
and
you
know
kind
of
snowballs
from
there.
So
I
I
think
this
is
a
real
important
thing
and
you
know
me
personally.
K
You
know
the
one
it's
only
at
the
fire
department,
I
received
their
Kobe
catch
and
I.
Think
it's
great
that
the
city's
recognizing
people
and
doing
that
I,
don't
I,
don't
think
it's
right
to
hold
it
up
in
negotiations
and
I.
Don't
think
it's
right
to
give
people
different
amounts
I'm
all
for
doing
that,
but
I
think.
If
it's
going
to
be
done,
it
should
be
done
for
everyone
and
it
should
be
done
in
the
same
amount
when.
K
K
Sometimes
have
to
call
and
be
able
to
code
enforcement.
You
know
Water
and
Sewer.
The
city
Forester
for
Providence,
like
that
DBW
constantly
for
one
of
our
trucks
break
down.
C
And
so
we're
all
interdependent
on
each
other
and
in
some
departments
have
gotten
to
the
point
that
you
know
they're
on
the
cost
of
one
more
person
leaves
I'm,
not
sure.
C
E
All
right,
hello
and
happy
to
come
here.
Congratulations!
Those
before
Christmas
will
be
planning
for
Approved
a
project
or
place
a
car
wash
at
the
corner
of
salt,
that
is
itself
and
metal.
Street
I've
lived
on
the
400
block
of
South
Titus
for
16
years,
60
Six,
Mile
Creek
and
the
walkable
Greenway
along
the
banks
of
that
Creek
contribute
to
a
body
of
life
in
this
neighborhood
that
I
believe
deserves
and
requires
protection.
Car
wash
car
wash
is
just
serve
drivers.
E
E
The
boat
launch
at
Plain
Street
is
regularly
used
by
student
groups
and
citizen
scientists
to
study
in
Greek
and
its
unique
ecology,
as
well
as
how
it's
other
changes
that
recreationally
I'm
concerned
that
the
noise
and
potential
for
Aaron
air
and
water
pollution
from
the
car
wash
will
negatively
impact
the
Creeks
flora
and
fauna
and
the
community's
engagement
and
preservation
of
this
unique
site.
What's
more,
the
community
engaged
for
the
city
to
draw
up
a
South
Side
plan
which
has
been
approved.
E
It
outlines
recommendations
for
zoning
changes
that
are
explicitly
at
odds
to
an
approval
of
this
project.
The
parcel
is
slated
to
be
changed
to
a
Urban
mixed-use
designation,
which
is
important.
Approval
of
quote
the
mix
of
uses,
including
high
density
housing
office,
retail,
restaurants
and
hotels,
notably
on
car,
washes
further
than
plant
mandates
and
pedestrian
and
bicycle
connections
between
South,
Side
residences
and
shopping
and
services
be
created
in
addition
to
the
more
planning
boards.
E
Parent
disregard
of
the
clearly
articulated
concerns
of
the
South
Side
Community
I
believe
this
decision
on
this
project
for
the
squad,
and
now
it's
important,
supported
by
substantial
evidence
in
ways
that
could
dispose.
It
to
an
article

proceeding
the
for
example.
It
accepted
an
environmental
review.
The
claimed
the
project
is
not
within
2000
feet
of
a
site,
BEC
environmental
site
remediation
database
and
in
fact
there
is
a
set
of
site
at
the
Clinton
West
Plaza
about
500
feet
away.
E
The
board
accepted
developers
assertion
that
the
project
site
is
now
within
five
miles
of
an
officially
designated
a
publicly
accessible,
Federal,
Savings,
local,
systemic
or
aesthetic
resource.
That's
certainly
not
true,
they're,
the
Six
Mile
Creek
Greenway
right
there,
the
Buttermilk
Falls
state
parks,
who
are
less
than
two
miles
away
less
than
past
the
hill.
According
to
go
on
the
noise
study,
the
development
condition
felt
to
take
into
consideration
the
effectivity

have
on
a
propagation
of
noise
generated
by
facilities
and
Commercial
vacuums
along
the
creek
into
the
homes
that
adjoined
it.
E
The
traffic
studies
of
that
I
could
go
on,
but
I
will
say
that
I
understand
the
project
was
approved
by
by
the
board.
I
understand
that
the
games
may
be
repealed
by
which
we
can
resist
this,
but
I
think
most
of
us
in
the
neighborhood
are
firmly
against
us.
Thank
you.
K
Hey
I'm
Jay
Lehmann,
former

lawyer
of

County.
Well,
I,
don't
have
a
wearable
badge,
unfortunately,
but
I
grew
up
in
the
kitchen
and
he's
still
and
I
live
on.
Center
Street
I
bought
a
house
there
in
2009.
I'm
here
about
the
car
wash
as
well,
and
I
won't
reiterate
everything
it
was
just
said,
but
I'm
strongly
opposed
to
it.
K
Everybody
in
my
neighborhood
I've
talked
to
as
opposed
to
it
and
I'm
frustrated
that
it
went
through
through
the
planning
board
because
yes,
I
went
to
the
second
interview
and
many
things
seemed
hastily
and
done
with
things
Felix
mentioned
almonds
and
also
is
going
to
use
4,
750
gallons
of
water
a
day
average
how
soldiers
is
50
to
100.
So
conservative
estimate
that's
48
families.
Now
it's
raining.
We
live
in
a
wet
place,
but
years
ago,
in
the
summer
you
may
remember
we
had
some
water
issues
in
the
city.
K
So
it's
a
real
concern.
Well,
that's
aesthetic
and
Scenic
resource
that
part.
My
daughter's
10
Ithaca
is
a
good
place
to
live,
but
project
things
like
this
to
make
it
harder
and
I'm
concerned
that
it'll
impact
the
place
in
a
negative
way.
The
noise
Felix
mentioned
it's
like
one
plane
500
year
floodplain,
but
that's
using
a
map
which
I
believe
payment
has
since
revised.
K
Yeah
I'm
expressing
my
opposition
and
I
would
like
to
see
Itself
by
any
means
possible.
I
realize
that's
hard
at
this
point
and
my
frustration
that
it
was
approved
hastily
by
the
plan.
Thank
you
all
for
doing
what
you
do
it
thanks
a
lot.
Thank.
K
No
any
resolution
to
establish
the
Cotton

recent

released
by
The

clear
what
I'm
doing
on
the
part
of
the
former

specifically
regarding
the
enrollment
of

for
placing

the

and
the
result
has
been
a
definition
of

the

when
they
continue
to
get
ability

pressing
forward
with

and
re-managing

Instead
of
dedicating
attention
to
Future

I
suggests
the

focus
on
addressing
a

the

I
don't
show
any

much
of

is
making
its

into

K
K
Any
suggested
implementation
of
the

involves
enforcement
and
Candy

and
not
improved

you're
going
to
need
to
think
at
least
as
possible
to
do
that.
Voting,
gnome
and
CJC
would
be
it's
done
for
amending
the
relationship
between

in

Hall
I'd
also
like
to
request
that
Council
vote
now
and
all
upon
a
proposal
and
if
the
city's
on
the

An

be

this

is
the

so
simply
discussing

in

a

to

the

I.
Don't
think
that's
something
we
want
to
do
so.
K
C
A
G
You
everyone,
it's
been.
A
Since
2019
since
I'm
going
to
make
my
voice
heard
so
it's
nice
to
be
here,
I
could
back
on
in
the
bay,
because
I
came
that
meeting
this
week.
Also,
but
I
did
not
want
to
register
online
because
I
didn't
want
them.
I
figured
I
could
come
here,
but
and
I
do
think
it
left
out
a
lot
of
people.
They
said
you
had
to
register
online
by
pre-applotting.
You
didn't,
but
they
didn't
tell
you,
you
couldn't
speak
once
I
got
into
the
second
and
they
would
not.
A
Let
me
let
on
502
North
the
disaster,
and
somebody
comes
to
speak
in
public
I.
Don't
know
why
the
board
zoning
operates
differently.
Maybe
they
can
change
the
rules,
but
it
seem
to
believe
that
a
whole
lot
of
people
which
has
happened
since
2020
the
memory
lane
sorry
I,
want
to
say
that
I
was
not
happy
but
I
have
to
say
this
would
happen
with
the
chief
of
police
positions.
A
A
G
D
A
The
minutes
you've
been
there
long.
That
says
you
guys
have
to
have
minutes
the
meetings
I'm
very
confused,
City
Center.
While
we
were
locked
down,
we
gave
them
to
build
City
assembly
that
we
would
have
affordable
housing
for
energy,
Ministries
and
college
students,
52
million
dollars,
7.3
million
tax
abatement.
That
comes
right
out
of
those
budget.
You
never
see
that
money,
that's
no
revenue
for
us
and
then
they
sold
it.
While
we
were
shut
down,
25
million.
I
A
Profit
and
they
still
have
the
tax
payment
transferred
it
to
the
new
group.
We
started
this
project
in
2017..
I
spoke
out
against
it
like
prison
because
of
what
we
did.
I
just
woke
up
when
all
your
cats
being
in
the
projects
that
they
did
it
anyways
and
we
still
are
not
collecting.
If
you
look
at
the
assessment
records,
it's
still
only
getting
zero
tax
dollars
from
the
city
center.
The
best
value
is
now
at.
G
A
A
A
C
C
My
name
is
Natalie
Lester,
I'm
new
to
the
city
of
Ithaca,
and
yesterday
before
it
was
my
first
attempt
at
making
the
public
comment
ever
I
had
emailed
my
comment
in
ahead
of
time
and
was
told.
I
could
not
see,
even
during
all
the
guidelines,
to
invest
in
my
understanding
and
ask
that
if
you
read
into
the
record,
even
if
I
followed
the
guidelines
and
correctly
speaking
the
person,
some
of
the
VGA
members
were
openly
combated
and
behave
like
boys
to
me
and
others
showing
up
will
participate
in
the
public
hearing.
C
H
C
H
H
Say
that,
but
this
book
is
so
interesting
it
basically,
he
talks.
A
H
To
study
in
China
A
nutrition
study,
which
showed
that
meat
consumption
Pros
cancer
cells,
he
also
did
a
study,
Albert
Cornell,
multiple
studies
about
reducing
mice
that
also
showed
when
people
give
them
animal-based
protein
casing
from
milk
there
you
can
turn
on
it
cancer
cells
and
then
he
would
give
them
plant-based
protein
and
wouldn't
try
not
it's
measurable.
H
So
anyway,
I
just
think
it's
a
it's
just
an
atrocity
event
here
and
if
you
can
Miracle
people
find
consider
this
place
so
aggressive,
and
maybe
people
didn't
think
that
a
lot
of
vegans
would
appear
I
just
think
it's
right,
it's
criminal!
In
fact,
it
is
because
there
is
a
New
York
state
lottery
or
in
2019
we're
hiring
hospitals
to
provide
not
only
a
plant-based
vehicle
request,
but
one
that's
nutritionally
equivalent
and
when
I
was
there,
they
just
offered
me
peanut
butter
and
jelly
sandwiches.
Should
you
ask
Dr
Campbell?
H
Advocates
and
I
certainly
hope
you
pick
up
this
book
and
read
it
and
invite
and
to
speak
to
you
I
mean
because
getting
people
married.
You
should
speak
to
him
with
me.
He
lives
he's.
You
know,
he's
a
perfect
picture
of
health
and
I
just
hope
that
we
can
take
advantage
of
his
knowledge
and
make
sure
that,
when
he's
entering
the
medical
center,
let's
hope
he
never
is
is
that
he
doesn't
have
that
statement.
I
mean
I,
think
we're
just
Bridges
hard.
Just
gonna
just
stand
together.
H
A
long
time
online.
D
C
You
know
I
mean
a
lot
of
those
people
felt
related
and
watched
them
all
really
unanimously
in
favor,
because
a
lot
of
them
I
know
worked
really
really
hard
on
helping.
You
create
really
strict
guidance
to
prevent.
F
C
Happening
only
aliens
and
yeah,
it's
not
my
area
of
expertise
like
I,
do
not
live
in
the
city,
but
like
I
know
that
I
love
this
city
and
I
know
that
we
can
do
better
I
hope
we
aspire
to
do
better.
I'll
leave
my
comments
there
on
that
one,
but
I
do
hope.
You
can
take
a
look
at
what
happened
last
night.
It
just
really
trying
to
create
a
more
inviting
environment.
C
Miss
Phoebe
didn't
share
some
comments
about
how
there
weren't
really
anybody
else
that
called
remember
there
wasn't
anybody
who
you
know
seem
to
be
on
the
like
work
in
the
survive
scale
and
for
anybody
to.
F
F
That's
a
lot
of
money.
It's
not
a
small
amount
of
money
and
bonds
are
just
monetary
Shackles.
C
On
a
community
that
are
committing
you
to
debt
and
interest,
but
I'm
not
sure
how
long
it
goes
wrong
would
be
what
25
or
30
years,
and
that
doesn't
even
matter
the
amount
of
voluntary
sitting
on.
And
if
you
want
to
reflect
on
what
Mr
Lynn
shared
I
mean
Cornell
University
and
now
my
group
40
during
covet.
F
C
Can
always
ask
them
to
dig
up
their
secretron
and
move
it
if
they'd
like
to
to
change
their
location?
You
know
I
mean
there
might
be
greener
pastures
elsewhere,
but
I
do.
Thank
you
for
your
time.
I
know
you're,
probably
going
to
be
here
quite
late
this
evening
and
when
I'm
going
to
bed
tonight,
you
might
still
be
at
this
table
trying
to
figure
it
all
out.
So
I
do
hope
you
can
work
together
and
you
know
I'm
happy
to
help
God
bless
and
have
a
good
night.
Thank
you.
Thank
you.
C
The
committee
was
very
rigorous
and
upholding
the
rules
for
community
members
to
participate.
I
appreciated
that
the
the
lawyer
that
was
there
first
started
by
saying
we
can't
talk
about
health
events,
because
the
SDC
says
we're
not
allowed
to
pass
laws
that
deal
with
all
the
vaccine
radiation
from
telecommunications
systems.
So
I
don't
know
anything
about
that,
but
he
said
that.
So
we
put
that
on
the
front
so
right
away,
you're
not
supposed
to
talk
anything
about
health.
A
C
C
A
C
C
That
was
not
in
the
rules,
so
then
the
committee
members
got
angry
and
I
it
just
kind
of
blew
me
away.
They
were
angry.
They
were
annoyed
when
the
audience
asked
clarifying
the
questions
there
were.
There
was
problems
with
the
all
of
the
you
know:
the
technology,
the
it
was
loud
and
sometimes
you
couldn't
hear
people
and
they
just
got
annoyed.
When
you
asked.
C
Can
you
say
that
again
we
can't
hear
it
and
then,
when
they
were
discussing
particulars
of
the
law,
the
sighting
centers
for
personal
wireless
service
facilities,
they
got
checked
off
at
the
audience
when
they
asked.
Could
you
read
that
section
of
the
law
that
were
discuss
it.
C
You
know
I,
don't
know
how
long
that
was,
but
it's
pretty
long
and
they
didn't
do
that
and
and
so
they
you
know,
they
said
we're
not
going
to
do
that.
So
if
the
rules
are
so
important,
difficulties
are
so
important
for
the
community
to
follow.
Why
are
we
allowing
a
National,
Corporation
ATT
to
bring
our
own
rules?
We
were
required.
They
were
required
to
give
us
hard
data
so
that
we
could
evaluate
the
variance
I
know.
That
is
your
time.
C
C
Okay,
we'll
now
turn
to
those
beakers
who
did
sign
up
to.
D
C
Virtually
and
the
first
of
those
speakers
and
Scott,
you
will
be
able
to
admit
them,
one
by
one
Sheila
out.
G
Thank
you,
I
was
also
at
the
bza
meeting
last
night
and
I
wanted
to
continue
a
little
bit
with
what
the
previous
speaker
didn't
get
to
finish
with,
because
I
I
was
unhappy
that
they
approved
the
variance,
because
the
the
ATT
appeal
did
not
comply
with
the
code
that
was
so
worked
on
so
hard.
G
We
spent
months
and
months
city
council
spent
months
at
common
Council
spent
months
and
months
with
a
very
good
legal
counsel
outside
Council
to
make
sure
everything
would
be
compliant
with
Federal
and
and
state
regulations
for
the
codes
that
we
enacted
and
the
code
requires
that
someone
like
at
T
to
get
a
variance
would
have
to
prove
that
there
is
a
lack
of
Car
Coverage
and
they
would
have
to
they're
required
to
submit
certain
drunk
call
data,
and
they
did
not
do
that
and
since
they
are
not
in
compliance
I.
G
G
C
A
H
C
Hello,
yes,
your
three
minutes
begin
now.
M
Thank
you,
I
just
want
to
follow
up
on
those
comments
about
last
night's
zoning
board
meeting
it
was
really
an
exercise
in
futility
is
how
it
felt
the
board's
hands
were
tied
from
the
outset
from
whatever
Arcane
80s
era
corporate
regulation,
that
safety
cannot
be
considered
in
the
in
their
consideration.
M
So
that
was
announced
a
problem
from
the
outset,
but
the
other
problem
was
who
is
allowed
to
participate
in
addition
to
family
members
who
came
on
behalf
of
other
household
members
who
couldn't
come,
what
wasn't
allowed
was
neighbor
people
within
the
neighborhoods
outside
of
750
feet,
including
the
parents
of
the
students
at
the
school,
so
both
bjm
and
Fall
Creek
would
be
affected
and
the
workers
are
allowed
to
speak,
but
they
have
a
conflict
of
interest,
is
that's
their
place
of
employment
and
the
children
would
be
impacted
in
theory
or
potentially
by
this
cell
phone
towers,
and
so
their
parents
were
not
allowed
to
speak.
M
So
I
thought
that
was
really
a
problem.
Part
of
the
larger
problem,
the
lawyer
representing
a
t
brought.
He
made
some
really
incredibly
disingenuous
points
about
equity
and
access
that
were
totally
inconsistent
with
people's
experiences
of
a
t.
There's
a
lot
of
rural
areas
that
don't
have
access,
that's,
not
profitable.
M
There's
also,
he
cited
the
lack
of
people
using
landmines,
but
they
don't
continue
to
provide
the
you
know:
they've,
really,
throttled
the
ability
of
people
to
access
the
service
of
landlines-
and
you
know
also
it
just
doesn't
seem
downtown-
that
we
have
trouble
with
service
I
mean
aside
from,
however
Verizon
does
it
everybody
I've
spoken
to
with
at
T
is
doing
fine,
and
so
it
isn't
actually
necessary.
M
So,
in
the
end,
the
board
voted
to
approve
the
variants
and
I
understand,
and
they
said
their
hands
were
tied
about
considering
the
safety
issues,
but
they,
the
rest
of
the
rationale,
didn't
actually
make
sense
to
me.
They

why
not.
M
Aesthetically
I
understand
that
they
would
be
using
existing
polls,
but
I
just
thought
that
you
know
there
was
I
know
this
common
Council
put
a
lot
of
work
into
creating
a
code
around
regulations
around
not
placing
these
devices
near
schools
and
residents
and
workplaces,
and
so
just
overturning
the
code,
because
at
T
asked
that
we
should,
without
proper
demonstration
of
a
need,
really
doesn't
make
sense
to
me.
So
thank
you
for
your
time.
C
N
The
city's
Assistant
Attorney
spent
much
time
at
the
beginning,
saying
effectively
that
they
should
Grant
the
variants
so
that
the
city
would
know
how
to
classify
the
application
so
that
it
could
proceed
to
The
Next
Step,
where
the
real
decision
would
be
made.
I
think
he
really
kind
of
he
was
hard
to
understand,
but
I
feel
like
it
was
very
misleading.
What
do
you
say
after
public
comment?
Att
got
the
last
word,
ignoring
testimony
that
had
already
shown
flaws
in
all
of
their
arguments.
N
The
fact
remains,
these
proposed
antennas
are
all
too
close
to
houses
and
or
schools.
There
is
no
Gap
in
coverage.
A
t
spent
a
lot
of
time
waving,
hands
and
showing
Maps,
but
never
submitted
the
real
data
required
to
show
any
gaps.
And,
of
course,
everyone
who
is
considering
who
is
considered.
The
science
knows
that
RF
radiation
is
harmful,
even
if
you
cannot
give
health
concerns
as
the
reason
for
limiting
new
infrastructure.
N
B
Thanks,
my
name
is
John
Galliano
I
was
at
the
bza
meeting
last
night.
I
am
speaking
on.
I
think
the
same
issue
that
the
last
person
just
spoke
on
I
gave
a
lot
of
my
information
at
that
meeting.
I
am
you
know
a
bit?
Maybe
I
don't
understand
the
process,
but
again
I'm
a
bit.
Dismayed
I
saw
a
five
Factor
process
being
used.
That's
great
from
my
reading
of
the
code.
B
It
seems
as
though
the
code
should
be
followed
has
a
clear
variance
process
in
it.
The
very
section
of
the
code-
it's
325
29
10
B7,
but
the
Assistant
Attorney
was
asked
to
read
it.
He
read
it
word
for
word
verbatim,
as
he
said,
as
the
chair
had
asked
him
and
in
it
the
chair
then
said:
oh
wait,
you
mean
drop,
call
data,
I'm
kind
of
paraphrasing,
but
essentially
asked
for
clarification.
Do
you
mean
drop?
B
Call
data
is
required
for
a
capacity
deficiency,
which
is
what
the
a
t
applicant
is
going
for,
and
the
attorney
Assistant
Attorney
forget
his
name.
Maybe
Victor
said
yes,
it
is
the
chair.
Kind
of
was
surprised.
I
could
see
his
question
on
his
face.
There
was
silence
and
then
the
conversation
went
on
and
that
was
never
brought
up
so
I'm
I.
B
Don't
I
would
like
to
hear
as
to
why
not
following
the
actual
variance
process
in
that
specified
in
our
code
was
not
part
of
the
bza's
decision
and
I
think
it
should
be
if
they're,
if
they
want
to
prove
a
capacity
deficiency,
they
should
I
wholeheartedly
think
this
applicant
should
be
requesting.
They
have
the
opportunity.
They
should
be
able
to
go
back,
get
the
correct
data
and
bring
It
come
to
the
next
meeting,
to
provide
them
a
variance
without
them
proving
their
capacity
deficiency
by
providing
data.
B
That's
not
the
correct
data
and
didn't
provide
the
hard
data
and
had
them
mock
me
that
I
couldn't
understand
their
raw
data.
Reams
of
paper
ones
and
zeros
is
what
the
gentleman
said
is
crap
I'm
an
engineer.
I
can
I
look
at
data
all
day
long
by
them,
not
providing
you
all
the
hard
data
it
just
is
their
way
of
not
doing
full
transparency,
so
they
didn't.
They
failed
on
multiple
reasons,
but
there's
supplemental
report
they
gave
last
Friday
says,
pursue
and
two
this
specific
section
of
our
code.
B
That's
325,
29
10v7,
that
the
Assistant
Attorney
read
assistant,
City
attorney.
B
It
clearly
specifies
what
they
must
do,
what
they
must
provide
and
they
didn't
do
that
and
yet
the
bza
I
think
it
was
a
5-0
vote,
just
passed
it
on
through.
So
the
big
problem
with
this
is
now
that
we
have
new
codes
in
place
by
a
t
being
granted
for
this
applicant
being
granted
to
go
ahead
and
have
a
variance
from
our
setbacks.
B
We
cannot
I,
don't
think,
there's
any
way
the
city,
the
variance
process
Visa,
could
ever
stop
any
other
applicant,
because
our
code
has
a
section
right
from
the
federal
law
that
says
we
cannot
discriminate
against
other
carriers.
So
once
we
don't
discriminate
against
at
T
and
by
not
holding
them
accountable
to
our
code,
we
cannot
then
discriminate
on
any
other
carrier.
The.

L
L
Hi
I'm
Cornell,
Alum
and
local
volunteer,
who
worked
with
the
common
Council
in
2021
to
help
create
the
updated
Wireless
city
codes
in
those
council.
Members
spent
literally
hundreds
of
hours
on
this
issue,
working
with
an
expert
attorney
to
get
the
codes
legally
right,
like
others,
I
am
shocked
that
the
board
of
zoning
appeals
last
night
ignored
these
codes
and
allowed
a
variance
for
ATT
to
install
seven
unnecessary
antennas
in
the
city.
As
you've
heard,
ATT
has
failed
to
provide
the
necessary
information
that
the
codes
require.
L
So
why
is
this
important?
Well,
literally,
thousands
of
peer-reviewed
Studies
have
shown
the
danger
of
cell
radiation.
That's
why,
before
leaving
for
the
Supreme
Court
hitanji
Brown
Jackson
ruled
against
the
FCC
on
this
issue.
She
reviewed
the
massive
body
of
Science
and
concluded
that
the
FCC
had
not
taken
into
account
in
their
radiation
guidelines.
L
The
science
is
also
why
the
World
Health
Organization
classifies
this
radiation
in
the
same
category
of
carcinogen
as
DDT
and
land.
The
science
is
also
why
insurance
companies
will
not
cover
sale
antennas,
they
deed
them
to
high
risk,
quote
unquote
in
this
science.
It's
also
what
changed
our
minds
of
Skeptics
on
the
official
New
Hampshire
commission
studying
this
issue
the
first
state
to
study
it
in
depth.
L
After
a
full
year
of
review,
this
commission
voted
overwhelmingly
to
raise
a
red
flag
on
sale
in
tennis
and
they
recommended
that
any
cell
antennas
should
be
at
least
1600
feet
from
homes
or
schools.
That
report
quote
this
commission
acknowledges
the
large
body
of
peer-reviewed
research
that
shows
the
type
of
radiation
generated
by
wireless
devices
can
have
a
deleterious
effect
on
humans,
especially
children
as
well
as
animals,
insects
and
vegetation.
The
World
Health
Organization
and
the
whole
insurance
industry
are
hedging
their
bets
against
this
radiation
because
of
potential
harm.
L
A
large
number
of
independent
scientists
have
included
concluded
that
the
thresholds
for
Japan
and
the
U.S
are
unsafe
stock.
According.
Why
are
the
FCC
extolior
limits
set
for
the
U.S
100
times
higher
than
countries
like
Russia,
China,
Italy
and
Switzerland?
Why
have
thousands
of
peer-reviewed
studies
showing
significant
DNA
damage,
brain
and
heart,
tumors,
infertility
and
many
other
elements
been
ignored
by
the
FCC?
A
likely
explanation
is
that
these
agencies
are
captured,
whose
commission
members
come
from
the
industry.
They
are
overseeing,
unquote.
L
Here's
the
worst
part
of
all
this
because
of
a
moral
Clause
that
the
telecon
lobby
inserted
into
the
1996
Telecommunications
Act.
Local
governments
cannot
officially
account
for
health
effects
when
considering
cell
towers
and
yet
protecting
the
health
and
safety
of
your
citizens
is
written
as
the
very
purpose
of
Ithaca
city
codes.
Science,
common
sense
and
courage
must
Trump,
is
preposterous
law
I
urge
corrective
action
and
ask
the
Nicholas
to
the
non-departments
for
these
new
panelists.
Thank
you.
H
O
Thank
you.
My
name
is
Brian
Walder
I'm,
a
Fall
Creek
resident
and
I'm
also
here
to
speak,
to
oppose
the
board
of
zoning
approval
of
the
variants
for
the
cell
antennas,
the
attendance,
the
antennas
go
against
the
code
that
was
carefully
and
thoughtfully
put
in
place.
O
They
go
against
the
250
foot,
setback
from
homes
and
schools
and,
in
this
case,
are
set
to
be
located
right
in
front
of
homes
and
right
in
front
of
Fall
Creek
School.
There
was
a
meeting
yesterday
on
this.
It
was
a
continued
meeting
noted
that
the
continued
meeting
was
not
posted
at
the
locations.
Only
the
original
meeting
so
I'm
not
sure
how
much
of
the
public
knew
that
there
was
a
vote
taking
place
yesterday
due
to
the
lack
of
signage
at
the
locations.
O
But
there
was
a
meeting
yesterday
as
as
stated,
it
was
Board
of
zoning
decided
to
approve
the
variance
zoning
considered
each
site,
but
without
considering
the
distance
of
each
site
in
terms
of
the
250
foot
and
the
and
the
variance
they
did
not
have
the
information
about
the
distances
at
the
time
that
they
were
making
their
vote
also.
Finally,
it
was
not
clear
that
at
T
demonstrated
the
required
data
on
lack
of
lack
of
coverage
that
was
required
by
the
city
code
that
was
put
in
place.
So
thank
you.
C
Yes,
go
ahead.
Your
three
minutes
begin
right
now.
P
Great,
thank
you
so
I
just
wanted
to
mention
that
it's
you
know
pretty
much
insane
that
we
can't
talk
about
the
health
effects,
because
that's
that's
a
thing.
You
know.
If
we
can't
talk
about
health
effects,
then
you
know
is
this:
what
kind
of
like
country
is
this
right?
We
we
know
that
things
like
Asbestos
and
lead
and
DDT
are
poisonous,
and
we
know
that
lead
and
DDT
are
in
the
same
classification
according
to
the
who,
as
radio
frequencies
from
cell
phones
and
cell
towers.
P
So
unless
you
guys
don't
trust
that
science,
unless
you
don't
trust
the
the
who,
then
you
need
to
take
this
into
account
and
yeah
sure
there's
a
law
right,
so
you
can't
say
that
you
took
it
into
account
when
you
make
a
decision,
but
y'all
are
humans,
your
moral
beings,
you
have
a
moral
obligation
to
take
into
account,
and
you
don't
you
don't
have
to
say
anything.
You
can
literally
just
site
Aesthetics
and
there
you
go
so
so.
P
Something
I
want
to
mention,
too,
is
that
everybody,
with
a
cell
phone
pretty
much,
has
Wi-Fi
at
their
house.
That's
pretty
much
a
given
at
this
point.
Right,
so
these
people
live
in
Fall,
Creek
or
downtown.
You
have
somewhat
you
know.
Let's
say
they
don't
have
optimal
data
speeds
with
atnt
they
have
Wi-Fi
at
home.
They
can
use
the
Wi-Fi
when
they're
at
home.
P
Most
people
prefer
that,
because
it's
cheaper
and
so
what
we're
really
doing
is
we're
putting
cell
phones
cell
phone
towers
in
front
of
people's
houses,
who
are
going
to
be
there
for
12
hours
a
day
or
more
there's
children
in
the
house.
People
are
sleeping,
you
know,
50
feet
from
a
cell
phone
tower
and
these
people
are
going
to
essentially
not
really
benefit
who's,
going
to
benefit
people
driving
by
for
five
minutes
or
less
right.
P
People
who
are
walking
downtown
people
who
don't
actually
need
super
fast
data,
because
they're
in
the
car
they're
not
supposed
to
be
on
their
phone.
So
there's
not
really
a
net
benefit
to
the
community.
In
my
opinion,
there's
not
a
gap
in
coverage
for
about
an
hour.
I
actually
was
driving
around
doing
errands.
While
listening
to
this
meeting
over
Zoom
I
have
a
t,
and
my
service
was
totally
fine.
P
Honestly,
the
only
issue
that
I
had
was
it
was
hard
to
hear
some
of
what
you
guys
said,
but
I
think
that
your
microphones
actually
are
kind
of
outdated
I,
don't
mean
that
as
like
an
insult,
but
it
was
more
of
like
a
technology
thing
on
your
side,
so
yeah
I
mean
this.
Is
a
toxin
there's
no
way
around
it?
Some
people
can
feel
it.
I
can
feel
it.
P
It's
made
me
pretty
sick
in
the
past,
I
have
chronic
lyme
disease,
so
I'm
just
kind
of
more
sensitive
and
if
somebody
said
hey,
I'm,
allergic
to
peanuts,
you're
gonna
believe
them
right.
If
you
see
you
know,
do
you
not
trust
people
to
have
peanut
allergies?
Do
you
not
trust
people
who've
been
poisoned
by
DDT?
P
No
one's
making
this
up?
No
one
wants
no
one
even
talks
about
being
sensitive
to
EMF
because
it's
it's
quite
frankly
looked
down
upon,
but
this
is
like
literally
the
beginning,
we're
going
to
start
seeing
it
come
out
a
lot
more
and
you'll
need
to
do
the
right
thing.
You
need
to
take
this
into
account.
You
can
literally
just
say
that
it's
for
some
other
reason,
but
come
on
seriously
like
would
you
ever
let
DDT
be
sprayed
with
all
the
knowledge
that
you
have
now
about
it
on
children
on
our
community?
P
Q
You,
my
name,
is
Richard
etlick
I'm,
a
long
time
resident
of
the
city
of
Ithaca
I'd
like
to
address
what
I
see
as
deficiencies
in
the
city's
handling
of
applications
submitted
by
a
t
for
installation
of
seven
small
cell
antennas
within
the
city
right-of-way.
These
deficiencies
significantly
reduce
transparency
by
hindering
public
awareness
and
limiting
opportunities
for
feedback.
Q
Q
These
EA's
legal
notice
in
the
Ithaca
Journal
through
the
January
3rd
meeting
states
that
quote
parties
interested
in
reviewing
application
materials
prior
to
the
meeting
May
visit
the
city's
website
and
select
most
recent
agenda
beginning
one
week
before
the
scheduled
bza
meeting
unquote.
But
in
fact
the
agenda
wasn't
posted
until
December
30th.
Q
This
review
process
should
be
started
over
and
handled
with
the
rigor
and
attention
to
detail
that
Council
intended
the
loose
process
applied,
thus
far
would
make
it
much
more
difficult
for
the
city
to
require
a
more
stringent
review
for
future
applicants,
effectively
neutering
the
carefully
crafted
code
Provisions.
Thank
you.
C
Not
see
her
in
there
we
will
move
on
to
the
last
speaker,
Anna
cedarquist,
Wilson,.
L
C
C
So
we
do
not
have
the
last
two
speakers
who
signed
up
virtually
the
Raceway
or
Anna
cedarquist
Wilson
I
will
just
remind
anyone
listening
that
your
comments
can
be
sent
to
Common
Council
in
in
writing.
C
So
I
will
now
ask
for
privilege
of
the
floor.
Any
response
from
council
members.
H
C
I
It
was
really
uncomfortable
to
be
someone
a
Community
member
in
the
audience,
because
it
felt
very
combative
and
I
said,
but
I
learned
and
I
and
I
what
I
learned
is
written
about
the
tier
one,
two
and
tier
three-
and
this
is
tier
one-
this
this
aotle
type
is
going
to
go,
is
under
tier
one,
which
means
it's
not
going
to
come
back
to
the
council.
It
goes
through
the
planning
board
right
and
so
no
goes.
J
A
I
That's
one
thing
so
and
I
want
to
thank
everybody.
I
want
to
thank
face.
I
want
to
thank
everybody,
everybody
who
came
out
last
night
because
it
was
really
it
was
powerful
to
watch
the
whole
interaction,
but
it
was
also
a
learning
process
for
me
that
how
important
those
meetings
are
right
and
I
do
understand
that
the
people
that
that
are
working
on
that
or
a
planning
or.
D
I
Volunteers
and
so
I
understand,
you
know
it's
a
lot
for
them,
but
when
you
volunteer
to
do
this
kind
of
work-
and
you
know
you're
working
with
a
community-
the
you
know,
but
anyway,
that's
another
thing.
I
also
wanted
to
to
mention
about.
You
know
once
again,
I'm
hearing
this
piece
about
the
BJC
and
reimagining
Public
Safety
and
how
you
know
to
say
no
to
it
and
it's
different
stuff
and
it
didn't
it
didn't
blowing
on.
I
But
it's
far
too
long
right
and
we
met
with
Rochester
and
it
took
them
90
days
to
get
their
whole
thing
up
and
running
right.
So
it
just
it
behooves
me.
It
makes
me
wonder
really
what
what
is
the
hold
up
here,
because
what
has
been
really
very
uplifting
for
me
is
to
see
that
PBA,
the
ipd
CJC
and
many
of
them
have
come
to
say
this
is
something
they
want
to
see
happen
and
they
get
to
see
it
working
together.
I
So
I
just
wanted
to
mention
that,
and
just
remember
that
it
was
a
community
community
of
black
and
brown
people
who
want
to
see
this
happening
and
it's
a
slapping
their
face.
When
we
ask
them
to
come
on
and
be
a
part
of
this
study
and
be
a
part
and
share
their
trauma
and
to
and
then
to
be
felt
like
it's
not
important,
it's
something
our
community
has
become
used
to,
but
we
shouldn't
be
so
I
just
want
to
just
be
clear
how
important
reimagining
Public
Safety
is
to
the
black
community.
I
Very
important,
very
important
and
I
need
to
be
honest.
About
I
was
one
of
those
people
in
the
beginnings
like
hands
off
I,
don't
want
to
have
nothing
to
do
with
it,
but
I
seen
some
people
who
I
admire,
who
I
respect
go
to
Heart
I've
seen
some
people
it
that
come
through
my
organization
where
I
work
at
who
was
involved.
So
that's
anything
y'all
know
what
happened
when
I
get
in
front
of
my
mind:
I
love
it
right,
so
I'm
gonna
back
up
and
Happy
New
Years
to
everybody.
Thank
you.
Baby.
C
C
F
C
You
I
also
want
to
thank
everybody
who
came
out
to
speak.
There's
there's
a
lot
to
unpack
and
all
of
the
speakers
who
came
out
tonight
I
think
it's
clear
you
both
in
hearing
the
comments
from
Faye
and
others
that
you
know
ours
is
a
community
and
we,
as
a
council,
want
to
do
everything
possible
to
make
sure
that
people
from
all
backgrounds
and
various
access
to
technology
or
cultural
backgrounds
or
economic
backgrounds
have
an
opportunity
to
be
involved
and
have
your
voices
heard
and
part
of
that
is.
C
C
So
we
we
can
provide
the
detailed
information
that
people
have
asked
for,
and
we
should
really
do
everything
we
can
as
an
organization
to
avoid
situations
where
you
have
really
heavy
items
and
controversial
items
added
to
an
agenda
at
the
last
minute,
whether
or
not
that
was
added
to
the
planning
board.
As
was
discussed,
or
you
know,
other
other
bodies
that
are
making
judicial
decisions,
you
know,
such
as
the
authority.
C
The
ability
to
do
we
definitely
are
required
and
I
need
to.
C
I
believe
he
has
a
liaison
to
our
cable
access
channel.
Is
it
right?
So
perhaps
this
is
something
we
can
discuss.
We
used
to
have
it
on
cable
access,
so
this
is
something
I.
F
Think
would
be
beneficial
and
I'm.
C
Definitely
hearing
a
lot
about
the
inability
or
confusion
or
frustration
with
how
the
client
process
was
allowed
for
the
BCA.
It
should
not
be
that
the
only
way
to
comment
is
to
register
online
by.
C
H
C
F
Not
intended
by
anyone
on
Council,
you
know,
I
was
surprised.
C
And
shocked,
to
see
that
it
had
received
preliminary
administrative
approval
before
he
even
went
to
the
planning
board
when
it
was
clear
when
I
saw
that
the
package
that
we
did
not
receive
the
drop
call
data
that
is
required
in
the
code,
so
how
it
received
a
preliminary
approval
and
started
the
shot
clock
at
all.
I.
C
Understand
that
you
know
it's
a
learning
process
for
staff
administratively
for
our
boards
for
our
committees
and
there's
a
lot
of
lessons
that
we're
all
going
to
take
from
this
first
time
through
to
inform
us
the
next.
F
Time
it
comes
around
I,
George
and
I
had
a
meeting
with
staff.
Today
the
staff
has
committed.
C
To
be
as
open
and
transparent,
which,
with
the
decision
of
the
planning
director
in
identifying
the
tier
that
this
will
be
put
into
and
making
all
the
information
that
is
possible
to
be
made
available
at
this
time
available
when,
when
it
is
decided
so
I
do
share
everyone's
frustration,
I
think
we're
going
to
take
a.
We
might
need
to
take
a
close
look
at
how
we've
done
this
and
see
what.
F
Can
be
done
better
in
the
future.
C
With
regards
to
comments
and
again
to
what
Phoebe
was
saying
about
the
decision
ahead
of
us
tonight
with
the
CJC
Advisory
Board
and
does
CJC
Advisory
Board
is
a
body
that
will
bring
members
of
the
community
representatives
of
government
bodies,
stakeholders,
Outreach
workers,
community
members
to
come
in
and
meet
regularly
to
review
our
reimagining
Public
Safety
process
with
the
city
and
county
and
how
all
the
pieces
come
together.
C
This
is
an
opportunity
for
public
input
and
the
voice
of
effective
communities
to
speak
frankly
and
and
also
to
continue
to
revise
and
involve
the
reimagining
public
safety
process
as
we
move
forward.
This
is
a
good
thing
whether
or
not
we
do
anything.
We
should
do
this
by
all
accounts
and
I.
Just
don't
think
it's
founded
at
all
to
express
any
opposition
to
an
Advisory
Board
process
that
brings
in
members
of
the
Community
to
speak
on
matters
pertaining
to
individual
Public
Schools.
So,
like
I,
strongly
support
that.
I
C
Rochester,
putting
together
their
crisis
outreach
program
in
90
days,
I
would
love
to
do
that.
C
I
think
we,
as
a
committee
were
looking
at
Public
Safety,
are,
are
strongly
in
support
of
the
Rochester
model
and
seeing
how
we
can
incorporate
it
in
the
city,
and
we
want
to
replicate
that
and
we
want
to
do
it
with
all
due
effort
and
and
timeliness
and
everything
that
we
do
as
we
move
forward
brings
in
the
voices
of
those
who
have
shared
their
trauma,
who
have
talked
about
their
experiences,
who
have
made
themselves
vulnerable
and
dedicated
to
this
process
and
we're.
C
Know
the
GQ
article
and
everything
moving
forward
from
that
and,
and
that
has
led
to
a
lot
of
distraction
and
undermining
of
the
good
work
that
we
as
a
community
are
committed
to
moving
forward.
C
To
be
quick,
last
month,
the
city
released
the
reimagined
public
safety
investigation
report
by
Kristen
Smith
returning
for
Bond
Shannon
King
authorized.
C
C
Ithaca
has
always
been
a
city
whose
constituencies
and
elected
officials
are
committed
to
implementing
Solutions,
based
on
the
needs
and
circumstances
of
our
local
community,
known
as
the
Berkeley
of
the
East
Ithaca
is
famous
for
a
progressive
approaches
to
societal
and
environmental
challenges,
independent
of
the
reality
that
surrounds
our
10
square
miles.
We
are
active
leaders
of
social
change
outside
lobbying
of
council
members
to
achieve
state-focused
legislative
goals
distracts
and
undermines
the
work
of
Council
in
implementing
meaningful
change
needed
for
our
local
community.
C
The
Smith
report
recognize
and
documented
the
actions
of
our
former
mayor
and
Select
Staff
who,
because
he
held
our
City's
highest
office,
was
able
to
violate
City
policies
and
protocols
to
avoid
transparency
and
accountability
to
fund
outside
lobbyists
and
to
bypass
Department
counsel
in
exercising
its
Duty
and
responsibility
to
make
informed
decisions
in
the
funding,
design
and
delivery
of
city
services
and
government.
The
avoidance
of
public
process
and.
C
Public
confidence
in
our
institution
and
our
city
government
is
of
the
lowest
it's
been
in
recent
memory,
and
it
will
take
the
commitment
of
council
and
our
new
mayor
to
turn
the
tide
and
rebuild
our
institution
as
we
head
into
a
city
manager,
form
of
government.
So
what
now?
It
is
incumbent
on
common
Council
to
focus
our
work
in
2023
to
undertake
the
essential
in
speaking
and
the
difficult
work
of
stressing,
strengthening
and
updating
our
policies,
to
reinforce
our
legislative
system
of
legislative
checks
and
balances
and
to
uphold
the
highest
standards
of
professionalism
and
accountability.
C
C
My
colleagues
I
will
just
take
the
privilege
to
state
that
the
city
retained
a
well-respected
and
completely
independent
Council
to
conduct
the
ethics
review.
That
report
is
available
online
and
there
was
no
finding
a
violation
of
the
ethics
code.
I
just
want
to
state
that
for
the
public
record,
but
now
I
see
the
hand
of
all
the
person
Brown.
I
First
of
all,
I'd
like
to
go
back
and
say
yes,
this
was
not
food
executive
order.
203
was
put
in
place.
Of
course,
black
and
brown
people
had
been
getting
killed
and
after
George
Floyd
was
a
foot
on
his
neck
for
nine
minutes
by
a
police
officer,
it
was
put
executive
order,
203
I'm
a
little,
because
I
want
to
be
very
clear.
I
This
wasn't
Floyd,
it
may
have
been
flawed
with
some
other
little
stuff,
but
the
reasoning
for
it
is
way
overdue
way
overdue
and
I
and
I
and
I
push
Community
to
look
over
that
report,
because
that
report
did
not
say
any
ethics
was
violated.
Right
so
be
clear.
When
we
get
our
messages
that
we
get
clear
messages
very
clear
messages
right
like
maybe
that
GQ
article
was
not
the
wisest
thing
to
do,
of
course
BC,
but
that
and
I
I
say
this
and
I'll
say
it
again.
I
C
D
On
the
current
time,
I
simply
just
asked
us
to
sort
of
set
our
attention
on
what
all
the
person
Brown
said
in
her
first
set
of
comments,
which
is
I.
Think
what
we
really
need
to
do
is
focus
on.
D
To
make
those
improvements
and
I
think
we've
spent
a
lot
of
times
what
has
happened
and
I
think
we
need
to
focus
on
what
we're
going
to
do
in
the
program.
What
I
would
like
to
tell
you
briefly
is
just
the
comments
from.
D
Especially
with
direct
records,
the
neighborhood
plan
and
what
I
see
is
this
opportunity
to
utilize
space
in
the
city
of
introduce
an
area
where
we
could
see
more
housing
opportunities.
D
C
J
Thank
you
mayor
first
I'd
like
to
apologize
to
the
people
Museum
meeting
last
night.
J
It's
a
tough
job
being
on
the
bza,
and
this
is
a
new
ordinance
that
they're
based
group
dealing
dealing
with
is
very
complex,
but
there's
no
excuse
for
movement,
and
people
should
be
able
to
speak
so
I
apologize
for
that.
Secondly,
I
want
to
thank
Sherry
for
coming
and
talking
about
the
tax
maintenance.
Yes,
I
was
under
the
impression
that
these
taxes
increased
annually
by
10
I'm,
going
to
look
at
that
and,
if
they're
not
paying
any
taxes,
I.
J
And
finally,
I
want
to
thank
everybody
that
came
and
spoke
about
our
our
regulations
about
Wireless
antennas
and
such
again.
Something
I
spoke
with
I
am
director
Nicholas.
Today,
I
am
with
director
the
Assistant
Attorney.
Let's
see
I
thoroughly
believe
that
they're
trying
their
best
to
do
the
right
thing
and
it
isn't
over
it's
level.
J
One
item
in
and
ATT
is
not
come
up
with
all
the
evidence
that
they're
supposed
to
come
up
with,
and
they
have
said
that
they
will
do
that,
and
so
the
determination
has
not
been
made
completely
I,
don't
know
where
it's
going
to
go,
but
it
hasn't
been
decided
on.
Yet.
J
Finally,
I
will
say
about
the
report
that
Cynthia
spoke
of.
They
was
given
to
city
council
that
the
mayor
spoke
about.
It's
true
that
the
the
Ms
Smith
did
not
find
anything
that
reached
the
level
of
an
ethical
violation.
J
But
if
you
read
the
report,
you
will
see
that
they
were
massive
problems
with
transparency
and
the
reimagined
team,
which
I
was
a
part
of,
was
pretty
much
landed.
J
The
two
come
to
some
of
the
conclusions.
They
came
to
that's
a
fact
and
finally,
with
regard
to
the
CJC
I,
fully
support
the
CJC,
and
it
not
only
will
make
things
Fair
or
disenfranchised
people
from
black
and
brown
Community
everybody.
J
D
Mean
thank
you,
I'll,
be
brief
man.
We
only
have
a
short
meeting
but
yeah.
So
in
regards
to
the
concerns
about
the
meetings
being
on
cable
100
agree:
we
need
to
get
them
back
on
cable
I'm,
the
liaison
for
the
access
homicide
committee,
and
this
has
been
something
that
we
have
been
concerned
about
as
well.
We've
been
trying
to
navigate
trying
to
get
this
finalized
and
and
work
on
on
getting
this
back
on
the
air.
We've
had
some
issues
in
regards
to
Julie
retiring.
D
You
know
losing
a
lot
of
information
and
knowledge
on
from
our
department
of
Information
Technology
as
well,
and
so
I
think.
With
the
beginning
of
the
year
here
and
the
things
not
fully,
you
know
thrust
into
into
motion.
D
We
might
have
some
time
to
start
getting
those
things
finalized
and
hopefully
back
on
to
be
sooner
rather
than
later,
that
I'm
going
to
be
taking
an
active
role
and
making
sure
that
happens,
and
then
lastly,
I
think
I'm
also
part
of
the
CJC
anger
and
everything
that
all
the
person
Brown
said
it's
about
time
and
we
need
to
rest
any
any
concerns
about
this
on
the
detriment
to
the
community.
It's
a
net
benefit.
C
C
The
impact
of
the
global
pandemic
continues
to
leave
its
mark
on
our
community,
our
staff
and
the
services
we
provide
to
Residents.
It
was
only
less
Supreme
that
City
Hall
is
fully
reopens
to
the
public
and
in-person
meetings
resumed
following
the
expiration
of
the
governor's
executive
order,
allowing
for
virtual
meetings
thanks
to
the
expertise
of
staff
and
the
technology
in
which
the
city
has
invested.
The
business
of
city
government
carried
on
the
few
interruptions.
C
The
public
has
access
to
live
streaming
of
meetings,
as
well
as
recordings
and
the
opportunity
to
sign
up
to
address
Council
virtually
in
person
or
in
writing.
Ithaca
is
not
alone
in
feeling
the
ongoing
human
and
financial
strains
of
the
pandemic.
We
are,
however,
unique
or
so
I
believe
in
that
City
staff
have
demonstrated
extraordinary
dedication,
resilience
and
creativity.
C
In
a
recent
senior
staff
meeting
department
heads
praised
the
accomplishments
of
their
staff
and
I
could
not
agree
more
strongly.
I
want
to
share
some
of
the
many
2022
staff
highlights
the
HR
director's
office
oversaw
the
completion
of
a
compensation
study
for
city
workers,
and
we
will
be
having
additional
conversations
on
implementation.
C
Hr
also
implemented
new
standards
for
background
investigations
and
psychological
evaluations
for
police
officers
and
updated
firefighter
medical
standards
to
reflect
the
current
national
standards,
both
for
police
and
fire
Planning

highlighted
the
importance

in

been
critical
for

C
The
resounding
passage
of
a
public
referendum
in
November
2022
ensures
that
we
will
expand
considerable
effort
on
transitioning
to
a
new
form
of
city
government.
With
a
household
mayor
of
structure.
There
is
much
to
be
done
as
we
further
develop.
This
organizational
shift
that
will
be
fully
implemented
in
January
2012..
C
The
incoming
Chief
of
Staff
Deb
mullenhoff,
will
focus
her
attention
on
preparing
for
this
organizational
change.
Revised
roles
for
the
mayor
and
the
first
city
manager
are
critical
aspects
of
this
model,
one
that
will
allow
for
far
greater
efficiencies,
improved
Effectiveness
in
serving
the
public,
as
well
as
increased
transparency
for
the
past
five
years.
It
has
been
my
privilege
and
continues
to
be
my
greatest
honor
to
serve
the
city,
I
love
as
council
member
and
now,
as
man
I,
look
forward
to
the
many
challenges
and
opportunities
we
will
face
together
throughout
2023..
H
C
Commitment
to
public
service
has
framed
my
work
on
common
counseling.
This
has
especially
been
the
case
throughout
a
challenging
2022
when
I've
served
as
after
demand.
I
am
confident
induction
Lin's
ability
to
provide
exceptional
support
as
acting
mayor
as
he
has
this
year
as
alternate
at
the
mayor
and
in
older
person.
Guarantor's
ability,
as
alternate
acting
mayor
this
year,
I'm
grateful
to
each
of
them
for
accepting
these
roles
as
we
move
forward
in
2020.
C
City
leadership
will
continue
to
work
diligently
on
creating
and
sustaining
an
equitable
and
inclusive
work
environment,
where
every
employee
can
thrive.
Continuing
to
develop
Partnerships
with
our
County
colleagues
on
strategies
for
responding
to
complex
issues
affecting
our
neighbors,
such
as
affordable
housing
and
the
needs
of
unhoused
people,
crime
prevention,
substance
disorder
and
mental
health
responses.
We
work
not
only
with
our
County
colleagues,
but
with
a
number
of
other
municipalities
where
we
have
shared
challenges
and
shared
vision.
C
Consider
the
forthcoming
recommendations
from
two
working
groups
is
something
I
look
forward
to.
One
on
implementation
of
the
city
is
reimagining
Public
Safety
initiative
and
a
second
working
group
considering
responses
Institute
one
sanctioned
encampments
within
the
city,
implementing
the
goals
of
the
Ithaca
Green
New
Deal,
which
are
moving
forward
under
the
direction
of
the
planning
director
and
the
sustainability
planner
I
look
forward
to
the
reconstitution
of
our
city
commissions
to
encourage
increased
public
engagement
issues.
C
C
We
should
focus
on
as
well
the
2022
accomplishments
listed
and
the
2023
goals
offer
just
a
snapshot
of
the
work
of
our
outstanding
department,
heads
and
staff.
Common
council's
legislative
work
is
more
effective
as
a
result,
but
these
work
accomplishments
of
our
staff
as
a
city,
we
are
far
from
equipment
and
we
have
many
areas
that
will
demand
attention
and
resources
in
the
future.
City
taxpayers
require
that
we
balance
providing
services
with
an
awareness
of
the
tax
burden
facing
property
owners
and
businesses.
C
In
this
address
tonight,
it
is
impossible
to
capture
all
that
City
staff
do
week
in
and
week
out.
Finally,
a
quote
from
Michelle
Obama
has
been
my
guiding
principal,
and
that
is
her
quote,
lead
with
hope.
Never
fear,
I
am
optimistic
and
hopeful
as
we
welcome
in
the
New
Year,
and
thank
you
for
your
attention
to
this
address.
C
C
I
will
now
ask
for
a
motion
to
enter
into
executive
session
to
discuss
leave
of
contract
negotiations.
Robert.
Thank
you
and
a
second
from
duckson.
Thank
you
so
much.
The
executive
session
will
take
place
in
the
second
floor
conference
room.
Following
that
executive
session.
We
will
return
to
the
open
floor
for
the
remainder
of
our
agenda
and,
as
I
mentioned
at
the
outset,
we
will
have
an
additional
executive
session
toward
the
end
of
our
meeting
to
address
a
Personnel
issue.
C
So
thank
you
to
the
members
of
the
public
who
showed
up
and
who
spoke,
and
we
will
now
return
to
the
second
of
our
country,
a
vote
on
the
motion
to
move
to
Executive
session.
It
was
motioned
by
Robert
seconded
by
ducks
and
all
those
in
favor
moving
consecutive
session
and
Jeff
sand
is
up,
so
that
is
90.
