Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
C
Good
nearby
and
you
can
start
okay,
we'll
call
the
meeting
to
order
and
I
want
everyone
to
say,
welcome
to
everyone.
Who's
come
here
today
to
participate
or
at
least
observe
the
meeting
of
the
community
police
board.
There
are
students
here
today
from
the
high
school
here
in
Ithaca
and
Cornell
students
here
and
I
am
Shirley
Kane
I'm
current
chair
of
the
community
police
board
and
we'll
just
mention
our
names
and
that
we're
all
on
the
community
police
board,
and
this
is
our
staff
support
person,
Melody
I.
C
D
Hi
everyone,
I'm
Richard,
lynjo
I
work
up
at
Cornell
University,
and
this
is
probably
my
fourth
term
I
think
is.
B
C
Thank
you,
okay,
so
any
additions
or
deletions
to
the
agenda
at
this
point,
I
have
one
which
would
be
new
business
if
we
were
a
request
from
the
subgroup
of
the
reimagining,
the
police,
and
that
will
be
a
topic
under
new
business
today.
Thank
you.
Okay.
We
have
the
minutes
from
I
forgot.
What
date
is
it's
August,
24,
24th?
Okay,
are
they
a
motion
in
a
second
to
approve
the
minutes?
C
Any
discussion
changes.
No
all
those
in
favor
unanimous.
Thank
you.
Comments
from
the
public.
Welcome
public.
C
Although
we
have
a
lot
of
folks
here
today,
they
aren't
here
to
make
comments
they're
here
to
observe,
but
thank
you
for
coming.
A
A
C
And,
as
you
can
see,
the
acting
chief
for
itd
has
judges
John
jolly.
Thank
you
report
from
common
Council
George.
B
B
B
C
C
C
No
okay,
a
report
from
the
Department.
F
I
just
have
a
couple
of
brief
updates
on
the
status
of
certain
things.
We've
kind
of
talked
on
the
past.
One
of
the
things
that
was
pretty
new
to
iPad
is
we
were
able
to
get
bringing
lexical,
which
is
a
national
company,
a
service
about
8,
000
municipalities
across
the
country
for
policies,
and
they
do
over
160
apartments
in
New
York
state.
So
we,
the
sporting
Council,
were
able
to
bring
them
on
contract
member
we've
already
issued
out
our
first
15
policies
to
the
department.
F
So,
although
we
just
recently
signed
on
with
them
the
last
12
months,
we're
already
making
significant
progress.
Progress
with
that
We've,
also
along
with
that
brought
in
police
on
Academy,
which
is
a
training,
an
online
training
database
law
enforcement
related.
F
By
naturally
recognized
instructors
and
they
bring
anywhere
from
five
minutes
long
to
eight
hours,
depending
on
the
topic,
they
provide
us
with
this
unofficial
supplemental
resource
to
put
out
training
for
people
they
can
log
in
and
stop
if
they
get
busy
go
back
in
pick
up
what
they
left
off
in
the
class.
So
it's
been
great
we've
rolled
out,
we
assigned
eight
hours
of
that.
F
Some
of
those
topics
were
the
escalation.
Mental
health
working
with
the
homeless
implicit
bias.
So
I
really
don't
take
the
place
of
in-person
trainings
that
we're
going
to
continue
to
seek
out
and
send
people
to
it's
really
nice,
supplemental
training
that
we're
able
to
do
and
just
kind
of
take
advantage
of
technology
in
our
time.
F
We're
also
working
with
formalita
smiley
from
the
CJC
and
trying
to
set
up
several
Community
meetings,
it'll
be
throughout
the
city
in
different
locations.
Try
to
get
walkable
for
the
community
to
post
all
that
information
that
we
get
to
set
probably
on
this
County's
website,
as
well
as
social
media
in
the
city
website
on
the
ideas
we
would
set.
F
F
The
experts
look,
we
just
had
our
civil
service
test
took
place
on
the
17th.
F
The
entry
level
exam
from
the
state
having
on
Saturday
the
17th
we
had
86
candidates
sign
up
for
that.
So
fairness,
that's
an
extremely
low
number,
but
given
the
climate
and
the
circumstances,
we
actually
did
pretty
well
comparatively
with
other
agencies
around
us.
C
That
the
expanded
request
for
applicants.
F
We
had
some
trouble
with
that,
so
that
then
we
did
ultimately
end
up
having
we
posted
it
with
residency
restrictions.
Then
we
were
able
to
lift
them
effort
posted
and
we
reached
out
to
people
that
we
knew
were
interested
to
live
outside
and
we
did
advertise
also
beyond
the
contiguous
counties.
So
this
does
include
people
we.
F
33
Cent
here
at
our
local
testing
site
and
we
expect
the
rest
of
them
sat
closer
to
where
they
live
and
cross
filed
with
every
week.
We
should
hopefully
have
the
actual
result
with
some
certified
list
hour.
Maybe
all
right,
but
we
already
have
a
plan
worked
out
with
human
resources
to
try
to
expedite
the
process
once
we
get
started
up
lists
and.
F
C
Okay,
for
those
who
don't
know,
John
referred
to
CJC,
which
is
the
criminal
justice
center
community,
just
Community
just
criminals
and
Community
are
the
same
I.
Guess:
okay
in
the
new
Power,
please
John
were
there
substantial
modifications,
brand
new
policies?
What
were
we
talking
about
here?
Most.
F
A
Distinction
between
whether
they're
new
or
previous
policies,
I
did
just
create
a
policies
page
upon
request,
and
so
whatever
is
put
onto
that
separate
policies.
Page
is
new,
that's
brand
new
and
anything
that
you
want
to
be
added.
There
can
be
uploaded.
That's.
F
C
Okay,
is
it
too
much
to
ask
that
you
just
send
us
those
15
policies
so
that
we
have
an
opportunity
to
review
them.
C
F
Do
you
have
any
other
updates?
I
did
just
have
another
couple
minor
things:
I
wanted
to
just
touch
on
our
community
outreach
efforts
and
Sergeant
Mary
orseo
has
been
really
doing
a
great
job
for
us
and
scheduling
and
getting
us
out
there
and
getting
offers.
You
know
you
know
involved
with
the
community
and
setting
events
that
are
approachable.
People
got
a
lot
of
positive
feedback.
F
So
far
this
year
we
had
27
events
and
that
actually,
just
ever
since
April
20th,
when
Mary
took
over
that
position
and
I
did
some
restructurings
a
lot
for
that.
So
that's
been
really
positive.
We
have
a
couple
events
coming
up.
I'll
share
with
you
in
case
anyone's
interested
here
and
then
it'll
be
public
as
well.
F
We
have
an
event
that
we're
we're
doing
with
ic3,
which
is
it
could
be
a
community
Children's
Center
is
putting
it
on
into
the
burning
culture
Park,
which
is
500
block
of
north
or
outside
First
Street,
and
that's
on
October
13th,
5
30
to
7.
we'll
be
handing
out
some
Halloween
saving
bags
for
the
kids
in
that
neighborhood.
E
F
Well
made
floral
States
have
been
on
the
receiving
end
of
a
lot
of
vandalism.
Recently
that
and
there's
been
a
lot
of
is
concerned
from
the
community
who
want
to
just
give
an
opportunity
for
people
there
for
us
to
talk
to
them
find
out
who
they
have
to
help
out
with
I.
Just
have
an
opportunity
to
spend
some
time
down
there
with
us.
So
they
have
a
program.
F
So
the
way
that
we
have
to
do
it
we
just
have
to
see
who
we
can
get
that's
available.
It
generally
won't
be
you
won't
schedule.
People
are
on
duty,
though
we
handle
calls,
but
if
there's
quiet,
if
you
want
to
sign
it,
Terry
will
come
through,
but
we'll
have
dedicated
officers
that
are
there.
They
don't
have
a
number
I'll
come
ahead,
but
I
would
expect
that.
D
A
Well,
we're
meeting
in
person
again
yeah
unless
there's
any
objection
to
doing
so
looks
like
we
might
have
to
look
at
a
different
way,
lay
out
the
room,
but
starting
next
month
for
the
meeting
we'll
be
moving
to
4
30.
and
that
way
since
we're
down
here,
we
won't
be
coming
up
against
City
Administration
in
a
way
that
leaves
them
not
enough
time
to
get
the
room
ready,
but
we
will
be
coming
up
against
George
having
to
depart
from
our
meetings
by
that
time.
So
we'll
be
conscious
of
it.
A
They
are
charged,
the
phone
numbers
are
just
kind
of
stuck
on
the
back
of
them.
If
anyone
wants
to
leave
with
them,
I
would
ask
that
we
just
stopped
by
the
office
on
the
way
out,
so
I
can
sign
out
the
phone
we
keep
track
of.
Who
has.
C
A
Sure
and
then
try
not
to
lose
that
little
sticky
with
the
phone
number
on
there.
They
don't
have
passwords
set
up
at
this
time.
You're
welcome
to
do
so.
If
you'd
love
they
can
in
their
I
was
telling
Richard
they're
kind
of
like
an
industrial
strength,
emergency
responder
type
phone,
so
yeah
they're,
they're,
pretty
they're,
pretty
sturdy.
That's.
C
A
So
that
is
something
that
I'm
waiting
to
hear
back
from
HR
on
they'll
need
to
take
a
photo
which
I
can
do
and
just
to
have
it
handy.
We
can
do
that
after
this
meeting.
Okay,
if
it
makes
sense,
it
just
has
to
be
against
a
white
wall,
so
I
can
do
that
downstairs.
I
have
the
camera
and
then
I
can
give
those
photos
to
HR
and.
A
C
Anything
else
for
staff
no
I
just
like
to
say
thank
you
for
orchestrating
all
those
Zoom
meetings,
that's
all
in
the
same
room.
At
the
same
time,
yeah.
A
C
B
Last
Wednesday
of
every
month,
it's
really
a
lot
of
fun
and
we
really
would
appreciate
getting
somebody
younger
than
ourselves
on
the
sports.
If
any
of
you
are
interested,
you
can
contact
Melody
at
the
clerk's
office
that
you
make
an
application
to
the
mayor,
which
is
better,
barely
use.
It
probably
George
foreign.
B
B
C
Can
actually
do
the
application
online
now
yep
and
it
goes
to
a
formal
process
through
Administration
I'm,
not
certain
whether
or
not
the
common
Council
liaison
is
consulted
at
this
point,
I
mean
there's
one
pending.
Have
you
been
consulted?
Okay,
so
that
may
be
out
of
the
loop
at
this
point,
but
it
was
in
the
prior
year,
but
there
is
a
vetting
process
so
that
still
has
to
take
place.
C
C
C
E
C
I
do
because
I
spoke
to
the
person
directly
and
then
I
communicated
with
the
chief
of
staff
thanks
from
Barbara
space
Barbara,
followed
up
in
the
application
is
in
the
process.
It's
what
I've
been
told.
I
haven't
followed
up
directly
with
the
person
who
submitted
the
application
at
this
point,
but
I
can,
if
you
like,.
D
B
C
C
B
One
of
the
one
of
the
recommendations
in
the
reimagining
recommendation
number
one
is
before.
B
Or
involvement
of
the
community
community
police
board
in
setting
policies
and
more
involvement,
and
it
hasn't
been
specifically
stated
to
come
so
this
subcommittee-
that
we
formed
with
five
members
of
County
Council.
B
Oh
October
11th
at
the
normal
time,
but
we
have
budget
meetings,
all
those
monks
and
there's
a
budget
meeting
on
Wednesday,
but
usually
it's
on
second
Wednesday
of
the
month,
but
this
month
October
it
will
be
the
11th
at
6
p.m.
E
B
D
B
B
C
C
Yeah,
so
don't
think
we
don't
want
to
participate
I.
You
know
a
little
shocked
at
the
short
timeline
and
things
but
I
guess:
I
can't
I'm.
B
B
C
Think
I
think
what
we
should
do
is
in
between
now
and
then
is
that
we
informally
via
emails
and
maybe
having
coffee
or
something
get.
C
And
come
up
with
some
talking
points
and
figure
out
if
we
want
to
make
a
presentation
or
how
we
want
to
handle
this
moving
forward.
You
know
it
is
an
opportunity
for
us
to
express
our
concerns
with
regard
to
some
the
conversations
that
have
been
rumbling
around
in
the
community,
about
this
board
having
subpoena
power
and
I'll.
Just
say
that
you
know
my
personal
opinion
regarding
that
is
a
nay
because
I
think
the
board.
C
You
know
it's
we're
part
of
the
community
and
we
should
be
cooperating
with
the
citizens
and
we
should
be
cooperating
with
the
police
and
everybody
should
be
working
together
and
that
had
a
problem
in
many
many
years
with
getting
everything
that
we
need
from
the.
C
The
persons
who
make
complaints,
the
Human
Services
organizations
in
the
community,
the
officers
directly
the
Department's
administration,
were
so
I
got
to
get
off
my
so
hot
a
bit
here,
but
it's
one
of
those
issues
that's
been
bouncing
around
in
the
community,
so
I
guess
we
can
put
that
together
as
well.
C
Okay,
so,
but
there
will
be,
an
issue
did
come
up
in
their
last
week.
B
So
I
really
think
we
should.
If
we
can
come
to
a
consensus
and
support,
we
should
try
to
answer
that.
I
would
ask
two
jurors
that,
because
there
are
some
people
on
your
board
that
are
very
interested
in
subpoena
power,
most
people
will
be
ready
to
come
back
and
answer
my
questions.
Why
do
you
want
the
board?
That's
being
a
problem.
D
One
thing
there
is
a
point
to
be
made
as
far
as
having
an
opportunity
to
hear
what
the
committee
their
their
minds
and
as
well
as
so
it's
not
a
one-way
conversation.
It's
a
two-way
dialogue,
I'm
interested
to
hear
where
folks
are
coming
from
their
perspective
and
then
from
there.
Perhaps
they
are
perspective.
B
B
Reimagining
yeah,
yeah
reimagining
document
is
static
and
dense
and
specific
in
some
areas
in
general
and
other
areas
and
mentioned
in
there
in
a
couple
places,
but
never
really
specified
whether
there's
a
model.
This
board
out
there
that
we're
going
to
try
to
oh,
they
use
what
is
existing.
Oh
well,
it
was
really
less
than
two
weeks
is
tough
for
my
brain
to
kind
of
wrap
around
that,
whether
what
what
exactly
is
wanted
from
just
body.
B
C
A
subpoena
is
forcing
somebody
to
give
testimony
or
give
documents
or
explain
something.
It's
a
legal
document.
In
order
for
a
community
board
like
this
to
issue
a
subpoena,
they
would
have
to
have
an
attorney
on
staff.
The
attorney
would
have
to
go
through
the
legal
ramifications
of
the
subpoena.
F
D
That
is
the
old
that
is
part
of
my
my
question
in
terms
of.
Is
the
city
prepared
to
to
really
have
this
conversation
from
the
military
standpoint,
especially
from
the
current
experience
that
we
have
now?
D
You
know
it
doesn't
seem
yeah
for
me,
I
would
just
want
I
mean
I'd,
be
interested
to
understand
how
far
the
city
is
really
to
go
before,
so
that
folks
actually
know
what's
actually
possible,
what's
not
possible
so
that
there
isn't.
This
kind
of
you
know
hope
false
hope
in
terms
of
what
is
possible.
What
is
impossible.
D
I'm
saying
that
in
general,
even
if
the
board
wanted
to
or
not
the
board
wanted
to,
the
board
didn't
want
to
I,
don't
think
the
city
is
fully
prepared
from
a
budgetary
standpoint
to
even
have
this
conversation,
but
the
level
takes
extra
support.
Those
type
of
efforts,
as
far
as
I
can't
speak
for
everyone,
I
think.
E
D
Looking
at
what
exactly
is
the
the
actual
main
concern
right
and
our
what
other
means
are
being
addressed
to
the
to
those
places
yeah,
and
so
why
it's
a
wide
conversation
I
just
think
from
a
more
practical
standpoint:
the
fire
to
get
into
the
market
records,
philosophical
interests,
I
just
don't
think
we'll
practice
this
standpoint
to
show
you
is
budgetarily
ready
to
make
that
commitment
and.
B
D
C
C
Have
we
have
we
have
a
small
budget,
that's
part
of
her
salary
right
and
it's
covers
loans
and
all
the
communications,
all
the
work
that
we
do.
So
we
have
staff
support,
I,
I,
think
budgetary
issues
aside.
Well,
it's
broke.
Why
would
a
subpoena
be
necessary
if
we're
getting
everything
that
we
ask
for
so
what
is
broke?
I'm,
not
okay,
I'm.
B
B
You
and
I
would
ask
you
to
focus
on
major
things.
You
think
could
be
improved
or
the
major
things
you
think
are
solid
right
now:
okay,
I'm,
not
looking
to
turn
a
Mustang
into
an
electric,
an.
B
But
the
recommendation
came
from
some
place
for
some
reason
and
that's
that's
where
I'm
going
with
it?
What
why
was
the
recommendation
provided
in
the
whole
report
and
kind
of
what
someone
had
to
have
some
kind
of
vision?
That's
a
great
question
and
I,
don't
know
the
answer
and
I
was
trying
to
find
out.
B
B
That
those
concerns
are
not
really
founded
yet
as
a
misunderstanding,
but
I
don't
know,
but
maybe
they
have
concerns
to
say,
look
we
the
way
we
see
it
we'd,
like
you
guys
to
be
doing
this
or
doing
that,
and
it
would
be
nice
to
hear
that
from
somebody
outside
our
own
group.
Okay,
so
it
would
be
it
kind
of
makes
it
a
two-way
type
of
concerns
would
even
lead
you
to
consider.
So
he
was
ordered
the
more
teeth.
B
C
F
I
guess
I,
just
like
the
speak
to
this
and
I
would
think
of
this
process.
Rematch.
What's
going
on,
we
think
myself,
many
members
of
the
department
have
been
left
out
they're
in
conversations
involving
the
police
department
that
we
haven't
been
able
to
be
Mobile
in
expressing
what
we
would
like
or
how
we
can
do
it.
The
same
thing
has
happened
here
so
I
think
you
know.
F
I
mentioned
that
I
think
it's
important
that
the
board
had
a
say
and
speaks
to
campaign
Council
the
public
wherever
as
far
as
what
you
all
think,
what
you
need
to
be
you
know
more
efficient
or
and
I
think
that's
a
good
point
to
this
group.
More
often,
and
it
should
be
it's
like
more
of
a
collaborative.
C
F
Yeah
and
I
also
just
think
that
over
time,
I
have
really
appreciated
the
work
that
cpv
does
you
could
oftentimes
people
don't
complain
to
the
PD?
They
complain
to
you
all
which
to
me
in
the
case
that
there
is
a
level
of
respect
from
the
community
that
you
all
will
do
your
best
to
look
into
it
and
ensure
that
there's
a
Equitable
outcome
and
it's
been
helpful
for
us,
because
it's
a
separate
board
we've
also
gotten
to
a
point
where
I
think
we
work
well
together,
at
least
in
my
office.
F
Their
content
does
not
require
them
to
participate
in
any
way,
more
often
than
not
I
understand
that
they
are
cooperative
and
if
they
do
provide
information
and
meet
with
with
you
all
and
so
I
think
I
would
just
be
concerned
that
we
take
something:
that's
working
somewhere
else
and
just
arbitrarily
insert
that
here
and
create
and
have
a
several
relationship
and
and
division
where
we
don't
need
it.
But
if,
if
that
is
something
that
you
don't
want,
I
support
that
I.
F
Just
that's
my
concern
that
it's
working
pretty
well
right
now
from
my
perspective,
but
I
would
just
think
you
all
should
have
a
say
in
the
direction
that
it
goes.
I'm.
C
D
D
Yeah
I
just
think
that
it
comes
with
the
enforcement
of
the
subpoena,
the
the
different
role
players
that
come
in
and
for
me,
I
just
don't
like
to
have
hopeless
false
hopes
of
false
dreams
or
waste
time
in
that
regard,
and
so
for
me
that
they
would
have
to
come
a
whole
lot
more
prepared
to
to
say.
Okay,
we're
ready
to
have
this
conversation.
I,
don't
think
we're
there.
I
did
have
a
question
as
far
as
the
committee
is
there
an
officer,
because
I
noticed
that
the
term
is
on
the
committee
is.
D
B
E
B
Getting
old
man
you're
younger
than
I,
am
we
have
an
intern
who's
gonna
be
involved
and
Cornell
student
he's
real
sharp.
He
was
on
the
reimagining
task
force
as
well.
Okay,
so
he's
not
gonna
be
a
voting
member,
but
you
will.
We
will
listen
to
him
and
foreign.
D
Right,
you
know,
for
me
it's
more
along
the
lines
of
like
you,
have
a
bigger
issue
spreading
the
word
about
the
option
of
of
the
police,
submitting
the
complaints
of
the
police
board,
even
though,
obviously
people
do
so.
There
are
a
lot
of
other
things
to
address
that
before
we
even
should
we
go
back
to
the
original
question,
show
it
up.
C
All
right,
well,
I
think
we,
the
we
on
the
board
are
going
to
get
together
and
we're
going
to
decide.
You
know
what
we
want
to
talk
about
and
we'll
figure
out
who's
going
to
go
and
how
we're
going
to
handle
it.
B
A
E
A
C
B
C
Okay,
I
have
two
pending
investigations,
so
we're
gonna
have
to
excuse
the
public
because
we
have
to
go
into
executive
session.
Thanks
for
all
you
guys
for
coming.
Did
everybody
get
their
forms
signed
that
needed
to
have
signatures.
