Can
we
have
Zachary
Zachary
win,
welcome.
F
Thank
you
very
much.
My
name
is
Zach
Quinn
and
I'll
speak
up.
The
benefit
of
the
people
watching
I
was
glad
to
see
the
members
of
the
board
reported
the
opportunity
to
speak
common
Council
regarding
rematching
Public
Safety.
It
is
my
understanding.
You
had
been
guideline
from
the
process
for
approximately
two
years
in
the
comments
the
chair
of
this
board
Shirley
King,
that
crime
was
at
an
all-time
high.
F
She
had
seen
it
since
1977.
much
of
this
crime
was
emanating
from
illegal
drugging
candidates,
I
think
it's
West
End,
which
which
the
conference
County
legislator,
Rich
John,
said
stretch
from
cast.
Parks,
buttermilk
and
I
invoke
the
town
of
the
Ithaca
and
the
village
of
land.
In
addition
to
the
city,
I've
asked
the
clerk
forward
an
email
and
linked
the
pictures.
I
took
in
the
encampments
I
invite
you
to
take
note
of
the
multiple
burned
out
camps
and
large
volumes
of
propane
cylinders.
F
Rich
John
in
a
recent
whcu
interview
says
that
the
county
has
set
aside
one
hundred
thousand
dollars
toward
the
type
proposal,
and
it
was
now
a
matter
of
sitting
committing
to
act.
F
A
call
for
Access
roads
to
be
carved
through
the
city
through
city
land,
that
is
hoped,
the
encampments
to
provide
better
access
to
emergency
services,
such
as
fire
trucks
to
extinguish
buyers
that
are
common
between
area.
There
are
existing
roads
that
could
be
extended
and
work
could
allow
for
greater
access.
I
included
an
image
showing
approximate
location
of
adjusted
roads.
It
does
have
loss
over
the
railroad
crossing
and
part
of
the
roads
being
on
both
railroad
property
and
property
belongs
to
Lowe's.
F
I
encourage
this
board
to
ask
the
acting
mayor
and
Council
to
set
aside
funding
the
2023
budget
to
survey
possible
locations
and
viability
for
roads
in
the
area,
as
they
will
be
crucial
to
the
success
of
any
attempts
to
more
effectively
police
the
area
or
establish
an
essential
candidate.
F
I
know
these
are
this
is
not
within
the
her
view
of
the
board
strictly,
but
as
a
situation
is
urgent,
I
believe
the
board
would
be
better
than
Community
to
encourage
the
common
Council
and
local
officials
to
act.
I
also
would
like
to
take
note
of
an
open
drug
scene
across
the
street.
7-Eleven
I'm
documenting
this
for
several
months
with
needles,
human
waste
and
other
detrious
accumulated
parking
lot.
F
7-Eleven
is
not
inclined,
prosecute
bus
for
staff
and
I'm,
not
sure
it
was
a
solution
is,
but
this
is
surely
affecting
Commerce
the
operation
of
the
hotel,
who
are
very
much
aware
of
the
issues
with
that
said.
I
could
remainder
of
my
time.
E
I
want
to
thank
the
representatives
of
this
board,
who
came
to
our
Main
Street
matching
meeting.
That
was
very
helpful.
Include
many
of
the
recommendations
you
had
in
our
report
already.
E
Cynthia
has
asked
for
the
reports
that
nobody
had
seen
and
right.
A
E
As
trusted
addition
to
the
mayor's
budget,
we're
asking
for
five
thousand
dollars
to
provide
you
guys
some
additional
training
I'm
going
to
support
that
I.
Think
that's
good!.
E
E
B
Yeah
I'd,
like
I,
have
a
question
regarding
this
I.
Don't
know
what
to
exactly
follow
his
temporary
extension
of
these
positions.
I
guess
is
the
way
to
say
it.
They
wouldn't
be
built
in
with
the
sunset
division.
Would
they.
B
B
A
E
E
E
There's
a
sudden,
you
know
successful
recruitment
program
going
on
and
all
of
a
sudden
you've
got
like
12..
You
know
real
possible,
you
know
ambitious
to
the
police
department
after
you
have.
Let's
say
you
settled
on
a
compromise
of
eight,
how
hard
it's
going
to
be
to
say
we
need
to
fund
three
or
four
more
positions.
We
have
people
waiting
to
take
them.
Would
that
be
assuming
too
much,
or
is
that
a
given
like?
No,
you
have
the
people,
we
will
expand
the
roster
police
department
and
funding.
E
That's
I,
don't
understand,
I,
think
that
goes
back
to
what
you're
saying
are
they
permanently
gone
and
you
have
to
vacuum.
You
know
a
scratch
and
you
know
yeah.
You
have
to
vote
to
translate
them
not
just
reinstated
but
add
their
salaries
to
to
the
budget,
find
the
money
to
hire
which
would
not
be
insignificant.
E
The
idea
originally
John
suggested
funding
seven
or
six
months,
starting
in
June
and
I,
understand
the
budget.
There
is
if,
if
we
can
hire
eight
before
them
that
second
half
of
the
year
tonight
to
push
that
half
in
your
back
to
three
quarters
of
the
year.
A
E
Quickly
it
can,
it
gives
us
more
time
to
hire
the
next
seven
or
four
or
three
also.
E
Tests
for
the
police
department,
so
there
should
be
a
new
batch
of
applicants
after
that
test
and
and
encouraged
by
the
number
of
applicants
we
have
now
so
and
it's
passed
several
of
the
past
fiscal
Fitness
tests,
and
so
we're
really
optimistic
that
we're
going
to
hire
these
eight.
A
B
E
John
could
speak
to
this
more
clearly
with
me,
but
we're
under
staff
now
in
a
serious
way
sure
and
it's
it's
a.
E
B
G
No
I
think
you
know.
Realistically,
we
need
we
need
more
people
in
65,
but
we
are
at
such
that.
He
said
right
now
that
you
know
my
team
around.
It
is
realistically
we're
gonna
have
to
get
the
money
for
these
15
positions
that
we
talked
about.
We
are
going
to
be
expected.
There
will
be
potentially
for
three
to
four
people
that
will
also
leave
in
this
next
year,
which
will
then
be
additional
positions
that
we'll
need
to
build,
and
so
you
know
the
reality
is
it's
going
to
be
extremely.
G
Hire
19
people
this
next
year
so
try
to
focus
on
a
realistic
goal
and
I
think
you
know
we
are
in
a
great
position
to
hire
eight
people
very
quickly.
Once
we
get
the
list
certified
list
back
at
least
we're
making
all
kinds
of
steps
to
expedite
the
process
that
George,
we
have
30
people
so
far
that
have
passed
the
little
Fitness
tests,
which
we
generally
don't
even
give
until
after
we've
gotten
the
list.
So
we're
like
getting
ahead
of
the
game
with
that.
G
We
have
another
test
that
we're
offering
two
days
Friday
and
we're
hoping
to
get
another
10
at
least
maybe
15
people
to
pass
the
physical
fitness
test.
Then
so
the
network
I
mean
we'll
have
potentially
45
people
that
have
already
done
that
that
required
abortion.
We
are
already
scheduling
and
we've
already
actually
done
some
recruiting
team
interviews
with
people
that
are
on
the
list
so
that
we're
you
know
we're
going
to
try
to
schedule
all
weeks
to
try
to
introduce
many
of
these
people
kind
of
ahead
of
the
list.
G
G
I
do
think
it
would
probably
be
alone
in
the
hiring
after
that,
just
as
we
make
our
way
through
the
top
of
this
list,
we're
going
to
still
be
competing
with
other
agencies
that
these
people
on
our
list
cross-filed
with,
so
we
don't
hire
them,
it's
like
they
could
get
hired
somewhere
else.
So
I
think
you
know
there
probably
will
be
a
little
bit
of
a
Slowdown
after
that,
potentially
not.
But
it's
that.
B
So
certainly
I
understand
what
the
chief
is
saying
in
the
position
that
he's
saying
but
I
don't
know
anyone
in
good
conscience
who
would
say
that
they
need
to
speak
to
65
and
then
then
getting
more
in
the
prior
year
irregardless
of
here,
regardless
of
when
they're
hired
I
don't
want
to
see
you
happen
what
happened
before?
We
never
got
those
night
positions
back
that
were
promised
and
they
never
they
never
material
their
lives.
B
A
E
E
B
That's
a
different.
It's
a
different
question
that
you
access
to
respond
to
that's
an
ongoing
recruitment
situation.
That's
forever!
That's
going
to
be
in
existence
right
now,
you're,
saying:
okay,
there's
15
positions
that
are
in
the
budget,
but
we
want
to
make
it
only
eight
and
I'm
saying
that
I,
don't
I
couldn't
in
good
conscience
support
back,
because
you
there's
no
guarantee
that
those
positions
are
going
to
be
available
later
on,
and
the
chief
is
just
set
here
today
that
65
is
just
skimming
by
so.
Why
would.
D
E
E
C
B
E
There's
many
many
needs
and
bear
thinks
that
it's
unlikely
that
we
would
hire
more
than
eight
this
year.
So
she's
arguing
that
if,
if
we
keep
all
15
in
the
budget,
that's
a
significant
amount
of
money,
300
000,
that's
just
sitting
there
unused
yeah,
that's
irrational
for
eliminating
seven
positions.
She
doesn't
think
we
can
hire
d
I
personally,
don't
want
to
take
those
off
the
roster,
because
they'll
be
more
difficult
to
give
back
and
next
year.
E
In
the
unarmed
division,
can
you
imagine
he's
asking
for
that?
Money
is
for
that.
D
B
E
Justice
Center
stuff,
like
that,
so.
D
Out
of
curiosity,
what
is
the
plan
to
sustain
funds
for
those
people
like,
what's
to
say,
I'm
kind
of
trying
to
see
the
long-term
view?
As
far
as
like
you
got
money
for
this
particular
pool?
How
do
you
plan
on
sustaining
that?
But
then
there's
also
this
particular
pool
that
needs
more
of
an
immediate
address.
D
E
E
Sections
of
the
budget,
so
the
unearned
public
servants,
whatever
you
want
quality
the
work
hand-to-hand
in
the
police
department,
come
out
of
the
same
budget
product
as
armed
officers.
E
Eventually
they
will,
but
not
this
year
there
was
I,
think
1.3
million
dollars
set.
E
Year
to
establish
Community,
Justice,
Center
and
and
unarmed,
the
beginning
of
the
unarmed.
D
Yeah
I'd
be
interested
to
see
what
their
plan
is
as
far
as
being
able
to
sustain
the
products,
these
positions,
these
a
positions
I'm
assuming
that
they're
full
term
positions.
As
far
as
like,
obviously
like
it's.
If
you
hire
the
eight
people,
they
should
be
expected
to
be
fully
staffed
and
ongoing,
and
then
these
eight
people
that
would
be
tired,
let's
say
they'd-
be
able
to
be
on
the
road
one.
G
So
there's
no
restriction
in
the
funding
for
the
positions
either
way,
so
they
could
be
hired
as
lateral
transfers
which
would
allow
us
to
put
them
on
to
the
road
much
quicker.
But
right
now
we
don't
have
any
lateral
applicants
so
we're
relying
on
the
list,
which
will
be
hopefully
will
be
receiving
certified
list.
So
there's
no
restriction,
there's
there's
also
funding,
so
we
can
use
the
lateral
transfer
incentive.
So
if
we
can
recruit
laterals,
then
we'll
certainly
do
that
because
that
would
extradite
you
know
positive
impacts
on
on
our
staffing.
G
G
What
we
would
do
is
we
would
find
we'll
look
at
Regional
academies
that
are
scheduled
soon
and
typically
they
were
in
Broome
County,
as
one
usually
in
March.
Syracuse
has
several
throughout
the
year.
Usually
they
have
one
in
the
late
summer,
early
fall,
but
they've
been
having
them
at
different
times,
because
they're
also
trying
to
approve.
D
As
far
as
the
these
lateral
hours
from
a
budgetary
standpoint,
laterals
is
that
higher
in
terms
of
higher
pay,
so
I
guess
what
I'm
trying
to
say
is
like
if
you
hire
more,
if
you
hire
laterals,
would
that
be
less
money?
As
far
as
the
number
of
officers
you
can
be
able
to.
G
Get
no
I,
don't
think
so,
because
it's
it's
funded
positions
and
so
I
do
hear
which
saying
like
the
cost
of
the
position
and
the
budget
would
be
higher
with
salary,
but
we'd
also
save
money
on
the
expensive
training,
so
that
we
would
have
would
be
more
money.
Okay,.
D
So
then
there's
another
point:
I
have
a
question:
I
had
was
you're
about
to
lose
three
or
four
people,
but
you
need
to
hire
eight
people,
but
you
really
need
to
hire
like
12..
I
need
to
hire
well
yeah
right.
Well,
definitely
more
than
that.
But
I'm
saying
that,
like
this
whole
thing
about,
eight
is
like
you're
already
losing
three
or
four.
So
eight
isn't
really
the
number
that
you
actually
meet
just
on
a
in
my
view,
on
a
flat
minimum
bear
base.
D
That's
what
we're
trying
to
do.
Well
in
general,
you
need
more.
You
need
15
to
medicine,
but
I'm,
saying
that,
like
this
you're
about
to
hire
aim,
but
then
one
let's
say
you
hire
those
eight
you're
gonna
already
be
down
three.
So
then
you're
gonna
need
to
hire
another
whatever
to
compensate
for
the
ones
that
you
already
lost.
So.
G
Where
the
heat
comes
from,
God
asked
for
the
full
Staffing
of
the
full
Department
and
and
understanding
that
the
mayor's
you
know
that
it
would
be
that,
of
course,
hired
15
people.
You
know
in
the
first
six
months
a
year
there
are
other
things
that
they
want
to
do
with
the
funding.
That's
why
I'd
ask
that
they
fund
them
back
in
halfway
through
the
years,
because
that
was
so
much
time
to
hire
the
eight
that
are
in
there
now
and
then
we
could,
you
know,
work
on
an
accident.
G
If
we
had
a
few
people
to
me,
it
seems
like
I'd,
rather
be
in
a
position
if
I
had
two
or
three
people
ready
to
go
and
they're
funded
two
months
from
now
asking
for
the
funding
to
be
pulled
forward,
as
opposed
to
like
not
having
positions
at
all
and
having
to
get
on
position,
and
it
seems
like
a
better
position
being
and
then
you
know
really,
the
other
part
is
just
the
obvious
of
it
right.
We're
trying
to
make
group
people
come
work
for
the
police
department.
G
We
want
them
to
come
here
and
permanent
employees.
You
want
them
to
stay
and
do
their
whole
20
years,
and
it's
a
really
hard
mix
right
when
we're
recruiting
saying
come
work
for
us
at
the
same
time
we're
unbonding
subtle
positions.
It
just
sends
a
message
to
people
that
may
be
lateral
applicants
that
are
looking
around
in
other
departments.
You
know
everyone
around
here
is
hiring
it's
like.
Do
you
come
to
it
because
you
know
it's
just
one
of
those
things
you
have
to
explain
and
get
people
to
see
pass
to
still
come
here.
G
D
D
The
the
money
that
so
obviously
these
were
cut
right,
so
I'm
assuming
money.
Where
did
that
money
go
to
like
if
I'm
cutting
a
particular
budget
I'm
assuming
that
I'm
putting
money
elsewhere?
Where.
E
It
goes
everywhere
you
get
rid
of
your
car
loan
payment
and
you
spend
that
money
on
other
things.
Okay,
it's
not
going
against
this
one
specific
thing.
Is
there
a
list
of.
D
Where
those
are
going,
I
know
it's
in
my
budget,
there's
like
I'm
losing
a
car
budget.
You
know
just
use
your
example.
I
kind
of
would
want
to
know
where
I'm
you
know,
maybe
I'd
be
more
groceries.
I
mean
if
I
have
an
increase
I'm
just
kind
of
using
that
as
an
example
but
I
have
an
understanding
of
awareness.
Type
of
thing
is
going.
B
Well,
you
know,
de
facto
salaries
are
going
to
increase
by
three
percent.
So
a
two
percent
budget
is
a
cut
and
a
four
percent
budget
is
a
smaller
or
is
a
smaller
cut,
they're,
both
Cuts.
Then
you
add
in
the
rate
of
inflation,
which
is
about
eight
and
a
half
nine
percent.
The
cost
of
everything
is
going
up
faster
than.
F
B
So,
even
if
you
have
an
as
is
budget,
it's
still
going
to
be
a
cup
you're
going
to
have
to
cut
something
because
the
cost
of
your
supplies
have
gone
up.
The
cost
of
your
labor
has
gone
up
the
cost
of
your
energy,
your
water,
your
sewer,
everything
has
gone
up
as
well
as
the
cost
of
borrowing
is
going
on.
So
when
you're
asking,
where
did
that
money
go
I?
We
can't
tell
you
where
it
went,
because
the
fact
there
was
the
original
request
was
cut.
B
B
Places
and
you'll
see
it
throughout
every
department
is
going
to
show
it
in
different
ways.
It
just
so
happens
that
in
this
budget
for
this
department,
these
seven
positions
who
are
part
of
that
and
the
reality
is
we
just
renegotiated
a
budget
with
a
contract
which
has
been
out
of
contract
for
over
10
years.
That
came
with
a
significant
financial
payout
right
and
then
we
have
new
costs
higher
costs
under
the
new
budget
going
in.
B
Right
so
so
their
salaries
are
like
Leaps
and
Bounds
over
whatever
it
was
last
year,
because
we
have
a
contract
now
and
we
need
a
new
contract
who
looks
immediately
but
we're
closer
to
what
it
actually
marketing
costs
for
themselves.
So
it's
very
hard
to
answer
your
question,
because
all
of
these
other
expenses
are
going
up
faster
than
what
we
are
trying
to
raise
the
budget
by
because,
of
course,
we
we
recognize
that
you
know
with
every
dollar
that
we
add
to
the
tax
levy
right.
B
It's
it's
an,
as
is
tax
rate,
thirteen
point
or
11.82
cents
per
thousand
right.
If
your
tax
assessment
went
up,
as
most
people
did
over
20
percent,
even
if
the
tax
rate
doesn't
change
at
all,
it's
a
huge
hit
on
all
the
rest
of
it.
So
the
mayor
is
trying
very
hard
to
not
not
raise
the
tax
rate,
and
so
this
is
how
this
has
started
right.
This
is
what
we
talk
about
when
the
sausage
gets
made
right.
B
E
A
G
It
was
actually
86
people,
it's
a
Well,
86
people
signed
up
for
the
test.
They
haven't
gotten
an
actual
list
to
see
if
they
all
actually
showed
up
and
sat
for
the
past
right,
but
86
people
paid
and
signed
up
to
take
our
tests
on
that
86..
We
we
can't
get
the
list,
we're
not
allowed
to
have
the
list
of
people
that
took
the
past
at
the
police
department.
G
So
what
we've
done
is
we
have
asked
civil
service
to
mail
out
a
letter
to
everybody
that
you
know
registered
to
take
the
test
just
asking
if
they
would
allow
us
to
have
their
contact
information,
so
we
could
set
up
interviews
and
get
them
so
that's
kind
of
how
we've
done
it
that
many
people
have
gotten
back
to
us,
so
we're
kind
of
working
off
of
it.
That
way,
right
now
to
leave
a
list.
86
people
took
it
one
of
the
steps.
G
Typically
that
happens
at
the
beginning
list,
then
there's
a
letter
that
gets
mail
out
to
everyone
if
you're
still
interested
respond.
You
know
when
there's
a
PT
test
scheduled
for
this
state.
We
usually
have
like
two
week
window
to
let
them
respond
back.
So
there's
a
time
lapse
right
right.
When
we
begin
where
it's
Sheriff's
Department,
you
can't
even
take
the
test,
so
you
pass
the
physical
fitness
qualification,
so
they
immediately
start
out
ahead
of
us
and
we
do
be
with
them
for
candidates.
G
So
that's
just
one
thing
was
86
people
we've
been
able
to
get
30
people
have
either
taken
the
the
steps
that
we
offered
recently
or
provided
us
documentation
that
they've
passed
it
and
it
qualifies
for
the
state
as
County
for
art.
Yes,
they
may
have
taken
it
somewhere
else.
Like
the
sheriff
marks.
G
We
have
another
test
that
we're
holding,
which
is.
It
could
be
either
a
makeup.
If
someone
didn't
pass
the
first
one,
they
want
to
try
it
again
or
people
that
couldn't
make
it
the
first
time.
Just
you
know,
couldn't
get
their
schedule
to
work
out
to
take
an
outcome
for
the
second
one
of
the
ideas.
Hopefully
they
all
benefit,
and
that
will
give
us
a
large
group
of
people.
G
You
know
hopefully
40
to
45
people
of
this
86
person
list
that
have
already
found
the
first
step
right,
I've
already
gotten
passing
the
physical
things
while
and
then
anyone
else
that
responds
to
us
will
start
the
recruitment
interviews
ahead
of
time
and
we'll
try
to
really
expedite
all
that.
So
I
mean
we
should
have
a
really
big
lesson.
We
potentially
could
hired
more
than
Ace.
It's
just.
B
I
think
I'm
on
the
same
trail
with
everybody
now
and
I'm
going
someplace
else
by
myself.
Do
you
have
language
that
you're
going
to
be
submitting
to
whomever
County
council?
Do
you
have
language
written
up
as
to
what
you're
saying.
B
If
we
concur
boys.
B
E
Thing
that
is
possible,
I
think
speak
at
the
beginning
of
the
meeting
in
favor
tomorrow.
B
Sorry
just
for
clarification,
the
hearing
is
next
Wednesday,
which
is
also
the
vote.
E
D
Going
back
to
that
whole
the
funding
with
the
point
about
what
the
CJC
and
then
you
know,
but
what
have
there
been
any
actionable
steps
taken
around
that
particular
direction
like?
Is
there
any
concrete
stuff
or
anything?
Is
there
a
job
description,
some
sort
of
we're
going
to
start
hiring
this
person
and
like
basically
because
I'm
still
looking
at
it,
so
we're
gonna?
Basically,
it's
two
different
money
just
sitting
there
unless
there
are
actionable
steps
to
these
particular
things,
but
otherwise
I
don't
really
know.
E
But
I
think
what
you're
asking
are
the
job
descriptions
for
the
for
about
400
000
from
you?
That
was
what
the
subcommittee
I
would
imagine
is
working
on
right
now
deciding
on
the
job
description
for
the
assistant
staff
was
going
to
be
in
charge
of
Public,
Safety
and.
A
B
E
Well,
the
languages
use
either
support
added
Southern
officers
at
some
point
during
the
year
or
having
four
officers
at
some
point
during
the
year
or.
B
E
D
So
if
this
is,
if
this
is
this
type
and
I'm
trying
to
make
it
stretch,
just
out
of
curiosity,
what
is
the
likelihood?
Let's
say
you
know,
let
us
report
it
whatever
that
particular
direction.
If
it's
this
type,
what
is
the
actual
likelihood
that
they're
actually
going
to
add
this
like
what
this
I
guess?
What
I'm
trying
to
say
is
this
makes
me
feel
like
I'm,
just
saying
something
to
say
something
as
opposed
to
are
they
actually
going
to
do
something?
E
Motion
vote
on
emotion
and
with
that
device
for
the
amount
of
time
that
we
have
like
two
following
funds:
Department,
which
includes.
E
E
Is
there
you
can
say
whatever
you
want
and,
however
you
make
it
work,
you
make
it
work.
My
concern
is
that
once
it's
gone,
it's
gone
and
to
get
something
back
in
is
nearly
impossible.
That's
our
concern
as
well,
but
but
but
please
understand
we're
trying
to
make
it
easier
to
swallow
and
that's
why
John
suggested
adding
another
seven
after
June
second
half
of
the
year
and
that's
why
I'm
going
to
suggest
we
wait
till
October,
so
we're
only
really
paying
for
a
quarter
of
the
year,
but
they're
still
on
the
roster.
D
Let
me
ask
you
this
John,
how
many
people
do
the
Mexican?
There
are
three
people
in
the
boxer
drop
four
people
that
are
about
to
drop.
How
many
people
in
the
next
six
months
are
slated
to
hit
the
point
where
your
20
year
mark
were
there
like?
What
is
it
likely
put
it
more
folks
dropping
over
the
next
six
months.
G
G
Honestly,
there's
about
three
people
right
now
that
they've
retired
anytime
in
the
other
I
think
probably
another
three
people
that
become
eligible
halfway
through
this
year,
so
I
don't
expect
all
them
to
leave.
You
know
I
think
some
of
them
have
been
able
to
retired
for
a
couple
years
and
they've
elected
to
say,
I,
don't
know
if
that's
gonna
change
at
this
point,
but
I
do
think
that
there
are
there's
about
four
people.
E
B
B
E
If
we
dropped
seven
positions
that
were
in
the
budget
last
year,
that
is
an
extent
you
need
to
use
this
term.
That
is,
to
funding
the
police
and
I.
Think
there
are
officers
who
will
see
it
that
way
that
back
they're
already
really
worried
about
their
their
job.
So
smart
and
I
think
this
sends
a
message
that.
D
Deal
but.
E
E
D
My
this
is
my
last
question.
Out
of
curiosity,
are
there
other
admissions,
because
it's
there's
other
administrative
needs
to
report?
Is
there
I
guess
what
I'm
trying
to
think
about
what
are
ways?
Let's
say
this
doesn't
end
up
working
out
the
way
it's
supposed
to.
What
is
the
plan
to
compensate
for
the
amount
of
work
quality,
possibly
Administrative
Assistant
like
what
happens
if
nothing
changes,
and
then
you
get
a
less
amount
of
time.
G
Yeah
So,
the
plan
is,
we
are
discontinued
to
move
people
to
control
and
you
know
do
the
best
we
can
to
handle
the
calls
if
they
come
in
and
try
to
accurately
recruit
people.
You
know
we're.
We
are,
you
know
with
the
65
officers
that
still
we
didn't,
we
don't
have
like.
We
currently
don't
have
a
lot
of
the
functionality
that
we
used
to
have
right.
We
pushed
everybody
to
control
I'm,
especially
assigned
a
lot
of
traffic,
and
all
these
things
just
to
be
able
to
cover
and
that
won't
cause.
G
Our
staff
and
minimum
Patrol
feels
really
quick.
It's
36
people
that's
supposed
to
be
for
the
free,
Patrol
platoon
right.
We
have
day
shift
afternoon
shift
and
overnight
shift.
They
are
all
supposed
to
have
12
people
assigned
at
the
minimum.
That
is
like
the
maximum
or
not
the
ideal
number
like
that's
supposed
to
be
our
minimum
salary
and
in
our
contract
we
can't
we
can't
even
fill
or
assign
anyone
to
a
specialty
assignment,
whether
that
would
be
traffic.
G
Sro
I
mean
any
community
policing
or
to
work
with
like
we're
trying
to
work
with
the
health
department.
Now
to
try
to
start,
you
know,
working
with
some
doing
Outreach
and
Christ
intervention
and
they're
Brian.
We
can't
even
assign
anyone
there
until
we've
hit
that
minimum
of
36
people
side
of
the
road.
That's
our
contract.
Right
now
we
have
23
people
assigned
to
the
road.
G
So
just
you
know
like
we
are
in
a
terrible
situation
for
Staffing.
You
have
eight
people,
eight
police
officers
that
are
on
facing
out
unable
to
orders
they're
on
a
roster.
They
can't
work
throughout
on
work,
related
injuries
around
light
duty,
they're
other
leads,
and
so
that
also
impacts
our
ability
to
provide
these
services.
So
right
now
we're
at
24
hour
operation.
We
only
have
23
optimal
side,
and
that
is
definitely
impacting
routes.
Burnout
is
Big.
Things
So
within
the
budget,
I've
asked
for
a
wellness
plan
which
looks
like
that.
G
Pretty
soon
try
to
get
alleviate.
Some
of
this
stress
get
like
some.
You
know
attention
to
the
officer
Wellness,
but
the
bottom
line
is.
We
have
gotten
to
fill
these
positions.
That's
why
we're
at
so.
You
know
aggressively
trying
to
recruit
people.
B
E
B
Question
real
quick:
we
have
past
the
physical,
they
do.
The
background
check
next.
G
B
B
A
E
Cut
seven
right
what
they're
trying
to
put
back
in
that
is
the
seven,
but
you
know
I,
guess.
C
E
Because
they
can't
use
the
money
right
away,
it
will
open
up
later
on,
I
mean
to
me
it
doesn't
matter
when:
okay,
that's
up
to
others,
I'm
more
concerned
about
a
full
resource
that
can
recruit
others
that
aren't
looking
at
the
budget.
Instead,
they
really
don't
care
about
this
police
force,
they're
they're
going
to
basically
shut
it
down,
which
is
what
is
what
it
appears
that
the
budget
is
leading
to.
Okay,
fully
understand
the
I.
E
D
E
The
budget
will
will
say
that
we
have
budgeted
foreign
that
aren't
in
there.
However,.
E
G
A
E
Guess
but
I'm
concerned
that
further
diminish
the
ranks
and
make
it
harder
to
recruit.
B
B
E
A
G
B
E
A
E
B
E
That's
things
are
coming
from
different
things
to
say
even
bigger
statistics
say
anything
important,
I
just
think
about
it.
Okay,
you
know
we
opposed
the
elimination
as
proposed
by
the
mayor
budget.
Okay,
it
basically
says:
well,
that's
we.
We
want
that
as
a
minimum
and
if
we
can
get
more,
that
would
be
fine,
but
that's
not.
A
E
E
B
E
E
B
D
B
Friendly
vacant
positions
in
the
2023,
thank
you.
Okay,.
E
B
And
what
the
mayor's
new
budget
and
she
continued
to
go
forward
with
all
this
development
we're
doing,
because
we
will
need
these
officers
with
the
plans
they
have
for
him.
There's
a
lot
of
plans
being
planned
for
here.
B
It
just
does
not
ever
end
well,
we've
got
many
projects
around,
but.
D
G
B
D
B
C
B
So
at
your
at
our
last
meeting
of
the
special
Committee
of
council
to
examine
the
public
safety
plan,
we
had
discussed
some
recommendations
that
could
be
included.
B
B
Public
Safety
Advocates
as
a
qualified
institution
able
to
provide
Community
oversight
of
policing
I,
had
put
in
our
list
of
things
to
add
to
the
mayor's
budget.
Five
thousand
dollars
as
a
holder
of
what
might
be
reasonable
to
provide
Training,
Services
educational
materials
to
the
Community
Police
board.
I
have
asked
Richard
if
he
would
present
to
this
board
some
an
opportunity
for
youth
to
either
say
this
amount
is
enough
or
not
enough.
B
Maybe
this
needs
to
be
higher,
but
this
was
something
that
we
had
discussed.
I
was
wondering
if
your
committee
had
had
a
chance
to
investigate
this
at
all.
It
was
mentioned
at
our
discussion
that
you
have
used
the
services
of
the
organization
that
I
mentioned
at
the
meeting,
and
you
found
them
to
be
some
people
in
terms
of
providing
the
resources
you
needed
as
a
community
police
board,
so
we're
not
membered,
so
the
participation
level
that
we
had
with
minimal.
B
So
they
were
only
a
certain
level
of
things
that
we
could
look
at,
but
the
materials
that
they
do
provide
our
Top
Notch
and
they
seem
to
be
recognized
nationally
to
report
interactions.
B
The
full
board
has
had
an
opportunity
to
draw
about.
You
know
what
kind
of
things
we
might
think
we
would
like
to
be.
A
B
A
B
B
Yeah
that
that
would
have
been
and
I
realized.
It
was
a
belated
process
because
we
did
have
our
meeting
I
said
only
a
couple
weeks
ago.
Yes,
and
of
course
that
is
a
very
short
turnaround
to
have
something
prepared
for
the
righteousness,
because
we
basically
have
tonight
and
tomorrow
and
then
we
voted
on
it
on.
F
B
So
at
this
point
any
adjustment
is
is
probably
obviously
too
late
for
your
process
and
too
late
for
our
process.
But
I
will.
A
B
Best
to
put
the
five
thousand
dollars
in
contingency-
hopefully
it
is
adequate
for
membership
and
therefore
accessibility
to
Warrant
the
the
resources
that
this
organization
has.
That
would
be
of
support
to
the
community
principle.
B
C
C
G
Yeah
I
think
my
report,
pretty
much
was,
would
just
be
about
Staffing
Logics.
At
this
point,
I've
sensed
letters
over
hope
spent
quite
a
few
recent
instant
process
of
arriving
on
scenes
and
provided
CPR
was
with
one
it
was
extended
for
about
20
minutes,
certainly
I
think,
let's
lifesaving
I'm
in
that
situation.
So
those
that's
really
positive
that
we
just
we
just
had
the
training
internally
and
it
was
like
shortly.
There
we've
had
a
lot
of
opportunities.
G
The
officers
that
would
jump
right
in
and
right
cprs
has
been
really
positive,
we'll
be
doing
internal
recognition
for
those
officers
also
and
and
I'll
continue
to
share
the
letters
and
information
as
it
comes
through
so
and
then
you
know
I
kind
of
hit
on
this.
But
Staffing
levels
are,
you
know,
extraordinarily
low
at
this
point.
G
Well,
the
23
officers
they
set
the
signed
across
all
three
shifts
and
I
have
a
total
of
five
investigators,
and
one
of
those
positions
is
our
evidence,
custodian,
which
is
probably
75
of
their
duties.
Really
it's
a
full-time
job,
but
we,
you
know
he
also
steps
in
and
does
assist
with
some
of
the
cases
so
short
button
yeah.
G
There
are
a
lot
of
things
that
are
coming
in.
It's
been
a
ton
of
arteries
home
invasions,
there's
been,
you
know,
quite
a
bit
of
serious
crimes
that
have
happened
in
those
all
you
know
at
control
level
were
really
not
able
to
adequately
address
those
and
in
a
follow-up
to
bring
an
exposure
with
an
arrest
just
because
of
the
Staffing
level,
and
we
really
rely
on
Investigation
to
kind
of
pick
up
where
the
patrol
leaves
off
and
close
these
cases
out
and
work
them
in.
G
You
know
we're
doing
the
best
we
can,
but
it's
it's
really
difficult.
We
certainly
need
the
support
to
build
commissions
that
we
have.
You
know
I,
think
we're
on
a
good
path
to
bring
quite
a
few
people
here.
A
G
So
I
mean
we
have
I
had
eight
officers
in
total
that
are
not
eligible
for
work.
I
have
one
supervisor:
that's
how
to
work
as
a
work
related
how
to
work.
C
Staff
I
think
well,
if
you
haven't
had
a
chance
to
check
your
email
yet
I
emailed
everyone
I
have
to
get
your
email
address
so
that
you
can
get
this
as
well
they're.
Recently,
forums
held
for
the
public
would
be
finalists
for
the
chief
position
and.
C
C
C
She
works
for
the
Youth
Bureau
and
what
they've
been
talking
about
and
what
they
think
they're
going
to
put
in
place
is
that
ever
in
conjunction
with
the
youth
ambassadors,
which
is
a
group
of
young
folks
that
already
exists,
they're
going
to
create
a
side
branch
of
that
where
two
of
their
members,
one
of
them
the
senior
and
one
of
them,
a
junior
would
be
offered
to
extend
their
service
to
be
part
of
the
community
police
board
and
they
would
be
fulfilling
their
youth
ambassadorship
through
their
time
with
this
and
what
they
are
going
to
kind
of
flesh
out
a
little
bit
more
is
that
there
will
be
a
senior
and
a
junior
and
depending
on
when
either
one
or
both
of
them
can
attend.
C
The
lead.
Neighbors
they've
worked
that
out,
but
essentially
that
means
that
the
junior
will
be
with
us
for
two
years
and
that
would
step
into
the
position
of
kind
of
being
the
the
senior
most
of
the
two
youth
people.
So
that's
something
they're
talking
about
as
a
way
to
kind
of
get
the
children
Young
Folks
motivated
to
do
this
as
if
they
had
a
French
to
come
with,
and
if
it
was
something
that
was
an
extension
device.
C
Youth
ambassador
program,
so
I
should
more
I
should
know
more
by
the
time
we
meet
again.
We
might
even
have
some
folks
that
are
going
to
try
to
reach
out
and
talk
to
you
all
so
I'll
put
you
in
touch
if
they
do
and
that's
all
I
have
to
have
variety
and
I
would
like
to
take
your
photos,
so
I
can
get
you.
D
E
C
C
Yeah
they're
talking
about
you,
know
some
way
to
kind
of
install
that
this
wouldn't
be
an
issue
forward.
It
would
be
something
that
was
worked
into
Beth
ambassador
program.
Okay,
you.
B
Know
so,
okay,
thank
you
anything
else.
Thanks
for
all
the
work
you
do
for
us.
Okay,
thanks
for
the
policies
we
just
got
them
today,
so
I'll
probably
put
it
on
the
agenda
during
the
next
month
again
for
old
business,
so
that
if
we
have
any
questions,
I'd
like
to
discuss
or
have
you
tell
us,
if
you
think,
you're
better
trigger.
G
Project
to
try
and
sort
of
once
we
get
completely
rolled
out
everywhere
on
or
to
have
all
of
the
new
lexical
policy.
Now
we
also,
we
have
a
subscription
that
we're
paying
for
with
lexical,
where
they
will
update
the
policies
in
others,
legal
changes
or
you
know,
state
or
federal
court,
Law,
Court
rulings,
that
change
impacted
the
policies
and
what
happens?
It's
really
nice
to
kind
of
talk
in
on
what
you're?
Looking
at
once,
the
policy's
out
we
push
them
out.
G
We
like
to
pull
down
this
digital
application
that
can
be
accessed
by
cell
phones
and
Tablet.
Any
laptop
computer
officers
can
log
in
many
times
searching
by
voice
and
then
when
a
new
policy
is
issued
or
a
policy
is
updated,
the
officers
give
them
an
email
and
a
login
and
it'll
highlight
the
section
that
changed.
So
the
first
thing
you
do
is
read
what
changed
and
so
that
you
can
really
have.
D
B
John
Cynthia
Brown,
oh
the
new
business
here
on
7.2
and
tonight,
idea
for
recruitment.
B
Thank
you,
Jerry
and
I
were
talking
and
you
know
we're
mulling
over.
You
know
it's
a
session
plan.
There
really
isn't
one
for
the
department
and
I.
Don't
think
you
know,
there's
not
been
a
lot
from
thought,
I
guess
about
it,
and
so
we
were
jabbering
and
we
said
United
and
Associates
program
for
the
criminal
justice
and
they're
right
here:
okay
and
I'm,
trying
to
downplay
like
an
internship
at
10c3
for
the
community
Justice
program
where
they
would
be
at
IQ
paperwork
riding
around
with
officers
all
doing
all
that
kind
of
jobs.
B
E
G
Don't
know
that
that's
quite
accurate
I
only
say
because
I
think
that
there
are
so
many
colleges
that
do
offer
like
the
police
academy.
Before
you
know,
you
don't
have
to
actually
be
hired
by
at
least
trillions
right,
so
I
think
Corning,
for
example.
Does
this
I'm
sure
there's
so
many
other
colleges?
So
you
can
just
a
lot
to
take
your
coursework
and
go
it.
They
do
it
like
in
Phase
or
something
there's
three
phases
phase
one.
It's
true!
That's
right!.
G
E
G
D
I
guess
in
general,
the
whole
point
is
because
whether
it's
Tompkins,
County
or
Cornell
has
a
Brunswick's
department
and
ilr
I'm,
not
sure
what
it
has.
But
my
point
is
having
a
particular
internship
program
to
support
the
administrative
needs
that
are
going
on.
D
I'm,
not
sure
how
it
could
be
structured
but
being
able
to
pursue
that
kind
of
structure.
And
so
maybe
the
schools
might
be
able
to
cover
the
cost
as
far
as
like
their
job
work-study
job
and
things
of
that
nature.
For
them
to
be
able
to
be
able
to
support
IBD
for
I'm,
not
really
sure
what
the
art
administrative
needs
that
could
be
taken
care
of
right,
yeah,
absolutely
I
mean
we've
definitely
had.
G
Internships
recently
I
mean
actually
an
internship
with
for
a
criminal
justice
student
and
unfortunately
ended
up
just
because
of
the
timing
of
our
tests.
We
couldn't
hire
him,
so
he
ended
up
getting
picked
up
by
the
sheriff's
department,
so
at
least
he's
still
in
the
same
Community.
But
you
know
he
did
an
internship
with
us
that
was
made
it
was.
It
was
very
helpful
for
us
it's
good
for
him.
You
know
there's
plenty
of
work
that
needs
to
be
done
around
IP
with
our
staff
and
shortages
that
we
could
use
internships.
G
B
E
A
E
So
there
is
some
compensation,
whether
sometimes
it's
a
trade
for
three
class
hours.
If
you
want
to
take
something
on
the
side
it
TC3,
you
know
some
summer
take
a
summer,
of
course,
but
there's
some
monetary
compensation
that
leads
to
my
experience
as
a
master
teacher
or
whatever
I
was
I
was
compensated
in
small
ways.
A
E
G
They
have
a
little
legal
hunting
thing
next
thing
in
that
kind
of
I
would
say
we,
so
we
have
definitely
had
some
very
positive.
You
know
internships
that
have
helped
us.
You
know
just
kind
of
get
things
done
fit
within
the
criminal
justice
Realm
of
the
person,
that
is
as
an
internship,
and
also
about
this
kind
of
what
administrative
needs.
I
will
say
that,
like
just
given
the
standing
of
we
are
like,
we
don't
have
a
program
grafted,
so
we
say:
hey
we're
going
to
intern
for
the
next.
G
G
Department
was
doing
it
exposed,
you
know.
At
the
same
time,
the
benefit
to
him
was.
We
were
able
to
expose
into
all
these
parts
of
law
enforces
that
he
would
have
seen
or
certain
class
and
then
also
helps
us
relax
and
administrative
stuff
while
he
was
there,
but
ultimately
we
had
a
Saturday
that
was
assigned
to
manage
that
you.
B
We
do
have
a
pending
investigation,
but
I
think
we
should
have
a
discussion
about
what
happened
when
we
met
with
Stanley
Baker
first,
because
that's
not
part
of
our
investigation
and
then
we
can
go
into
executive
session
regarding
the
pending
investigation,
I'm.
Looking
at
me
too
yeah
that
works
all
right.
You
want
to
start
or
do
you
want
me
to
start
about
Tammy.
C
B
So
we
went
to
the
Art
House
on
yesterday.
G
C
B
B
However,
they've
made
some
improvements
and
they've
changed
some
things
around
and
they
believe
that
they
have
like
security,
pretty
good
right
now
with
what
they
have
in
place.
You
know
they
have
Security
on
staff,
they
have
cameras
all
over
the
place.
They
change
the
Locking
System
on
the
doors.
I
will
say
it's
one
of
the
cleanest
places
I've
been
to,
and
there
is
a
long
time
it
was
spotless
in
there
and
Tammy
is
very
engaged
and
willing
to
talk
to
people
in
the
community
about
how
they
were
going.
Yeah.
A
B
Said
that
she
feels
that
they're
winning
they
did
a
bum
wrap
because
there's
been
so
many
calls
down
here,
but
there
haven't
been
of
late,
apparently
she's,
communicating
with
igd
on
a
regular
basis
with
the
dashboard
and
knowing
exactly
how
many
problems
are
going
on
and
what's
happening
and
working
with
officers
so
that
they
know
in
tune
out
how
they
are
moving
forward.
But
she
did
have
some
recommendations
for
improvements
for
the
area
that
they're
in
there
aren't
any
sidewalks.
There
are
no
speed
bumps
people
go
racing
through
there.
B
So
there
aren't
stop
summaries.
You
know
there
are
just
things
that
infrastructural
things
that
the
city
never
want
that
and
there's
no
parking
lot
s.
B
You
know
having
a
bus
stop
at
that
building
or
right.
There
would
be
a
huge
Improvement,
because
there
are
folks
who
don't
even
they
live
there
and
do
not
feel
comfortable
walking
on
the
bus
because
of
the
homeless
population
from
the
jungle.
That's
right.
There
Tammy
told
us
that
she
no
longer
rides
her
bike
to
work
because
it's
unsafe,
so
there
are
other
things
that
could
happen
to
change
up.
B
That's
going
on
down
there
that
I,
you
know,
I
think
we
all
believe
the
three
of
us
that
were
there
that
this
the
city
actually
has
control
over.
You
know
putting
in
sidewalks
putting
inside
having
police
down
there.
Where
you
have
some,
you
know
patrolling
you
know
the
speeding
or
whatever
you
know
what
the
situation
is,
because
it
used
to
be
an
industrial
area.
It's
not
anymore.
It
needs
to
be
there's
future
development.
That's
supposed
to
take
place,
so
there
needs
to
be
some
infrastructure
support
to
what's
down
there
now
and
look
at
it.
D
Think
one
thing
that
one
particular
recommendation
was
eluding
things
to
the
encampment
behind.
Well
that
whole
open
area
that
we're
really
poor
enforcement
of
particular
rules
and
then
have
them
sit
and
play
certain
regulations
or
playing
a
more
stronger
roles
and
enforcing
in
that
particular
area.
So
being
that
they
kind
of
house
people
I
was
at
first
I
expected
them
to
kind
of
I.
Didn't
expect
that
particular
sentiment
that
person.
A
A
D
D
But
yeah
those
are
some
of
the
things
that
stood
out
and
then
as
far
as
snapping,
it
is
something
where
at
least
but
she's
supposed
to
kind
of
working
with
very
different
things.
So
I
started.
She
wouldn't.
She
would
appreciate
the
problem.
B
B
There's
no
real
structure
to
it.
The
other
thing
that
she
was
barely
real
strong
about
was
the
jungle
as
it
exists,
have
caseworkers
or
whatever
coming
in.
They
all
don't
have
the
same
standard
here
and
so
what's
happening.
Is
that
causes
problems
where
one
person
gets?
You
know
this
taken
care
of
and
the
other
one
doesn't.
So
there
needs
to
be
coordination
as
to
until
they
figure
out
the
brand
student
things.
B
There
needs
to
be
some
coordination
of
services
so
that
they're,
like
services
that
are
being
supplied
and
consistently
to
each
of
the
persons
that
are
hanging
out
there,
but
she
strongly
but
Dad
that
it
needs
to
be
enforced.
If
sign
it
may
shouldn't
be
there.
It's
there's
crack
every
place,
there's
no
camping,
no
snow
fires,
there's
no
anything
and
it's
incumbent
on
sin
to
enforce
what
they
have,
because
it's
called
It's
The
Spill
out,
is
having
a
real
negative
effect
and
they
also
had
the
board
there's.
B
Units
that
are
set
aside
and
then
all
the
rest
are
rented
out
to
regular
phones
and
they
can't
make
a
certain
salary
and
it's
they
pay
950,
but
yeah.
So
it's
a
mix
of
people
and
yeah
and
the
agencies.
D
A
whole
lot,
the
last
thing
is
outside
of
the
enforcement
coordination
of
Human
Services,
also
locating
sidewalks,
but
also
having
public
transportation
having
to
be
having
to
be
a
bus.
Stop
location
currently
isn't.
F
B
That
would
be
something
for
the
budget
meeting
like
next
week
is
to
say:
look
you
guys
need
the
city
has
to
pay,
for
that
I
would
think
the
developers
should
the
cities
into
the
painting
for
the
sidewalks
well,
I
think
that
I've
been
interesting.
You
know
we
met
with
Tammy
and
there
you
know
I
concurred.
You
know,
there's
no
bus
stop
down
there.
It's
pretty
dark!
