A
B
302
Wade,
Avenue
Cornell
makes
historic
district
proposal
to
recall,
metal
and
and
guard
rails
on
the
important
steps
and
pretty
much
what
part
of
the
star
District
proposing
to
replace
asphalt.
Shingle
roofing
with
standings.
B
That
we
will
begin
with
302
Wade
Avenue,
we
Cornell
Heights
historic
district,
proposing
one
with
all
the
metal
hands
and
guard
rails.
At
least
four
steps.
B
B
A
Welcome
John
when
you're
ready
go
ahead
and
describe
the
Project's
admission.
D
Hi
well,
first
of
all,
I
just
want
to
thank
everyone
for
giving
me
this
opportunity.
Cornell
owns
a
facility
at
302
weight
Avenue,
the
property
is
in
the
Cornell
Heights
historic
district.
D
It's
a
wood,
framed
structure.
Three
stories,
like
I,
said
it's
a
co-op,
I
believe
there's
somewhere
between
11
and
15
people
currently
living
there,
and
we
are
about
to
undergo
an
exterior
renewal
project.
D
It's
going
to
consist
of
kind
of
a
broad
scope
on
the
outside,
like
new
paint
fixing
up
some
rotten
wood
framing
a
few
things
that
require
a
staff
level.
Review
I
can
go
into
those
further,
but
the
the
element
that
we're
proposing
that
would
require
a
full
commission
review
is
a
replacement
of
the
existing
pipe
handrails.
D
Did
everyone
hear
me?
Okay
by
the
way
yeah
the
existing
handrails?
They
come
off
the
porch
on
the
North
and
the
South
ends
and
I
believe
there's
a
vertical
post
at
the
top
of
the
stair
vertical
post
at
the
bottom
of
the
stair,
and
there's
no
balusters
or
or
slats
in
between.
D
So
it
currently
is
permitted
by
code
because
we
have
been
granted
a
variance
I
think
in
2019,
but
since
we're
part
of
the
staff
level,
review
scope
would
be
replacing
in
kind
the
rotten
wooden
stairs.
We
thought
this
might
be
a
good
time
to
evaluate
options
for
the
handrails
to
see
if
we
could
find
something
that
would
be
appropriate
and
that
would
also
be
code
compliant
for
safety,
so
that
is
the
pitch.
I
have
photos
on
my
computer
of
the
existing
rails.
A
Yes,
John,
you
should
be
able
to
share
okay.
D
Here
is
a
picture
of
the
pipe
rail
on
the
north
side
of
the
porch,
and
these
are
also
the
wooden
steps
that
we
would
like
to
replace
in
kind
and
here's
a
picture
of
the
pipe
rail
on
the
south
end
of
the
porch
again
replacing
in
kind
these
rotten
wooden
steps,
so
I
think
one
of
the
materials
we
submitted
with
our
application
and
you'll
I'll.
Ask
for
it.
Forget
him
forgiveness.
If
this
is
a
little
bit
out
of
Step,
but
we
have
not
security
design
for
the
handrail.
D
We
have
more
of
a
an
aesthetic
concept
and
we're
hoping
to
receive
approval.
That's
not
the
right
photo
receive
approval
for
this
concept
and
when
we
did
get
a
railing
design
we
would
perhaps
circulate
it
for
another
round
of
review.
But
here's
like
an
example
of
something
we
thought
might
be
appropriate
more
code
compliant.
D
So
that
is
that's
that's
the
only
scope
we
understand
that
would
require
the
full
commission
review
so
I
again,
I
can
dive
deeper
into
the
other
scope
items
that
we
believe
are
a
staff
level
or
open
it
up
to
questions
or
comments
or
concerns.
A
D
That
are
proposed
yeah
here.
Here's
the
written
out
scope
or
the
staff
level
changes
and
I
do
have
photos
I,
don't
know
how
much
time
I
have
but
I
I'd
be
happy
to
scroll
through
a
couple
photos
of
the
rotten
columns,
the
rotten
stairs
and
some
missing
Eve
framing
that
are
all
proposed
to
be
corrected.
B
E
My
feeling
is
that
if,
if
this
work
has
already
been
approved
at
the
stamp
level,
we
don't
need
to
look
at
it.
I
think
all
we
need
to
consider
is
what's
in
the
res
resolution
and
and
the
at
least
the
concept
of
the
design
that
you
propose.
A
Yeah
I
can
no
I
can
explain
the
situation,
so
all
of
the
work
that
will
be
done
in
the
building
will
be
under
a
single
building
permit.
There
are
components
that
require
commission
review
the
components
that
were
require
stack
level
review.
Both
of
those
approvals
will
go
to
the
building
division.
D
I
do
have
one
other
note:
the
building
permit
has
been
filed
and
I've
got
a
permit
number.
If
Brian,
you
want
to
write
it
down.
D
D
I
also
forgot
to
introduce
myself.
My
name
is
John
Piller
I'm
assistant,
director
of
project
management
for
student
Campus
Life
at
Cornell.
F
The
question
about
the
the
railing
under
the
proposed
design-
I'm,
assuming
please
correct
me
if
I'm
wrong,
the
the
railing
itself,
will
not
be
installed
in
in
action
with
the
building
at
any
point,
except
that.
G
The
at
the
of
the
steps
above
and
at
the
bottom
right,
it's
not
going
to
be
attached
to
a
pillar
or
to
the
wall
of
the
the
porch
stall.
Is
that
correct.
D
That's
correct,
I'm,
not
sure
if
a
new
railing
design
would
require
further
vertical
posts,
and
you
know
more
base
plates
like
in
this
picture.
We
have
one
on
the
top
one
on
the
bottom.
D
H
D
H
Okay,
so
it's
just
helpful
to
have
those
details
so
for
the
commission
to
understand
what
you're
proposing
thank
you.
B
So
the
existing
real
handrail
I'm,
assuming
there
are
no
more
than
40
years
old,
is
that
is
that
correct?
You
know
particularly
old.
C
C
B
So
at
this
point,
what
do
we
have
to
improve?
We,
the
railings,
are
fairly
new,
so
we're
not
removing
historic
fabric.
We
know
it
has
to
be
brought
up
to
code.
There
I
know
it's
going
to
be
metal.
A
B
G
B
H
B
A
E
All
right,
okay,
thank
you
very
nice,
so
we
can
start
at
the
result
right
resolved
that
the
ilpc
has
made
the
following
findings
of
fact
concerning
the
problem
as
identified
in
the
city
of
ithaca's,
Cornell,
Heights,
historic
district,
summary
statement.
The
period
of
significance
for
the
area
now
known
as
the
Cornell
Heights
historic
district
is
1898
to
1937..
E
As
indicated
in
the
New
York
State
Building
structure
inventory
form
the
Queen
Anne
style
Residence
at
302,
Wade
Avenue
was
constructed
in
1899.,
instructed
within
the
period
of
significant
certain
point,
operative
system
and
possessing
a
high
level
of
Integrity.
The
property
is
a
contributing
element
of
the
Cornell
Heights
historic
district.
E
In
consideration
of
this
and
all
approvals
of
proposals
for
alterations,
new
construction
or
demolition
in
historic
districts,
the
ilpc
must
determine
that
the
proposed
exterior
work
will
not
have
a
substantial
adverse
effect
on
the
aesthetic,
historical
or
architectural
significance
and
value
of
either
the
landmark
or
if
the
Improvement
is
within
a
district
of
the
neighboring
improvements
in
such
districts.
In
considering
architectural
and
cultural
value,
the
commission
should
I
consider
whether
the
proposed
change
is
consistent
with
a
start
value.
E
In
this
case,
specifically,
the
following
principles
and
standards
principle
number
two:
the
historic
features
on
your
property
located,
but
then,
by
contributing
to
the
significance
of
a
historic
district,
shall
be
altered
as
little
as
possible
and
any
alterations
made
shall
be
compatible
with
both
the
historic
character
of
the
individual
property
and
the
character
of
the
district
is
old
principle.
Number
three:
do
construction
located
within
his
Stark
District
should
be
compatible
with
a
historic
character
in
The
District,
within
which
it
is
located.
E
Standard
number,
two
historic
character
of
the
property
will
be
retained
and
preserved.
The
removal
of
distinctive
materials
or
alteration
of
features
and
spaces
that
characterize
the
property
will
be
avoided.
Standard
number,
nine
new
additions,
exterior
alterations
or
related
to
construction
shall
not
destroy
historic
materials
that
characterize
the
property.
The
new
work
shall
be
differentiated
from
the
old
and
shall
be
compatible
with
a
massing
size,
scale
and
Architectural
features
to
protect
the
start.
E
With
respect
to
principle,
number
two
standard
number
two
and
standard
number:
nine,
the
installation
of
metal
railings-
will
not
remove
the
statement
materials
and
will
not
alter
features
and
spaces
that
characterize
the
property.
Also,
with
respect
to
principle,
number
two
principle:
number
three
is
standard
number
nine.
E
The
proposed
railings
are
compatible
with
the
massing
size,
scale
and
Architectural
features
in
the
property
in
its
environment.
With
respect
to
standard
number
10,
the
railings
can
be
removed
in
the
future,
without
impairment
of
the
essential
form
and
integrity
of
this
dark
property
in
this
environment.
B
We
have
a
second
all
in
favor
events.
Thank
you.
D
A
In
attendance
this
evening,
so
how
would
the
commission
like
to
proceed
I'm
happy
to
present
the
proposal
on
behalf
of
the
applicant
or
you
without
the
notice
sign
that
you
have
the
option
to
table
the
application?
E
It's
been
our
practice
to
table
a
resolution
if
it's
not
posted
and
and
I
I
do
want
to
observe
that
this.
This
is
a
situation
that
will
be
visible,
in
fact,
both
up
and
down
the
street,
and
you
know
I,
think
I
think
the
public
ought
to
be
informed
of
the
possible
change.
A
They're
disabling
it
I
would
the
preference
staff
preference
would
be
for
the
discussion
weight
into
the
applicant
is
in
attendance,
so
they
can
respond.
Try
to
remember
a
whole
month.
B
B
B
A
A
21St,
so
this
is
this
is
on
me.
The
wrong
draft
of
the
minutes
went
out
to
the
packets,
so
the
correct
minutes
were
in
front
of
you
when
you
sat
down
this
evening.
So
if
you
would
like
more
time
to
review
them,
we
can
table
their
consideration
until
next
month
or
if
you
feel
that
you've
had
a
good
time
to
review
them,
you
can
prevent
the
student
okay.
C
C
C
A
Administrative
matter
so
a
few
items,
yes,
that
admission
to
keep
in
mind
one.
A
There
was
a
letter
included
in
the
packet
from
Jason
the
associate
University
architect,
we're
drawing
their
applications,
we're
placing
windows
and
student
home
that
the
project
is
finished.
They
are
reviewing
their
budget
and
the
project
scope
and
maybe
returning
the
future.
With
these
revised
proposal,
as
of
right
now,
I
advise
them.
The
easiest
thing
to
do
was
to
withdraw
the
application,
rather
than
be
in
a
situation
where
the
commission
denies
it,
which
I
assume
would
be
the
commission's
action.
A
This
evening
it
has
been
90
days
since
the
public
hearing,
so
vote
from
the
commission
was
required.
This
evening
update
on
Stewart
Park
National
register
nomination,
the
state
review
board
approved
listings
to
our
park
on
the
national
rep
or
the
state
Register
of
historic
places
earlier
this
month,
and
it
will
be
going
to
the
National
Park
Service
for
review
on
in
June,
so
I'm
hoping
to
have
a
good
update
in
June.
A
The
property
being
listed
on
National
register
and
then
finally,
about
two
weeks
ago,
I
sent
everyone
a
link
to
the
Ithaca
Gun
Smoke
Stack
public
input
survey-
we've
had
rate
responses
so
far,
but
if
you
could
continue
to
share
that
with
your
Connections
in
the
community
so
far,
we've
received
around
430
responses,
which
is
pretty
incredible
and
I'm
hopeful
that
we
can
receive
even
more.
A
How
are
they
running?
Do
we
know
you
I
can
give
you
the
the
tentative
results.
C
A
Form
survey
for
that
now,
so
it's
it's
a
quick
two
minute
survey.
Yes,
mostly,
yes,
no
questions
for
the
opportunity
to
provide
comments
at
the
end
I
can
use.
My
computer
is
really
angry
with
me
this
evening.
So
of
the
430
responses.
It's
83
of
the
respondents
have
favored
preservation,
most
most
people
who
favor
preservation
would
like
to
see
it
reserved
because
of
its
association
with.
D
A
The
other
thing
that
I
was
not
a
surprise
to
me
is
that
of
the
people
that
responded.
Only
75
of
respondents
said
that
the
city
should
be
spending
money
on
preserving
it.
A
There
were
a
lot
of
people
that
felt
that
the
the
developer
of
the
site
should
be
responsible
for
the
smokestack
yeah
and
then
finally,
there's
there
207
people
took
the
opportunity
to
provide
additional
comments,
either
expressing
their
their
support
preservation
and
why
they
believe
it's
important
and
also
comments
on
why
they
feel
that
preservation
is
not
the
best
choice
for
this
particular
resource
and
their
reasons
for
them.
So
overall,
I'm
pleased
with
the
outcome,
but
I
would.
E
A
A
You
where
you
live
is
is
one
of
the
questions
in
the
survey
at
430
respondents.
250
of
those
respondents
are
harvested
so
with
a
little
additional
Excel
work.
I
I
should
be
able
to
figure
out
the
percentage
of
City
residents
that
responded.
A
It
is,
it
is
a
unique
resource
with
a
unique
history,
and
so
it's
it's
good
to
get
as
much
input
on
its
future
aspects.
H
All
right:
do
you
have
any
update
on
the
GitHub
they're
a
meeting
right
now,
weren't?
They
they
think
their
meetings
tonight.
A
Their
County
Legislature,
so
no
final
proposals
have
come
out
of
the
facilities
and
infrastructure
committee,
I,
believe
staff
and
most
of
the
religiously
towards
are
leading
towards
selling
property,
but
they've
now
requested
in
existing
conditions.
Study
of
building
before
they
moved
forward.
