recommend

and

internal
controls

part

this
meeting
will
in
the

is
the
separation
of
Duties
to
help
mitigate
the
chances
of
any
type
of
fraud
or
an
error
in
our
financial
reporting.

then,
if
any
Financial
issues
they're
raised
to
investigate
those
problems
and
ensure
that
you
know
we're
an
appliance.

report

was

the
city
has
to
switch

make
loans,

our
balance
sheet.

we're
stable
and
we
also
reviewed
our
budget.

and
we
were
on
target
there
as
well
in
terms

expenditures.
So
those

two
things
combined
to
make
this
very
clean
and
very
uneventful
audit,
with
no
issues
raised
by

auditors.

one
thing
that
I'll
note
and,

those
of
us
who've
been
through
the
audits
in
the
previous
years,
I've
heard
this-
is
that
one
of
the
things
that
the
Auditors
cautioned
is
that
the
agencies
heavily
reliant
on
its
income
from
the
HUD
grants
because
of
the
extra
funding
during
the
pandemic.
It
put
us
in
a
pretty
good
position,
at
least
through
2024,
but
the
audience
did
caution
that
we
should
be
aware
that
we
may
find
ourselves
in
a
more
precarious,
isn't
the
right
word.

asked

agree

identified

issues

watching
and
that's

that
the
city

behind

auditing

accept

city's

city

behind
in
their
audit
and
that
eventually

some

we

to
do
our
audits

city's
switching

get

fee
charge

dollars,

because

doing
it
only
for
the
IRA
this
year,
because
the
city
will
be
secure

selecting

to
pay
the
full

on

the
other
thing
that

inspections
of

assistant
projects,
we're
setting
up
a

trying

set
up

strategy
to
figure
out
how
we
can

thinking
now

piggyback

housing
inspections
done
by
TC
action
and
I
think
a
housing
agency
because
they
haven't
been
an
inspection
every
year

been
challenging
to
get
into
the
units
during

pandemic

coordinating
with
with
landlords
and
attendants,
because
nobody
welcomes,
you
know
an
inspection
of
their
unit,
especially
if
they
already
have
one
for

housing.

trying
to
work
through

see
if
we

jointly
work
with
the
supposed
Trace
function
provider
that
would
ease
things
for
the
tenant
as
well
as
for
us
and
the
coordinate
that

that's
we're
hoping
to
try

progress

Finally,
they
mentioned
the
timely
expenditure
requirement
like
most
grantees
during
the
pandemic.
Edge
challenges
meeting
that

ratio,
which

can't

more
as

1st
in
each

we

the

and
there
was
a
remainder.

ended
up
being
a
remainder
of
402
dollars.
So
when
I
entered
this
in
Idis
through
the
administrative
process
that
we
use,
I
noted
that
there
would
be
a
remainder
reprogrammed
in
the
future.
The
HUD
rep
asked
us
to
essentially
reprogram
it
now
to
ensure
that
the
amount
that
to
add
it
to
the
amount
that
we
had
reprogrammed
so
that
there
would
be
no
remainder,
I
hope,
I've
explained
that
clearly
does
anybody
have
questions
there.

Yet
an
example
of
that
is
the
farmer's
market
SNAP
program,
where
we
know
they're
not
going
to
use
all
the
money
there's
like
400
left,
but
we
don't
report
that
to
HUD
until
we
do
an
action,
an
amendment
and
then
HUD
looks
at
it.
So
this
is
an
administrative
issue
where
they
want
to
make
sure
that
the
battle
numbers
balance
out
exactly
on
their.

to
satisfy
this
immediate

we

pretty

overall,

of
projects
are
slow
and
spend
down
one

them

issues

we
just
mentioned
were
listed

slow,

as
the
containing
Gardens
project
and
the
one
that
I've
added
this
time
is
the
giac
youth
programming
project
they've
completed
the
project,
but
we
can't
spend
our
funds
until
we
can
document
the
costs,
so
we've
been
working
with
giac
and
the
finance
Department
here
to
get
cross
documentation
because
we're
really
looking
for
both
salary
and
benefit
costs.

those,
as
we
just
mentioned,
the
finance
department
is
working
on
a
lot
of
issues
at
the
same
time
and
they
have
the
best
access
to
payroll
cost
application,
because
individual
departments
know
the
salary,
but
they
don't
know
the
benefits
number
typically
or
can't
track
it
very
easily.
So
we're
working
for
months
now
we're
shooting
at
the
finance
department
to
try
to
get
that
data.

just
want
to
note
it
here
that
it's
a
no
right
now,
it's

funding.

this
was
funding
awarded
by
to
G
act,
to
prevent
playoffs
in
giac,
essentially
in
2021,
and
so
that
you
know
the
activity
is
finished,
we're
just
trying
to
report
it
and
close
this
out.

we
just

miss
that
one
here
is
one
additional
item.

Well,
there
were
a
couple
of
changes
in
that
project,
but
the
decision
was
to
go
with
a
slightly
expanded
facility
rather
than
Remodel,
and
that
so
it's
a
20,
it's
a
21
expansion
of
the
gym
and
that
triggers
a
higher
level
of
environmental
review,
which
involves
a
lot
of
work
for
Amisa
the
document,
the
environmental
impacts
of
that.

During
that
environmental
review
process,
it
was
identified
that
radon
the
numbers
were
higher
than
appropriate
in
the
readings,
and
so
that
triggered
another
process
to
get
in
more
inspection
of
that,
and
now
they
have
Incorporated
radar
Remediation
in
the
project,
both
the
new
edition
and
the
existing
building.
So
the
environmental
review
did
provide.

You
know
some
value
in
terms
of
protecting
future
occupants
in
the
building,
but
it
did
greatly
delay
our
process
for
being
able
to
spend
the
funds,
because
that
process
we
had,
we
had
to
come
up
with
a
mitigation
strategy
that
would
Implement
before
we
can
complete
the
environmental
review.
So
that
was
we
expected
to
extend
that
hundred
thousand
dollars
by
now,
but
it
looks
like
we
will
not
be
able
to
expend
that
prior
to
the
May
31st
deadline,
so
that
may
be
one
reason
why
we
fall
over
the
expenditure
threshold
this
year.

also
rated
a
point
in
a
snapshot
in
time
where
all
of
our
loan
customers
are
current,
but
then
we
show
one
being
delay.
Everybody
is
current,
as
of
now
so
I
took
the
news
for
a
loan
program
and
I
think
Teresa's
are
currently
yeah.
This
is
our
current
as
well
as
of
today,
so.

they've
submitted
a
voucher
which
we
were
able
to
approve
and
we
we
did
a
trial
voucher,
because
there
were
changes
in
the
rules
regarding
their
program
and
they
are
now
going
to
be
submitting
additional
vouchers.

and
make
sure
that
they
had
the
process
correct
and
satisfied
homework
home
regulations
which
we
found
it
did
so
there'll
be
more
vouchers
coming
forward.

Alder
person.
Barkin,

indicated

intact
resign
at

Council

for

remainder

to
point
out
this
year,
all
kind
of
council
seats.

terms
expire,
as
has
the
mayor's

Department

Council

is

and

something
of
keen

remote
issues

can
work
