C
B
He's
been
moved
in
second
and
all
in
favor
aye
aye.
The
motion
has
passed.
We
have
one
letter
of
correspondence
that
we
will
read
the
appropriate
point
in
the
agenda.
A
Do
you
swear
or
find
that
the
testimony
you're
about
to
give
in
this
matter
is
the
truth,
home
truth
and
nothing,
but
the
truth
so
help
you
done
and
if
you
both
could
please
state
your
name
and
address
for
the
record
of
them
to
the
microphone.
E
We
spoke
to
public
works,
they
met
with
us
on
site
twice
and
they
ended
up.
They
were
fighting
with
us,
paving
the
western
side
of
the
building
and
relocating
the
ac
units
to
the
other
side,
and
then
they
grandfathered
us
in
on
using
that
front
right
to
the
axle
the
western
side
of
the
building.
They
said
they
would
require
us
to
do
the
three
thousand
psi
six
inch
fiber
mesh
concrete
for
that
area
and
came
out
and
took
measurements,
and
we
decided
they
said
that
we'd
be
fine
with.
E
E
B
C
C
Are
those
four
part
of
the
public
right
away
or
were
they
part
of
your
property?
I'm.
E
A
E
E
E
A
A
Anyone
else
have
questions
for
the
poor
parking.
D
Spots
that
are
on
your
property.
I
assume
that
this
is
the
absolute
maximum
that
you
can
fit
on
here.
There's
no
reconfiguring
them
to
fit
an
additional
one
or
two
spaces.
C
Top
think,
can
you
explain
a
little
bit
better
your
your
concept
for
this,
a
lot
where
I'm
understanding
it
today
you
got
11
chairs,
but
typically,
how
long
does
a
a
salon
person
work
that
per
day?
Would
they
all
be
there
from
eight
to
five?
What
is
the
hours
of
the
facility
and
how
would
that
be
staggered
based
upon
the
parking.
E
So
we
would
basically
operate
at
about
50
capacity
at
any
given
time.
I
do
booth
rental
now
and
generally
I
work
tuesday,
wednesday,
thursday.
Nine
to
three
some
of
the
girls
come
in
at
three
and
some
of
them
work
until
ten
o'clock.
If
they
want
to
it's
just
a
matter
of
what
your
personal
schedule
is
and
how
you
schedule
yourself.
E
E
B
E
I
had
driven
by
the
property
multiple
multiple
times
and
I've
never
seen
anyone
park
directly
behind
the
building
at
the
times
that
I'd
come
by,
not
in
the
direct
back
area
to
maybe
down
to
the
right
towards
third
street
more
towards
where
the
cars
are
and
things
but
towards
the
car
repair
shop.
That's
there
but
directly
behind
us.
Now
I
don't
know.
What's
exactly
there,
it
looks
like
some
kind
of
local
utility
building.
It's
some
business
that
I've
seen.
C
D
E
Yeah
everyone
was
super
supportive.
We
talked
to
the
spa,
that's
back
there
and
they
have
some
last
girls
that
are
involved
and
they
were
actually
really
excited
because
they
felt
like
we
would
generate
business
for
them.
We
spoke
to
the
coffee
cat,
cafe,
that's
there
and
she
was.
E
She
was
amazing,
she
was
super
supportive
of
everything,
same
thing.
She
was
excited
about
the
draw
to
the
area,
st
paul's
super
friendly
as
well,
and
also
supportive
of
the
variants
we
had.
E
D
To
whom
it
may
concern,
I
am
writing
to
express
my
concern
with
regard
to
the
pending
variance
application
case
number
boa
number
21-1009
for
the
property
located
at
333
second
avenue
north
jacksonville
beach
florida.
I
currently
own
multiple
commercial
and
residential
properties
in
jacksonville
beach
and
I've
owned
and
operated
three
small
businesses
in
the
area.
For
the
last
10
years.
Most
recently,
I
was
working
through
the
evaluation
process
on
a
commercial
property.
D
My
concern
is
the
potential
inequities
in
the
above
stated
variance
application
when
compared
against
my
experiences
with
various
requests
in
the
past.
First
and
foremost,
the
applicant
cites
financial
hardship
and
business
model
viability
as
their
primary
justification
for
the
variance
see
letter
of
intent
from
rachel
cyber
dated
1-1
2021
in
application
packet.
I've
previously
been
told
that
financial
hardship
does
not
justify
an
approval
further.
D
D
I've
been
told,
the
use
of
gravel
is
unsightly
will
result
in
decaying
road
conditions
as
vehicles
track
through
the
street
over
time
ultimately
becoming
a
city
burden.
The
alternative
to
gravel
would
be
to
pave
the
entire
area
on
the
west
side
of
the
property,
which
would
result
in
significant
water,
runoff
and
drainage
issues
unless
remedied
with
a
fifty
thousand
dollar
stormwater
drainage
system
installed
on
the
site.
The
idea
of
covering
the
entire
property
with
structure
and
paid
parking
area
with
no
setback
is
ridiculous.
D
D
E
E
And,
like
I
said,
we
would
not
be
doing
gravel,
we
spoke
of
public
works,
so
they
had
okay
concrete,
they
did
not
approve
gravel
and
they
didn't
see
any
drainage
issues
when
we
were
walking
the
site.
B
Just
one
last
question:
you
will
then
have
responsibility
for
maintaining
the
driveway
that
go
on
the
west
side.
Does
that
extend
out
to
the
third?
That's
on
city
land,
I'll
say
that
one
more
time
you'll
be
responsible
for
maintaining
those
concrete
parking
places?
Yes,
sir,
does
that
extend
into
the
the
live
way
that
you
you
will
be
using?
B
B
F
D
All
right,
I
apologize
this
one
says
to
whom
it
may
concern
as
a
local
business
owner
of
over
15
years
in
the
jacksonville
beach
community.
I
fully
support
lion
and
night
salon
and
glossary
in
the
beautification
improvement
and
expansion
of
the
old
n1a
locksmith
building.
A
D
In
advance,
diana
manzano
owner
stole
spa
wellness
center,
which
I
believe
is
one
of
the
businesses
they
mentioned.
Having
spoken
to
and
the
second
one
from
chet
stokes
hi
tommy
thanks
for
reaching
out,
I
still
firmly
believe
small
business
is
the
backbone
and
future
of
our
beaches,
especially
a
local
one.
Let
me
do
some
research.
D
Let
me
do
some
research
into
this
issue
and
see
what
I
can
find.
I
know
you're
headed
in
the
right
direction,
with
applying
for
the
variants.
If
you
have
any
citizen
support,
I
would
include
it
at
the
meeting
share
that
support.
If
it
comes
in
front
of
us,
you
should
have
no
problem.
I
believe
it's
the
board.
D
Find
out,
if
need
be,
I'll
check
with
my
resources
and
see
if
I
can
get
you
any
better
guidance,
chet

in
the

to
the
neighborhood.
I
look
forward
to
your
improvements
and
always
eager
to
find
a
new
salon.
I
will
be
happy
to
support
your
improvements.
Just
an
fyi,
since
the
new
housing
has
gone
up
on
fourth
across
the
street
from
you,
we
have
had
issues
with
the
tenants
parking
during
the
school
day
in
our
area
along
the
front
of
the
school
granted.
D
It
is
a
public
easement,
so
not
much.
We
can
do
about
it.
They
may
want
to
take
advantage
of
your
spaces
as
well,
so
definitely
consider
signage.
Also,
we
are
prime
real
estate
parking
anytime.
There
are
weekend
festivals,
etc.
I
hope
your
variance
goes
through
smoothly
jack
speech.
Zoning
can
be
a
bear.
D
Do
your
board
of
adjustment?
I
write
on
behalf
of
regal
lodge
number
272
in
support
of
the
parking
variants
requested
by
lion
and
wright
salon
in
glossary
of
333
second
avenue
north
jacksonville
beach,
florida.
We
are
a
neighboring
business
and
do
not
believe
the
parking
variants
will
be
of
any
negative
impact
to
our
business.
Thank
you
w
harold.
I
can't
read
it.
I'm
sorry.
D
Hope
at
404
4th
street
north
jackson,
the
beach
florida
I'm
in
full
support
of
the
parking
garage
requested
by
line
and
right
salon
and
glossary.
I
believe
the
request
will
not
only
be
of
no
negative
impact
to
my
business,
but
will
in
fact
have
a
positive
impact.
The
locksmith
building
over
the
years
has
become
run
down
in
the
need
of
someone
to
put
in
time
and
money
which
these
women
intend
to
do
the
clients
the
salon
will
drop.
The
area
will
also
be
a
positive
impact
to
the
surrounding
businesses.
C
Back
based
upon
what
I
heard
from
the
local
businesses
around
there
and
adding
the
I
don't
know
the
proper
definition
of
those
papers
they're
putting
in
the
grass
favorite
based
upon
that.
It
sounds
very
logical
to
me.
D
Yeah,
certainly
more
so
than
I
think,
like
you,
I
initially
read
the
packet
and
thought
that
they
were
only
going
to
have
four
total
spots
for
the
whole
property,
but
knowing
that
so
many
of
the
spots
are
technically
in
the
public
right
of
way.
But
you
know
half
on
their
property
as
well
gives
you
other
things
to
consider.
D
And
I
do,
I
think
that
it
should
be
addressed.
One
of
the
letters
mentioned
the
financial
hardship.
I
know
that's
something:
we've
discussed
with
a
lot
of
previous
applications
and
have
gotten
some
clarification
from
the
city
attorney
that
yes,
the
financial
issue
when
it
comes
to
the
viability
of
their
business
is
not
something
that
we
are
allowed
to
consider.
However,
the
financial
hardship
of
them
purchasing
a
building,
that's
built
as
it
is
not
being
able
to
knock
down
the
building
to,
or
you
know,
just
destroy
parts
of
the
building
to
create
more
parking
spaces.
A
C
A
A
A
D
To
him
that
may
concern,
we
would
like
to
build
a
sunroom
on
the
back
of
our
house.
We
need
to
request
a
variance
of
three
and
a
half
feet
to
have
the
sunroom
be
12
feet
by
11
feet.
Also,
there
will
be
pavers
installed
to
have
a
small
walkway
around
the
room.
We
also
will
apply
to
our
driveway
widened
five
feet
on
the
east
side
and
four
feet
on
the
west
side,
we'll
be
installing
pavers.
Instead
of
concrete
driveway
last,
we
will
be
installing
a
paver
area
in
the
front
yard.

B
Oh
you're
asking
me:
yes,
he
would
or
if
he
could
choose
to
be
represented,
I
guess
right
negan
so
be
up
to
the

If
you
want
to
postpone.
G
Yes,
so
2854

we're
in
an
rs

this
zone
is
or
the

is

B
B
G
Put
into
yet
correct,
yes,
sir,
unfortunately
it
has
when
we
submitted
the
permit.
I
think
they'll
allow
us
40.
G
I
thought
we
could
add
a
little
bit
more
and
still
be
under
we're
actually
at
44
right
now.
I
made
a
call
to
the
county
to
ask
if
it
was
okay.
If
I
applied
for
the
variance
where
we're
at
I
did
draw
a
leak,
I
did
draw
a
lead,
walk
coming
from
the
pool
deck
to
the
fence
area.
G
G
B
G
B
B
G
Nothing
we're
just
trying
to
I
mean.
Obviously
he
wants
to
walk
away
to
be
able
to
get
from
the
pool
to
the
front
of
the
house.
We
had
a
neighbor,
which
I
think
they
got
a
turn
in
the
letter
right
next
door,
that
we
did
get
a
variance
last
summer
and
we
were,
I
think
they
did.
I
think
you
guys
gave
us.
G
We
can
cut
it
down
if
you
need
to
yes,
sir
yeah,
when
we
you
know,
if
we
can
use
several
stones,
that's
all
we
can
get.
I
mean,
I'm
sure
he'll
be
fine
with
that,
and
I
don't
you
know,
I
don't
know
what
that
will
actually
turn
into
percent
wise.
But,
yes,
we
can
cut
out.
Maybe
two
percent
of
that
lead
walk
and
you
step
in
soon
as
you
get
to
the
back,
I
mean
I'm
sure
it'll
be
fun
with
that.
F
With
the
with
the
outgoing
of
the
old
director
and
the
incoming
of
the
new
director,
the
planning
development
department
has
has
issued
a
memorandum,
that's
stating
that
they
will
allow
the
use
of
previous
papers
in
lieu
of
standard
papers
in
order
to
help
with
the
improvement,
surface
and
lock
coverage.
Now.
Is
that
100?
No?
No!
It's
it's
maximum
of
50!
F
Okay!
So
just
keep
that
in
mind
going
ahead
that
in
some
cases
they
may
be
able
to
use
some
previous
papers
and
reduce
that
lock
coverage,
and
they
could
simply
be
mandated
that
by
your
request
for
them
to
do
so.
Thank
you
just
wanted
to
bring
that
up.
Okay,
yes,
yes,
yes,
those
those
previous
papers-
and
there
are
a
few
other
things
that
will
be
a
little
bit
different
going
forward
than
what
we've
seen.
B
B
B
C
F
B
D
D
D
B
You
want
to
rebut
those
positive
recommendations.
Yes,
sir
okay,
chair
again,
we'll
be
glad
to
entertain
the
motion
for
attorney.
A
D
D
B
B
F
She's
already
done
it,
though,
however,
and
I'm
not
sure
if
she's
required
to
listen,
though
it's
an
interpretation
thing
but
I'll
make
sure
that
you
make
it
really
nice
I'll
make
sure
that
you
get
in
touch
it's
an
option
that
you
can
usually
use.
It's
not
a
it's,
not
a
requirement
either
way.
I
just
wanted
to
bring
that
to
your
team.
It's
not
a
requirement
to.
Let
us
know
what's
going
on.
No,
no.
F
F
F
F
And
development
director,
as
well
as
the
building
officials,
we
spend
our
time
making
interpretations
about
codes
and
stuff
from
time
to
time
they
change.
When
you
change
employees,
that's
going
to
change,
it
still
doesn't
change
the
process.
So
what
we're
doing
is
still.
It
remains
the
same.
Her
interpretation
really
has
nothing
to
do
with
the
fact
that
the
way
you
guys
look
at
the
code,
I'm
going
to
ask
you
one
more
time.
What
is
the
term
protection?
Is
it
the
city
lawyer,
the
city
manager,
whatever
it
is?
D
D
Now
that
you
are
using
previous
papers
at
50,
then
the
calculations
will
have
already
been
done
and,
for
example,
that
this
wouldn't
have
said
49,
it
would
have
said
42
or
whatever
the
math
worked
out
to
be
so
as
far
as
we
are
seeing
it
we're
not
really
seeing
anything
different.
It's
just
the
way
it's
been
interpreted
before
the
fact
that's
been
prepared
for
us.
F
F
To
be
yes,
yes,
there
is,
there
is
a
definite
installation
technique
that
has
to
be
followed,
but
it's
not
just
previous
papers.
It's
it's
other
things
as
well.
It's
like
astro
turf,
anything
that
has
been
engineered
and
shown
in
an
engineering
environment
to
work.
F
G
F
50
is
attainable.
Yes,
every
product
has
its
own
engineering
specs.
Some
may
do
50,
some,
maybe
40
some
may
be
only
30,
but
those
will
be
taken
into
consideration
now,
where
they've
never
been
taken
into
consideration
in
the
past,
I
can't
say
as
to
why
it
wasn't
done
in
the
past.
It's
done
in
every
other
city
in
the
in
the
state
of
florida,
but
now
they're
doing
it
as
well,
but
it
certainly
doesn't
make
it
to
where
you
have
to
do
anything.
F
Your
your
process
here
will
not
change
it's
just
the
way
that
would
grasp
what
I
keep
in
mind.
It's
a
zoning.
Permit,
it's
not
a
building
for
me.
Okay,
they're,
two
different
things,
but
you
do
need
one.
Yes
anytime!
You
change
your
ground
cover
or
do
anything
driveways
sidewalks.
None
of
that
is
a
building
permit.
Those
are
all
zoning
permits,
so
yeah
yeah,
okay,
all
right
guys.
