redevelopment
district
that
was
originally
constructed
in
2002,
they've,
been
damaged
and
repaired
several
times,
they're
overtaken
by
sand,
and
they
have
exceeded
their
useful
life
expectancy.

Florida
Department
of
Environmental
Protection
new
requirements
right
at
the
bottom
of
the
new
wall
louvers
have
to
be
at
least
three
feet
above
the
top
of
the
dune.
So
after
the
shore
protection
project
is
complete,
we
inspect

be
a
high
budget.
Walkovers
of
about
seventeen
feet
in
the
past,
we'd
have
constructed
the
walkovers
treating
lover

a
junior
useful
life.

maintenance
on
those
lawnmowers
is
$2,000

month

people
County
public
school
system
that
City
of
Jacksonville

its
ordinances
rule

back

reviewed

emails

around

agreement

City
of
Jacksonville.
They
get
come
to
an
understanding
and
interlocal,
because
the
City
of
Jacksonville
actually
assesses
their
stormwater
fees
by
special
assessment.
A
special
assessment
cannot
be
assessed
to
a
school.
In
your
case,
that's
not
what
you
did
you
currently
have
it
set
up
properly
under
the
statutes
as
a
utility
and
a
user
fee.

Supreme
Court
has
been
clear
on
that
in
2003
that
user
fees
can
be
charged
to
state
agencies
and
school
systems.
What
has
also
occurred?
That
was
a
lot
of
cohesion
within
the
court
system.
So
when
we
responded
with
our
interpretation
of
the
case
law,
it
said
you
know
basically
Bunji
2005
over
and
here's
our
take
them
case.
Well,
they
said
well
this
case
between
17,
the
trial
court
in
West,
Palm
Beach
also
came
out
and
they
seem
to
be
conflating
the
issue
between
sovereign
immunity
and
immunity
from
fees
from
immunity
from
suit.

have
the
ability
to
sue
for
sewer
water,
solid
waste,
but
they
didn't
amend
chapter
180
to
include
the
word
storm
water,
so
you
don't
have
an
ability
to
sue
if
that
choose
not
to
pack
and
that's
what's
going

across
the
state
right
now,
and
those
courts
are
trying
to
it's
right
now
being
appealed.
I
know
that
I've
spoken
with
authority,
stormwater
associations
to
bring
with
heading
up
that
amicus
appeal
and
the
city
of
Gainesville
see
Tampa
are
all
weighing
in
and
the
court
is
allowing
that
time.

allowed

sunshine
laws
with
reservations
about
it
in
terms

member
