the

for
autism
over
the
last
ten
years.
Done
absolutely
amazing.
Things
for
this
school
and
and
for
children
with
autism
and
I
know
is
even
get
the
speaker
tell
a
little
more
about
it.
That's
October
26
this
year
and
I
would
love
everybody
to
help
support
it
and
I've
got
a
check
for
$3,000
here.
For
you,
two
I.
H
Miss
you
mom.
Thank
you
just
one
letter
putting
up
knowing
that
we
part
classes
open
okay,
caffeinated
cackling,
so
if
you
cannot
have
a
cat
for
whatever
reason
you
can
go
and
play
with
cats
and
pet
cats,
and
then
maybe,
if
that's
our
association,
you
can't
have
a
cat.
They
are
right
down
the
road
one
block
to
the
west,
it's
on
First
Avenue,
north
and
the
Lord,
your
God.
So
please
go
check
them
out.
Support
me,
perhaps,
and
maybe
driven
quite
a
little
people
reviews
on.
G
Is
welcome
in
visit
their
first
meeting
since
our
amendments
with
hurricane
Dorian,
but
I
just
wanted
to
give
kudos
to
all
that
I
see
staff
who
worked
double
triple
time,
making
sure
that
we
were
prepared
for
what
didn't
end
up
being
an
event
for
us.
Thankfully,
I
wasn't
sure
that
it's
always
good
to
run
the
drills
and
be
ready
also
wanted
to
sell
the
rumor
going
around
town,
be
beaches,
museum,
train
enclosure.
The
glass
has
been
removed.
That
was.
G
I
K
L
I'm
Lisa
forum,
and
almost
with
a
knighthood
on
the
southeast
corner
of
2nd
Street
and
11th
Avenue
South
at
11:15,
2nd
Street,
south,
it's
the
area
otherwise
known
as
the
Jackson
movies
war
zone,
or
it
returns
infrastructure
improvements,
phase,
3
project
2,
since
at
least
the
beginning
of
the
year
we
have
lived
in
constant
construction
of
an
office
building
across
the
street
and
constant
road
construction.
We
have
also
endured
the
continued
deterioration
of
an
apartment
building
across
the
street,
with
no
regular
maintenance
taking
place.
L
I
have
not
been
able
to
use
our
front
door
since
spring.
Our
house
is
filthy
and
we,
along
the
very
joining
neighbors,
have
had
to
defer
needed
maintenance
and
hurricane
protection
because
of
the
roadwork
on
weekdays
that
I
don't
work.
I
often
have
to
leave
my
home
because
the
noise
and
constant
banging
that
shapes
my
5
year
old
house
is
simply
intolerable.
L
Because
of
the
dirt,
and
we
can't
entertain
because
there's
nowhere
to
park,
do
you
like
to
relax
in
your
home
we'd
like
to
that's
why
we
moved
to
the
beach?
Lord
knows:
I.
Don't
want
to
see
my
News
with
water
gushing
in
at
Lake.
What
happened
during
Hurricane
Matthew
on
a
normal
heavy
rain
water
would
be
over
the
curb
and
would
sit
there
with
nowhere
to
drain.
L
I
know
that
this
is
what
the
whole
project
is
designed
to
hopefully
fix,
and
you
think
the
city
owes
us
the
affected
citizens
a
few
things,
one
better
management
of
construction
projects
going
on
within
the
same
city,
block
consideration
of
residents.
Quality
of
life
needs
to
be
bucked
through,
while
the
during
multiple
projects,
all
at
the
same
time,
to
regular
police
patrols
to
ensure
safety
and
emergency
access.
L
Often
Congress
will
parking
everywhere
in
the
construction
zone
to
the
point
where
it
would
be
difficult
for
emergency
vehicles
to
have
access
a
neighborhood
depend
on
doors
of
an
apartment,
building
to
get
people
to
move
cars
blocking
her
driveway
in
order
to
get
the
pet
to
an
emergency
vet.
The
mailman
has
to
trek
around
construction
equipment
and
be
careful
to
not
fall
in
6
feet
deep
holes,
one
that
was
outside
of
my
door,
my
front
door
for
days.
L
I
have
personally
had
to
clear
weeds
from
around
the
closest
fire
hydrant,
because
the
weeds
were
almost
obscuring
it
and
the
office
building
owner
has
done
nothing
to
finish
the
exterior
around
the
building
and,
lastly,
regular
updates
to
the
progress
of
this
project
with
expected.
Deliverables
need
to
be
clearly
outlined.
The
website
publish
schedules
are
way
off
schedule.
In
reality,
the
citizens
of
the
area
don't
clearly
understand
what
work
is
happening
where
or
when
you
did
a
good
job
getting
buying
before
the
project
started
and
even
made
some
concessions.
L
M
This
has
some
girl
with
a
vision
strategy
that
I've
asked
for
a
number
of
years,
and
it's
you
know
we're
still
looking
to
get
a
strategy
which
would
be
what
Jacksonville,
Beach
downtown's
gonna
become,
and
so
now,
with
the
hotels
we
got
folks
thinking
we're
going
to
be
a
downtown
full
of
hotels.
We
heard
it
during
the
public
hearing
I'm
Springhill
sweet.
M
Is
this
going
to
be
upon
Panama,
City,
so
I
again,
I
just
want
to
reiterate
that
we
need
to
start
talking
about
this
vision
plan
that
said
in
July
here
the
town
offers
a
suggestion
about
the
Urban
Land
Institute,
perhaps
yeah,
and
giving
you
all
some
help,
I'm
trying
to
figure
out
what
that
vision
plan
is
going
to
be
what
it
entails.
Mike
suggested
that,
after
the
next
joint
CRA
evening
that
we
talked
about
that
August
I
suggested,
perhaps
it
would
help
to
have
a
downtown
committee
put
together.
M
Perhaps
downtown
theater
citizens
police
sees
that
and
perhaps
look
at
ways
that
the
Urban
Land
Institute
can
help
with
the
strategy
together.
The
Geary
Vittal
suggestion
and
my
suggestion,
or
standing
in
the
last
council
meeting.
Normally
the
process
I
believe
the
agreed-upon
process
was
at
the
end
of
the
meeting.
Let's
talk
about
what,
before
the
citizens,
some
some
ideas
that
were
brought
up
and
see
what
we
can
do
in
the
last
meeting.
M
D
Don't
know
that
I'm
some
people
call
me
the
sea
turtle
guy.
So
you
know
my
group
is
Florida
CJ
watch
and
you
know
we
were
spared
like,
like
you
know
the
Councilwoman
said,
but
a
lot
of
people
don't
realize
that
almost
a
third
of
the
nest.
You
know
we
had
a
record
year
this
year,
116
between
the
three
beaches
and
a
third
of
them
had
quite
a
catch
yet
and
there's
a
probably
of
it's
just
a
guess,
but
we've
also
a
most
thirty
missed
the
hurricane.
D
So
that's
why
I've
been
such
an
advocate
of
nailing
down
this
light
pollution
and
get
rid
of
because
you
know
they
need
all
the
help
they
can
get.
You
know
it's.
You
know
we
didn't
get
the
white
walls
like
the
Bahamas
and
stuff
like
that,
but
just
some
things
that
people
don't
talk
about.
You
know
some
parts
of
the
beach
we
lost
10
20
feet.
You
know
not
necessarily
in
the
dunes
some
some
parts
of
the
beach
that
I
got
up
and
washed
about
10
to
15
feet
in
the
dinners.
D
So
when
the
female
comes
up
and
nests,
the
ones
that
actually
crawl
up
the
dunes
and
nests
or,
of
course
those
nesting
get
in
touch
so
I
just
wanted
to
report
on
the
devastation
of
what
happened
with
the
with
a
hurricane
and
then
I
talked
to
the
city
manager.
Today
it
heard
the
good
news
that
the
day
amber
light
bulb
did
come
in
a
week
ago.
We
can
have
to
go,
they
put
it
in
last
week
down
there
so
I
know
you
are
going
to
get
done
really
late
tonight.
D
Those
are
what's
going
to
talk
about,
so
the
parking
lot
down
it
Joe's
Crab
Shack
but
just
south-
has
been
switched
out
to
the
amber
light.
So
maybe
only
waiting
almost
went
blind.
Take
a
look
at
it
and
I
appreciate
Joe,
listen
to
me
and
I
can't
wait
to
to
get
everything
you
passed
him
and
you
know,
bring
Phillip
lighting
ordinance
up
to
FWC
gaga's
and
thanks
for
listening.
Thank
you.
J
13Th
Avenue,
South
and
I'd
like
to
thank
their
basement,
helps
with
this
issue
I'm
here
to
talk
about
the
high
school,
marching
bands
and
the
percussion
section
specifically
and
the
needs
that
they
have
for
equipment
and
instruments.
We
all
know
that
that's
our
line
is
an
integral
part
of
the
band
service,
but
all
season,
but
the
program
doesn't
stop
there.
J
So
these
kids
are
in
a
year-long
program
and
they
start
out
during
football
season
in
marching
band,
and
then
they
do
only
took
program
where
they
do
knit
or
percussion
ensembles
and
then,
in
the
spring
that
you
symphonic
be
in
and
crush
their
season.
Last
year,
pleasure
high
school
band
was
the
only
band
that
represented
at
the
state,
marching
band
competitions,
and
this
group
of
percussion
musicians
was
in
their
early
year
the
only
bands
of
Bell
County
that
was
represented
in
indoor
percussion
competition
and
they
placed
2nd
in
the
state.
J
These
kids
do
great
things
with
the
equipment
and
the
instruments
that
they
have,
but
everything
that
they
have
with
it's
repair
or
replacement.
If
you
can
see
pictures
of
what
they're
playing
with
and
using
it's
all
held
together
with
duct
tape
and
bit
ties,
and
literally
every
harness,
every
one
of
their
a
bass
drums
and
the
harnesses
are
completely
duct
tape
and
the
instrument
that
my
he
plays
the
marimba.
J
He
plays
an
instrument
that,
when
he
plays
with
the
mallets,
the
keys
pick
up
and
hit
the
keys
above
it
because
it's
designed
to
be
played
indoors
and
if
the
only
instrument
they
have
tuned
to
play.
So
they
play
their
emergency
scene
on
the
football
field
and
it's
a
15
year
old
Joe
made
an
instrument
that
was
her
middle
school.
Where
her
year
old
tech
was
in
6th
grade.
She
remembers
playing
instruments.
J
Time
the
school
or
budget
doesn't
include
funding
for
band
instruments
in
most
of
the
dance
budget
comes
from
community
and
parent
support,
mostly
parent
support.
We
do
get
great
support
from
the
businesses
in
the
community
as
well.
The
students
are
dedicated
to
raising
money
they're
out
there
they're
going
to
paper
plate
if
it
weren't
public
at
different
public
last
week
or
something
chocolate
bars
are
giving
car
washes
they're
going
to
try
to
solicit
donations
on
the
corner
of
beach
in
3rd
Street.
In
the
morning
one
day
during
rush
hour
traffic
and
to.
G
J
Their
effort
they've,
raised
about
$1,500
and
the
instruments
that
they
need
to
buy
are
going
to
cost
about
$60
dollars.
So
there
are
enough
lot
of
Washington's
or
chocolate
bars
to
get
this
done.
We
have
started
a
GoFundMe
campaign
to
raise
awareness
in
the
community,
and
some
of
you
would
ask
this
community
aware
that
there
is
great
need
the
Fletcher
high
school
into
the
premier
program
in
the
States
and
every
year
they
show
up
in
their
in
the
state
competition.
J
A
N
You'll
see
at
your
receipt
that
there's
some
information
that
I
wanted
you
to
have
because
I'd
like
to
discuss
some
things
about
the
contract,
as
it's
written
I
like
to
thank
mr.
Milsap
or
all
work
that
you
did
on
this
contract.
I
spent
some
time
doing.
Some
research
and
the
International
municipal
workers
association
has
all
contracts
for
city
attorney
agreements,
and
there
were
some
things
that
were
recommended
in
the
model
contract
that
were
not
in
our
contract
and
so
you'll
see
that
I
have
a
list.
O
C
C
Question
for
mr.
bumble,
saying
who's
actually
negotiated
the
agreement.
This
point
with
mr.
Roscoe.
From
our
perspective,
the
start
date
of
the
tour
course
is
still
good.
I.
Think
the
question
is
the
mystery
of
Rocio.
What
I've
noticed
is
you
need
to
provide
the
distance
later
and
if
he
does
not
have
a
degree
in
a
placement
tool
sometime
in
the
future,
my
guess
is:
he
will
not
terminate
a
tourist
earlier
than
that.
What.
B
I'm
inclined
to
do
is
go
through
this
and
maybe
sit
down
with
Chris
this
a
lot
of
it.
That's
not
necessary
because
it's
covered
by
the
agreement,
but
there's
some
other
things
that
I
could
be
included.
I
think
they're,
good
points.
I,
don't
think
that
easy
to
have
any
based
on
my
90
discussions
with
them
and
just
my
knowledge
what
view
these
are
he's
not
going
to
have
any
problems
with
them.
So
I
think
if
I
take
some
of
this
language
to
the
city
manager,
the
council,
foods
and
possibly
add
it
to
the
agreement.
D
B
New
language,
no
I
think
if
we're
going
to
change
the
contract,
you
guys
need
to
put
on
the
contract
I'm,
just
asking
your
permission
to
be
able
to
incorporate
these
items
myself
and
discussing
because
it
should
be
whatever
I
was
leaving
the
agreement
that
you
have
and
he's.
We
wouldn't
do
this
meticulously.
So
he's
agreeable
with
this
to
the
point
that
he's
going
to
come
in
and
sign
it
had.
B
We
approved
it
tonight
so
now,
if
we
want
to
change
that,
that's
now
the
lace
of
two
weeks,
but
I
want
to
get
to
the
point
where
we're
going
to
bring
it
up
in
two
weeks,
the
very
next
day
he
comes
into
the
signed
it
so
I'm
gonna
bring
you
the
final
agreement.
I
don't
want
to
have
discussions
and
then
they're
laid
even
further,
because
now
we're
going
to
talk
about
that
and
I'm
going
to
bring
him
an
amended,
amended
agree.
B
So,
with
your
permission,
I'd
like
to
go
through
these
I
think
I
can
hopefully
address
17.
Every
concern
that
you
may
have
on
your
symbol
that
are
already
covered
in
our
agreement
with
some
explanation.
I
do
depend
on
that,
but
I'll
go
through
this
within
and
add
a
few
little
things
that
are
not
covered
as
long
as
you
permit
me
to
do
so
in
the
negotiation
process.
In
that
way,
you'll
have
a
new.
H
The
question
and
being
employed
by
another
employer
without
prior
authorization
of
the
City
Council
gage
I
thought
we
made
it
clear
that
we
did
not
want
you
to
have
other
acquaintances,
so
that's
with
or
without
City
Council
approve
other
planet.
B
It's
not
going
to
be
the
representative
attorney
for
those
cases,
but
what
permission
from
the
counsel
he
has
to
be
able
to
still
stay
in
contact
with
Monroe
County
and
advise
on
those
particular
issues,
not
as
the
representative
of
those
cases,
but
it
leads
the
opportunity
for
him
to
be
able
to
advise
and
that's
why
it
requires
permission
from
the
counsel
on
any
other
matters.
Also,
the
deals
with
pro
bono
work.
B
If
he
wants
to
do
pro
bono
work,
he
can
do
that
with
the
permission
of
the
counsel
that
wouldn't
be
covered
and
he
represents
other
people
via
problema.
No,
we
might,
as
a
council,
wants
to
encourage
that
there's
particular
issues
that
he
could
handle
in
his
day-to-day
that
we
to
do
further
and
also
gives
them
the
opportunity
to
proclaim
their
work.
So
that's
why
that
language
is
in
there
but
authorised
by
the
council's.
A
C
To
do
said,
this
is
one
hey
mr.
nibbles
next
council
meetings
in
three
weeks,
so
I
mean
it
will
be
pushed
up
two
weeks
right
before
only
two
weeks
before
the
21st.
So
that's
going
to
be
a
tight
schedule
in
order
to
avoid
a
meeting
for
all
of
us,
I
mean
I
feel
comfortable
with
you.
Taking
these
into
consideration
and
incorporating
we
got
separated.
Okay,
so
we've
got
a
mess
on
the.
A
B
G
That
we
approve
a
budget
adjustment
of
seventy
four
thousand
six
hundred
seventeen
dollars
for
the
urgent
work,
placement
of
to
field
training
luminaries.
What
systems,
indoor
and
outdoor
units
of
brings
you
crazy,
provided
under
chance
to
get
a
photo
by
physical
contact.

C
This
item
is
actually
going
to
cover
two
different
insurance
coverages
for
the
city,
the
first
one
that
you're
reading
the
ocean-
honest
property,
liability,
insurance,
Miss
Anna,
use
our
HR
directors
here.
If
you
have
any
questions
about
what
that
covers,
and
that
will
also
be
followed
by
our
workers,
comp
insurance.
N

C
A
G
Think
that
we
approve
a
commercial
lease
agreement
with
the
Department
of
the
Navy
naval
facilities
engineering
command
southeast,
as
described
in
the
memorandum
from
the
property
and
procurement
officer
dated
September
6
2010.
Imagine
a
second
mr.
Pappas,
not
much
necessarily
like
the
back.
This
is
for
a
communication
system
on
top
of
our
water
tank.
A
C
A
G
C
M
My
name
is
paramount
city
engineer
yeah.
Basically,
this
project
was
laid
out
several
years
ago,
but
the
businesses
came
in
way
over
budget
by
a
couple
million
dollars,
so
we
re-evaluated
it
and
this
project.
We
actually
included
three
options:
the
original
project,
just
like
the
sheet
pile
design,
experiment
over
budgets.
On
this
option,
we
included
a
precast,
concrete
box
cover
for
the
base
bed.
We
put
india
steel
sheet,
pile
as
a
holiday,
they
and
then
the
audio
at
the
was
the
imported
nice
concrete
box
covers,
and
so
we
we
have
fitted
out.
M
We
recieved
prices
on
all
trailer
and
the
least
expensive
alternative.
What
the
alternate
day,
which
was
nice
8
by
7
foot
box
culverts
these
these
pipes
are
in
the
ditch.
You
know
where
JTP
and
the
target
shopping
center
is
there's
a
there's,
a
ditch
that
takes
to
drain
it
from
all
the
way
from
Osceola
Avenue
down,
3
Riptide
paradise
we're
not
not
good
time
that
ocean
tank
in
Paradise
Keegan's
undertake
TP,
and
so
this
this
is
the
only
piece
of
the
the
area.
M
Q
The
you
are
correct,
the
discharge
that
leaves
the
system
and
leave
the
stilling
Basin
behind
here
one
and
it
will
market
it
does
go
through
and
open
those
two
communities.
That's
a
future
project
to
do
the
downstream
maintenance.
That
would
require
some
level
of
analysis
and
design
we're
not
there
yet,
whereas
this
projects
design,
it's
already
been
proposed
option
and
now
we're
coming
back
with
a
more
cost-effective
option.
So
we
can
probably
go
ahead
and
do
this
section
now
right
so,
but.
O
Q
Q
Q
If
you'll
remember,
we
passed
in
a
local
agreement
or
we
got
it
modified
with
the
county
that
allows
us
to
spend
money
for
stormwater
outside
of
the
district
as
soon
as
you
leave
that
stilling
Basin
is
back
behind
the
Hampton
Inn
and
the
whiskey
tax,
another
look
or
the
westerly
most
tenant
running,
leave
the
district.
So
that's
really
a
separate
project
and
right
now
any
of
this
work
we're
doing
up
three
more
effectively
the
downstream
discharge.
Okay,
so
that
this
is.
Q
D
H
Is
just
a
general
question
for
Marty
and
Public
Works
in
general,
after
listening
to
miss
Brown?
Is
there
a
way
that
the
city
can
just
keep
it
updated
like
every
week
where
it's
at
with
the
different
projects?
So
this
would
be
one
project,
and
then
we
found
that
the
drainage
on
13th
could
be
another
just
so
people
who
can
be
in
progress
where
it's
not
like
how
much
longer
things
are
falling
behind
I,
don't
know
if
you
produce
regular
weekly
reports
of
idly
weekly
reports
for
the
city
manager.
C
Know
I
had
a
lot
of
research
on
this
project
when
I
was
on
the
CRA,
and
it
was
pretty
obvious
to
me
little
Jerry
that
was
very
over
design
of
the
sheet
pile
and
then,
when
they
came
in
over
two
million
above
the
engineer's
estimate,
it
was
still
trying
to
pass
and
I
had
to
fight
like
heck.
To
get
this
turned
down
and
I
I
mean
I
like
to
see
I
like
the
price
you
came
in
very
save
the
city.
I
mean
the
CRT
over
$3,000,000.
O
And
this
dispels
the
month,
Georgie
has
an
accent,
and
it's
something
I've
been
talking
about
for
a
few
years,
as
well
as
the
actual
contracts
that
we
help
with
these
I'd
say:
construction
companies
and
the
whole
thing
with
damages.
We
max
it
when
we
put
it
on
the
project
on
12th
Avenue,
so
we
all
need
hear
that
the
time
scale
here
this
was
unrealistic
and
I.
M
M
And
the
answer,
your
second
question:
most
of
our
projects
are
our
standard
languages.
$500
a
day
liquidated
damages
one
of
the
issues
to
do
this
for
a
nap
time.
The
issue
is,
if
you
put
a
very
high
or
higher
liquidity
damages
in
there.
The
concept
is
going
to
include
that
hugging,
this
big
price,
with
new
places.
D
M
O
D
O
Can't
keep
that
timeframe
and
I'm
not
talking
about
baby
for
you
today,
so
a
couple
of
weeks
if
they
will
wait
on
it
like
Sam's
banishment,
we
weren't
also
on
the
put
I
believe
one
of
your
some
of
these
employees,
nan
they're,
actually
supervised
the
jobs
it
was
listed,
cost
the
taxpayer.
You
know
words
that
called
off
happen
work.
O
O
M
O
This
I
think
the
contractors
are
taking
advantage
and
then
some
regard,
because
these
look
at
the
city's
workers
at
breakfast
of
cannot
grab
butter
in
there
I've
seen
all
the
jobs
and
what
can
I
say?
That's
not
only
had
this
four
foot
five
hundred
a
day,
they
might
do
that,
but
yeah
just
maybe
get
your
discuss
these
contracts
and
ideas.
C
Three
freezes
yeah
with
what
Keith
is
saying
that
there
are
synonyms
a
can,
be
built
into
contract
and
I.
Think
once
we
have
our
construction
contracts
for
the
city
are
sorely
lacking
and
I.
Think
our
new
attorney
will
take
a
closer
look
at
those
damages.
You
can
have
them
in
the
contract
that
if
the
city
Jesus
never
do
enforce
them,
then
it
becomes.
We
try
to
look
for
some
now.
Contract
you're
gonna
get
well
you've.
Never
done
before.
C
Good
luck
in
that
we
need
to
have
creep
in
meetings
for
everything
that
we
need
to
have
the
reset
with
these
contractors,
letting
know
that
we
absolutely
are
going
to
enforce
these
or
our
contracts
and
my
never
before
they
build
the
jobs
that
we're
going
to
reset
and
be
able
to
do
it.
But
I
think
this
Brown
would
agree
that
if
we
have
as
soon
as
those
in
this
contract
and
tight
control
of
the
contract
time,
that
I
think
it's
a
benefit
to
the
to
the
community.
C
A
N
We're
talking
contracts
I,
just
wanna,
throw
my
two
cents
in
because
some
of
these
other
projects
that
we're
going
to
be
a
career,
ender
all
affecting
neighborhoods.
This
link,
maybe
is
not
right
in
someone's
front
yard
like
it
is
with
Miss
Brown,
but
I
think
we
need
to
make
sure
we
have
some
things
in
place
with
our
contracts
to
make
sure
that.
E
A
G
Knew
that
we
awarded
number
18
19
15
off-site
12
inch
left
header
for
water
treatment,
plant
number
one
and
well
number
16
and
six
inch
water
main
replacements.
You
detention,
Group,
Incorporated,
GBA,
Baldwin's,
faulty
plumbing,
as
described
in
William
Randolph
Republic
from
the
public
nurse
city
engineer,
dated
August
22nd,
st.
anamosa.
C
E
E
D
G
A
C
City
has
a
need
for
our
contractual
landscape
services
throughout
the
city
to
maintain
a
lot
of
our
properties
and
sites.
This
has
been
put
together
by
the
public
works
department
is
broken
down
into
three
zones,
as
is
explained
in
the
memo,
they
are
looking
to
award
two
of
those
sections
to
one
contractor
and
a
third
to
another
again.
Public
Works
is
here
to.
G
C
H
M
H
R
Certainly
many
titles
round
of
we
should
patron
plan
to
the
supervisor.
Last
time
we
had
this,
certain
landscape
companies
show
us
what
they
wanted
to
do.
They
will
come
by
and
look
at
the
plan
and
they
want
to
do
that.
So
it's
really
a
case
of
pikachu's.
What
you
want
to
do
before
we
have
taught
the
tough
elusive
purchase
about
trying
to
get
one
set,
your
landscaping
company,
all
the
cities,
to
add
it
all
together,
so
that
one
company
will
have
that
whole
entire
thing.
R
It
won't
be
this
kind
of
thing
on
point,
so
that
was
the
main
thing
of
most
it's
a
big
piece
bill,
so
the
one
that
did
it
for
us,
I
think
was
quite
view,
which
is
the
same
coming
at
be
the
last
time
in
the
last
landscaping
contract
services.
So
what
happened?
They
were
the
third
bidder
for
love,
HCP
plan
and
we
had
like
six
or
seven
other
bidders
that
be
a
lot
higher.
R
O
O
I've
noticed
that
some
of
these
last
eight
companies
aren't
you
know
good
job
and
I
think
if
they
have
a
bigger
contract
that
more
to
lose,
then
it's
gonna
benefit
us,
because
without
accountability,
then
we
are
only
dealing
with
one
person,
and
you
know
it's
I
wonder
why
we
have
so
many
different
landscape
companies
doing
different
things
in
the
city.
I
agree
with.
You
I
think
that
we
should
look
on
a
holistic
way
and
give
them
idea
for
all
services,
but
is
there
any
way
that
we
can
I
know
this
avatar
of
this
contract?
O
R
Researchers,
look
into
that
and
the
contract
I
know
again
one
of
the
biggest
problems
with
all
the
landscape
contractors.
This
one
is
the
guys
that
he
can
work.
A
lot
of
these
guys
are
ex-cons
or
maybe
on
throws
away
the
next
thing.
That's
the
big
scope
is
a
lot
of
the
the
workers.
Comp
insurance
is
very
expensive,
so
a
lot
of
these
companies.
R
The
reason
why
they
won't
be
able
in
these
contracts
is
because
we're
requiring
to
have
that
workman's
comp
contract
in
there
and
to
cover
any
of
the
employees
that
make
parentheses
on
our
profits.
So
a
lot
of
reason
is
why
they
don't
they
don't
want
to
do
that?
That's
what
happened
with
the
last.
You
know
the
the
the
contract,
the
insurance
was
just
too
much
more.
He
could
afford
so
they.
He
just
said.
A
We
had
to
terminate
contract
I
think
my
two
cents
would
be
based
on
my
own
experience
in
my
industry.
There's
certainly
on
a
capital
expectation
that
your
input
into
these
projects
and
allocate
better
over
five
meters
of
the
contract,
and
you
know
to
go
through
this
long
process-
has
been
set
up
as
soon
as
yes.
G
Yes,
one
city
I
think
that
we
award
the
number
18
19
17
4th
Street
cells
for
other
improvements
to
Kirby,
Development,
Inc
or
construction
services
and
authorized
construction
administration
services
with
the
project.
Design
firm,
apply
technology
and
management
inc,
as
described
in
the
memorandum
from
the
public
works
project.
Engineer
dated
august
30
2019.
Second,.
G
N
K
That
is
our
has
to
do
this.
Yes,
I
can
walk
these
here
yeah.
Why
I'm
seeing
a
kind
of
came
into
this
project
right
Stan
uses
to
facilitate
maintenance
of
that
portion
of
the
store
of
the
great
system.
It's
currently
dipped
an
open,
ditch.
It
gets
a
lot
of
growth.
It
gets
a
lot
of
trash
in
it
requires
cleaning
and
also
occasionally
every
so
many
years
needs
to
be.
You
know
so
sudden
that
removed
dug
out
and
it's
adjacent
to
home
and
private
property
as
I
guess
a
couple
palm
trees
in
it.
K
Project
is
to
remove
that
ditch
and
close
it
in
with
a
water
pipe,
and
so
now
we'll
just
be
surface
service
level
straight.
You
know
grass
and
then
our
David
Gowan
armored
cars
forces
city
forces
will
put
the
appropriate
traffic
barriers
out
once
the
projects
complete
he
wanted
to
see.
What
is
you
know
have
looked
after
the
police.
Are
we
didn't
work
ended
in
the
process?
So
that's
what
will
be
the
type
of
a
dead
end
portion
of
that
southern
part
of
Moore
Street
south?
So
it's
just
to
to
prevent
our.
K
You
know
our
city
forces
from
having
to
perform
constant
maintenance
on
that
open,
ditch
and
you
know
cleaning
on
that.
Engine
erosion
is
dealing
with
that
the
trees
I'm
guessing
are
now.
One
of
the
trees
is
leaning
on
also
that
one
up
now
and
I
think
some
conservative
be
as
close
as
opposed
to.
You
know
the
property
yard
in
the
house
and
their
crosses
over
property
or
gets
their
private
properties.
N
K
N
K
We're
really
fortunate
I
think
in
this
project
we've
got
a
really
good
working
area
from
the
dead
end
of
that
roadway,
and
the
majority
of
any
heavy
work
will
be
done
from
the
the
east
side.
Of
that
ditch,
and
there
is
you
know,
10
15,
20
B,
at
least
from
the
house.
They
will
be
working
with
any
really
equipment
on
that
in
any
small
equipment
may
be
able
over
there.
But
any
luck,
one
on
the
east
side
of
the
ditch.
We
feel
like
there's
a
pretty
good
clip
for
one.
N
K
H
K
Because
they
will
be
almost
certainly
Jam
is
you
know
great
equipment
on
the
sidewalk
work
or
this
project
to
certain
place
that
section
of
sidewalk?
At
this
time
we
are
not
doing
anything
with
the
ditch
the
east-west
running
gets
on
the
north
side
of
16.
We
are
putting
a
new
structure
where
that
ditch
now
the
north-south
dish
that
we're
closing,
where
that.
L
K
M
K
And
a
nice
section
of
new
reinforced
concrete
pipe
out
of
that
structure
towards
CBS
in
that
ditch,
but
at
this
time
believe
we
really
do
want
to
look
at
whether
or
not
we
should
close.
That
is
what
we
should
do
about
this.
There
is
a
sanitary
sewer
at
worst
link
that
crosses
that
ditch.
You
can
see
it
a
surface
crossing
there.
Actually
some.
K
L
K
B
H
Broken
up
just
because
it
oh
there's
a
lot
of
reasons,
but
by
covering
that
you
kind
of
help
the
meeting
a
little
bit
more
safety
wise
just
because
you
have
a
lot
of
people
with
the
East
Village
and
then
you
have
the
bikes
because
nobody
actually
wants
to
ride
on
16
and
they're
all
trying
to
get
there
when
you
get
to
that
point,
everybody
just
kind
of
stops
and
stares
at
each
other.
This
is
just
to
ditch.
K
Recently,
with
budget
process,
you
know
a
couple
of
years
we're
looking
at
doing
a
larger,
an
update
for
our
master
plan
and,
as
part
of
that
suspect,
we
will
also
be
looking
at
the
ditch
on
these
southside
of
16th
and
then
some
property
that
we
have
back
there
and
I
guess
some
locally
owned
property.
So.
E
O
That's
three
years
ago,
I
reckon
the
reason
people
don't
want
to
write
a
sext
and
is
because
there's
crazy
people
at
first
everyone
on
this.
But
this
goes
back
to
the
general
but
I'd
say
contractors.
Can
you
explain
why
we
put
parameters
on
there
as
to
start
and
finish
things
because
I
don't
see
one
here?
What
we
put
we.
K
Put
time
periods
like
how
long
will
we
expect
the
job
to
take?
This
was
sixty
days
started.
Wasn't
in
here
it's
in
this
one,
though
we
gave
them
60
days
and
I
was
communicating
in
the
temp
it
forms
when
they've
been
on
it
so
they're,
aware
of
that,
but
that
is
60
days
from
once.
We
issued
to
Notice
to
Proceed,
which
we
will
do
hopefully
following
approval
from
the
council
in
it
will
get
some
other
documents
for
them,
and
I
haven't
read
that
meeting
unless
you
beyond
those
to
proceed
so.
O
P
C
K
Do
kind
of
go
back
and
forth
with
our
consulting
design
engineers
they're
very
concerned
a
lot
of
times
to
verify
that
okay,
you're,
saying
180
days
that
you
know
we
are
you
is
that
realistic
to
you?
So
we
try
to
get
some
industry
feedback
on
that.
Sometimes
I
feel
that
we
are.
They
think
what
happens
sometimes
is
jobs
that
have
a
lot
more
different
utilities
involved.
Obviously
this
was
quite
a
project
of
the
penny.
Hasn't
I,
don't
know
how
that
timeframe
was
determined,
but
you
know.
L
K
D
O
K
Certainly,
on
our
way,
we
can
start
to
make
sure
if
we
work
very
closely
with
our
consultants
and
within
within
Public
Works
kind
of
look
at
similar
projects
and
just
keep
going
back
and
see
right.
It's
not
only
that
crisis
where
we
know
you
know
over
years
the
construction
cost
goes
up
and
down.
You
would
hope
that
you
can
get
a
really
good
idea
of
timeframes,
expect
the
construction
for
certain
types
of
work,
so
they're
cool
they
serve.
You
stay.
D
G
D
D
O
D
F
E
C
F
Counsel
that
we
have
started
at
injury,
they
talked
about
selected
licensing.
It
was
offered
up
that
we
wanted
list
in
dollars
for
each
additional
property
on
collective
license.
Free
licensing
scheme
in
the
research
that
we
found,
Miss
Ireland
down,
that
many
of
them
have
started
very
low,
was
finding
that
that
was
not
covering
the
expenses
or
entering
the
program,
which
is
our
goal,
just
the
cost
of
things.
F
We
looked
at
at
what
the
middle
ground
of
that
was,
and
playing
and
I
agree.
The
350
is
probably
a
good
place
to
start
and
they
still
not
cover
all
the
cost
of
implementing
the
program
would
have
better
place
in
150.
So
that's
where
direction
deliberation,
and
certainly
thank
you.
Man,
we've
got
the.
T
I
just
wanted
to
state.
You
know
this
change
in
the
audience.
I
have
an
ex-wife
or
operators,
whether
absolutely
yes,
if
you
have
750
percent
increase
on
my
units
person
that
you
didn't
before,
because
you
collect
license
and
hundred
fifty
dollars,
plus
$10
per
additional
year
at
40
units,
maybe
a
hundred
eighty
dollars
and
now
I'm
gonna
have
to
pay
for
$200,
so
I'm,
just
it's
company
at
the
eleventh
hour
after
months
and
months
and
months
of
City
Council
meetings
workshops
decommissioning,
all
this
stuff,
hashing
it
out
now
the
other.
T
T
I
I
That's
a
discount
over
90
percent
compared
to
a
single
registration,
and
that
seems
to
favor
strongly
favored
investors
who
might
own
multiple
properties
in
the
in
the
city
as
opposed
to
single
individual,
who
may
have
just
as
one
second
home
that
they
own
here
and
I.
Wonder
about
that.
What
the
motivation
of
what,
how
that
would
contribute
to
the
to
the
city?
Ordinance,
the
short-term
rental
ordinance
$10,
a.
L
I
Perhaps
this
is
already
a
video
me
hope,
you
deed
since
you're
reconsidering
that
but
$10
per
unit
doesn't
begin
to
cover
the
city's
cost
for
enforcement
or
inspection
the
units
listed
on
the
collective
registration.
The
rules
are
very
loose
as
well.
They
may
have
the
unit's,
don't
need
to
have
any
relationship
to
one
another.
They
can
be
in
separate
developments
by
separate
people
in
separate
parts
of
the
city.
I
A
D
I
These
properties
are
individually
or
collectively
so
I
support
charging
a
fixed
cost
for
each
unit,
regardless
of
how
many
units
are
collectively
or
individually
registered.
I
also
think
that
these
structuring
that
you
go
with
the
discount
such
a
discount,
virtually
essentially
no
virtually
no
fee
for
collective
registrations,
opens
the
door
wide
for
companies
to
come
in
as
licensed
agents
and
monitor
eyes.
These
registration
process.
D
O
A
D
P
Good
evening,
Janelle
Wilson,
2014,
South,
Ocean,
Club
project
at
speech
and
also
under
all
south
Realty
at
South,
Jax,
beach
and
I,
didn't
know
how
to
put
your
beretta
concert
together
so
I
apologize
for
that
I
agree
with
what
Aaron
had
to
say,
because
we've
been
basing
on
with
this.
Only
information
we
had
acquired,
which
was
the
lower
amount
on
the
fees
and
I
just
found
out
play,
and
all
of
this
was
maybe
changed.
A
lot
of
people
do
not
know
about
this
change
so
as
11th
hour.
P
Change
of
these
structure
is
a
huge
increase
and
that
these
that
were
proposed
on
that
we
had
a
fire.
Also,
it's
effectively
doing
away
with
the
collected
licensing
thing.
If
everybody's
paying
the
same
amount
of
money,
you
know
the
saying
every
property
is
the
same,
then
mister
the
purpose
of
having
a
collective
license,
because
either
they
have
to
apply
for
each
one
separately.
Basically,
so
I
think
this
is
a.
We
can
always
increase
the
fees
later.
P
P
Also,
this
is
one
of
the
highest
fees
of
registration,
the
city
of
Jackson,
to
have
an
extensive
research,
but
just
a
slice.
There
was
all
the
other
licenses,
but
I
haven't
see.
None
of
the
fees
are
the
side,
so
I
think
it
is
quite
high
and
it's
a
kind
of
a
community
thing,
so
I
would
encourage
you
to.
Please
go
back
to
the
original
proposal
that
we
had
less.
H
Thank
you,
man,
I
understand
both
sides
of
the
argument.
I
do
think
that
the
original
fees
can
be
adjusted.
I
think
the
new
of
these
are
VIP
hi
kinda
quickly.
Remember
our
goal
for
having
these.
These
is
to
get
short-term
rentals
registered
and
having
those
fees
as
high
as
they
are
right
off
the
bat.
That's
a
disincentive
to
to
go
through
the
process
and
register
that
if
the
goal
is
to
have
a
registered
IP
ep's
lower
the
collective
short-term
rental
registration
fee,
I
agree
with
that
I
fancy
raising
the
$10
fee
of
$50
technologists.
H
It
just
keeps
the
numbers
happy.
Eight
zeros
and
fives
is
one
of
these.
It's
just
it's
it's
a
much
prettier
picture.
When
you
look
at
numbers
and
I,
don't
expect
us
to
cover
our
costs.
In
the
first
year,
there's
gonna
be
a
couple
things
you're
going
to
be
very
offsetting.
In
the
first
year,
the
first
one
is
you're
going
to
have
all
of
these
registrations,
and
so
you
just
going
to
have
that
much
more
personnel
costs
in
the
first
year
versus
all
of
the
additional
years
in
the
future
and
I
was
right.
H
It's
very
hard
to
reduce
the
fees
so
I
would
we
could
adjust
the
fees.
I
will
not
adjust
them
anywhere
near
what
these
recommendation
recommends.
The
adjustments
are
and
I
would
suggest
that
to
be
per
unit
from
10
to
50
again,
just
keep
the
ones
the
eyes
happy,
but
the
the
it
just
it
makes
more
sense
because
our
goal
is
to
get
the
register.
H
The
first
thing
is
to
figure
out
where
they
all
are,
and
once
you
get
them
registered,
then
we
can
said
and
share
that
information
with
entities
such
as
default
county
property
appraiser
to
make
sure
these
conferees
are
calling
7
you'll
also
get
a
percentage
in
revenue
in
tax
revenue.
It
doesn't
go
straight
to
this.
We
get
a
certain
percentage,
we
sell
contantly
from
the
county,
but
those
our
other
funds
are
coming
in.
That
would
be
calculating
based
off
of
these
fees.
O
O
Q
Where
we
don't
have
that
unit
cost
per
application
for
processing,
however,
there
will
be
administrative
time
just
front
counters
or
will
be
consultation
time
at
the
counter,
followed
by
staff
time
and
data
entry,
followed
by
a
fire
marshal
and
potentially
one
of
my
staff's
inspection.
You
take
it
out
of
the
race
or
any
one
of
our
people.
You
know,
$10
is
taken
out
of
the
car.
Q
Actually
that
working
knowledge
of
the
actual
fee,
that's
why
we
reached
out
to
adjacent
communities
and
I
never
did
is
I
thought
that
says
it
did
that
research
on
that.
But
that's
why
we
basically
tried
to
find
a
middle
ground
with
week.
One
adjacent
commuters
were
charging
and
the
like
it
or
not.
She
did
expense.
M
Q
O
Q
O
But
you
know:
free
enterprise
is
one
thing
like
Steve.
Do
percent
I?
Don't
think
that
the
taxpayers
needs
subsidize
private
business.
What
you
would
agree
with
district.
We
need
to
make
a
fire
and
equitable
so
I'm,
trying
to
just
get
a
grasp
as
the
walk.
The
tree
costs
with
me
and
you're,
saying
that
we
don't
have
that
which.
O
O
E
O
P
Q
Q
O
Q
Is
as
if
we're
going
up
up
is
it
will
be
brought
to
you
after
these
ending
these
or
are
the
word
surrenders
and
getting
approved?
We
will
contract
with
an
outside
professional
services
firm
to
basically
do
the
initial
identification
and
the
sons
of
and
compliances.
We
can't
do
that
in-house
and
that's
got
a
dollar
value
itself,
which
yell
about
trying
to
prove
that
contract
that
the
company
would
want
to
deal
with
the
sets
compliance
and
discussions
with
the
right
now
it
was
May
and
I
discussed
it
with
him
or
talked
to
later.
O
Q
That's
why
we're
using
this
outside
firm
to
identify
and
they've
had
a
very
good
track
record
it.
It's
logarithmic
the
programs
that
used
to
search
at
least
the
queries
they
do
on
the
major
switch
on
rental
and
that
works
in
platforms.
They're,
honest
all
the
time
who
get
a
fresh
data
cut
all
the
time
of
new
businesses
whose
advertising
what
they're
advertising
so.
O
Q
Got
a
really
good
idea
it
back
for
that.
Why
do
you
want
to
go
to
the
hundreds
into
it?
Thank
you,
but
it
fits
five
to
six
hundred
that
we've
identified
first
off,
we'll
have
to
make
it
cut
as
to
which
one's
apply
this
registration
program,
because
if
it's
a
certain
type
of
structure,
a
certain
zoning
district
aiming
I
have
to
register,
but
of
that
group
to
identify
those
and
to
give
us
the
data
for
that
there.
The
cost
is
just
under
twenty
five
thousand
dollars
and.
C
Q
C
Like
she
stated
I'm,
never
a
big
fan
of
the
collective
registration
just
because
it
kind
of
separates
people
that
are
doing.
This
is
a
walk
around
the
property
and
stuff
from
businesses
coming
out
to
do
it
and
it
kind
of
made
it
kind
of
in
that
was
analysis,
or
this
kind
of
thing
just
really
just
assume
get
rid
of
that
and
just
safety
pillow
for
everybody
on
our
$50
to
start
off
with,
and
you
know
with
that,
with
500
500
pounds-
that's
$75,000
a
year.
N
There
your
comment
about
his
compliance
and
the
potential
number
of
properties
that
we
have.
You
know
you
say
five
hundred
but
I,
know
I've
done
some
research
not
like
what
this
compliance
does.
But
you
know
I've
found
you
know,
I
go
to
be
our
viewer
Airbnb
and
there's
several
places
that
are
not
whole
properties,
they're,
just
renting
a
part
of
their
property,
so
I
mean
what
would
you
best
guess
the?
What
would
it
be
for
our
property?
How.
Q
Many
of
those
do
you
think
I
wouldn't
venture
to
guess.
At
this
point
number
one
number
two,
the
number
social
compliance
has
given
us
right
now
is
really
just
an
indicator
of
the
potential
market
that
we
have
in
the
city.
They
haven't
done
exhaustive
research
and
they
won't
tell
they're
under
contract,
but.
N
H
Thank
you,
everybody,
it's
the
same
one
and
there's
no
more
collective
I
would
say,
don't
put
it
above
151
place.
The
original
one
thing
I
think
that
it's
getting
this
year,
nitrogen
stress
this
before
the
first
year,
the
cost
of
money
much
higher
than
any
of
the
additional
years
in
the
additional
years.
We
don't
have
for
a
lot
of
those
annual
renewals,
there's
no
profits
going
to
them
because
we're
not
doing
new
inspections.
So
we
have
to
do
another
rolling
scale
up
to
five.
H
How
long
you
want
this
holding
scale
to
be
to
make
sure
there's
a
cost
to
being
covered?
Well,
we
cannot
judge
it
on
the
first
year
again,
I
reiterate
this
enough:
we
eat
the
East
low
to
get
everybody
on
board,
get
them
registered.
We
can
adjust
it
in
the
future.
That's
where
the
cost
you're
going
to
be
upfront,
but
you
might
we'll
continue
to
keep
coming
in
into
the
future
because
of
those
annual
registrations
without
the
additional
people
were
missing.
B
B
Based
on
discussion
and
I
am
on
board,
with
the
one
flat
fee,
$150
I
think
is
appropriate
and
based
on
everybody's
commentary,
that
I
would
lean
toward
in
a
year
for
a
review
as
far
as
a
reduced
renewal
fee.
Unless
we
have
a
gauge
on
what
did
this
is
costing
in
the
amount
of
time
and
the
compliance
that
we
get
is.
If
we
get
significant
compliance,
then
we
don't
need
$150
for
a
renewal
and
I.
B
Don't
think
no
renewal
is
necessary
at
this
point
just
making
$150
and
then
we're
do
going
forward
as
an
incentive
for
those
that
apply.
Then
we
can
adjust
that
renewal
rate
based
on
what
our
needs
as
far
as
the
actual
cost
to
the
city
and
adjust
accordingly
to
benefit
those
compliance
of
the
orders.
So
I
would
say
one
good
day
across
the
board
to
start,
and
then
we
revisit
this
in,
let's
say
a
year.
G
Any
agree
that
mr.
Bandhu
encouraging
monetary
compliance
sounds
like
grow
on
the
same,
he
dispersed
reducing
that
the
fee
or
keeping
this
V,
as
originally
proposed.
I
would
say-
and
I've
said
this
before.
We
need
to
do
a
really
streamlining
the
register
registration
project
on
them
so
that
it
by
providing
corrective
information,
so
it
does
have
as
little
impact
on
the
clerk's
office,
especially
in
the
first
year
as
it
possibly
can.
When
you
have
occupational
license
in
madam
Clerk,
you
said
that
was
$79
a
year.
It's
ending
9:20
during
that.
G
Is
part
of
this
plan,
then
my
arrest
math,
that's
a
significant
impact
on
the
income
to
the
occupational
licenses
of
the
city,
which
would
especially
in
that
first
year,
I
think
the
when
thought
to
that
determine
so
I
eat
in
terms
of
I.
Think
we
already
knew
all
along
that
this
assists
in
the
first
year
is
going
to
be
a
negative
impact
us
as
far
as
the
cost
I
think,
once
we
can
get
everybody
on
board
and
everybody
run
in
the
same
direction.
It
hopefully
in
a
perfect
world
would
smooth
out
I
like.
G
G
They
are
likely
going
to
be
easier
customers
to
work
with
because
they're
better,
knowing
what
they're
doing
already
they're
going
to
have
worked
through
the
process
already
many
times
and
I
think
they're.
Also
when
you
deal
with
a
professional
office
that
is
doing
this
all
the
time,
there's
going
to
be
some
delay
in
accessibility
and
I'm.
Just
speculating
on
that.
That's
why
I
like
the
collective
registration?
G
G
A
H
O
O
E
N
Her
all
of
her
properties
were
paid
by
that
one
lightning
speed,
so
with
that
70
million
dollars
that
she
paid
yes
ma'am,
so
we're
not
really
looking
at
39
or
40
thousand
dollars,
because
we
have
businesses
like
all
South
Realty
that
are
going
to
have
multiple
properties
under
now.
So
we
can't
really
expect
that
kind
of
windfall.
N
As
you
call
it
that
settlement
yeah,
then
it
was
going
to
be
something
but
I
just
wanted
to
clarify
that,
because
it's
not
just
individual
properties
that
we're
going
to
be
getting
money
right,
I,
I,
still
I
still
support
$150
per
per
unit
there.
The
initial
registration
I
think
are
you
talking
about?
Do
we
know
and
reservation
mr.
notice,
saying
154th
renewals.
B
C
B
Yeah
piggyback
on
what
was
mentioned,
I,
don't
think
we're
going
to
get
500
people
and
that's.
Why
I
make
the
motion
to
revisit
in
the
year
to
determine
the
renewal
fee
in
order
to
well,
then
we
can
accurately
determine
what
the
cost
is.
How
many
people
did
we
get
to
sign
up
and
we
are
only
and
when
you
look
at
the
registration
fee,
we'd
be
the
lowest,
so
you
can't
incentivize
it
people
any
more
than
the
150
and
we're
the
second
lowest
in
renewal
fee
compared
to
everybody
else
on
the
list.
B
I
just
and
I
just
think,
don't
think
it's
unreasonable
to
at
least
evaluate
it
in
a
year
that
were
making
money
on
it
and
we
address
it
and
lower
it
to,
and
we
have
like
news
recording
right
now.
We
actually
have
numbers
that
utilize,
the
know
what
it
cost
us,
because
if
we're
spending
$25,000
a
year,
this
company
that's
going
to
eat
into
it
right
away.
So
as
a
point
over
the
same.
A
In
the
1-year
trial
period
and
especially
emotions,
you
know,
the
modifier
bus
would
include
one
years,
but
yes,
I
didn't
either
that
I
didn't
know
that
needed
to
be
in
my
budget.
So
yes,
150,
across-the-board
initial
and
renewal,
with
a
one-year
revisit
to
look
at
a
renewal
fee
rate
deserve
still.
Second
for
second,
we
got
a
motion
on
the
floor.
The
second
is
there
any
other
discussion
mr.
month.
Thank.
H
You
I
still
I,
don't
we
were
the
150
registration
and
the
long
50
renewal
of
the
year.
So
we
get
a
good
risk
facts
on
this,
but
I
don't
agree
that
it's
across
the
board
I
like
having
a
separate
collective
registration
cost
just
as
this
first
year
is
to
just
get
people
registered
after
that
we
can
start
looking
at
this.
So
I
I,
don't
agree
with
the
I
can't
support
the
motion
because
it's
getting
rid
of
the
collective
registration
I'm.
A
O
D
Q
Actually
and
again,
this
will
be
brought
to
Council
for
approval
at
that
contract.
It's
an
ala,
carte
menu
of
the
services
they
provide,
whatever
they
collect
for
us,
the
female
ours
is
based
on
the
number
of
units
they
do
it.
Based
on
that,
an
estimate
of
600,
they
came
up
with
an
initial
cost
estimate,
that's
just
under
$25,000.
If
it's
only
400
that
they
get,
it
will
be
significantly
less
than
$25,000
we're
picking
three
items
right
now.
One
is
the
24/7
hotline,
there's
one
thing
they
had
covered.
All
this
is
increased
code
enforcement.
Q
O
E
E
N
E
C
This
is
to
take
the
total
number
of
paid
holidays
for
the
city
employees
from
nine
to
ten
there's
a
matrix
attached.
That
shows
you
where
we
rank
in
comparison
to
all
the
surrounding
jurisdictions.
This
is
something
that
was
brought
up
to
the
council
when
everything's
several
months
ago.
The
reason
we
are
doing
this
by
ordinance
is
that
each
of
our
labor
agreements
references
adoption
by
ordinance.
They
are
paid
holidays.
So
by
going
with
this
person
this
procedure
once
it's
about
the
ordinance
that
will
automatically
be
effective
in
all
three
bargaining
unit
agreements-
mrs.
A

A
A
The
service
for
the
event
of
the
land
development
code
for
the
council
for
a
public
hearing
and
consideration
under
the
second
reading
under
the
laws
of
the
state
of
Florida,
an
ordinance
which
changes
the
actual
list
of
permitted,
conditional
or
prohibited
uses
within
a
zoning
category
or
which
otherwise
changes.
The
text
of
the
land
development
code
is
a
Kwanza
quasi-legislative
preceding
the
quasi-legislative
proceeding
means
that
the
governing
bodies
acting
in
this
rulemaking
capacity.
A
This
is
the
duty
of
the
council
to
arrive
at
sound
decisions
regarding
these
and
the
property
within
the
city.
This
includes
this
evening
reasons
I'm
sorry.
This
includes
it
singing
citizen
input
regarding
the
proposed
uses
within
a
zoning
category.
The
application
has
been
reviewed
by
staff
of
the
Planning
Commission
for
consistency
with
other
portions
of
the
land
development
code
and
the
Comprehensive
Plan
Council
may
hear
from
all
interested
parties
in
media
a
legislative
determination
of
an
amendment
to
the
text
of
the
land
development
code.
A
A
E
S
S
S
D
S
S
This
ordinance
is
all
about
the
rule,
but
we
don't
hit
this
past
and
might
be
up
to
the
state
to
make
it
like
short-term
rentals.
You
know
again
I'm
going
to
go
back.
What
is
your
vision
for
Jacksonville
Beach
is
if
our
families
are
suppose
both
bills
put
their
battle
roots,
you
know:
do
we
want
to
end
up
like
a
tow
to
Panama
City
Beach,
where
the
families
can't
afford
to
live
there
anymore
I'm
parking
once
then,
you
need
to
pay
attention
in
the
parking
of
the
ordinance
you're.
L
E
S
This
line
take
a
pencil
and
show
us
there's
a
parking
spots
on
either
the
number
of
agencies
I
see
if
the
score
you
divide
it
by
four
or
something
like
that,
it
should
at
the
parking
that's
available
on
the
property,
especially
when
they
are
high
density
to
places
and
whatever
I
say.
I
am
proud
of
the
City
Council
addressing
this
issue.
S
P
Janelle
Belson
2014,
south
oceanfront,
Jacksonville,
Beach
and
I
guess
I'm,
not
really
a
it's.
An
opposition
to
the
orbitals,
but
I
appreciate
the
changes
that
you
have
made
already.
There's
some
very
good
changes
that
I
made
there's
just
a
couple
of
other
things
are
a
few
a
lot
of
things.
I
think
of
email
on
that
are
concerning
one
is
the
definition
of
the
bedrooms.
P
A
lot
of
the
older
homes
have
a
bedroom
that's
accessed
through
another
bedroom,
so
that
almost
could
affect
them
and
also
the
definition
for
bedroom
is
not
counted
in
or
a
family
room
or
something
that
may
be
totally
separate.
And
if
you
have
children,
that
would
be
a
very
that
baby
was
sleeping.
So
that
needs
to
be
addressed
and
against.
The
major
one
is
on
the
max
occupancy.
P
I,
don't
have
a
problem
with
what
you
there
at
7:00
the
fact
that
what
does
inoculant
what
is
the
age
of
an
occupant
and
we're
still
having
to
learn
that
the
six-month-old
counted
as
a
document
or
if
the
bedroom
count,
because
usually
a
six-month-old
might
be
sleeping
in
the
same
vendors
to
parents.
So
I
think
that's
an
issue
that
needs
to
be
addressed.
P
Parking
I
do
make
some
corrections
from
added
I
mentioned
the
banning
of
parking
that
crosses
the
sidewalk,
a
lot
of
Lisa
properties
who
they
have
to
park
on
the
sidewalk
or
at
least
part
of
the
car,
and
some
of
the
only
places.
It
was
already
pointed
out
that
that
is
a
kind
of
an
ordinance
for
all
people,
not
just
for
the
short-term
rentals.
So
that
kind
of
answered
that
question.
Thank
you.
P
Inspections
can
be
difficulty
in
all
the
inspections
done
in
a
timely
manner.
If,
in
fact,
there
are
as
many
properties
this
spending
indicated,
which
I
doubt
there
is,
but
because
a
lot
of
authority
can
get
into
lace,
contents
of
things
and
then,
if
there's
a
violation,
30
days
may
not
be
enough
time
to.
You
know
to
correct
any
discrepancies
in
the
inspection
and
and
I
guess.
Another
major
issue
is
having
that
property
representative
be
available
to
be
at
the
property
within
two
hours
of
a
complainer
of
a
call.
P
T
Here's
a
wealth
there,
she's
gonna
record
over
I,
didn't
want
to
thank
you
guys
for
addressing
a
party
I
know
that
a
lot
of
that
was
a
blessing.
You
guys
killed
information
about
parking
in
the
city
trees.
A
lot
of
time
put
the
staff
to
address
that
for
me
and
I
do
a
little
packet
level,
their
property
so
appreciate
you
guys
doing
that.
I
have
some
questions
because
I'm
unclear
about
the
ordinance
that
was
included
the
packet
and
then
some
of
the
comments
that
are
in
the
memorandum.
T
The
city
attorney
had
reviews
and
was
in
case
I,
officially
request.
She
recommendation
your
parachutes,
all
the
waste
containment,
removing
the
language
regarding
suspension,
because
that's
actually
not
allowed
by
the
state
and
the
removing
limitation.
Twelve
months
on
the
existence,
vesting
and
I
don't
see
a
changes
in
the
organist
that
was
included
in
the
pack
that
I
now
notice,
I
think
there's
something
different
that
just
really
quickly
in
case
those
are
in
minutes
that
are
going
to
happen
tonight.
It's.
T
You'd
be
required
at
four
containers
for
property
and
anti-social
can
handle
that
I.
Call
that
they
say
to
is
what
you
can
have
an
interesting
contract
which
increases
the
cost
to
the
city
because
it
can't
be
passed
on
to
the
properties,
so
you
would
have
to
every
residential
property
in
the
state
in
the
city
actually
would
be
should
have
four
containers.
If
you
were
going
to
put
up
language,
we
should
be
lost
obviously,
and
then
it's
also
not
allowed
to
use
a
commercially
available.
35
gallon
trash
container
that
particular
lid.
T
That's
again,
Advanced
Disposal
only
because
of
their
containers
I
learned
that
what
they
decide,
five
gallons,
so
you
guys
are
wanting
to
do-
is
have
35
gallons
minimum
times.
We've
every
for
a
person
battle.
It's
only
95
gallon
trash
container.
Would
you
hundred
ninety
Allen's
of
you
had
to
versus
$140?
T
If
you
had
four
thirties
I,
don't
containers
and
those
saying
that
that's
it,
we
say
you
accomplish
the
same
volume
of
trash
capacity
by
just
having
the
tube
down
that
you
continues
and
you
can't
do
what's
actually
in
anyway
contractors
for
them,
but
part
on
the
the
other
revenues
from
the
city
attorney
by
over
the
county,
who
received
additional
guidance,
which
is
where
I
am.
Some
of
these
recommendations
come
from
there's
an
ad,
a
little
excerpt
from
one
of
their
council
meeting
initial
actually
from
the
court
providing
important
feedback.
T
Revisions
among
these
was
the
deletion
provisions
related
to
missus
initiative
certificates,
as
these
powers
are
reserved
to
the
state,
initially
the
recognition
that
any
investment
would
run
with
the
land
and
not
terminate
with
the
sale
of
property,
so
judicial
right.
So
given
if
I
have
a
county
that
said
that
that
you
can't
put
in
here
that
you're
gonna,
not
let
somebody
make
their
property
if
they
have
the
key
violations,
because
that's
up
to
the
state
I
was
from
Florida
courts
and
then
also
that
that
you
can't
there's
a
section
area.
T
T
A
D
Jennifer

14:10
Pinewood
attack
speech
just
give
me
some
of
my
handouts
that
are
copies
of
what
I
received
on
a
regular
basis.
I
have
one
round
property
in
the
city
of
Jackson
impeach,
and
this
is
an
example
of
what
I'm
trying
to
prove
to
you
is
that
this
is
a
100%
commercial
industry
being
performed
in
residential
neighborhoods,
which
is
only
allowed
in
Jacksonville
Beach
on
the
island.
D
Unfortunately,
unfortunately,
anyway,
you
want
to
flavor
the
kool-aid.
This
is
a
commercial
industry
and
the
residents
always
take
a
back
seat
to
to
come
up
with
economists,
and
we've
heard
it's
nothing.
We've
always
make
compromises
for
the
commercial
industries,
and
the
residents
are
left
holding
the
stick.
So
all
I
want
you
to
do
is
to
try
to
protect
the
residents
and
make
this
and
make
this
a
place
where
we
can
live
as
as
residents
without
being
this
disturbed
and
have
a
good
quality
of
life
and.
D
Unfortunately,
what
you
put
out
there
isn't
enough
really
to
to
put
many
restrictions
on
on
these
on
these
businesses
is
a
good
start
and
maybe
hopefully
tell
has
even
fall
suit
and
help
us
residents
and
one
one
thing.
I
wanna
point
out
to
you
is
the
fact
that
I
didn't
have
mentioned.
I
had
one
ground,
probably
it
is
long
long
term
the
people
that
are
in
for
ten
years
they
are
residents.
So,
even
though
it
is
the
business,
it's
not
a
commercial
business
like
the
hotel
business,
which
is
the
short
term
rental
business.
A
S
Thank
you.
My
name
is

Thank
you
guys.
Three
deliberating
of
those
many
hours
I
asked
you
tonight
that
we
make
some
legislation
here
that
is
enforceable,
that
we
can
stand
by
as
neighbors
and
residents
and
say
that
can
can
be
enforced
in
the
middle
of
the
night.
When
there's
a
call
made,
we
hate
for
any
owner
to
be
notified
and
tasks
that
show
up
in
two
hours.
S
A
In
that
case
closed
the
public
hearing

the
former

listened

of
any
ex
parte
communications
regarding
this
applications.
Next
parte
communication
of
person,
any
meetings
or
discussions
with
people
or
citizens
who
may
have
an
interest
in
this
decision
which
occurred
outside
the
public
hearing
process.
A
H
N
A
G
F
Thank
you
man
and
yes,
it
here
I
know
it
does
explain
what
is
in
the
ordinance
before
you,
because
we
had
fun
first
reading
and
network.
Second
training
is
only
what
was
retrieved
as
amended
exit
first
read,
which
included
maximum
occupancy
changes
permitting
subsections
regarding
the
building
that
placing
Maps
removing
reference
to
you
at
VA,
adding
language
requiring
property
owners
determined
and
published
whether
in
the
property
is
located
with
unlawful
sexual
interest.
F
F
F
But
it
was
arguable
in
my
discussions
with
mr.
B.
He
did
recommend
his
counsel
based
on
about
the
ability
and
the
ability
or
risk
there
of
litigation
that
would
remove
the
ability
to
suspend
a
license
based
on
that
feedback,
also
to
remove
the
limitation
for
12
months
on
existing
lists,
Lisa
green,
investing
again.
The
feedback
that
they
got
was
that
rel
agreements
in
to
introduce
you
properly
the
effective
date
of
any
ordinance
shall
be
considered
vested
and
remove
any
ability
for
us
to
live
action.
F
One
year
sure
to
remove
the
12-month
limit
on
vesting
of
existing
rental
agreements
in
the
plant
ordinance
and
provide
for
executed
copies
of
such
leases
to
be
attached
to
the
application.
This
would
remove
their
12-month
fluent.
This
would
allow
any
vested
any
contract
that
they
can
bring.
The
application
would
be
vested
and
it
removes
any
only
back
to
one
year.
This
was
because
there
was
a
concern
about
breach,
enforceability
of
contracts
or
interference
of
contracts,
which
is
unconstitutional
under
the
Florida
Constitution,
and
there
was
litigation
surrounding
that.
F
F
The
last
recommendation
is
to
establish
an
effective
date
for
the
ordinance
move
out.
This
would
allow
for
us
to
be
able
to
come
to
a
contract
with
those
compliances
we
talked
about
earlier,
so
planning
has
asked,
and
staff
has
asked
that
we
be
able
to
move
the
effective
date
from
its
existing
as
an
approved.
F
Initially,
we
set
up
total
14
I.
Think
bill
may
be
asking
now
for
us
to
move
this
out
to
November.
First,
based
on,
we
are
trying
to
work
through
it
find
references
compliance
we
just
have
not
been
able
to
get
one
get
me
back
on
which
we
means
we
may
need
to
go
out
for
works
and
close.
So
when
you
just
one
more
time
to
get
that
done,
and
so
we're
asking
for
an
effective
date
of
November
1,
if
we
do
that,
I
will
need
to
make
changes
to
other
portions
of
the
ordinance.
F
D
F
There
has
been
one
of
the
consideration:
that's
come
out
that
it's
not
a
year
when
I
just
kind
of
bring
it
up
now,
while
you're,
considering
all
the
amendment
is
to
add
into
34
for
11
to
require
providing
proof
of
the
short-term
vacation
room
is
current
and
active
account
with
Duloc.
You
need
tax
collector
for
the
purpose
of
collecting
and
remitting
first
development
taxes
and
other
taxes.
That's
required
all
what
this
does
is.
Currently
we
asked
for
Department
of
Revenue
and
we
asked
for
the
county
and
we
asked
for
D
detail.
F
Neither
of
those
entities
since
Duval
County
at
is
a
voluntary
compliance.
We
don't
have
agreements
with
there
being
each.
What
that
requires
initiative
to
bring
proof
that
they
actually
got
that
Bell
County
they
have
done
with
a
registration
asking
for
the
Department
of
Revenue
certificate,
won't
YouTube
the
church
development
tactics
that
we're
thinking,
because
that's
not
where
they're
paid
providing
proof
of
DVR
and
does
not
provide
the
first
at
your
requirement.
Adding
this
one
section
that
would
require
proof
of
active
account
with
ul
County
Tax
Collector.
A
Before
open
floor
for
discussion
of
questions
by
the
council,
please
be
reminded
that
decision
will
be
based
on
the
criteria
for
the
land
developer
to
staff's
reported
the
recommendation,
the
Planning,
Commission
and
publicly
put
it
all
here,
just
want
to
open
the
floor.
The
council
was
realized,
I
make.
A
A
N
Want
to
mention
to
the
amendment
that
that
ms
made
the
last
one
that
she
mentioned,
that
was
an
important
one,
because
when
I
did,
when
I
did
some
research
I
was
able
to
yes
there.
We
have
these
short-term
rentals
have
to
set
up
apply
to
the
Dougal
County
tax
collectors
like
this
and
that's
not
happening.
So
it's
important
that
we
include
this
in
the
list
of
things
that
were
requiring
so
I
appreciate
having
that.
Thank
you,
Thank
You
Man.
Anybody
else
have
a
comment
about
the.
A
H
You
don't
to
address
some
of
the
things
that
were
said
tonight
now
I
know
I'm.
You
know,
in
also
with
being
the
email,
the
definition
of
the
bedroom
not
comfortable
with
our
definition
of
the
bedroom,
because
it
is
a
state
definition
of
what
a
bedroom.
If
it
wasn't
based
off
the
state
statue,
I
could
see
a
little
bit
more
wiggle
room,
but
it's
straight
out
of
the
state.
H
H
Parking
standards,
we
fix
that
the
inclusion
of
an
age
so
I
guess
Disney
at
six,
is
when
you
suck
you
like
that
person
that
they
charge
you
for
an
additional
four
I,
don't
have
little
people
so
I,
don't
feel
like
what
me
okay,
but
I,
do
think
we
should
I,
don't
know
what
the
ages
do.
You
think
we
should
exclude
an
age.
The
maximum
occupancy.
H
The
sidewalk
parking
is
just
discussed.
You
know,
stuff
inside
box,
does
about
your
short-term
rental
of
your.
We
have
a
house
dog
park
on
the
sidewalk,
please
the
salad,
please
be
taken
care
of
or
another
probably
manager
contacting
the
renter's
I.
Don't
read
this
as
you
get
a
phone.
You
know
two
hours
to
get
there
and
confront
the
the
renters.
If
there's
an
issue
going
on
I
read
this
as
the
police
confront
the
renters.
H
If
there's
an
issue
going
on
and
they'll
have
your
number,
if
it
me,
if
there's
something
else,
so
it's
not
that
we
are
asking
the
property
managers
or
the
short-term
rental
owners
to
go,
take
care
of
the
problems.
This
is
just
an
emergency
contact
for
the
police
is
something
needs
to
get
done.
So
please
don't
think
that
we're
sending
you
there
with
your
house
slippers.
G
O
H
So
the
parking
anissa's-
it's
it's
as
soon
as
we're
going
to
get
it
right
now
it
can
be
tightened
up
I'm
sure,
but
with
what
we
do
I
think
with
right
now.
So
the
big
thing
is
to
each
six
months.
It's
huge
I
would
love
a
discussion
on
when
we
should
start,
but
when
does
somebody
actually
become
an
occupant?
N
I'd
like
to
address
the
same
point
that
mr.
Mont
mentioned
about
the
responsible
party
and
being
called
out
within
two
hours.
I
do
a
lot
of
other
cities
who
have
these
short-term
rental
ordinances
and
they
need
someone
require
an
hour
and
so
I
think
what
we're
did.
We
were
doing
exactly
what
any
other
city
is
doing
in,
like
this
month
said
we're
not
asking
the
the
responsible
party.
E
N
Take
care
of
the
issue:
it's
the
police
officers.
The
police
officers
are
going
to
be
addressing
issue,
but
they're
primarily
going
to
need
to
contact
a
responsible
party
to
take
it
further,
and
so
that's
the
whole
point
with
this
part
of
the
ordinance
so
I.
Definitely
I
I
don't
have
an
issue
with
at
all.
As
far
as
the
age
requirement,
I'd
be
willing
to
consider
a
year
or
two
years
old,
but
you
know,
as
they
start
getting
older
than
I,
they
to
me
start
to
become
occupants.
That's
just
my
thinking.
N
O
O
The
reason
we're
here
is
because
there
are
people
have
to
play
by
the
rules,
but
that
could
say
a
few
things
came
up,
I
think
with
the
responsible
party
and
alerted
what
we've
seen
the
last
is
people
not
listening
to
the
police
when
they
come
on
now
the
neighbors
are
calling
again
I
think
we
have
to
stop
so
you
know
I
would
put
forward
if
the
police
are
called
up
and
they
can't
control
the
tenants.
Then
the
next
step
should
be
sort
of
place.
The
call
not
the
first
time,
they're
called
it
again.
O
O
O
Reputable
companies
back
there
their
towns
and
are
probably
not
issues
that
we
see
in
other
parts
of
civic.
One
thing
is,
there
is
no,
it
was
if
we
can.
Let's
expand
the
licenses,
that
we
need
to
look
at
the
penalties,
because
if
people
aren't
coming
into
compliance
and
we're
not
having
any
way
of
penalizing
them,
should
we
make
the-
and
this
is
this-
for
discussion-
she'll-
be
make
the
week
Anneliese
more
stringent,
ticular
Caleb's
at
the
behavior,
since
we're
not
given
the
option
with
suspended
licenses
and
then
the
other
thing
about
what
there's
a
child.
O
O
You
know
I
really
think
the
kids
should
be
just
treated
as
as
children
and
the
adults
and
the
mice
of
the
one
support
we're
trying
to
we're
trying
to
regulate
as
far
as
in
homework
and
we're
not
really
you're
not
going
to
get
many
five
or
six
year
olds
like
Dracula
to
Norma,
causing
problems
when
they
birth
nor
the
driving
cars
are
they
great
lava
tries.
So
again,
this
is
for
discussion.
G
With
the
+2
occupancy,
so
I
am
okay
with
with
that,
and
it's
not
easy
anyway.
No,
we
did
talk
about
that
quite
a
bit
at
the
last
reading,
because
that
one,
but
we
had
16
to
talk
about
18
and
I,
made
a
joke
about
develop
an
adult,
never
the
person
in
so
they
can
introduce
themselves
to
me
either
little
people.
G
F
T
C
Thank
you
very
first,
this
year,
with
in
two
hours,
I
mean
I.
Think
the
expectation
of
these
homeowners
is
that,
if
there's
a
problem-
and
you
give
it-
you
need
to
be
there
two
hours
I
think
chief,
all
I
am
chief
team
halt
should
be
the
person
in
history
of
making
that
determination.
If
they
go
out
there
look
for
a
house,
they
see
look
all
right,
we'll
just
get
that
taken
care
of
and
I
would
expect
the
property
owner
to
I
mean
have
somebody
designated
to
show
up
within
two
hours
to
take
care
of.
C
The
other
issue
is
that
you
know
I'm
really
confused
at
how
we
got
here.
I
think
we're
I'm,
thoroughly
disappointed
in
the
previous
council
in
the
city,
man,
Neptune,
Beach,
Atlantic
Beach.
Our
were
able
to
put
a
billion
on
use
and
I'm
also
disappointed
the
state
legislature
that
has
taken
away
our
home
will
really
be
able
to
make
the
decision
for
our
community.
It's
it's
something
that
really
has
made
it
bothered
me
a
lot.
I
mean
I,
appreciate
all
the
effort
that
the
council,
the
staff
has
put
in
I,
think
this
is.
C
This
is
probably
the
best
we
can
do.
I
mean
it's:
it's
I
want
the
business
model,
I
think
you're
running
businesses
in
a
residential
area
and
in
fact,
for
our
big
Brotherhood's,
and
it's
really
just
it's
not
something
that
I
could
I
really
can't
afford
and
I.
Don't
think
that
it's
a
I
just
don't
see
that
there
is
much
that
we
can
do
about
it
and
I
mean
just
listening
to
some
of
these
gentlemen.
C
A
E
H
The
there
are
times
that,
if
you
are
looking
at
a
house
that
has
two
bedrooms-
and
you
have
somebody
with
like
in
fencer-
we're
starting
to
narrow
down-
let's
say
two
families
said
bunch
of
them
now,
so
it's
two
adults
and
then
they
have
two
kids.
Each
we
gettin
kind
of
close
with
the
or
three
kids,
and
a
couple
of
them
are
really
really
long
and
little
people
can't
believers
are
off
the
unmusical.
It's
a
whole
song.
O
Returning
the
curtains
families,
you
surely
would
want
families
as
opposed
to
a
bunch
of
college.
Kids
are
older,
so
you
know
when
my
kids
were
five.
Six
seven
I
was
single
about
only
in
hotel.
So
are
we
trying
to
pick
on
her
gonna
ramp
to
16
17
rules,
I,
don't
know
with
policies
or
but
the
main.
If
we
make
it,
if
we
make
it
18
enough,
then
that
covers
your
high-schoolers.
O
N
N
That's
a
whole
bunch
of
young
people
to
this
house
and
they
spent
the
whole
weekend
making
a
lot
of
noise
and
they
were,
she
thought,
maybe
15,
maybe
16
they
might
have
had
some
supervision.
She
wasn't
sure,
but
it
was
yeah.
So
whoever
was
it
is
one
thing
and
who
stays?
There
is
another
thing,
so
you
know
I
I,
don't
know
that
I
could
support
doing
something
you
know
allowing
the
occupancy
to
you
know,
exclude
anyone.
That's
18
years
or
younger.
O
N
Support
I
support
the
two
years
because
well
for
me
it's
how
much
space
are
they
occupying
to
I
mean
and
is
it
appropriate
for
a
four-bedroom
house
to
have
you
know
eight
people
there,
ten
people
there
or
yeah
for
adults
and
for
kids,
you
know
what's
up
I,
think
if
they're,
if
they're
little
they're,
not
they're,
you
know
gonna
be
sharing
a
room
like,
like
you
said
with
with
the
adults.
What's
what's
trying
to
distance,
but
we've
got
looks
on
the
floor
for
24.
H
This
is
actually
helping
them
out.
They
can
bring
up
to
you.
Can
rein
up
to
anyone
who's
under
21
or
under
21
about
is
currently
there's
no
age.
So
one-year-old
goes
toward
your
maximum
occupancy.
This
Amendment
says
that
up
to
24
months
old
does
not
vote
for
to
maximum
occupancy,
so
maximum
occupancy.
The
numbers
were
about
to
rock.
We
could
seize
any
individual
older
than
24
months
under
24
months.
You
not
adding
it
up,
so
I
think
it
actually
helps.
D
A
A
I'm
gonna
make
a
couple
of
comments
and
I
agree
with
a
lot
of
things
except
today.
I
want
to
thank
Tony
for
being
here
in
June
for
being
here
and
saying.
What's
on
your
mind,
it's
important
for
us
to
hear
that.
Tell
me
the
first
one
who
brought
up
on
the
rule
and
to
me
that's
a
hundred
percent.
What
this
has
been
about
when
I
mark
fight,
Tallahassee
I
was
involved
with
several
residents
and
other
advocates
to
approach
the
legislature
and
get
them
to
temporarily
postpone
the
voting
on
the
bill
last
session.
A
That
would
have
killed
the
exclusions
or
the
grandfathers
and
Neptune
Beach
families,
and
also
don't
with
anything
that
we
could
do.
I
think
the
city
turns
done
a
fantastic
job.
The
African
city
attorney
is
going
to
think
that's
homeless,
together.
I
agree
with
mr.
Nichols
comments
to
spend
the
others
been
a
little
frustrated,
but
I
think
we've
gotten
to
a
decent
point
and
what
is
that
point?
What
is
the
purpose?
A
These
cabinets
are
coming
after
every
legislature,
legislate
for
who's,
not
in
the
18
counties
that
they
care
about
this
they're
going.
After
all,
the
guys
have
to
give
her
ass
patootie
because
in
coactive
they
don't
care
about
their
short-term
rentals.
So
what
the
battle
is
is
to
get
a
compromise
language
out
there
that'll
make
the
runners
owners
feel
comfortable
as
well
and
so
from
the
same
bond
and
this
Wilson
and
the
people
that
have
worked
with
sue
this
and
the
entire
Northeast
Florida
ribs
association.
A
To
move
forward,
it
was
a
first
step.
You
know
why
can't
Hannah
or
this
once
this
is
implemented.
If
we
find
out
there's
flaws
and
things
that
aren't
right,
we
can
address
them
as
a
legislative
body
yeah,
but
I
think
this
is
a
good
point,
a
good
starting
point
and
quite
frankly,
if
we
don't
take
the
lead
here,
it's
not
going
to
happen
anywhere
unless
somebody
stands
up
for
the
first
city
and
put
some
melon
on
the
table
in
front
of
the
line.
A
This
is
something
that
we
can
live
with,
but
to
come
in
and
basically
tell
us,
we
can't
control
our
end
zone.
You
know
you
talk
about
businesses
and
residential
communities.
That's
what
the
statement!
That's
what
we
can't
stop.
So
we've
got
five
so
around
where
we
can
put
the
language
out
there
to
get
us
in
a
position
that
we
can
at
least
make
it
tolerable.
A
Two
readings
on
this
ordinance.
It's
been
like
ten,
more
readings
on
your
hand,
erroneous
because
it's
so
emotional
there's
so
much
that
we
consider
and
I
hope
you
guys
realize
out
there
that
we've
been
a
listen
and
we've
been
trying
to
make
changes
that
work
in
compromise
to
find
that
find
a
good
meeting
place.
So
I'll
stop
my
rambling
in
this
bill,
saying
you
got
something
else:
bad
I.
B
Just
one
of
the
things
you
nice
or
at
your
work
and
effort
on
this,
because
it's
kind
of
starting
from
scratch
took
a
lot
of
time
and
hopefully
sits
in
what
that
other
cities
can
use.
Just
your
professor.
This
is
obviously
we
have
a
hiring
process
and
for
you
still
put
the
time
and
dedication
speaks
about
your
character
and
I
really
appreciate
that.
