From YouTube: City Council Meeting (06/17/2019)
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
We're
getting
ready
starting
at
7
o'clock,
if
you
would
please
join
before
your
eyes,
we're
not
gonna
set
fire
to
my
lord
and
just
talk
about
one
of
our
fallen
friends.
Maybe
you
know
Victor.
Oh
sure,
nick
has
been
out
in
the
audience
there
for
the
fall
six
and
a
half
years
so
we've
been
here,
Nick
was
in
the
audience
back
when
my
dad
was
in
there
back
in
90s
and
I
thought.
A
I
knew
that
he
talked
them
into
a
spear
on
bright
Saturday
morning
and
I
learned
a
lot
about
the
man
he's
a
great
giver.
It's
off
to
the
community.
A
lot
of
volunteer
work
with
being
a
lot
of
volunteer
recognition
house
is
to
serve
every
Thanksgiving
dinner
to
the
less
fortunate
and
just
a
really
really
tremendous
man.
So
if
you
would
please
stand
in
German
alone
assignments,
I
lost
my
things
and
then
a
lot.
A
A
C
Had
an
opportunity
to
attend
the
intro
introduction,
first
in
new
city
councilman
to
Jacksonville
whether
that
was
the
ethics
training.
Some
of
my
colleagues
up
here
had
an
opportunity
to
attend
as
well
and
I
have
to
say
that
it
was
nice
to
have
individuals
whose
focus
of
law
was
ethics
and
putting
on
that
class
and
having
a
discussion.
C
I
was
really
refreshing
discord
and
there
was
a
few
things
that
were
brought
up
by
the
ethics
attorneys
and
part
of
their
job
is
to
help
facilitate
a
relationship
and
walking
the
line
of
our
real
versus
our
elected
official
position
and
that
they
are
in
constant
contact
with
city
councillors
in
what
forms
to
file
while
he
can
through
that
process
and
then
walking
I
guess
soon-to-be.
Mr.
Wilson
President
Wilson
allowed
them
to
use
his
example
as
something
that
they
walked
him
through.
C
He
obviously
is
employed
by
the
chamber,
so
he
has
consistent
contact
with
city
employees
and
members
of
the
city
through
his
employment
and
the
elections.
Ethics
Commission
in
Jacksonville
actually
walked
him
through
how
to
handle,
but
if
his
chamber
life
and
this
City
Council
now
president
life-
and
we
really
in
my
six
and
a
half
years-
we've
never
had
anything
like
that.
I've
never
had
any
training
like
that.
C
We
don't
have
any
money
to
utilize
to
walk
us
through
floors
to
that
just
through
how
they
handle
our
personalized
and
our
personal
businesses
versus
our
regular
lives
and
versus
our
lives
up
here.
So
I'm
going
to
ask
the
city
manager
if
he
could
reach
out
to
Jacksonville
and
see
if
we
could
have
permission
to
utilize
them
as
a
resource
and
from
the
ethics
Jackson
Ethics
Commission.
From
our
perspective
here,
because
I
knew
mr.
Gordon
asked
a
question.
We
were
always
told.
C
Since
we
were
elected
by
us
to
the
eternal
sunshine
language
they
advised
the
sentence,
meaning
that
that's
not
sure
why
we
were
told
that,
but
we
it
is
appropriate
for
us
to
talk
with
ward
members.
It's
not
a
violation
of
sunshine
laws,
but
she
gave
the
caveat
of
hey.
Listen,
new
city
attorney.
I!
Don't
want
to
be
in
that
predicament
when
our
city
attorney
was
giving
us
advice
that
clearly
wasn't
right.
C
And
I
think
the
elections
are
the
ethics
commissioner.
Jackson
provides
us
a
resource
that
hopefully
Jackson
will
allow
them
to
talk
with
us,
provide
us
that
information
that
they
should
have
to
give
a
caveat.
Eight
wasn't
used
to
the
attorney.
That's
kind
of
there's
a
very
positive
environment
to
be
in
I
had
a
really
good
time.
Hearing
the
issues,
but
I
also
think
it's
an
opportunity
for
us
I
think
it's
a
little
late
now
that
we've
been
on
council
this
long,
but
hopefully
people
that
run
for
office
here.
B
Just
wanted
to
say
that
I
was
able
to
attend
an
event
at
the
Cultural
Heritage
Center
on
Saturday.
It
was
a
trail
Trailblazer
event
worthy
recognized
on
six
men
in
our
communities,
the
work
that
they
have
been
doing
in
our
community
professionally
in
public
service,
etc
and
I
know
that
several
of
my
colleagues
attended
a
similar
event
recognizing
women
in
our
community
and
may
adjust
when
it
was
really
well
done
very
well
attended.
But
the
good
news
is,
it
sounds
like
they
really
are.
B
It's
going
to
be
having
our
stores
are
open
to
the
public,
where
public
can
go
in
and
see
the
Jacksonville
Beach,
Elementary,
School
House
I
believe
was
on
Thursdays
and
Saturdays.
So
keep
an
eye
out
for
doctor
really
important
part
of
our
culture,
history
and
heritage,
and
it's
great
that
they're
on
point
now,
where
they'll
be
able
to.
D
E
G
D
H
I
wanted
to
mention
that
I
attended
the
ethics
class
as
well,
and
it
definitely
was
a
very
good
class.
Carla
Miller
is
she's,
definitely
very
knowledgeable
in
that
area.
So
I
was
glad
to
have
the
opportunity
to
do
that
and
I
wanted
to
thank
mayor
Lakeland
for
speaking
at
the
beaches
watch
meeting,
and
it
was
last
week
and
doing
the
presentation
about
the
Florida
legislative
session
for
2019
what
happened
and
the
things
that
impact
on
communities,
especially
with
home
rule,
so
that
was
very
informative.
H
Don't
know
how
many
years
she's
you
know
been
with
us
and
that's
a
lot
I
mean
our
community
is
a
lot
to
deal
with
and
she
she
dealt
with
it,
of
course,
with
the
help
of
volunteers.
But
still
it's
a
lot
of
work
as
she
did
a
great
job
and
I
just
want
to
thank
her
for
what
she
did
and
I
wish
her
well
in
her
in
her
next
endeavor,
whatever
that
is
going
to
be
Thank
You.
Mr.
G
G
A
J
Jax
beach
florida-
I
just
want
to
take
a
moment
and
thank
some
of
the
unsung
heroes
here
of
this
community
and
in
particular,
david
builder,
David,
McDonald,
Patrick,
part
of
the
team
and
the
rest
of
the
stormwater
management
group,
I'm
speaking
on
behalf
of
the
ocean
K
community.
We
work
very
closely
over
the
last
several
months
with
these
folks
to
make
sure
that
all
of
our
stormwater
pipes
of
and
clean
video
and
any
other
adjustments
have
been
made
in
reference
systems.
This
been
phenomenal,
coordinated
effort.
It
has
benefited
everybody
in
our
community.
J
The
only
thing
we
need
now
is
it
will
put
more
rain
to
fill
up
the
ponds
again
we
had
to
drink
down
in
order
to
make
children
and
all
this
work
done,
but
everything
that
was
done
by
the
city
would
greatly
appreciate
it
and
I
really
enjoyed
working
with
them
on
a
day-to-day
basis
to
make
this
happen.
So
thank
you
very
much.
Thank
you.
Garyun
thank.
A
I
John
Gallin
five,
or
something
at
that
meeting,
a
401
in
Jacksonville
Beach
first
I
want
to
address
mr.
O'day's
comments
about
this
authorities
question.
The
question
was
to
speaking
to
the
board,
violate
sunshine
law
and
correct
answers
to
those
not
violate
sunshine
law,
but
I
had
a
long
conversation
with
the
attorney
afterwards.
The
concern
same
thing
Susan's
concern
was
was
over
exerting
undue
influence
of
these
boards.
It
becomes
an
ethical
issue,
the
abilities
to
work
from
your
agent
conversations
with
these
boards.
I
You
try
to
use
your
influence,
is
electric
there's
level
four
that
was
the
conversation
I
had
with
that
with
the
city
attorney,
who
would
say
Jackson
with
us
to
address
that
question.
The
second
thing
I
really
came
to
speak
about,
was
there's
been
some
conversations
on
Facebook
about
the
waste
project
with
the
Housing,
Authority
and
I
know.
There's
a
few
new
council
members
here.
I
This
issue
stems
back
over
a
year
ago,
just
over
a
year
ago
it
was
discovered
they
were
doing
some
development
out
here,
and
the
housing
authority
had
not
communicated
that
we
did
the
City
Council
or
the
city
manager.
It
I
contacted
the
housing
authority
and
asked
for
the
minutes
of
the
meetings
they
didn't
want
to
give
them
to
me.
The
president,
at
the
time
of
the
housing
authority,
pick
up
the
phone
she'd
be
out
behind
a
business
asking
for
those
things.
There
was
definitely
an
issue
I'd
like
to
point
out.
I
G
I
K
Generale
1410
highroad
come
for
you
because
I
want
to
ask
you,
since
we
have
no
basic
home
rule,
if
you
have
that
generate
and
pass
a
resolution
with
property
rights
of
the
residents
as
a
now,
the
residents
only
rights
that
they
have
or
are
in
the
local
ordinances,
and
they
will
be
that
and
those
ordinances
are
protected
to
a
certain
degree,
because
we
have
board
of
appeals
that
will
that
will
grant
variances.
So
reason.
A
K
Fifth,
back
that
that
the
Planning
Commission
meeting,
it
was
apparent
that
that
short
term
rental
is
going
nowhere
and
the
end
of
the
residents
are
not
being
represented
and,
like
the
like,
the
state
to
know
that
we'd
like
to
be
able
to
come
to
our
own
conclusion
on
how
we
want
to
run
our
cities.
You'll
find
you'll
find
in
in
the
near
future
that
the
only
only
thing
that
this
is
an
industry.
That's
that
only
wants
one
thing:
no
regulation
whatsoever.
K
K
K
That
some
things
that
I
get
mail-
this
is
a
this
is
a
solicitation
to
to
manage
my
time
use
properties
as
a
vacation
rental.
If
you
look
up
on
the
internet,
they
represent
all
the
east
and
west
coast
states
except
Connecticut.
Yes,
they
have
home
rule
there,
and-
and
also
this
is
now
the
short
term
is
now
but
I.
Consider
it
a
big
industry
and
it's
one
of
the
effect
the
residents
here
it
affects
all
the
rest
of
the
city.
If
you
look
here
that
the
ones.
K
A
A
Do
it
as
he
walked
for
Billy
came
up
with
an
alternative
material
is
a
much
lower
cost,
also
working
with
the
contractor
to
relocate
the
excavated
dirt
to
the
public
work
site
and
the
Golf
Course
during
the
installation
of
the
field.
Sir,
this
action
save
money,
I'm
done
thieves
and
contractor
haulers
I
can
also
provide
a
public
works
material,
the
streets
division
at
no
cost
increasing
public
satisfaction.
The
funnel
is
the
oceanfront
restrooms
by
establishing
billing
specialist
standards
and
then
auditioning
manuals
for
promoting
cooperative
team
spirit
among
city
crews,
from
various
divisions
and
leadership.
A
I
G
A
Improving
the
training,
the
process
for
the
utility
billing,
partly
the
training
of
attendees
he'll,
be
billing
employees
and
displaying
excellent
leadership
qualities
while
boosting
self-esteem
with
team
members
and
stepping
up
to
take
on
more
tasks
to
assist
the
department.
While
remaining
calm
pressure.
Please
accept
our
sincere
gratitude
and
thanks
for
your
outstanding
performance,
it
truly
exemplifies
the
dedication
spirit
for
which
we
all
strive
to
attain
as
public
employees
on
behalf
of
Mike
Pappas.
A
G
L
G
G
G
The
license
elude
the
florium
apartment
of
regulation
I
went
on
the
website
today,
there's
less
than
one.
However,
in
previous
meetings,
I
hear
there's
400
in
the
area.
If
you're
running
a
vacation,
rental
business,
you
must
have
the
proper
tax
receipts
from
the
city,
county
and
local
governments
and
paid
back
taxes.
If
you're
running
a
vacation
rental
business,
we
must
have
the
proper
length
of
safety
stone
things
like
fire
extinguisher
to
smoke
these
entities.
If
you're
running
a
vacation,
rental
business,
you
must
have
adequate
parking
if
you're
running
in
vacation.
G
G
G
G
Beach
or
do
you
want
to
improve
the
quality
of
life
all
residents
here,
Neptune
Beach,
Atlanta
Beach
has
rental
rules,
and
why
can't
we
so
I
suggested
the
sport
Denise
Frei,
let's
get
something
on
the
books
is.
If
we
don't
do
it
this
year
next
year,
the
state
of
Florida
could
overwrite
it.
You
have
to
have
something
for
Oakland.
Thank
you.
We're.
A
Going
to
just
comment
on
this
front
because
I've
been
drugged
several
months,
we
in
fact
have
it
working
very
hard
diligently
with
the
legislature.
We've
had
a
couple
of
town
hall
meetings
with
some
of
the
presidencies
that
were
impacted
by
this
local
in
the
negative
way
we
had
by
the
narrabeen
senator
and
being
represented
the
court
Berg
holding
town
hall
meeting
here
with
the
residents.
We
were
met
again
to
talk
about
those
issues.
We
have
bill
sponsor
Jimmy
Grant,
representing
the
grandfather
bill
that
went
before
the
legislature
couldn't
quite
get
through
committee.
A
We
were
against
that
bill
and
the
fight
against
that
bill
because,
quite
frankly,
gentlemen,
tell
me
half
the
bills
that
come
out
of
Tallahassee
not
start
with
prevent
local
government
from,
and
that's
what
we're
evolving.
That's.
Why
of
the
most
important
requirement?
Every
single
day
now
on
the
Planning
Commission
agreed
not
to
hear
this.
They
didn't
approve
it,
they
put
it.
They
delayed
it,
and
so
we
finished
our
workshop.
They
want
us
to
have
our
work
out
perfect
our
ambition.
We
provided
language
to
open-ended,
grant
the
City
of
Jacksonville,
beaten
and
Denis
right
here.
A
Next
to
me,
I'll
provide
some
language
to
basically
get
the
bill
tp'ed
last
year,
so
that
didn't
come
forward
and
get
through
one
of
the
problems
is:
we've
got
85%
of
the
short-term,
around
eleven
counts,
so
the
other
counties
have
no
dog
in
the
fight
and
so
we're
fighting
it's
a
very
powerful
lobby.
It's
not
a
lack
of
any
effort
on
our
part
appearance
dice.
A
It's
not
a
lack
of
effort
in
our
attorneys
are
our
staff,
it's
a
very
powerful
lobby
and
there's
only
a
few
cans
which,
quite
frankly,
are
the
coastal
counties
that
are
the
two
areas
where
this
is
happening.
We're
not
done
we're.
Gonna,
continue
to
fight
we're
going
to
continue
to
provide
language
and
work
hard
to
make
sure
that
we
do
where
I
think
the
people
with
tax
will
be.
So
it
sounded
from
both
of
your
comments,
like
you
thought,
maybe
we're
to
sweep
in
a
little
late
on
next
year.
That's
not
the
case.
A
The
legislature
legislative
session
start
from
January
next
year,
community
start
as
early
as
late
August,
so
we're
kind
of
put
some
language
together
so
that
we
can
be
there
committee
when
the
first
committees
draw
a
while
so
I'm
hopeful
that
we'll
have
this
pretty
much
approved,
informally
by
little
fat
cat
houses
of
the
legislature
prior
to
the
conclusion
of
the
the
committee's,
which
would
be
before
for
the
summer
start
date.
I'm
sorry
startling,
so
I
hear
you
loud
and
clear.
A
I
just
want
to
make
sure
you
know,
and
you
understand
that
we're
looking
very,
very
hard.
We've
got
a
universal
problem
in
my
colleague
in
Atlantic
Beach
on
Glasser
and
I
have
both
been
fighting
very
visibly
against
the
legislature
and
their
continued
efforts
to
push
this
down.
There's
preemption
that
was
passed
by
the
legislature
in
2011.
A
They
took
away
our
ability
to
regulate
short
term
plans,
so
we're
looking
to
find
every
element
of
enforcement
that
we
can
prevent
people
from
becoming
problem
areas
and
protecting
the
rights
of
the
people
around
those
those
buildings
and
where
we're
at
where
we
actually
have
the
problem.
Stark
was
on
Hamlin
Street
in
Jacksonville.
A
A
L
A
A
A
Excellent,
if
you
could
keep
that
current.
This
is
something
I'd
like
to
keep
laminated.
So
thank
you
very
much
for
doing
that.
So,
basically,
we've
gotten
by
the
way
Austin
was
looking
at
calling
Murphy
White's
application.
She
was
actually
I'm,
sorry
and
Janssen
and
Gina
Meserve
application.
It
was
listed
for
us,
so
we've
got
the
Colleen
Murphy
white
at
number.
Two
presumably
ever
has
had
an
opportunity.
They
were
needed
package
and
I'm,
going
to
open
the
floor
and
entertain
a
motion
scrolling.
G
G
A
Yes
and
how
many
non
tabview,
which
is
the
vacancy
for
a
point
of
a
Planning
Commission,
hi
Celine,
be
clear:
are
they
actually
replacing
mr.
Mott?
Are
we
gonna,
move
it
and
then
take
an
alternative?
That's
your
choice!
Okay!
So
same
thing
applies.
We
will
entertain
motions
and
force
open
for
discussion.
Mr.
Nichols
I'd.
A
Another
candidate
we've
got
two
four
six
candidates,
including
mr.
fearless,
on
the
body
on
the
front
page
all
the
applications.
In
the
summary
of
all
the
discussions
that
we've
had
are
they're,
probably
all
of
us
have
an
opportunity
to
work
and
we're
seeking
age.
Do
we
want
to
go
into
an
alternate,
would
have
been
open
it
up
and
then
fill
the
ultimate
slot.
Miss
golden
I'd.
L
L
A
N
H
Wanted
to
mention
that
it
was,
it
was
really
good
to
be
able
to
participate
in
the
interview
process.
It
was
very
enlightening
and
I
really
hope
that
we
can
do
some
things
like
we
discussed
in
our
house
briefing
to
try
to
get
citizens
a
little
more
involved
so
that
we
can
start
opening
the
pipeline
for
people
to
buy
for
our
merger
or
increase
their
interest
in
airports.
But
I
wanted
to
mention
that.
H
The
reason
why
sport
colleague
white
is
because
she
has
served
she
served
once
on
and
I
appreciate
the
fact
that
she
has
done
that
previously
and
when
I
tell
you
all
the
all
the
votes
that
we
have.
Yes,
you
might
say
from
the
interviews.
She
was
the
one
that
got
the
most
votes
for
claiming
deficient
positions.
So
that's
why
I'm
supporting
her?
Thank
you
and
she
also
did.
B
H
B
D
D
G
I
A
G
M
I
know
they're
starting.
It
was
like
the
cap
talk
to
their
elected
representatives
about
a
thing:
I
get
the
literal
translation
of
trying
to
influence
people,
that's
kind
of
a
no-brainer,
but
it's
it's
godless
things
and
they're,
asking
for
aid
that
we
chose
because
maybe
against
the
law.
So
I
think
this
is
the
mr.
spotless
I.
M
L
G
M
I
And
our
last
council
meeting
the
council
asking
for
the
night
and
was
possibly
an
agenda
for
your
consideration.
Hopefully
we're
here
longer.
You
know
back
in
May
of
2019
and
that's
the
attorney
Susan
Murphy
issued
a
memo
indicating
that
there
was
a
potential
for
conflict
with
the
Charter
language
section
30,
with
the
actions
council,
member
virbull,
saying
in
particular
two
issues
that
have
occurred
prior
to
the
start
of
the
year
with
the
police
department
and
one
half
of
the
year
with
the
fire
department
both
of
those
issues
that
certainly
in
the
memo.
I
So
the
item
that
has
been
brought
in
finding
sniper
consideration
is
to
make
a
final
point
of
the
formal
determination
as
to
whether
or
not
there
was
any
type
of
a
violation
of
the
Charter
and
if
there
was
what
the
appropriate
action
should
be.
Just
to
reiterate
it,
but
I
think
has
been
told
to
this
council
in
the
course
of
several
meetings.
Is
that
only
the
selected
bottom
has
the
authority
to
make
interpretations
and
make
final
decisions
with
regards
to
the
charm
of
any
hazards?
I
That
means
there
are
actually
two
motions
that
are
presented
to
you
tonight
for
consideration.
The
first
motion
were
basically
determined
that
there
there
wasn't
a
lot
of
issue
the
city
charged,
and
the
second
motion
would
determine
that
there
was
a
violation
of
the
Charter
with
the
appropriate
action
to
be
determined
by
this
council.
That
being
said,
this
is
your
item
with
which
we
making
emotions
and.
C
Regarding
this,
this
exact
issue,
obviously
we
elected
to
send
the
discussions
that
I
had
to
de-annex
Commission
for
review,
which
I
was
happy
with
and
supportive
of
so
I
can
get
an
attorney,
but
that's
their
ethics
experience
to
determine
whether
there
was
a
violation
and
again
my
communication,
which
I'm
confident
that
won't
be
it
but,
like
mr.
Mott
pointed
out
and
last
meeting,
the
Charter
issue
is
for
you
guys
to
decide.
So,
hopefully
the
handout
will
put
this
issue
to
bed
normally
I
in
looking
at
case
law,
specimen
ethics
issues.
C
You
don't
find
something
this
on
point,
but
fortunate
for
me
and
being
in
a
position
that
I
am
in
as
an
attorney.
I
have
access
to
resources
to
be
able
to
look
up
case
law
such
as
ethics
opinions,
and
this
is
an
opinion
out
of
Pembroke
Pines
learning,
mr
Flanagan,
who
was
a
father
of
government
and
he.
C
Consequently
it
was
the
same
issue
he
had
sought.
The
permanent
process
was
having
contact
with
city
employees
regarding
a
personal
permit,
their
city
charter
language
is
the
exact
same
as
ours
I
highlighted
at
40.
The
site
that
was
miserably
cited
to
in
her
memo
is
the
highlighted
portion
that
she
thinks
my
advocate
I,
guess
that
it
much
thought
of
us
turn
violation
which
the
bottom,
the
Ethics
Commission
is
quoted,
entire
things,
that
quote
from
the
ethics
opinion.
C
You
is
you're
operating
up
one-sided
story
of
a
memo
who
I
guess
didn't
take
the
time
to
do
this,
and
it's
wouldn't
be
misleading,
so
unfortunate
to
be
able
to
present
this
to
you
guys,
I
think.
It's
another
reason
why
I
want
to
utilize
the
Jacksonville
ethics
team
for
ethics
issues,
because
they
have
expertise
in
issues
like
this,
and
it
also
ties
into
the
code
of
conduct
which
you
address
mr.
spotless.
In
the
memo
today,
there
has
to
be
a
mechanism
for
us
to
have
contact
with
city
employees
and
I
come
up
with
several
examples.
C
Let's
say:
I'm
a
contractor
when
I
get
elected
to
City
Council
in
2020
I'm,
a
sole
practitioner
as
a
council
as
a
contractor
I
have
to
go
through
building
inspection
building
permits
apply
for
permits.
I'm
a
one-man
shop
I
knew
everything
I
have
to.
As
my
job
have
contacts
which
benefits
me
financially,
have
contact
all
permits,
or
do
things
like
that
so
they're
happy.
That
means
our
contractor
can
never
run
for
club
lives
or,
let's
say,
miss
Wilson.
Mr.
buck
are
real
estate
agents
that
manage
short-term
rentals.
C
Obviously,
that
requires
a
little
bit
of
improvement
process.
Code
enforcement
in
special
all
city
employees,
those
individuals,
miss
Wilson
to
serve
on
the
City
Council
and
still
manage
sort
term
rentals,
because
she's
having
contact
with
city
police
and
as
a
financial
gain
to
her
having
contact
with
city
employees
through
the
permit
process.
There's
mechanisms
in
place
and
there
needs
to
be
a
mechanism
mechanisms
in
place
for
us
to
deal
with
city
employees.
If
this
body
isn't
comfortable
with
us
talking
to
the
boys,
the
issue
of
undue
influence
is
me
using
my
position
to
get
me.
C
C
C
It's
not
my
position
for
gaming,
and
that
is
what
we're
this
ethics
opinion
revolves
around
this
with
the
discussions
all
about
as
it's
going
to
come
out
from
the
discussions
on
the
ethics
side
that
this
body's
think
it's
appropriate
to
keep
the
conversation
tender
toward
the
Charter.
The
code
of
conduct
issue
that
mr.
Zapatas
brings
up
I
think
it
warrants
a
discussion
down
the
rivet
of
how
to
deal
with
those
issues
are
how
we
want
to
deal
with
this
issues.
Do
you
want
to
reach
out
to
mr.
E
C
The
employee,
all
this
would
be
discussed,
but
just
to
say
it's
a
charter
violation
to
have
a
contact
with
a
city
employee.
This
was
very
troubling,
so
I'm
happy
to
be
able
to
present
this,
to
you
guys
and
put
this
issue
to
bed,
and
then
we
can
address
all
the
code
of
conduct
issues
on
how
we
handle
things
going
forward
in
the
future
at
some
other
time.
Thank
you.
H
H
Could
a
point
of
clarification
because
it
appears
to
me
that
this
ethics
opinion
is
regarding
I
believe
a
permit
something
he
was
doing,
I
guess
personally
for
his
property
or
whatever
and
so
I
guess.
My
question
is
in
in
your
particular
instance:
you
are
doing
your
job
and
talking
to
a
police
officer
directly.
You
know
in
your
in
your
job,
so
it
just
feels
a
little
different
to
me
than
yes
I
guess.
The
only
thing
I
need
some
clarification
on.
C
We
communicate
with
police
officers
on
regular
issues.
That's
part
of
my
employment
I'm,
not
using
my
position
when
I
communicate
with
them
I'm,
not
calling
them
as
a
city
councilor.
So
you
can
have
discussions
with
city
employees.
That's
on
personal
issues.
That's
what
this
opinion
talks
about!
There's
nothing
that
expressly
prohibits
that
in
our
charter.
There's
nothing
expressly
prohibits
that
Memphis
walls.
So
it's
using
your
position
as
a
council
member,
for
instance,
that's
where
that's
where
the
problem
is
and
there's
a
law
that's
in
place
for
that
particular
issue
and
I
would
never
do
that.
C
The
employees,
your
side,
because
that's
what
was
alleged
I
shouldn't,
have
contact
with
city
employees.
Gonna
find
a
matter.
The
Charter
says:
I
can't
my
opinion
says
otherwise.
So,
regardless
of
what
I
said
to
content,
what
I
talked
to
that
police
officer
about
this
body
and
with
my
support
referred
it
to
the
Ethics
Commission
they're,
going
to
get
into
that.
H
C
C
M
G
O
M
I
M
D
A
M
M
The
literal
interpretation
is
obviously
not
salsa
Flyers,
not
because
it
does
specifically
mentions
ever
the
difference
between
inquiries
and
orders
or
simplified,
asking
questions
or
directing
people.
Yes,
it's
wrong
to
direct
a
semi
employee
to
do
something
with
staff
and
you
feel
nicely,
but
it
is
not
wrong
to
ask
and
I
think
would
I
get
the
particulars
of
of
each
complaint
just
by
reading
it
I
think
protocol
was
followed
by
the
city
employee
and
by
but
the
turning
of
the
positive
you
can
use
this
as
a
way
of
clarifying
the
Charter
I.
D
Go
in.
What's
the
traffic
report
things
like
that
basic
information
that
somebody
doesn't
to
make
the
decision
on
you
just
gave
me
an
input.
The
next
line
says
that
child
deal
with
the
Administrative
Service.
You
look
at
the
Administrative
Service.
What
mr.
Boles
saying
ask
the
officer
to
do
was
an
administrative
function
of
reducing
a
charge
from
a
felony
to
a
misdemeanor
I.
Think
at
that
point,
that
type
of
an
asked
moves
it
over
from
an
inquiry
into
something
else.
D
P
M
D
D
A
M
M
G
M
Officer
did
not
change
his
opinion.
Based
on
those
questions.
That's
that's
a
black
mic.
I
was
never
an
extra
report.
He
asked
them
to
change
the
charge.
The
officer
said
no
and
the
story
he
didn't
come
and
said
well,
I'm,
going
to
take
the
passion
off
your.
Unless
from
that
that
says,
Hagen
wasn't
as
a
private
citizen
and
we
could
go
through
every
fashion.
M
Teachers,
kitchen
public
employees
are
may
serve
alcohol
resting
in
the
thirds
of
the
museum.
We
would
have
to
speak
enough.
We're
going
to
be
a
commenter,
sound,
clearer.
We
would
have
to
deal
with
every
specific.
Are
everything
tential
ramification?
What
what
am
baby
will
see?
I
mean
if
we
have
to
put
them
in
some
type
of
equation,
to
make
it
I.
Don't
we
can't
do
that?
We
can't
do
that
because
of
the
way
our
professions
work
and
the
way
this
console
works.
So
when
you
declare
declare
this
I
agree
to
go
back
to
mr.
H
I'd
like
to
add
that
I
that
I
did
speak
with
chief
Dooley,
because
I
wanted
to
just
ask
him
about
the
situation,
and
chief
Dooley
did
say
that
he
spoke
with
counselor,
both
sang
and
explained
that
that
you
know
he
should
have
gone
to
the
officer
he
should
first
or
something
like
that.
I
believe
is
what
she
duly
said,
and
the
memo
mentions
that
chief
Dooley
communicated
with
me
that
you
spoke
with
counsel
in
the
photo
saying
he
apologized
for
his
actions
and
assured
the
chief
that
it
would
not
happen
again.
H
I
guess
my
feeling
is
this:
that
I
think
what
needs
to
happen
going
forward
for
all
of
us,
regardless
of
what
the
issue
is.
I
think
we
need
to
go
through
the
city
manager
first,
and
if
we
do
that,
then
we're
okay
and-
and
you
know
so
in
your
particular
case,
you
know
next
time
you
need
to
talk
to
a
police
officer
just
go
through
the
city,
manager
and
I.
Think
everything
will
be
fine
and
that.
C
Was
the
discussion
that
I
have
MS
chief
doing
in
my
discussions
whether
he
said
miserably
changed
his
words
around
and
he
didn't
appreciate
the
way
it
was
written,
but
my
apology
chief
Dooley
was
he
said
next
time
just
to
avoid
all
of
this
come
to
be
and
I
said.
That's
why
I
said
sorry,
I'll
come
to
you
directly
next
time,
so
I
agreed
with
a
code
of
conduct
policy
and
putting
in
there
how
we
facilitate
that,
whether
it's
do
achieve
or
through
the
city
manager.
C
C
The
officers
that
were
upset
had
nothing
to
do
with
my
city
council
position
the
way
it's
written
this
it
reads
as
though
the
officer
was
upset
about
my
City
Council's
issue.
The
one
officer
that
was
upset
was
mad
because
I
was
representing
the
son,
the
enthalpy
attorney
and
representing
somebody
in
a
criminal
matter,
and
he
thought
that
was
a
compliment.
Isn't
nothing.
G
C
C
So
that's
where
and
I
understood
that
that's
why
I
spoke
to
the
officer
in
the
first
place
was
nothing
to
do
about
war
during
an
April
reader
ordered
him
to
do
anything
but
to
explain
to
him
how
I
came
across
the
case,
which
was
going
to
come
out
in
the
under
investigation.
No
issues
but
I
agree
going
forward
having
a
mechanism
in
place
to
so
we
I
feel
comfortable
being
able
to
communicate
that
those
and
whether
it's
through
Michael,
through
Jean,
eat
one
or
the
other,
either
way.
C
A
My
two
cents
in
here
and
the
way
the
the
Charter
was
written.
It
was
very
clear
that
it's
all
the
language
in
some
cases
you
know
most
some
people
interpreted
as
may.
Not
you
know,
based
off
my
own
review
and
my
discussion
with
City
Attorney,
the
Queen
City
Attorney.
It
seemed
to
me
that
the
Charter
violation
isn't
something
that
we
should
focus
on
and
that's
why
I
agreed
to
move
forward
with
the
complaint
to
the
Ethics
Commission
for
to
determine,
rather
than
I've,
been
a
violation
of
for
especially
ones.
A
Well,
I,
don't
I
just
have
to
be
really
honest.
The
one
thing
I
have
a
concern
with
is,
if
any
attorney
other
than
you
had
gone
to
a
couple
of
policemen
today,
I
think
for
police
when
it
took
to
get
this
guy
under
control
and
any
other
attorney
that
wasn't
a
city
councilman
came
up
and
asked
the
arresting
police
officers.
A
The
virtue
of
the
fact
that
you're,
a
council
member
I,
don't
think
they're
going
to
have
that
same
type
of
no
I'm,
not
claiming
that
makes
you
guilty
of
anything
I'm.
Just
saying
that
that's
we
deal
with
not
just
the
wrong
perception
of
the
wrongdoing
and
that's
what
I
think
my
interpretation
of
what
this
was
trying
to
bring
forward
with
her
recommendation
for
centuries.
All
that
being
said,
the
only
I
would
say
is
this
gentleman
was
a
ten
year
well
decorated.
C
A
I'll
tell
you,
as
a
former
naval
officer
or
the
TSS
CI
a--
clearance.
I
walked
in
situation
with
the
college,
buddies
or
people
that
I
can
throw,
but
out
of
the
way,
because
I
want
to
jeopardize
my
clearance
and
with
all
due
respect,
I
think
that's
what
most
people
with
ESS
and
I
think
those
purposes
or
somebody
had
said
this
gentleman
was
seeking
a
higher
level
clearance.
A
It's
my
job
to
come
up
with
a
a
decision
is
body
today,
whether
or
not
as
written
in
the
memorandum
from
the
city
manager
to
motions
once
will
determine
that
the
council
member
actions,
as
now
on
the
city
attorney
memorandum,
do
not
highlight
the
city
charter
or
to
move
I.
Think
we've
already
eliminated.
That
second,
so
do
I
have
an
emotion
for
this.
B
A
L
C
L
G
A
B
A
H
A
H
G
L
A
G
B
O
O
H
H
O
L
B
O
We
notice
that
we
had
a
1500
kVA
transformer
and,
of
course,
we
thought
well
I,
remember
seeing
one
of
those
in
the
already
case
that
whenever
failed,
we
went
back
and
check
and
we
did
not
have
one
further.
Discussions
are
some
new
developments
underway,
some
of
the
newer
hotel
there
be
vocal
or
part
of
the
same
sinus
transformer.
We
went
there
about
that
size
or
they're,
pretty
big
piece
of
equipment,
very
heavy,
probably
about
10
times.
L
G
B
That
I
knew
that
we
approved
the
replacement,
testing
and
commissioning
of
230
cobalt
breakers
at
sampston
substation,
at
a
cost
of
one
hundred.
Forty
two
thousand
six
hundred
ten
dollars,
plus
a
ten
percent
contingency
for
a
total
cost
not
to
exceed
one
hundred
and
fifty
six
thousand.
Eight
hundred
and
seventy
one
dollars
say.
I
A
few
weeks
ago,
Alan
came
to
Karen
and
I
talked
about
a
situation
that
we
had
where
we
had
breakers
that
had
failed
at
this
particular
location
and
was
placing
us
in
jeopardy
that,
if
any
of
the
circuits
actually
tripped
we'd
be
down
to
one
feed
coming
into
our
system.
So
the
emergency
authorization
is
given
at
that
time.
You
go
ahead
and
proceed
with
the
purchase
of
the
replacement
breakers
and
now
we're
looking
at
wrapping
up
the
project
with
their
installation.
O
O
O
Fpl
would
be
very
happy
about
this,
as
well
as
an
extra
strain
on
their
all
system.
So
the
issue
was
all
three
of
the
compressors
and
these
units
failed
and
someone
had
actually
bring
any
compressor,
an
industrial-sized
compressor,
so
if
they
did,
if
they
did
trip
and
close,
we
would
have
to
pump
them
back
up
and
manually
close
them
back
in.
So
there
wasn't
work
around
them.
The
contractor
arrived
on
site
this
morning.
It
will
take
about
a
week
for
a
breaker,
the
first
one,
the
basement
there
any
question
question
or.
C
B
R
R
Here's
what
we're
wanting
to
replace
is
this
machine
that
is
approximately
2014.
It's
not
incredibly
open,
as
you'll
see,
there's
a
ton
of
moving
parts,
it's
tons
of
belts
and
pulleys
and
it's
just
become
highly
unreliable.
This
particular
piece
of
equipment
mows
the
majority
of
our
golf
course.
Our
golf
course
is
85
acres.
This
piece
of
equipment
here
moves
right.
R
It
it's
just
gone
to
the
point
where
it's
just
frustrating
here,
you
can
see
our
guys
are
fixing
it.
Why
we
need
to
replace
it.
It's
no
longer
reliable
this
too
much
downtime,
it's
not
easily
maintained,
they
damaged
its
turf
when
these
belts
lock
up
these
tires,
walk
up.
You
know
it
stands
next
on
Sam,
it's
just
not
very
efficient.
R
Now
here
here's
some
of
the
issues
here,
some
of
the
examples
on
the
Left
turf
damage
from
wheels,
locking
up
again
the
constant
maintenance
one
of
my
biggest
issues
on
the
doc
course.
It
is
obviously
labor.
Well,
we
have
a
small
labor
force.
We
have
a
lot
so
right
here,
you'll
see,
there's
two
guys
fixing
this
one
piece
of
machine
they
get
through
these
belts.
There's
probably
a
dozen
belts
on
you
got
to
take
the
majority
of
them
off
to
replace
one.
It
just
ties
guys
up
its
highs.
My
labor
up
it
makes
it's.
R
R
So
why
now
I
get
that
this
isn't
part
of
our
normal
purchasing
process.
They
were
capital,
the
biggest
reason
we're
coming
to
you
now
is
last
summer
the
Golf
Course
was
closed.
We
didn't
use
it,
it's
sad
and
we
were
in
a
minimal
maintenance.
The
bulk
of
our
staff
is
doing
construction
and
grueling.
We
had
one
person
Lily,
they
were
on
a
smaller
unit,
so
I
didn't
realize
it
was
an
issue
until
we
mode
with
this
piece
equipment.
R
You
know
maybe
twice
before
we
open,
we
opened
in
November
and
didn't
get
used
all
winter,
we're
trying
to
go
in
this
winter,
trying
to
recondition
it
trying
to
get
it
rose
usable.
We
just
got
to
the
place
where
we
didn't
get
to
a
permanent
solution.
This
also
is
in
the
industry
known
to
be
a
lemon,
it's
known,
to
be
a
failed
design.
R
R
So
why
is
this
the
best
unit?
It's
a
simple
design.
There's
less
moving
parts,
it's
highly
dependable,
discovered
with
history.
This
is
one
of
the
few
pieces
of
equipment
actually
comes
with
a
three-year
warranty,
not
just
a
one-year
warranty
like
most
out
it's
going
to
be
an
extreme
labor
saving.
Right
now
it
takes
me
12
labor
hours,
with
zero
golfers
to
get
around
the
golf
course.
The
moment
hoping
this
will
get
it
down
toward
to
eight
I'm.
Also
you'll,
see
that
all
the
the
lake
banks
I'll
show
you
on
this
next
picture
are
Lake
banks.
R
We
had
12,000
linear
feet,
leg
lengths,
that's
2.3
miles
of
Lake
banks
that
we
send
guys
down
with
string
trimmers
to
do
the
city
and
it
takes
two
days,
but
this
machine
you'll
see
with
its
roller.
We
can
overhang.
We
were
able
to
maintain
all
those
issues
in
the
void,
avoid
snakes,
avoid
string
trimmer.
It's
also
extremely
versatile.
I
R
R
R
Now
this
machine
will
also
be
used
to
mow
all
the
sports
fields
that
would
get
far
so
here's
what
we're
asking
we're
asking
to
global
turf
is
the
sole
source
provider
in
our
area.
The
machine
again
will
be
used
to
maintain
the
primary
ruffs
on
the
golf
course
how
the
cultural
practice
maintains
Sports
Complex
the
cost
is
thirty,
four
thousand
five
hundred
four
dollars,
if
approved,
we'd
like
to
purchase
this
from
our
operating
budgets,
split
equally
between
parks
and
golf
and
upon
approval.
R
Trevor,
what's
the
distance
and
difference
in
widths,
they're,
very
identical
in
widths,
the
efficiencies
come
in
turning
radius.
This
is
virtually
a
zero
turn.
Member,
the
other
one
you'll
need,
like
a
city
block,
to
turn
this
thing
around.
They
also
doesn't
the
way
it
discharges.
It's
a
lot
safer
to
work
long
around
offers.
You
can
load
a
faster
pace
because
you
don't
have
all
the
belts,
so
nobody
to
be
quicker.
It
will
be
a
lot
faster.
Yes,
thank.
H
H
G
G
R
If
you
look
at
it,
the
basic
thought
and
design
was
good.
A
lot
of
golf
courses,
safety,
PC
they'll,
come
over
their
entire
rough
with
a
whole
bunch
of
these
by
guys
pushing
them
a
whole
bunch
of
individual
deck.
So
the
thoughts
as
you
come
in
you
have
a
whole
bunch
of
these
individual
decks.
It's
going
to
be
like
you're
walking
on
everything.
It's
going
to
be
extremely
versatile
for
the
design
they
need.
This
huge
push
they
problem
to
us.
We
didn't.
We
didn't
purchase
one
of
my
last
employer.
R
R
M
G
R
R
If
you
look
at
this,
therefore,
the
biggest
issue
is
their
belt
driven.
You
see
all
these
belts
and
all
these
things,
so
this
bill
right
here
will
cover
you're
sorry,
this
fella
right
here
will
come
around
this
bully.
It
turns
a
90
degree
and
comes
out
to
this
point.
You're
going
over
heals,
your
movie
they're
constantly
moving
they're
constantly
stretching
it
breaks,
I
mean.
R
R
M
M
D
S
D
D
R
I
have
demo
and
obviously
economies
club.
We
use
the
same
machine
for
15
years.
We
never
really
got
more
than
five
hours
five
years
out
of
their
disposable
every
five
years
we
bought
a
new
one.
Obviously
that
one
is
off
the
board.
Toro
did
try
the
copycat,
the
trimesters
name,
it
just
came
out
in
December,
I
demoed
it,
but
then
one
showed
up
Brooke
they're,
not
ready.
This
machine
has
been
out
for
35
years.
It
has
a
proven
record
I.
O
R
R
G
R
Of
course,
projected
revenue:
we
are
projected
revenue
by
$40,000
the
last
few
months.
They've
opted
ourselves.
It
has
enough
money
if
Jason
would
like
to
comment
on
the
parks
budget,
but
they
don't
force
as
the
funds.
That's
why
that's
why?
I
came
a
nice
format
because
we
needed
it.
We
have
the
excess
revenue.
S
Petit
Parks
and
Recreation,
so
yes,
mr.
Iman
I,
think
part
of
the
drive
to
purchase.
This
is
the
downtime
that
we
have
from
this
machine.
So
when
it
goes
down
at
the
golf
course
and
throws
trigger
screw
off,
you
know
we're
not
talking
able
to
be
took
in
maybe
by
a
week
that
has
a
detrimental
effect
on
everything.
It
also
then
throws
the
guys
on
the
pork
chop,
because
now
we've
gotta
wait
a
week
before
we
get
the
machine,
so
you
can
go
to
war
field
and
so
forth.
S
D
That's
the
part
that
concerns
me
is
that
we
can
find
the
money
because
I
got
40,000
flowing
around.
This
is
30,000
roughly
and
you're,
going
to
try
and
find
the
money
again
to
get
out
of
parks.
We,
our
residents,
use
the
parks
a
lot
more
than
the
golf
course
than
that
and
I'm
not
saying.
The
golf
course
is
bad
that
our
residents
don't
use
them
to
pop
more
majority
of
our
residents,
use
our
Park
Service's
golf
course,
and.
S
I
Yeah
just
wanted
to
work
off
the
comment
that
mr.
Mont
was
making
with
regards
to
where
the
funding
tree
come
from
the
device
that
we're
talking
about
right
now
is
currently
used
between
both
the
golf
course
and
Parks
both
of
them
music.
Given
that
the
golf
course
is
an
enterprise
fund,
it
would
not
be
appropriate
to
place
more
of
the
burden
within
that
Enterprise
Fund,
then,
is
commonly
realized.
If
the
golf
course
was
using
the
device
75
percent
of
the
time
in
parks
25,
we
could
justify
75
25
split
from
an
accounting
perspective.
I
D
A
I
Collins,
just
for
identification
of
the
council,
just
you
aware:
I
have
tasked
wrecking
parks
and
the
Golf
Course
staff
of
the
superintendent
and
the
facilities
manager
was
developing
a
business
plan
for
the
golf
course
taking
a
look
at
what
the
needs
are
over
the
next
two
to
three
years
to
make
sure
that
we
can
maintain
the
asset
going
forward.
That
has
been
I've
stressed
it
to
Jason
and
his
of
course.
Once
we
get
that
under
control,
then
we
can
start
looking
at
some
other
options
out
there
at
the
course.
But
mr.
I
dharia
I
share
your
concerns.
We
are
in
the
first
year
of
operation.
It's
very
positive.
The
council
has
just
spent
two
million
dollars
to
renovate.
That
course.
We
need
to
make
sure
that
we
maintain
the
quality
of
the
asset,
maintain
the
experience
that
the
customers
have
out
there
and
that
we
have
the
right
plan
in
place,
equipment,
staffing,
service
levels,
irrigation
systems,
fairway
screens,
etc.
To
make
sure
that
we're
able
to
continue
this
for
the
long
haul
and
not
just
see
things
fall
apart
and
read
about
here
with
them.
I
G
D
Split
off
course
burst
open.
We
didn't
have
the
discussion
about
it,
possibly
returning
money
back
into
our
general
fund
because
of
how
much
the
money
that
has
no
problem,
John
I,
know
that's
the
business
planning,
that's
what
you're
you're
getting
out
there.
So
I
just
wanted
to
clarify
that
we
are
looking
at
eventually
if
putting
back
clean
the
general
fund
that
was
invested
in
it
last
year
in
here
before
school,.
A
G
S
The
city
manager
asked
us
about
a
month
ago,
we
had
committed
to
delivering
the
plan
within
the
first
week
or
so
of
July,
and
we
are
in
the
process
of
doing
that.
I
think,
together
with
the
secret
in
another
facility
managers,
will
have
a
good
plan
and,
by
the
way,
these
guys
meet
once
a
week
to
look
over
the
financials
and
that's.
Why
stated
early
on
share
this
well
bears
to
talk
about
the
financial
provision
of
the
course.
A
A
L
Ordinance
of
the
City
of
Jacksonville

Florida
enacting
the

to
a
decision

in

of
body
p.m.

the

building

and
I.
B
I
Earlier
and
of
course,
this
would
be
a
new
board
created
by
the
city,
England,
sir,
as
a
Court
of
Appeals
for
wrote,
the
building
division,
as
well
as
the
fire
department,
with
the
enforcement
of
life
safety
regulations.
The
impetus
for
this
board
is
that,
in
the
event
that
a
city
moves
forward
with
a
short
fundamental
ordinance
and
has
inclusionary
components
related
to
FPA
or
fire
code
standards
than
there
would
need
to
be
a
mandatory
appeals
work
in
case.
Anyone
wanted
to
appeal
the
determination
of
the
firearm,
and
this
is
the
second
reading.
A
A
L
I
N
Speaking
of
the
details
on
that
part
of
the
proposed
development
were
partner
of
the
local

who
will
manage
the
Springville

on

half.
They
currently
are
managing
the

door
of
Fairfield

The
couple
key
things
is
that
the
working
with
staff
and
identifying
the
code
requirements
and
the
word
set
forth-
we've
achieved
the
overall
height,
the
overall
hike
hike.
This
project
is
56
feet.
We'll
have
done
that
six
weeks,
height
restriction
would
be
working
with
staff
and
the
park
requirements.
N
We've
met
the
park
requirements,
as
is
described
in
the
park
and
loaded
standards
as
well
as
we
want
to
point
out
that
managing
these,
so
details
are
not
grading
them.
We
feel
like
the
department
about
it,
is
more
than
adequate
to
meet
our
needs,
we're
complying
with
parent
edition
of.
What's
listen
to
some
of
the
highlights
tonight,
I'm
represented
with
Steve,
even
though
our
land
East
Attorney
as
well.
It's
just
weird,
with
a
ton
of
liquor
or
engineer,
be
happy
to
answer
any
questions.
That's
on
they
have
this
many
questions.
I'll
have
a.
A
Okay,
this
ordinance
for
redevelopment
district
argue
reasonable
properties
before
the
council
for
public
hearing
and
consideration
on
its
first
reading.
Under
the
laws
of
the
state
of
Florida
and
application
to
amend
the
zoning
regulations
or
math
Kemeny
property
is
handled
as
a
quasi
judicial
proceeding.
The
quasi-judicial
proceeding
means
that
the
governing
body
is
now
functioning
in
a
manner
similar
to
a
court
with
the
mayor
and
council
sitting
as
impartial
decision
leaders,
hearing
testimony
and
questioning
presenters,
or
to
provide
substantial
and
competent
evidence
to
support
their
side
of
the
issue.
A
It's
the
duty
to
counsel
to
arrive
at
sound
decisions
regarding
these
the
property
within
the
city.
This
includes
receiving
citizen
input
regarding
the
proposed
use
of
the
neighborhood,
especially
when
the
input
it's
fact-based
and
not
as
simple
as
freshman's
opinion.
This
is
the
applicants
burden
to
demonstrate
that
his
or
her
application
is
consistent
with
mine
and
the
comprehensive
plan.
If
the
applicant
successful
in
China
consistency,
there's
a
government
to
reduce
confidence,
substantial
evidence
of
record
that
the
application
should
be
denied
the
council's
decision
on
our
Viva
are
these.
A
The
rezoning
application
is
built
on
the
criteria
set
forth
in
section
3,
4,
3,
4,
7,
c
3,
then
the
land
development
code.
These
remember
the
council
has
been
provided
with
a
copy
of
the
criteria.
In
addition,
the
council
has
received
a
copy
of
the
application
and
the
staff
by
the
Commission
Drive
Community
Redevelopment
Agency
recommendations
on
this
request.
Mag
enough
in
the
public
area

two:
zero

nine
eight
one,
two
zero
and
I've
got
several
speaker
cards
here.
P
H
P
G
Logan's
run
out
of
a
8:12
afternoon
or
disputa
issues.
A
half
of
Marriott
is
some
types
of
like
there's
a
lot
of
stress
right
now.
Some
of
the
police
forces
that
are
in
Jax
beach,
I've
seen
on
the
news
and
also
contemplates
about
under
painting
and
busy
events,
low
medians,
and
my
concern
is
that
this
could
be
worse.
As
a
recent
college.
Graduate
I
I
noticed
like
if
I've
been
out
of
the
series
you
already
bring
in
the
Spring
Break
crowd.
G
This
is
under
construction
because
a
little
safer,
I
didn't
like
the
whole
thing
I
can
handle
other
businesses
in
the
area
as
well.
So
I'm
serious
I
mean
going
there's,
not
a
lot
of
room
to
move
big
equipment
in
there.
The
roads
aren't
very
wide,
so
I
feel
like
the
extraction.
Time
can
also
affect
other
businesses,
dust
and
just
a
lot
of
things
like
that
I
feel
like
can
you
read
me
Brenda,
but
that
could
be
offset
by
trying
great
myself
any
revenue
increase
by
this
II
couldn't
get
back.
A
S
Does
not
allow
miss
Watson.
Thus,
if
this
zoning
change
occurs,
we
will
make
other
property
contingent
properties
will
then
have
a
legal
door
open
to
them,
so
that
this
will
now
continue
on
the
zoning
change.
Now,
if
we
look
at
section
34
deaths
of
Ellen
I
think
there
are
some
things
that
we
want
to
consider.
S
A
P
Williams
two
eight
twelve
hundred
mark
I
appreciate
you
guys
letting
us
speak
tonight
and
know
that
I'm
young,
all
the
legalities,
aren't
there
for
me,
but
I
want
changements
I,
see
something
wrong.
Have
me
when
I
said
he
had
meat
that
you
guys
have
a
balance
to
do
that.
So
last
mean
you're
attended
over.
This
was
in
favorite
the
hotel,
because
it
would
be
more
family-friendly
than
the
pier
Cantina
not
saying
I'm
super
favored
for
the
pier,
just
not
for
the
Marriott
I'm,
just
worried
that
it's
gonna
do
the
opposite.
P
Besides
making
it
family-friendly,
Margaritaville
is
already
broken.
Ground
would
expect
202
rooms,
as
you
guys
know,
three
blocks
down
from
this
property.
So
it's
the
city
of
Jax
beach.
Do
we
wanna
build
this
136
room
hotel
three
blocks
away
from
that?
That's
three
hundred
and
thirty-eight
rooms
right
and
that
little
three
booklet,
three
block
area
to
United
over
the
fourth
of
July,
is
like
they're
like
how
are
we
gonna
have
enough
police
there
to
make
it
safe
for
everybody
like
we're,
turning
ourselves
into
PCB?
P
G
P
P
Out
by
for
parking
everywhere,
you
go,
you
want
to
go
to
dinner
on
Thursday
night,
very
occupied
parking
lot,
it's
paid
for
now
and
then
you're
gonna
wait
an
hour
and
a
half
I
cook,
your
Cantina
that
sits
there
now
to
eat
your
dinner.
That's
fine!
You
know,
I,
understand
that
we
have
a
lot
of
people
here.
It's
a
great
place
to
live,
but
I
want
to
keep
in
mind
like
for
the
people
that
live
here,
not
the
people
that
we're
bringing
in
they.
S
P
P
P
Poorer
clientele
coming
in
you
know
we
don't
want
to
traction
with
Egypt's.
We
want
the
people
to
come
here,
be
able
to
have
a
nice
family
vacations
if
they
want
to
come,
but
by
overtime
and
I,
think
it
with
hotels,
I,
just
don't
believe.
That's
the
way
to
do
it
also
I
fully
understand.
A
lot
of
this
has
to
do
with
money.
I
get
that
for
me
and
more
people
brings
in
more
revenue
for
our
city.
I,
fully
understand
that,
however
you're
placing
quality
you're
losing
the
quality
are
placing
it
with
the
quantity
here.
P
A
F
Believe
that's
up
like
Casa
Marina
and
now
Spring
Hill
Suites
56
feet
136
more
rooms.
The
grand
total
is
going
to
be
463
rooms
that
are
bringing
into
this
adorable
little
beach.
Town
I
know
you
guys,
for
the
plan.
Condition
is
dusting
off
the
2007
vision.
Well,
it's
2019.
Where
is
that?
Where
is
that
vision
and
how
does
how
all
these
hotel
rooms
fit
within
that
vision?
I
thought
we
wanted
more
retail
I
thought
we
wanted
nice
restaurants.
Most
of
the
restaurants
in
this
general
area
are
line
outs
in
restaurants,
the
name
only
there.
F
F
G
F
Staff,
a
waitstaff
and
speaking
of
waitstaff,
if
you
look
at
the
hotel's
restaurant,
it's
smaller
than
the
bar,
isn't
that
great?
It's
an
outgoing
ocean
front
bar
and
a
small
restaurant
I
looked
up
streaming:
health
suites,
restaurants,
restaurants,
they
don't
have
restaurants,
they
don't
know
upscale
restaurants.
Certainly
you
know
what
they
have.
A
continental
breakfast
area
is
kind
of
like
the
hotel,
a
lot
of
hotels
in
the
area,
600
square
feet
of
retail
space.
What's
looking
at
retail
is
ins
35
30
area
35
in
20,
so.
F
Footage
of
the
bar
and
what
are
the
detail
plans
for
the
restaurant?
What
is
the
square
footage
of
the
restaurant?
The
developers
are
willing
to
work
with
us
and
so
I
think
this
is
going
to
be
an
opportunity
to
meet
the
vision
plan
whatever
that
is,
let's
not
mess
this
up.
This
is
really
important
and
I
know
something's
going
to
go
there
and
I
know
that
that
something
can
be
50
60
high,
but
really
doesn't
need
to
be
another
hotel.
Thank
you.
E
Then,
if
you
come
forward,
give
us
your
name
and
address
about
three
minutes:
Savannah
cotton,
535
million
Jacksonville
Beach
I-
am
a
peer
employee
at
the
last
three
years,
but
I'm
also
a
metropolitan
building
employee
I'm
there
during
the
day
of
Karakoram.
Every
week
and
again
one
of
the
major
things
is
parking
when
it
comes
to
employment,
parking
for
the
hotel
and
the
pier
parking
lot.
Let's
say
there
is
a
restaurant
that
or
bartender
is
bar,
but
ever
thought
a
country
match.
E
That
means
employees
will
have
to
walk
out
with
if
the
employee
had
to
walk
out
three
blocks
or
like
four
blocks
or
everything
employees
have
to
park.
That
is
just
a
security
measure
when
it
comes
to
Jax
when
he
comes
to
these
people
walking
out
with
cash
to
walking
four
blocks
away
from
their
car
and
then
just
three
years
ago
we
had
the
fourth
of
July
and
security
in
front
of
surfer.
When
a
former
pier
Chloe
had
actually
lost
his
life
due
to
violence
here
in
Jacksonville,
Beach
and
I
love
this
time,
I
might
somewhere.
E
That
would
be
hopefully
paying
for
a
very
long
time.
But
when
it
comes
to
timing,
all
these
extra
Hotel
having
all
these
extra
rooms
it
brings
in
such
a
different
crowd
than
we
would
want
for
to
keep
up
the
up
balance
scale
that
we
are
at
now
and
when
it
comes
I,
grew
up
in
the
Panhandle,
so
I've
watched,
Panama,
City,
Beach
I've
also
watched
d'estaing
go
from
these
small-town
local
bikes
that
we
have
here
into
these
giant
commercialized
an
hour
drive
to
the
beach.
E
E
That's
what
each
has
a
hole
and
I
don't
get
me
popped
like
like
I,
said:
I,
am
an
employee
at
the
pier
I
understand
that
the
piers
not
going
to
be
there
for,
however
long
how
it
hurt
and
I
know
the
property,
it's
going
to
be
something
just
a
five-story
hotel
room
when
we
already
are
hotel.
We
have
all
these
other
hotels,
my
making
how
we
make
it
to
restaurants
or
two
guys
rounds
in
a
retail
store.
A
J
I'm
not
sure,
I
agree
that,
in
the
plans
that
have
been
submitted,
the
major
entrance
off
of
forestry
is
now
going
to
pretty
much
develop
a
safety
interview
where
you
have
an
entrance
drive
with
snacking
on
one
side
and
that's
First
Street.
On
the
other
side,
we've
got
a
real
safety
issue
with
pedestrians
continue
along
to
First
Street
on
the
east
side.
Going
past
this
on
the
century
area,
all
the
perkins
is
going
to
be
valet
parking
that
the
bay
area
to
the
north
of
the
parking
deck.
J
It's
built,
the
cars
if
they're
stacked
in
that
valet
area,
will
have
to
pull
back
out
on
the
first
Street,
somehow
make
it
back
a
little
further
south
to
get
into
the
second
Bay
of
parking.
It
doesn't
make
sense
to
me
I
think
we
can
do
much
better
than
that
deliveries
and
garbage
pickup
right
at
the
front
door.
There's
no
other
place
other
than
door
to
have
all
the
deliveries
occur
as
well
as
garbage
pick
up.
J
The
garbage
trucks
will
pretty
much
block
Wall
Street
the
way
they're
gonna
have
two
angles
to
get
in
there
and
pick
it
up
and
dump
it
and
then
continue
on
that
area
of
first
tree
already
under
lights,
a
little
bit
in
the
way
of
the
way
the
street
works,
it's
narrow
lanes
and
then,
on
top
of
it
it's
all
pavers.
Those
neighbors
were
already
breaking
up
under
the,
but
the
weight
of
the
trucks
and
semis
they're
already
parked
there
in
that
area.
That
happens
on
regular
basis.
The
cement
trucks
leaving
from
Margaritaville
are
coming
up.
J
A
G
G
Q
T
To
respondents,
testimony
of
the
staff
of
the
public-
oh,
thank
you
very
much.
Mr.
mayor,
my
name
is
Steve.
Even
I
wanted
up
in
the
drive
suite
1,200
jobs
will
Florida
reach
you
I'm
here
on
behalf
of
the
property
owner
me
and
the
applicant,
and,
as
your
attorney
pointed
out
at
the
beginning,
the
tests,
whether
or
not
there
is
confident
substantial
evidence
presented
regarding
the
application.
Your
staff
report
is
the
is
confident
substantial
evidence
and
your
staff
recommends
approval
of
this
particular
matter.
T
T
As
well
is
also
evidence
to
this
conference
extension
in
support
of
the
application,
what
you
received,
a
knife
from
the
citizens
were
what
Florida
courts
called
generalized
fear
or
generalized
opinions,
not
fact-based
testimony
and
as
a
result,
what
you
have
right
now
is
an
application
that
meets
the
test
that
carried
its
burden
of
proof.
The
application
itself
is
conference
stage,
London's
the
staff
report
as
well,
and.
A
T
Not
any
of
the
testimony
provided
was
fact-based
to
the
to
the
extent
that
it
that
it
rises
to
the
level
of
confidence,
substantial
evidence
and
there
really
just
isn't
any
of
that.
I'll
pick
out
just
a
few
examples.
There
was
concerns
by
the
doctor
about
spot
zoning.
Actually,
this
is
the
opposite
of
spots
of
your
Comprehensive
Plan
you're,
reading,
all
the
district
contemplates,
so
it's
all
being
permitted
at
this
exact
location.
T
It's
a
permitted
use
we're
not
asking
that
change
the
use
of
the
property
and,
as
a
result,
this
by
definition
cannot
be
spot
zoning
lots
of
conversations
about
Panama
City
Beach.
Obviously
this
isn't
Panama
City
Beach,
there's
no
evidence
presented
just
a
lot
of
opinions
about
property,
values
of
parking
or
characteristics
of
that
particular
city.
Based
on
what's
happening
in
that
particular
area,
they
really
have
no
bearing
at
all
one
on
what's
going
on
in
Jacksonville
each.
T
Similarly,
concerns
about
parking
parking
is
another
really
good
example.
This
application
beats
your
parking
code.
It
actually
is
15
spaces
short
of,
what's
required
by
code,
that
you
have
another
provision
in
your
code
that
allows
us
to
make
a
payment
in
lieu
of
providing
us
off
street
parking,
and
that
is
what
the
developers
proposed.
T
So
not
only
did
we,
in
our
opinion,
meet
the
code
by
by
providing
the
payment
for
all
street
parking,
but
we
also
believe
that
the
after
de
men
are
parking,
spaces
will
be
less
and
that
accounts
for
the
for
the
restaurant.
The
restaurant
is
open
to
the
public,
which
again
goes
to
another
one
of
your
criteria
regarding
activating
the
oceanfront
and
obviously
we
believe
that
you
know
our
parking
is
met
as
well.
T
T
If
you
listen,
we
could
ignore
that
or
the
craap.
You
heard
what
this
work
and
after
working
with
the
staff
and
negotiating
on
how
to
activate
the
property,
how
to
provide
safe
access.
I
believe
what
you
see
before
you
is
a
great
opportunity
for
for
for
Jacksonville
Dietrich
I
know
that
Marriott
and
Alice
Grace
and
the
three
a
troupe
of
the
folks
associated
with
this
project
are
really
excited
to
be
able
to
any
opportunity
to
see
were
available.
They
have
certain
questions
that
you
may
have
about
the
application
or
anything
else
regarding
that
issue
tonight,.
A
I'm
gonna
close
the
public
hearing,
we're
gonna,
reread
the
motion
under
this
format,
but
before
we
do
beginning
with
myself,
these
members
of
the
council's
request
indicate
for
the
record
both
of
the
names
of
persons
and
the
substance
of
many
acts.
Parte
communication
regarding
this
application.
The
next
parte
communication,
the
first
to
any
meeting
our
discussion
with
a
person
or
citizen.
You
may
have
an
interest
in
this
decision
which
occurred
outside
the
public
hearing
process.
A
C
B
H
Had
an
email
and
a
phone
call
from
mr.
Vivaan
now
we
spoke
about
the
project
and
pretty
much
like
everybody
else's.
Just
an
overview
of
the
project.
I
also
received
an
email
from
Derrick
Harmon
in
support
of
the
project
and
an
email
from
me
Copland
regarding
a
roof
garden
that
she
would
like
to
see
happen
on
the
building.
A
C
Appreciate
everybody's
comments
and
obviously
I
appreciate
you
guys
coming
to
speak
and
express
your
concerns
and
I
understand
those
and
I
kind
of
want
to
outline.
Why
I
think
this
is
a
positive
project
for
our
community
and
is
in
line
with
the
vision
that
I
have
of
our
downtown
I
know
that
retail
was
addressed
and
many
people
said
well
we'd
like
to
have
retail
or
restaurants
down
downtown,
but
I.
C
Don't
think
this
was
a
concern
that
we've
been
approaching
in
our
conversations
with
CRA
Community
Redevelopment
Agency
is
what
would
incentivize
the
people,
whether
it
be
our
residents
or
anybody
else
to
come
to
our
to
shop.
When
you
have
an
entire
stretch
and
enabled
a
for
you
to
go
shop
or
to
go
to
Atlantic
Beach
for
a
particular
restaurant,
what
incentives
can
we
offer
people
to
build
restaurants
that
are
actually
going
to
succeed?
C
I
think
that
this
opportunity
provides
a
solid
project,
a
lot
of
the
other
hotel
projects
that
we
have
to
bring
people
to
our
downtown
area.
That
would
make
it
a
more
family,
friendly,
friendly
environment
and
create
an
environment
outside
of
our
scene
that
we
have
now
once
those
people
are
there
and
this
establishment
phase
$600,000
to
a
fund
that
I
believe
is
designated
for
a
parking
garage
that
we
can
then
utilize
on
efforts
to,
as
we've
discussed
at
the
CRA
to
potentially
build
a
parking
garage
once
free
free.
C
C
We
now
have
a
basis
for
people
to
stay
in
our
downtown,
not
just
there
for
a
bar
scene,
which
incentivizes
people
to
bring
their
business
downtown
and
as
long
as
we
provide
sufficient
parking
do,
let's
say
a
parking
garage
that
open
up
other
city
property,
which
we
own
a
lot
of
downtown
to
be
able
to
utilize
that
for
businesses
and
restaurants,
and
that's
kind
of
where
I
envision.
It's
not
growing
in
size,
not
expanding
our
downtown
district,
but
we're
a
big
screen.
C
I
think
them
it's
situation
where
businesses
can
succeed
right
now,
in
the
view
can't
succeed
in
the
future,
because
right
now
I
think
it
would
be.
Nobody
comes
downtown
for
lunch.
We've
talked
about
that.
Nobody
comes
downtown
for
breakfast
because
we
don't
have
establishments
for
that.
So
I
think
that
this
starts
to
get
us
and
point
us
in
that
direction,
and
that's
why
it
does
have
my
support.
I
think
it
does
in
line
with
my
vision,
I
thank.
M
M
After
the
height
cap,
our
mammals
passed,
Robin
Lerner
brought
their
cases
to
court
and
there's
there's
only
a
few
parcels
of
land
that
about
35
feet
as
the
attorneys
at
a
climax
in
there
are
statements
of
fact
from
the
courts
and
as
long
as
the
ear
TR
our
code,
our
building
coal
and
Velma
code,
there
should
not
be
groins
for
the
semester.
All
this.
M
M
Q
M
Q
Q
M
Parking
yeah,
that's
an
impact
to
the
direct
ace
combination
to
whether
you
agree
or
disagree
with
this
motion.
More
people
more
units
equals
more
traffic
again.
This
is
something
that
we're
gonna
have
to
live
with.
The
CRA
work
towards
a
solution,
our
way
of
actually
minimizing
the
impact
to
our
residents.
M
M
That's
been
an
ongoing
issue
with
on-air
area
and,
however
people
that
are
on
low-income
jobs
in
that
Park.
Will
it
work.
So
there's
always
that
public
safety
issue
nine
boys
is
wrong
if
you're
going
offers
and
then
my
backgrounds
in
rascal
embarass
one
steel,
not
that
night,
so
I
would
get
rid
a
little
no
slumbers
and
make
sure
that
there's
at
the
park,
if
they're
for
our
party
tea,
if
not.
M
T
So
the
restaurant
we
managed
by
the
there's
a
operator
itself
as
far
as
the
retailer
and
how
its
selected
that
will
be
up
to
the
developer
on
the
property
owner.
It's
not
determined
right
now
that
they're
going
to
be
an
affiliated
business
or
it
will
be
completely
separate
and
open
to
a
third
party.
But
answer
some
of
your
other
questions
on
the
number
of
employees.
T
There
was
a
pretty
robust
discussion
at
the
CRA
regarding
the
number
of
employees
and
what
was
discussed
was
the
maximum
number
of
employees
on
the
shift,
and
the
discussion
was
that
on
the
shift
for
the
cleaning
crews
that
those
are
typically
in
the
mornings
when
folks
are
checking
out
the
hotel,
so
the
employees
actually
park
on
site-
and
that
includes
the
folks
that
work
in
the
restaurant.
There
is
parking
that's
available
for
all
their
employees
on
site
and
a
brother
there.
Someone
who
works
in
the
restaurant
or
some
of
it
that
cleans
the
hotels,
doesn't.
M
T
The
the
way
that
it
works
is
that
you
have
people
arriving
for
checking
on
the
late
afternoon,
and
then
you
have
clean
folks
coming
in
the
morning
and
so
there's
an
offset
in
the
way
the
building
operates,
so
that
there
is
parking
available
again,
the
gross
numbers
it
requires
one
parking
space
per
room
or
about
136
parking
spaces.
We
are
providing
123
or
122,
leading
to
that
shortfall
in
the
Pertino
14
range
so
operationally
it
works
in
the
developer
and
the
hotel
operator
testified
to
that
effect
in
the
Planning
Commission
and
they
operate.
T
T
Conversation
about
that,
so
the
notion
that
puts
would
be
walking
out
after
working
on
the
shift
with
their
tips
to
go
somewhere
else
and
park
somewhere
else.
I'm
sure
it
may
happen
at
some
point,
but
there
will
be
parking
available
for
employees
on
site.
Similarly,
on
traffic,
the
traffic
again,
a
forty
nine
thousand
square
foot
building
under
our
under
our
sole
in
agreement
could
have
been
permitted
under
a
retail
without
going
through
the
Army
Reserve.
Now
we'd
have
to
make
parking
and
there's
a
lot
of
other
things
that
have
to
happen.
T
But
if
it's,
if
this
was
just
an
old
test
strip
retail,
it
would
generate
as
much
if
not
more
traffic
than
the
hotel.
And
again
we
can
talk
more
about
that.
That's
where
we
want
to
go
but
I
think
that's
one
of
the
reasons
why
this
use
is
one
that
you
know
it's
possibly
frankly,
free
to
apply
your
bio-copper
to
plan
downtown
overly
and
then
finally,
our
trash.
If
you
look
at
the
plan
on
the
left-hand
side,
you
can
see
that
the
bottom
floors
is
two
stories.
T
There's
a
two
story:
opening
like
the
hotel
rooms,
don't
start
as
low
on
the
second
story.
They
go
up
on
the
third
floor,
so
is
a
two-story
opening
there
from
the
ground
floor
going
into
the
third
that's
to
allow
deliveries
of
big
trucks,
as
well
as
the
garbage
trucks
to
go
in
and
take
the
roll-off
containers
that
are
pushed
out
in
the
mornings
they're
serviced
by
a
compactor.
T
M
Thank
you
for
your
answers,
I'm
a
big
proponent
and
what
happens
in
real
life
as
opposed
to
what
happens
from
a
legal
perspective.
Sometimes
it
don't,
there
will
be
cars
left
over.
There
will
be
times
when
I'm
just
being
realistic.
There
will
be
times
were,
there's
not
parking,
then
I'll
car
before
the
staff
or
the
restaurant
slice,
our
customers,
because
what
we're
dealing
with
here
is
what
is
required
by
our
code
in
order
to
part
with
this,
but
no
they
alley.
M
M
A
G
M
Is
probably
one
of
the
last
lost
people
max
is
about
the
Margaritaville?
The
snow
is
the
Alpha
equal
property,
and
here
on
Third
Street,
the
almond
is
one
going
I
see
this
as
probably
the
last
one,
as
am
I
wrong.
There's
are
other
properties
that
can.
K
Q
Q
Felt
director
there
are
two
other
parcels
that
we
have
a
spoken
of
three.
If
you
count
the
wharf
all
the
condominium,
15's
invested,
hike
property,
the
what
we
call
used
to
call
the
goodwill
property,
that's
the
strip,
so
that's
got
Delhi
Code
minute.
That's
the
North
half
of
the
block,
North
America's
west.
That's
got
vested
building
height
than
the
naked
lot
adjacent
to
Casa
Maria
between
the
Casa
Marina
building
into
the
back
of
our
public
restrooms
that
grass
lot
that's
got
dizzy
flip
it
accidentally.
The
entire
castle
has
typically.
M
D
Q
That
our
D
standards
is
deceiving
these
papers,
okay
for
2000
2010.
The
reason
2010
is
reference.
The
court
order
says
effective
as
of
this
date.
The
date
of
the
order
was
September
28
2010,
before
that
the
normal
CBD
regulations
that
were
in
effect
prior
to
2008
simply
had
front
guard
set
back
to
the
regard
set
back
to
the
maximum
October's
month
after
the
2007
Vision
Plan
climb
exactly
work
on
one
of
the
planners.
With
that
firm
developed,
a
set
of
detailed
site
design,
a
lot
layout,
stator
groups
will
now
find
our
CBD
district
standards.
Q
Q
That's
things
like
that,
like
the
front
is
requirements
that
you
put
in
parking
in
this
gonna
fit
kind
of
apart
knees,
got
30
feet
off
of
there
right
away,
either
by
distance
by
space
or
by
retail
or
reasonable
commercial
space.
Other
favors,
like
that
difference
of
textures,
with
wiring
on
buildings,
as
opposed
to
none
of
those
type
of
requirements
for
the
skaters
before
so.
Q
He
changed,
but
not
as
part
of
that
design
stages.
Barking
just
changed
by
the
former
director.
Remember
the
thing
that
I
can
tell
you.
Actually
what
the
change
was.
Look
for.
The
parking
standards
for
the
CBD
were
modified,
the
former
parking
standards
for
hotels
for
one
of
the
corner,
spaces
for
guest
rooms,
the
first
50
rooms,
plus
one
space
per
room
thereafter
and
the
new
standards
assembly.
What
space
for
a
room,
so
you
lose
12
spaces
the
particulars
that
was
a
that's
the
distinction
of
the
change
of
the
market
standards
for
hotels,
okay
and.
Q
Well,
for
instance,
of
the
lock
coverage:
there's
not
a
specific
lot
coverage
standard.
Welcome
the
CBD.
There
is
no
us
I,
think
it's
90%,
but
that's
one
of
the
requested
standards
because,
as
proposes,
would
be
on
there's
a
lot
coverage
as
our
lot
of
similar
property
round
that
area.
So
that
would
be
request.
That's
the
flexibility!
That's
not
even
see
these
standards
now,
but
they
were
set
up.
So
that's
one
departure
and
that's
part
of
what,
when
you
approve
the
Ardizzone
you're
saying
yes,
we
agree
that
those
are
under
allowable.
D
Okay,
I
agree
with
keep
that
beat
like
12
employees
at
one
time.
That's
really
the
base
to
work
in
hospitality
that
that's
really
loved
by
our
two
hotels.
That's
just
a
really
low
number.
Although
I
appreciate
you
using
some
example
with
the
shift
in
the
parking
I
understand
that
so
I
understand
coming
from
with
regard
to
parking
for
employees,
but
just
that
number
is
extremely
low
because
they
are
vested
at
56
feet.
D
It
has
to
be
resolved
during
Rd,
just
be
there
it's,
because
if
they
want
to
use
their
full
56
feet,
so
that's
kind
of
like
that.
It's
are
pushing
cold
thing.
I
would
like
to
know
steve
question:
happy
signing
permission
from
the
Florida
Department
of
Environmental
Protection
on
retail,
on
the
ground
floor.
So.
D
T
So
we
have
a
preliminary
conversation
with
DEP
about
what
the
requirements
are.
Emily
have
found
out.
You
know
the
same
thing
that
mr.
Van
destruct
that
you
know
the
Planning
Commission
of
the
CRA
below,
which
is
the
limitation
on
building
permanent
fixtures
pressed
line
on
the
ocean,
and
so
we've
only
had
preliminary
conversations
we
have
not
filed
any
permit.
T
T
D
D
D
Feel
of
the
beach,
if
this
isn't
it
as
currently
designed
and
I
know,
that's
that
deals
with
parking
spaces,
and
then
that
could
be
the
parking
spaces,
given
that
this
is
the
same
design
that
you
want
to
continue
to
use.
I
agree
with
Gary
that
I
see
safety
issues
here
with
having
cars
come
in
to
the
South
out
to
the
north
and
that
second,
they
have
to
happen.
D
Go
back
around
loop
on
her
Street
to
get
back
and
go
back
across
the
sidewalk
into
the
southern
made
in
the
parking
garage
so
and
I
understand
that
it's
kind
of
hard
to
design
things
this
type.
But
this
because
there's
no
circular
motion
in
the
bottom
floor
of
the
garage.
It's
too
back
back
out.
You
turn
around
and
come
back
out.
You
can't
circle
through
because
you
trying
to
maximize
parking
spots
I
get
that,
but
this
is
a
safety
issue
which
does
go
against
the
code.
Well,.
N
Drop-Off
area
that
area
has
enough
human
for
assertively
six
cars
out
there
in
that
area.
So
the
plan
we
presented
where
we
talk
about
where
we
ever
would
back
out
on
the
first
one
folks
that
will
pull
off
this
people
have
to
evaluate
if
they
check
in
the
car
we
parked
it.
Have
you
gone
out,
therefore,
it
shows
not
stable
if,
for
some
reason
there
was
a
pool
right
back
out
so
talking
plate
going
out
on
the
first,
but
coming
back
into
our
hotel
to
seeing
that
traffic
circulation
at
all.
D
F
D
N
D
D
D
First,
in
the
our
debugging
district
accent,
entire
page
life
access
would
typically
be
prohibited
along
first
Street
north
and
encourage
the
long
time
series
and
I
don't
know
who
I
asked
this
question
to
to
use
scary's
example:
public/private
partnership.
Isn't
the
city
willing
to
do
some
kind
of
a
partnership?
So
you
can
get
that
traffic
off
of
first
it
had
an
entering
from
the
door,
because
that
would
help
to
clear
up
some
of
the
issues
with
the
pedestrians
walking
in
front
as
well
as.
Q
Part
of
our
cottage
is
my
friend,
and
it
was
severely
compromised.
Both
are
dropping
off
with
an
estimate
is
that
that
means
we
had
the
computers
kind
of
a
pedestrians
drop
off
one
of
the
apartments.
We
are
not
a
lot
of
people
drop
their
kids
off
the
floor.
It's
just
a
good
circuit
if
I
could
get
one
out
later,
but
that
that's
we
didn't
think
that
was
an
option
from
the
get-go,
and
our
garita,
though,
was
able
to
do
that.
Cuz
I
set
up
happening.
D
Q
You
look
at
the
rendering
up
to
the
right
one
just
over
the
seawall
right
now.
There
is
a
prohibition
and
it
dates
from
1946
when
that
boardwalk
was
a
whole
different
beast
that
had
buildings
that
had
countertops
whatever,
whether
it's
you
can
Gallery
resets,
the
boardwalk
stream
to
the
shooting
gallery
where
you've
got
hotdogs
or
juice
or
whatever
the
back
in
the
40s.
There
were
also
peddlers
out
on
the
boardwalk,
so
they
put
that
ordinance,
in
fact,
primarily
to
prevent
that
the
mobile
Edler
from
encroaching
on
the
park.
Q
You
know
the
heartbreak
and
horde
businesses
that's
way
out
of
date,
because
we
don't
have
that
type
of
activity
on
our
boardwalk.
But
one
limit
of
that
ordinance
is
right
now
and
you
can't
have
any
structures
east
of
that
no
build
line.
Well,
the
proposed
stair
tower
coming
down
onto
the
boardwalk
would
be
in
that
area.
I've
also
had
discussions
with
another
developer.
Who
is
development
at
the
opposite
end?
T
Q
First,
eight
feet
see
where
of
the
building.
In
fact,
I've
got
another
application
in
today
from
get
a
third
see,
walk
area,
vendor
or
property
owner,
one
to
enhance
their
see,
walk
and
by
putting
the
awning
out
right
now
they
can
to
do
that.
So
we're
trying
to
do
that's
my
staff
taking
a
moment
it's
not
just
with
the
benefit
of
this
project.
It's
really
for
the
benefit
of
the
redevelopment
of
at
least
facade.
Look
behold
see
what
we're
here
and.
Q
To
the
best
way,
this
may
pencil
the
privately
them.
What
happened
is
when
a
certain
amount
of
that
property
became
available.
It
wasn't
given
to
the
property
owners
the
city
made
available
by
quitclaim.
Do
you
wanted
to
recapture
some
of
that
area,
those
out
on
the
wider
boardwalk
at
the
time
and
different
propagators
with
them,
as
some
of
them
have?
Some
of
it
hasn't
have
excuse,
but.
Q
D
D
Again,
if
you're
walking
on
that
ground
level,
that's
how
people
are
experiencing
it
and
they're
experiencing
parking
parked
cars
and
I
understand.
There's
that
push
and
pull
with
need
the
parking
spaces.
There
are
a
lot
of
money,
but
retail
down
there.
You
have
spent
a
lot
of
money,
but
I
would
like
to
see
the
that
changed
a
bit
as
well
as
just
the
design.
D
We
do
something
the
design
and
the
retail
I
would
be
a
lot
more
comfortable
with
this
I
think
all
that's
at
I
used
a
party
and
that
issue,
but
I
was
he
more
funcly'.
You
have
some
smart
designer
over
there
and
he
and
I'm
sure
he
can
be
creative
to
be
able
to
meet
a
lot
of
the
requests
to
have
not
just
be
but
the
citizens.
We
will
sue
the
Planning
Commission
meeting
and
they
had
a
lot
of
the
same
concerns
and,
of
course,
the
rooftop
garden.
D
T
T
We
certainly
have
consulted
with
the
owners
that
he
described
earlier
and
there
they're
comfortable
with
the
design.
Otherwise,
something
would
have
been
here.
I
know
to
talk
about
it,
so
I
hear
your
concerns
and
we'll
definitely
take
it
back
to
the
design
team,
but
I'm
not
sure
that
this
is
the
right
forum
for
us
to
be
able
to
address
that.
D
D
B
D
The
designer
to
really
understand
the
reality
about
this
one
location
along
with
the
here
and
all
the
work
that's
going
to
be
going
on
there.
This
is
going
to
be
the
heart
of
our
downtown.
We
want
that
heart
to
eat,
fabulous
and
that's
why
you
get
you're
getting
some
pushback,
because
I
think
this
is
kind.
D
D
It
we
just
really
this
needs
to
be
done
right
and
that's
some
of
the
things.
That's
something
that
we
talked
about
six
years.
I
sat
in
my
kitchen
to
know
exactly
how
things
moved
in
there
until
that
we
designed
it
and
telling
me
I'm
staying
on
there
for
six
years,
but
I
am
saying
that
this
is
a
long
process
that
you
want
to
be
careful
of
it.
I.
H
Can
miss
Cole
Thank
You,
mr.
Yordy?
No,
but
you
can
you
can
stay
there
because
I
have
some
questions
specifically
for
the
applicant.
First
of
all,
one
of
the
speaker's
mentioned
something
about
the
restaurant
and
I.
Do
like
the
fact
that
you
aren't
planning
to
have
a
restaurant.
That's
on
the
second
floor
that
looks
over
the
dunes,
because
then
we'll
have
a
oceanfront
view
and
that
we
found
being
a
great
place
that
people
will
want
to
go.
H
But
my
concern
is
this
one
I'm
looking
at
the
design,
it
doesn't
look
like
it's
a
very
big
restaurant.
It
looks
like
it's
mostly
a
bar,
so
my
question
would
be
is
I
believe
you
said
it's
going
to
be
available
to
the
public,
so
will
it
be
a
full-service
restaurant?
What
kind
of
hours
are
you
guys,
envisioning
and
and
what
kind
of
seating
capacity
as
far
as
food
goes
versus
bar,
so
the
bar
and
restaurant
space
altogether.
T
Is
about
500
square
feet?
There
is
ready
you
can
see
in
the
cyclin
for
about
a
dozen
to
15
folks
at
the
bomber
and
their
seat
available
for
about
30
to
40,
so
it'll
definitely
be
more
restaurant,
the
bar.
It
will
be
open
to
the
public
and
and
again
we
talked
about
this
at
the
Planning
Commission
folks
that
want
to
go
to
the
restaurant.
You
come
up.
T
The
back
stairs
go
into
the
restaurant
if
they're
staying
at
the
hotel,
the
key
card
to
get
back
into
the
rooms
are
going
to
the
pool,
but
otherwise
folks
will
be
able
to
come
out
there
and
and
dine
or
get
a
drink
hours
of
operation
will
be
consistent
with
the
you
know,
the
midnight
closing
hours
that
were
discussed
recently
for
other
restaurants
in
the
downtown
area.
This
will
probably
close
even
a
little
bit
earlier
than
that,
because
obviously,
we've
got
folks
that
are
staying
there.
T
T
H
H
Now
I'm
going
to
take
it
a
step
further
and
the
comprehensive
plan
that
leads
to
the
policy,
which
is
only
one
point,
nine
point:
one
which
says
the
city
shop
about
pedestrian
amenities
and
upgrades
in
association
with
new
development
redevelopment
and
Gateway
corridors
and
that
list
speech
or
RNA
impairment,
including,
but
not
limited
to
the
provision
of
sidewalk
and
bike
path,
connections,
walk
lights,
inches,
shelters
and
bicycle
parking.
So
I'm,
just
I'm
just
wondering
in
support
of
that
objective
that
you
cited.
H
T
On
the
first
Street,
obviously
that
we
will
be
sidewalks
on
the
ocean
side,
we
already
talked
about
the
about
the
pedestrian
Plaza.
That's
out
in
front
on
the
on
the
on
the
ocean.
Walk
tour,
South,
obviously
is
another
building
and
then
to
our
north.
Is
the
existing
Jacksonville
Beach
parking
lot,
so
I
guess
I
would
get
to
your
push
by
saying
we're
doing
the
very
best
we
can
with
the
space
that
that
we
have
available
and
again
I.
T
Guess.
We've
already
learned
this
evening
from
this
new
model,
the
attractive
hopeful
environment
may
be
in
the
eye
of
the
beholder,
because
certainly
Marriott
and
the
developers
love
this
design.
The
folks
across
the
street
don't
have
any
objection
to
it.
They've
objected
to
other
hotel
projects
that
I've
represented.
It
was
super
silly,
but
they
actually,
you
know
like
this
design
as
well,
so
that's
a
tough
one
to
interpret,
but
in
the
pedestrian
circulation
and
in
the
area
and
the
access
we
feel
like
this.
H
H
H
For
non-residential
uses
must
occur
in
a
manner
that
provides
for
adequate
ostridge
parking
landscaping
and
stormwater
management.
The
city
will
enforce
land
development
regulations,
rented
the
density
and
intensity
of
development
for
commercial,
industrial
and
public
/
/
institutional
rain
uses
shall
be
limited
to
the
following
maximum
floor
area
ratios
for
all
principal
and
accessory
structures.
Then
it
goes
on
to
say
projects
developed
in
cooperation
of
the
city,
the
Redevelopment
Agency
persons
chapter
163
are
required
to
have
a
3.0
floor
area
ratio
maximum
and
looking
at
the
numbers
that
the
applicant
has
provided
us.
The.
H
Q
Q
Q
H
E
H
We
will
have
one
thousand
seven
of
those
I
believe
if
you
have
that
number
off
the
top
of
your
head,
but
so
then
adding
the
Spring
Hill
Suites
will
have
eleven
hundred
and
forty-three
hotel
rooms
in
Jacksonville
Beach,
and
this
is
just
a
question
for
my
colleagues
that
you
know
I
think
we
need
to
be
talking
about
what
is
reasonable
for
Jacksonville
Beach,
how
much
kind
of
like
what
some
of
our
citizens
have
said.
You
know
we
don't
want
to
become
a
mean.
H
T
T
H
A
L
A
A
This
ordinance
for
the
rezoning
of
the
property
is
before
the
council
for
a
public
hearing
consideration
Turner's
first
reading
under
the
laws
of
the
state
of
Florida
and
applications
for
the
rezoning
of
the
property
Emilie's.
A
quasi-judicial
judicial
proceeding,
quasi-judicial
proceeding
means
that
everything
is
now
functioning
in
a
manner
similar
to
a
court
with
the
mayor
and
council
sitting
is
impossible.
A
Decision
makers,
hearing
testimony
and
questioning
presenters
were
to
provide
substantial
and
competent
evidence
to
support
their
side
of
the
issue
is
the
duty
the
council
arrived
at
sound
decisions
regarding
the
use
of
property
within
the
city.
This
includes
receiving
citizen
input
regarding
the
proposed
elusive,
the
neighborhood,
especially
where
they
had
put
a
stock
base
and
not
a
simple
expression
of
opinion.
A
In
addition
to
council,
that's
received
a
copy
of
the
application
and
the
staff
upon
the
commission
reports
on
the
reason
on
the
erequest
and
now
in
the
public
area
and
we're
or
number
two
zero
one.
Nine
eight
one,
two
don't
have
any
speaker
cards.
Is
there
anybody
that
wants
to
speak
come
forward,
sir.
Please
give
us
your
name
and
address
in
about
three
minutes.
G
Hey
my
name
is
Justin
are
also
looking
for
three
top
Avenue
South
address.
You
guys,
kindness
about
the
construction.
That's
currently
around
the
house,
slowly
get
better.
That's
still.
Obviously,
initiative
is
trying
to
move
on
to
things
that
obviously
control
of
so
I'm
gonna
try
to
go
to
something
else.
Sweet
about
this
penthouse
thing.
I
do
live
obviously
down
the
street.
Roughly
six
eight
o'clock
spending
that
you
look
at
it
and
I
grew
up
in
this
area.
G
I
know
what
it
had
in
the
back
of
my
mind,
whenever
I
was
younger,
we
always
needed
else
with
it.
You
know
you
didn't
back
through
the
windows
day.
You
know
sketchy
is
just
have
less
and
slowly
over
time.
We've.
You
know
kind
of
nip
that
in
the
bud
it's
cleaned
up
and
it's
mostly
upstanding
citizens
in
there
and
I'm
proud
of
that,
and
to
think
that
we
potentially
could
revert
to
what
it
was
mix
with
all
these
other
issues
that
occurred
tonight.
It's
just
kind
of
alarming.
G
You
know,
I,
don't
have
anything
written,
so
I
wish
I
would
have
had
my
foot
paper.
So
I
could
express
to
you
my
feelings
better
to
me.
I
just
think
this
is
potentially
a
huge
issue
and
you
guys
should
really
think
about
the
ramifications
of
putting
that
many
low-income
housing
complexes
in
that
small
of
an
area
and
just
how
that.
M
G
J
J
J
Under
Melissa's
leadership,
she's
not
sure,
if
extravagant
running
their
announced,
that
waiting
list
of
over
300
seniors
for
housing.
This
project
does
a
couple
of
things
number
one
it
revitalizes.
The
current
property
means
new,
updated
amenities
skin
to
the
building,
giving
the
residents
more
of
a
Jinni
feeling.
J
It
also
will
allow
us
to
expand
the
campus
to
another
e
or
new
units,
we're
going
to
take
some
of
the
existing
space
and
add
four
additional
units,
because
we're
brand
new
building
brand
new
amenity,
one
of
the
things
that
we
recognized
through
the
help
of
the
staff,
is
that
the
parking
requirements
have
been
unchanged
for
decades
because
it's
same
or
the
same
cars
in
the
parking
lots.
Public
aerial
photos
year
after
year
in
the
parking
space
they're
currently
using,
is
about
forty
percent
one
of
the
things
that
will
happen
in
this
product.
J
This
community
of
one
time
was
the
same
with
market
rate
community.
It
was
converted
essentially
to
senior
housing
and
we're
contending
we're
proposing
this
maintained
its
that
status
for
the
next
50
years
always
be
run
as
senior
housing.
The
requirement
for
parking
there's
only
one
space.
We
have
plenty
of
parking
with
the
new
expansion,
so
we
invite
your
conversations.
Not
even
thank
you
for
the
thank
you
for
your
service
happy
to
answer
questions.
Thank
you,
sir
appreciate
that.
A
Q
In
planning
director
was
just
got
one
anticipated
a
or,
and
they
answer
to
an
anticipated
question.
By
fact,
he
said
fifty
years.
That's
my
factly,
though,
if
this
mark,
if
the
project
ever
just
trying
to
return
it
back
to
market
housing,
they
would've
definitely
have
to
address
the
apartment
situation.
So
it's
not.
This
is
specifically
for
senior
housing
exchange
and
use.
Facts
of
free-market
housing
would
bring
up
the
issue
of
marketing.
So
thank.

Thank
You
mayor
I,
just
like
to
say
I
know
several
people
who
live
in
Palo
towers
and
and
I
learned
people
who
lived
in
Padua
Hamlet
and
they
have
all
totally
how
much
they
love
living
there
and
I.
Think
it's
great
that
we
have
this
available
to
our
seniors
in
the
community,
because
I
will
probably
be
there
someday,
but
I
do
have.
